[0:01] It's 9:00. 9:00.
[0:07] >> I tell you where I am. 9:00. Okay. We
[0:10] got one minute. I have
[0:12] >> I should be asleep.
[0:15] It's 9:00.
[0:23] >> I like that truck yesterday.
[0:26] It woke me up. I I got back Austin. I
[0:30] think I woke up about 10:00 last night.
[0:33] >> A lot of travel.
[0:37] >> Here come the Here come the law.
[0:41] >> The other law.
[0:42] >> It's the law.
[0:47] >> Yes. Good evening everyone. It is now
[0:50] officially 6 o'clock and we're opening
[0:52] our council meetings.
[0:55] If you didn't mean to be in city
[0:58] council, you're in the wrong place.
[0:59] [snorts]
[1:02] And we're open with an invitation and a
[1:04] pledge.
[1:07] Dear, Father in heaven, we thank you. We
[1:08] thank you for the opportunity to come
[1:10] together as a city. We thank you for
[1:12] those that have given their time and
[1:14] their talent to make sure that the city
[1:16] is prospered. Lord, we ask for
[1:18] protection for our city. And we thank
[1:20] you how you continue to protect us even
[1:22] as we go through. And we ask for wisdom.
[1:25] We ask for knowledge. And we just mostly
[1:27] ask that you uh share your love. That we
[1:29] be able to love what we do through out
[1:31] of love and compliance and looking out
[1:35] to everyone the empathy that only you
[1:37] are capable of showing. And we hope that
[1:39] we reflect. And as we leave here today,
[1:41] we're just be grateful to give you the
[1:43] praise and the glory in Jesus name.
[1:45] Amen.
[1:46] >> Amen.
[1:49] I aliance to the flag of the United
[1:53] States of America and to the republic
[1:56] for which it stands. One nation under
[1:59] God, indivisible, with liberty and
[2:02] justice for all.
[2:08] >> Once again, good evening to everyone.
[2:11] We're so glad that you braved the
[2:13] weather and came out to join us today
[2:16] because we do know that our business is
[2:18] important what we do in this city. We
[2:21] are grateful for our council for all
[2:23] being here and so punctual. Thank you so
[2:26] much. Uh with that being said, we're
[2:29] recognizing our uh visitors. Uh
[2:34] thank you for that. And at this point,
[2:37] I'll read you the the statement about
[2:39] the public comments.
[2:41] uh from the audience. At this time,
[2:43] members of the public will be allowed to
[2:45] speak on city related matters only. No
[2:48] personal uh matters or matters under
[2:51] litigation will be allowed. The length
[2:52] of time may not exceed 3 minutes. City
[2:55] council shall not speak under this item.
[2:59] in accordance with the Texas Open
[3:01] Meetings Act that the council may not
[3:04] deliberate or take action on matters
[3:07] except as properly posted in accordance
[3:10] with the law. With that being said, um
[3:13] is does anyone have any public comments?
[3:19] >> All right. So, at this time, we'll bring
[3:22] us to item number one, regular session,
[3:25] June 1st, 2026.
[3:33] move that we approve the the minutes
[3:35] from the regular session from June 1st,
[3:38] 2026.
[3:40] >> A second.
[3:42] >> Okay, it's been moved and second.
[3:45] All in favor?
[3:48] Motion carries. Brings us to item number
[3:51] two, reports, police department manpower
[3:54] and criminal incident report for May
[4:03] Good evening, Mayor Council.
[4:06] Police Department manower criminal
[4:08] activity report for May of 26. Total of
[4:11] 16 officers, worked 2,68
[4:14] hours, responded to 413 calls,
[4:18] investigated 11 traffic accidents, made
[4:21] 53 arrests, issued 262 traffic
[4:25] citations,
[4:26] completed 69 reports responded to 25
[4:30] alarm calls and 21
[4:34] that you'll see a breakdown
[4:36] question about our report.
[4:42] Um there's no question about that. I
[4:45] know I provided y'all with a update this
[4:47] morning about the shootings that
[4:49] occurred over the weekend.
[4:51] I believe in that report that I sent
[4:54] y'all, we I mentioned two suspect
[4:57] investigators spent pretty much all day
[4:59] out of town going counties following up
[5:02] on that. They've identified three
[5:04] suspects
[5:06] that are responsible for the shooting.
[5:09] They're currently working on paper and
[5:12] documents arrest for each one of those.
[5:16] Something I want to mention,
[5:19] heard it talked about, seen people
[5:21] talking about it.
[5:23] I think it's important to note that
[5:27] this event that took place, this was not
[5:30] our citizens, not our community members
[5:33] that this were people from out of town.
[5:36] They're not related to anybody here.
[5:38] They come to our city with pre-existing
[5:41] issues that they had had amongst
[5:43] themselves and they in our city. I think
[5:47] I think a lot of people question
[5:49] [clears throat]
[5:50] about the event and
[5:52] making comments
[5:55] our citizens or our city. I think it's
[5:57] important to know that if not
[6:00] these guys coming into town obviously
[6:02] had issues with each other and put all
[6:04] of our citizens in danger and we're
[6:07] actually really blessed that we didn't
[6:10] have any fatalities and a lot more
[6:13] gunshot victims than we did for the
[6:15] number of people we had out there.
[6:18] In the coming days, there'll be some
[6:19] more information provided. I'm waiting
[6:21] for some some things to finalize with
[6:24] the investigators and then uh we'll
[6:27] we'll come out with some more public
[6:28] information
[6:30] probably around Wednesday of this week.
[6:32] So
[6:34] for now that's really all I have on
[6:36] that. I'll update y'all as the
[6:38] investigation continues.
[6:40] >> Chief,
[6:42] >> I I appreciate you um seeing to that uh
[6:46] those that incident. I also want to
[6:48] appreciate you for working for with the
[6:49] young men that um
[6:52] um put on that event uh working well
[6:55] with them, collaborating with them to
[6:57] make sure that everything uh worked out
[7:00] on their behalf. Um I just want to just
[7:03] thank you for that. You and all the
[7:06] other officers that were there. Um and
[7:08] like I said uh in the pre-existing
[7:10] planning phase as well. Um y'all were
[7:13] there. So I want to thank you for that.
[7:16] So That's something I did want to
[7:17] mention, you know, give credit for
[7:20] credit to Mr. McCull put this event on
[7:23] every year. This is the 11th year that
[7:26] we've had this event issues up until
[7:29] this year. And the issues, like I said,
[7:31] that we had, well, not for many of our
[7:33] people, from somebody completely
[7:35] unrelated. So, he does a really good job
[7:37] of of controlling the situation.
