[0:00] If it's the money, I I got you. That's
[0:02] right. I said, "Why you should have
[0:03] bought that with your real money and
[0:05] play and not play it all?"
[0:06] >> [laughter]
[0:09] >> Right here, right there in this small
[0:10] But they like I said, technically they
[0:13] can survive. They have the pressure.
[0:19] [name],
[0:20] do you know
[0:22] we have the that that blaze under
[0:25] control?
[0:27] But they're they're still out there
[0:29] still working on it. Um [name] was out
[0:32] there.
[0:33] I mean I know
[0:34] I think they're playing
[0:36] It wasn't here on this side. He was
[0:38] going to stay out there. I don't know
[0:39] What's what is it?
[0:41] The
[0:42] a CenterPoint contractor
[0:44] hit a Well, they were working around a
[0:46] gas line welding
[0:48] and there was a gas leaking and it
[0:49] exploded.
[0:51] And
[0:52] in the city? Mhm. It injured two people.
[0:55] Caught them
[0:56] burning.
[1:00] Well, oh, I'm sorry.
[1:03] Good evening, everyone. We're about to
[1:05] We are opening our council meeting at
[1:07] this time. We welcome with a
[1:10] prayer and a pledge.
[1:15] Dear Father in heaven, we thank you for
[1:16] this opportunity to come together to
[1:18] address needs of our city. We ask that
[1:20] you give us the wisdom and the knowledge
[1:22] and all we ask is that you continue to
[1:23] let our city be a beacon of hope, light,
[1:26] and let it grow in such a way that it
[1:28] would be pleasing to you and it would
[1:30] meet the needs of needs of all of those
[1:32] that are around. We thank you for those
[1:34] who have come tonight to share with us
[1:38] to hopefully
[1:40] expand and improve anything that's going
[1:43] in the city with their
[1:45] their support. And Lord, we just thank
[1:47] you for this day. This is a day you
[1:48] made. We rejoice and play in it. In
[1:51] Jesus' name. Amen.
[1:54] Ready?
[1:56] I pledge allegiance to the
[1:58] of the United States of America and to
[2:01] the republic for which it stands, one
[2:04] nation under God, indivisible, with
[2:08] liberty and justice for all.
[2:16] So once again, thank you so much for
[2:17] joining us this evening. We know that
[2:19] your time is important and we thank you
[2:21] for taking it out to share with us.
[2:24] Uh at this time it brings us to uh
[2:27] recognition of visitors. Uh one thing
[2:29] that you'll note is the
[2:32] the statement that's there and I'll read
[2:34] it because
[2:35] we had had a a little conflict on which
[2:37] way to go and this is uh based on the
[2:40] information. So public comments from the
[2:42] audience.
[2:44] At this time members of the public will
[2:46] be allowed to speak on city-related
[2:49] matters only.
[2:50] No personal matters or matters under
[2:53] litigation will be allowed. The length
[2:56] of time may not exceed 3 minutes. City
[3:00] Council shall not speak under this term.
[3:03] In accordance with the Texas Open
[3:05] Meeting Act, the Council may not
[3:07] deliberate or take action on matters
[3:10] except as properly posted in accordance
[3:13] with the law.
[3:15] So with that being said, do we have any
[3:18] public
[3:19] Uh this one qualify? Right. Well, at
[3:22] this [clears throat]
[3:22] at this point that in in uh in my
[3:25] opinion changes It's a No, ma'am. to
[3:27] this No.
[3:28] No, ma'am. Council No, ma'am. You're out
[3:30] of order. Huh? Council members are not
[3:32] supposed to talk. That's what I said.
[3:34] Out of order at this point.
[3:36] This is not acceptable. So we will go on
[3:38] to the next order of business
[3:41] if there are no public comments. And it
[3:43] brings us to the next item, approval of
[3:45] minutes, number one, regular session,
[3:48] February 17th, 2026.
[3:52] I'll make a motion we approve.
[3:54] I'll second. Okay, it's been moved and
[3:56] seconded. All in favor?
[3:58] Opposed?
[4:00] Motion carries. Item number two,
[4:03] consider and approve city secretary's
[4:05] certification of unopposed candidate in
[4:09] precinct number five.
