[0:01] No, they did. They they did one one
[0:04] year, but this is a contract renewal. So
[0:08] So they're not going to But the next
[0:10] year they
[0:11] will like they did that one time. Let's
[0:14] ask them.
[0:18] Yeah, let's ask
[0:20] him. It's
[0:23] [Music]
[0:25] 6:00. Yes, sir.
[0:30] Oh, good evening everyone. It's 6:00. It
[0:34] is time for the city council to begin.
[0:37] At this time, we will stand and have a
[0:41] pledge. A prayer and a pledge.
[0:45] Yes, please.
[0:47] Let us pray. Heavenly Father, we come to
[0:49] you this afternoon. We thank you for
[0:51] this day. Thank you for the opportunity
[0:53] to gather here this afternoon. Lord, we
[0:56] thank you for uh all of your blessings
[0:59] in our lives, Lord. And and Lord, just
[1:01] being able to serve you in this way as a
[1:03] blessing. We just ask you to tonight
[1:06] just give us wisdom concerning all
[1:08] things. Bless all of the of our citizens
[1:10] who are here tonight and all of our city
[1:12] employees, Lord God, on a daily basis.
[1:15] Uh just keep them safe, Lord. and and as
[1:18] we discuss all the business at hand
[1:20] tonight, give us wisdom uh beyond our
[1:23] learning or or knowledge or experience.
[1:25] And we thank you and give you all the
[1:27] praise. In Christ Jesus name we pray.
[1:29] Amen. Amen.
[1:33] I pledge allegiance to the flag of the
[1:36] United States of America and to the
[1:38] republic for which it stands. One nation
[1:42] under God, indivisible, with liberty and
[1:45] justice for all.
[1:52] [Music]
[1:54] Once again, good evening. It's kind of
[1:56] hard to say good evening. It's so light
[1:57] outside today. Uh we're glad that you've
[2:01] chose to join us uh in this uh city
[2:03] council meeting today. Uh right now
[2:06] we've already picked up those that have
[2:09] would like to have a say. We have Warner
[2:11] has uh would like to have words and at
[2:16] this time Miss Virginia
[2:25] Lewis. This is probably the last time
[2:27] I'll come before y'all for unless
[2:29] there's something different that comes
[2:31] up, which I'm sure it will be at some
[2:33] point in
[2:34] time. But I'm here for two reasons.
[2:37] Number one, I'm tired of people in this
[2:40] community, in this city, asking me to
[2:44] explain or justify why no charges was
[2:47] brought against the director of economic
[2:49] development. I can't tell you how many
[2:51] people stopped and asked me why weren't
[2:54] charges brought against
[2:56] him.
[2:57] And the question is
[3:00] why? I think we all know
[3:04] why. But from the city council, the
[3:08] police department, the city
[3:09] administrator, the district at Turner,
[3:12] there was a concerted effort to protect
[3:15] and cover up the correction, the
[3:18] corruption. Thanks to the citizens,
[3:20] economic development has been
[3:22] closed. And a lot of them think it's
[3:25] been closed. That's the end of it. And
[3:26] it probably is. And that may be need to
[3:29] be the end of it. I don't know.
[3:32] But you know what? I was told, and this
[3:35] burns me up, folks, that it was a
[3:38] political and racial
[3:40] thing. No, it was
[3:44] theft. Let's be honest about it. It was
[3:48] theft. I've spent over 30 years working
[3:52] with youth that were incarcerated at
[3:54] Texas Youth
[3:55] Commission. That was for far far less
[3:58] crimes than what happened here. Y'all
[4:02] know that's the
[4:04] truth. I've drove hundred of miles to
[4:07] deliver a message to a mother that their
[4:10] child committed suicide while being
[4:12] incarcerated. Not an easy thing to
[4:15] do. Had to pay a tremendous price for
[4:19] the crimes they committed.
[4:21] this two-tier
[4:23] system. That's why the youth, they don't
[4:26] have no trust in law
[4:28] enforcement. They don't believe that
[4:30] rights rights going to be done. They
[4:34] just know that it's political and
[4:36] racist. They'll get away with it. That
[4:40] don't need to happen,
[4:41] folks. We need to be honest about what
[4:44] happened. It was
[4:47] theft. Bottom line, it was theft.
[4:51] Now, has he paid a lot? Yes. He's lost
[4:55] his
[4:56] job. He's been
[4:58] embarrassed. We've all been through all
[5:01] of this over and over and over and over
[5:03] again. Different people have been told
[5:06] different stories by different people.
[5:09] Some of them just to get you out of
[5:11] their office. And knowing when they tell
[5:13] you that, they didn't tell you the
[5:16] truth. They just wanted to get you out
[5:18] of the office. And there's been a lot of
[5:21] money invested in this. A lot of money,
[5:24] a lot of
[5:25] time. We don't need this for our city.
[5:29] And I'm going to say to you, if you're
[5:31] sitting here and some of y'all Thank
[5:33] you. Thank you.
[5:36] Okay, that was the only uh comment that
[5:38] we had turned in at the time. U and I
[5:41] think I forgot to recognize the
[5:43] visitors. I might have can't can't quite
[5:45] recall. But thank you so much for
[5:47] choosing to come here today as we
[5:50] address the business of the city. So,
[5:53] with that being said, that brings us to
[5:56] um for comments and from my council. And
[6:01] I'll mention I think as you came into
[6:05] the doorway, you saw the
[6:07] flyer and it says, "Please join us for a
[6:11] retirement reception for honoring
[6:13] the honoring the career of William Bill
[6:18] Pimeington."
[6:19] And oh, here we go. to join us to honor
[6:23] Bill's uh career of 52 years, including
[6:26] 37 as Crockett City attorney. And the
[6:30] event will be Thursday, May the 15, 2025
[6:33] from 11:00 a.m. to 100 p.m. The program
[6:37] would start at noon and it will be held
[6:39] at the Crockett Civic Center conference
[6:42] room. Refreshments will be provided.
[6:45] We're hoping that all of you that know
[6:47] Bill and have had dealings with him and
[6:49] he's been a staple in our community for
[6:52] so long and we do appreciate uh the
[6:55] great things that he's done with the
[6:56] city of Quanket. So we hope that all of
[6:59] you would pass the word, share it with a
[7:01] few friends and we're looking forward to
[7:03] seeing you there. And also we have um
[7:08] we've been have we've had our community
[7:10] roundt. We have another round table for
[7:12] precinct 5 and basically that's
[7:15] conversation with your city on a
[7:18] precinct level and that was suggested
[7:21] that we start doing a city I mean a
[7:24] citywide but we broke it down into
[7:26] precinct and therefore you get to talk
[7:29] directly to the person that's going to
[7:31] be working with your precinct your
[7:33] council person and this time it would be
[7:36] the council precinct five and that is
[7:39] that' be me and That's Mr. [name]. And it
[7:42] will be held at the Harvest Church on
[7:45] the 29th of April at 5:30. We hope that
[7:50] you if you know someone in the area that
[7:53] didn't hear the announcement, just
[7:54] remind them. And we're hoping to have a
[7:57] great great out turnout. And I will say
[8:01] that the last ones that we've had, the
[8:03] information has been really powerful and
[8:06] and I guess community specific. And I
[8:10] think that everybody got had an
[8:11] opportunity to voice their concerns and
[8:13] to hear what was actually going on. So I
[8:16] think it's so important that if you
[8:18] really want to know directly, the best
[8:20] people to hear from are on a level that
[8:23] are directly specific to your community.
[8:26] So thank you so much. We're looking
[8:27] forward to you being there. Did anybody
[8:31] else on the council want you like issue?
[8:34] Y'all just come out. Come out. Let's uh
[8:37] let's talk.
[8:39] All right. Uh with now with that being
[8:42] said, that brings us back to item number
[8:44] one, approval of the minutes from the
[8:46] regular session, March 24, 2025.
[8:52] I make a motion we approve the minutes.
[8:54] I second. Okay, it's been moved and
[8:56] second. All in favor? Motion carries.
[9:00] That brings us to our business item
[9:02] number two, discussion of solid waste
[9:05] contract renewal terms.