[7:40] Obviously, there's always going to be
[7:41] more issues here and there, but in the
[7:43] grand scheme of things, he does a really
[7:45] good job. So he and I have been in
[7:48] communication about how to how to make
[7:50] it better, how to make it more safer for
[7:52] the community. And going forward, I
[7:54] think we'll be able to work a lot closer
[7:56] on that.
[7:57] >> And as as we talked earlier about it, I
[8:00] it was a plan. Yeah. And I know it's
[8:02] very important that it was a plan in
[8:05] place and it was a consideration about
[8:07] where to park it and all of that. Uh but
[8:10] one of the side effects is that it is a
[8:12] small area and it's not a lot of exits
[8:16] there. But in terms of what the intent
[8:19] of and the intent was really when it
[8:22] started was focused around the youth and
[8:24] that was the whole deal doing what they
[8:26] could do to best support our youth and
[8:28] they were but then it got a little mixed
[8:31] crowd when it went to adults and youth
[8:33] and so I know that's one of the factors
[8:35] we have to look at but in terms of how
[8:38] the people took care of each other and
[8:39] how they watch uh and it was a really
[8:44] it was a like I said was a planned out
[8:46] event, but some things you just can't
[8:48] plan when you don't know the full
[8:50] extent. And it was one of It was the
[8:52] largest crowd yet.
[8:53] >> It was very [snorts] large. We estimated
[8:55] at one point about 2,000 people.
[8:58] >> It was our community during this
[9:01] investigation. They've been amazing,
[9:05] they have
[9:07] >> like I told I think it's important to
[9:10] remember what the events for. It's for
[9:11] our community and our kids. So I think
[9:15] we should focus on that versus bringing
[9:18] in so many people. I think we're on the
[9:20] same page about that. We'll continue to
[9:22] work on that.
[9:26] >> Thank you.
[9:27] >> Thank you for the support. It was It
[9:28] did.
[9:30] >> Good job.
[9:32] >> Okay. Uh brings us to item number three,
[9:34] fire department monthly activity and
[9:37] status report for May 2026. Chief,
[9:41] mayor, council members, uh for the month
[9:43] of May, we had a total of
[9:46] breaking that down. 28 city limits and
[9:50] 17 in our county response area.
[10:00] >> Y'all had an event.
[10:02] Did y'all have an event at Walmart?
[10:04] What's that?
[10:06] Walmart.
[10:14] You know, I I that's why I said I didn't
[10:16] realize
[10:17] how was scheduled who was actually in
[10:19] charge. I did see a lot of people coming
[10:21] and going.
[10:34] >> Like I said, that's a good added to the
[10:35] city when you get to see you in your
[10:39] where you are in your official capacity,
[10:40] but it's not in your scary capacity.
[10:44] Paul.
[10:45] >> Yeah. Well,
[10:46] >> it was real nice. We do appreciate how
[10:48] y'all are working with the city and give
[10:50] kids an opportunity to to dialogue, get
[10:52] to be around here like that.
[10:56] >> Thank you, Chief.
[10:58] >> Okay, that brings us to item number
[11:00] four, business. Consider and approve a
[11:02] resolution of the city council of the of
[11:05] the city of Crockett, Texas selecting an
[11:07] engineer firm to assist the city with
[11:10] the submittal of an application for
[11:12] funding and project implementation of a
[11:14] contract if awarded from the Texas
[11:16] Department of Agriculture TDA for the
[11:19] 2026 Downtown Revitalization
[11:22] Program DRP and of the Texas Community
[11:26] Development Block Grant Program Texas
[11:28] CDBG of the Texas Department of
[11:31] Agriculture, TDA, under application
[11:35] number CDM26-04.
[11:41] Mayor and Council, uh this resolution is
[11:43] our next step in the process of applying
[11:45] for the downtown revitalization funds
[11:48] for uh sidewalks, waterline repairs, um
[11:53] and the things that go with that. um
[11:56] handrails, ad 88 access. Um we had four
[12:03] engineers submit to the project. Um
[12:06] during the process of of scoring
[12:09] um
[12:11] GLS and PEP Dawson, KSA are almost the
[12:16] neck and neck. Um GLS did win by a
[12:19] fraction of a point as you see on the on
[12:21] the scoring sheet there. Um we have
[12:26] In my recent years, we have not worked
[12:28] with GOS. GOS does work with a lot of
[12:31] cities um around us, including [snorts]
[12:35] uh Gralin. Um a lot of work in Lufkin
[12:37] and and their downtown and sidewalks and
[12:40] everything. Um so, we feel pretty good
[12:43] about GLS. We just don't have the
[12:45] personal um uh background with them.
[12:48] KSA. Uh you you guys all know and are
[12:52] aware of the work that we do through
[12:55] KSA. They're really good engineering
[12:57] firm. Um and I'd look forward to working
[13:00] with either one of those. Um
[13:04] KSA did lose a few points due to the
[13:06] amount of work that we currently have
[13:08] with them. Um I do feel like their local
[13:11] staff is really overloaded probably. um
[13:15] they don't have enough local staff in
[13:18] out of their Lufkin office and it seems
[13:20] like a lot of our projects are moving
[13:22] slower than
[13:25] >> than they probably normally do. That
[13:28] being said, um we would
[13:31] uh look forward to working with either
[13:32] one of these companies and I don't
[13:34] really have a specific recommendation
[13:35] because either one comes with a little
[13:37] bit of a trade-off
[13:39] >> and that's that's why we wrote the uh
[13:41] recommendation letter like we did.
[13:44] Yeah, I was uh yeah, I was I was in
[13:47] question because I know that we do a
[13:49] whole lot of I've noticed that we do a
[13:51] whole lot of work with KSA engineering
[13:53] and I was also wondering um because I I
[13:57] haven't seen a um how a scoring sheet on
[14:00] how you actually score the engineers.
