[3:08] So with that being said, it brings us to
[3:10] our items of business. Item number one,
[3:12] canvas election vote.
[3:15] >> Comments.
[3:15] >> Oh, I'm sorry. I forgot about it. We did
[3:17] have one. Where is it?
[3:20] Okay. It's not open.
[3:23] >> It's in the public comments there that
[3:24] you read.
[3:26] >> Oh, it wasn't. Oh,
[3:28] >> it was one and I hid it from myself.
[3:31] Cat, [laughter]
[3:33] I I guess I picked it up and filed it
[3:36] with the press.
[3:37] >> Can't get rid of me that easy.
[3:39] [laughter]
[3:40] >> Uh, to mayor and city council and city
[3:43] manager, most of you know I'm Cat Cross.
[3:46] The only reason I'm I know you can't
[3:48] respond to me here, but um the city
[3:51] charter has been an ongoing issue. You
[3:54] had a lot of people who were extremely
[3:56] interested in getting this city
[3:57] together, and we still are, but the city
[4:00] charter has taken a very long time. We
[4:03] don't know where it is exactly. I mean,
[4:05] what phase are we in? Are we almost
[4:06] done? Are we not done? Are we close? Or
[4:08] is I don't know if there's a way to get
[4:10] the message out to people, but you do
[4:12] have people out here who are really
[4:13] interested in getting that city charter
[4:15] finished. So, um, or if you need help,
[4:17] holler at us. We're all out here
[4:18] waiting. Okay. All right. Thank y'all.
[4:21] >> Thank you.
[4:23] Now, I don't think I hear anybody else's
[4:26] comments, right? I'm good.
[4:29] Okay. At this time, now we're up to item
[4:31] number one, the canvas of election
[4:33] return. I have the envelope. I don't
[4:36] know if you get a drum roll or anything,
[4:38] but
[4:42] I'm officially opening it.
[4:52] >> [snorts]
[4:55] >> Just look at it. Pass it down.
[4:56] >> And pass it down.
[5:08] the initial summary
[5:10] that was included in y'all's packets,
[5:13] which is in y'all's packets, the second
[5:15] page,
[5:16] and the one that's in the uh summary
[5:18] that was brought in by the uh elections
[5:20] administrator has been updated.
[5:24] So, the one you're reviewing now is the
[5:26] updated
[5:29] canvas.
[7:01] This is amazing.
[7:41] accept
[7:43] their pleasure.
[7:44] >> Okay. Uh council, you've all had an
[7:46] opportunity to review it. Uh what is
[7:48] your pleasure?
[7:50] >> I move that we approve the canvas of the
[7:53] election returns.
[7:58] >> All in favor?
[7:59] >> A second.
[8:00] >> Oh, I'm I'm sorry. Second. I'm sorry.
[8:02] Excuse me.
[8:03] >> I second.
[8:05] >> Okay. Ready for a vote. All in favor?
[8:12] Oppose.
[8:14] Motion carries. At this time we have now
[8:17] officially canvased the election and
[8:19] been received. And it brings us to item
[8:22] number
[8:24] two and administration administer of
[8:28] oath of office to council members.
[8:33] We don't have any slow music to walk by.
[8:36] We need some [laughter]
[8:37] music.
[8:38] >> We need some music to walk by.
[8:44] Okay.
[8:47] I'll begin by doing the

[28:11] walking behind her tried to hold a dress
[28:13] so she wouldn't f
[28:17] that part's over
[28:20] >> [name] [name] that young lady right there in
[28:24] the in the sweater she has a question
[28:25] for you
[28:26] >> yeah but
[28:28] >> and I have a question
[28:29] >> yes I did I put that [laughter] using
[28:32] your connections as you Hey,
[28:36] [laughter]
[28:47] I don't know where that came from, but
[28:49] whatever it is, I must have made a copy.
[28:51] [laughter]
[28:53] >> All right.
[28:59] Uh, we will be calling to order in a few
[29:01] minutes. couple of minutes. Let's get
[29:04] this show back on the road. I can play
[29:07] all night. I got this to go.
