[0:00] They secret
[0:04] what they're supposed to.
[0:07] >> It was you that called me.
[0:09] >> Yes, ma'am. I saw you walking in.
[0:12] >> I didn't see the deal or anything. I was
[0:14] sleep.
[0:15] I've been asleep this whole
[0:28] day.
[0:31] 6 o'
[0:31] >> Okay,
[0:34] >> good evening everyone. It is exactly 6
[0:36] o'clock. At this time, we will be
[0:38] opening our counsel.
[0:41] >> And we're open with a prayer.
[0:43] >> Heavenly Father, we come to you this
[0:45] afternoon. In the name of Jesus, we
[0:47] thank you and praise you for this day.
[0:49] Thank you for this opportunity to gather
[0:51] here at city hall pertaining to the
[0:53] business that's at hand. We ask you for
[0:56] wisdom tonight to guide us through all
[0:58] of the issues, Lord, that we might make
[1:00] the right decisions and do the right
[1:01] things to honor you and to be a blessing
[1:04] to all of our uh uh citizens of our
[1:08] city. We thank you and praise you for
[1:09] this opportunity and it's Christ Jesus
[1:11] name we pray. Amen.
[1:13] >> Amen. Pledge. I pledge algiance to the
[1:17] flag of the United States of America and
[1:20] to the republic for which it stands. One
[1:23] nation under God, indivisible, with
[1:27] liberty and justice for all.
[1:33] >> Here we go.
[1:37] >> Good evening everyone. So glad that you
[1:39] could join us. Um recognizing our
[1:42] council. Uh for those of you that
[1:44] weren't here in the swearing in, we now
[1:48] have three new well we have one
[1:50] returning in two council members. Okay.
[1:54] Um
[1:56] with that just a recognition of visitors
[1:58] of uh that was the recognition of visit.
[2:01] Thank you for joining us today. Uh now
[2:03] the public comments from the audience.
[2:06] Uh at this time members of the public
[2:08] will be allowed to speak on on city
[2:10] related matters only. No matter uh
[2:13] matters or matters under litigation will
[2:15] be allowed. The length of time may not
[2:17] exceed 3 minutes. Uh city council shall
[2:20] not speak under this item in accordance
[2:23] with the Texas Open Meeting Act. The
[2:25] council may not uh deliberate or take
[2:27] actions on matters except as properly
[2:30] posted in accordance with law. That
[2:33] basically says that you can come up,
[2:35] have your minutes, and we will look at
[2:36] you and smile, but we will not respond.
[2:39] And so, does we have any? We have none.
[2:42] At this time, it brings us to the first
[2:44] item, approval of minutes.
[2:49] >> I make a motion that we approve the
[2:51] minutes 11, 2026.
[2:54] >> I second.
[2:55] >> Okay. It's been moved and second. All in
[2:59] favor? Motion carries.
[3:02] Okay, brings us to item two, police
[3:05] department manpower and criminal
[3:07] incident report for April 2026.
[3:12] The mayor council city administrator
[3:15] police department manower criminal
[3:16] activity report for April 26. A total of
[3:20] 16 officers worked 2,771
[3:23] hours of 474 calls.
[3:27] Investigated 11 traffic accidents made
[3:30] 47
[3:32] issued 219 traffic citations, completed
[3:36] 80 reports, and responded to 47 alarm
[3:39] calls. 43 of those were false alarms.
[3:41] >> Wow.
[3:42] >> Below that, you'll see a breakdown, and
[3:43] I'll entertain any questions you may
[3:45] have.
[3:45] >> Well, I noticed that y'all been working
[3:47] the school zone pretty well. [laughter]
[3:50] >> It's a busy zone.
[3:52] Uh, and it just as a word of
[3:55] encouragement, it is something that
[3:57] needs because they're coming off the
[3:58] construction and and it does change real
[4:01] rapidly. So, it has been a good safety
[4:04] issue that has been addressed. I'm sure
[4:06] you don't feel that way if you got a
[4:07] ticket, but uh it's a good thing because
[4:10] we have so many cars coming in and out
[4:12] and we do appreciate it.
[4:14] >> Thank you.
[4:15] >> Thank you, sir.
[4:15] >> Thank you, Chief.
[4:17] >> Thank you. Uh item number three, fire
[4:21] department monthly activity and status
[4:24] report for April 2026.
[4:26] It's in your packet.
[4:28] >> Good evening, mayor, council members.
[4:31] For the month of April, relatively
[4:33] short. We had 20 calls. 24 of those
[4:36] being in the city and four of those
[4:39] being in our county area.
[4:48] >> Has there been any update on your the
[4:51] new truck?
[4:53] finishes on that
[4:57] part.
[5:00] >> We finally got that in last week and
[5:01] we're waiting a couple more items to get
[5:04] in service. It's the supply chain.
[5:08] >> Okay, good. Good.
[5:09] >> It's almost It's almost there.
[5:11] >> Good to hear. Thank you.
[5:14] >> Well, we did get a little reprieve with
[5:16] some rain.
