[0:00] All right.
[0:20] I don't have my watch in this 559.
[0:25] >> Oh, it says something.
[0:30] Oh, I thought it was
[0:31] >> Did you get a any sign?
[0:33] >> No.
[0:35] >> Okay, so we're ready. You said Oh, I'm
[0:39] looking at something. I'm looking at
[0:40] that clock up there.
[0:53] >> Oh, it is.
[1:00] 6 o'
[1:01] >> 6 o'
[1:03] >> Good evening everyone. Thank you so much
[1:05] for joining us. At this time we're
[1:07] opening our city council meeting.
[1:14] Let us pray.
[1:16] Heavenly Father, we come to you tonight
[1:18] in the name of Jesus. We thank you for
[1:20] your many, many blessings in our lives.
[1:22] And it's a blessing to be here tonight
[1:24] at City Hall. We just ask you for wisdom
[1:27] beyond our knowledge and our experience
[1:30] pertaining to uh the business that's at
[1:32] hand tonight that we would make the
[1:34] decisions uh concerning all of these
[1:37] things that would benefit all dear God,
[1:39] every all of our citizens, dear God. And
[1:42] and we ask you to to bless all of our uh
[1:46] workers here in the city and keep them
[1:48] safe, Lord. And tonight we ask your
[1:50] blessings upon this meeting and we give
[1:53] you all the praise and glory in Christ
[1:54] Jesus name we pray. Amen.
[1:56] >> Amen. At
[1:57] >> this time
[1:59] I pledge allegiance to the flag of the
[2:02] United States of America and to the
[2:05] republic for which it stands. One nation
[2:09] under God indivisible with liberty and
[2:12] justice for all.
[2:20] Good evening everyone. We hope that by
[2:22] now you realize you're at the city
[2:24] council meeting for the city of
[2:26] Crockett. Um
[2:30] at this time um we recognize any
[2:33] visitors that we have. Uh
[2:36] thank you so much for joining us. And
[2:38] then it moves us to the area of public
[2:41] comments from the audience at this time.
[2:43] Do we have any?
[2:45] >> None.
[2:52] Okay.
[2:53] >> Okay.
[2:57] >> Oh, he left his paper out there.
[2:59] >> It wasn't turned in, but
[3:06] >> Oh, he put it in the folder. Okay. Okay.
[3:12] >> Oh, no.
[3:14] Actually, deliver it.
[3:17] Thank you.
[3:23] >> Okay, we do have a public comment from
[3:27] uh Jack Lewis.
[3:29] >> Yes, ma'am.
[3:31] >> Regarding we do future items on the
[3:34] agenda.
[3:35] >> Yeah.
[3:47] I guess
[3:53] the mayor and council. Uh first and
[3:55] foremost, I know he's not here tonight,
[3:56] Chief [name], but I wanted to thank him.
[3:58] He's always been professional with me.
[4:01] Anytime I've had questions or asked for
[4:03] information from the partner or himself,
[4:05] he's always responded promptly and
[4:07] answered all my questions. So, I wanted
[4:09] to make it clear that, you know, my
[4:11] [segment omitted]
[4:13] aren't, you know, any way to be attacked
[4:15] on mobile. Uh, that being said, I'm here
[4:19] [segment omitted]
[4:21] [segment omitted]
[4:23] [segment omitted]
[4:25] come with them. As I'm sure you're
[4:28] aware, this is a hot topic across the
[4:29] [segment omitted]
[4:32] without a warrant and have led to
[4:34] numerous instances of misuse and abuse.
[4:37] For example, Last week in Lin police
[4:40] officers that Klein had plead guilty to
[4:43] 100 felony accounts involving the misuse
[4:46] [segment omitted]
[4:48] investigation found Klein used more uh
[4:51] [segment omitted]
[4:53] plate searches involving his former
[4:56] girlfriend, her family members, and
[4:58] others whom she had dated. He was
[5:00] sentenced to 5 years in prison.
[5:02] [clears throat] In this particular case,
[5:03] I wanted to note because it shows that
[5:06] we as citizens of Crockett you because
[5:08] I'm sure, you know, I'm willing to bet
[5:10] that everyone in this room has been
[5:12] through Lufkin many times. Another
[5:14] particular case that really should
[5:16] concern Americans who value innocent
[5:18] until proven guilty, the case of Croana.
[5:22] Police investigating a $25 package that
[5:25] [segment omitted]
[5:28] vehicle. Sergeant Jamie Milan from a
[5:31] neighboring town visited her home and
[5:33] told her he was 100% certain she was
[5:35] guilty. When she asked to see the video,
[5:37] he refused, saying he would not extend
[5:40] her the courtesy because she was lying.
[5:42] By denying the allegations, Sergeant
[5:45] Milan stated to Miss Eler when referring
[5:47] [segment omitted]
[5:50] in that town. You can't get a breath of
[5:51] fresh air in or out of that place
[5:53] without us knowing." If that's not in
[5:56] American, then I don't know what is.
[5:58] ely had to gather her own evidence and
[6:00] prove her own innocence and that's just
[6:02] not how our system is supposed to work.
[6:05] These are just two examples of countless
[6:07] [segment omitted]
[6:10] systems that continues to grow. Anyone
[6:13] can be misidentified. Anyone can become
[6:15] the innocent person who has to prove
[6:17] they didn't do something. Anyone can be
[6:19] victim to the misuse. Communities across
[6:22] Texas and the country are reconsidering
[6:24] these systems and many have chosen to
[6:26] cancel or not renew contracts. This
[6:29] isn't about being anti police. It's
[6:31] about being pro privacy and
[6:33] pro-American. Local discussions online
[6:36] recently have shown that citizens
[6:38] overwhelmingly do not support this
[6:40] technology. So, I ask council to please
[6:42] listen to your constituents and consider
[6:44] [segment omitted]
[6:47] technology. Thank you. [clears throat]
[6:50] Thank you.
[6:55] >> Okay. Um with that being that brings us
[6:59] to the uh next item, approval of
[7:02] minutes,
[7:03] a regular session September 21st, 2026.
[7:08] >> I make a motion we approve the minutes
[7:10] from September the 21st, 2026.
[7:13] >> I second.
[7:14] >> It's been moved and second. All in
[7:16] favor?
