[0:07] this
[0:09] coffee this week.
[0:13] >> I have one I had a whole bag at home.
[0:23] >> Good evening everyone. It is now 6 o'
[0:27] and that means that we're about to open
[0:29] our meeting, our city council meeting.
[0:32] If you stand,
[0:34] we will open with a invocation and a
[0:38] pledge. Lord, we're just coming to you
[0:40] this evening, God, unless we know how.
[0:42] First of all, thanking you, Lord, for
[0:43] waking us up with your finger of love,
[0:45] God, and await us to a new day, God.
[0:48] Lord, we know we're here today to uh
[0:50] take care of the city's business, God.
[0:51] But first of all, we want to thank you
[0:53] for your son, Jesus Christ, who died
[0:54] upon the cross for each and every one of
[0:56] our sins. Lord, we just ask you right
[0:58] now to give us the wisdom, the
[1:00] knowledge, and know how to take care of
[1:02] your business, your people, God, that
[1:03] you would like us to uh see after and
[1:06] and look over while uh we're here uh at
[1:10] this time. Lord, we praise you, we
[1:12] glorify you, and we ask that each and
[1:14] everyone here today be continue to be
[1:17] blessed. and bless their families. In
[1:18] your son's name I pray. Amen.
[1:20] >> Amen.
[1:20] >> Amen.
[1:22] >> Pledge I aliance to the flag of the
[1:26] United States of America and to the
[1:29] republic for which it stands. One nation
[1:33] under God, indivisible with liberty and
[1:37] justice for all.
[1:45] Once again, we'd like to thank you all
[1:46] for taking out of your schedule to come
[1:48] and share with us this evening. We know
[1:50] that [snorts] the city business is
[1:52] important and your participating in it
[1:54] makes it even better. At this time, uh
[1:58] we have the recognition of v visitors.
[2:01] That was that. And just a reminder,
[2:05] comments from the audience. At this
[2:07] time, anyone will be allowed to speak on
[2:09] city related matters only. No personal
[2:13] matters or personal matters under
[2:15] litigation will be allowed. The length
[2:17] of time may not exceed 3 minutes. No
[2:20] council discussion or action may take
[2:22] place on a matter until such matter has
[2:25] been placed on an agenda and posted in
[2:27] accordance with law. With that being
[2:30] said, I think we only have one at this
[2:32] time. James Dancer.
[2:38] >> First of all, I'd like to uh apologize
[2:42] to the entire city and to everybody up
[2:44] here for my antics and for losing my
[2:48] cool and I mean that. I'm not just
[2:49] saving face. I really don't care what
[2:52] people think of me. I mean it. So that
[2:55] being said,
[2:57] >> that being said, the reason I addressed
[2:59] what I said to you
[3:01] >> Oh, can't be personal.
[3:02] >> No, no, address to
[3:04] >> Okay,
[3:04] >> the counselor.
[3:05] >> I made a lampoon of a council member.
[3:08] That council member's daughter didn't
[3:11] like it, which is fine. That's cool.
[3:14] >> Personal? Yes.
[3:15] >> No, it's not personal. I I it was
[3:17] involving a city council member and it
[3:20] was doing something that I'm well within
[3:22] my rights to do.
[3:24] And
[3:26] in retaliation, this person
[3:30] said some pretty horrible things to me
[3:32] around town and to people.
[3:34] >> Okay, that is that is fine.
[3:38] >> That's fine. You can stop me. But it it
[3:40] spurred from something
[3:41] >> that was directly related to this. Okay.
[3:44] >> So, that's being I'm done. I'm done.
[3:46] >> Okay. Thank you.
[3:47] >> That's why I addressed what I did. I'm
[3:49] just explaining. I'm not justifying.
[3:53] >> The reason I also said is because
[3:55] there's only a couple of adults up here.
[3:57] I think now there's a couple more and
[3:59] you guys you guys have like flushed out
[4:01] the most of the BS. But um I just felt
[4:05] for a long time after watching a couple
[4:07] of years of city council meetings, word
[4:09] by word, syllable by syllable, doing the
[4:11] subtitles and understanding very very
[4:15] clearly like who does what and who says
[4:17] what and who doesn't say what. My
[4:20] frustration stemmed from somebody
[4:21] needing to say enough's enough,
[4:23] especially with [snorts] mumbling into a
[4:26] microphone and acting like you don't
[4:29] know how to carry on city council.
[4:31] You've been up here for years. You know
[4:33] how you know don't roll your eyes. You
[4:36] you you have been here long enough
[4:39] >> to know how to introduce things to not
[4:41] waste our time. A lot of these people
[4:44] come from a long way and it's not
[4:45] exactly easy for a lot of these people
[4:47] to get here
[4:50] and you running everybody up here in
[4:51] circles and you've ran everybody up here
[4:53] in circles. You've ran her in circles.
[4:55] >> We played it generically and not okay.
[4:58] I'm just saying that you've you've ran
[5:01] and that's what my frustration was is
[5:03] somebody needed to say enough.
[5:06] >> That's all I'm saying.
[5:07] >> Okay.
[5:07] >> So again, I apologize for my antics. I I
[5:11] apologize for the words that I chose. I
[5:14] do not apologize for my message.
[5:17] >> Thank you.
[5:18] >> You're welcome.
[5:19] >> Thank you.
[5:19] >> With that,
[5:22] uh there are no others coming in from
[5:24] the audience. I'd like to relate it to
[5:25] the council. So at this time it brings
[5:28] us to our um comments from the council
[5:33] at this point uh to uh mayor and
[5:36] council. Um and uh basically um I think
[5:40] on the last time I spoke uh u I guess in
[5:44] regarding to the charter revision
[5:45] committee uh I'm providing information
[5:49] uh regarding term limits. I think I
[5:51] spoke on that uh the last time. Term
[5:53] limits for mayor. And according to the
[5:56] Houston County Courier newspaper in
[5:59] 1978, there was a city ordinance stating
[6:04] the mayor can serve no more than three
[6:06] consecutive terms. And at that um and at
[6:12] that time, according to the newspaper,
[6:15] the uh city attorney was uh Mr. Jim
[6:18] Turner. Um, so I would like to hand you
[6:22] a copy of the newspaper.
[6:24] >> Okay. It's not necessary.
[6:25] >> And uh also hand one to um the city
[6:28] manager. So at this time just
[6:31] >> I know that um just state your
[6:33] [clears throat] statement. It's not it's
[6:34] not for discussion or anything. You just
[6:35] >> No, I'm just hand.
[6:36] >> Okay. No, you can keep it.
[6:38] >> Yes, ma'am. Thank you. And uh on the
[6:39] contrary of uh council member statement
[6:42] supposeding that our meetings are being
[6:44] held too long uh 30 minutes or going
[6:47] over two hours because of me. I found
[6:50] according to Houston County Carrier that
[6:52] there were at least one council meeting
[6:55] that I saw that they reported reported
[6:58] at least a two-hour meeting. So
[7:01] according to the Houston County Courier
[7:02] paper, it looks like the meeting have
[7:05] always or also have gone over two
[7:08] minutes uh two two hours more uh than
[7:11] starting just now.
[7:13] >> You can state your statement. It's no
[7:15] it's not any dialogue just like that. Is
[7:17] that it?
[7:17] >> I'm I'm done.
[7:18] >> Okay.
[7:19] >> Thank you. Any other council?