[14:03] So, I would like to get familiar with
[14:05] how we score the engineers. What we what
[14:07] are we looking for? Um also um
[14:14] because I think that was one of my
[14:15] question was do we open it up
[14:18] >> um to other engineering firms to place
[14:21] but in
[14:22] >> Yeah we do like I said we had um some
[14:24] years we won't have but one engineering
[14:27] firm submit a lot of it depends on their
[14:30] workload or uh you know how they can
[14:32] respond but this year we had four uh
[14:34] respond to that one. Uh we did call some
[14:37] references Um, like I said, GOS is the
[14:40] one that's done a lot of the uh downtown
[14:43] Lufkin um work. KSA has done our they do
[14:48] a lot of our water. They they they've
[14:50] done actually both of our previous uh
[14:52] sidewalk grants as well. Um they're very
[14:57] very both of them are very capable
[14:59] firms. Um and both of them have you know
[15:01] they're going to have the same budget
[15:03] for engineering. So the costs are going
[15:06] to be the same. Um,
[15:09] so
[15:10] >> but I think one of the I mean one of the
[15:13] things that we did talk about was that
[15:16] >> it at one point you might have to start
[15:18] expanding and introducing at least one
[15:20] others even though we have one that we
[15:22] have worked with for years but over time
[15:25] you sometime just bring in a new one if
[15:27] they're that close in numbers just to
[15:29] see how well so that we will have an
[15:31] alternative and there and I think one of
[15:35] the concerns with over booking for what
[15:38] they already have here to add another
[15:40] project on top of it and maybe give us
[15:42] an opportunity to see. You're just going
[15:46] to have to try different agencies to see
[15:49] how well they do it. Again, be
[15:51] >> So, do you think that KSA I mean, you
[15:54] think that they're overloaded
[15:57] at this present time with
[15:58] >> That's some of that's some of my that's
[16:01] my opinion. Um, and from what I'm
[16:02] hearing from other cities, um, that's
[16:05] working with KSA, we're not really
[16:07] concerned about their capacity and their
[16:10] abilities. It's, um, just their ability
[16:14] to get the work out, um, get it
[16:16] completed,
[16:16] >> the performance.
[16:17] >> Um, we have quite a few million dollars
[16:20] right now tied up with KSA that is
[16:22] awaiting to get go out for bid. Um, some
[16:25] of it's waiting for text um, review and
[16:29] approvals. some of it's waiting for
[16:31] water development board approvals, but
[16:33] it's just in different phases and it
[16:34] seems like um
[16:37] >> to add another layer.
[16:39] >> That was I think that was my I'm glad
[16:41] you brought that up because that was one
[16:43] of my concerns was that we have we use
[16:46] KSA for pretty much all of a lot of our
[16:50] projects here that I've been noticing.
[16:52] And I was like, well, this an
[16:54] opportunity KSA is to be
[16:56] >> KSA is having the historical data. Uh,
[17:01] for instance, Mr. Bob Thurber, who's
[17:03] been with KSA forever,
[17:05] uh, well, probably, you know, most of
[17:07] his career, he's been with the city of
[17:08] Crockett as well. So, he has a lot of
[17:10] historical data to pull from when we're
[17:12] working on a new project is not finding
[17:15] out new information. He has past
[17:16] records, past plans, designs, uh, maps.
[17:20] He knows 20 years ago when we put this
[17:23] line over here and why we did it and how
[17:25] deep it was. So, you have all that
[17:27] information. It's hard to it's hard to
[17:31] go to someone else that doesn't have any
[17:32] of that background. Um KSA does. Mr.
[17:35] Thurber has retired with KSA. Um and so
[17:39] over the past few years, we do have it
[17:42] just seems like [snorts]
[17:43] that's just just one of my concerns that
[17:45] I have to that I it's my duty to bring
[17:47] it to y'all's attention
[17:48] >> today. We're not right where we need to
[17:51] be
[17:53] with KSA and their performance. Is that
[17:57] right?
[17:57] >> That's my opinion. Yes, sir.
[17:59] >> Okay. Okay.
[18:02] >> Is there a time frame for this
[18:04] submittal?
[18:05] >> Uh yes, we do have to get this um we
[18:08] have to select the engineering so they
[18:10] can complete uh the design and get it
[18:12] submitted for the grant application.
[18:15] >> Okay. you know, [clears throat]
[18:17] >> what would the time frame be like? This
[18:19] year, next year?
[18:21] >> Uh, no. In the next few weeks, we have
[18:23] to get this submitted.
[18:26] >> Okay. With that being said, um, cuz I
[18:29] see you have a resolution here with KSA.
[18:33] >> No, ma'am.
[18:34] >> Information. We're not
[18:36] >> I don't have KSA on there.
[18:38] >> Okay.
[18:38] >> I'm just letting y'all um appoint. If
[18:41] y'all can if y'all can select an
[18:43] engineering firm, we will plug that
[18:44] engineering firm in and we'll move
[18:46] forward.
[18:46] >> Well, the question I have is, have we
[18:48] had any issues like
[18:49] >> understanding you're saying that the
[18:50] projects aren't as far along as we think
[18:53] they have, have we had like legitimate
[18:54] issues of shoddy work or not being done
[18:57] or them not meeting deadlines?
[19:00] >> Um,
[19:01] submit submittal deadlines. Um, not
[19:04] getting the work out. Not a qualify
[19:07] problem. No sir, we don't have a quality
[19:10] problem. They're very capable. Um
[19:12] they're just they're you have one person
[19:16] in an office in in Lufkin with lots of
[19:18] workload
[19:20] >> and he'll admit it too. You know, I
[19:22] don't want to speak for them, but they
[19:25] need help. And right now we have a lot
[19:28] of money already on the books with them
[19:30] and I would like to
[19:35] see if another firm can help us as well.
[19:38] Okay.
[19:38] >> So, the next firm you would you would
[19:40] suggest would be GLS?
[19:42] >> Yes, ma'am.
[19:43] >> My my concern would be if we pulled
[19:44] money from them and go to somebody else
[19:46] that that may just bump bump us further
[19:48] down because they're like, "Well,
[19:50] they're not going to invest back into
[19:51] us, then why are we going to we'll get
[19:53] to Crockett when we get to Crockett?"
[19:56] >> That's a that's a thought. Um
[19:58] >> but I think they're professionally
[19:59] invested.
[20:00] >> But wouldn't there be a contract?
[20:02] >> We have we have many many millions of
[20:04] dollars tied up right now currently with
[20:06] them. I do I I do hope that if anything
[20:09] I do hope this message
[20:11] um gets to the decision makers at KSA
[20:15] >> that we want to continue work with them
[20:16] and consider them as a high priority
[20:19] engineering firm but we do have lots of
[20:22] projects that need to get across the
[20:24] finish line
[20:26] >> with um we're going with a new firm.
[20:29] >> Would we be looking at like some
[20:31] redundancies or would they come in?
[20:35] Most of these are build design projects
[20:38] that meet state requirements. Um the
[20:41] state uh CDBG has certain designations
[20:45] or requirements for slopage for uh for
[20:50] height of steps and uh densities of
[20:53] concrete materials. They have all the
[20:55] same specifications.