[7:18] Motion carries. That brings us up to
[7:21] item number two, business. The public
[7:24] hearing request from Norv
[7:28] Noville uh Arvisu uh for specific use
[7:31] permit for a manufactured home to be
[7:34] placed on property owned by Bernardo
[7:37] Arzu. currently having an address of 200
[7:41] West Golad which is identified by the
[7:44] Houston County Appraisal District ACA as
[7:47] partial 8190 and located on the west
[7:50] side of the intersection of West Goolad
[7:53] and Sherard uh Street. Legal description
[7:56] being 0.53 acres of land more or less
[8:00] out of of and a part of the AE Gossip
[8:03] survey A-423
[8:06] save and accept 0.051
[8:09] acres described in the deed to Bernardo
[8:12] Elvis Viso recorded in volume 1045 page
[8:17] 512 deed records of Houston County,
[8:20] Texas Council.
[8:24] Uh, mayor council, this will be a public
[8:26] hearing first. So, we need to open a
[8:28] public hearing
[8:29] >> at this time.
[8:32] It's officially open. Public hearing.
[8:35] You're allowed to speak.
[8:38] >> I believe Miss Harveu is here. She can
[8:40] speak. She doesn't have to have to. This
[8:42] is for herself or anybody wishing to
[8:45] speak for or against this application.
[8:51] >> Yes. Um, it's my dad's property.
[8:54] >> Oh, if you would like to talk in the
[8:56] mic, it' be I don't know.
[8:57] >> It is my dad's property and
[9:00] building it home
[9:05] and
[9:08] the requirements that y'all put for me
[9:10] to be able to put a mobile
[9:20] and
[9:24] And there is a lot of trees where
[9:29] hopefully once it's approved we can
[9:34] cut down and make
[9:38] the entrance. There is two entrances to
[9:41] the property that I am able to use.
[9:43] That's one right there. And there's
[9:46] another
[9:56] two options.
[9:59] >> This one here
[10:01] >> you'll be using this app. This
[10:03] >> um I have two options that both
[10:14] Okay. Is is there anyone else that would
[10:16] like to have comments?
[10:23] [clears throat]
[10:30] >> If not,
[10:31] we move that we're now officially
[10:33] closing the public hearing.
[10:37] Okay.
[10:40] Item number three,
[10:43] consider an approved request from
[10:46] from request from Nar Nor
[10:50] uh a visa for specific use permit for a
[10:52] manufactured home to be placed at the
[10:54] location described in New County
[10:56] Appraiser District ACA as far 8190 and
[10:59] located on the west side of the
[11:01] intersection of West Golled and Sherard
[11:03] Street. Legal description being 0.53
[11:06] acres of land more or less out of out of
[11:09] and a part of the AE Gossit survey A423
[11:14] saving except 0.051
[11:17] acres described in a deed to Bernardo
[11:20] Aizo recorded in volume 1045 page 512
[11:24] deed records of Houston County Texas.
[11:28] >> Mayor and council I have the application
[11:30] in your packet. This was submitted and
[11:32] uh was presented to planning and zoning.
[11:36] Uh they held a public hearing as well
[11:38] after legal notices were sent out to all
[11:40] the property owners
[11:43] um surrounding this within 300 ft.
[11:48] This being the list of property owners.
[11:51] No one spoke, no one came and spoke
[11:54] against this application and the
[11:57] planning and zoning board approved it
[11:59] unanimously to come to council.
[12:02] >> Mayor and council, I move that we
[12:05] approve the request as stated in item
[12:08] number three.
[12:09] >> I second.
[12:10] >> Okay, it's been moved and second.
[12:14] All in favor?
[12:17] Motion carries.
[12:19] Congratulation on your new location.
[12:22] >> Okay. Uh brings us to item number four.
[12:25] Consider and approve reappointment of
[12:27] members of the planning and zoning
[12:29] commission.
[12:31] Council,
[12:31] >> mayor and council, this is um you have
[12:34] three expirations in September.
[12:38] Um
[12:39] that have stated that they would like to
[12:41] continue serving.
[12:44] um being Wade Thomas, Ray Ray Bruner,
[12:48] and Connie Stbon, Greg [name], and David
[12:52] Ty are um in their current uh term.
[12:57] So, the renewals would be for Connie
[13:00] Stbbon,
[13:02] Ray Bruner, and Wade Thomas.
[13:05] council.
[13:07] >> So, these reappoints,
[13:09] is it open for anybody else that want to
[13:11] be on the zoning commission?
[13:13] >> Yes, sir. We we'll go out and um we post
[13:16] it um when there's
[13:20] when the existing members uh typically
[13:22] when the existing members um
[13:26] >> don't want to continue serving when they
[13:28] wish to resign and we're looking for new
[13:30] members otherwise we bring them to
[13:32] council as a reappoint.
[13:34] So what was the method that they got
[13:36] appointed in to begin with? How did that
[13:38] happen?
[13:39] >> Just by a search and recommendation by
[13:41] council members so council members can
[13:45] um can bring forth other names for
[13:48] nomination um like we've done we've done
[13:51] that recently on other boards. This one
[13:53] here, uh, this board here hasn't had, u,
[13:57] they've been on there for some time. And
[14:00] so I bring those initially out of
[14:02] courtesy to them for if they wish to
[14:05] continue serving, I bring that to
[14:07] council. If you wish to go out and seek
[14:11] new appointments, you can do so.
[14:13] >> Um, so
[14:17] for us, the amount of people that can
[14:19] serve on that board only
[14:23] two, four, five members.
[14:29] >> Uh, some of our boards, yeah, like I
[14:31] guess you're saying that
[14:32] >> how many we have alternates. Some boards
[14:34] we have alternate members that one can't
[14:36] show up. This one here is only a five
[14:39] member commission.
[14:40] >> So, are these members appointed by
[14:42] precincts or
[14:44] >> No, they're all at large appointed by
[14:46] council.
[14:51] I was just I mean I I was just looking
[14:53] at the uh at the appointments um and I
[14:57] just noticed of course that we don't
[15:00] have one for precinct 3. Um I see that
[15:03] we have two um members that are from
[15:08] precinct 5. One is from precinct one and
[15:12] one from precinct 2.
[15:13] >> Ray Bruner is from precinct 3.
[15:16] >> Who is that?
[15:17] >> Ray Bruner. Bruner. He's in precinct.
[15:20] >> He's He's on the opposite side of U
[15:25] on 229.
[15:27] >> Yeah. So that uh that's precinct three
[15:29] all the way to all the way to Gold.
[15:36] >> No, but either way,
[15:38] >> that side that side of the that side of
[15:40] Far Road is actually where Mr. [name]
[15:42] Bruner lives when the um when when the
[15:45] last redistriced That road right there
[15:49] divides. Y'all give one side to me to
[15:52] precinct three and the other side goes
[15:55] to precinct 2.