[4:17] So
[4:19] with the motion to
[4:24] Okay, the certification, just the
[4:26] certification. Would be a
[4:28] probably to receive or would it be
[4:32] Yeah, okay. A motion to receive the
[4:33] certificate. We receive the
[4:35] certification.
[4:37] Okay. I'll second. It's been moved and
[4:40] seconded. All in favor?
[4:43] Motion carries. At this time
[4:46] do we go ahead and do it?
[4:49] Uh it's it's already No, she's Oh, okay.
[4:50] >> accept the certification she's providing
[4:52] the council. Thank you.
[4:54] All right, that brings us to
[4:56] [clears throat] item number three,
[4:58] consider and approve a resolution
[5:00] canceling the election of city council
[5:02] member in precinct number five scheduled
[5:05] for May 2nd, 2026.
[5:11] Well, I'll make a motion that we approve
[5:13] the resolution canceling the election
[5:16] of city council member in precinct five
[5:18] scheduled for May 2nd, 2026.
[5:22] I'll second.
[5:23] It's been moved and seconded. All in
[5:25] favor?
[5:26] Opposed?
[5:28] Motion carries.
[5:31] Okay, bring us item number five,
[5:33] consider and approve a resolution and
[5:35] agreement with the Texas Department of
[5:37] Transportation for the temporary closure
[5:39] of the state right-of-way
[5:41] >> [clears throat]
[5:41] >> for Camp Street Blues Festival in
[5:43] Crockett.
[5:45] Mayor and council, I have the in packet
[5:47] the resolution as well as the agreement
[5:49] with TxDOT.
[5:51] >> [snorts]
[5:51] >> This is what we do every year when we
[5:53] close
[5:55] roadways of TxDOT.
[5:57] Um
[5:58] on page
[6:01] 16
[6:03] Page 16 is where the the map and the
[6:07] road closure
[6:09] information is um
[6:12] for Saturday. They're going to have some
[6:14] local closures
[6:15] on [snorts] uh Friday evening.
[6:18] Um
[6:20] and then on Saturday there'll be uh
[6:22] closures from 7:00 a.m. to 11:00
[6:25] 30 p.m.
[6:27] Um of some of the state right away of
[6:30] East Goliad. Uh basically from
[6:33] uh Second Street up to the up to Fourth
[6:35] Street on the square.
[6:39] Um
[6:40] So, this is needed in order to request
[6:42] the closure for from TxDOT from Council.
[6:45] I make the motion we approve the
[6:47] closure.
[6:49] Okay.
[6:50] >> [snorts]
[6:50] >> I second.
[6:51] Okay, it's been moved and seconded. Any
[6:53] Okay.
[6:55] All in favor?
[6:57] Opposed?
[6:58] Motion carries. I just had to draw it
[7:00] out. It wasn't clear.
[7:01] >> Okay.
[7:06] Brings us to item number uh Five.
[7:09] Problem number five.
[7:11] Losing this. Uh considering approves
[7:13] temporary street closure of Third
[7:15] Street, Camp Street for Fannin Street to
[7:18] Houston Avenue, and Fannin Street from
[7:21] Second to Fourth Street, and Second
[7:23] Street from Goliad to Fannin for this
[7:27] for the Camp Street Blues Festival. That
[7:31] This Mayor and Council, this is going to
[7:32] be for the city streets that are
[7:34] involved as well, which is Second
[7:36] Street, Third Street, which is Camp
[7:38] Street, and then Fannin that will be
[7:40] closed
[7:41] um outside of the Texana right away.
[7:45] They're providing We're We're providing
[7:47] barricades, but they have
[7:49] volunteers and man out manpower staffing
[7:52] for the to monitor the barricades, um,
[7:56] and uh, they will also They already have
[7:58] their insurance for the event. Um,
[8:02] so
[8:04] we believe it's in order to close those
[8:05] streets as well.
[8:08] I'll make Yeah, go ahead. I'll make a
[8:10] motion to close temporary street of
[8:13] Third Street.
[8:14] Consider and approve temporary street
[8:16] closure of Third Street.
[8:18] Okay. Second.
[8:19] Okay, it's been moved and seconded.