[7:23] >> Okay. With that being said, that brings
[7:25] us down to item number one, regular
[7:28] session, January the 5th, 2026.
[7:34] >> I make a motion we approve the session.
[7:36] >> I second.
[7:37] >> Okay. Moved and second. Any question?
[7:41] All All in favor?
[7:44] [clears throat]
[7:45] >> Motion carries.
[7:48] uh reports brings us to item number two,
[7:50] police department manpower and criminal
[7:52] incident report for December 2025.
[7:56] Good evening, mayor, council, city
[7:58] administrator. the police department's
[8:00] manpower and criminal activity report
[8:01] for December 2025 total of uh 15
[8:05] officers, worked 2,357
[8:08] hours, responded to 400 calls,
[8:12] investigated seven traffic accidents,
[8:14] made 49 arrests, issued 369 traffic
[8:18] citations, completed 84 reports,
[8:22] responded to 30 alarm calls, and 25 of
[8:24] those were false alarm. Below you'll see
[8:27] a breakdown and I'll entertain any
[8:29] questions you have about our report.
[8:36] >> Okay. Does anyone have any questions?
[8:39] >> Thank you for your um service during the
[8:41] time of the um freeze.
[8:44] >> I appreciate matter of fact, I want to
[8:46] mention something on that. Um, I want to
[8:49] thank our public works and u all of our
[8:53] road and street folks because they've
[8:55] done a really good job preparing for it.
[8:58] >> Also, uh, city administrator throughout
[9:01] those couple of days, he stayed on the
[9:03] phone with me or our emergency
[9:04] management just making sure everything
[9:06] was going smooth, everything was well.
[9:08] And couple of those days we come out, he
[9:11] was out riding the roads and stuff as
[9:13] well. So, um, we really appreciate that.
[9:16] Good job.
[9:17] >> And we're just grateful that we all got
[9:19] through as well as we did.
[9:21] >> Hey [name], how how we doing with the
[9:24] Has the 18-wheelers slowed down a little
[9:26] bit? I mean, I I still been seeing a lot
[9:29] come by my shop.
[9:31] >> No, we still get a lot. Uh the road
[9:32] signs that are that are put up. Um every
[9:36] stop we make, it's the same old thing.
[9:38] My GPS took me through here. Um, I'm
[9:42] hoping that once we hire the downtown
[9:44] square officer that that's going to help
[9:46] alleviate it because I think more you
[9:48] the more you stop the more the word
[9:49] traffic.
[9:50] >> Are we ticketing them or are we just
[9:52] warning them?
[9:52] >> No, we do ticket them.
[9:54] >> Okay.
[9:54] >> A lot of the issues we see with those
[9:56] though is we ticket them. A lot of them
[9:58] are from out of state. It's a non-moving
[10:00] violation. So there's no restrictions on
[10:02] their driver's license. Is there any way
[10:04] we can get somebody to act on that right
[10:07] then instead of like if you if I'm if
[10:10] I'm in another state and I get a ticket
[10:13] >> uh they might want me to
[10:15] >> so make the
[10:16] >> Yeah, there's there's a lot of ways you
[10:18] can handle that payment right then.
[10:19] >> We can uh take them before the judge
[10:22] right then if he's available and he's
[10:24] willing uh depending on the type of
[10:27] truck. if they have a reefer truck, we
[10:29] maintain that responsibility,
[10:31] um, which can be quite costly. We can't
[10:35] particularly leave the truck on the side
[10:37] of the road depending on where it's at.
[10:39] So, that would incur a a tow a tow fee
[10:42] as well. So, uh, that's something that
[10:44] would have to be worked out with the
[10:45] judge if he was willing to be called out
[10:48] at different times throughout the day,
[10:49] multiple times a day. Um,
[10:51] >> well, maybe we can look into that and
[10:53] and uh see if the judge can can do that.
[10:58] And uh
[11:00] because they do talk on the radio. Uh
[11:03] don't don't don't go downtown Crockett,
[11:06] Texas, or you will
[11:08] >> I think that'll be a lot easier,
[11:09] especially when we get a part-time
[11:11] officer. Um if if you have an officer
[11:13] that stops an 18-wheeler, uh you're
[11:15] going to tie that officer up for
[11:17] probably an hour, hour and a half,
[11:18] depending on how long it takes to
[11:21] because we're going to have to drive him
[11:22] down here.
[11:23] >> Um okay.
[11:24] >> He's going to have to make some kind of
[11:25] >> Let's look into it though.
[11:28] >> Just run it. Look into it. Get with a
[11:31] judge and see what he can do.
[11:35] >> Thank you.
[11:38] At this time, it bring us to item number
[11:40] three, the fire department monthly
[11:42] activity status report for December 20
[11:44] to 25. And it's being presented by u
[11:48] mayor and council. Chief [name] has got
[11:50] a upper respiratory infection. So I want
[11:53] to give his report for him this evening.
[11:56] And uh for the month of December, there
[12:00] was 20 calls within the city, which gave
[12:03] them a total year-to- date of 315 calls
[12:07] within the city. They're broken down on
[12:09] your spreadsheet, as you can see. And
[12:12] then um county calls for the month of
[12:16] December, they had 17 and a total of 169
[12:23] for the year. and their total um active
[12:28] members there. You can see on the
[12:29] breakdown of their sheet, but he
[12:32] apologized for being under the weather,
[12:34] not being able to attend.
[12:38] >> Thank you. Any comments?
[12:44] Okay. If not, thank you for standing in.
[12:48] At this time, it brings us to item
[12:50] number four, project and business
[12:52] development updates.
[12:57] Mayor and Council, thank you all. Uh
[12:59] good evening. Um tonight we have a
[13:01] couple uh nice presentations that we
[13:03] wanted to uh give some of our local uh
[13:07] businesses the opportunity to present to
[13:08] you. Uh we have uh the opening of the
[13:12] old state school which is called now new
[13:14] era treat uh residential uh treatment uh
[13:17] center and we have uh owners Mr.
[13:21] Constantine Savon and Mr. Doug Shaw.
[13:25] They're going to present a little bit
[13:26] about their uh their program here in
[13:28] Crockett and uh some of the news about
[13:31] jobs and their timeline of construction
[13:33] and and opening.
[13:38] >> Um I want to tell you a little bit about
[13:40] our company and what we do and I'll try
[13:42] to keep it short and brief. I know you
[13:44] guys want to get through the uh get
[13:46] through the evening. Um, predominantly
[13:49] what I do is I develop residential
[13:51] treatment care facilities in the state
[13:53] of Texas. Uh, we have a few that are
[13:55] currently uh underway. Um, and we are
[13:59] hoping to open uh one here in Crockett.
[14:02] Our population we're looking at is going
[14:04] to be right around 175 uh children with
[14:08] um autism and other um needs. Um, we're
[14:14] looking to hire roughly 300 people here
[14:17] locally. Um, so however much of that you
[14:20] guys could fill, we we want to open it
[14:22] to you locally first before we start
[14:25] bringing in people from other areas.
[14:28] And um, we're we're here to answer any
[14:31] questions you guys might have about
[14:32] populations or um, functions of the
[14:36] facility or anything else. So if there
[14:38] I'll happy to take questions first from
[14:40] the city council members and then I'll
[14:42] if if with your permission open it up to
[14:44] the floor and I'd like to introduce Doug
[14:46] Shaw here.