[15:58] >> Okay. Maybe I'm mistaken. I'm not sure
[15:59] to say that off hand. Um because this
[16:02] was just brought to me, but um our
[16:04] current um qualifications for planning
[16:07] and zoning are not by
[16:10] are not by precinct.
[16:13] >> They're at large position. So, if y'all
[16:15] wish that to become a rule, then we need
[16:17] to update our ordinance.
[16:19] >> I mean, it doesn't have to be, but I was
[16:21] just uh suggesting that,
[16:23] >> you know, felt that, you know,
[16:25] >> for sure if council wants to bring that
[16:27] um and we can update our ordinance to
[16:29] >> I mean, we don't have to precinct.
[16:31] >> No, we don't have to do precinct at
[16:33] large is fine. I'm just I'm just
[16:35] suggesting that um we don't know what
[16:39] council's appointed. And you said a
[16:41] council's appointed.
[16:43] >> Yes. Yes. Council appoints these members
[16:45] every two years.
[16:47] >> And you said we can have an alternate as
[16:49] well.
[16:49] >> No, ma'am.
[16:50] >> Okay. No alternate.
[16:51] >> Not current rules. Current rules.
[16:54] They're set by ordinance
[16:55] >> and current rules do not provide an
[16:58] additional alternate uh position. But
[17:02] like I said, those are set by ordinance
[17:03] and council can always add additional
[17:06] positions if y'all would like that to be
[17:09] considered.
[17:11] But I'm just going by a current, you
[17:13] know, our current ordinance and current
[17:15] rules.
[17:19] These people have dedicated quite a bit
[17:21] of their time over the past few years
[17:23] and are uh they're all very active. Um
[17:30] we do have probably two or three
[17:31] meetings a month sometimes and they've
[17:33] been very active and dedicated to
[17:36] showing up. So we appreciate that. But
[17:39] that's council's wish
[17:42] >> because what I was looking at is you
[17:44] know basically giving opportunities. So
[17:46] [clears throat] where we where do we
[17:47] usually post
[17:49] uh on we put them both on our website.
[17:52] We keep a form if you ever wish to serve
[17:55] on a future commission or board. We have
[17:57] a form online and here at city hall and
[18:01] we take names. So whenever there's an
[18:03] opening we start calling those names and
[18:04] say hey this position you know we have
[18:06] this board that has availability. do you
[18:08] want to serve? And then I bring
[18:10] nomination suggestions to council for a
[18:13] new position. However, in this case,
[18:15] these existing members that said that
[18:17] they would like to continue serving. So,
[18:19] I didn't go through that process, but
[18:20] that's as council wishes, like I said.
[18:23] So, we do this in a form of a motion.
[18:26] Well, I make a motion that we approve
[18:29] the the uh reappointing of Wade Thomas,
[18:33] Ray Bruner, and Connor Stbon to the
[18:36] Planning and Zoning Commission.
[18:39] >> A second.
[18:41] >> Okay, it's move been moved and second.
[18:43] Any discussion, I guess.
[18:48] >> So,
[18:50] we're not going to find out if anybody
[18:52] is interested in filling these
[18:54] positions.
[18:56] Well, we have three people that are
[18:58] interested in filling them. If council
[18:59] wants to find other people and remove
[19:01] these pe or, you know, bring new people
[19:04] in, then that's something that I can do,
[19:06] but it'll have to be a with with postage
[19:09] and bring new names back to council of
[19:11] people that have applied. So, we can
[19:14] definitely do that,
[19:16] but we have not not currently because
[19:18] that's we didn't have any openings
[19:21] necessarily. They they wanted to
[19:23] continue serving
[19:25] So you say you have three people that
[19:27] are interested.
[19:28] >> These three right here on the board are
[19:30] >> the three people that are have been
[19:31] >> already on the board. Okay.
[19:33] >> I thought you said other person.
[19:37] >> Yes, ma'am. So we have a motion and a
[19:39] second.
[19:39] >> We have a motion and a second. You ready
[19:41] for the vote?
[19:42] >> All in favor?
[19:46] Opposed?
[19:50] Let me break the time.
[19:53] I'm four.
[19:54] >> You voted for?
[19:55] >> Yes.
[19:58] >> Did you get that, [name]?
[20:01] >> Thank you, mayor and council.
[20:04] >> Okay, that brings us to um
[20:10] item number
[20:12] >> five. Five. A presentation, discussion,
[20:15] and consideration of support for Dreamw
[20:18] Weaver's production filming project.
[20:24] Mayor Council member will present today.
[20:26] I'm excited to be here and I hope this
[20:28] is a fun little presentation for you. My
[20:30] name is Terry Weaver. I'm the uh
[20:33] president of Dream Movie Productions. Uh
[20:35] a couple years ago, we did a movie down
[20:37] in Trinity called Beast of Trinity,
[20:39] Texas. And we had a woman community and
[20:43] one of the first things that we wanted
[20:44] to do was present that movie to the
[20:46] leaders. So I did this very same thing.
[20:48] I went to city council down Trinity and
[20:51] ask them for their support and that's
[20:53] what I'm doing here tonight. So um I met
[20:57] with the sheriff and uh they are in
[20:59] favor. This is a law enforcement movie
[21:01] which I'll tell you a little bit more
[21:02] about the story. The story revolves
[21:05] around a Texas Ranger. It's completely
[21:07] fictitious. It's a story that I wrote
[21:09] who catches the most in
[21:12] in Texas and puts him away and um he
[21:16] goes on he's injured during this uh this
[21:19] pursuit and he retires goes on to become
[21:22] a best-selling author and uh 10 years
[21:25] later hopefully this is author that
[21:28] serial killer is released based on the
[21:30] evidence and that's kind of how the
[21:31] story unfolds a little bit more about me
[21:34] I'm a military guy I served in the
[21:36] military back in 99 was a Navy corman
[21:39] and I got firstand experience
[21:41] in very tense situations and I love
[21:45] doing law enforcement movies because
[21:47] they bring a lot of excitement and
[21:50] suspense and mystery. This is a mystery
[21:53] movie. The core genre is mystery and uh
[21:56] so it should be a fun exciting journey
[21:58] for the town. From what I understand
[22:01] there's never been a movie made here in
[22:03] Crockett, Texas. And I don't see why
[22:04] there shouldn't be because it is a great
[22:07] town. Everybody I've met has given me a
[22:09] warm embrace. And I think the city is a
[22:13] great city because it's preserved time.
