1:231 minute, 23 secondsAmen.
1:241 minute, 24 secondsPledge algiance to the flag of the United States of America and to the republic
1:311 minute, 31 secondsfor which it stands. One nation under God, indivisible with liberty and justice for all.
1:441 minute, 44 secondsOnce again, thank you so much for joining us tonight. Uh we have a wonderful agenda as usual and at this
1:511 minute, 51 secondstime we would like we're recognizing all of you as visitors and thank you so much
1:571 minute, 57 secondsfor joining us and then we're and we have no public comments so I
2:042 minutes, 4 secondsdon't have to read the detailed announcement that goes with it. So with that being said that takes us to approval of minutes. Item number one, regular session September 8, 2026.
Chapter 2: Minutes approval
2:182 minutes, 18 secondsMayor, council, mayor and council, I would like to make a correction to part of the minutes.
2:272 minutes, 27 secondsUm, I move to correct the minutes of August 24th by striking out the text on page
2:372 minutes, 37 secondssix, paragraph number five. as states council member [name] read a statement in
2:462 minutes, 46 secondswhich she disagreed with the current city government structure to read
2:542 minutes, 54 secondswhich in fact state the statement uh made by council member [name] should reflect as read.
3:043 minutes, 4 secondsCouncil member [name] read a statement in which she agreed with JB [name] who was
3:123 minutes, 12 secondsagainst city manager structured government allowing city manager dictatorship with no oversight.
3:293 minutes, 29 secondsI didn't know if that needed to be second.
3:373 minutes, 37 secondsOh, no. I was just wondering if the mo if if the action needed to be seconded or not.
3:473 minutes, 47 secondsYeah, that's not the ones we're approving. That's already been approved.
3:523 minutes, 52 seconds[clears throat]
3:533 minutes, 53 secondsOkay. What? Okay, hold on. Let me let me make a correction on on the day the last meeting we had. I'm sorry. September 8th.
4:014 minutes, 1 secondYes. From the last minutes. Yes. I'm sorry.
4:044 minutes, 4 secondsThe September 8th minute. Thank you for correcting me.
4:114 minutes, 11 secondsOkay. It's been moved and second. Any discussion?
4:184 minutes, 18 secondsReady for the vote? All in favor? What is it?
4:224 minutes, 22 secondsIt's pertaining to what she said. I don't remember. But you said oppose.
4:324 minutes, 32 secondsI can tell I missed the we had a three to we had a three vote
4:414 minutes, 41 secondsfour and I don't think we've have any oppositions yet and I said oppose. So we didn't hear and abstain.
4:494 minutes, 49 secondsSo there' be three three motions for four.
4:554 minutes, 55 secondsOkay. Okay, Mayor Council, I'd really like um to stress how important it is we have a week of review process. We can
5:045 minutes, 4 secondsdefinitely circle in attorneys. We can circle in whatever is required to have
5:105 minutes, 10 secondsum proper minutes presented instead of this last minute um
5:185 minutes, 18 secondsthrowing these curve balls that it really does not address the the what minutes are for. And so if it is an accurate
5:265 minutes, 26 secondsum recount of the of the of what happened during that meeting, that would be the proper time for us to add correct make
5:355 minutes, 35 secondsthose corrections and bring and have a statement prepared to where we can show if the minutes were pro improperly prepared or if there was more meat that was wanted to be added to the minutes.
5:465 minutes, 46 secondsThese are a highle recount of what happened in that meeting. Um, but if there's more that wishes to be added, there's an entire
5:555 minutes, 55 secondsweek that we can add those to there to the minutes to where we don't get
6:036 minutes, 3 secondswhatever you want to call it um by this last minute um blindsided would be the word you're looking for.
6:086 minutes, 8 secondsBlindsided uh mo motions that are made. Point of information um can uh minutes be changed at any
6:186 minutes, 18 secondspoint in time or is there a specific time that minutes have to be corrected?
6:226 minutes, 22 secondsI mean not changed but corrected. can recorrect minutes at any time or does
6:296 minutes, 29 secondsthe city administrator correct so that you don't have to be amended before
6:386 minutes, 38 secondsbut if I if I see it at the last minute which I did today it's not time for permitting to discuss
6:486 minutes, 48 secondsanything with the city it's okay you're probably going to want to write down Okay.
6:596 minutes, 59 secondsI mean, if she didn't get it, she could have asked me to repeat it. Correct.
7:047 minutes, 4 secondsCuz I can repeat it. I mean, is it not on the is it not on is it not on the on
7:117 minutes, 11 secondsthe recording or Yeah, we listen to the recording, but if
7:207 minutes, 20 secondsthere was a two or three page document that was read at the meeting, the goal is to try to recount as best possible.