[5:20] >> We was good.
[5:24] Thank you so much.
[5:24] >> Pleasure.
[5:26] >> Thank you.
[5:29] >> Okay. Uh item number four, public
[5:31] hearing on request from Charles E.
[5:34] Phillips for a spec a specific use
[5:37] permit for a manufactured home to be
[5:40] placed on property currently having an
[5:41] address of 207 West Austin which is
[5:44] identified as by the Houston County
[5:46] Appraiser District as partial 2854
[5:50] and located between Leel Street and
[5:52] Lovers Lane. Legal description being lot
[5:56] number four in block 14 on the [name]
[6:00] Brothers Estate edition.
[6:10] >> Good afternoon.
[6:11] >> Good afternoon.
[6:12] >> Can you You might have to turn the mic
[6:14] toward you.
[6:16] >> Do you need some help there?
[6:17] >> Just be sure it's on time.
[6:21] >> Yeah.
[6:22] >> Can you hear me? Okay,
[6:24] >> we need to open the hearing.
[6:25] >> Um,
[6:26] >> you said you open the hearing.
[6:30] >> Oh, I'm sorry.
[6:31] >> Oh, sorry.
[6:31] >> They didn't tell me how to do my work.
[6:34] >> This the hearing on you're going into
[6:36] the hearing is now officially open.
[6:38] Okay. I'm sorry.
[6:39] >> Um, my dad is um not able to be here
[6:42] today, but I'm his daughter, Tiffany
[6:44] Phillips. I'm the one that requesting
[6:46] the mobile home to be placed on the
[6:48] property. Um we we've lived there for
[6:52] like over 20ome years and um I got sick
[6:55] in 22 and had to leave the home. Um and
[6:59] we end up having to get our old house
[7:01] tore down because um after my mom passed
[7:04] away, the house started crumbling. So we
[7:07] got that house tore down. The property
[7:09] property is paid for. So my dad was
[7:12] like, "Maybe you could move back and put
[7:14] your trailer on there." So um I did
[7:17] that. Um, and so the mobile home place
[7:20] is waiting for me to give them word to
[7:23] when we can they can bring the trailer.
[7:26] Um,
[7:27] and and that's what we're doing. I've
[7:29] I've had to pay um extra months rent um
[7:33] because I didn't we didn't have nowhere
[7:35] to go. So I had to stay where I am right
[7:37] now. Um which they they raised my rent.
[7:40] So, um I'm hoping that I can get the
[7:45] trailer there, um as soon as possible so
[7:48] I won't have to pay for June. Um I can
[7:50] get it there and just, you know, start
[7:52] paying on the trailer.
[7:55] >> Okay,
[7:56] >> we understand.
[7:58] >> And it's
[7:59] >> all right.
[8:01] >> Now would be a good time if there's
[8:03] anyone that's here at the public hearing
[8:04] to speak for or against the mobile home
[8:07] specific use permit.
[8:09] >> Yeah. if there's anyone else. We sent
[8:11] out letters, certified letters to all
[8:13] the um addresses, I believe 39 addresses
[8:17] near this property.
[8:19] Um just as a quick update, we had a
[8:23] planning and zoning uh meeting uh with a
[8:26] public hearing as well, and no one came
[8:29] to that meeting to speak against this uh
[8:32] specific use permit.
[8:37] I have a question for our attorney. Um,
[8:40] my dad, as a matter of fact, does not
[8:42] live far from her and he did receive
[8:45] notice. So, do I recuse myself from
[8:48] because I want to vote for her?
[8:49] >> No, I don't know.
[8:51] >> Okay. Okay.
[8:53] >> Well, um,
[8:56] >> does this open the passage for other
[8:58] homes to automatically come in or they
[9:01] will have to do what Mrs.
[9:05] each and every time.
[9:08] >> Okay. Uh, does anyone else have any
[9:12] concerns?
[9:14] >> I I just feel as we should follow the
[9:16] leader, the council member that precinct
[9:19] that she's in.
[9:22] >> Okay.
[9:24] Um,
[9:25] if there's nothing else that needs to be
[9:27] said, we're close the hearing. Thank you
[9:30] so much. Can I ask you, do you know when
[9:33] I will know if it was approved? That way
[9:35] I could tell the mobile home
[9:37] >> to bring.
[9:38] >> Oh,
[9:38] >> you you'll know tonight whether it's
[9:40] approve or not.
[9:40] >> Yeah. Okay.
[9:40] >> That's a I mean, yeah, it'll be a vote
[9:42] on it. I'm sorry.
[9:43] >> Okay. Thank you.
[9:46] >> Okay. Uh there's nothing else. The
[9:48] hearing is officially closed. And
[9:51] council,
[9:54] >> I made the motion that we u approve and
[9:57] accept um the uh for Miss Phillips to um
[10:03] move in
[10:03] >> move in or get a mobile home at her
[10:06] location that she requested.
[10:08] >> Just for clarification, this is for
[10:10] agenda item number five. Uh
[10:11] >> oh.