[29:12] >> So,
[29:20] don't copy that head to be old. That
[29:22] wasn't part of that new set. I said,
[29:25] "No, it was wrinkled." I said, "That's
[29:27] my computer has been changed since I ran
[29:29] that I thought I was looking at
[29:31] the wrong date. I'm looking at a March
[29:33] one and I'm It was in the in here. I
[29:36] said, "No, that was it.
[29:39] You ready?" Oh, no. Oh, I counled.
[29:41] Praise him.
[29:43] We're good.
[29:44] >> Huh? He's not here.
[29:46] >> Oh, he's not here.
[29:46] >> He's not here. Yeah.
[29:48] >> Oh, he went She say I thought he went
[29:50] there.
[29:55] >> Yeah.
[29:56] >> Rain as I can ever be, I guess.
[29:59] I told you not
[30:03] you probably remember my brother Kyle
[30:05] was my brother
[30:06] >> okay
[30:07] >> yes I'm the younger better looking
[30:08] smarter one
[30:11] that Kyle I knew that's who I knew I
[30:14] knew I was trying to wear
[30:25] okay our meeting is now in session did
[30:28] You think there was something else? Now
[30:30] you move over.
[30:33] [laughter]
[30:34] I use this over where I get poked.
[30:38] >> Okay, that brings us to um item number
[30:42] three.
[30:42] >> Okay,
[30:43] >> item number three. And once again, even
[30:46] before we start, it's so exciting to
[30:47] have a full row once again. Uh item
[30:51] number three,
[30:53] consider and approve award of sealed
[30:55] bids for approximately 14 feet by 65
[30:59] feet
[31:01] mobile home.
[31:03] >> Mayor and council, this is a mobile home
[31:05] that council declared a surplus a few
[31:08] weeks ago. Uh we posted the um the seal
[31:12] bids in the in the newspaper. We had a
[31:14] few people looking at it, but we um only
[31:16] received one seal bid of someone that
[31:19] was wanting to purchase it. And as you
[31:23] as we mentioned then, um this requires
[31:25] completely cleaning up the site, hauling
[31:27] all the the pertinances to the mobile
[31:29] home and and and hauling it off of our
[31:32] property.
[31:35] And the the one seal bid that we
[31:36] received, and I got all the copies in
[31:38] there, is uh Carlos Harris.
[31:41] >> Oh.
[31:48] Yes,
[31:49] >> I do.
[31:50] >> You just pass if anybody wants to see
[31:51] the seal bid the envelope of the bid.
[32:03] >> Oh, there it is.
[32:04] >> And we received this. The seal bid is
[32:06] for It's open.
[32:07] >> It's open. It's for $300 for the mobile
[32:10] home plus hauling it off. That's pretty
[32:13] good.
[32:15] because he gonna do about
[32:19] several hundred worth of I mean clean
[32:23] that's a good for somebody to do
[32:25] something
[32:52] Do we accept it?
[32:55] >> Okay. At this point. Okay. Has everyone
[32:59] had an opportunity? I said at this time
[33:02] we ask what is the pledge of the
[33:03] council?
[33:05] >> I make a motion that we accept the seal
[33:07] bid.
[33:08] >> A second. Okay. It's been moved and
[33:10] second. Ready for the vote? All in
[33:12] favor?
[33:15] Motion carries.
[33:18] Okay. Brings us to item number four.
[33:20] Consider and approve appointment of
[33:22] member to library advisory board.
[33:26] Mayor and council, I have on your page
[33:29] four of your agenda
[33:32] um a copy of the um current membership
[33:37] of the library advisory board
[33:40] and uh member Ashley Young has uh has
[33:45] stepped down and the board
[33:49] uh brought a recommendation uh for Miss
[33:52] Melanie Hooks to replace Miss Ashley
[33:54] Young for the remainder of her term.
[33:57] Okay,
[34:00] >> I move that we move that we approve Miss
[34:02] Melanie Hooks.
[34:05] >> A second.
[34:07] >> Okay, it's been moved and second. All in
[34:09] favor?
