[3:08] we do like the two we have all these
[3:11] numbers sometime we forget who we belong
[3:13] to but it will be done by councilwoman
[3:16] uh [name] [name] and the information as
[3:18] she said is out there okay was any

[3:40] you do that just Oh, I pass it down.
[3:42] Okay. I get to open it. So, nobody else
[3:45] is opening.
[3:58] Okay. Read it. They just look at
[4:00] everything. Huh? You can read the
[4:01] summary then pass it down to them. Each
[4:03] one needs to re review it. Oh,
[4:06] okay. What we do? Oh,
[4:11] I just hit one page said it since it's
[4:13] never been open officially.
[4:32] Okay, it's page
[4:51] two.
[5:04] Excuse me.
[5:07] Okay. I wrote on your hand. Oh, that's
[5:08] all
[5:09] right. It won't change. I remember who I
[5:13] am.
[5:29] And this is public domain after this,
[5:31] right? Yeah. I said if you you'll be
[5:35] able to see it again. You can request it
[5:38] once it's Yes, ma'am.
[5:55] Yeah, that'll be good. Okay, then you
[5:58] come back this way. Okay.
[6:14] It
[6:26] might back to Mr.
[6:30] [name]. And there's I'm sorry. Oh, there's
[6:33] one more.
[6:48] I can't hear out of these.
[6:56] Oh, I don't know. On the
[6:58] canvas is the presiding officer. Do you
[7:02] do we list who's on the C? The question
[7:04] was is for the
[7:07] canvasing who is it done? Do we have a
[7:09] list of it? Is that list of names? Who
[7:12] were who were the actual council members
[7:14] that attended that were participating?
[7:17] It'll be in the minutes of the
[7:19] canvasing. It'll be in Oh,
[7:21] she they would have Okay. Okay.
[7:51] Everybody going to get a sticker today.
[7:53] Y'all look so
[7:56] good. Have to look to see that quietness
[7:59] in here.
[8:26] Okay.
[8:27] Now at this time for a motion. We have a
[8:31] motion.
[8:37] I'll make a motion accept.
[8:40] Came a second. Okay. Has been moved and
[8:44] second. All in
[8:46] favor? Motion carries. Okay. It brings
[8:50] us to item number two, administer of
[8:53] oath of office to council members. At
[8:56] this
[8:57] time, we have two. I can go. I can
[9:00] administer the oath and if you want to
[9:02] present certificate.
[9:04] Okay. All right. I want to take a
[9:06] picture even though I don't have on my
[9:08] best suit like [name].
[9:12] Does I address me today?
[9:16] What do you mean? At least she can be
[9:19] seen.
[9:25] All right. Council member, precinct one,
[9:26] would you like to step over here? We can
[9:29] administer the office.
[9:32] Oh, excuse me. I think I got to go this
[9:34] way.
[9:49] Sure.
[9:52] All
[9:53] right. So, we'll go ahead and administer
[9:55] the oath of office. You can raise your
[9:57] right hand and repeat after me.

[10:34] of this So he'll be
[10:40] [Applause]
[11:00] showing in the name and by the authority
[11:02] of city of Texas. This is certified. It
[11:05] is a general election held on May 3rd,
[11:08] 2025. [name] was duly elected council
[11:12] member precinct number one.
[11:16] [Applause]
[11:31] All
[11:32] right.
[11:35] Sir, go ahead and stand up here and

[12:13] state and of this state. So there'll
[12:23] [Applause]
[12:36] be no surprise.
[12:47] in the name by the city of Texas. This
[12:49] is certified as a a general election on
[12:53] May
[12:54] 30, 2025. [name] [name] was elected
[12:59] council member for St.
[13:08] [Applause]
[13:29] seat. I don't know whether Wayne can see
[13:32] in there. So, you have a
[13:41] choice. You see, right? You're not in
[13:44] trouble.
[13:48] Congratulations. So nice.
[13:55] Okay, that brings us to and once again
[13:58] congratulation to everybody. You know,
[14:00] when you're in a small town, you don't
[14:03] you often see how people that you've
[14:06] sold into their lives, the investment
[14:08] that you've had with them, and you see
[14:10] it grow. And we are so proud of Chris
[14:13] and and Pastor [name]. He just kind of laid
[14:17] around here a long time. he came from
[14:19] down the street, so we always thought he
[14:21] belonged here. Anyway, so we're so
[14:23] grateful for all that you've done and
[14:25] we're looking forward to a great council
[14:27] and thank you family for being here.
[14:29] Thank you.