[10:13] >> It's okay as long as it's recorded. So,
[10:16] >> okay. I didn't read it. I should I'm
[10:18] sorry. I should have read it. Consider
[10:20] an approved request from Charles
[10:21] Phillips for a specific use permit for a
[10:23] manufacturer home to be placed on
[10:25] property currently having an address of
[10:27] 207 West Austin, which is identified by
[10:30] the Houston County Appraiser District as
[10:32] partial 2854 and located between Lavell
[10:35] Street and Lovers Lane. Legal
[10:37] description being lot number four in
[10:40] block 14 on the [name] Brothers Estate
[10:43] edition.
[10:45] Okay. Now,
[10:48] I guess that's where you should have
[10:49] made your recommendation. I'm sorry.
[10:52] >> Uh I make a motion that we approve the
[10:55] permit.
[10:56] >> Okay.
[10:57] >> Second or motion.
[10:58] >> It's been moved and second. All in
[11:01] favor?
[11:03] Motion carries. Um at that point, you
[11:07] have permission to go ahead. Thank you.
[11:12] Okay. And at this time, we're about to
[11:16] open another I'll read it and we'll open
[11:17] the public hearing again. Okay. Item
[11:20] number six, public hearing on planning
[11:22] and zoning commission's final report for
[11:24] a proposed zoning map amendments that
[11:27] would change the zoning district for
[11:29] three manufacturer home communities as
[11:32] described below to to the recently
[11:35] established MH1 manufacturer home
[11:39] subdivision
[11:41] uh district or MH-2
[11:44] manufacturer home park and RV
[11:47] park/campground
[11:49] district
[11:51] by individual property owners and
[11:54] located on Quail Trail Circa. Proposed
[11:58] zoning district change from the R2-2-
[12:05] family residential district to the MH-1
[12:10] district. Number two,
[12:13] Forest Cove Estate Manufacturer Home
[12:17] Park, owned by Home Advanced Holdings
[12:19] LLC and located at 2000 Southeast Loop
[12:23] 304 on HCA Partial 38167
[12:29] proposed zoning districts change from
[12:32] the R3- multifamily residential district
[12:36] to the MH-2
[12:38] district and three manual manufacturer
[12:42] home park, former former Snider Mobile
[12:45] Home Park, owned by Roadrunners X
[12:49] property LLC and located at 2001
[12:53] Souththeast Loop 304 on HCA Parter 8540
[13:01] proposed zoning district change from the
[13:04] R3 district to the MH-2
[13:08] district.
[13:10] The hearing is now officially open.
[13:15] >> This is this is uh for anyone to speak
[13:18] for or against um
[13:22] these zoning changes from for these two
[13:24] uh these three properties as the mayor
[13:27] read. Uh you can speak for or against
[13:29] and it's for the public to speak.
[13:34] We've had planning and zoning meetings
[13:35] where these hearings were held as well.
[13:38] Okay. Uh we did have um
[13:42] the owner of
[13:44] the Roadrunner X properties. They came
[13:47] and spoke. They had some concerns about
[13:49] some requirements. It was further
[13:52] clarified to them on the requirements um
[13:56] moving into this new zoning district. Um
[13:59] they would be uh considered
[14:02] legal non-conforming.
[14:05] So that means as that property if that
[14:07] property is no longer used for that
[14:09] purpose and the the um the usage falls
[14:14] below or the occupancy falls below 50%
[14:17] as they build that mobile home park back
[14:19] it would have to fall under the new
[14:21] requirements but they would not be
[14:22] forced immediately to go out and
[14:25] conform. There's rules regarding
[14:27] skirting on the mobile homes different
[14:29] rules like that. Um but they we came
[14:33] back with a subsequent meeting um that
[14:36] those items were clarified to them. They
[14:38] felt comfortable and they're willing to
[14:40] move forward. So we have no oppositions
[14:42] against these against these changes.
[14:45] >> So the essence of the changes is going
[14:47] to upgrade the look and the appearance
[14:50] as they move in so that they're a little
[14:53] more uniform. Would these locations be
[14:56] >> it's three different
[14:56] >> monitored by
[14:58] >> someone as far as
[15:00] >> our code enforcement officer. Um as
[15:02] these lots are
[15:05] leased or rented out, they're to keep an
[15:08] inventory of the lots. Um
[15:12] and it's to be monitored by the code
[15:13] enforcement officer and planning and
[15:15] zoning official.
[15:15] >> Okay.
[15:16] >> Um
[15:17] >> and right now they they really are some
[15:19] of them do need to be monitored about
[15:21] how they are looking around. So that
[15:22] that would be an improvement to how some
[15:25] of the parks are some of them have been
[15:26] there so long
[15:28] >> that they kind
[15:30] >> Yes.
[15:31] >> You said road runn
[15:34] is
[15:37] >> it is
[15:38] >> I saw the former Snyder mobile home.
[15:40] Does that not mean So the former Snyder
[15:42] home was also on the outside of the
[15:43] loop.
[15:44] >> Yeah.
[15:44] >> Okay.