[9:10] Mayor and Council, we um spoke on this
[9:12] um about a month and a half ago and
[9:15] decided to move forward with
[9:18] um renewal of contract with Piny Woods
[9:22] and uh Live Oak for our solid waste. Uh
[9:25] that being said, before we renew it, um
[9:28] there were some um some some of the
[9:32] council members and even Piny Woods, we
[9:34] wanted to touch on a few of the um items
[9:36] within our contract to be sure that
[9:38] we're all on the same page moving
[9:40] forward with another 5-year
[9:42] contract. Um and we do have
[9:44] representatives from Piney Woods, but uh
[9:47] Mr. Sunny Hubard and JD Hatton. I don't
[9:51] know if
[9:55] Yeah, if you want to, we can go over
[9:58] that.
[9:59] Um, I have the entire contract. We do
[10:02] have some markups on it that we um
[10:04] initially saw, but we want to go slow
[10:06] enough that way um any items that we did
[10:09] miss can be pointed out um
[10:12] uh one of the items as mentioned by Mr.
[10:15] [name]
[10:16] um right before the meeting started that
[10:20] uh we need to touch on is contract
[10:22] renewal for this uh this year will be
[10:25] based off of last year's pricing plus
[10:28] CPI or how's that going to work be the
[10:31] same pricing that we've had. So we'll
[10:33] start we'll start with this last year's
[10:35] pricing just now the one that you and I
[10:39] talked about four or five months ago.
[10:41] Okay. Yeah. And we'll and so that
[10:43] pricing will stay moving forward with
[10:45] the first year of the contract. Okay. So
[10:48] then the second year we're not going to
[10:49] go up twice on us, right? Like we did
[10:52] that one year. Twice. No, we did one
[10:54] year. I know we did. We're not going to
[10:57] this time. I can't tell. I can't tell
[11:00] you why. I didn't do it. I can't tell
[11:02] you what happened. But no, it'll be on
[11:04] the anniversary date of the contract.
[11:07] All right. I'm I'm going bring I'm going
[11:09] to bring you in and and we're going to
[11:11] talk about this. I'll be here. If I'm
[11:13] not here, J D is here. He J D for
[11:17] everybody that has never met him, he is
[11:19] the actual S. What is What is it? Go up
[11:22] 3%. 3% or CP if it's less. So next year
[11:27] we go up six. We're not We got a problem
[11:30] six. No, we're not going to No, we did.
[11:33] I know we did, but we're not going to
[11:35] anymore. Okay. All right. Yeah. the uh
[11:37] the the rate increase for this contract
[11:41] says CPI from the US uh Bureau of Labor
[11:46] Statistics are 3% which is the less.
[11:51] So if if that's what our last contract
[11:53] said too, right? Well it's what it said
[11:56] and that's what we did that's what we
[11:58] did that last year too when you're
[11:59] talking about 6%. Yeah. So um what what
[12:04] a lot of the contracts that we went
[12:05] through only ourselves and one other
[12:08] city was um we actually have a lesser of
[12:12] most of them are built in that whatever
[12:14] the CPI is whatever the inflation is um
[12:17] so they did agree to keep the CPI or
[12:21] lesser of um of 3% 3% okay make sure
[12:26] that it doesn't go up on that so if it
[12:28] goes haywire and it's 10% 3%'s what the
[12:31] contract calls for. As long as it's not
[12:34] six cuz we skipped a year. I understand.
[12:39] Um it won't be. Okay. Now we we touched
[12:43] on that one. Yeah. Okay. All right. Um
[12:46] so we have defined terms. Um one of the
[12:49] items that is
[12:52] sometimes just for clarification the two
[12:55] items that um sometimes get confused are
[12:58] bundled items and bulky items.
[13:00] Um, bulky bulky items are large uh large
[13:05] special type items from a dish, you
[13:08] know, a washing machine or a mattress or
[13:11] a dresser versus bundle items or items
[13:14] that could do not fit inside the uh poly
[13:17] cart and or it's more than what if you
[13:21] have a a polycart service of one
[13:23] polycart and say you have Thanksgiving
[13:26] and you've had more than what can fit in
[13:29] that. So you bundle those items and up
[13:31] to either three bags or even yard waste.
[13:34] It's just your limbs have to be cut
[13:36] smaller than four
[13:38] feet, you know, roughly. So so long. So
[13:42] those are the bundle items. The bulky
[13:44] items are those large items, the the
[13:47] one things that you know uh like I said,
[13:50] the mattress and the dresser and those
[13:53] oneoff type items. Um, so we'll talk
[13:56] about both of those later in the uh con
[13:59] in the contract. Um, so this is front
[14:02] and front and back page one and two.
[14:05] Page three, let's see, page four. One
[14:09] item that has come up in discussion that
[14:11] we wanted clarification
[14:17] on is
[14:19] um on page four under small uh single
[14:23] family residential and small commercial
[14:26] units. Um in simple ter in simplest of
[14:29] terms, the single family residential are
[14:31] all of our neighborhoods, just
[14:33] neighborhood streets. The small
[14:35] commercial units are our downtown units.
[14:37] the the mixed units that have some
[14:40] residential and some commercial, but
[14:42] they're small. They're offices, law
[14:44] offices, and they share um commercial uh
[14:48] polycarts. Those are picked up that way
[14:50] we don't have trash sitting in the bin
[14:53] for an entire week. Those are picked up
[14:55] twice a week,
[14:58] right? Yes. And
[15:01] so one of the concerns is further back
[15:04] in our contract, later on in our
[15:06] contract, it says um their business
[15:08] hours and their hours of service of
[15:10] their their pickup hours will not start
[15:13] sooner than 6 a.m. Here under section 4,
[15:17] it says it will not start sooner than 7
[15:20] a.m.
[15:21] Y'all changed it to 6. So, that's one of
[15:24] the things that Piney Woods is
[15:26] requesting that it not be 4 a.m. or 5:00
[15:29] a.m., but 6:00 a.m. to be able to start
[15:32] their route in residential units and or
[15:36] the downtown commercial unit. Uh, they
[15:39] they have to get down soon enough to be
[15:41] able to pick up before parking um all
[15:44] the parallel parking and the and the
[15:47] people start moving into that downtown
[15:49] area where they you have big trucks
[15:51] parking in there. that that's on
[15:52] residential that's on the the small
[15:56] downtown the small commercial units.
[15:58] Yeah. So both of those would be um
[16:03] but the residential I don't I don't
[16:05] think 6:00 I think it needs to stay 7.
[16:08] Uh you know the only thing with
[16:10] residential I would say that when school
[16:12] traffic start I live there on the road
[16:15] it creates a it's really bump between
[16:19] the you know we have a lot of people
[16:20] that work with TDC and it's a lot of
[16:22] traffic at 6 it's really hard to
[16:25] maneuver because they don't be slowing I
[16:27] mean they don't like they they're trying
[16:28] to get to work I mean so six is not I'm
[16:32] a 5:30 walker okay but six is it start
[16:37] getting crowded it if it's if it's if
[16:39] it's like seven or something cuz you run
[16:41] into the buses, you run into the school
[16:44] traffic, it really is hard to maneuver
[16:47] around and you know, well, here's what
[16:50] we were considering whenever we mention
[16:51] this. We can stay off the streets. The
[16:54] school buses run up, but there's a lot
[16:56] of other streets that we can get to, and
[16:58] we run into a landfill problem. Although
[17:01] we dump here, we still have to take it
[17:02] to the landfill. And the landfill closes
[17:05] at 3, 3:45, depending on which one you
[17:08] use. And we're just trying to beat it to
[17:10] the landfill. U that's the main thing.
[17:14] JD, I think, could fix out the routes so
[17:16] that they would stay off of the main
[17:18] streets where the school buses stay and,
[17:20] you know, we could pick up eight or 10
[17:22] or 15 blocks that were off the beaten
[17:25] path, change the routes up so that it
[17:27] get all we're asking for. I mean, yeah,
[17:30] there for there for several months and
[17:32] trying to beat beat beat the uh closures
[17:34] at the landfill. They started pushing it
[17:36] up. I they were they were running routes
[17:38] at, you know, 5:00 in the morning. And
[17:40] we we realized that that was an issue
[17:43] and so they obviously are pushing it
[17:45] further out, but they're they were
[17:48] asking not to start quite at 7 to be
[17:50] able to start a little bit sooner. What
[17:51] do
[17:52] y'all is six okay or do y'all want to
[17:55] keep it at? I think the residential I
[17:57] mean I think on the main roads you can
[17:59] start at 6 but like residential like
[18:02] down in residential like say enchanted
[18:05] estates
[18:07] uh I don't think you should be able to
[18:08] come in till after 7 but
[18:13] good with six I mean like your main
[18:18] roads
[18:20] uh six fine yeah but
[18:24] under non-colction uh under sorry under
[18:27] um under notices and follow-up. So
[18:30] that's kind of our the portion of the
[18:32] contract that if they do something that
[18:35] is not within the contract, we have the
[18:37] ability to find them or provide notice.