[14:47] >> Thank you Constantine. Uh the timeline
[14:50] we've been working on the campus kind of
[14:52] quietly for the last six months. Uh I
[14:54] suspect it probably hasn't gone
[14:56] completely unnoticed. Uh our estimated
[15:00] completion date is uh we're planning by
[15:04] the end of this month and I think we'll
[15:05] have enough of it done by the end of the
[15:08] month that we'll be in a position where
[15:09] we can apply to the state of Texas for
[15:12] our license for residential treatment.
[15:14] We're going to begin our uh interviewing
[15:18] for positions this month as well. And I
[15:21] think we'll communicate that by putting
[15:23] some large banners up on the fence that
[15:26] surrounds the campus with the name of
[15:28] the organization, the fact that we have
[15:30] begun the hiring process, and a phone
[15:32] number to call so that we can create
[15:35] that that connection with the community.
[15:38] Uh, as far as where we do it, we're
[15:39] going to talk with Mayor [name] and
[15:41] perhaps we can uh use one of the city
[15:44] facilities to meet with uh with
[15:46] applicants or we can do it at the
[15:48] campus. Probably more convenient to do
[15:50] it rather than at the campus. But that's
[15:52] a detail that we'll work out in the in
[15:55] the next week or two. Uh the positions,
[15:58] there's a lot of different skill sets
[16:00] that we need, but primarily it's youth
[16:04] care staff, which um what's the minimum
[16:08] age? 18
[16:09] >> 18
[16:10] >> 18 to probably 65 or 70. I mean, it's
[16:15] there it's it it is a responsibility
[16:18] where you're actually uh in the facility
[16:20] working with the kids. Um there's a
[16:23] little training that has to happen.
[16:24] There's background checks that have to
[16:26] happen, but it it really appeals to a
[16:29] wide range of people. So, we're really
[16:30] hoping, as Constantine said, that we can
[16:32] attract some interest in Crockett. Our
[16:35] our goal is to do as much of it here
[16:37] locally as we can, and we're also
[16:39] looking for ways to spend locally. So,
[16:42] that's the best way to be a good member
[16:44] of a community is to actually engage in
[16:47] and create in commerce with the
[16:48] community. So, we haven't had a big
[16:51] opportunity to do a lot of that
[16:53] [snorts and clears throat] yet, but
[16:53] we're looking for ways uh to do it. As
[16:56] far as opening, um the state has a big
[17:00] voice in that because we have to have a
[17:01] license before we can open. But, uh
[17:04] second quarter uh of this year and
[17:07] hopefully closer to the beginning of the
[17:09] second quarter than the end of the
[17:10] second quarter. And the state also a
[17:13] vote and how quickly we ran as far as
[17:16] how quickly the kids come on to the
[17:18] campus. I want to make a couple things
[17:20] clear. These are uh good kids that
[17:23] probably are coming from not so good uh
[17:26] home situations. So the this is not uh
[17:30] kids that are coming from the uh the
[17:32] juvenile justice system. These are kids
[17:34] that um that just let's just say they
[17:37] haven't had a lot of good luck and we
[17:39] hope to change that. We're going to uh
[17:41] actually educate on the campus. So,
[17:43] we're not going to be bringing these
[17:44] kids to the uh to the local school
[17:46] district. Um
[17:50] also, uh we might have some
[17:52] opportunities to interact with some of
[17:53] your medical providers in town. Uh
[17:56] particularly, uh optometry,
[17:58] opthalmology, and dental for sure. So,
[18:01] we're going to be talking to the
[18:02] professionals that are uh here local in
[18:04] the community. And uh that kind of gives
[18:07] you a sense of what's happening and the
[18:09] speed at which uh we hope to move. I can
[18:11] I can assure you that we're doing
[18:13] everything that we can do to get this
[18:15] going as quickly as we can. We've had a
[18:18] lot of good fortune. Things have fallen
[18:20] into place on jobs like this or on
[18:22] projects like this. There's typically a
[18:24] lot of surprises and they're usually bad
[18:27] surprises. We've we've been fortunate to
[18:29] have a lot of positive surprises. that
[18:31] facility u was was well built and it
[18:35] actually weathered the dormcancy uh
[18:39] better than than you might expect. So,
[18:42] we've refreshed everything. Uh a lot of
[18:45] new paint on new floors, new roofs. Um
[18:48] it's I I think it's it's going to be a
[18:51] facility that once it's understood,
[18:53] staffed, and and ramped up, I think
[18:54] you'll be proud to have it in the
[18:56] community
[18:58] >> with um with all that the facility has
[19:00] to offer. the cafeteria, the infirmary,
[19:03] um the different types of buildings. Do
[19:06] you know what percentage of the
[19:07] facilities you might be using?
[19:10] >> 100%.
[19:10] >> Oh, okay.
[19:11] >> We're using all the
[19:12] >> Okay.
[19:13] >> We have plans that we're not ready to
[19:15] discuss yet, but we adding on to it in
[19:17] the future.
[19:19] >> Then you [name], for a job fair for them
[19:23] to uh get applicants, uh could we open
[19:28] up a room in the civic center for them?
[19:30] spoke on that. Um that's what we're
[19:32] going to offer them is our conference
[19:34] room.
[19:34] >> Sure.
[19:35] >> We have
[19:36] >> Yeah.
[19:37] >> Plenty of tables and chairs and set up.
[19:40] >> Yeah. Yeah.
[19:41] >> That'd be great.
[19:43] >> Yeah.
[19:44] >> I app I appreciate y'all coming out here
[19:46] and bringing your business, man. Um
[19:49] y'all have any requirements to get
[19:51] hired?
[19:52] >> Oh, to get hired? Yes, sir.
[19:54] >> Yeah. You have to have no criminal
[19:55] background and a high school diploma.
[19:58] >> Um Most importantly, we're looking for
[20:01] the right type of attitude with these
[20:02] kids. It's not a prison guard mentality.
[20:05] It's more of a let's try to figure out
[20:08] nurturing.
[20:09] >> Nurturing,
[20:10] >> but will there be some some security
[20:12] involved?
[20:12] >> Yes, there will be there will be quite a
[20:13] bit of security.
[20:15] >> Okay. One of the Oh, I'm sorry. Well,
[20:17] you answered my concern earlier because
[20:19] I wonder when the transition took place
[20:22] and you mentioned that whatever county
[20:26] or place they came from if they
[20:28] transition out that they would be
[20:30] returned to their original placement
[20:34] >> because the concern was do they just
[20:37] turn and you just let them go but you
[20:39] actually return them to their place of
[20:41] origin so to speak.
[20:42] >> That's correct. I I I will let you know
[20:44] that if they originate in Crockett,
[20:46] they're
[20:46] >> they will return to discharge to
[20:48] Crockett,
[20:49] >> they belong to us, go to Armarillo.
[20:52] >> But but having just said that, if we
[20:54] release a child that came from Crockett
[20:56] back into Crockett, if that child
[20:58] doesn't have a marketable skill, it's
[21:00] not for a lack of our trying.
[21:02] >> So we're we're going to place a big
[21:04] importance on vocational training. You I
[21:08] don't know how many people on council
[21:09] have actually been on the campus, but
[21:11] there is
[21:12] massive massive there there a number of
[21:15] kind of industrial arts type of
[21:18] buildings where we're going to be
[21:20] introducing uh plumbing, HVAC,
[21:24] electrical, the trades. We we can't
[21:27] graduate master plumbers, but what we
[21:30] can do is is create the enthusiasm,
[21:33] >> get them involved in apprenticeship
[21:35] program,
[21:36] >> transition, help them transition into
[21:39] into really good solid
[21:42] good good solid work so that they they
[21:44] graduate with the skill and they're able
[21:46] to be self supported.