[20:57] >> Um JLS, KSA,
[21:00] they do these projects for cities all
[21:01] over. It's basically mapping out the
[21:04] location and so there wouldn't be a lot
[21:06] of
[21:08] >> location. So with that with that being
[21:10] said, you're saying he has all the maps,
[21:12] the plans and things like that. Isn't
[21:14] Isn't that what we're paying them for?
[21:16] So we don't have copies of that.
[21:18] >> We do. Yes.
[21:18] >> Okay. So
[21:19] >> it's historical. It's historical
[21:20] knowledge.
[21:21] >> Okay. Okay. Extra. Okay.
[21:24] >> I think the Yeah. It just seemed like
[21:26] the
[21:27] >> Go ahead. No, I just say it seemed like
[21:29] after list looking at and just reviewing
[21:32] them is that at some point you do need
[21:34] to broaden your base a little bit
[21:36] because we have worked with them and we
[21:37] have it hasn't been that we've been
[21:39] dissatisfied but if if anything happen
[21:42] because companies are changing and the
[21:43] one that we dealt most with is basically
[21:46] in has retired. So I think at some point
[21:49] you're going to have to broaden your
[21:50] base. uh like for keys, you don't want
[21:53] all your eggs in one basket, but you do
[21:55] want you at least you'll be able to make
[21:57] a comparison. Right now, we're getting
[21:59] things done, but we're not in a
[22:01] comparative mode. And
[22:03] >> and when you have one person with a
[22:05] whole lot of the same projects, you
[22:08] ought to at least introduce one
[22:10] different person in because the records
[22:12] are are easy to access, background
[22:15] information, and all of that. You can
[22:16] pull that out. And most of the
[22:18] requirement as he had mentioned before
[22:20] it's it's designated what you can do by
[22:22] the state must be done this way this way
[22:24] and that. But I do think that it it does
[22:27] a city competition is pretty good. I
[22:31] mean you get better services sometime
[22:33] when you it's not a guarantee that
[22:35] you're going to do it. It might raise
[22:37] the bar a little bit.
[22:40] So that's my opinion. So I I'll make a
[22:43] motion that we select the uh GLS as the
[22:47] engineering firm to assist the city with
[22:49] the submission of an application for
[22:51] funding and project. Do I need to read
[22:53] on?
[22:53] >> No. [laughter]
[22:55] And etc.
[22:57] >> I second number.
[22:59] >> I second.
[23:00] >> Okay. It's been moved and second. All in
[23:02] favor?
[23:04] >> I can't see.
[23:08] >> Somebody counted it for you.
[23:09] >> Yes. And then
[23:10] >> all opposed.
[23:12] >> Okay. One.
[23:14] >> Okay. Motion carries.
[23:16] >> Thank you, mayor, council.
[23:18] >> Okay. It brings us to item
[23:21] [clears throat] number five. Consider
[23:24] and approve a resolution by the city
[23:25] council of the city of Park, Texas,
[23:27] requesting financial assistance from the
[23:29] Texas Water Development Board
[23:31] authorizing the filing of an application
[23:33] for assistance and making uh
[23:36] [clears throat] certain findings in
[23:38] connection therewith.
[23:40] Mayor and councel,
[23:42] this is a resolution allowing us to uh
[23:45] submit our application uh to the Texas
[23:47] Water Development Board for um we are
[23:51] allowed to request up to $10 million.
[23:53] So, we're requesting $10 million
[23:56] um to the uh Texas Water Development
[23:59] Board for water line uh repair,
[24:02] replacements and repairs. Um we're
[24:04] putting some of the projects together.
[24:06] This is basically a
[24:09] um a letter of interest and submittal.
[24:12] And so if we do get um
[24:16] approve, you know, approved and get
[24:17] through the first hurdle, then we will
[24:19] start the process of building the
[24:21] projects together and come back to
[24:22] council um with the amounts that we've
[24:24] been approved. Um this is a pretty
[24:27] competitive grant.
[24:29] Um there's a lot of cities that are that
[24:31] I know that are going to be putting in
[24:33] for this. Um but and it is a 0% match.
[24:37] So it's $10 million with match. And this
[24:41] is coming from the constitutional
[24:44] amendment recently enacted by state
[24:46] legislature for the $1 billion each year
[24:49] that is uh put towards water
[24:51] infrastructure. And so they've opened
[24:54] that process up for cities to submit
[24:57] their intended use and their request.
[25:00] >> So So you're saying there's no interest
[25:04] >> on the $10 million?
[25:05] >> Yes, ma'am. It's a It's a 100% grant
[25:07] with no with no match
[25:09] >> with no more match
[25:10] >> on on on approval. Will we need a uh a
[25:13] writer for the grant?
[25:15] >> Um so moving uh forward with this this
[25:18] is only allowing us to the the grant
[25:21] process is more of an application is not
[25:23] a a grant so to speak.
[25:26] >> So uh we likely will not have any grant
[25:31] administration or grant writers. We'll
[25:33] be doing all that in house. We have the
[25:34] application. We're probably 50% through
[25:38] the application now filling in all the
[25:40] requirements.
[25:41] >> Um so we're doing the application in
[25:44] house.
[25:44] >> Okay. So with this being a grant, we're
[25:46] not having to pay it back. Is that what
[25:48] you're saying?
[25:49] >> Correct.
[25:50] >> It is.
[25:52] >> Now I do have another question as well.
[25:54] Now I see here we have KSA. That's I
[25:57] think that's what I was looking at. KSA
[26:00] engineer. Uh they're they're helping us
[26:02] um on some of the initial projects um
[26:05] for developing um
[26:09] uh preliminary budgets for developing
[26:12] preliminary budgets. Um
[26:15] >> yes.
[26:19] >> Okay. But
[26:19] >> but this is all this is the people that
[26:21] are who are already working for us on
[26:23] these other projects. So they're just
[26:25] asking us to name our current financial
[26:28] adviserss, our engineers. Um so they're
[26:31] our current um engineers on our water
[26:33] projects as well as bond council. So
[26:36] those are all of our current um
[26:40] adviserss.
[26:42] >> Okay. Um
[26:43] >> on this project, if that's the case, I
[26:45] make a motion we move forward with the
[26:46] application process.
[26:50] >> Okay. It's been moved and second. Ready
[26:54] for the vote. All in favor?
[26:57] Motion carries.
[26:59] Let's find some money.
[27:01] Uh item number six, [snorts] consider an
[27:03] approved nomination and appointment of
[27:05] new member of member or members to the
[27:09] charter review commission.