[18:40] On that sheet, we have
[18:43] um commencement of residential
[18:45] collection prior to 6:00 a.m. as one of
[18:47] the criteria that they would be given
[18:49] notice and that
[18:51] they so what do
[18:56] y'all I mean cuz it like just sprints in
[19:01] and I'm saying it because I live
[19:04] there. If they get to start coming in at
[19:07] 6, then you got to put your traffic out
[19:08] or your trash out the night
[19:11] before. Then you got
[19:15] dogs. Who's going to pick what they tear
[19:18] up when when people get up and let their
[19:20] dogs out? Cuz it's happened several
[19:23] times over
[19:27] there. Sunny JD, what do y'all think? I
[19:29] mean, is six okay? Is seven or is seven
[19:32] okay? or is six for we have basically a
[19:37] third of the entire city is picked up
[19:39] within one day. So they have to make the
[19:41] entire city all city streets within a
[19:43] third of the city. So it does seven and
[19:48] collection and getting it to the
[19:49] landfills. Does all that work within a 7
[19:53] a.m. start time? 7 a.m. start time. You
[19:55] know, you run
[19:57] into some things happen sometime,
[20:00] but we could play it by here and see how
[20:02] we could we can try and work it out. I
[20:04] mean, now let me say this here also.
[20:07] Now, this is speaking on the residential
[20:08] side. Commercial, we would Yeah.
[20:11] Commercial, we don't have that. It's not
[20:13] a problem with the commercial, right?
[20:14] So, no sir. Okay. That can be picked up
[20:17] during the night. Try it. Uh but the
[20:20] 6:00 I mean that truck when he leaves
[20:23] out and goes to picking up usually he
[20:26] tries to stay off of goad Houston and
[20:29] booty the main streets just coming in if
[20:32] he can get out and get a jump early in
[20:33] the morning usually by noon he can kind
[20:36] of just do the last pickups. Yeah. or
[20:40] just but in the summertime I mean
[20:42] sometime understand too sometime it
[20:44] starts getting hot 10:00 in the morning
[20:46] it's 90 100 degrees sometimes
[20:49] and we're working with uh rear loader
[20:51] garbage trucks with people on the back
[20:53] too yeah and those three what about
[20:57] during the summer or something during
[20:59] the during the summer have an earlier
[21:02] start date or something you just go to
[21:05] the chain got to save it
[21:08] I mean the chanting I I can keep them
[21:10] out of that. Ain't a problem. I just
[21:12] need I I don't I mean I'm just
[21:15] think it's not a problem with just
[21:18] enchanted. I mean it's the older people
[21:20] live other places, too. I mean it's uh
[21:26] 6:00 man got get the trash and get out
[21:28] of here. I mean that's what we running
[21:30] right now. 6:00. We run 6:00 right now.
[21:33] One here in the city. just go go
[21:35] everywhere but enchant it. I guess you
[21:37] know I'm good with like I said it's not
[21:39] just chanted. I mean it's that's just
[21:42] that's one of the items that did not
[21:44] make sense in our in our contract. It
[21:46] said on one side seven and the other
[21:49] side it said six. And so
[21:51] um the downtown they were wanting to see
[21:53] if they could push it even sooner to get
[21:56] in and out before nobody living
[21:57] downtown. Well, our goal is at some
[22:00] point there will be more. And right now
[22:02] we have probably five or six dwelling
[22:04] downtown. So, it's not a big nighttime,
[22:08] you know, noises and stuff is not going
[22:11] to be disturbing too many people. So, as
[22:13] long as you're okay with that, what do
[22:15] y'all want to do on the downtown? Is
[22:17] five. Okay. Six
[22:21] right around the square. Right on the
[22:22] square. Just the square. Do whatever you
[22:24] want. And then on the main So, do five.
[22:26] Can we move that one to five at least on
[22:28] the square? The big
[22:32] and then residential six. Six.
[22:38] And you said you were going to just got
[22:39] to
[22:40] walk residential part of it. I I'll be
[22:43] ready for y'all to come get my trash.
[22:46] What we can do if this does cause
[22:48] problems, we'll come back and readress
[22:50] it and see if we need to change it. That
[22:53] ain't going to be a problem. I mean we
[22:55] whatever we got to do. Yeah. Whatever we
[22:58] need to do, you know, if we're running
[22:59] into any to accommodate it, put the
[23:01] garbage. So like Yeah. So kind of like
[23:03] you said, the main the main street, you
[23:05] can start right at six and work your way
[23:08] partially into the uh the deep resol and
[23:13] I mean you get stuck on that. Yeah,
[23:15] that's why I say I know street just a
[23:17] line all the way to Oh, I know what 6:00
[23:19] look like on there. I mean between early
[23:21] on that cuz like I said I walk right
[23:23] down through those main streets. So I
[23:25] can see why you would want to get those
[23:27] out cuz they do clutter really fast. And
[23:30] so I think like what what was suggested
[23:33] is that those baseline the 5:00 for the
[23:37] central area no res no real residential
[23:40] and we're and then the 6:00 to start out
[23:44] with the main street and work yourself
[23:46] into the residential and if it's a
[23:48] problem we'll come back and redisuss it
[23:51] we won't follow and u pineywoods has um
[23:55] been pretty responsive and custom custom
[23:59] responsive of like um if there's certain
[24:02] people that can't roll their carts out,
[24:03] they go up to the garages and uh porches
[24:05] and roll them out. So yeah, that's good.
[24:08] Um
[24:10] so I think that if there is a certain
[24:11] area or you know somebody that requests
[24:14] that it'll be a later then we could
[24:17] probably work and be a list all of them
[24:20] and try to keep up with them. Is there
[24:21] any more? Let us know.
[24:24] Okay. Um so the next one on the C under
[24:28] that same page of the last paragraph on
[24:30] page four.
[24:32] Um something that we have in our
[24:35] contract that is very very valuable in
[24:38] our contract is the provider will pick
[24:40] up to two bulky items on reg regular on
[24:44] their regular residential pickup. So
[24:47] those items, but it does say that they
[24:50] don't want you operating some type of
[24:52] a, you know, where it's every time. So
[24:55] if it's a if it's a um if it's a
[24:59] standard pro um
[25:00] problem, then they'll need to work with
[25:03] you on getting, you know, if you're
[25:05] running a business that requires lots of
[25:07] mattresses to be dumped or couch every
[25:09] every week there's a new couch and
[25:11] you're kind of using that. If you do buy
[25:14] new furniture, you do have something
[25:15] that needs that you need hauled off,
[25:17] they will provide a a free pickup
[25:20] service with your regular residential.
[25:22] All you have to do is call the day
[25:24] before and let them know cuz they run
[25:25] out there with a trailer and a pickup.
[25:27] They don't do it with a regular um rear
[25:30] loader. So any bulky items that you
[25:33] have, they pick that up for free at from
[25:35] the curb. So that's something really
[25:38] valuable that you don't see a lot in
[25:40] these contracts. Now there's one one
[25:42] exception to that that we need to
[25:44] discuss so that y'all understand.
[25:46] Anything with refrigerant in the freon,
[25:50] we would rather not mess with them
[25:52] because the TCQ rules on the uh
[25:56] certificates that have to go with
[25:59] whatever it is, air conditioner,
[26:00] freezer, refrigerator, nobody will take
[26:03] it without those things. And you get
[26:05] somebody knocking a line off of a ice
[26:08] box and freon goes out. Nobody's going
[26:11] to put a sticker on there because they
[26:13] didn't remove it and nobody's going to
[26:15] take it because there's not a sticker on
[26:17] it. So, that's a real problem as far as
[26:20] us trying to remove them because we just
[26:22] rather not because the regulations on
[26:25] the things are such that nobody would
[26:29] take the things. On um we have two a
[26:32] year um drop off events, large item drop
[26:36] offs also. So, if you've torn down an
[26:38] old shed or you have some garbage that's
[26:41] acrewed and you put it in the back of
[26:43] your pickup or a trailer, when when you
[26:46] do take an air conditioner or a fridge
[26:49] refrigerator, take it by an AC per and
[26:52] if they if they can vacuum it down and
[26:55] tag it, then you can drop that item off.