[21:48] >> And did that miss the age age limit? You
[21:50] say did you say age limit?
[21:52] >> So the youngest we take is eight um
[21:54] through 17
[21:56] >> and it's going to be uh boys,
[21:58] >> excuse me.
[21:59] >> If we're we're going to be uh posting at
[22:02] this moment, it's going to be a male
[22:04] population.
[22:05] >> Uh the license that we will uh we'll
[22:08] obtain will be for boys and girls.
[22:10] Obviously, you keep the two populations
[22:13] separate, but we're we're going to
[22:16] >> be working initially with with boys.
[22:19] >> It is.
[22:21] >> I've been riding by, man. Y'all got it
[22:23] looking good over there.
[22:26] >> We are opening it up to anybody who
[22:27] wants to come see it. Welcome to contact
[22:30] us to give you a tour. We've got indoor
[22:33] soccer field. We're redoing the
[22:35] basketball. We've actually just finished
[22:36] the basketball court this week. Looks
[22:38] amazing.
[22:39] >> Great. putting new lights everywhere.
[22:41] So,
[22:42] >> awesome.
[22:43] >> I welcome you to come take a look.
[22:45] >> I just came by.
[22:47] >> I actually came by.
[22:48] >> Okay.
[22:48] >> Yes, sir. And I spoke with a gentleman
[22:50] that was um doing um that was painting
[22:53] and things like that. We got had a I
[22:56] don't know who he was. I didn't get his
[22:58] name, but we had a great conversation.
[23:00] Yeah.
[23:00] >> Thank you.
[23:01] I also want to mention [name]'s been
[23:03] hugely helpful to us in in getting us
[23:06] connected and and uh and encouraging
[23:09] this kind of conversation and and our
[23:11] commitment to you is that this is the
[23:14] first of many um if we might very well
[23:17] at least as we get started and u and
[23:20] begin to launch the business u be a
[23:23] regular fixture at these meetings so we
[23:25] have an opportunity to update you as to
[23:27] what's going on
[23:28] >> communication is think be really helpful
[23:31] for both us and for you.
[23:33] >> Thank you so much. Looking forward to
[23:36] >> prosperous stuff.
[23:37] >> I wanted to tell you I work in a lot of
[23:38] cities in Texas and um two of my
[23:41] experiences that stand out are with the
[23:43] police chief and with the fire marshal.
[23:45] They have been absolutely amazing to
[23:47] work with and I really appreciate.
[23:50] >> Thank you.
[23:51] >> Thank you.
[23:54] [clears throat]
[23:55] >> Thank y'all so much.
[23:56] >> Yes. Amen.
[23:59] Mayor and council. Um the next
[24:02] presentation is um short of going out
[24:06] and walking through I wanted to uh give
[24:08] an update on the Proalis facility as we
[24:12] finish the construction out there. Um I
[24:14] have a short slideshow and um little
[24:18] presentation on that. Um
[24:22] thank you.
[24:25] Um, as you see here, this was, uh, what
[24:29] we ended up beginning to to work with.
[24:31] Um, some overgrowth. Uh, we've changed
[24:34] that and put new landscaping in. Really
[24:36] clean the place up. Um, gutted all the
[24:40] floors. All the carpet has been taken
[24:41] out and all the, uh, floors are now
[24:44] concrete polished uh, floors. Um, all
[24:48] the rooms that you see here, the
[24:49] majority of them are no longer there or
[24:52] they've been moved or the walls have
[24:53] been changed uh to to fit the needs. Um,
[24:58] all of this area
[25:00] as we started the construction tearing
[25:03] tear down. Um, as you'll see, the the
[25:06] walls actually we had to cut these walls
[25:08] down. The old walls actually went all
[25:10] the way up to the ceiling to the roof
[25:12] joist line. So any walls that needed to
[25:14] be changed required significant amounts
[25:16] of construction. Um we had a really good
[25:20] contractor that we worked with Langston
[25:21] Construction. I can't say enough about
[25:24] them. They were just top-notch on the
[25:25] ball. Um all the everything that they
[25:28] did was completely documented with
[25:30] pictures presented and at the end of
[25:32] every day it was just a really good uh
[25:34] program that we were happy to have
[25:37] worked with them. Um if you see there,
[25:39] that's where the uh the conference room
[25:41] was pulled out. There used to be a
[25:43] little office in that corner and they uh
[25:45] put a new uh conference room in there.
[25:48] Being that we're in the middle in
[25:49] between Jasper and Henderson, Crockett
[25:52] positioned in between them will be the
[25:54] site for uh many of their joint meetings
[25:58] uh where Jasper site and Henderson site
[26:01] can come to Crockett. And so that's
[26:03] really good for us.
[26:05] >> That's a lot.
[26:06] >> This room here was uh three classrooms
[26:09] in a corridor. All three classrooms were
[26:11] taken out and it was turned into one big
[26:13] work room.
[26:18] This is the new front. Um,
[26:21] Proales uh it wasn't a specific need uh
[26:26] for us to justify the expense, but
[26:28] ProVales paid for u everything outdoors
[26:32] Tony Salooi to come in and do the uh
[26:35] landscaping on the building to really
[26:37] freshen it up and make it look nice.
[26:39] make it look presentable.
[26:42] Um, we put drainage all the way around
[26:45] French drains. As you can see, the
[26:46] gutters that come down, all of those
[26:48] were dumping water and we're having lots
[26:50] of foundational issues. They have French
[26:52] drains now with all the gutters being
[26:54] directed away from the building. Um,
[26:59] French drains all the way around.
[27:02] There's a smoker's patio on the back
[27:04] side of the building. They we put two
[27:06] patios. Proalis paid out of pocket for
[27:08] this patio here. That way their smokers
[27:10] would have a place to go but on the back
[27:12] side of the building, not in front by
[27:14] the parking lot.
[27:15] >> So that was really nice of them.
[27:17] >> U this is the patio that we put on and
[27:19] it also serves a dual protection of of
[27:22] the doors and the windows that we were
[27:23] having issues with with a lot of leaking
[27:26] water, storm water and rain going into
[27:28] the building.
[27:30] That's the new generator.
[27:33] This is the conference room. Pretty
[27:37] classy.
[27:39] >> This is that big work room in the middle
[27:41] that used to be three classrooms.
[27:44] Another work room.
[27:46] >> Was that the library?
[27:49] >> No, ma'am. It was work room 124.
[27:52] I don't have a picture of the library on
[27:54] here.
[27:56] This is actually This used to be the
[27:58] welding room.
[28:00] >> This was the welding room. about.
[28:03] >> So, all the ceilings, everything, the
[28:04] HVAC is has new HVAC because the welding
[28:07] uh facility did not have
[28:09] >> any of that.
[28:10] >> They left those rollup doors and put uh
[28:14] storefront windows.
[28:16] >> Kind of add to a little bit of an
[28:18] industrial look, but sharpen it up. So,
[28:20] anyway, that's the training room. This
[28:24] is another work room.
[28:26] This is the uh dining room. They brought
[28:31] in commercial um
[28:34] coolers and fountains and ice machines.