7:277 minutes, 27 secondsHey, um, Council Member [name] had some issues with current government processes and structure and that where we can go
7:357 minutes, 35 secondsinto detail. Um, but that's never what we have done. Minutes are not meant to provide a detailed recount because things will be missed.
7:437 minutes, 43 secondsSummary.
7:447 minutes, 44 secondsIt's a it's an overview or a summary of what happened and the only thing that is required to be
7:527 minutes, 52 secondsrecounted in detail is action that was taken, you know. So, so would we not consider getting the minutes as detailed as possible?
8:008 minutesWe [snorts] did. We did.
8:028 minutes, 2 secondsI mean, but if you have more to add, there's a week worth of time to try to help us to where we come together
8:118 minutes, 11 secondswith a prepared packet and we can address the minutes quickly as they were int as as it's intended, not as a some
8:208 minutes, 20 secondstype of a of a blind side.
8:228 minutes, 22 secondsAnd it's not a blind side. It is if if there's a week's worth of time to help us prepare the minutes, that is a blind side.
8:308 minutes, 30 secondsOkay, I'll continue cuz there's no time to recount like you know like I said if there's truly a
8:388 minutes, 38 secondsquestion we would even bring in the attorney say hey does this does this recount as best what's the best proper procedure and then we can present you
8:468 minutes, 46 secondsknow be be prepared um to help council approve the minutes. Well, when I read the minutes, it clearly seemed like that
8:558 minutes, 55 secondssomebody took my intent differently. So, I'm giving you what my intentions were.
9:029 minutes, 2 secondsSo, I want to make sure that nobody's taking and re re um creating uh my wording of what I'm my intent is.
9:119 minutes, 11 secondsOkay. It wasn't at this point what the point was that for full clarity if you felt that it was something that need to be that it would be just as simple
9:209 minutes, 20 secondsalmost to write it and give a copy of it. I think that was what it was that that you felt [snorts] needed to be in there [clears throat] and it would be
9:279 minutes, 27 secondseasier to follow but it is a summary and it won't have the details but if you had it and I know you read a statement and
9:349 minutes, 34 secondsit was a long statement and it is even with recording you could mis misinterpret because of the way language we all some of the words you hear. So I
9:439 minutes, 43 secondsthink if for clarity sake if you really wanted something to be specifically it might do well just to hand a copy of it.
9:529 minutes, 52 secondsIt would make it a lot easier.
9:539 minutes, 53 secondsI'll make sure that and making sure that it's the same one that you read.
9:579 minutes, 57 secondsI gotcha. Matter of fact, I'll submit a copy of this and make sure that it it's in the minutes. Okay. Well, that's important. Thank you.
10:0610 minutes, 6 secondsThank everyone for their comments on that. And that brings us to um and we've already had the approval of the minutes. And so
10:1410 minutes, 14 secondswith that um on our report, we haven't had the approval.
10:1810 minutes, 18 secondsOh, I'm sorry. We we didn't finish. We had a discussion. M okay. I thought they had uh all in favor.
10:2610 minutes, 26 secondsWe never made a motion. I thought somebody never made Oh, the correction. My motion. My I missed that one.
10:3610 minutes, 36 secondsOkay. Now, the minutes. Okay. I make Go ahead.
10:4110 minutes, 41 secondsI make a motion uh that we accept the minutes with the corrections that were added in the previous motion.
10:5210 minutes, 52 secondsa second.
10:5310 minutes, 53 secondsYes, we have mo a motion and a second. All in favor?
11:0011 minutesOkay, motion carries. Now, next area item approval of minutes has been done.
11:0711 minutes, 7 secondsAnd that brings us to our regular session. Um I bring us to item under reports. Uh just for you for clarity
Chapter 3: Fire department report
11:1611 minutes, 16 secondssake there will be uh we're going to kind of reverse because of the information the way this is going to be presented
11:2511 minutes, 25 secondsthe number two will be considered number four because he has a more detailed um explanation
11:3411 minutes, 34 secondssome things that we need to go over first. So where four is it would be number two. where two is, it would be
11:4311 minutes, 43 secondsnumber three and three will be number four. And it's just done because of the information that's going to be provided is going to be a little more lengthy.
11:5411 minutes, 54 secondsAnybody have any concerns with that? And so at this time, fire department monthly activity and status report.
12:0112 minutes, 1 second[clears throat]
12:0312 minutes, 3 secondsGood evening, mayor, council members.
12:0512 minutes, 5 secondsFor the month of uh August, we had a total of 32 calls. 18 of those being in the city, 14 being in our county
12:1312 minutes, 13 secondsresponse area. Y'all should have the report of this broke down a little bit further in front of y'all. Any questions on that? I'll be more than happy to answer them for you.