[26:58] Um, but they're pick the the cruise that
[27:01] they take it to requires that stamp or
[27:04] that tag.
[27:06] Um
[27:09] the uh next item that sir
[27:14] I don't know what you're saying
[27:16] we have more notice on those days please
[27:19] can we publish out a month ahead of time
[27:22] on that we do okay yes sir I have not
[27:25] seen that we radio newspaper social
[27:28] media a good good month and a half
[27:33] yeah
[27:35] Um on page five down at the very
[27:38] bottom, one of the requests and it
[27:41] truthfully it works out better for us.
[27:43] our contract with Piney Woods. Um, one
[27:46] of the big things that we utilize within
[27:49] the city are their uh are when we go in
[27:53] and clean up these abandoned lots or
[27:55] these uh dilapidated homes that are
[27:58] falling down and they're either on the
[28:00] tax foreclosure sale um or we go through
[28:04] code enforcement means to uh clean those
[28:07] properties
[28:08] up. Um they have been providing up to 32
[28:12] a year for the city's use for these
[28:14] property cleanups. 32 uh 30 yard
[28:18] rolloffs.
[28:20] Um we've been having some issues with
[28:24] uh coordinating our cleanup efforts and
[28:27] y'all's availability to have rolloffs.
[28:30] And so when they're, you know, we don't
[28:32] want a rolloff out there sitting for 2
[28:33] or 3 weeks waiting for our crews to show
[28:35] up cuz sometimes emergencies come up on
[28:37] on our crews and we didn't show up when
[28:39] we were expecting to. And it's just
[28:41] always a hassle coordinating those
[28:43] efforts. What they're willing to do is
[28:46] using their transfer station. We have a
[28:48] rolloff truck and a roll and rolloffs
[28:50] and we have dump trucks is that we keep
[28:53] a tab so to speak out at their at the
[28:56] transfer station and they're going to
[28:58] provide an equivalent and actually it's
[29:00] just a little bit more than the
[29:01] equivalent of 32 rolloffs of those 30
[29:04] yard rolloffs. They're providing 1,000
[29:06] yards. So whether we bring it out or
[29:09] we're doing a cleanup project and we
[29:10] have something in in a dump truck, we
[29:12] can roll it over there and dump it at no
[29:15] charge for city uh cleanup services,
[29:18] cleaning out ditches or creeks or
[29:20] tearing down an abandoned house. That's
[29:22] good. Yeah, we'll keep a running total
[29:25] of it and uh whenever your 8 yard trucks
[29:28] come in, put eight yards or 12 yard
[29:30] truck 12 and uh we'll allow you a
[29:33] thousand yards.
[29:35] I don't think you'll hit it because I
[29:36] think last year they only used two
[29:39] containers. They didn't use the full 32.
[29:42] So I think that this will be a win-win
[29:44] for everybody. Y'all can get it as you
[29:47] need it and then we don't have to mess
[29:49] with 32 containers because that is a
[29:52] logistics problem to itself. I mean it's
[29:54] not a problem is a logistics situation
[29:57] to coordinate those. Yeah. To coordinate
[29:59] everybody. So y'all can do it as you get
[30:01] to it and just bring it to us.
[30:04] Sounds like a plan and give you a
[30:07] thousand yards.
[30:11] Okay. Um on page six, term of
[30:15] agreement. Um
[30:18] 2025.
[30:20] So it' be 2025 through
[30:23] 2030.
[30:27] Um anything on those two pages?
[30:31] all the fees, the franchises, the taxes,
[30:34] all that remains the
[30:35] same. Page eight, that's the section 16
[30:39] that we were talking about.
[30:41] um where on missed uh let's see on
[30:45] number three com commencement of
[30:47] residential collection prior to 6:00
[30:49] a.m. That's what we were currently
[30:53] already uh had in there that we said
[30:55] that they couldn't run before 6:00 a.m.
[30:57] But then another area we had 7:00 a.m.
[31:00] And then over here on hours of service
[31:02] on section 17 on page 9 it says 6:00
[31:06] a.m. to 6:00 p.m. will be their hours of
[31:09] service also. That's going to be when we
[31:12] finish. So, if we out there past 6:00
[31:16] and it and that does in the um in the
[31:19] clause above that, that's where it talks
[31:21] about where if there's Yeah. Yeah.
[31:23] extended pickups and Yeah. Just leave
[31:26] them out. We going to pick them up.
[31:35] Um those are the only items that we made
[31:38] adjustments to. Yeah,
[31:42] up
[31:43] until so on the page 12, we do need to
[31:46] put a new address
[31:48] for notice deliveries. That was the old
[31:51] Pineywoods
[31:54] address.
[31:57] Um, a couple other items on page
[32:02] 14 is um,
[32:06] what is this on 13?
[32:10] residential units. That's the got marked
[32:13] out 119. That's the current That's what
[32:15] the current pricing when we started
[32:18] price. Okay. That's what our current
[32:20] pricing is. When we started 5 years ago,
[32:22] it was $1.49 less. Okay. And so within 5
[32:26] years, they've they've gone up by $1.49.
[32:34] Um over here there was a a little bit of
[32:39] a pickup of debris with a crew includes
[32:43] limbs, leaves, etc. $25 per yard. That
[32:46] was a
[32:47] pretty generic kind of a ambiguous
[32:50] number. They didn't say whether it' be
[32:53] one tree, 20 trees, or a small bush.
[32:56] It's $25 a yard.
[32:59] um one in five years no
[33:03] one used that portion of the fee
[33:06] schedule. Um, and we don't think and
[33:09] Pineywood was definitely expressed some
[33:11] concerns over it that they could, you
[33:13] know, on the first page that um, what is
[33:18] it on the first page? Section one, bulky
[33:21] items. There it says that any items
[33:23] larger than 48 in or over 50 lbs can be
[33:26] hauled off at a negotiated rate. That
[33:28] would probably be the time that that
[33:30] would they holler. Piney Woods comes out
[33:33] there and looks at it and says, "Yes, we
[33:34] can haul we we can haul all these limbs
[33:36] off for X dollars." Then let me clarify
[33:40] this a little bit more. What I have seen
[33:42] in the many many many years is we used
[33:45] to back whenever everything was above 50
[33:48] an hour and you could dump in the
[33:50] landfill for $2 a load, people put out
[33:54] enough of material to fill up this room
[33:56] and we would have the crew go out and
[33:58] pick it up. Take them all day to do it.
[34:00] And this is what this reminds me of is
[34:02] they put out a pile of stuff and we send
[34:05] a crew over to handle it. We don't do
[34:08] that. We don't have the equipment. We
[34:10] don't have the people. And you don't
[34:11] need 10 or 15 or 20 yards of waste
[34:15] sitting on the curb
[34:17] side. And this is what this relates to
[34:21] with that 25 bucks a yard. We go there
[34:24] and measure it. We say it's going to
[34:25] cost you $750 for us to pick it up.
[34:28] Well, anyway, we don't have the people.
[34:31] have the equipment to do that. And so we
[34:35] just need if they're going to do
[34:36] something like that, just set up a roll
[34:38] off container out if they're going to
[34:40] clean up their whatever, you know. And
[34:42] we have a site we have a site out in the
[34:44] county also that people can drop off uh
[34:47] limb limb drop off for free. So, but
[34:50] that's why I said let's just get rid of
[34:52] that because it it acts like somebody
[34:55] can go clean up, you know,
[34:57] grandma years ago and just pile it on
[35:00] the curb and expect us to come get it.
[35:03] We just don't have So, you're saying the
[35:06] pick up pick up of debris with a crew.