[34:12] >> Motion carries.
[34:14] Miss Melanie Hooks. Welcome to the
[34:17] Crockett Public Library Advisory Board.
[34:20] You've been appointed for three years.
[34:26] Okay, it brings us
[34:29] hope my
[34:32] Okay, at this time uh item number five,
[34:34] consider and approve appointment of
[34:36] alternate board member to the building
[34:38] and standards commission.
[34:40] >> Mayor and council, um we currently have
[34:43] five board members. We had two board
[34:45] members um that stepped down, but they
[34:49] were replaced with the alternate board
[34:51] members. that left us with no alternate
[34:53] board members. We uh we request that we
[34:57] continue to have several alternate board
[34:59] members.
[35:00] >> Um
[35:02] due to in order to take any action
[35:04] through the uh building and standards
[35:06] commission, uh a quorum is actually four
[35:09] members of the five. So when an action
[35:12] is taken, it requires public postings
[35:14] and notices to go out, legal notices to
[35:16] go out um several day several weeks in
[35:20] advance. So it's it's really hard to
[35:22] reschedule one and it's very costly. So
[35:25] in order if if one of the board members
[35:28] for some reason can't attend after uh
[35:31] initially committing to it, we call an
[35:33] alternate board member to make sure we
[35:35] have at least five active members there
[35:37] to uh oversee the board building and
[35:40] standards commission. The Building and
[35:41] Standards Commission just shortly is a a
[35:44] commission of appointed uh citizens of
[35:47] Crockett that um
[35:50] that
[35:52] review actions taken by our code
[35:54] enforcement official. If he brings
[35:56] something to the uh before a an action
[35:59] to tear down or repair a building is
[36:01] taking place, it goes before this uh
[36:04] review of citizens to ensure that the
[36:06] code enforcement officer and the citizen
[36:10] is well represented and takes proper
[36:11] actions if they're telling the tear down
[36:13] a building that it really needs to be
[36:15] torn down and that type of thing. Um
[36:19] we had uh two applications. Um, I sent
[36:21] this out to council and I requested any
[36:24] uh application. Um,
[36:26] if anybody had recommendations, we
[36:28] received two of them. One is uh James
[36:32] Carter Hall. Um, he lives here in town.
[36:36] Um, I met with him. He is a a voter and
[36:39] resident of the city. And Miss Ba
[36:42] Harris, I met with her and she is also a
[36:44] voter and resident of the city. and both
[36:45] of them have said that they're willing
[36:48] to uh serve on this panel as alternate
[36:51] board members. Um this would be
[36:53] something that the the mayor would make
[36:54] the nominations according to charter
[36:58] if she agrees to it be Carter Hall and
[37:01] Ber Harris.
[37:02] >> Okay.
[37:04] It's my pleasure to nominate uh Carter
[37:07] Hall
[37:09] and Bertha Harris for u a position the
[37:14] alternate position for the board or
[37:16] commission.
[37:17] >> Building and standards commission.
[37:19] >> I'm excuse me. I'm reading the wrong
[37:20] one. Okay. Which one am I reading?
[37:22] >> Building.
[37:23] >> Oh, building and standards commission
[37:25] for two years.
[37:30] >> What's uh council? What's your pleasure?
[37:35] I'll make a motion that we accept your
[37:37] nomination.
[37:38] >> I second.
[37:40] >> It's moved and second. All in favor?
[37:45] >> Motion carries. We now have two
[37:47] alternates.
[37:49] >> Thank you, mayor and councel.
[37:52] >> Okay. Okay. So, that brings us to the
[37:54] approval of the minutes
[37:57] from April to 2026 and special session
[38:00] May 1, 2026.
[38:03] >> I move that we accept the minutes from
[38:05] May 1st, 2026
[38:08] >> and April 20th.
[38:09] >> Oh, April, I'm sorry.
[38:11] >> And April both
[38:12] >> and April. Yes.
[38:13] >> And April. May and April.
[38:16] >> I second.
[38:17] >> Okay. It's been moved and second. All in
[38:19] favor?