[27:11] >> Mayor and council, I have the commission
[27:13] member in sheet in in the uh in y'all's
[27:17] packet.
[27:19] This shows who all the current members
[27:21] are.
[27:23] Um, we've had a request to remove the
[27:26] precinct 4 charter uh commission members
[27:31] and to appoint uh Miss Lois Ball and
[27:33] Miss Joe Denman for precinct for
[27:36] nominations.
[27:40] >> What's the
[27:44] >> Okay. So, I want to make make a move to
[27:47] appoint those two members.
[27:50] >> I second this motion.
[27:51] >> Okay. has been moved and second. All in
[27:56] >> You
[27:58] [laughter]
[27:59] vote against.
[28:01] >> Yeah. All right. Motion carries.
[28:06] >> All right. It brings us to item number
[28:08] seven. Consider an approved approve
[28:10] setting a timeline for proposed home
[28:13] charter revision. I know we've been
[28:16] working for a sale. I
[28:19] >> mayor and council, I have some
[28:22] information for y'all. Um, it's been
[28:26] requested at different points. It's been
[28:28] talked about in open or public comments.
[28:31] Um, I have m uh council members
[28:33] sometimes talking about it. So, I would
[28:35] like we do have a couple new council
[28:37] members. Um, so I do I'd like to do a
[28:40] quick historical recap of where of where
[28:42] we've come from and where we're at.
[28:44] >> Okay. uh for the sake of new members and
[28:47] to get council's input on moving
[28:51] With a couple new me uh members now
[28:53] serving on council, it's important to
[28:55] provide a brief history, explain the
[28:57] purpose of this effort, discuss the
[28:58] challenges we've encountered, and
[29:00] request clear direction on how council
[29:02] wishes to proceed. The charter revision
[29:05] process was initiated in October 23
[29:08] with a goal of conducting the first
[29:10] significant review and modernization of
[29:12] our charter since 1960s. The goal has
[29:14] been to identify inconsist in
[29:16] inconsistencies and ensure compliance
[29:19] with state and federal law and present
[29:21] recommended recommended revisions to
[29:23] council and then the voters for their
[29:26] consideration. The process experienced
[29:28] an early setback when the original
[29:31] consultant was taking the commission in
[29:33] a different direction that was not
[29:34] supported by myself or by city council
[29:37] and that effort was suspended after
[29:39] approximately two months. After
[29:41] additional research, the city was able
[29:43] to retain a law firm specializing in
[29:45] home rule charter revisions to properly
[29:47] guide us through the process legally.
[29:50] Since that time, we've made significant
[29:52] process progress and have identified at
[29:55] this time we're right at 23 potential
[29:57] charter propositions.
[29:59] Many of these address provisions that
[30:01] are outdated, unconstitutional, or
[30:03] inconsistent with uh current law. This
[30:06] does not mean that the city has been
[30:08] operating or will in the future operate
[30:11] illegally where our charter conflicts
[30:14] with state or federal law. We're
[30:16] required to follow superior law. For
[30:19] example, our charter still contains a
[30:22] requirement that a council member must
[30:23] be a land owner to serve, which is not
[30:26] legally enforceable. It's
[30:27] unconstitutional.
[30:29] If you're a renter, you can still run
[30:31] for council. Other revisions simply
[30:35] create consistency such as establishing
[30:37] a uniform process for council members to
[30:39] appoint people to boards and commissions
[30:42] and um um key city officials.
[30:46] Um currently there's multiple processes
[30:50] and they all defer from the others on
[30:52] how those appointments are made and
[30:53] they're not consistent.
[30:56] However, the process has faced several
[30:58] challenges that have slowed completion.
[31:00] The original committee consisted of 13
[31:01] members.
[31:03] Looking back, I sincerely wish we did
[31:06] not have 13 members. That's a lot of
[31:07] people to work with.
[31:09] >> Uh, one of the issues is requiring seven
[31:12] members for a quorum. If you have 13
[31:14] members and you can proceed with a
[31:16] quorum of seven members, due to
[31:18] attendance challenges, people have
[31:20] different things going on sometimes and
[31:22] they can't attend. Many times you'll go
[31:25] to the next meeting with a complete
[31:27] different combination of members.
[31:30] that have no historical information from
[31:33] your previous meeting. And so you're
[31:35] regressing and starting all over in your
[31:37] discussions. And all of these were
[31:39] paying an attorney to sit through there
[31:41] with us and guide us and lead us.
[31:44] And for those members that were able to
[31:48] attend the previous meeting and the
[31:49] current meeting,
[31:51] they're going to be going through a lot
[31:53] of the same information and it becomes
[31:56] discouraging to have to sit through and
[31:59] discuss the same things that you
[32:00] discussed last time. It doesn't seem
[32:02] like the best use of some people's
[32:04] times. And so because of that, we do
[32:07] have a lot of one step forward, one step
[32:10] back, one step forward, and then we, you
[32:12] know, so we're going through that
[32:13] process, right? Definitely nothing on
[32:15] the members. It's not their their issue.
[32:18] It's just it's a numbers problem.
[32:22] Um, in addition, since we started over
[32:25] two years ago, right at two years ago,
[32:27] there have been 23 total appointments to
[32:29] this committee.
[32:31] um due to incoming council members
[32:34] making new appointments to replace
[32:35] existing members. This by f this um for
[32:39] the for the record, this council has
[32:41] that authority and is very much
[32:43] recommended. I want council
[32:45] to trust and support the people that are
[32:48] sitting on this committee. So that I'm
[32:50] not talking about it as a negative, but
[32:53] with that comes once again another
[32:55] reset. We have new incoming members.
[32:57] They don't have the historical
[32:58] background and knowledge moving forward.
[33:00] So sometimes we're regressing in
[33:02] information and coming back to the table
[33:04] with the same information again. Um so I
[33:08] just want to I want to kind of give some
[33:10] some information to council about
[33:14] the some of the reasoning behind slow
[33:16] progress. Um this this frequent turnover
[33:19] um is hard to keep continuity and
[33:21] momentum.
[33:23] As a result of these challenges, some of
[33:25] our dedicated committee members are now
[33:28] becoming frustrated and disengaged.
[33:30] after repeatedly covering the same
[33:32] issues.
[33:33] Despite that, they have held strong. We
[33:37] have some really good people on this
[33:39] these committees. Um we are now in the
[33:41] final stage of review. Uh we believe my
[33:45] attorney um our uh committee chair and
[33:49] myself, we believe that we can complete
[33:51] this work within the next couple of
[33:53] meetings, one or two more meetings. We
[33:55] can finalize all of our discussions. We
[33:58] already have all the uh the propositions
[34:01] that the committee has recommended
[34:04] drafted. So we need to go back do a
[34:06] quick review and approval process if
[34:09] there's any last minute cleanup that
[34:11] needs to be done and then bring that to
[34:13] council.