[15:45] >> So it's Forest Cove Estates which is the
[15:49] Snyder on the inside of the loop
[15:50] >> in the wall. And then there's a small
[15:52] lot on the outside.
[15:53] >> On the outside. Yeah.
[15:54] >> In the same area.
[15:56] >> Can you explain the difference between
[15:57] mobile home park and mobile home? I
[16:00] mean, I understand the difference
[16:02] between the two things, but does that
[16:04] make one more transient than the other?
[16:07] Because it's mobile home. I mean, it's
[16:09] RV,
[16:11] >> right? Um under under new zoning. Yes.
[16:15] But
[16:17] the way it was defined when this was um
[16:20] established,
[16:22] RV and mobile home were both defined the
[16:24] same.
[16:26] Under new zoning ordinance, they're not.
[16:30] There's RV parks and there's mobile home
[16:33] subdivisions. In this case, there's an
[16:35] MH1,
[16:37] which individual property owners own
[16:39] each specific lot. As in Quail Trail,
[16:42] there's multiple homeowners that are
[16:44] neighbors. one to another.
[16:46] >> By state law, we are required to have
[16:48] one zone within the city limits that is
[16:50] allowed by right like Miss Griffin
[16:53] coming here tonight to ask for the
[16:55] specific use permit.
[16:57] >> If it's in Quell Trail,
[16:58] >> Miss Phillips,
[16:59] >> I'm sorry,
[17:01] Phil. I
[17:02] >> If it's in the Quail Trail subdivision,
[17:04] they're not required to come do that. If
[17:06] they own a lot, they're allowed to bring
[17:07] a mobile home in by right. So, that's
[17:10] that's to move into stat statutory
[17:12] requirements. The MH2 is a private
[17:16] subdivision or a private mobile home
[17:18] park where they lease or rent mobile
[17:21] homes or lots for people to bring their
[17:23] mobile homes in on.
[17:24] >> Did I hear you say that if if if their
[17:26] occupancy falls below 50%. And they get
[17:29] it back above 50% then they're going to
[17:30] have to be there's different there's
[17:33] different
[17:33] >> Right now they're legal right now
[17:35] they're legal non-conforming. So they
[17:37] only have to apply they only have to
[17:39] abide by the rules that were set in
[17:40] place when um they purchased the
[17:43] property.
[17:43] >> Okay?
[17:44] >> So they're legal non-conforming. If they
[17:47] were to abandon the uses of those
[17:49] properties and they were to fall below
[17:50] 50% for at least 12 months
[17:54] >> after 12 months, let's say they sold it
[17:56] to somebody else and somebody else came
[17:57] in and brought a lot more mobile homes
[17:59] in and brought the occupancy back up,
[18:01] they would have to
[18:02] >> meet the new otherwise they're
[18:04] grandfathered in.
[18:05] >> Okay. that. Thank you.
[18:09] >> All right. Any other question during the
[18:12] hearing?
[18:13] Any other
[18:15] >> I do. Okay. U the manufactured
[18:17] manufactured homes. So if they if
[18:19] someone gets one of those um buildings
[18:22] like I think one of those storage
[18:23] buildings and bring it in and re uh
[18:27] model it as a they can use that as well
[18:30] as a manufacturing home or
[18:31] >> No. No ma'am. Not if it didn't there's
[18:34] there's definitions. There's
[18:35] requirements to fall under a modular
[18:39] home or a a home that is brought in.
[18:42] >> HUD stand.
[18:43] >> It's a HUD standard. There's a there's a
[18:45] standard that they have to meet and it
[18:48] wouldn't be your typical uh storage
[18:50] building or something you would buy from
[18:52] a lot like that.
[18:53] >> Okay.
[18:54] >> It has to meet a residential HUD
[18:56] requirements.
[19:00] >> Any other questions?
[19:02] Any questions from the audience? If not,
[19:07] we're closing the hearing.
[19:10] Hearing is officially closed at
[19:14] brings us to number seven.
[19:20] Consider and approve the proposed zoning
[19:22] map amendments described in item above.
[19:27] >> Madame Mayor, I make a motion that we
[19:29] approve the proposed zoning map zoning
[19:32] maps amendments as described above.
[19:34] I second this motion.
[19:36] >> Okay, it's been moved and second. All in
[19:38] favor?
[19:40] Motion carries. Okay, that brings us uh
[19:43] to item number eight. Consider an
[19:46] approved 2026 priorit prioritization
[19:52] list for street construction.
[19:54] Prioritization,
[19:56] that's a challenging word.
[19:57] >> Yes, mayor and council. Um, I've met
[20:02] with uh I've met with everyone um over
[20:06] the past few days and weeks talking
[20:08] about some of their priorities as well
[20:10] as we're kind of in a follow-up pattern
[20:13] on some previous streets that we've
[20:15] already, you know, been assigned to do.
[20:18] And so in moving forward as um funds are
[20:22] allowed between now and October for the
[20:24] remainder of this budget year um I would
[20:28] like just to
[20:30] reconfirm council's priorities for
[20:32] street projects.