[8:22] All in favor?
[8:25] Motion carries.
[8:27] Okay, that'll bring us to item number
[8:29] six, consider and approve the temporary
[8:31] suspension of Crockett Code Article
[8:35] uh,
[8:36] four. What is it? Yes.
[8:39] >> [laughter]
[8:40] >> By one eye, I lost that one. Section
[8:43] 1-5-24-9
[8:45] to [clears throat] the event area and
[8:46] the time frame described in Cameron
[8:48] Street Blues Festival map.
[8:52] Mayor and Council, on page 18 of your
[8:55] packet, I have the uh,
[8:57] the referenced
[9:01] the referenced article
[9:03] Article 4, Section 15-24,
[9:06] consumption of alcohol in public places.
[9:09] Um,
[9:10] this is what
[9:12] uh,
[9:12] we did last year in order to suspend our
[9:16] um, open container
[9:18] um,
[9:19] ordinance for the area of the event
[9:23] during the time frame of the event.
[9:29] >> [snorts]
[9:31] >> Okay, you may. Are there questions on
[9:33] that? Is Is there understanding on that?
[9:36] It's just in that perimeter? Yes, sir.
[9:39] Inside the barricades. Okay.
[9:41] Yes, sir.
[9:42] Well, I mean I'm in I'm basically in in
[9:44] agreement with it as long as it's
[9:47] given to
[9:49] uh
[9:50] others that are wishing to have
[9:51] festivals as well. Sure.
[9:53] Yeah.
[9:55] And they also included this in their uh
[9:57] insurance policy as well, their
[9:58] liability insurance policy that they'll
[10:00] they'll be alcohol.
[10:01] >> with it.
[10:02] Yes, sir.
[10:05] Okay, any
[10:07] other discussion?
[10:11] I'll make a motion to uh
[10:13] approve the temporary suspension of the
[10:16] Crockett Code Article
[10:18] 4. 4? Yeah, that's
[10:22] 24-hour limit to the the event area.
[10:26] Yeah.
[10:27] I second. Okay, it's been moved and
[10:29] seconded. Any discussion? All in favor?
[10:35] All opposed?
[10:38] 1. Motion carries. Thank you.
[10:43] Okay, item number seven. Consider and
[10:45] approve whether to enter into a shared
[10:47] use agreement with Crockett Eye Clinic
[10:50] for the use of improvements to a city
[10:52] parking lot near the public library.
[10:55] Mayor Council,
[10:57] um
[10:58] Crockett Vision
[11:00] uh Crockett Eye Center has requested
[11:04] um
[11:05] for some consideration for additional
[11:07] parking.
[11:08] They in May
[11:10] in May they're bringing on two
[11:11] additional ophthalmologist um eye
[11:13] doctors.
[11:14] So, they'll be they'll be a total of
[11:15] four eye doctors operating out of that
[11:17] office.
[11:19] They currently already have problems um
[11:22] meeting you know, all their customers'
[11:24] needs. A lot of times they're ended up
[11:26] parking across the road on on Goliad
[11:29] along 8th Street across from uh First
[11:30] Baptist Church. And then they're walking
[11:32] across and there's no crosswalks or uh
[11:34] kind of managed in a lot of their
[11:37] uh customers are elderly, and they just
[11:40] have that concern that they don't have
[11:41] adequate parking.
[11:43] So, they're requesting that
[11:45] they enter into some type of agreement
[11:47] with the city. Um
[11:49] one of the mechanisms for us to have
[11:51] that kind of agreement other than just,
[11:53] "Hey, it's open and it's available, you
[11:55] know, for the public." Unless council
[11:58] says we can restrict the use.
[12:00] They would be able to park there, but it
[12:02] would they would not really be able to
[12:03] advertise that as available space for
[12:07] them for their customers. They can't
[12:08] just say, "Hey, go park here, you know."
[12:10] >> Yeah. So, if they we entered into shared
[12:12] use agreement
[12:14] um
[12:17] I want to know what council's feelings
[12:18] are on the parameters of such of an
[12:20] agreement.