[28:37] And so anyway,
[28:40] um so the project is complete. Um
[28:44] council
[28:46] um in our windown resolution, council
[28:49] approved $550,000 towards uh finalizing
[28:52] this entire project for the generator
[28:55] and all the projects going in out there.
[28:58] Um and we our contract with uh Langston,
[29:02] our Harrove Neil, all of our additional
[29:05] costs that we um incurred, we're right
[29:08] at $30,000 under budget and we're done.
[29:12] We're finaliz we finalized the project
[29:13] out of there.
[29:14] >> That was the biggest expense of ongoing
[29:17] expenses uh that we're incurring from
[29:19] EDC, the sales tax. Um that's the big
[29:23] check mark. Um there's a few little
[29:25] small projects, but after this all all
[29:28] funds will be going directly towards
[29:30] paying down the loan on this building.
[29:32] >> Great job.
[29:32] >> So that's the stage that we're at now.
[29:36] >> Um and I also have Miss Bernit Davis. Uh
[29:39] she's site site administrator at
[29:42] Proalis. Uh she's one of our our locals
[29:46] >> and uh she's done really uh well out
[29:49] there. She's been helping. I don't
[29:51] believe you were sight administrator
[29:52] until
[29:54] >> um
[29:54] >> recently
[29:55] >> technically it's it's it's still in the
[29:57] works.
[29:59] >> I'm a woman of many hats. So I'm site
[30:01] admin, team lead, social committee
[30:04] administrator. Um what else? I know I'm
[30:08] forgetting one. But yeah, that that part
[30:13] >> but looking at where we came from to
[30:16] where we are now, it's night and day
[30:18] difference. Um I look and I see the
[30:22] little rooms that we had divided into
[30:24] classrooms and now we're in one area as
[30:27] one family, one unit working together
[30:30] and it's amazing. So thank y'all for the
[30:33] opportunity for us to actually be in
[30:36] Crockett. lives here one call at a time.
[30:41] >> Great.
[30:42] >> They're at um they're at 70 about 70
[30:46] employees.
[30:46] >> 70
[30:47] >> 72 employees and growing
[30:49] >> currently and growing. They're hiring
[30:52] with this uh with the construction work
[30:53] that's been completed out there. They
[30:55] have 166 seats, I believe.
[30:57] >> Correct. So they can hire with the
[31:00] current um sitting uh seating. Uh the
[31:05] next kink or the next weak link is
[31:08] parking lot. So if we do hire 160 plus
[31:10] people
[31:12] >> we have about 100 parking spots out
[31:13] there.
[31:14] >> And so we're going to have to get
[31:16] creative and figure some of that out
[31:18] down the road. So
[31:19] >> got some flat surface. So we looking at
[31:21] potential probalis and this new
[31:25] organization
[31:26] 450
[31:28] jobs
[31:29] >> between them um ANA business capital and
[31:33] new era we're looking at over 400 jobs.
[31:35] Yes sir. 450 jobs.
[31:37] >> Wow.
[31:39] >> Um they're wanting New Era is wanting to
[31:42] be at 100 jobs by the end of this year.
[31:45] And so lots of opportunities.
[31:48] >> That's good.
[31:48] >> You want a job? We're And hopefully, you
[31:51] know, if we don't have enough employees,
[31:52] we're going to have more people moving
[31:53] in to fill those jobs. So, it's good.
[31:56] Really good.
[31:58] >> Do y'all have do y'all have any
[32:00] requirements to to get hired?
[32:03] >> Um, again, no criminal background
[32:06] because you're dealing with um right now
[32:09] we're in the midst of doing taxes. So,
[32:11] that's you know, classified information,
[32:14] social security numbers and everything.
[32:16] and also high school diploma.
[32:19] >> All right.
[32:21] >> Thank you.
[32:22] >> Thank you very much.
[32:24] >> And the last quick project um I want to
[32:28] give you an update so we don't have to
[32:29] go out and uh do drivearounds is the
[32:33] siren project. All the warning sirens
[32:36] have been installed and are operational.
[32:38] Um we're working with the company to try
[32:41] to uh streamline the um a periodical
[32:45] warning test siren. Um and we'll I will
[32:50] update y'all as we get that settled. We
[32:52] right now we're looking at probably once
[32:54] a month kind of midday where it becomes
[32:57] an expected thing, doesn't scare
[32:58] anybody, but it's also becomes familiar
[33:01] to where they know
[33:03] >> what to listen for and everything and we
[33:05] know that everything's working. So, um,
[33:08] that'll be coming. Those are the sirens.
[33:10] Those, that's two stacks. The siren
[33:12] itself is 12 foot tall. So, it's as tall
[33:15] as the ceiling. A little bit taller than
[33:17] the ceiling. Just the siren portion. It
[33:19] stands on top of a 50-ft pole out of out
[33:22] of the ground. Um, that's as they were
[33:25] installing it. These are some of our
[33:28] There's six of them around town and they
[33:30] overlap the area the cone of sound
[33:33] overlaps each other to where everybody
[33:35] in town can hear it.
[33:39] You can also put out an audible voice
[33:40] message on these as well if something
[33:42] wants to happen that you really need to
[33:44] get a quick message out to everyone.
[33:48] >> And they're all gener they're all
[33:50] battery backed up generator power. So,
[33:53] um they'll run even if they lose
[33:55] electricity.
[33:58] Great.
[33:58] >> This is a a letter that we sent uh to
[34:00] Communities Unlimited. I mentioned it,
[34:02] but I wanted to uh just let y'all know
[34:04] once again, [clears throat] and really
[34:07] took their horn, so to speak, and and
[34:09] and thank them. Communities Unlimited
[34:12] came in and paid for the 10% grant
[34:14] match. This project was
[34:17] $538,000
[34:21] and we had a 10% grant match that we
[34:24] were going to pay out of pocket.
[34:25] Communities Unlimited covered that
[34:26] through another grant. So we wrote
[34:28] another grant to Communities Unlimited
[34:30] and so this total half a million plus
[34:32] dollar pract.
[34:36] >> Awesome.
[34:39] >> Thank you.
[34:40] >> Appreciate it.
[34:42] >> And that's it.
[34:44] Are there any questions on any of that?
[34:47] >> We're just excited and things a bright
[34:50] future. [laughter]
[34:51] >> Yes.
[34:51] >> Thank you.
[34:52] >> Just um I was just want to ask um
[34:54] because I know you mentioned capitals. I
[34:57] thought you um far as an update for
[35:00] that.
[35:01] >> U
[35:01] >> I'll try to put I'll put an update on
[35:03] that. Yes, sir.
[35:04] >> Okay. And I believe
[35:05] >> they're in construction right now. Um,
[35:07] and they've been willing anytime that
[35:09] anybody wants to go out there, y'all, we
[35:11] can maybe schedule one or two visits.
[35:13] Um, right now we they would be in the
[35:15] throws of construction building their
[35:17] lines out.
[35:18] Yes, ma'am. But I'll definitely put that
[35:21] together.
[35:22] Thank you.
[35:26] >> Thank you so much.
[35:29] >> At this time, it brings us down to
[35:31] business. A public hearing on planning
[35:33] and zoning commission final report of
[35:35] proposed wisecale zoning code text
[35:38] amendment.
[35:42] At this time the public hearing is open.
[35:51] You are free to
[35:53] come to the podium.
[36:00] Does anyone have any comments?
[36:08] >> This is public hearing.
[36:20] >> This is about the tiny homes and
[36:23] all that.