[22:15] [segment omitted]
[22:18] looks really really good. I'm sure
[22:19] you've all seen movies that are filmed
[22:22] in in historic cities and towns and it
[22:25] just does something to the gives it more
[22:27] texture. So [clears throat] this is our
[22:29] number one pick, Crockett, Texas. I'm
[22:31] from the Woodlands, Texas. We are
[22:33] looking at other areas, but like I said,
[22:35] my first goal was to get the leaders to
[22:39] uh at least have interested. So, couple
[22:42] more things. The beast of Trinity,
[22:44] Texas, has gone worldwide. It's being
[22:48] seen in the United Kingdom, uh
[22:50] Australia, South Africa,
[22:53] Canada, and all over the United States.
[22:55] It's been viewed over 70 million minutes
[22:58] on Amazon Prime. And that's our second
[23:00] largest platform. Tuby is our largest
[23:02] platform, actually.
[23:05] It has garnered a lot of interest. I
[23:07] think we did a pretty good job. But my
[23:08] goal would be to make a better movie
[23:10] than my last movie. That's always my
[23:12] goal to keep on making better movies.
[23:15] And the main goal with this movie is to
[23:17] entertain people. There's no real agenda
[23:19] behind it. It is really to entertain
[23:21] people and tell a very Texan story and a
[23:25] really iconic Texas Ranger story. I
[23:28] think there's probably nothing more
[23:30] Texas.
[23:32] >> So I love stories. I think they're very
[23:34] powerful. I think they move people and I
[23:37] think people will relate to the story at
[23:39] the it's a father story which I think
[23:42] will be neat for those relationships.
[23:45] There's a lot of those relationships. Uh
[23:47] we are doing an event. We rented out the
[23:50] RITs on November 7th. So, if I may, can
[23:54] I pass you up a little information on
[23:56] that event?
[24:05] >> Thank you.
[24:07] >> So, the goal behind this event would be
[24:09] to um get as many of our leaders from
[24:12] the community to come meet the actors.
[24:15] We're going to have our lead actors.
[24:16] >> We're going to have our producers out
[24:18] there directing the movie. I'll be out
[24:20] there. We're actually going to be
[24:21] shooting the photography for the movie
[24:24] poster and um that that is to test and
[24:29] and see if the city will embrace the
[24:30] project because I don't ever want to go
[24:32] into the city and say, "Hey, we're
[24:33] making a movie on board." I want to get
[24:35] the buy in from the city because it
[24:37] takes an incredible amount of money and
[24:39] energy people to make a movie. There'll
[24:42] probably be over 200 [cough] background
[24:45] actors. So, it'll be a lot of
[24:46] opportunity for locals to get in the
[24:47] movie. We'll have sign up at that event
[24:50] for locals to sign up to be a background
[24:52] extra. We'll also be looking for a lot
[24:54] of locations and I have been up here
[24:57] multiple times looking at different
[24:59] locations and I found some good ones.
[25:01] We'll have a list of all the different
[25:03] locations we're looking for and that'll
[25:05] be another way to gain interest from the
[25:07] community. The last movie we did, we did
[25:09] a world premiere here back in um
[25:13] November of last year and we sold out
[25:15] the Ritz theater. So we had to schedule
[25:17] a second world premiere and we had over
[25:20] 400 people at one of our screening and
[25:22] about 200 at the next one. It was a
[25:24] great success. I love working with a lot
[25:27] of local interest and they've just um
[25:29] done a great job for us. So we're going
[25:31] to go hold this. We did bring a lot of
[25:34] money from that event into the
[25:35] community. We had, I think, over 60
[25:37] people book at local hotels, bought
[25:39] meals, ticket sales. It benefited the
[25:42] Rits. I think we had over $7,000 of
[25:45] ticket sales that went directly to the
[25:46] Ritz theater. So, some good revenue
[25:49] there locally. Um, and I just wanted to
[25:52] share a couple visuals. This is a book
[25:55] that I wrote back in 2021. It is
[25:58] inspired.
[26:00] >> It's different, but it inspired me. This
[26:02] is my novel. And then I have some
[26:04] concept poster
[26:06] And I'm happy to pass this up just to
[26:08] kind of get a look and feel of this uh
[26:11] of this movie. Here's kind of a look at
[26:13] some of the posters.
[26:14] >> That's nice.
[26:15] >> The u the title of it is Texas Sins.
[26:18] It's a provocative title on purpose. One
[26:21] of the most nominated films in America
[26:24] for the Oscars was a movie called
[26:26] Sinners last year
[26:28] >> and it won some Oscars. And what happens
[26:31] when you have a provocative title is
[26:33] people either go, "Oh, what is that?"
[26:35] They kind of back away. So, it kind of
[26:36] splits the audience, but it's a good way
[26:38] to get people's uh interests. So, I
[26:42] wanted to just ask if anybody had any
[26:44] questions for me and if I could shed
[26:47] light on the story or anything else. Uh,
[26:49] I'd love to share as much as possible at
[26:50] the top of the line, but I know there
[26:52] are other matters to uh to handle. So,
[26:54] any questions?
[26:56] >> What time like what time period are we
[26:57] talking? This is a modern day story.
[27:00] >> Oh, I plan to film in April. We'll start
[27:03] filming the first Monday of April in
[27:06] 2027. Whichever location you choose.
[27:10] >> I mean I mean how long would y'all be
[27:11] filming here?
[27:12] >> We have schedu
[27:28] area being the oldest uh county in
[27:32] Texas. I just think it has a lot of
[27:33] great history that we can tap into and
[27:36] uh because there is Texas in the name I
[27:39] do think it will become an international
[27:43] movie just like our last specific
[27:47] Texas.
[27:51] >> That's nice.
[27:53] any um
[27:56] would you mind sharing just a little bit
[27:58] and I know ultimately it's up to y'all's
[27:59] decision but the name uh if you know if
[28:03] if Crockett's chosen using the name of
[28:06] Crockett
[28:07] >> um whether you would use that or a
[28:10] fictitious name and maybe how council
[28:12] would feel.
[28:12] >> Yeah, I'd love to share that. So we had
[28:14] the opportunity to use a fictitious
[28:16] name. I thought of them um and they
[28:18] carry some u
[28:22] some ancient
[28:23] with them like Texas and Arcadia Texas.
[28:27] Those are two names that we're looking
[28:28] at. The name of the town that the movie
[28:31] happens isn't specifically spelled out.