[35:10] Mark it off. Mark the whole line off or
[35:13] not to be negotiated? No, just mark the
[35:15] whole line off. Uh if they have
[35:17] something like that, we can they can get
[35:19] a roll off and come look at it and then
[35:22] we can say we can get whatever we can
[35:25] get out of it off in there and they be
[35:29] responsible for their own pickup.
[35:30] Correct. That that that's probably more
[35:33] feasible.
[35:36] Yeah, cuz that's that's a lot of stuff
[35:37] to be piled along. Um the last item on
[35:41] the on page 15 was we had a tire
[35:45] disposal twice per year up to four tires
[35:48] per stop. So you could put up to four
[35:50] tires out by your curb and it would cost
[35:54] you 750 or it was $5 per tire for 20 in
[35:58] and below and 15 for over 20 in.
[36:03] Um, and
[36:04] so that's kind of I really we don't have
[36:09] a lot of other options that if if
[36:11] someone is out of compliance and they
[36:13] have
[36:14] tires and our code enforcement is under,
[36:18] you know, we send them a notice, a
[36:20] warning saying you need to get the
[36:21] tires, you know, out of your
[36:23] yard. This did give us an option. Most
[36:26] time they didn't use it. they they would
[36:27] either take I mean the cheapest option
[36:29] is take it down to a tire store and pay
[36:31] that surrender fee. It's usually $2 to
[36:34] $3, maybe a little bit more. I think
[36:36] more now, but it it might be more now,
[36:38] but um a couple years ago was we got a
[36:42] grant for um tire drop off and we had a
[36:46] grant that paid for we hauled off 8,000
[36:48] tires that year.
[36:50] Um, we had four 18-wheeler box cargo
[36:54] trailers that we loaded up and hauled
[36:56] off um using that grant fund. And I
[36:58] think that helped dwindle down our tire
[37:02] population, but um
[37:04] moving forward um they they don't
[37:06] they're not really in the tire drop off,
[37:08] pickup, and dumping
[37:10] service. They did request that they
[37:12] remove it out of the contract, the tire
[37:16] uh drop off. Um, I do like that it's in
[37:18] there because like I said, when we're
[37:20] under enforcement case, we can tell
[37:21] people worst case you do have this
[37:23] option. Most time they're not going to
[37:25] use it because it's cheaper to take it
[37:26] to a tire store. Well, the reality is
[37:29] when you buy a tire at the tire shop,
[37:32] there is a disposal cost on the heat.
[37:37] Why anybody carries a tire that's wore
[37:39] out back to the house anyway is beyond
[37:40] me. But we really are not in the tire
[37:44] business because the landfills won't
[37:46] take tires. They're whole and for the
[37:50] 750 we're asking for, we can't really
[37:52] get rid of them that much. I mean,
[37:53] that's about what it cost at a tire
[37:56] disposal place. And so we're still
[37:58] looking at the transportation to get
[38:00] them there. So, so what do y'all think
[38:02] y'all? And even with that, I mean, when
[38:04] they did bring them out there and we
[38:06] told them it was a charge to give it up,
[38:08] they left. And that's the other thing is
[38:12] what we found out that
[38:15] um people do not plan on returning to
[38:18] their house with those tires. If they're
[38:20] if they've loaded them up in their
[38:21] vehicle and then they find that there's
[38:22] a fee and they decide not to pay it,
[38:25] they're going to disappear somewhere in
[38:26] a ditch or creek and then we're picking
[38:28] them up anyway. They end up at my
[38:29] dumpster and then we're picking them
[38:32] then we're picking them up anyway. So, I
[38:36] don't know. It's kind of a a catch 22.
[38:38] Keep it back in mind. Did you say those
[38:40] trailers were about $2,000 a trailer
[38:43] back when that was about three or four
[38:45] years ago when they when they set up to
[38:48] bring them out? They were a couple
[38:50] thousand dollar a piece. So, you know,
[38:53] nothing's cheap when it comes to tires.
[38:55] No, I don't know. I don't know what to
[38:56] do with that's why we need to get that
[38:58] company in there. Yeah. I got another
[39:01] company. So, what do y'all want to do on
[39:03] that one?
[39:06] We taking off two of them.
[39:08] too long. Are you going to leave the
[39:10] price on there and do it or you said you
[39:12] wanted it off completely? You want to
[39:14] leave 750? Just leave on there if you
[39:16] want to, but we would like to have it.
[39:18] They requested it be taken off, but
[39:21] maybe
[39:22] u I can't I don't know. Maybe something
[39:25] later on in the year we can come
[39:27] together and do something if we collect
[39:29] any. You haven't collected any tires
[39:31] down there in a long time, so there may
[39:33] not be a real problem. That trailer
[39:35] pretty much that trailer was out
[39:37] there that price higher. I don't care
[39:40] $10.
[39:43] I mean, it's just a worst case scenario
[39:46] when people have it and they need to get
[39:48] rid of it. It's an option and they will
[39:51] pick it, you know. So, instead of them
[39:53] having to load it up and they don't have
[39:55] a pickup or whatever and make $10 a
[39:57] tire, let's do 10. I wouldn't care that
[40:00] we can take a pickup load and maybe get
[40:03] three or $400 worth of residue and
[40:05] justify and that way you can leave it on
[40:07] there but do it because like you said
[40:10] the landfill won't take it. So you're
[40:13] going to have to
[40:15] you got to get you're going to have to
[40:17] get enough tires to be built up to even
[40:19] go make anything on it. Correct. The
[40:22] closest place is Cleveland or walks
[40:26] meloian or somewhere up there and then
[40:28] Cleveland.
[40:30] Okay, let's just put 10 on there. Just
[40:32] leave it. Okay.
[40:37] Maybe they just throw them on the house
[40:39] like that. Any
[40:41] any
[40:43] other items that you want y'all want
[40:46] to see addressed? As long as we have our
[40:48] year straight, right, [name]?
[40:51] No carryover from next year. No rollover
[40:53] minutes.
[40:57] Okay. Well, we do, like I said, I do
[40:59] like the service. I think it's a it's
[41:03] really good and how well they and I know
[41:06] people put other stuff on the side and
[41:08] they still pick it up. Not we wouldn't
[41:11] recommend that's not what it's
[41:12] recommended, but I noticed if it's
[41:14] anything left, they just pick it up for
[41:16] them. Uh, just keep this in the minds
[41:19] although we rip we got lime oak here,
[41:22] both of us were pineywoods guys and both
[41:25] of us have a lot of experience in this
[41:26] business. So, we're going to continue
[41:29] just personally just to take care of
[41:31] your business. So, uh just stay with us
[41:34] and we'll do whatever we need to do.
[41:37] Well, we appreciate you. one just a
[41:40] couple items in the last five years
[41:42] since they've been there that when we
[41:43] initially started negotiating I was
[41:46] actually going back through the last few
[41:47] days going through all of our contracts
[41:49] from our last proposals that we received
[41:51] and they were the only ones that agreed
[41:54] to move in an office here out of
[41:57] Crockett and hiring people locally. all
[41:59] the rest of them, Ameritex, um, which
[42:02] they've purchased already,
[42:05] um, and all the other competitors, so
[42:07] I'm not going to name them, they they
[42:09] were all going to service us from other
[42:11] cities. So, just send a truck over the
[42:13] road, one guy, one truck, and be gone.
[42:17] And and uh, they agreed to 13, but y'all
[42:20] have how many people now?
[42:23] 15 16 something like that. Right around
[42:25] 16 employees, 80 90% of them work.
[42:28] coming from here and they um service
[42:32] other contracts from the Crockett site.
[42:35] So our people are going to other cities
[42:37] and servicing them and so we're excited
[42:40] about that. Pretty much all of them I
[42:42] think got four or five years now. So
[42:44] that's great.
[42:49] We appreciate it. Well, get that uh make
[42:53] your changes in there and I'll be over
[42:54] here. I can't come tomorrow, but I'll be
[42:57] back over here. Let's say Thursday.
[42:59] Okay. And uh we'll sit down and go again
[43:02] and make sure everything's according to
[43:03] Holly and we'll go like what we were
[43:07] doing. Thank you all. Okay.
[43:11] Appreciate Thanks. Call if you need
[43:13] anything. Thank you. Thank you.