[36:24] >> Okay.
[36:26] >> I'm talking them. I'm sorry, but
[36:30] Um just I was just asking them a
[36:32] question.
[36:33] >> Okay, you go.
[36:34] >> My question was your statement is to
[36:36] tiny homes or dominion.
[36:38] >> Thank you.
[36:40] [clears throat]
[36:42] >> Just
[36:43] um
[36:46] I think I mean I have some I do have. So
[36:49] basically I my question is um the zoning
[36:52] map um does the information
[36:55] uh correspond because I'm not really
[36:57] familiar with the zoning and I didn't
[37:01] have um because it's very lengthy.
[37:04] >> Yes, it is lengthy. So, um I didn't have
[37:08] a a lot of time to really just dive in
[37:10] it, but just uh wanted to make sure that
[37:13] the zoning map corresponded
[37:16] um with with the information.
[37:19] >> Yes, ma'am. That process started a
[37:21] little over a year and a half ago,
[37:22] nearly close to two when um
[37:27] and so the planning and zoning
[37:29] commission met I I would venture to
[37:33] guess 12 18 times trying to work through
[37:37] that whole process between state statute
[37:40] updates and then what's good for the
[37:42] city. And so, yes, ma'am, there was a
[37:44] lot of time, effort, not counting what
[37:46] Miss [name] has done in terms of legal
[37:48] research and everything that's been put
[37:51] into that document. I can guarantee you
[37:54] that everything's within standards.
[37:58] >> Um, and I think I had asked before about
[38:02] the location. Do we have specific
[38:05] locations for the tiny homes?
[38:08] >> No, ma'am.
[38:09] >> No ma'am. So, with that being said, and
[38:11] I think I've asked this before, so the
[38:14] tiny homes will uh far as the value of
[38:18] of work's property,
[38:21] the increase or decrease, what what are
[38:23] we looking at
[38:26] >> on the property value? So, we don't
[38:28] know.
[38:29] >> It doesn't.
[38:30] >> Well, part of the process in this was
[38:33] when you put tiny homes in there, there
[38:37] are some specifications that are
[38:39] required. So we don't move in the
[38:41] portable shed and it actually looks like
[38:43] a home from the outside. So we don't
[38:45] have a problem with property value
[38:47] decreasing.
[38:55] >> Okay. Um also like some of the tiny
[38:58] homes um I'm quite sure will be uh used
[39:01] as uh purpose will be as used as
[39:03] Airbnbs. Yes or no?
[39:07] >> No. So they should be primary dwelling
[39:09] units.
[39:10] >> Okay.
[39:14] >> Primary dwelling units.
[39:21] >> Yes.
[39:26] >> Um so the only thing we focus on like
[39:28] the barn dominions as well. and you
[39:30] explain a little bit about their
[39:33] locations and where we're looking at
[39:35] putting one dominion.
[39:37] >> Well, I think as you dive through that,
[39:40] you'll see that so many of those things
[39:42] still require specific use permits in
[39:45] some areas to where the planning and
[39:47] zoning commission still has a say, which
[39:50] would that translates into the council
[39:52] still has a say.
[39:54] >> And so, not everything is just cart
[39:56] blanch that you can do that. There's
[39:59] still guidelines built in this document.
[40:02] So, planning and zoning exist and does
[40:04] their purpose, which ultimately relies
[40:06] on council, too.
[40:22] I will just clarify that this is a
[40:24] public hearing for people to speak for
[40:26] or against it. We will Next item
[40:30] read a little bit more of a detailed
[40:32] list of exact
[40:36] question.
[40:50] >> Okay. If there are not any more
[40:51] questions at this time, we'll close the
[40:54] public hearing.
[40:58] Public hearing is officially closed.
[41:00] That brings us to item number six.
[41:02] Consider and approve an audience
[41:03] containing
[41:05] a widecale text amendment to appendix A
[41:08] zoning of the Crockett code with a focus
[41:11] on adding and clarifying regulations
[41:13] relating to the use of land buildings
[41:15] and structures and incorporation
[41:17] incorporating editorial formatting and
[41:21] confirming changes throughout all
[41:23] amended section. Amend section 101
[41:27] through 104 of article one title purpose
[41:30] application and definitions to include
[41:33] addition and revision of numerous
[41:35] definitions of men section 201.01
[41:40] through 201.09 09 of article 2
[41:44] establishment of district and regulation
[41:46] and zoning map to add MH-1 manufacturer
[41:51] home subdivision district MH-2
[41:54] manufacturing home park and RV park
[41:58] campground district to the established
[42:00] districts to add regulations relating to
[42:03] outdoor commercial displays in the C-2
[42:06] district to pro prohibit routine outdoor
[42:10] merchandise display or storage in the
[42:14] C-3
[42:15] district to require specific use permit
[42:19] and assessment from the city's fire
[42:21] chief or designate when a new land use
[42:24] in the one district abuts a residential
[42:29] district and adds section 201.10
[42:33] to contain the amended land use charts.
[42:37] Amends section 301, 303, 305, and 306,
[42:44] articles 3, additional district
[42:46] provisions to
[42:51] not read.
[42:53] Let me get this to add new regulation
[42:56] relating to to design standards for
[42:59] detached uh single family and two family
[43:02] dwellings. to add screening requirements
[43:04] for manufacturer home parks and
[43:07] recreational vehicle parks. and to add
[43:10] regulation relating to temporary uses of
[43:12] building equipment and recreational
[43:15] vehicles in incidental to construction
[43:18] and or extensive cleanup work at section
[43:22] 311 accessory buildings. Section 312
[43:26] accessory dwelling units. Section 313
[43:31] of barn dominiums. Section 314
[43:34] manufacturer homes outside of the MH1
[43:38] and the MH2 district. Section 315 mixed
[43:42] use properties in section 316 tiny homes
[43:46] with each addit section containing
[43:48] related regulations.
[43:51] A amend section 401, article 4, parking
[43:55] and off streetet loading requirements to
[43:58] add regulations relating to reserve
[44:01] spaces in city-owned parking lots in the
[44:04] C3 district and to prohibit recreational
[44:08] vehicle parking on any street in a front
[44:12] yard other than an oversight driveway or
[44:15] parking area not being used to meet the
[44:18] minimum parking standards.
[44:21] containing servability calls, containing
[44:24] repealing calls, and providing an
[44:26] effective date.
[44:32] >> I would like to know what all that
[44:34] meant.
[44:35] >> He's fixing to explain it to you.
[44:37] [laughter]
[44:38] >> So, we broke down each and every
[44:41] amendment
[44:42] >> as it addressed our planning and zoning
[44:45] requirements instead of highlighting it
[44:47] and glossing over it. That right there
[44:50] specifies all the changes that are going
[44:52] into our planning and zoning.
[44:55] We've had several of them that have been
[44:57] lingering from our mixed use of our
[44:59] downtown part uh uh square. Um as
[45:02] buildings are as you see more and more
[45:03] buildings are getting renovated and
[45:06] being used. Um it there was a lot of
[45:09] mixeduse issues that were not addressed,
[45:12] parking issues that were not addressed
[45:14] um that this zone addresses. However, we
[45:18] had the overing lingering um accessory
[45:21] dwelling units, tiny homes and
[45:22] barnaminiums that we put on a moratorum
[45:26] because we had no definitions for them.