12:2412 minutes, 24 secondsChief, were y'all involved in the in the search in Eastern County? That was great. Grateful. Yes, sir.
12:4412 minutes, 44 secondsThank you. Thank you.
12:4612 minutes, 46 secondsOkay. And that brings us to um item number uh three which is police department manpower and criminal incident [clears throat] report.
Chapter 4: Police manpower report
12:5612 minutes, 56 secondsGood evening mayor, council, city administrator.
13:0013 minutesIt's the police department manpower and criminal activity report for August of 2026.
13:0613 minutes, 6 secondsTotal of 16 officers, worked 2,785 hours, responded to 435 calls for
13:1413 minutes, 14 secondsservice, investigated six traffic accidents, made 36 arrests, issued 297
13:2113 minutes, 21 secondsu citations, completed 62 reports, responded to 28 alarm calls. 24 of those
13:2813 minutes, 28 secondswere false alarm. Um below you'll see a breakdown and I'll entertain any questions about our report.
13:3813 minutes, 38 secondsUh one other thing I'd like to mention um if the the council would would so choose to do this. I've received a lot of phone calls and emails and questions
13:47 [segment omitted]
13:5713 minutes, 57 secondsUm, same type system. U, but I think it would be a good idea if we maybe the next council meeting, uh, if we have a
14:06 [segment omitted]
14:1314 minutes, 13 secondsdepartment and the community. Uh, that way, uh, people understand what they're for, what they're there for. Um, and
14:2114 minutes, 21 secondsthat that'll give y'all an opportunity to ask any questions you you might have about them. So, I guess later on when we get in the meeting, if if y'all would
14:2814 minutes, 28 secondslike for that to happen, if we could uh have that maybe on the next uh agenda, I would prepare a you know, kind of a a
14:3714 minutes, 37 secondsbrief overview of what they're used for, how we utilize them, and stuff like that. [clears throat and cough] Okay. Thank you, Chief. Thank you.
14:4614 minutes, 46 secondsSo, you need a we need to go ahead and make a motion, correct? Need to make a motion. Notice we can do that during the new business.
14:5614 minutes, 56 secondsI got the next one, too. Thank you. Appreciate it.
15:0315 minutes, 3 secondsAll right. And now we're ready for item number four. Present an updated policy menu for the Crockett Police Department.
Chapter 5: Police policy manual update
15:1315 minutes, 13 secondsMayor, council, I believe we've talked about this before. Uh we've been in the process for some time of updating our
15:2015 minutes, 20 secondspolicy manual. Um and when I say updating, we'll take that lightly. We've pretty much completely rewritten it. Um
15:2715 minutes, 27 secondsover the years, uh from one chief to the other, the policy manual, things have just been added. Um
15:3515 minutes, 35 secondsbut there's been no combining of of the policies and taken out, redundancy and stuff like that. Um our policy was
15:4315 minutes, 43 secondsextremely outdated. Um, this policy that I presented y'all with tonight,
15:4915 minutes, 49 secondsum, obviously it's the most recent, uh, it's it's, uh, put together with
15:5515 minutes, 55 secondscurrent, um, current legal updates, uh, constitutional laws, things of that nature. Um, and it's a lot more put
16:0416 minutes, 4 secondstogether in a sense of there's not redundancy. Um, if this policy addresses one area, we're not going to have two
16:1216 minutes, 12 secondsmore policies that address it somewhere else. It's addressed under one one area.
16:1716 minutes, 17 secondsUm, a lot of our policies now are very redundant. Uh, some contradict the others because some of them are policies
16:2516 minutes, 25 secondsfrom 20 years ago, 30 years ago, 10 years ago, and they really they really cross each other. So, uh, this this
16:3416 minutes, 34 secondspolicy is within the the guidelines put forward by Texas Best Practices. Um, you'll you'll see that it's pretty
16:4216 minutes, 42 secondsconsistent with with theirs because that's where it come from. Uh, you'll notice that there's uh when you look at your table of contents and when you're
16:5016 minutes, 50 secondsgoing through the policy, you'll see that the numbers may not be completely sequential. They may jump some. That's so as time goes, if we need to add one,
16:5916 minutes, 59 secondswe can add those policies in later. Um, this is something I presented to our city attorney. She's been working on it
17:0617 minutes, 6 secondsas well. Um, the legal side of it I'm not real concerned about because it comes from lawyers already, uh, Texas
17:1317 minutes, 13 secondsbest practices. So, everything that's in it, basically what what we done is we went and made sure it was tailored to our department. So, um, I've presented
17:2217 minutes, 22 secondseach one of you with a uh, a hard copy of that. And um I think uh maybe the
17:2917 minutes, 29 secondsnext meeting or meeting in October, I would like to come back and um have that policy adopted so it's actually in
17:3717 minutes, 37 secondsplace. And uh in the meantime, we'll work there. There'll be some things that we have to address from the department side from standard operating procedures
17:4517 minutes, 45 secondsthat don't necessarily need to be policies. Um that's something that just basic basic things we do uh do daily. So
17:5317 minutes, 53 secondsum I want to give y'all some time to take a look at it. I would ask that if you have some specific questions or
18:0118 minutes, 1 secondsomething on the policy, if you'll email me or get with me before that next meeting so I can look into that, that way I can have an answer for y'all uh
18:0918 minutes, 9 secondswhen we come back at that meeting. But um other than that, if you have any questions about it, you know, feel free to to reach out to me.