[43:17] Okay. Do we need to
[43:23] Oh, we just discussion. Just a
[43:24] discussion. Okay. Unless somebody wants
[43:26] to make any They can, but would yall
[43:29] like I'm not requesting any make a
[43:31] motion to accept the contract with the
[43:33] corrections? Yeah.
[43:37] Okay. Well, I'll make a motion that we
[43:39] accept the contract with the corrections
[43:42] and I'll bring that back for y'all for
[43:44] final approval. Okay. Okay. I second.
[43:46] It's been moved and second. All in
[43:48] favor? Motion carries. So, we'll be
[43:52] okay. That bring us to item number
[43:54] three, discussion, update on the street
[43:56] construction projects and the approval
[43:58] of budget amendment if necessary.
[44:02] Well, I will say we've seen some scary
[44:05] things under our street. Yes, ma'am. I
[44:07] mean, it's really it's and it's
[44:10] something that we've expected, we knew
[44:11] was going to happen, but until you start
[44:13] digging up streets and dirt and moving
[44:17] things, then you realize other things
[44:19] that were underneath that you weren't
[44:20] expecting u or you were expecting, but
[44:23] you didn't know the quantities. You
[44:24] didn't know the shapes until you get to
[44:26] it. And so it's it's
[44:29] been very busy in our street and
[44:32] construction public works departments um
[44:34] over the last few months with many
[44:36] months ahead to go.
[44:40] Um, so I wanted just to touch base just
[44:44] a little bit with where we're at with
[44:46] our current um, projects and the
[44:49] projects that we already have slated and
[44:51] budgeted to give y'all an idea of how
[44:54] our spring and
[44:56] summers looking both time-wise and
[45:00] budget-wise. Um, MLK is the first street
[45:04] of this SIB construction that we did.
[45:08] MLK has a couple sections that our
[45:10] contractors, while they're here, they're
[45:12] going back under warranty and they're
[45:14] going to pull a couple sections where
[45:15] they have some uneven tieins. The
[45:18] tie-ins were uneven and they just
[45:21] they're not they're not right. One area
[45:23] is holding just a little bit of water.
[45:24] So, that we're they're cutting that back
[45:26] out and re repaving that to where it's
[45:28] done. Right. Uh West Houston is
[45:31] complete. East Bell Avenue is now
[45:33] complete. Um the water's draining really
[45:36] well. um both on Bell and on South Fifth
[45:39] Street. The curb and gutters that we put
[45:41] in, the the storm water drains that we
[45:44] put in, everything's flowing flowing
[45:46] well. We're really excited about that.
[45:48] We have a couple button up items on it,
[45:50] but um it it's considered complete.
[45:54] South Seventh Street,
[45:56] um that one was another one that we we
[45:59] ran into a lot of issues as we're moving
[46:02] forward with it. Um we had one
[46:06] issue with our water
[46:08] line. Um there was a pipe that was um a
[46:12] valve that was installed and the the old
[46:14] pipe was all turned off. Um and the
[46:18] valve should have been just buried, but
[46:20] they put a sleeve back on it by mistake.
[46:22] I don't and we're not sure if it was one
[46:23] of our guys or the contractors, but
[46:25] anyway, when that sleeve was there and
[46:27] the rollers were putting the new
[46:28] pavement on, it pushed that sleeve down
[46:31] on top of that old valve and it broke
[46:34] our old cast iron line again, which was
[46:37] all going to be abandoned once we put in
[46:39] the water lines on Golad. It's just kind
[46:42] of a chicken in the egg trying to get it
[46:44] all to not not lose water in any one
[46:47] area, but using old pipes and new pipes.
[46:49] And so that was one intersection and we
[46:51] lost um so we had to pull up some
[46:53] asphalt as as you can see.
[46:57] Um but over overall um South 7th is
[47:01] fixed is complete other than one storm
[47:04] water um drain inlet across the
[47:07] Methodist church that's going to be dug
[47:10] out after it cuz we wanted it flush and
[47:11] level with a pavement. So we're going to
[47:13] do that afterwards
[47:15] um after the asphalt's cured and
[47:17] everything. South Tentth Street, South
[47:20] Grey Street, and North Grey Street are
[47:23] SIB projects that we're currently
[47:24] working on.
[47:41] Um, I was going to pull this up and show
[47:46] y'all South Tent
[47:50] Street. From
[47:52] Kemp, right across from the old school
[47:56] from
[47:57] Kemp, I don't know if this might be
[47:59] better on the
[48:06] um, is the high point. Kemp is the
[48:09] highest elevation and from there it goes
[48:11] to Buoie and in the other direction it
[48:13] drains back to
[48:15] Golad. From Kemp all the way down to
[48:18] Clark you have some slope. After
[48:20] Clark it is virtually flat, completely
[48:25] flat from Clark to Golad. Very little
[48:29] elevation change. That water just sits
[48:32] and pulls and does not drain. The curb
[48:34] and gutter, if you see it, all the curb
[48:37] and gutter has very little. Some places
[48:39] has zero rebar or or reinforcement in
[48:42] it. And it's just up and down. A lot of
[48:45] it was from those old garbage trucks
[48:46] that we were using. And then water
[48:49] sitting in the edge and it's not
[48:51] draining properly. So those those trucks
[48:53] was just pushing that ground up and down
[48:54] and just beating it and it just turned
[48:56] to mush.
[48:58] Um, we really need to replace the curb
[49:01] and gutter from Kemp all the way to
[49:03] Golad. We can gain elevation if we use
[49:06] the high side of Kemp. We can pick the
[49:09] areas up around Clark by about 8 in and
[49:12] gain because it's like this now
[49:15] currently. So, we want to pick that area
[49:17] up using Kemp as the high point, Golad
[49:20] as the low point, and shoot a G curb and
[49:22] gutter straight all the way to Golad.
[49:25] Um, before we go in and remix that road,
[49:28] stabilize it, and put asphalt in it, we
[49:31] really need to lift that road up and
[49:32] have it draining properly. Otherwise,
[49:34] we're we're we're spending a lot of
[49:37] money, and we're not going to look good
[49:39] after it's done. Repeat itself.
[49:42] That being said, Grey Street is also the
[49:45] same issue. We initially told our
[49:46] engineers to to spec these jobs out
[49:49] without taking without using, you know,
[49:52] we curb gutter is not part of the
[49:56] project. These two areas of of Grace and
[49:59] Tent Street, we really feel like we need
[50:01] to add curbon gutter. We can do this at
[50:04] a at a a lot better rate. These are
[50:06] already curb and gutters that are
[50:07] engineered from years past. We're
[50:10] replacing it. We're not doing new
[50:11] construction. We're replacing old curb
[50:13] and gutter. So I don't have to add all
[50:15] the engineering costs in it. We have a
[50:17] contract already with a contract, a
[50:19] contractor that does concrete that's
[50:21] already been bid out per linear foot.
[50:23] And we're getting this
[50:25] done with the concrete rebar and and
[50:29] labor materials forming it and
[50:31] everything for $26 a linear foot for
[50:34] curbon gutter. When we bid this project
[50:37] out on South Fifth Street, our cheapest
[50:39] bid was $85 per linear foot. So, doing
[50:43] it in-house with our contractors, we're
[50:45] getting a lot better deal. And what was
[50:49] there didn't have rebar in it? No, sir.
[50:53] And it's just done in sections. Not even
[50:54] rebar tying the two blocks together. I
[50:57] just It's beyond me.