[28:34] However, we can spell it out. And so, it
[28:37] just depends on what the interest is in
[28:40] the town. I am in favor of putting Texas
[28:44] in the movie because what will happen is
[28:46] people will want to come and see where
[28:48] this movie was made. just makes it a
[28:50] little bit easier to find out where it
[28:52] was made. So, uh, opening the movie, in
[28:54] our last movie, we put a monument sign
[28:57] from Trinity, Texas in the movie, and it
[28:59] is created tourism. People go out there,
[29:01] they take pictures around the city
[29:04] locations that was filmed at. I think it
[29:06] would be smart
[29:08] in a business sense to include Crockett,
[29:10] Texas, but it really does not matter to
[29:12] me. So, I'd love to hear from city
[29:14] council if they how you feel about
[29:17] Texas.
[29:18] >> Well, I I'll say I'll say this. I uh
[29:21] it's I think you should I mean I I uh I
[29:26] was down at Garner State Park a few
[29:28] years ago and Robert Deval filmed Seven
[29:30] Days in Utopia
[29:33] >> and Yeah. And uh so we were there and I
[29:35] I found out we were we were real close
[29:37] to Utopia. So I told my wife I said I
[29:40] want to go to Utopia and just see Utopia
[29:42] because Robert Duval in that movie was a
[29:45] great movie. So I go we go and I find
[29:47] that little cafe where he uh they filmed
[29:51] a lot of it. So I go in and I ask a lady
[29:53] I said is this where Robert Du fall it
[29:56] was he was filmed and she said yes it
[29:58] is. She said I can put you in the chair
[30:00] that he was sitting in. I said please
[30:02] do. [laughter] So I I
[30:06] I'm for Crockett being used
[30:08] >> and you you probably took pictures and
[30:10] shared that with five or 10 people. Is
[30:12] that correct?
[30:12] >> More than that.
[30:13] >> Okay. So that'll have a ripple effect if
[30:16] we end up putting like a monument sign
[30:19] or even reference it in the dialogue of
[30:21] the movie. We can do that. It's not
[30:22] written right now,
[30:25] but I'd be happy to do that. And
[30:28] [clears throat] I like this town. It's a
[30:30] neat
[30:31] >> and I think we should put it on the big
[30:33] screen and spread it all over the world.
[30:36] >> Anybody else would like to
[30:39] be
[30:42] >> I like the Crockett. I think it should
[30:44] be.
[30:44] >> I think so.
[30:45] >> We're well known for a lot of things.
[30:47] One more thing is just going to be ice
[30:49] on the cake.
[30:51] >> I think being the oldest
[30:54] >> fifth it's the oldest county, fifth
[30:56] fifth oldest city they say.
[30:58] >> Yeah.
[30:59] >> So I think it would be very beneficial
[31:02] um if we participated in in something
[31:06] similar to this. Yeah.
[31:07] >> Council member [name], any thoughts about
[31:10] having
[31:12] the movie.
[31:13] >> No, I don't have any thoughts on it.
[31:19] >> Sure. I'm all about it. You know, I'm
[31:22] very proud to tell people I'm from
[31:23] Crockett. And so, you know, anything
[31:25] else to to to get it out and that it's
[31:29] kind of hard to explain when you tell
[31:30] people where you from going down to the
[31:32] Woodlands, you meet people, where you
[31:33] from? I'm from Crockett. Where's that?
[31:34] Well, you know where Luck's at? Yeah,
[31:35] we're a little bit west of Luck. Or you
[31:38] know where Palestines? We're just a
[31:39] little bit south of Palestine. It'd be
[31:40] good to someone go, "You're from
[31:42] Crockets." I know exactly where that's
[31:43] at. I saw that in the movie, you know.
[31:44] So, [laughter]
[31:45] >> but I'm a little biased, you know.
[31:49] >> I'm a little biased to the city, but
[31:50] that that's just those are my thoughts
[31:52] on it. I don't have an objection in the
[31:53] world.
[31:57] >> Can I ask one more question to the
[31:59] council mayor? Um, is there any way that
[32:01] you would be up for doing I know we
[32:04] don't need an official vote or anything
[32:06] here, but would you like to do an
[32:08] unofficial vote to bring the movie here?
[32:11] I think that would make me feel uh good
[32:14] and feel embraced. And if I'm going to
[32:16] bring a team of hundreds of people here,
[32:19] it should be great to have the leaders.
[32:22] >> Then then I'll make a motion that we
[32:23] approve uh is it Weaver?
[32:25] >> Terry Weaver. Terry Weaver and his his
[32:27] company to to film Dream Dream
[32:30] >> Weaver
[32:30] >> Dream Weaver Productions
[32:31] >> Dream Dreamw Weaver Productions uh
[32:34] consider Crockett, you know, home like
[32:36] the rest of us and bring their
[32:38] production for their movie here.
[32:39] >> I second.
[32:40] >> Okay, it's been moved and second. Any
[32:42] discussion?
[32:44] >> Ready for the vote?
[32:46] >> I do have I do have a question. So I
[32:48] mean being this is my first time being
[32:50] involved in something similar to this
[32:52] and I'm always looking for ways to
[32:55] benefit our city. So in what way would I
[33:00] know bringing tourism and bringing
[33:02] people here would benefit our city but
[33:04] also when this movie makes makes big
[33:07] bucks how would it award and benefit our
[33:11] city financially?
[33:13] >> So I think the main financial benefit is
[33:15] bringing the production to the city. So,
[33:18] we'll have to buy food for our entire
[33:20] cast. We'll have to put up our actors
[33:23] here. Um, that will be a major expense
[33:26] for us. I mean, if we do the movie here,
[33:28] I'd love to have another world premiere
[33:30] at the
[33:32] tens of thousands of dollars if not
[33:35] hundreds of thousands. If we do multiple
[33:36] premieres and it would be neat to do a
[33:40] an annual screen where we can do some
[33:42] kind of annual presentation of a movie
[33:43] that was made right here in that east of
[33:47] Texas and it's been a great thing for
[33:49] their community. It's been a great
[33:51] thing. Now this the biggest benefit
[33:53] quite honestly will be the tourism
[33:55] effect because once we put these
[33:57] buildings and these shops in the movie,
[34:00] some diners, a location where the lead
[34:03] actor lives and where the sporting
[34:05] actors live. People will want to come
[34:07] out and see that and they'll do lunch
[34:09] where the cafe was filmed and
[34:13] just a lot of opportunities to shine on
[34:15] the
[34:19] You know, people still go to Gibson Gib
[34:22] Gibsland, Louisiana.
[34:24] You know, where Bonnie and Clyde was.
[34:26] They still go there. A lot of people do
[34:29] just to see that little town.
[34:33] >> We do plan to make a very iconic movie
[34:35] and I think it will benefit the city.
[34:40] People will be entertained because of
[34:41] it.
[34:44] >> So, sounds like That's motion.