18:1818 minutes, 18 secondsThank you, sir.
18:1918 minutes, 19 secondsThank you. I appreciate you for giving us this way in advance so we can actually it it is a it is a lot of documentation.
18:2818 minutes, 28 secondsI'll tell you now that that policy book you got there's 355 pages of policies.
18:3418 minutes, 34 secondsUm I don't know that y'all are interested in reading through every line of it. I think you hit some of the high points. If you look at the policy and
18:4218 minutes, 42 secondslook at the purpose um it's kind of going to tell you what it is. um when you some of these policies are 15 to 20
18:4918 minutes, 49 secondspages long, so you can really get uh twisted up in them. So there's there's no hidden tricks. There's nothing hidden in there that's um that's here to trick
18:5818 minutes, 58 secondsanybody. It is pretty common practice across the board. So, one thing I do want to mention about the copies that y'all have, the way they're they're
19:0619 minutes, 6 secondsbroken down, uh just to save some confusion, chapter one, um those policies are going to be under chapter one, but they're going to be front and
19:1419 minutes, 14 secondsback. So, when you come to a a heading that you see right there on
19:2119 minutes, 21 secondsthat page, that's a new policy. So, it may be on the back of a page um or the front. So, when you see that, that's actually a separate policy and it it'll be identified with that policy number.
19:3219 minutes, 32 secondsSo, I done y'all's copy front and back to try to save a little paper. So, I do want to ask a question. So, um what about like the the information that you
19:4119 minutes, 41 secondsdid strike that you removed? Do you still have copies of that?
19:4519 minutes, 45 secondsNo, because that that information is um not tailored towards our department at all. Um it's as the chief, I set the
19:5319 minutes, 53 secondspolicy. So, I have to put together what I think is best for the department and our city, what what works for us, uh what we have. So, if you wanted to look
20:0220 minutes, 2 secondsat that, uh you could go to Texas best practices and print off or look at they've got I think 158. So if you
20:0920 minutes, 9 secondswanted to compare that 74, more than welcome to do so. But these are policies we put together that I thought was best for our department that
20:1720 minutes, 17 secondsfits Crockett Police Department and and the city as a whole.
20:2120 minutes, 21 secondsYeah, I was I was just asking that because I was want to see where we were and where we're going. So that that's
20:2720 minutes, 27 secondsWell, so now our old policy um I can copy that. Um you put a junk driver if it's if it's long or something.
20:3720 minutes, 37 secondsOur old policy No, ma'am. You can't put on a flash drive.
20:4220 minutes, 42 secondsI can put it on one, but it's currently not.
20:4520 minutes, 45 secondsThat's that's one of the reasons why we're going back. Um Okay.
20:5020 minutes, 50 secondsSo, so prior to former Chief [name], um all the policy was paper, black and
20:5620 minutes, 56 secondswhite. Uh when he come in as chief, uh he created what in my opinion are SOPs because I don't believe they were
21:0421 minutes, 4 secondsbrought to council. Um those are mixed in with those. Some of those are online.
21:0821 minutes, 8 secondsI could put those on a flash drive, but the actual policy manual that we have that has been in in place for years is u
21:1721 minutes, 17 secondspaper and a binder. So, it would have to be copied. And so, um I can promise you um that we're coming a long way from
21:2621 minutes, 26 secondswhat uh from what we've been operating under. Yeah.
21:3021 minutes, 30 secondsSo, in other words, chief, we everything that was in the past, we've thrown it out and we're moving forward with this. Exactly. Okay.
21:3721 minutes, 37 secondsThis, like I said, everything is more updated. Um, it's current with current laws, um, case studies, stuff of that nature.
21:4621 minutes, 46 secondsSo, it's it uh really puts us in a good spot and helps cover the city from a liability standpoint.
21:5421 minutes, 54 secondsUh, something else I like about this new policy is there's a lot of areas in there when you start talking about search warrants, arrest, search, and
22:0222 minutes, 2 secondsseizure, stuff like that. Not only is it a policy, but it's also a how-to guide.