[51:00] How they got weird? Nobody can come up
[51:02] with a good reason why why not other
[51:04] than contractors or developers taking
[51:07] advantage of the city in years past and
[51:09] getting by with what they were allowed
[51:11] to get by with. That being said, we're
[51:14] not going to go back. We're going to go
[51:15] back with good curb and gutter like it's
[51:17] supposed to. Grace Street, right across
[51:20] from the Grace Street Church of Christ,
[51:22] kind of the An Street area, is once
[51:24] again the high point of Grace. From
[51:26] there it goes all the way to to East
[51:29] Houston and then from there it goes from
[51:32] you know from the church it goes back to
[51:34] Golad as well. You got you have really
[51:36] good um elevation about 3T of elevation
[51:41] 3 or 4T of elevation. So from here from
[51:45] the church back to Golad, we need to
[51:47] replace that curb and gutter and take
[51:49] advantage of all that elevation and get
[51:52] that curve and gutter running and and
[51:54] all the broken pieces pulled
[51:57] out. So that being said, that's on your
[52:00] first page, the South Tentth Grace and
[52:03] North Grace. Tentth Street has all the
[52:05] water lines replaced. Tomorrow we're
[52:08] inserting it's called an insertter
[52:10] valve. We're paying we're we're paying
[52:13] for that out of our own operations
[52:16] budget. In lie of that, the way this bid
[52:19] this contract was bid out was for them
[52:23] to do it under live pressure, which
[52:24] means we got to shut all of our pumps
[52:26] and empty our elevated storage
[52:29] tanks. If not under live pressure, we
[52:33] would end up emptying our tanks with as
[52:36] much water as we would lose. and we'd go
[52:37] under bull water notice citywide and
[52:39] probably shut most of our city down
[52:42] without water for about a 24-hour
[52:44] period. Um, we found someone that can do
[52:47] an insert a valve for $12,000. So, we're
[52:50] going to be inserting a valve,
[52:53] then be able to shut it off and
[52:55] and work without that pressure on. So,
[52:58] that was cheaper than those ones you
[53:00] going to have to get section by section.
[53:01] Yes, ma'am. So for $12,000, they're
[53:04] coming in on Wednesday to install that
[53:07] insertter valve there at Golad. If you
[53:09] drive down Golad in the corner of Golad
[53:11] intent, all that's cut out and prepped,
[53:13] ready for our contractor to come in and
[53:16] um do the insertter valve. So that's
[53:18] what'll be happening on
[53:20] Wednesday.
[53:21] Um that'll that'll get Tint Street back
[53:24] online. It'll have all new water lines
[53:27] and all the old lines underneath Tent
[53:28] Street will be abandoned. No, they'll be
[53:30] gone. Um, no no uh no water pressure
[53:33] under there to then South Grace Street
[53:35] it has all the water lines replaced.
[53:38] They're going to be going back after
[53:39] they do the North Grace at they're at
[53:41] East Houston and they're boring under
[53:42] the road and tying that in. They will
[53:45] get the those customers swapped over to
[53:48] the new lines. So, Grace Street is the
[53:51] next or is the is the is the remaining
[53:55] uh water uh project that we have left
[53:58] under the
[54:00] SIB. Um North Grace also we're
[54:05] buying how many culverts? Probably
[54:08] 20. Do you remember how many culverts
[54:10] for North Grace?
[54:13] more long lines about about 30 30 um
[54:19] replacing all the covers along Grace and
[54:21] doing all the ditch work probably
[54:22] starting in the next week or two or
[54:24] three probably. Well, they started some
[54:26] today replacing okay some driveways.
[54:29] So over the next two or three weeks
[54:31] construction will be going for Grey
[54:34] Street. We're digging some big ditches
[54:36] to get all that water flowing like it
[54:38] should be.
[54:39] We got to get that water off the road
[54:41] and so we'll be replacing those covers
[54:43] over the next few weeks. That's good.
[54:46] All right, Mr. [name], do you mind
[54:48] talking a little bit about this on page
[54:50] two? If you flip your page
[54:52] over, kind of give us an update. These
[54:55] are the streets that council has already
[54:57] approved us to move forward that we are
[54:59] currently budgeted for as well. We
[55:02] wanted to talk about some of that as
[55:04] well as let y'all know about the curb
[55:06] and gutter for the 10th Street and the
[55:07] Grey Street project to give you an idea
[55:08] how much that's going to end up costing
[55:10] us per linear foot. This is a little of
[55:13] an overshot. We believe that we're going
[55:15] to come under that a little bit on the
[55:18] curb and gutter, but we wanted a worst
[55:21] case scenario on that.
[55:23] Okay. Okay. when it when it reversed. We
[55:27] just when we discuss what we're doing in
[55:29] house, uh we we're still progressing. Um
[55:34] we have done easy in Wilson. We came in
[55:37] and and prepped it. We came in and added
[55:40] cement to our base. As a matter of fact,
[55:42] when we tackled that job, we didn't get
[55:45] off the road till 9:00 that night. We
[55:47] started early. We had a few
[55:49] complications, but we worked through it
[55:51] and and got it put in. Now we're waiting
[55:54] on that base to go through its process
[55:56] of curing and uh probably next week
[56:00] we'll come in and we'll start to seal it
[56:02] and get it sealed up. Uh we also have
[56:06] some projects that we have this that's
[56:08] lingering. We have village way that
[56:10] we're going to go back and uh we've
[56:13] already put the seal on it. We got to do
[56:15] the entrances and then we're going to
[56:17] come back and blade the the coal
[56:20] material and tie it into the curbs the
[56:22] way it needs to be done. Uh but before
[56:24] we do that, we're going to go in and
[56:26] back fill all that curb work that was
[56:28] done. Tie it into the yards to make sure
[56:30] that we are draining water from
[56:34] individuals house to the curb where it
[56:36] can drain out the structure. Then we'll
[56:38] come back and add those surfaces. West
[56:40] side is another street that we're going
[56:43] to come in and blade the colay material.
[56:45] We got it sealed, got everything done
[56:47] with it. Unfortunately, it was at the
[56:50] end of the year last year. We going into
[56:52] winter time and uh I didn't think that
[56:55] it was feasible to try to tackle that
[56:58] going into the winter because all it
[56:59] would take is get halfway through it,
[57:02] come a good rain for two or three days,
[57:04] and then the work we've done is is gone.
[57:07] it'd be not salvageable. So, with the
[57:11] summertime coming in, we're we're tying
[57:13] these jobs in and and moving forward. I
[57:16] know on South Wesker we've already
[57:18] passed out notes to all the the people
[57:22] that live on the street uh asking them
[57:24] to uh purchase a cover so that when we
[57:27] come in to do the ditch work we can lay
[57:29] those new covers put everything to grade
[57:33] it draining properly and then we'll
[57:35] start tackling the surface part of of
[57:37] that street. So we've notified those
[57:39] individuals trying to give them enough
[57:41] time uh to to gather money. We don't
[57:45] want to come out and and and say we're
[57:46] going to be there in two weeks and give
[57:48] you two weeks notice to to have to
[57:50] purchase a 200 300 $400 cover. We want
[57:53] to give people have enough time to to be
[57:56] able to buy those covers. And so what is
[57:58] the average price on those
[58:01] give or take? Give or take around
[58:04] $300. Uh four would be a little
[58:09] excessive. Well, let me let me back up.
[58:12] four would not be excessive depending on
[58:14] what type of cover you decide you want
[58:16] to purchase. So you have a choice that
[58:18] you Yes, we we we give everybody a
[58:20] charge. They have a have a black plastic
[58:23] pipe that a lot of people are going to
[58:25] it's a cheaper pipe. It's a little bit
[58:27] more labor intense for us to put in, but
[58:30] we're fine with that. Uh if it's if that
[58:33] that individual can can just get the the
[58:36] covered purchase. Then you have a
[58:37] corrugated metal pipe. It's somewhere in
[58:40] between. And then you have the the the
[58:42] concrete pipe. That's that's the top of
[58:44] the line. And it's gonna be way more
[58:47] expensive. Where you get them from, sir?
[58:50] Where you get them from? You can get
[58:52] them from Crockett Sanding Gravel. You
[58:53] can get them from Stow uh Lumber. You
[58:55] can get them from Parkers or you can go
[58:58] to Wilson Covers in Elcart and they'll
[59:01] have the plastic the uh uh uh the
[59:05] corrugated pipe and sometime they have
[59:07] the concrete pipe also. So, you can buy
[59:10] from any of those locations and uh and
[59:13] get them purchased. We've been helping
[59:15] people purchase if they go and purchase
[59:17] them at Stows or and sometimes STOs will
[59:20] deliver them, but Stos, Parkers, Ready
[59:22] Mix, we'll pick them up for them, too.
[59:23] Yeah, we we'll pick them up. Anything to
[59:26] try to help the the land owner buy in to
[59:29] to putting a new cover down as we do
[59:31] these new new streets and new structures
[59:34] where everything will tie in well.