[20:34] um with available funds that are still
[20:38] uh remaining including
[20:41] uh removing funds for or accounting for
[20:44] funds for maintenance and streets that
[20:46] we're currently in process working on.
[20:49] Um we have right at 300 a little over
[20:52] $300,000 left in our street maint
[20:54] maintenance budget that we can allocate
[20:56] specifically for new construction or or
[20:59] complete road maintenance, not just
[21:01] pothole repair and that that type. So, I
[21:04] have the list. Um, it's that I I passed
[21:07] out to y'all.
[21:10] And basically what I would like to do is
[21:12] just really quick punch in under
[21:15] priorities. And if you see my screen
[21:18] here is where I'll be putting it.
[21:24] over here um to the right of your page
[21:28] that I gave you. I would like at least
[21:31] at least in the amount of about $70,000
[21:34] worth of work. That may be one street or
[21:36] three streets. Um but
[21:40] I would like a um those projects kind of
[21:44] prioritized and listed as we go down.
[21:47] um in precinct two and precinct one
[21:53] if I understand and correct me if I'm
[21:55] wrong precinct one Viewrest
[21:59] >> yes
[21:59] >> Mr. Ob um Brest being your priority
[22:02] number one. Um we still are in the
[22:05] completion of finish finishing uh
[22:08] Herald part of Herald is in precinct 2,
[22:11] but as it ties into [name], so we'll be
[22:14] finishing that up as well. Um but moving
[22:17] forward on any other streets would be
[22:19] Viewrest
[22:20] and
[22:22] that leaves roughly
[22:25] get roughly 34,000
[22:30] Um I know you had mentioned most of the
[22:33] roads in in Rolling Hills need repair.
[22:36] >> Um
[22:37] >> yes.
[22:40] >> Do you have any comments? I mean like so
[22:42] for instance Rolling Hills and Valley
[22:44] Lane that is probably 34,000. That's
[22:47] right.
[22:47] >> Um
[22:48] >> or we could do uh Travis and a couple
[22:51] other just kind of if you let me know
[22:54] what your thoughts were on that. Well, I
[22:56] think Rolling Hills and Valley Lane.
[22:59] >> Okay.
[23:05] >> View Crest, Rolling Hills, and Valley
[23:06] Lane.
[23:08] >> Okay.
[23:12] >> Uh, precinct 2, we're in the middle of
[23:17] completing Homewood now. So, we have
[23:20] about two to three weeks left of
[23:22] >> Mhm.
[23:23] >> of work over there. We finalized all the
[23:26] curbing and gutter. We poured all that
[23:27] concrete and we're back filling against
[23:30] the curbs that we've poured. Um and then
[23:34] we'll be going in and putting a hot mix
[23:36] colay on on homewood. Um we've purchased
[23:40] really we've purchased most all the
[23:42] materials for homewood except for uh
[23:44] some of the hot mix. So we'll we'll
[23:47] probably have about two more lows around
[23:49] $10,000 on homewood. Um,
[23:55] as I understand it,
[23:58] kind of the finalizing Homewood as it
[24:01] ties into Plum Pecan circle down at the
[24:04] bottom. Yes. Where all the water is
[24:06] running running to you want us to
[24:07] prioritize our
[24:09] >> focus in that area?
[24:11] >> The runoff.
[24:13] That's a very big
[24:15] >> um
[24:19] pan that base has been stabilized. We've
[24:23] already invested quite a bit of money in
[24:25] pan.
[24:27] I really feel like the majority of the
[24:29] remainder of your of of funding in your
[24:32] precinct could be allocated towards a
[24:34] hot mix co-lane for the areas that have
[24:37] washed out in that hill. As you're
[24:39] coming down the hill, we can do about a
[24:41] two inch hot mix colay buildup and put
[24:44] asphalt in that road
[24:47] and we would probably set we would be
[24:49] able to set up pan.
[24:51] >> Okay.
[24:52] >> If feasible
[24:53] >> for
[24:55] a a good while, a long time. Um it's
[24:58] just there's so much water running down
[24:59] pecan.
[25:00] >> Yes.
[25:01] >> That if we don't do at least a hot mix
[25:02] cold, we're going to be losing that
[25:04] >> anything you put in there.
[25:06] >> Mhm. And it'll be similar to what we're
[25:08] doing on Homewood.
[25:09] >> Okay.
[25:14] >> I know right here this says 61,000, but
[25:16] that was for the entire road.
[25:18] >> Yeah.
[25:19] >> From beginning to end. But I think we
[25:21] can cover the specific areas that are
[25:23] worse and really set the con up pretty
[25:26] well.
[25:26] >> Okay.
[25:27] >> Are you okay with that?
[25:28] >> Yes, sir.
[25:35] Miss [name]. Um,
[25:39] Homewood is being finished right now
[25:40] with curbon gutter. Darius is our next
[25:43] project where we're pulling curbon
[25:45] gutter as as we've talked before. Are
[25:48] you still okay with that?
[25:49] >> Uh, yes, I'm still okay with that.