22:0622 minutes, 6 secondsSo, when our officers have that they're going through, they know exactly what they can and can't do by policy and by law. So, if they ever question like,
22:1422 minutes, 14 seconds"Oh, can I do this?" Um, they're going to have this policy on a flash drive or on their phone. So, they're always going to be able to go to it and say, "Yeah, I
22:2322 minutes, 23 secondsright here in this policy, this dictates what I can and can't do." So, we don't have that luxury right now. Function.
22:3122 minutes, 31 secondsOkay. Thank you. Thank you.
22:3422 minutes, 34 secondsOkay. Thank you. And that brings us up to business. Item number five, consider and approve a resolution for the
Chapter 6: Christmas lighting resolution
22:4122 minutes, 41 secondstemporary closure of state right away for Christmas lighting of downtown Crockett.
22:4922 minutes, 49 secondsMayor and council, I have the application and the explanation of what this is for. Um, this has been done for the past several years where the east
22:5822 minutes, 58 secondsside of the square is closed down for the for the lighting of the um downtown and the uh the Christmas tree that's on top of the courthouse.
23:0923 minutes, 9 secondsSo, this is a couple months ahead of time.
23:1823 minutes, 18 secondsMayor and council, I move that we approve uh the the resolution for the temporary closure of state right away
23:2623 minutes, 26 secondsfor the Christmas lining of downtown Crockett. Okay, it's been moved and second.
23:3423 minutes, 34 secondsSecond. All in favor?
23:3723 minutes, 37 secondsMotion carries. That brings us to item number six.
Chapter 7: Fire station repair bid
23:4223 minutes, 42 secondsconsider and approve awarding a bid for [clears throat] the repair of the fire station bay floor using American Rescue Plan Acts funds.
23:5223 minutes, 52 secondsMayor and council, I have a couple items and one is in a packet in front of you.
23:5823 minutes, 58 secondsUm it's right behind your agenda and it has a copy of the three
24:0624 minutes, 6 secondsuh three bids that we received. As a result of this agenda item, I would like council to
24:1224 minutes, 12 secondsum approve us moving forward with a contractor and I do have a couple
24:1824 minutes, 18 secondsupdates um ahead of that. I know some I believe most of the council members have
24:2624 minutes, 26 secondsbeen over to the fire station, but um this is just a few pictures to show how it's getting progressively worse. Uh we
24:3424 minutes, 34 secondsdrilled or cut open a pilot hole in the back and using the designs the engineered designs from the 1970s when
24:4324 minutes, 43 secondsthis was drawn was for a 6 in slab and we measured about a 4 to 4 and 1/2 in slab um that was actually poured. Um so
24:5324 minutes, 53 secondsit was already not quite to the design and the design was definitely not for trucks
25:0025 minutesof today's weight. uh the the trucks that were we had back in the 70s were a lot lighter. Um these are uh it twice if
25:0925 minutes, 9 secondsnot more than that this the weight and size of the trucks that used to be in the fire station.
25:1525 minutes, 15 secondsUm so we bid this out by increasing the PSI and the thickness of the slab and verifying that the slab is going to be actually at this point 8 in um in depth.
25:2725 minutes, 27 secondsUm the trucks are just crumbling the crumbling the concrete. if you um and the rebar in some places are
25:3625 minutes, 36 secondsreally close to the surface. There just wasn't probably quite the inspection required that should have should have taken place when it was poured. Um and
25:4525 minutes, 45 secondsthen I have just a in the very back of y'all's packet I have a there's a sheet of paper that's has a blue and green
25:5325 minutes, 53 secondsheader that kind of explains it's a recap of our ARPA funds.
25:5925 minutes, 59 secondsMiss [name] helped put together a Miss [name] uh put together a a quick
26:0626 minutes, 6 secondsrecap of the expenditures that had been approved by council and where we're at with uh remaining ARPA funds. Um,
26:1726 minutes, 17 secondsin 2022, the city elected the standard allowance available under revenue loss pro uh provision and it and those funds
26:2626 minutes, 26 secondsof $1.5 million could be used for the general provision of government services. Um
26:3526 minutes, 35 secondshere it shows the amount um of funds that were received, the amount of projects that were funded
26:4426 minutes, 44 secondsand I also have a in that sheet of paper and as you see on the screen a breakdown of all the items that were funded using
26:5326 minutes, 53 secondsARPA funds. Um, uh, we sand blasted and painted the park pavilion, the civic center, and the a arena.