[12:22] We uh
[12:24] a few years back we had an old building
[12:26] that we owned there that was in that in
[12:28] that area. We we um did an asbestos
[12:30] asbestos abatement toward the building
[12:31] down. Since then we've done all the
[12:33] sidewalks and the retaining walls, and
[12:35] we've really cleaned that area up. We
[12:37] haven't invested any money in the
[12:39] pavement or concrete itself, though.
[12:41] So, there's still the old foundation of
[12:43] the old building
[12:44] and then some
[12:46] patches of asphalt and just, you know.
[12:49] So, what they've requested is if they
[12:52] were to come in and work with us and
[12:55] invest some money into it,
[12:57] could we do a shared use agreement
[12:59] um to allow their parking
[13:02] to meet their parking needs as well as
[13:05] um in this shared use agreement, if we
[13:07] were to have an event at the library,
[13:08] say, where we need additional parking,
[13:11] you know, we're we're not restricted
[13:13] from using it. We can use it, but they
[13:15] could also um advertise and try and if
[13:17] they have customers that need to park
[13:19] there, they can.
[13:20] Um
[13:23] some of the unknowns, depending on
[13:25] uh council's initial decision,
[13:28] I will go out and
[13:30] get some bids as far as
[13:32] the proper way to fix that area up.
[13:35] There's kind of two directions that we
[13:36] can do. One is tear out any of the areas
[13:39] that is not concrete, kind of saw cut it
[13:41] all out, and pour concrete to where it's
[13:43] all a concrete pad there.
[13:45] Um estimates just based on the square
[13:47] footage is somewhere probably around 10
[13:49] to 12,000 for concrete.
[13:51] Asphalt is probably about the same, but
[13:54] basically they would go in and stabilize
[13:56] the area and pour a 2-in layer of
[13:58] asphalt over that entire area from the
[14:01] street all the way back to that
[14:02] retaining wall.
[14:04] And that's going to be probably about
[14:05] the same price. We did get one bid
[14:08] um from a a contractor that was in town
[14:11] just a a quote to kind of get an idea of
[14:13] what it would cost, and they quoted
[14:14] 14,000.
[14:16] But um a couple of the other contractors
[14:18] that we've worked for in the past with
[14:20] past in the past, they were around $2 a
[14:22] foot for asphalt. And so we think we can
[14:25] get that price down to maybe 10 to 12.
[14:28] But we do want some confirmation that
[14:30] that asphalt will not
[14:32] separate from that concrete.
[14:35] If you're put- putting asphalt
[14:37] over some areas that are stabilized dirt
[14:39] versus concrete, I do feel like there
[14:40] may be some
[14:42] likelihood of cracking and you know,
[14:45] some lines and separation in the future
[14:46] cuz it has different foundations. So we
[14:49] just need to look into that, but before
[14:50] I start digging in and getting prices
[14:52] and spend a lot of time, I want to know
[14:53] how council feels about it.
[14:55] >> shared use agreement.
[14:56] Um now they said they would take care of
[15:00] Oh, at that time and he said he would be
[15:02] interested in doing that, yes. Um I
[15:04] don't know how much money he's willing
[15:06] to put in, like
[15:07] what cost or benefit
[15:09] we would have to pay for it otherwise
[15:11] ourselves. Um
[15:13] basically I'll go to him, I'll get the
[15:15] cost together, see how much he's willing
[15:16] to
[15:18] whether it be all of it or a portion of
[15:21] it, then bring it back to council and
[15:22] and ask council if you are willing to
[15:25] to pay for the other
[15:27] portion of it. Obviously, if we pay if
[15:29] they pay for more of it, I could see
[15:30] them getting more
[15:33] Well, wouldn't less restrictions and
[15:34] more benefits for their investment.
[15:37] Wouldn't the best way to be to get a get
[15:39] a bid and then
[15:39] >> hear.
[15:42] Wouldn't the best way be to get a bid
[15:43] and then go to them and see what they
[15:45] would
[15:46] share what they would pay?
[15:49] My next question would be
[15:52] where where would the money's be coming
[15:53] from? And and um
[15:56] how would we afford the From our
[15:58] operations budget. Okay, so
[16:01] um we're not finished with our streets
[16:02] and we have a whole lot of other things
[16:04] that we have uh
[16:06] coming up, so how would that work into
[16:08] the into the budget?