[34:15] At this point I really want clear
[34:16] direction from council.
[34:19] Do you want to complete this project
[34:20] through the committee process or do you
[34:22] prefer to dissolve the committee and
[34:24] conduct the remaining review directly as
[34:26] a council with our charter attorney
[34:27] because ultimately it's fixing to come
[34:29] back to you guys anyway.
[34:31] Um I want to emphasize this is not a
[34:34] [name] project. Our city can continue
[34:37] operating under existing law regardless
[34:40] of the charter. However, I really want
[34:43] the charter to be finished. We've
[34:45] started a really good project and I feel
[34:47] like we're we're close enough to almost
[34:50] taste it and so I would like to get this
[34:52] project completed. If you support this
[34:55] and you want to complete this process
[34:56] through the committee process, um I I I
[35:00] ask this um for your commitment to allow
[35:02] our current committee membership to
[35:04] finish the work uh without any further
[35:06] disruption um or restarting previously
[35:10] completed discussions. The purpose of
[35:12] the committee is to provide community
[35:14] involvement and a sampling from across
[35:16] our community because ultimately this is
[35:18] all going to the voters for a vote. So
[35:20] if we have one little pod of people
[35:22] group thinking
[35:24] and not taking people's ideas and input
[35:27] from across the community, we could put
[35:29] put together a project that could would
[35:31] would not pass and we've wasted
[35:33] everybody's efforts. So it's really good
[35:35] that we have a broad um sampling from
[35:37] across our entire community. And so I I
[35:40] applaud that side of the things. Um once
[35:44] it's completed, it's those proposed
[35:46] changes are coming back to council for
[35:47] full review. Council will be able to ask
[35:50] questions of our attorney.
[35:52] They will be able to make revisions.
[35:54] They'll be able to completely strike
[35:56] propositions if they feel like it's not
[35:58] that they don't want that proposition to
[36:00] go to the voters or they can approve
[36:02] them for placement each one separately.
[36:05] Um,
[36:08] if we move forward, I recommend that the
[36:11] committee commi complete the work over
[36:12] the next one or two meetings. Our
[36:14] attorney can then finalize the report
[36:16] and prepare the proposed propositions
[36:18] for council. Council should expect to
[36:20] dedicate,
[36:23] I'm thinking, at least two or three
[36:26] meetings. And it needs to be in a
[36:27] workshop format outside of a council
[36:29] meeting. If y'all can find a few dates
[36:32] that we can sit down and talk and
[36:36] discuss charter alone for for an hour to
[36:39] two hours and get through this process
[36:41] with our attorney. Um I because of the
[36:46] commitment from council, I'm I'm my my
[36:48] hopes are that we would start that
[36:50] process after our budget season is over
[36:52] because y'all have other workshops lined
[36:54] up for that. So, after our budget season
[36:57] is over, towards the fall, we would like
[37:00] to bring this report back to council.
[37:03] And I ask y'all to commit a couple
[37:06] meetings. Really, y'all set the
[37:07] deadlines. Y'all set y'all's own
[37:08] timelines. If y'all want to discuss
[37:10] everything at length once again, it may
[37:13] be several meetings. It's going to be a
[37:15] a lot of it is going to be up to y'all
[37:16] and how y'all feel like moving through
[37:17] the process because it's going to be on
[37:19] y'all's time. Um,
[37:22] we resume the charter work and in
[37:25] September and October we finish our com
[37:27] our committee process. October, November
[37:29] before we get into holiday season, we
[37:32] get these to council.
[37:34] We get council's um workshop process
[37:36] done and then we use the December,
[37:40] January, February timeline for our
[37:42] attorneys to have all the propositions
[37:44] ready and for us to be able to order the
[37:46] ballots and go through the process for a
[37:48] May election.
[37:50] That's my thoughts
[37:52] on on the timeline and I want council's
[37:56] commitment
[37:57] um and support on this. I want y'all's
[38:00] input if y y'all are ready for us to do
[38:03] this process. Um
[38:06] and how many meetings do y'all want? you
[38:08] know, do cuz I'm going to have to get
[38:10] our attorney geared up
[38:12] >> to do
[38:13] >> to to do this to to meet with um council
[38:16] and to work through this process cuz
[38:18] it's not just a one off or a two two
[38:20] proposition issue. It's we're we're
[38:23] redoing the entire charter, you know,
[38:25] from front to front.
[38:26] >> How would how would we know how many
[38:29] meetings it would take, though? Well,
[38:31] you you won't you won't a lot of it's
[38:34] going to be as you go.
[38:35] >> I mean, if our attorney's got to be
[38:36] there, right?
[38:38] >> Um, a lot of it's going to be y'all set
[38:41] y'all's own timeline as y'all as y'all
[38:43] go. Um, but I do want y'all to know that
[38:46] there is
[38:48] >> going to be some commitment from
[38:49] council. Like, I I want to know that
[38:52] y'all are going to be able to do this
[38:54] process as well
[38:55] >> so we don't falter in at at the end
[38:58] point. I' I'd like to uh actually, you
[39:01] know, make a motion um because I do have
[39:06] some concerns and I move to table item
[39:09] number seven until the charter revision
[39:12] committee can determine which home rule
[39:16] charter they are revising, whether it is
[39:20] the original charter that's dated April
[39:23] 1967
[39:25] or the adopted charters dated ated 1985
[39:30] and 1997
[39:33] and allow the new members time to review
[39:38] and provide amendments, recommendations,
[39:42] inputs to whatever needs to be on the
[39:46] charter to the charter vision committee.
[39:58] Are we open for discussion?
[40:00] >> Yes.
[40:00] >> So if we table it, it gets brought up
[40:03] next meeting. Is that not is that
[40:05] correct?
[40:07] >> But um with with the with the
[40:10] proposition
[40:12] you're saying that there are multiple
[40:13] charters. The thing is is that we're
[40:17] looking to
[40:19] correct the charter and make a
[40:20] [clears throat] new charter to begin
[40:22] with. So, I think we should just move
[40:25] >> No. Who Who's correcting a new ch who's
[40:28] making a new charter?
[40:30] >> So, you're saying we're making a new
[40:31] charter? No one said you said we were
[40:33] supposed to be improvising and
[40:37] updating
[40:38] the old charter. So, you're saying we're
[40:41] making a new charter. So, which one are
[40:43] we doing?