27:0127 minutes, 1 secondUh, we purchased and repaired the animal shelter. Um, we purchased a parking lot
27:0927 minutes, 9 secondsand rebuilt the parking lot on the square. We paid for 50% of the EDC
27:1627 minutes, 16 secondsforensic audit, fire department alerting system, the bay heaters,
27:2327 minutes, 23 secondsa downtown plan and study, the welcome to Crockett gateway signs. Anyway, we have just a breakdown of all the items
27:3027 minutes, 30 secondsthat have been approved um by council to where y'all get a good feeling of what um those funds were spent towards. Uh
27:3827 minutes, 38 secondsthe fire department uh bay was discussed at several different um times, but we
27:4627 minutes, 46 secondshadn't actually gone out and gotten bids and brought that to council for a for a final approval to spend any of those
27:5327 minutes, 53 secondsfunds towards that. Um and so these are the remaining funds
28:0228 minutes, 2 secondsfor ARPA [snorts] funds. And I have the bid packet.
28:0828 minutes, 8 secondsUm, we posted this in the newspaper. We actually got quite a bit of um feedback or interest. Um, people was
28:1628 minutes, 16 secondscalling. We only actually got three of them in of of actual bids. Uh, Crockett Construction.
28:2528 minutes, 25 secondsUm they were they're going to be a in their bid there were going to be a um a um
28:3528 minutes, 35 secondssubcontractor for SEMOS. Seemos being the general contractor. Croc construction would do the demo work. Um
28:4228 minutes, 42 secondsand SMOS would do the concrete work. Um Shoemake welding and J concrete paving.
28:5028 minutes, 50 secondsThis is the first we've ran into uh J concrete and paving.
28:5528 minutes, 55 secondsUm, but I do have all of their bids where they're from and I did request each of them for a list of references and so we provided the the reference also.
29:0729 minutes, 7 secondsUm, we feel all these contractors are well qualified.
29:1429 minutes, 14 secondsOne of them is is the SEO will be partially done by local contractor.
29:2429 minutes, 24 secondsum Shoemake, they're also local and
29:3129 minutes, 31 secondsuh J Welding as they're out of Corsacana. We did get references from them as well from some other cities that
29:3929 minutes, 39 secondshave worked with them and um come with good recommendations.
29:4829 minutes, 48 secondsBasically at this time only issue I have is that we just now receiving all of the
29:5929 minutes, 59 secondsbids and estimates and things. So the deadline the deadline for the bids we posted that and the deadline was
30:0730 minutes, 7 secondstoday. So we got all the bids and called the references and submitted those to council but I did not have those in advance to send out to council.
30:1930 minutes, 19 secondsSo, so in other words, we we basically should have had this before the you got the resolution.
30:2830 minutes, 28 secondsNo, there's no uh there's no resolution. Okay.
30:3230 minutes, 32 secondsUm this is usually that's how bid awards are done. You especially if they're like seal bids, you
30:3930 minutes, 39 secondsyou bring those to council with our recommendation. Um, if council wants to do somehow else, but we I feel like we
30:4730 minutes, 47 secondshave three wellqualified biders to do the project and I have the cost. They're all um going to be bonded, insured,
30:5530 minutes, 55 secondsum, and we'll all do the work.
31:0031 minutesUm, so, so we'll be bringing this back. That's not a house on the agenda.
31:0931 minutes, 9 secondscouncil wishes to bring it back and um research it more, they can. Um
31:1731 minutes, 17 secondswe've researched all these biders, spoke with them. We've met with each one of them in person at the fire station and feel that all of them can do the work.
31:2431 minutes, 24 secondsSo if council wants to, it's on the agenda as an action item. If they want to postpone it, they can do that as well.
31:3031 minutes, 30 secondsSo you say you're hired or you say no tonight.
31:3431 minutes, 34 secondsMayor May, excuse me, mayor, I make a motion we approve. Well, we do need to continue a lot of the discussion after a motion is made.
31:4231 minutes, 42 secondsThat's what I'm trying to do.
31:4331 minutes, 43 secondsWe make I make a motion we approve the awarding bidding to Shoemake. They're a local. They're local. They're here in Crockett.
31:4931 minutes, 49 secondsI second for the bid and repair the fire station bay floor using um using their bid.
31:5631 minutes, 56 secondsOkay. It's been moved and second discussion.
32:0132 minutes, 1 secondYes. Um, I was just asking about I mean being that we just got this information.
32:0732 minutes, 7 secondsSo, you know, I don't want us to actually look and just go ahead and approve you moving forward with it. I would have to look at it a little bit more.
32:1532 minutes, 15 secondsBut um also I would like to get a copy of the uh AR fund application to see if
32:2232 minutes, 22 secondsuh what we are actually supposed to be using those funds for.
32:2632 minutes, 26 secondsI have the resolution. I sent that to council earlier. What about the application? There was no funds were sent.