[16:10] Just by managing the budget. I mean, I I
[16:12] would
[16:13] manage it put it within the our budgeted
[16:15] means, you know. I I don't have another
[16:17] source of
[16:18] I don't have another source of revenue
[16:20] come you know, that I can put towards
[16:21] it. So, at this time it would be within
[16:23] our
[16:24] our budget budgeted means. And so
[16:27] Yeah. I can't I can't answer that unless
[16:29] y'all tell me to do so, then I can give
[16:31] y'all some specifics. And I do need to
[16:33] know what the exact cost is going to be.
[16:35] I do feel like it'll probably be
[16:37] on the low end 8,000 on the high end 12
[16:39] to 13,000 probably.
[16:41] >> one of the things and I think for him
[16:43] getting that parking
[16:47] let's don't jump out there and
[16:50] say something we don't I I think he'll
[16:52] he'll want to do as much as he can. And
[16:54] one thing that that
[16:56] for those of you that use the library a
[16:57] lot, we do need extra parking when they
[17:00] have any event. I've been parking on
[17:02] that I mean, it's not smooth, but for
[17:05] the last time they've had two really
[17:08] nice events. We have nice rails and
[17:11] sidewalks.
[17:12] >> it's a good way to go in and walk around
[17:15] and then they have the steps. So, it it
[17:17] is a next to me. My question also is
[17:19] that um
[17:21] why would we have to go into a shared
[17:23] use agreement when we already own the
[17:27] Why we Why Why is it that we just can't
[17:29] do a lease? We lease that parking lot
[17:31] out to him and whatever he would like to
[17:33] invest It can be done. allow him to
[17:35] invest whatever And then it can be done
[17:37] under a lease agreement, but then it's
[17:38] his parking lot and we can't use it cuz
[17:40] he's leasing it.
[17:41] >> depends on what's in the lease. No.
[17:43] >> No. That depends on how It's It depends
[17:45] on what's in the lease. It doesn't have
[17:47] to be a share cuz I mean if he If he
[17:49] leases it like you explained to me from
[17:51] 8:00 to 5:00 and then the rest of the
[17:53] time is the city, but it's it's a lease
[17:56] agreement. So,
[17:58] It can be a lease agreement or a share
[17:59] It
[18:01] There
[18:01] What we're talking about Is there
[18:03] anything going up there after 5:00? Is
[18:06] there anything going on up there in
[18:08] Crockett after 5:00?
[18:10] So, if he's got it from 8:00 to 5:00,
[18:12] he's got it. Yeah. Well, there's nothing
[18:13] really I mean
[18:15] going on
[18:16] doing the
[18:17] Uh if you pass through there on a daily
[18:20] basis, there's no no one parking there
[18:22] or anything like that.
[18:23] >> It's not very um It's currently not
[18:26] It's
[18:27] drivable, but it's not in you know It's
[18:30] It doesn't look like
[18:33] a painted striped parking lot inviting
[18:35] to people to know to park there. So,
[18:38] um people [clears throat] that know,
[18:39] they'll park there, um but we're not
[18:41] really putting signs out and and uh So,
[18:44] like I said, it can go from a lease
[18:45] agreement like you're saying uh to some
[18:47] type of a shared use
[18:49] But, I do
[18:49] >> We would We would find the the legal um
[18:53] document that would allow him to spend
[18:55] some money on it and vice versa. I just
[18:57] Well, I would I'm sorry. I would just
[18:58] like to, you know, I think
[19:01] I use the library a lot and I do that is
[19:04] my up town street, but I am just
[19:06] thinking that
[19:06] >> [clears throat]
[19:07] >> this is a community. The more shared
[19:09] things we can get, it's easy on
[19:12] everybody because we're the same people
[19:14] serving the same entities. And if it's
[19:16] an opportunity to work as a shared
[19:18] agreement, that mean even future things
[19:21] that happen, they're going to be shared
[19:23] in terms of repairs, they're going to be
[19:25] shared in in that that essence. And it
[19:27] just it make good neighbors because
[19:30] we know that sometimes the parking does
[19:32] get tight and we'll even end up over on
[19:35] the funeral home side.