[40:44] >> You're putting a lot
[40:47] You're putting a lot of All of this is
[40:48] all based on very false premises. None
[40:50] of this is correct. Okay. So
[40:52] >> it's not factual.
[40:53] >> Okay. So we have a
[40:54] >> So I can't even respond to that.
[40:55] >> Okay. Reason you can't. Okay. So we have
[40:57] a charter that's dated that was approved
[40:59] by the people in April of 1967 that the
[41:03] people actually voted on. So my question
[41:06] is when do we have another vote in the
[41:09] city of Crockett for another charter?
[41:12] >> We
[41:14] now now I guess would be a good time we
[41:16] can discuss this portion.
[41:17] >> But you're veering off into other
[41:19] questions.
[41:19] >> Well, I'm just so
[41:21] We've operated under one charter the
[41:24] entire in our entire existence. It has
[41:26] been amended with one with votes and
[41:29] they all the every amendment to the
[41:32] charter has had to happen with a vote of
[41:35] our citizens. If something was added to
[41:38] this charter, there's another vote. But
[41:40] the charter has not changed.
[41:42] >> When when have these votes happened?
[41:44] Because
[41:45] >> they've happened historically many times
[41:47] during our history of our city.
[41:49] >> Please give me some dates. Call the
[41:51] question.
[41:52] >> Call the question.
[41:55] >> She has a motion. It's been seconded.
[41:57] Call the vote.
[41:59] >> Cuz we're discuss this today.
[42:00] >> We have We have a mo motion. Call the
[42:03] >> Is there a second?
[42:07] >> All in favor?
[42:08] >> No, we need a sec. Who seconded the
[42:10] >> He? No, I didn't. Oh, he his Yeah, it's
[42:13] been seconded.
[42:19] So now we go back to the previous
[42:21] >> Okay. Then the previous question. I'm
[42:23] sorry I missed that.
[42:24] >> The previous question was to table.
[42:26] Let's
[42:26] >> go back to the the previous question was
[42:28] to table
[42:30] >> item number seven. Yeah. To table to
[42:33] table item number seven. Well
[42:35] >> so now you would call for a vote for
[42:37] >> For the previous question.
[42:39] >> Okay. I need some help. Okay. So, we're
[42:42] calling for
[42:43] a vote
[42:45] >> to table
[42:47] >> until we can find out which charters are
[42:51] >> which charter
[42:52] >> being discussed. I suppose
[42:54] >> the charter that we've been working
[42:56] with. Is that the one?
[42:59] >> The charter that will be updating the
[43:01] charter. Which charter we're using to
[43:03] update?
[43:05] >> I'm a little confused.
[43:06] >> She's made a motion to to table it. It's
[43:08] been seconded. We need to vote on if
[43:10] we're gonna table it or not.
[43:12] >> It's a yays and naysay is where we're
[43:14] at. Madam Madame Mayor,
[43:16] >> call for a vote.
[43:18] >> The mayor the mayor called for a vote.
[43:20] If there's any other vote,
[43:22] >> anyone else that wants to vote to table
[43:24] it.
[43:31] >> Who's who does not want to table?
[43:34] Okay. It fails. it would not be table.
[43:40] Okay. So, at this point, we're going to
[43:44] move forward.
[43:45] >> We can continue with another vote if
[43:47] there's another motion that wishes
[43:49] someone that wants to make another
[43:50] motion. Um,
[43:52] >> as I as I mentioned before, this is a
[43:55] timeline for us to go finish the process
[43:58] that we started two years ago. Um, for
[44:01] further clarification,
[44:04] there's never been multiple charters.
[44:06] There's one charter. There's amendments
[44:08] that have been made. We are doing we are
[44:11] not doing a oneoff amendment. We're
[44:13] doing a full revision at this point. So
[44:16] this full revision will be with the
[44:18] latest this full revision is based on
[44:21] our latest and current
[44:24] >> charter that we've always operated on.
[44:26] >> What was that? What is that?
[44:27] >> Please let me know what which charter
[44:29] are we actually operating on.
[44:31] >> One. We've only had one.
[44:33] >> We only have one.
[44:34] >> Which one?
[44:35] >> I mean that question. I can't answer
[44:37] that question.
[44:37] >> The thing of it is is
[44:38] >> because there's one which I'm going to
[44:40] explain something to you is that and to
[44:43] uh to everyone I understand is that a
[44:46] charter does not or amendments does not
[44:48] go forward until the citizens or the
[44:51] taxpayers has voted on the charge. So
[44:54] what amendments have been made and when
[44:56] were those amendments that's
[44:59] >> okay?
[45:01] >> I don't know.
[45:01] >> We don't have anything no motion to
[45:03] discuss.
[45:03] >> Oh okay. I Well, okay.
[45:07] >> I make a motion we push the time limit
[45:09] and have the committee report to the to
[45:11] the council by September 1.
[45:14] >> Okay,
[45:15] >> Okay, it's been moved and second. All in
[45:20] Motion carries. And then
[45:22] >> Thank you, council.
[45:22] >> We'll continue with Thank you. Got a
[45:25] little ball there. U Okay. Item number
[45:29] eight, consider and approve an ordinance
[45:30] [snorts] amending article three of
[45:32] charter nine, chapter nine, food and
[45:35] food handlers of the Crockett code,
[45:39] deleting article 3, mobile caterers,
[45:43] mobile food push carts, mobile food hot
[45:47] trucks, mobile food units, and mobile
[45:50] food vendors in its [clears throat]
[45:54] entirety.
[45:56] uh including the requirement to obtain a
[45:58] permit from the city of Crockett before
[46:00] operating a mobile food unit and
[46:03] replacing it with a substitute article 3
[46:06] mobile food vendors to comply with House
[46:09] Bill 2844,
[46:12] also known as the Mobile Food Vendor
[46:16] Regulatory Consistency Act, passed by
[46:19] the 89th Texas Legislature, which
[46:23] effectively which effective July 1, 2026
[46:29] permits
[46:30] >> preempts preempts, I'm sorry, a local
[46:32] authority power to prohibit the
[46:34] operation in its jurisdiction of a
[46:37] mobile food vendor who holds a mobile
[46:40] food vendor's license issued by the
[46:42] Texas Department of the State Health
[46:44] Services and complies with all other
[46:49] state and local laws, including all fire
[46:51] codes, location restriction, [snorts]
[46:54] Zoning codes incorporating regulation
[46:57] relating to administrative author
[46:59] authoriz authorizations
[47:02] allowed location and distance and hours
[47:06] of operation providing a servability
[47:08] clause containing a repelling repelling
[47:13] clause and providing an effective date
[47:16] and Dr. [name] can't see. She can read
[47:18] but she can't see. Thank you.