32:3332 minutes, 33 secondsBut did they give us Yes, ma'am. We we adopted a resolution to use point of order. Mayor Mayor, this this there's a motion on the floor. This
32:4232 minutes, 42 secondsdiscussion about the ARP has no bearing on this on this motion.
32:4632 minutes, 46 secondsThis we're talking about using those funds. We're talking about spending money.
32:4932 minutes, 49 secondsWe're not talking about those are the funds that we're spending. ARP funds are the ones.
32:5332 minutes, 53 secondsBut you're asking for the contract and stuff. That's not part of this motion.
32:5632 minutes, 56 secondsThis is a contract. I mean, if we if we if if if the if there is a contract for the Aubber funds, I would like to look
33:0333 minutes, 3 secondsat it. And the ARA funds are the is the money that we're using that we're talking about using. So, do you know what the AR funds are? I'm looking at it right here.
33:1233 minutes, 12 secondsOkay. And it says we have seen this before.
33:1433 minutes, 14 secondsWe had 153,000. I don't need to look at it before. I'm looking at it right now.
33:1733 minutes, 17 secondsThat's what I'm asking. So, we have $153,000 that was awarded out of 1.585 million. knew what the he so I'm
33:2533 minutes, 25 secondsasking what I'm asking is there's a stipulation and and that's what I'm asking what's the stipulation the stipulation the stipulation is that it will be used for provision of
33:3333 minutes, 33 secondsgovernment services so they didn't give you any type of documented specify what those we we've done all this other
33:4133 minutes, 41 secondswe we've done all these other projects already uh without that I mean I I I definitely understand that I I
33:4933 minutes, 49 secondsdefinitely I got it I mean we do a lot of projects with yeah this this um on almost all of these projects in the on the sheet that is in
33:5833 minutes, 58 secondsfront of you um with all the projects that have been funded we discussed the ARPA and its intent and the funds
34:0734 minutes, 7 secondsavailable at each one of these items throughout our our um but I mean I'm just I'm concerned
34:1434 minutes, 14 secondsgovernment what they actually sent us to to the guidelines to go by. So that's I've sent that to council before and I'll send it I I will send it again.
34:2234 minutes, 22 secondsYes, ma'am.
34:2334 minutes, 23 secondsOkay. I don't think I received it at this at this point. Is it any other discussion? Are you ready for the vote? Yes, ma'am.
34:3234 minutes, 32 secondsAll in favor? Opposed.
34:4234 minutes, 42 secondsOkay. Motion carries.
34:4634 minutes, 46 secondsAll right. So we'll proceed with shoe shoe make welding.
34:5534 minutes, 55 secondsOkay. Thank you council.
34:5834 minutes, 58 secondsAnd that brings us to item number seven
Chapter 8: Clarifier repair discussion
35:0535 minutes, 5 secondsconsider and approve a resolution of the city council of the city of Crockett, Texas. Uh this is where you want conversation. Yeah. you can give us
35:1435 minutes, 14 secondsif you're okay with that because it is a pretty lengthy resolution. So, I will um I I put this on the agenda. We were
35:2135 minutes, 21 secondstalking. We had found the contractor that redid our our um clarifier at the north plant last year. Um reached back
35:3035 minutes, 30 secondsout to them. We met with them. We were expecting that we would have a dollar amount to present to council. Um
35:3735 minutes, 37 secondsthroughout the week, I requested updates. They're having problems due to our equipment being obsolete in a lot of
35:4535 minutes, 45 secondsways. So, they're having to find parts, special order, and different ways to get our clarifier up and running. They're not building a brand new clarifier.
35:5535 minutes, 55 secondsThey're trying to reuse our clarifier as it was designed in the 70s and built.
36:0036 minutesUm, they came back today and said, "[name], we are not going to have hard numbers for you to present to council."
36:0736 minutes, 7 secondsAnd so because of that, I I'm I can't present to council this resolution because it's going to I want to capture
36:1536 minutes, 15 secondsthe exact cost, what is going to what what how it's going to be funded and I don't have that tonight. Um so I would
36:2236 minutes, 22 secondsrequest and I'm going I have a quick I have this here.
36:3336 minutes, 33 secondsThis is the clarifier. We have two of these. You see one over here in the top left corner. Oops. It's not showing.
36:4036 minutes, 40 secondsSorry.
36:4536 minutes, 45 secondsOh, it was uh There we go. Um I had the PowerPoint still up.
36:5936 minutes, 59 secondsWell, I apologize. It's not.
37:0237 minutes, 2 secondsSo this this clarifier uh we don't have to get it redes re-engineered. We don't have to hire engineering. We have uh engineered designs already.
37:1537 minutes, 15 secondsI can close this out.
37:2837 minutes, 28 secondsThere it is. Oh, right.