[34:47] >> Yeah.
[34:48] >> So, is this unofficial?
[34:50] >> It'll be official. [laughter]
[34:51] >> That's what I'm saying. This will be
[34:52] official,
[34:53] >> but um
[34:54] >> any other questions.
[34:57] >> There's a motion motion in a second.
[35:00] >> Has been moved in second.
[35:01] >> And so, we're just basically What was
[35:03] your motion? I'm sorry.
[35:05] >> My motion is that we allow Mr. Weaver
[35:07] and his production team to to come to
[35:09] Crockett and film the film the the movie
[35:11] here in Crockett.
[35:13] >> And I second it.
[35:16] Okay, it's been moved and second and had
[35:18] the discussion. Ready for the vote? All
[35:21] in favor?
[35:24] >> Opposed? Wait, I'm sorry.
[35:27] >> I'm not opposed.
[35:29] >> You're not opposing.
[35:31] >> So, all in favor?
[35:33] >> I guess so.
[35:34] >> Okay. I'm sorry.
[35:35] >> Thank you.
[35:37] >> Go. Everybody was in favor. Okay. Yes,
[35:39] sir. Motion.
[35:40] >> Yes.
[35:40] >> Thank you so much.
[35:41] >> Thank you for choosing us.
[35:43] >> Yeah. We're going to be movie stars.
[35:46] >> You can all sign up.
[35:51] >> Is there any way to get a picture with
[35:52] the city council with our official
[35:54] poster?
[35:57] >> Yeah, we done voted for it. We might as
[35:58] well go all [laughter] the way. It's not
[36:00] as if we have a
[36:01] >> Get the mayor. Get the mayor.
[36:04] >> We going to stand in a put on my real
[36:07] clothes today. I got my I got my senior
[36:09] park.
[36:11] We'll make we'll make some.
[36:35] >> Oh, he said he was going to get enough.
[36:36] Is that what he said?
[36:38] >> Oh, you got a couple of them. I thought
[36:40] he said Okay.
[36:42] >> Well, thank you. This is so exciting.
[36:45] >> We love a
[36:48] >> All right.
[36:49] That brings us to item number six.
[36:54] Consider and approve the proposed
[36:56] amendments to the home roof charters of
[36:58] the city of Crockett as recommended by
[37:01] the charter review committee and revised
[37:03] during council workshops for inclusion
[37:06] in an ordinance ordering a charter
[37:08] amendment election to be considered by
[37:10] the city council at at large meeting.
[37:14] >> At later meeting at a later meeting
[37:16] >> at a later I don't know why I said large
[37:18] I looked off. I'm not in the movies.
[37:22] I looked at at a later meeting.
[37:25] >> Mayor and councel, uh, as y'all know,
[37:27] we've, uh, completed the workshop. Uh,
[37:31] prior to that, we had our charter
[37:34] committee meetings that provided the
[37:36] report during the last couple of
[37:38] workshops. Councils had an opportunity
[37:39] to go over that with our attorneys. Um,
[37:43] those, uh, the final propositions were
[37:46] brought back, um, or were sent back to
[37:48] us. I'm bringing those to council now.
[37:51] uh and this this will basically um help
[37:55] us finalize the uh the propositions.
[37:58] There will still be all the official
[38:01] actions will be taking place after the
[38:03] first of the year when the actual um
[38:06] order of election is going to be uh
[38:09] submitted and voted on. Um but this um
[38:13] gives our attorney the go ahead to
[38:18] uh you know finalize drafting like the
[38:20] ballot measures the the language on the
[38:22] ballot measures using these these
[38:24] propositions as submitted to council um
[38:28] and u to get it ready for inclusion like
[38:32] it mentions in this agenda for inclusion
[38:34] to be considered by council at a later
[38:36] meeting. But we want to know that y'all
[38:38] are good with all of these propositions
[38:40] and that we're good to move forward as
[38:42] um we discussed during our council
[38:45] workshops.
[38:47] >> Well, I'm not in support of the changes
[38:49] just made to section 3.11.
[38:54] >> You said what? I'm sorry.
[38:56] >> Um we probably need to
[39:01] discuss discuss any of these after a
[39:04] motion is made. Um, I made the pres uh
[39:08] presentation to council. Those were all
[39:11] voted on already by council at a
[39:14] workshop. So,
[39:16] you can still vote for against, but as
[39:19] far as discussions,
[39:21] um, we at least need a motion and a
[39:23] second. I don't have your
[39:25] >> before we go to the next
[39:26] >> 311
[39:29] >> on the measure D.
[39:38] Okay.
[39:39] >> Okay. Um
[39:41] motion if we're going to move forward or
[39:42] not.
[39:52] I'll make a motion we approve the
[39:54] proposed amendments to the home rule
[39:55] charter of the city of Crockett as
[39:57] recommended by the charter review
[39:58] committee and revised during council
[40:00] workshops for inclusion inclusion in an
[40:03] ordinance ordering a charter amendment
[40:04] election to be considered by the city
[40:06] council at a later meeting.
[40:08] >> A second.
[40:09] >> Okay, it's been moved and second
[40:11] >> question
[40:13] discussion. um discussion of course
[40:16] question. Um basically I was I just want
[40:18] to say this um and I kind of you know
[40:21] y'all know how I write down my stuff. So
[40:24] >> um but anyway one of my um greatest
[40:26] honors that um of my life thus far is
[40:30] when I was chosen to represent the con
[40:33] constituents of precinct 3. I understand
[40:36] that often the the truth is often hard
[40:39] to accept, but I pledge to question all
[40:43] concerns the constituents ask of me.
[40:47] So
[40:50] I am not in support of the home room
[40:53] charter amendments because the because
[40:55] the amendments lack original and true
[40:59] supporting document
[41:02] for which charter we are using to make
[41:06] updates. There is only one home rule
[41:11] charter
[41:13] approved and it was approved by the
[41:15] people in 1964.
[41:19] Um,
[41:21] just to say this um, and I said it
[41:23] before when we went workshop was that I
[41:26] was on the charter. I was a member of
[41:28] the charter commission and when I was
[41:32] first on the charter commission, we
[41:34] voted that we would bring no amendment
[41:38] or no proposed amendments back to the
[41:41] council unless they were unanimously
[41:45] um voted upon by all members.
[41:48] I was advised by several of the members
[41:51] of that commission that some of those
[41:55] proposed amendments were not unanimously
[41:57] voted upon. So I cannot agree with
[42:01] moving forward with
[42:04] the proposed amendments for the humble
[42:06] charter.