[25:51] >> That's going to be probably we're going
[25:53] to do that in probably two sections due
[25:55] to the amount of construction um to
[25:57] still allow some travel back and forth.
[25:59] So, we're going to do one side
[26:01] and we're going to have we're going to
[26:02] do one side, finish that to where
[26:04] traffic can travel up and down and then
[26:06] move to the other side um and do it in a
[26:08] couple sections. But that's probably a
[26:11] couple weeks worth of of of
[26:15] concrete, you know, concrete
[26:16] construction.
[26:17] >> Okay. Um,
[26:26] what about a what? Continue on down
[26:28] Ralph Bunch or do you have another
[26:34] for number two
[26:37] >> as we're doing Darius? Do you want to
[26:38] continue on that same trail or do you
[26:41] want to
[26:43] split it up and share a little bit?
[26:45] >> We have oak. Oak is really bad. We've
[26:48] been doing some sycamore
[26:49] >> in church
[26:51] >> after I sent this out. We've already
[26:52] done some work on sycamore.
[26:56] >> That's helped.
[26:57] >> Um sycamore I would say I would say the
[27:01] next two
[27:04] is Oak and and Wise.
[27:06] >> Wise is really bad.
[27:08] >> I'm going to say well yeah I'm going to
[27:10] say Oak.
[27:11] >> Oak is to the Yeah, it's to the church.
[27:13] He was um
[27:18] I would only say Ralph Bunch because
[27:20] it's tied down, but it's not near as bad
[27:21] as Oak. Oak is worse. Yes.
[27:23] >> It's just, you know, Oak Ralph Bunch is
[27:26] connected there. And so,
[27:28] >> yeah.
[27:29] >> So, u with that being said though, this
[27:32] is finishing out this year, correct?
[27:34] >> Yes, sir.
[27:35] >> And then then we can go
[27:37] >> and visit and and visit w
[27:42] >> in Sycamore. Now, you know, we we were
[27:44] looking at at city board.
[27:46] >> Okay.
[27:47] >> And spend some dollar.
[27:49] >> Yeah.
[27:49] >> So, we got I mean, we have a lot a lot
[27:51] of work to do. So, yes,
[27:53] >> these roads are going to be coming back
[27:54] up over this next month as we go into
[27:56] budget workshops.
[27:57] >> Okay. That's that's exactly what I need
[27:59] to hear. Yes, ma'am.
[28:00] >> Okay.
[28:02] >> Uh precinct 4, Mr. [name],
[28:06] um Anson Jones and Sunset are being
[28:10] completed. This is leftover from last
[28:13] year's. Uh we've already remixed those
[28:15] roads as we saw that today. We'll be
[28:18] finishing those roads with seal coating.
[28:22] Did Did you have any more roads other
[28:24] than what's on here to add?
[28:27] >> Um at this time I don't, but I have to
[28:29] go back and review this because I feel
[28:32] like some of these decisions were made
[28:33] before.
[28:34] >> Sure. Yeah. Yeah. So, um,
[28:39] for now, let's just, um, we'll we'll
[28:41] complete the work that's been started,
[28:44] okay?
[28:45] >> And we'll just come back to yours. Okay.
[28:48] >> And for you to kind of give us some more
[28:50] input.
[28:51] >> Okay.
[28:56] All right.
[28:59] So, um, last we have, uh, precinct five.
[29:03] Mr. during um
[29:05] >> I'd like to finish the remainder of
[29:07] Brier Lane and then then Charles and
[29:10] Hackberry.
[29:18] Okay. Um so starting on Charles, do you
[29:21] want to
[29:23] I would probably recommend do the water
[29:25] load
[29:26] >> to start where it's worse and work our
[29:28] way back to the top of the hill. So, do
[29:30] you agree that we would start on the
[29:32] back half of Charles after we finish
[29:35] Brier?
[29:35] >> Yeah.
[29:38] >> Yeah.
[29:39] >> Especially in that back hackberry and
[29:41] char uh Okay.
[29:45] >> Okay. I guess that just kind of gives
[29:48] >> a feel
[29:49] >> council a feel. Y'all see the work that
[29:52] we're doing and kind of the the layered
[29:54] process that it takes to do the curve
[29:56] where we're doing water lines and then
[29:58] going doing ditches where there's, you
[29:59] know, it's either curbs or ditches,
[30:02] replacing covers and then remixing and
[30:05] we have to let it stabilize and we go
[30:07] back and put the cement in to stabilize
[30:09] it and then a seal coat or hot mix
[30:12] colay. And so
[30:15] most of these projects are, you know,
[30:17] probably a month
[30:19] each, you know, so we're kind of
[30:21] staggering, layering them in.
[30:23] >> That's good. We're getting things done.
[30:26] >> All right. Thank you.
[30:27] >> Now, I do have a question. It's also
[30:29] like um on MLK those um
[30:33] >> Yes. So that will be part of the Darius
[30:35] project. We've already the contractor
[30:37] will be as soon as we do the curb, they
[30:40] will be back in to fix the
[30:43] >> right Mr. Kitchens.