37:3137 minutes, 31 secondsThat's the clarifier. Um, so this bullgeear in the center, the sweep, the arms, the sweeps around the edge,
37:4037 minutes, 40 secondsthese are we just disintegrated. Um, the gear the drive the drive and the motor everything
37:4837 minutes, 48 secondswithin this once that bolt gear fell the motor locked up. this there's you can see in here there's just deep grooves
37:5637 minutes, 56 secondswhere this is riding on the bottom instead of above the concrete. And so it's going to require all of this to completely be rebuilt including these
38:0538 minutes, 5 secondsweirs around the edge um sand blasted rebuilt um coated and with all new
38:1238 minutes, 12 secondscomponents and and motor parts. And so all of these items require they're trying to find obsolete um you know they
38:2138 minutes, 21 secondscan't just purchase them brand new. So with that, uh, we feel like we have the right one cuz they just did the project for us last year on another one, but it
38:3038 minutes, 30 secondswas a little bit different size and, you know, um, design. Um, so I'm going to have to bring that back to council, but I just want to give youall a little
38:3738 minutes, 37 secondsupdate. Our south plant is only running on one clarifier. This one up at the top left. This one here is down. Um, I it's
38:4638 minutes, 46 secondswe do believe this is an emergency repair. We need to find someone that is able to put this on the schedule that is
38:5438 minutes, 54 secondsqualified to do the work um and get it repaired especially before rainy season hits us. We we are expecting some really
39:0239 minutes, 2 secondsheavy heavy rain with the El Nino um weather pattern. And so this will definitely be an issue if this is not
39:1039 minutes, 10 secondsback online as as soon as possible. So, we're working with our with contractors just trying to get numbers and I I will bring them as soon as I can and then put
39:1839 minutes, 18 secondsit on the subsequent council meeting that once we have the numbers.
39:2139 minutes, 21 secondsCan we also compare those like respected parts to new parts as well just to see like [clears throat] the
39:2839 minutes, 28 secondsthe um designs for new clarifiers nowadays they don't build them like this. This is
39:3539 minutes, 35 secondsan older model. Um, so for a new clarifier, it just it's going to be a new clarifier like we demolish, you
39:4339 minutes, 43 secondsknow, we demo this one and build a new one.
39:4539 minutes, 45 secondsAnd I can give you some rough estimates on that as well because we're actually doing that on our north plant. Yeah.
39:5139 minutes, 51 secondsRebuild. So, we will have some little bit better numbers of what a new clarifier is going to cost.
39:5639 minutes, 56 secondsMore cost effective to repair it or replace it? Much more cost effective to repair it. Yes.
40:0140 minutes, 1 secondCan we use the remaining art funds for that?
40:0440 minutes, 4 secondsWe can. We have um we have that as well as uh some asset reserve funds that we
40:1140 minutes, 11 secondshave set aside for items like this. So we definitely that is a qualified item.
40:2040 minutes, 20 secondsOkay. And so I would just request you know that that this be tabled until the the numbers can be brought back to council.
40:2640 minutes, 26 secondsWell, if so you said it's an emergency.
40:3140 minutes, 31 secondsSo if it's an emergency Yes, ma'am. They don't have all of the parts that they But when was when did we find out that
40:3840 minutes, 38 secondseverything was down on in the last few weeks.
40:4340 minutes, 43 secondsSo we're we've been meeting with our engineers trying to decide the best best way forward. Mhm. Yes, ma'am.
40:5140 minutes, 51 secondsOkay. So what the resolution that you had here? Yes. Yes, ma'am. It's not. Okay.
40:5840 minutes, 58 secondsBecause it goes well we'll discuss [name] if that's what you want. I'm just bringing I'm just bringing to your attention about um
41:0741 minutes, 7 secondsyou were saying something about the engineering. So you said
41:1441 minutes, 14 secondsengineering hold on result in damage.
41:2241 minutes, 22 secondsSo we're waiting on the engineers to come back with cost estimates.
41:2541 minutes, 25 secondsThe contractors yes the contractors in that case and I make a motion to table this until we get those figures. I second.
41:3041 minutes, 30 secondsI Okay, it's been moved and second. We had discussion. All in favor? Ready for the vote?
41:3841 minutes, 38 secondsCarries. Thank you, council.
41:4041 minutes, 40 secondsYeah, everybody missed this. Okay, so that brings us to item number eight, executive session.
Chapter 9: Executive session
41:5041 minutes, 50 secondsMayor Council, um I guess once you read that, I would like to if we could have it in here due to the um we do have quite a few guests
41:5941 minutes, 59 secondswith us and we may not fit in our conference room. Okay. Okay. So, we gonna run y'all out.
42:0642 minutes, 6 secondsWe're going to make y'all go sit outside and we going to stay here.