[42:07] >> Okay. Thank you,
[42:10] >> Mayor. Thank you. Um thank you for your
[42:12] comment, Miss [name]. However, it is
[42:14] completely false. Um, all the all the
[42:17] propositions that were brought to
[42:18] council were voted on unanimously. The
[42:21] only one that was not voted on
[42:22] unanimously was not included
[42:24] >> in our discussions and workshop.
[42:27] >> Now, I understand the one that was
[42:29] >> I'm just I'm not I'm not bringing it as
[42:31] an argument. I'm just I'm telling you
[42:33] that that was false. That was false.
[42:35] >> No. Okay. Well, one of the ones that was
[42:37] was the one dealing with the weapons.
[42:40] >> So,
[42:41] >> and it was unanimous brought. It was
[42:43] unanimously brought.
[42:44] >> Okay. That's your opinion. State minute.
[42:46] >> Mr. Turner informed me that they were
[42:48] all unanimous.
[42:49] >> He informed us all of that.
[42:50] >> Well, where were the minutes? Where were
[42:52] the minutes? Nobody showed me any
[42:53] minutes.
[42:54] >> Okay. Well,
[42:55] >> but my the meeting just the meeting just
[42:57] happened and the minutes had not been
[42:58] brought to a subsequent meeting. That's
[43:00] that's typically what happens when you
[43:01] have the last meeting. So, the minutes
[43:03] are written.
[43:05] >> Okay. Well, I haven't seen any minutes
[43:06] either. That supports what you're
[43:09] saying.
[43:10] >> And it's not that we're supporting. And
[43:11] here's the deal. All we're doing as city
[43:14] council members is allowing this to go
[43:15] on the ballot and let the voters vote on
[43:17] it. This is not our decision. If you
[43:19] don't want it, then then when you when
[43:20] it's time to vote, then don't vote for
[43:22] it.
[43:23] >> But if we can't take it to the voters,
[43:25] what is the that's whose hands it needs
[43:27] to be in with anyway, not ours. It needs
[43:29] to be in the voters's hands. But they
[43:31] won't even get an opportunity to put it
[43:32] in their hands if we don't push it
[43:33] through.
[43:34] >> Well, first of all, we need to just stop
[43:36] pushing it through and follow protocol.
[43:38] So, if if it was stated that we were
[43:40] going to vote on that unanimously, it
[43:42] should have been done unanimously. That
[43:44] would have been a problem with me. I
[43:45] don't have an issue with providing u all
[43:48] the updates to uh the council. None of
[43:51] the information that I've asked for has
[43:53] been provided to me. I've asked for the
[43:56] the charter uh the 1960 the original
[43:59] charter. I've asked for it. I've even
[44:01] spoken with um the comm the chairman and
[44:04] asked for several other documents. We
[44:06] had some we went over. So, I never
[44:08] received any of that information and I
[44:10] was going I was I was told that I would
[44:13] receive that. I also looked for um dates
[44:17] that we that were uh election had taken
[44:21] place for amendments to be amended. I
[44:23] haven't seen any of that. Um, so I can't
[44:26] support I just can't support something
[44:29] that I don't have supporting documents
[44:31] to to I mean because my thing of it is
[44:35] is that if we're going to do if we're
[44:37] expected it's in I I'll say that this is
[44:40] it's integrity. So I'm not going to um
[44:45] board my integrity just because we want
[44:48] to push something through.
[44:49] >> Okay. Well, we appreciate your opinion.
[44:51] Uh, is it anybody else have any other
[44:54] comments?
[44:56] Okay. Are we ready for the vote?
[45:00] All in favor?
[45:03] Opposed?
[45:07] Four.
[45:12] Okay, that takes us to the next item.
[45:22] Okay, item number seven.
[45:26] >> No,
[45:28] >> I'm on the right one now. Consider and
[45:30] discuss the Texas General Land Office
[45:33] CDBG
[45:35] mitigation or re reallocation program
[45:39] MRP. Identify eligible city projects for
[45:43] submission and provide direction to the
[45:45] to city staff regarding preparation and
[45:49] submission of project proposals.
[45:52] Mayor and council, we've had an
[45:54] opportunity presented to us uh for
[45:56] something called a mitigation
[45:58] reallocation program. Once FEMA and CDBG
[46:02] have funds that have not um that at one
[46:05] time they may have been allocated to a
[46:07] city, but if the city did not fully
[46:08] expend all those funds, then they're
[46:10] returned back into the program and they
[46:12] have a reallocation
[46:15] uh fund that can then be awarded back to
[46:18] cities again. And so it frees up a lot
[46:21] of the scope or requirements that may
[46:23] have been once tied to these funds um
[46:26] before it goes back to the federal
[46:27] government. The state of Texas gives it
[46:30] back to cities say here's another
[46:31] opportunity at it. Um the scopes are
[46:35] pretty wide and um I asked Bush to kind
[46:37] of present this to us. I just wanted to
[46:40] whenever we discuss and consider like
[46:42] borrowing money for a street or
[46:43] borrowing money for water wastewater,
[46:46] this is an opportunity for us to apply
[46:49] for this these funds. They do come with
[46:50] a a match. Um but uh you know a 10%
[46:56] match is a lot better deal than
[46:59] borrowing and having to repay 100% of
[47:01] that money with interest. And so even
[47:04] though the it's quite a bit to choose
[47:06] sometimes even that 10% match I wanted
[47:09] to maximize our opportunities for this
[47:11] pro project and it's a fastmoving
[47:12] project um uh to to be considered and
[47:17] once the project is awarded to us we
[47:19] have three years to complete all
[47:21] engineering and construction and be done
[47:23] with spending that money
[47:25] >> or we lose out on that program too. So,
[47:27] it's a fastmoving project and I asked
[47:30] [name], he's [clears throat] been
[47:31] studying it quite a bit and he was going
[47:33] to be going through the application
[47:34] process um here if council says so.
[47:38] >> Mayor, council, like [name] said, the um
[47:41] just very recently announced when the
[47:42] GLLO came up with this program, they
[47:45] issue uh on October 19th, they will open
[47:48] the call for projects. Uh there'll
[47:50] approximately $92 million worth of funds
[47:53] available for this. Each city or county
[47:56] can submit up to three projects for uh
[47:59] consideration
[48:01] with a minimum project cost of two and a
[48:03] half million with a maximum project cost
[48:05] of 10 million. And as he said, there
[48:08] will be a 10% match uh for a competitive
[48:11] application to be considered.