[14:32] Okay, and that brings us to item number
[14:34] three. Consider and approve a resolution
[14:36] calling for the runoff election of mayor
[14:38] in and for the city of Crockett,
[14:41] Texas. Council,
[14:46] I'll make a motion to approve the
[14:47] resolution. A second. Okay, it's been
[14:51] moved and second. All in
[14:53] favor? Motion
[14:55] carries. And it is now officially a
[14:58] resolution.
[15:00] And to clarify, uh, mayor and the
[15:02] public, this, uh, resolution is calling
[15:04] for the runoff election, uh, for
[15:06] Saturday, June the 7th, uh, with polls
[15:09] open on June the 7th from 7:00 a.m. to
[15:11] 7:00 p.m. Uh, there will be an uh, early
[15:14] voting um, period, and that will include
[15:16] a Saturday 9:00 a.m. to 6:00 p.m. And,
[15:20] uh, this will consolidate all city
[15:22] precincts into one polling uh, location
[15:25] at the senior citizen center. So, anyone
[15:28] to vote for the mayor uh runoff uh
[15:31] election, early voting, and election day
[15:34] will all be at the senior citizen
[15:36] center. Yeah, I think that's a great
[15:38] idea that they started. So, nobody's
[15:40] going to get lost. It was a lot of
[15:41] places that we traveled to that we
[15:43] hadn't traveled before. Now, we know
[15:46] where the senior citizen is. So, looking
[15:48] forward to a great turnout.
[15:51] At this time, uh, it brings us to item
[15:54] number four, consider an approved
[15:55] surplus list. Mayor and council, sorry
[15:58] for throwing this on a special council
[16:00] meeting, but we are working at we we
[16:03] have had several items that needed to be
[16:04] declared surplus. However, we're under a
[16:07] timeline for the uh, proales uh, movein
[16:10] and we have uh, several rooms out there
[16:14] with lots of surplus items that need to
[16:15] be cleaned out and and um, auctioned
[16:18] off. So, we have the surplus list um
[16:22] that includes that and we also added
[16:24] some of the our other city items. So, we
[16:26] have a lots of uh filing cabinets, 49 of
[16:30] those to be exact. We have welding
[16:32] booths, the vented welding booths.
[16:34] There's six of them
[16:38] um times two. They're dual units, so
[16:42] there's 12 total booths. There's 10
[16:44] welding
[16:45] machines, eight wire feeders, a
[16:48] compressed air dryer, a natural gas
[16:50] generator, electrical transfer switch,
[16:52] and 42 office cubicles. Uh to clarify,
[16:55] the welding machines, those at one
[16:58] point, a couple years ago,
[17:00] uh the EDC board had approved to donate
[17:02] those to the school district. The school
[17:05] district, I've reached out to them since
[17:07] then. They said they'll look into it.
[17:09] They have welding machines. they
[17:12] probably won't need it. They're open to
[17:14] it. They'll let us know. These items are
[17:17] approved to donate to them. Um if they
[17:21] don't receive them or don't need them,
[17:22] then we'll surplus them, you know, by
[17:25] via auction. Um if y'all are okay, I
[17:28] would also like to maybe extend it to
[17:29] the other school districts in our uh
[17:32] county if y'all are okay with that. And
[17:34] if we do get um a need for welding
[17:37] machines for their a departments, I'll
[17:39] bring back a a
[17:42] uh interlocal agreement between
[17:45] ourselves and said school district
[17:48] that's interested in them. Is that if
[17:49] that's acceptable?
[17:52] Um that and the welding booth of course.
[17:55] Um we do have a couple people that have
[17:59] asked about the generator. One of them
[18:01] being the school district, our school
[18:03] district. They're verifying to see if
[18:05] they if they have the ability to use it
[18:08] at one of their buildings they're
[18:09] needing a generator on, but primarily
[18:11] just have to verify if the
[18:14] specifications of the generator match
[18:16] their need. Um, and then the county the
[18:19] county has also said they may be able to
[18:22] benefit from it at the Armory uh
[18:24] emergency operations center. They don't
[18:26] have a generator there at the old
[18:29] armory. Um vehicles. We have the list of
[18:32] city fleet vehicles. Um these are older
[18:35] uh vehicles that we no longer have a a
[18:38] use
[18:39] for.
[18:40] Um one of them that I would like to also
[18:44] ask the count any county departments we
[18:46] actually purchased that number item
[18:48] number seven a 2005 Mac truck. If you
[18:51] look on the
[18:53] um if you look on the picture list there
[18:55] it is actually a 2005 not a 2003.