[30:45] >> Yes.
[30:45] >> Right there
[30:45] >> from Darius down from Darius down to Mr.
[30:48] Kitchens.
[30:49] >> Okay.
[30:52] >> Okay.
[30:53] >> But that'll be part of the Darius
[30:54] project.
[30:55] >> Does any other
[31:00] Okay. If there's nothing else, do we we
[31:04] don't need to vote on it? Is this a
[31:06] item?
[31:08] >> I would. Yes. If council just wanted to
[31:11] approve
[31:12] >> the list as discussed.
[31:14] >> I think so.
[31:16] >> Can we get a motion?
[31:17] >> Well, I make a motion that we approve
[31:19] the list that we we discussed.
[31:23] >> Second.
[31:24] >> Okay. It's been moved and second. All in
[31:26] favor?
[31:29] Motion carries. And that brings us to
[31:32] item number
[31:35] Nine. Consider and approve appointment
[31:38] of representative to serve on board of
[31:40] directors for Dy's Texas Council of
[31:42] Government.
[31:45] Mayor and council. Um
[31:47] I did get a request from a council
[31:49] member.
[31:52] So it is a little misleading this here
[31:54] this one, two, three, and four of
[31:57] multiple members or appointments being
[31:59] able to serve. Um it's one member per
[32:03] city of 10,000 population. So let's say
[32:06] if you have a 20,000 population, you
[32:08] would get two members.
[32:10] >> Lkin gets four with a max of four. So
[32:13] just uh we get one appointment. Um and I
[32:17] did want to clarify
[32:20] the uh multiple appointments.
[32:23] >> Okay. in say for city population of
[32:25] >> 10,000 and under
[32:40] uh since 2019 the uh mayor has been our
[32:43] representative for the debt cog um
[32:46] meetings and board meetings and um
[32:50] so we'll just we just need a nomination
[32:52] and approval.
[32:55] >> I'll make a motion or I'll make a
[32:56] nomination of our our mayor maintains
[32:59] that position as our representative ad.
[33:02] >> I second.
[33:04] >> Okay, it's been moved and second.
[33:06] All in favor?
[33:10] Motion carries.
[33:12] Okay, back to they have some interesting
[33:15] things that happened there. Uh item
[33:19] number 10,
[33:20] consider an approved fiscal year 2027
[33:24] budget calendar.
[33:27] Mayor and council, um as we had talked
[33:30] about at our last meeting,
[33:34] if you move down to the budget calendar,
[33:37] these are the the four highlighted dates
[33:40] are the pretty critical meetings that
[33:43] council members attend. Um, we do
[33:47] understand if something comes up that
[33:48] you're not able to attend, but it really
[33:50] requires all of us moving together
[33:52] through this process. That way, we're
[33:54] all hearing the same things, making
[33:55] decisions
[33:57] um as we go through the process, and it
[33:59] doesn't require any kind of
[34:01] backtracking. So, that would be one
[34:03] thing that I would request uh council to
[34:08] to feel pretty good about those dates
[34:10] that that they'd be able to attend. Um,
[34:13] in short, we did get our estimates uh
[34:16] for our estimated values from the
[34:19] appraisal district. Um, they did not
[34:22] move a lot this year.
[34:23] >> They did.
[34:24] >> Um, we went from
[34:27] the the values for our past year was 425
[34:32] thou million.
[34:34] After some exemptions and deductions and
[34:37] such that happened throughout the year,
[34:38] they dropped to about 423 million. and
[34:41] now they're back to 425
[34:44] million. So, we're about steady with
[34:46] last year as far as appraised values,
[34:49] taxable values. Um, so we need to keep
[34:52] that in mind as we're moving forward.
[34:55] Um,
[34:56] that's pretty stable, le flatlined. Um,
[35:00] we have a healthy
[35:03] influx of sales tax, but no significant
[35:07] trend upward trending. That's flatlined
[35:09] as well.
[35:11] um is stable and we don't foresee
[35:14] um we we we really got the our major
[35:17] influx changed when they that when they
[35:19] change the point the uh sales tax
[35:22] collection to the point of delivery and
[35:24] not from the point of sale. Um,
[35:28] so moving into this next budget,
[35:33] some of our, you know, our our goals,
[35:35] our continued focus on streets, water,
[35:37] sewer upgrades and repairs and
[35:41] maintaining our current operation
[35:42] levels.
[35:44] prepare a budget that projects.
[35:47] My goal is to prepare a budget that
[35:49] projects no increase to property tax
[35:50] revenues, no utility rate increases, and
[35:53] a stationary sales tax base.
[35:57] Prepare budget document that outlines
[35:59] our anticipated income and expenses and
[36:02] are essential to maintaining our current
[36:04] municipal operations.