[38:21] Motion carries. Okay. It brings us to
[38:24] item number seven.
[38:27] A report from city administrator on
[38:28] recommendation from parks and recreation
[38:30] advisory committee on swim swimming pool
[38:34] project.
[38:36] >> Mayor and council. Uh we met with the um
[38:38] advisory committee uh for our parks and
[38:41] rec committee and uh presented them
[38:45] council's request uh to review the swim
[38:47] pool project on what our next steps
[38:49] would be. Um it was recommended by the
[38:53] committee
[38:54] uh we have a deadline of August the 1st
[38:57] uh to submit this uh grant application.
[39:00] We have it largely prepared. We're
[39:02] wanting to we're wanting to meet one
[39:04] more time before the submitt uh to
[39:07] review just the design and go over with
[39:09] our engineer um any last minute uh
[39:13] statutory changes with the state, any uh
[39:16] potential uh savings on the market that
[39:18] might be out there with uh different
[39:20] items that we've designed this pool with
[39:22] and just to ensure that this is the
[39:23] design we want to submit um and get that
[39:26] submitted before August 1st. uh we would
[39:29] try to uh we would we would apply for
[39:32] the uh Texas Parks and Wildlife grant
[39:36] for a swimming pool for threequarters of
[39:38] a million dollars as the grant um uh
[39:41] amount. We would apply for that. We
[39:44] should get um those reviewed and answers
[39:49] back to the city whether we qualify and
[39:51] and are going to receive that grant or
[39:53] not closer to the end of the year,
[39:55] usually November or December. and then
[39:58] we'll bring it back to council if in the
[40:00] you know we we're not able to get the
[40:02] grant at that time and then we'll decide
[40:05] what to do with the current funds. Um
[40:08] we've also sent out reached out to uh
[40:11] there's seven cities that received the
[40:14] swimming pool grant last year and we've
[40:17] re we've reached out now that we're not
[40:18] competitors and they've they were
[40:20] submitted a a good application. and
[40:23] we've asked them for a copy of that
[40:24] application to also review and uh make
[40:29] any kind of necessary changes that we we
[40:30] find that are in those applications.
[40:33] And uh that's about that's what I had on
[40:35] that.
[40:38] >> We're making progress.
[40:42] >> Does anyone have any special comments on
[40:47] >> I just on this
[40:49] >> on on the new business
[40:51] >> the report? I mean, did you have a
[40:52] comment on
[40:53] >> on the report?
[40:54] >> Oh, no, no, you did a long.
[40:56] >> Okay. So, yeah, that's what we're
[40:57] looking for to get the most bang for our
[40:59] bucks and hopefully we'll be able to get
[41:01] a grant, get the grant out of and we'll
[41:03] be able to press forward. So, it's not a
[41:05] vote anything requirement. Okay, that
[41:07] was just for information purposes only.
[41:10] And now, uh item under new bit business
[41:15] consider future agenda items. New
[41:17] business items must be presented as a
[41:19] motion without discussion. If the motion
[41:22] receives a second and a majority vote,
[41:24] the item will be placed on a future
[41:26] agenda for deliberation and possible
[41:29] action. Uh did you you said you had a
[41:32] recommend
[41:34] you wanted to recommend an item? Oh, I
[41:37] thought that was what it was. So if it's
[41:39] nothing there
[41:42] one head once again, thank you our new
[41:44] council members. We're so excited. We're
[41:47] looking forward to taking care of the
[41:48] city just as well as it's been taken
[41:51] care of in the past. And even better,
[41:53] we're looking for even greater things
[41:55] because we have some new energies, so to
[41:59] speak. So, thank you so much. We're look
[42:01] uh and for all that you're doing and all
[42:03] that you're going to do. And thank you
[42:04] our community for such the support that
[42:07] you give us in so many areas. So, with
[42:09] that being said,
[42:10] >> motion to adjurnn.
[42:11] >> I second.
[42:13] >> Officially.
[42:23] Oh, the
[42:25] >> athletic. Yeah.