[18:59] Um the 2005 Mac truck, we purchased it
[19:01] for precinct 4, county precinct 4, and
[19:05] um it doesn't we used to have more CDL
[19:08] drivers. Uh we currently have limited
[19:10] CDL drivers and we're wanting a smaller
[19:13] truck that doesn't require CDL and uh
[19:15] that truck sits there for the majority
[19:17] of the time. So if we could definitely
[19:19] benefit
[19:20] for it, it's got some value to it. So,
[19:23] if we sell it and have some money to
[19:25] purchase a smaller dump truck for easier
[19:28] city
[19:30] use. Um, and then mechanic shop, just a
[19:34] some rolling stock, uh, some older
[19:39] mowers, a livestock trailer that we
[19:41] don't use, an old
[19:44] forklift, and some fenders. We have an
[19:47] old
[19:48] printer. We used to use that. The city
[19:51] uses dotmetric uh matrix printer green
[19:54] bar paper that we used up until what a
[19:57] couple years ago. And so now our new
[19:59] software doesn't use those type of
[20:01] printers. And we have an electric stove
[20:04] at the civic center. And that stove it
[20:07] doesn't we don't the civic center is not
[20:09] set up for a kitchen. It doesn't have a
[20:10] hood system or fire suppression system.
[20:13] So we need to just unhook it and take it
[20:16] out of the civic center. let that be
[20:17] used more for catering departments and
[20:19] stuff instead of going in there and
[20:20] cooking. If not, we're going to have to
[20:22] invest significant money into a
[20:25] suppression system and hood
[20:27] system. And that's all I have. Are the
[20:29] questions on that? Uh you had asked if I
[20:32] had any questions. So far as like
[20:34] determining the the disposition of uh as
[20:38] the assets these assets who and how do
[20:41] we do we have a process by Yes, ma'am.
[20:43] So, the city has um a government auction
[20:47] um an online auction where they come in
[20:50] and
[20:52] um uh take pictures, they get all the
[20:56] information, upload it to a u to a
[20:58] website and so selling it by auction. Um
[21:02] the alternative to um auctions would be
[21:05] seal bids, which we t we receive a lot
[21:09] less um traffic on seal bids. It's just
[21:12] uh published here locally in the
[21:13] newspaper and we may get one or two seal
[21:16] bids, maybe none. Um so this right here
[21:19] goes uh nationwide um for people
[21:22] purchasing equipment and vehicles and we
[21:24] get the best uh bang for buck. So uh how
[21:29] so how do we determine that these items
[21:31] are I mean determine the disposition of
[21:34] them? In other words, the reason why
[21:37] we're disposing of them and
[21:40] um uh just by staff recommendation,
[21:43] these vehicles are
[21:46] old, not running, require lots of work,
[21:50] different for or for reasons like I
[21:52] mentioned, we have no phys we have no
[21:54] use for them and they're sitting there.
[21:56] So that's the determination is myself
[21:59] and our staff and that's why we bring it
[22:01] to council to
[22:03] u let you guys make that determination.
[22:06] Okay. Y'all would determine that. Um,
[22:08] also I do have a question like with with
[22:11] those items that you have forwarded um
[22:13] that you have that you want to to make a
[22:16] disposition on um can we get a value and
[22:20] a
[22:21] depreciation value of what we paid for?
[22:23] If they are assets entered um to where
[22:26] we have a current depreciation on them
[22:29] then I would already have that
[22:30] information. Um, these items I do not
[22:33] the all the surplus equipment at the EDC
[22:38] um that that used to be owned by the EDC
[22:41] I have no depreciation. Those were not
[22:43] depreciated assets. They they were not
[22:45] entered into an asset
[22:48] depreciation. The items that we have all
[22:51] of those are depreciated out. Um they're
[22:54] fully depreciated. So actually so that's
[22:56] so you have a depreciation value. You
[22:59] have a value on that. So we have an
[23:01] estimated value where we'll start the
[23:03] auction. No ma'am. No ma'am. No ma'am.
[23:05] It's market value auction. Um it's kind
[23:08] of like uh it like eBay um or where
[23:13] where people will get on and you let the
[23:15] market determine the value. Um yeah.