[45:29] >> So, people were coming in um and saying,
[45:33] "Hey, I've got three open lots. They buy
[45:36] three storage buildings and rent them
[45:37] out or live in one." There was a lot of
[45:40] things going on and we No, you can't.
[45:43] Well, but we don't have a we don't even
[45:45] have a ordinance that addresses it. We
[45:47] don't even have a definition. What is a
[45:49] tiny home?
[45:51] >> Like like most cities as more and more
[45:54] people are finding more creative ways,
[45:58] accessory dwelling units, adding
[46:00] mother-in-law suites. Up until now, we
[46:02] didn't allow it, but now it's happening
[46:05] a lot and in some cases is very
[46:08] legitimate
[46:09] addition and it doesn't devalue
[46:11] properties. it provides more living
[46:14] space and the the state says you shall
[46:17] allow it. So all of this came into play
[46:20] when the state started saying you can't
[46:23] restrict people from doing certain
[46:25] things. Um and the other one was mobile
[46:28] homes. Um the state now requires every
[46:31] city to have at least one district where
[46:34] mobile homes are allowed by right.
[46:37] So once this is adopted, as Miss [name]
[46:39] was questioning the map about a map and
[46:41] the different zones,
[46:44] we will have once this ordinance is in
[46:47] place and the zone zoning ordinance is
[46:48] in place, uh, one of the recommendations
[46:51] from the PNZ board and is finding an
[46:54] area that already has nothing but mobile
[46:58] homes and designating that because even
[47:00] that one requires them to go through a
[47:02] PN a PNZ specific use permit when
[47:05] they're in a mobile own entire
[47:08] neighborhood and that's a um quail trail
[47:11] off of 2022. Um and so finding areas
[47:16] designating those but then those will
[47:18] have to go through zone change
[47:19] requirements. So it's not the city
[47:21] doesn't go out and just kind of
[47:22] highlight it on a map and say this is
[47:23] going to be mobile home one district.
[47:26] We'll have to go through a zone change
[47:28] process where notices are sent out,
[47:30] public hearings on P&Z and council are
[47:32] held and then we're going to say this is
[47:34] going to be to bring us into compliance
[47:36] with state. You know, this is our new
[47:38] mobile home district. Um anyway, a lot
[47:42] of a lot of state regulations led to
[47:45] this as well as other things that are
[47:47] happening pretty quickly in town and uh
[47:50] this addresses a lot of them to where
[47:52] we're not peacemilling a lot of our zone
[47:53] changes.
[47:56] I can address any of these and uh we've
[47:58] we've handed out the basically uh
[48:01] several weeks ago we handed out a red
[48:02] line that says everything that's going
[48:04] to be struck out of our ordinance, our
[48:07] current ordinance. And then in that red
[48:10] line, we added what will be added. So
[48:13] that gave everybody more of a detailed u
[48:16] review. This is a 533 page ordinance.
[48:21] Um, just looking through here, the only
[48:23] other one I didn't address is the other
[48:25] thing that we were we had nothing really
[48:28] addressing and it was happening was RV
[48:31] usages for if your home burned down, you
[48:35] have a major construction project, you
[48:37] had a flood, something that triggered
[48:40] that you pull, if you pull and have an
[48:43] active construction permit to rebuild
[48:45] your home and you have an RV to live in
[48:47] to where you're not staying at a hotel,
[48:49] you're staying there on sight tools
[48:50] aren't getting stolen at night and stuff
[48:52] like that, you can now have an RV if you
[48:54] have an active construction pro uh
[48:56] permit and while construction is going
[48:59] on. Um, but other than that, you we now
[49:02] have ordinances that restrict parking
[49:04] because we've had a lot of complaints
[49:05] over the last few years of people
[49:07] parking RVs in their front in the front
[49:09] of their or even out in the street and
[49:12] letting them sit there for months. So,
[49:14] and we didn't have a way to address
[49:16] that. Now, we do. This ordinance
[49:18] addresses it.
[49:19] But it's common sense to allow people to
[49:21] live in them if there is a a certain
[49:23] situation.
[49:25] >> Okay. So technically we now have the
[49:28] rules that can tell you can or cannot.
[49:31] But we also have an appeal process
[49:34] where you can actually go through the
[49:35] planning and zone and they'll tell you
[49:38] specifically
[49:39] >> what it is and what it can be. So right
[49:41] now we have actually a systematic
[49:44] process for addressing it.
[49:48] And I have Miss Reena here who's done
[49:50] extensive work over the last couple
[49:52] years. She's
[49:53] >> she sees words at night while she sleeps
[49:56] from review and other cities and state
[49:59] stat sheets and everything. Um our code
[50:01] enforcement officers here as well if
[50:02] there's any questions. Um we've had
[50:04] planning and zoning uh public hearing uh
[50:07] with no one speaking against any of the
[50:10] proposals. Um as well as tonight as you
[50:13] hear no one. and we've sent out notices.
[50:15] Um, and espec especially anything that
[50:18] we felt like might be, hey, this person
[50:21] might need to know, uh, we've reached
[50:23] out to them. Especially like businesses
[50:24] downtown where you don't we don't want
[50:27] them storing stuff out on the sidewalk
[50:29] overnight.
[50:31] >> Um, so we haven't really received we've
[50:34] gotten a lot of good support.
[50:38] >> [name], are there um changes or
[50:40] fluctuations in pricing for the permits?
[50:43] >> No.
[50:44] No. Okay.
[50:46] >> No permit.
[50:47] >> Okay.
[50:48] >> Changes.
[50:51] >> I think it's
[50:53] >> I was going [clears throat] to ask on
[50:54] the U like on the tiny homes. Uh so on
[50:58] the tiny home, so about permits. So far
[51:01] as construction, would they need a like
[51:04] a new bill construction permit?
[51:06] >> Just like a regular home.
[51:08] >> Yes, ma'am. Um homes are homes um the
[51:11] permit process and everything are based
[51:13] on the square footage. So a tiny home
[51:14] would be smaller permit price even but
[51:18] it addresses what it is a tiny home
[51:21] needs to be. Um it needs to meet code.
[51:23] It can't be a fire hazard. The wiring
[51:25] needs to be done correctly not for like
[51:27] a storage building.
[51:28] >> Okay,
[51:29] >> but it also makes it affordable for
[51:31] somebody that
[51:32] >> but they have to go through a P&Z
[51:33] process specific use. The neighbors need
[51:36] to know that this is happening
[51:38] >> and can speak for or against.
[51:41] >> It still doesn't just happen by itself.
[51:43] >> Yeah.
[51:45] >> Well, I like I said, what I like is that
[51:47] everybody's going to get equal
[51:48] treatment.
[51:50] >> You won't have to guess.
[51:52] If this is a tiny home here, is a tiny
[51:55] home there. It might be where you
[51:57] situated where your neighbors might have
[51:59] conflict, but it will be a standard
[52:01] procedure of what acceptable
[52:04] because I think everybody's getting a
[52:06] little confused. You get a little little
[52:08] bitty cample thing and call it a tiny
[52:12] home. Looks tiny.
[52:13] >> It's tiny.
[52:14] >> It's own, [laughter]
[52:16] but I don't think it meets the specs.
[52:17] But I think in it in the long run, it
[52:19] will add a a measure of safety, too.
[52:22] >> Yes, ma'am. because fire hazards are
[52:24] always a consideration when you're in
[52:26] close proximity.
[52:29] >> Well, I tell you that's a lot of work.