[47:19] >> Yes ma'am. Thank you mayor and council.
[47:21] This is a um this repeals our existing
[47:25] mobile food vendor
[47:28] >> um ordinance and uh permitting process.
[47:31] The state um passed as uh was just read
[47:36] passed um a law that preempts all city
[47:39] regulation. So we're no longer in the
[47:42] food vendor uh mobile food vendor
[47:44] permitting business. It takes it out of
[47:47] our hand and all other cities. And once
[47:49] a once a mobile food vendor is has their
[47:52] state permits and licenses, they can go
[47:54] to any city um and operate if they want
[47:57] to go to, you know, parade or festivals
[47:59] and and and things that they don't have
[48:01] to go through a a long drawn out process
[48:03] through the city. Um the city was
[48:05] required initially to do that because we
[48:08] had to ensure state compliance. Now the
[48:10] state takes care of it all and we're out
[48:13] of that business. Uh which is really
[48:15] good for us. We're excited to be out of
[48:18] that. Um, that being said, with the only
[48:20] things that still remain, we want to
[48:22] make sure that they're properly
[48:24] disposing of their waste water, that
[48:26] they have a grease trap. They're not
[48:27] dumping grease and things of that
[48:29] nature. So, um the those are the only
[48:32] things the uh the fire um the the fire
[48:37] suppression or inspections that they
[48:38] have an extinguisher um as required by
[48:41] the fire department and that they're
[48:43] properly disposing of their waste and
[48:45] waste water. Um and then there's but
[48:48] there's not a fee process for any of
[48:50] that. We we'll take care of that and um
[48:53] they're good for a year.
[48:56] I approve u the order of amending
[49:00] article three of chapter nine food and
[49:04] food handling of cross
[49:08] >> second that
[49:10] >> okay it's been moved and second ready
[49:12] for the vote all in favor
[49:16] motion carries
[49:19] >> we have nothing in the executive
[49:21] >> yes you have
[49:22] >> oh yes we do I'm sorry number nine
[49:25] Executive Section Government Code 551087
[49:30] deliberation regarding economic
[49:32] development a negotiation with the
[49:34] business prospect.
[49:38] >> Okay. At this time we're
[49:42] >> adjourning the executive session.
[49:43] >> Join
[49:53] here.
[50:08] You'll be notified. Do they give you a
[50:10] name? Is that what you said?
[50:16] >> Like they don't know your [laughter]
[50:18] >> I thought that was public domain.
[50:22] >> So they probably got mine. Oh, they they
[50:24] have when they made the recommendation.
[50:26] I'm sure they
[50:26] >> information on
[50:28] >> they should have
[50:30] >> if they recommended they
[50:31] >> I don't know. I know for sure. You got
[50:33] to talk to
[50:34] >> Yeah.
[50:35] >> They would have done it for the people
[50:37] that they submitted.
[50:42] >> I just gave them your phone numbers.
[50:48] >> See what this is here. Oh, I got that
[50:51] other Put that. Leave that right there.
[51:05] water
[51:08] here
[51:12] Everybody.
[51:14] We got
[53:53] Hallelujah.
[54:12] They don't
[54:17] know.
[1:18:28] >> [sighs]
[1:21:10] >> I say Very good looking. It's a popular
[1:21:12] good night chicken. [laughter]
[1:21:15] >> I believe it.
[1:21:16] >> You want that chicken
[1:21:18] out? Everybody
[1:21:19] >> grease comes down here and runs off now.
[1:21:21] I just like this crispy skin.
[1:21:24] >> Oh, I can't eat it. I got to lay off a
[1:21:26] little bit now. I got that grease
[1:21:28] intolerance.
[1:21:33] >> Here.
[1:21:38] >> Okay. Is everybody here?
[1:21:42] Oh, everybody go.
[1:21:43] >> You gave it to me.
[1:21:47] >> You already have them.
[1:21:50] >> Oh,
[1:21:54] >> okay. We are officially back in session.
[1:21:59] >> Council,
[1:22:02] Mr. [name]'s not back yet.
[1:22:04] >> Oh, I thought he was in here. Oh,
[1:22:07] sorry. Make that corner. Okay, we're
[1:22:09] good.
[1:22:11] We'll quietly wait till he returns.
[1:22:33] Okay, we're officially back in session.
[1:22:36] Council
[1:22:44] I'll make a motion we move forward.
[1:22:49] >> Second the motion.
[1:22:50] >> It's been moved and second. All in
[1:22:57] And that brings us to the end.
[1:22:59] >> New business.
[1:23:02] >> Oh, did we vote?
[1:23:04] >> No, we haven't voted.
[1:23:04] >> Oh, I'm sorry. I got I got you carried
[1:23:06] away there. I'm trying to go home.
[1:23:09] >> Oh, now we're ready for the vote. They
[1:23:13] >> already discuss.
[1:23:16] >> We did.
[1:23:17] >> Is it something else?
[1:23:18] >> We did vote.
[1:23:19] >> Yeah, we voted.
[1:23:20] >> Oh, okay. Oh, okay. Oh, okay. Just
[1:23:22] saying that. Oh, okay. I already said I
[1:23:24] thought we voted.
[1:23:25] >> Yes, ma'am. We did.
[1:23:27] >> Been a strange Monday.
[1:23:28] >> Seeing double, so it doesn't matter.
[1:23:30] >> If we voted to adjourn, can we
[1:23:33] >> um
[1:23:33] >> we have somebody wanting to present a
[1:23:35] new business item. Okay,
[1:23:36] >> we jumped the item.
[1:23:38] >> Are we
[1:23:39] >> Nobody.
[1:23:46] >> If you didn't move to adjourn, then we
[1:23:48] can continue. Okay. No,
[1:23:49] >> we're ready. I missed it. Um,
[1:23:54] new business.
[1:23:55] >> Is that where you are?
[1:23:57] >> Okay. on the um uh on the next agenda uh

[1:24:15] u along with two uh alternates
[1:24:24] >> I Second.
[1:24:27] >> I second that.
[1:24:28] >> We have a second.
[1:24:29] >> Okay, we already have a second. Uh, all
[1:24:32] in favor?
[1:24:36] Okay, motion carries.
[1:24:39] >> That'll be added to our
[1:24:42] >> No, it'll be added to the next agenda.
[1:24:46] >> Second.