[48:14] And the uh scope of the uh projects can
[48:17] be flood and drainage improvements,
[48:19] wastewater improvements, water system
[48:22] improvements,
[48:24] and uh permanently affixed emergency
[48:25] communications equipment. Uh as far as
[48:29] what the city needs, the three uh
[48:31] projects that we thought that would be
[48:32] the uh uh biggest bene uh biggest
[48:35] benefit for the city
[48:38] uh initially
[48:40] uh waterline replacements on Buoie
[48:43] Avenue from the square to the south
[48:44] loop. That's a very problematic water
[48:47] line for us and I believe we even had a
[48:49] leak in on that line today. And North
[48:52] Fourth Street from the square to the
[48:53] north loop. Uh we uh we've applied for
[48:57] assistance on this line before and not
[49:01] sure that's going to go through for us.
[49:04] And then Dur Street from West Golad
[49:07] uh to Peas, that's a project that we're
[49:10] also currently uh looking for other
[49:13] funding for.
[49:15] And West Goad Avenue from the square to
[49:18] where it terminates on its way towards
[49:20] the West Loop. That's another line that
[49:23] look to be replaced. And that would be a
[49:25] $10 million project. That's what we
[49:28] would submit that for for the maximum on
[49:29] that.
[49:32] For the second project, we would look
[49:34] into getting repairs and refurbed our
[49:37] south wastewater treatment plant.
[49:40] There's a lot of old uh broken down
[49:43] equipment out there. Um I know we've
[49:46] talked about it in past couple of
[49:47] council meetings. And that would also be
[49:50] another project for which we put in for
[49:52] the maximum $10 million.
[49:55] The third program we were looking at
[49:58] would be an assessment of the different
[50:00] drainage creeks within the uh city of
[50:03] Crockett. There's several property
[50:06] owners that have problems with erosion,
[50:07] have lost several feet of their yard,
[50:10] storage buildings as you know we get a
[50:13] good rain, washes into those creeks and
[50:16] just starts taking their yard along with
[50:18] it. I've got a uh for those that are
[50:22] interested,
[50:23] Texas Water Development Board puts out a
[50:26] map that kind of shows those creeks and
[50:30] flood areas within the city limits
[50:35] and
[50:37] a lot of people just aren't familiar
[50:39] with how widespread those
[50:42] water systems go.
[50:44] So,
[50:47] what we really need is for engineers to
[50:49] come in and do a detailed assessment of
[50:52] those drainage creeks, take a look at
[50:55] them, see what we could do in the future
[50:57] to help mitigate some of those flooding
[50:59] and erosion problems. And for that
[51:02] assessment, we were we're estimating
[51:04] about a3 to4 million uh ask for that for
[51:07] that project.
[51:10] As I said, the
[51:12] project opens or the uh program opens on
[51:15] October 19th, and a deadline for the
[51:19] applications is December 21st. So, two
[51:21] months is a pretty rapid turnaround to
[51:23] get all this in. We've already sent out
[51:26] requests for proposals and requests for
[51:28] qualifications from grant administrators
[51:30] and from engineers. Those will be due on
[51:33] October 14th.
[51:35] We'll get those graded and brought to
[51:37] council at the next meeting to see about
[51:40] awarding those contracts for grant
[51:43] administration and for engineering
[51:46] and so we can get the information we
[51:48] need compiled and submitted to the GLLO
[51:52] as soon as possible. And uh but tonight
[51:55] all we're asking for is for council's
[51:57] approval for us to start the application
[52:00] process for this. It would likely be
[52:04] middle of 2027 before any decisions are
[52:06] made and whether we find out if we're
[52:09] funded or not. And then um council can
[52:12] decide on how to procure the matching
[52:16] funds.
[52:18] But for now, all I'm asking for is uh
[52:20] council approval to start the
[52:23] application process and get forward with
[52:24] this. Thank you. Do you have any does
[52:27] anyone have any questions?
[52:32] Well, I'll make a motion that we start
[52:34] the uh application process.
[52:37] >> I'll second that.
[52:40] Okay, it's been moved and second ready
[52:42] for the discussion.
[52:47] Um I just want to just uh for as as um
[52:51] us bringing it back when we when we come
[52:53] back will we be able to have like maybe
[52:56] some type of workshop to get an idea of
[53:00] what each council member is considering
[53:03] >> how to move forward.
[53:05] >> A lot of there's it's called a a phase
[53:08] one application and then a phase two
[53:10] application.
[53:11] >> Excellent. We basically cast a pretty
[53:12] wide net with all of our demographics
[53:15] and numbers and some of our needs, you
[53:18] know, water, sewer, you know, wastewater
[53:20] and and storm. And then if if we get
[53:24] drawn in phase one, they reach out to us
[53:27] and say, "Okay, now you're ready for
[53:28] phase two application." Then we start
[53:30] dialing in on costs, how much we're
[53:32] going to get done, where are we going to
[53:34] prioritize, and you know, we get funded
[53:36] for one or two. Are we going to go for
[53:39] the water or the wastewater or both or
[53:41] and and those discussions would be in
[53:43] the phase two application?
[53:44] >> Okay. So, in the meantime, if we start
[53:47] looking at um I guess our match where
[53:52] we're going to be where our funding is
[53:53] going to come from on a match.
[53:55] >> Yes, ma'am.
[54:02] >> Okay. And when you do that, when when we
[54:04] would be when will we be informed? um
[54:07] >> whenever you're available you can we can
[54:09] discuss match availability and
[54:13] >> Okay.
[54:15] >> But you said it but it's probably not
[54:17] going to be even we're not even going to
[54:18] know if we got selected until next year.
[54:20] >> Yes sir.
[54:22] >> It typically takes about that long for
[54:23] these to for the grand to look through
[54:28] select grade everything and then decide
[54:32] who who gets funded
[54:34] >> who gets invited. Yeah.
[54:36] >> [snorts]
[54:38] >> I think
[54:40] I mean I just think that you know far as
[54:42] preparation on funding uh kind of being
[54:45] knowledgeable on what we have just in
[54:47] case something else comes along we'll be
[54:49] prepared. I know that grant um seminar
[54:53] that I workshop that I attended is
[54:55] better be prepared than not.
[54:57] >> Absolutely. Always
[55:02] this old.
[55:04] >> We have a motion in second.
[55:05] >> You have a motion and second. All in
[55:07] favor?
[55:11] >> Motion carries. All right.
[55:15] >> Thank you, council.
[55:20] >> That's it.
[55:23] >> Then we do the uh we have any
[55:25] consideration
[55:29] New business.
[55:33] Nothing else.
[55:37] >> I make a motion we
[55:40] >> second, third, fourth, fifth.
[55:44] Here
[55:58] you go, [name].