[23:21] Um to sell them else to sell them
[23:25] outside of a res you're probably talking
[23:27] about like a reserve price. Yes. To
[23:30] where if it doesn't sell for a certain
[23:32] item or a certain price, then it doesn't
[23:35] sell. Um the only way to get
[23:39] the the only way to do that would be um
[23:42] to seal to do it via seal bid with a
[23:46] reserve, which would likely result
[23:49] in no or low participation because it's
[23:52] just you're just accessing your local
[23:55] market. Um this here uh the company that
[23:59] we use would be um they have right at
[24:02] 500,000 Purple Wave they have right at
[24:04] 500,000 registered uh biders that
[24:07] purchase government and uh they United A
[24:12] or United uh rentals Red Hat Rentals a
[24:16] lot of those that's how they sell their
[24:18] their items. So you get
[24:22] back. It's a no reserve auction. So that
[24:25] they they don't want to spend the time
[24:26] coming to
[24:28] Crockett. Um I think the local office is
[24:30] out of Dallas. They don't want to spend
[24:32] the time coming to Crockett, taking
[24:33] pictures, uploading them, and then we
[24:35] set an unreasonable um reserve. So they
[24:39] it's a no reserve and they get
[24:41] they they get action on it that way to
[24:45] make sure that they get um people
[24:47] purchasing these
[24:49] equipment. Well the main point of
[24:52] auction they're no good. They're sitting
[24:54] there and they're continuously
[24:55] depreciating if it's something that we
[24:57] can't use but we can get something out
[24:59] of it. I think the avenue is to give it
[25:02] the the broadest base and you'll
[25:04] probably get the most opportunity to get
[25:06] the most out of what it is. the two
[25:08] items that I am uh or I guess three
[25:12] different items that
[25:14] I I don't want to run the risk if there
[25:16] are local biders, people that are
[25:18] interested that I don't want to. So I
[25:20] would bring that back in a separate
[25:21] motion to council at a later date is if
[25:24] I do get interest from school districts
[25:26] or the county on the dump truck and or
[25:28] the uh the generator, the generator for
[25:31] sure. Uh welders and the stove. The
[25:35] stove. Uh the co-op has also reached out
[25:37] and said that they're interested in the
[25:38] stove. So I would bring those back as
[25:41] separate items, things that I feel a
[25:44] little concerned that if I do have a
[25:46] good local bidder and I'll bring those
[25:49] back. I noticed you mentioned about uh
[25:51] we don't have any local CDL drivers,
[25:54] will we consider as a city to um put
[25:58] training out there so that way we can
[26:00] have um employees that are Yes, we do.
[26:04] We can't really discuss that on this
[26:05] item, but we do have a um Yes, ma'am. We
[26:09] You mentioned it. So, yeah. Reason for
[26:12] selling it. Yeah. Are we ready for a
[26:14] motion? Yes.
[26:17] I'll make a motion that we approve the
[26:19] surplus list. I second the motion. Okay.
[26:22] It's been moved and second. All in
[26:24] favor? Motion carries. Okay. That brings
[26:28] us to um approval of minutes from the
[26:31] regular session April 2125.
[26:35] I approve the minutes
[26:36] um from the regular session April 21,
[26:39] 2025.
[26:41] Second. Okay, it's been moved and
[26:43] second. All in favor? Motion
[26:47] carries.
[26:49] What? This bring us to our adjournment.
[26:53] But before we join, we just like to
[26:54] thank you all for taking out today and
[26:56] we're just take advantage of the new
[26:58] council people. You know who they are.
[27:01] They have a little tag said one, two,
[27:03] three or four and you know where they
[27:06] live. And it would make a big it makes
[27:08] such a big difference when you go
[27:10] directly to your council person as
[27:12] opposed to telling our other council
[27:15] that that aren't directly in your your
[27:17] area or else go to the mayor. I can
[27:20] refer them to your council, but y'all do
[27:22] know that they're actually the one the
[27:25] first line of defense and that's what we
[27:27] want to see a lot more in the city that
[27:29] you tell the council and they're
[27:31] presented uh to the whole looking
[27:34] forward to the um meeting
[27:38] and mayor we didn't mention it during
[27:40] recognition of visitors but I did want
[27:42] to mention that we have Mr. West Wall
[27:44] from Canada building the ANA Texas
[27:48] Capital
[27:49] U new business in town. So, we want to
[27:51] appreciate him for coming and let him
[27:53] introduce. Well, in case you haven't had
[27:54] an opportunity, he's such a modest
[27:56] person, but he's one of the big big bill
[27:58] and
[27:59] I on the loop, the giant one. We thought
[28:01] the first one was large and he's going
[28:04] to be bringing in and and you need to
[28:05] talk that that what he does is so
[28:08] fascinating with the post and
[28:10] everything. You you wouldn't believe it.
[28:12] But you see the pictures in California
[28:14] where the post that didn't the buildings
[28:17] and everything burned but the post
[28:19] remain. He's um responsible for that.
[28:22] That's a patent that he owns and we're
[28:24] so grateful to have him in our community
[28:26] looking for bigger and better
[28:28] things. And with that being said, thank
[28:31] you council and get a motion for this.
[28:35] How?