[19:37] But if they're having some I mean if you
[19:39] seen it when they have that day
[19:41] they've been generous to us for an
[19:44] overflow at the funeral home parking
[19:46] lot. They don't bother you about it and
[19:48] so why not be neighborly to the
[19:50] neighbors on the side of you. And it's
[19:52] not like it's going to be a free ride
[19:55] and it's not like we're going to make
[19:56] money out of. We're all getting we're
[19:58] just taking advantage of
[20:00] taking the opportunity to work together
[20:03] because most of the lots I mean most of
[20:05] the parking even when they park across
[20:07] the street on the other side, that's
[20:11] technically a private parking space but
[20:14] nobody has ever said it so I think in
[20:16] that little cohesive area it's more of a
[20:20] a neighborly thing and if they if they
[20:22] were they can be
[20:24] shared a cost, it would make it so much
[20:26] better for all of us to work together.
[20:28] I'd like to make a motion.
[20:30] So that means that we need to make a
[20:32] So that means that other businesses we
[20:34] need to have shared agreements with them
[20:36] as well for parking. I would bring that
[20:38] to y'all at those times. I'd like to
[20:40] make a motion.
[20:42] I move that this Crocket Crocket I
[20:44] Clinic
[20:46] Crocket I move that the Crocket I Clinic
[20:49] He he just said I I'd I'd like to make a
[20:51] motion we
[20:53] enter into a shared agreement with
[20:54] Crocket I I Clinic. Okay, a motion is on
[20:58] the table. Second.
[21:01] It's been seconded. All in favor?
[21:05] Motion carries. I'll bring that back to
[21:07] council before we approve any details.
[21:10] Okay.
[21:11] Okay. I'm okay. And
[21:13] one of all
[21:14] Thank you.
[21:15] I think it should be at least
[21:16] >> Okay.
[21:19] Now with that being covered, I brings us
[21:21] to under the new business and I'm going
[21:24] to read this also because we've gotten
[21:26] our the art we've gotten um
[21:29] legal recommendation on of the best way
[21:31] to do our new business so that it won't
[21:34] create conflict and we won't introduce
[21:36] things out of order. And I will read as
[21:39] it's written. The new business,
[21:41] consideration of future agenda items.
[21:44] New business items must be presented as
[21:47] a motion without discussion. If the
[21:51] motion receives a second and a majority
[21:54] vote, the item will be placed on a
[21:57] future agenda for deliberation and
[22:00] possible action.
[22:02] Don't have to interpret it. It says what
[22:05] it says that if before we go to
[22:07] discussion of another item it would have
[22:10] to be treated as a future item and that
[22:14] will be done by way of an agenda item
[22:17] and it would go to the floor. If we can
[22:18] get a motion, it would carry
[22:21] uh and then a second and then the vote
[22:23] would determine whether it would be on
[22:25] the agenda or not. I'll make a motion we
[22:27] adjourn. uh this this not
[22:30] >> I'll make a motion we adjourn.
[22:32] We we in we in a discussion.
[22:34] >> I second.
[22:35] This we in a discussion. No, I I mean
[22:37] that was a not a discussion. It's just a
[22:39] statement. I'll make a motion we
[22:41] adjourn. Do you have unless it's a if
[22:43] you have
[22:44] >> Second. I mean I have do have a question
[22:45] about it. May I ask you?
[22:46] >> I do I mean what I'm asking is Motion
[22:48] stands. There's a motion on the floor
[22:50] that needs to be addressed before we
[22:51] discuss anything else.
[22:52] I see. Okay, it was a motion. I'm sorry.
[22:56] It was a motion on the floor. I'm sorry.
[22:58] It was and that was what the way it
[22:59] should be done. Motion
[23:01] >> Make a make a motion we adjourn. Okay.
[23:03] The motion to adjourn is
[23:05] >> I second it. Okay. All in favor? All
[23:07] opposed? All in favor?
[23:10] I mean, everybody's raising both hands
[23:11] at the same time.
[23:13] Okay.
[23:20] You have 22 minutes. Thank you.
[23:24] Have a good night. You too.
[23:34] Take care.