[36:07] Um, I would like through this process
[36:09] that we continue working on our
[36:11] five-year plan. um our capital
[36:14] improvement plan. Um I know that some of
[36:16] the the biggest
[36:20] feedback and concerns that I'm getting
[36:22] from department heads and and people out
[36:24] in our within our staff is salaries. Um
[36:30] we're starting to lose
[36:33] lose some people that you know as other
[36:35] cities and counties even our local you
[36:38] know county or law enforcement other
[36:39] departments are raising salaries and we
[36:41] haven't we're starting to lose traction
[36:44] and and be a little less competitive and
[36:46] I feel like that's probably one of the
[36:49] primary things that council needs to
[36:50] look at and we need to focus on
[36:53] [snorts]
[36:54] um the budget calendar. Any concerns
[36:58] with those dates? The July 6th, July
[37:01] 20th,
[37:03] August 3rd, and August 17th. July 6th,
[37:08] usually that's where we get the bulk of
[37:11] all of our presentations from department
[37:14] heads, our requests in and capital
[37:18] request primarily, um or um things of
[37:23] that nature that we don't want to put in
[37:25] the evening. We want to be able to hit
[37:27] it with fresh minds and we'll bring in
[37:29] breakfast and some lots of coffee and
[37:33] we'll we'll try to get the bulk of it
[37:35] out and if it requires some going back
[37:38] to the drawing board and changing
[37:40] something up or then we want to have at
[37:42] least one
[37:43] >> major
[37:45] >> budget workshop to circle back to u on
[37:47] the July the 20th if we need to get more
[37:50] quotes or change something up that count
[37:51] at council's direction
[37:55] and And obviously as we've gone through
[37:58] all of those and we've we've we've kind
[38:00] of got our marching orders to put the
[38:02] budget and tax rates together, those two
[38:05] meetings though are critical, the August
[38:07] 3rd and August 17th because that's where
[38:09] you you as council present what the
[38:11] rates that you want us to present to to
[38:14] propose and adopt, but you got to follow
[38:16] up with a vote on August the 17th. So
[38:20] those members that
[38:22] agree on the third need to be here for
[38:25] the approval on the 17th.
[38:37] I do have another question
[38:39] >> about the um I was um looking at um not
[38:44] just the budget calendar but where you
[38:46] have the administrative objective
[38:48] objectives under number four
[38:51] >> and you have like it says prepare a
[38:53] budget that carries with it a tax levy
[38:58] and when I looked tax levy. I was told
[39:01] whether it was a municipal tax levy or a
[39:04] property tax levy. And the mun municipal
[39:07] tax levy was stating that the uh total
[39:11] amount of money means that the total
[39:12] amount of money that the local
[39:14] government must raise for um must raise
[39:17] from property tax to fund this budget.
[39:19] Yes. So would we be considering I know
[39:22] you say you don't want to raise property
[39:24] taxes but with municipal
[39:28] explain kind of explain it to me make it
[39:30] make it clear for me.
[39:31] >> Right. So during that process um as
[39:33] council is being presented with needs,
[39:37] departmental needs and um anything is
[39:40] presented we'll be using our current
[39:42] budget and the the levy to car to fund
[39:46] that budget
[39:48] and we'll have to start looking at
[39:50] cutting costs. If something is going to
[39:52] be increased u or something's going to
[39:54] be approved, we're going to figure out
[39:56] where we're going to have to cut that
[39:58] out of our current operating budget
[40:00] that's proposed for next year or to
[40:02] raise a levy to bring in additional
[40:06] funds needed for it.
[40:07] >> So raising a levy means raising property
[40:10] taxes,
[40:10] >> correct? Yes, ma'am. So,
[40:13] >> so if we approve some, if council says
[40:16] >> yes, um we we agree that we need to pass
[40:19] on a you know, we need a a 5% column, I
[40:22] will have to develop that cost and what
[40:25] tax rate is required to back that cost
[40:28] to fund that cost.
[40:29] >> Okay. Then when you look at number two,
[40:34] >> it says prepare a budget that projects
[40:37] one no increase to property tax revenue.
[40:40] >> Yes, ma'am. And so
[40:42] >> these are these are
[40:44] >> Yeah. So this is
[40:45] >> this is this is the fun part of
[40:48] budgeting.
[40:50] >> No one wants a tax increase,
[40:51] >> but
[40:52] >> but there's needs,
[40:54] >> right? And so those need to be balanced.
[40:56] My objective
[40:58] my objective is that don't be planning
[41:01] on a large influx of new property values
[41:05] and value re and tax revenue. Don't be
[41:08] budgeting or don't be planning on that
[41:10] big increase in sales tax
[41:12] >> or something like we're planning on a
[41:14] flat year
[41:16] >> as compared to current year.
[41:18] >> So when you want this thing, we really
[41:21] got to find where else in our budget
[41:25] >> to come up with it and worst case
[41:27] present our case to council. And if
[41:29] council says
[41:30] >> we want to make
[41:31] >> we we feel like this justifies a tax
[41:34] increase then so be it. It's y'all's
[41:36] decision to make ultimately, but that's
[41:37] our objective. Our objective is not to
[41:39] just go start figuring out what our tax
[41:42] rate can be increased to to make
[41:43] everything happen.
[41:45] >> Yeah. I was because when I as I was