[52:30] We appreciate the work that is done to
[52:33] know that it's legal and to know that
[52:35] we're moving on in an organized fashion.
[52:39] Thank you so much.
[52:40] >> So, would any So, would anything like a
[52:42] square footage limitation come into that
[52:45] or
[52:47] >> what constitutes?
[52:48] >> Yes, sir. There's defin in the
[52:49] definitions of a tiny home there's
[52:51] square footage
[52:52] Um there's um a pertinances or u what is
[52:57] it called?
[53:01] >> On the tiny homes um that has to have at
[53:04] least five identifiable apartments. You
[53:07] have to have at least a couple windows,
[53:08] a gable.
[53:09] >> Yeah.
[53:10] >> It can't be just, you know,
[53:12] >> a box,
[53:13] >> right? A cargo.
[53:16] >> Yeah.
[53:16] >> Yeah. We're making preparation for all
[53:19] five of those children. And it doesn't
[53:20] it can't go in just any pre in any
[53:24] >> uh
[53:25] in any district in any zone.
[53:28] >> Okay.
[53:28] >> There's also restriction. You it's not
[53:30] allowed in our in all of our R2
[53:33] >> subdivisions. I actually went through
[53:35] and and and I found the the map the
[53:38] colored map
[53:39] >> and tried on our website. Yeah.
[53:41] >> Yeah. Tried to put everything together
[53:43] according to what y'all had here, but I
[53:45] couldn't. After this is done, I'm
[53:48] recommending I've actually spoke with
[53:49] the city manager. We we want to get some
[53:51] pricing, speak with some engineers that
[53:53] can do and update that that zoning map
[53:55] is 2006.
[53:56] >> So, we want to update it with this in
[53:59] mind also.
[54:00] >> Okay.
[54:00] >> Because we have a lot of people that are
[54:01] living everywhere right now. So, this it
[54:04] is going to alter
[54:05] >> where some people are living and how
[54:07] they're living.
[54:08] >> Um, mayor and council, I move that we
[54:11] make a motion to approve agenda item
[54:13] number six.
[54:16] Second.
[54:18] >> Okay, it's been moved and second. All in
[54:21] favor?
[54:22] Motion car.
[54:26] Okay, that brings us to item number
[54:29] seven.
[54:32] Consider and approve a resolution
[54:33] calling for the regular election of
[54:35] council members in precincts 3, four,
[54:38] and five in and for the city of
[54:41] Crockett, Texas.
[54:43] Mayor and council. This is basically the
[54:45] resolution calling for the election
[54:49] um and
[54:52] to be May 2nd, 2026 from 7:00 a.m. to
[54:56] 700 p.m. for elections city council
[54:59] precincts 3, 4, and 5.
[55:05] >> I make a motion we approve.
[55:07] >> I see.
[55:08] >> Has been moved and second. All in favor?
[55:11] Motion carries.
[55:13] That brings us to
[55:17] item number eight. Consider and approve
[55:19] election service contract with Houston
[55:22] County.
[55:24] >> I know we've spoken of this in the past.
[55:27] >> Yes, ma'am.
[55:28] >> For cost purposes.
[55:29] >> Mayor and council. This is basically the
[55:32] joint election agreement using the
[55:34] county to provide our election services
[55:36] for the election we just approved in the
[55:39] resolution. You can see the contract.
[55:42] It's in your packet. And if you go to
[55:46] appendix F,
[55:48] you will see the the cost to the city
[55:53] there at the bottom.
[55:56] And it'll be the normal polling places
[55:59] with early voting at the senior citizens
[56:01] building as is normal.
[56:04] >> Whoops.
[56:05] >> And it hasn't varied from my last
[56:07] election.
[56:07] >> No, sir.
[56:08] >> Okay.
[56:09] >> Well, I was I was going to ask you
[56:10] actually actually see that uh the
[56:13] polling location has changed um that it
[56:18] was the previous polling location for
[56:19] precinct 3 was held at the Crockett High
[56:23] School. So I was just asking how did
[56:28] >> that that's probably
[56:30] >> that's probably a change between the
[56:32] school and the county election
[56:35] there because that is a countywide
[56:37] election.
[56:39] because
[56:41] >> Ah, the high school doesn't have
[56:42] internet.
[56:43] >> All right. Thank you.
[56:45] >> That makes a difference.
[56:48] >> Okay.
[56:50] Any other questions,
[56:52] >> concerns?
[56:55] >> Motion that we uh move to consider, I
[56:58] mean move to approve election services
[57:00] contracted with Houston County.
[57:03] >> I see.
[57:04] >> Okay, it's been moved and second. All in
[57:06] favor?
[57:07] Motion carries.
[57:10] Uh
[57:13] item number nine,
[57:16] consider and approve a resolution of the
[57:18] city council of the city of Crockett,
[57:21] Texas, authorizing the submission of a
[57:23] community development block grant
[57:25] disaster recovery application to the
[57:28] Texas general land office and
[57:30] authorizing the mayor and the city
[57:32] manager to act as the city's executive
[57:35] officers and authorize representatives
[57:38] in all matters pertaining to the city's
[57:40] participation in the community
[57:42] development block grant disaster
[57:45] recovery program.
[57:47] >> Mayor and council, this is just the
[57:50] general resolution you'll see in your
[57:52] packet. And this is the absolute initial
[57:55] phase of this process for one, we need
[57:59] your approval to even apply. And so, and
[58:02] what the purpose of it is, it's for up
[58:05] to $5 million. And the project in mind
[58:09] is rehabbing and fixing Town Creek and
[58:13] the drainage through there. That's what
[58:15] the if we are funded that's what it will
[58:17] work on. And so this is just the initial
[58:22] resolution that we'll even apply after
[58:24] this.
[58:25] >> Okay.
[58:25] >> So that location which what part of the
[58:28] location? So depending on how much we
[58:30] can afford, it may be any or all
[58:34] depending on what after you get
[58:36] engineering and bids and whatever else.
[58:38] So yeah,
[58:40] >> where does where does town creek
[58:41] actually start again?
[58:43] >> Oh my. You have a map
[58:45] >> starts at the railroad
[58:47] at the railroad museum. Yes,
[58:51] >> that's the first
[58:55] part of it and it goes down
[58:59] along Kevin
[59:01] railroad track. It goes behind
[59:04] it and goes all the way over west
[59:05] Houston
[59:09] and then Spring Creek comes in ties
[59:12] big.
[59:15] >> So what creek is that right there at MK
[59:18] crossing that? What is that?
[59:21] >> That's that's not a designated creek,
[59:23] but it's part of it's a tributary to
[59:26] town, I believe, but it's not a
[59:28] designated creek. It's kind of a a
[59:31] drainage system.
[59:39] >> So, it does not tie it ties into Town
[59:41] Creek.
[59:43] >> Town branch. So, so that's a different
[59:47] town creek and town branches.
[59:51] >> I said creek, but meaning
[59:54] >> Okay.
[59:55] >> Yeah.
[59:55] >> But with that being a tributary though,
[59:57] if if if if we did work on town branch,
[1:00:01] that would also alleviate some flooding
[1:00:04] there as well.
[1:00:05] >> Absolutely.
[1:00:07] >> So, uh so basically right there in the
[1:00:10] area where this uh where one of the
[1:00:13] residents house is getting flooded.
[1:00:15] We're going to be able to take care of
[1:00:16] that.
[1:00:17] >> It could it could address that very