[59:36] Because when you look at it, if you're
[59:38] cleaning ditches and you don't remove
[59:40] that cover and shoot grade on it, it is
[59:42] I guarantee you gonna have a puddle of
[59:44] water on one side or the other side. And
[59:46] from that point, then we have issues
[59:50] with mosquitoes because it's holding
[59:52] water. So we'd rather start at one end
[59:55] of the road, find your grade, shoot your
[59:57] grade, clean the ditches, put those
[1:00:00] covers in the grade. That way the water
[1:00:02] will flow like it need to. and then
[1:00:04] we'll tackle the structure of the street
[1:00:06] and get it
[1:00:07] done. Um, when it comes to Anson Jones,
[1:00:12] the from Fifth Street to Brazes is
[1:00:14] already done. We got one shot on it. We
[1:00:17] need another shot to where it'll be
[1:00:20] finished. Uh, from Eston Jones from
[1:00:23] Fifth back to South Fourth, we still
[1:00:25] have to do that work as far as rehabing
[1:00:28] the street.
[1:00:30] Um, sunset. We still have to rehab
[1:00:32] sunset also. But now that we're coming
[1:00:35] into the summer, we're getting longer
[1:00:37] days. I'm quite confident that we can we
[1:00:40] can get it done. But we would like to
[1:00:42] the streets that we have left on our
[1:00:44] list, we'd like to bite those off before
[1:00:47] we take on any more additional streets.
[1:00:50] And also with that, we have to be
[1:00:52] mindful that the streets that we have
[1:00:54] already done in the past, we need to be,
[1:00:57] you know, we keep a close eye on those.
[1:00:59] Some of those might need sealing again.
[1:01:01] Uh we have streets that that's been done
[1:01:04] for about seven, eight years now. We
[1:01:07] need to revisit those streets, put
[1:01:09] another seal coat on it to ensure that
[1:01:12] we keep the waters out of those streets
[1:01:14] and keep them in good shape.
[1:01:18] So that's that's what we have uh in
[1:01:21] front of us. We looking at precinct
[1:01:23] three uh north second and north third
[1:01:27] has been complete. But like I say, we
[1:01:29] like Bertis and Westside from uh
[1:01:32] buttoning those up. Last year we done
[1:01:35] Bertis. We came in put material in. It's
[1:01:39] been a year later. Now, we need to seal
[1:01:41] that street to ensure that that coldlay
[1:01:44] material stays good and fresh for the
[1:01:46] longevity of the street. On precinct 4
[1:01:50] where Curtis and and Thomas Street has
[1:01:53] been done, but of course we're working
[1:01:55] on Anson Sunset and Southwester uh to
[1:01:59] get those complete. Uh when we look at
[1:02:02] precinct 5 village way has done we've
[1:02:05] done the curbon gutter work the base has
[1:02:09] been done we had the first shot of sil
[1:02:12] coat we just like coming in and back
[1:02:14] filling those curbs and then blading the
[1:02:18] the colay material to tie it in and then
[1:02:21] within the next year or so we'll come
[1:02:23] back and chip seal over that material
[1:02:26] the colay material to ensure that we get
[1:02:28] the the the bang for our buck for
[1:02:30] longevity.
[1:02:31] on that material
[1:02:35] on um on Brier Lane. I know that there's
[1:02:38] some or we're working with our
[1:02:41] contractors on the concrete uh curb and
[1:02:44] gutter. Um we've done most of all the
[1:02:47] curb and gutter from the last half of
[1:02:49] Brier Lane. The uh portions that remain
[1:02:52] are the are the driveway entrances for
[1:02:55] uh for Brier. We actually had to pull
[1:02:58] our three of them. So, we pulled our
[1:03:00] contractor off of that and he's working
[1:03:02] on Tent Street trying to get ahead of
[1:03:04] those contractors since we're kind of
[1:03:07] under a deadline on that. But, we are
[1:03:09] going back to Brier Lane as soon as we
[1:03:11] can work them, you know, and get out of
[1:03:13] the way of these contractors on Tent
[1:03:14] Street. We want to go back and finish up
[1:03:16] Brier and uh do that, rehab it, rehab it
[1:03:20] and get that get Brier Lane done. Uh
[1:03:23] same way with Homewood. um Homewood the
[1:03:26] the water line. We pull that and we um
[1:03:29] install the hydrant, but Homewood is the
[1:03:32] one that needs to be fully rehabed. We
[1:03:34] have to mix it. Yeah, we have to mix it
[1:03:36] up, stabilize it with the cement and do
[1:03:39] um do an overlay on that one as well.
[1:03:41] Unfortunately, all all of our all of our
[1:03:43] streets that we have not done has no
[1:03:47] u um structure, no base. There's no
[1:03:51] base. There's no base. There's there's
[1:03:53] no cement stabila stabilization in it.
[1:03:56] It's
[1:03:57] just plain old ground that's been mixed
[1:04:00] in, watered and sealed over. So that's
[1:04:04] the reason why we have such a hard time
[1:04:06] controlling our potholes when we get the
[1:04:08] rains because there's no stabilization
[1:04:10] in those in those old streets and like
[1:04:13] at the top of like MLK where the schools
[1:04:16] at why why
[1:04:19] so that was at the end of that was at
[1:04:22] the end of the job this summer when
[1:04:24] school ts out then we'll come back in
[1:04:27] we'll tie that from a loop to that job
[1:04:30] we'll we'll tie it in tie all that in
[1:04:32] They all the rest of the road good. But
[1:04:34] that little part right there. Yeah. That
[1:04:36] was the limits of the job. Okay. That's
[1:04:39] rem they left this that side off. Yeah.
[1:04:43] That's what's up. Yes, sir. We'll be
[1:04:45] back and finishing that one.
[1:04:50] Okay. That's a lot of construction.
[1:04:53] That's more than we've had in years.
[1:04:54] We've done we've done quite a bit. And
[1:04:56] it's it's it's it's a it's a full-time
[1:04:59] job when we have contractors in that's
[1:05:03] working and we try to keep an eye on
[1:05:05] what they're doing to make sure that we
[1:05:06] get the best uh job that we're going to
[1:05:09] get with with that also. So, but we're
[1:05:11] moving in the right direction. It's just
[1:05:12] going to take a little bit more time. Of
[1:05:14] course, it's going to take money, but
[1:05:16] we're we're we're working diligently to
[1:05:20] just looking and seeing some of the
[1:05:21] contractors that we've hired to do some
[1:05:23] of the other jobs. I mean, they're
[1:05:24] rolling in with 20 20 seasoned people
[1:05:27] that do, you know, that do this for a
[1:05:29] living. And we're working with four or
[1:05:31] five guys, four that we're training, you
[1:05:34] know, we're trying. And so, we're doing
[1:05:36] it inhouse with our funds, trying to
[1:05:38] stretch the stretch the dollar as much
[1:05:39] as we can. And um otherwise, we
[1:05:42] wouldn't, you know, using that using the
[1:05:45] dollar amounts that we're stretching
[1:05:46] this out with, we would be able to get
[1:05:48] half of any one of these streets if we
[1:05:50] contracted it out. I know. And then then
[1:05:52] you know then our money is gone for the
[1:05:54] entire year. So this is our only way of
[1:05:56] just trying to stretch it and get as
[1:05:58] much as we can done. And we preach that
[1:06:00] hey that the guys are so versatile that
[1:06:03] they're they're cuz I know some of them
[1:06:06] they were looking like shock when
[1:06:08] everything start being pulled out. Well,
[1:06:10] as a matter of fact, our our street crew
[1:06:14] is four four guys and three of the four
[1:06:19] have been working for the city of
[1:06:20] Crockett less than eight months. I
[1:06:24] noticed. So, I got one lead man that's
[1:06:27] been with the city of Crockett
[1:06:30] for five years, five or six years, but
[1:06:33] he's on been on the street crew for two
[1:06:35] years. So, we're we're getting a lot of
[1:06:38] work done and and they're they're doing
[1:06:40] good work because I'm there when we're
[1:06:43] doing it and we're doing it right. It's
[1:06:45] just it just takes time to get it done.
[1:06:47] Just last year, we've lost several guys.
[1:06:49] They go to private construction and oil
[1:06:53] field and make two or three, four times
[1:06:55] what we're paying here. Um we lost two
[1:06:58] of them that had CDLs that, you know,
[1:07:01] started elsewhere. So it's just that
[1:07:05] that's the struggle of trying to retain
[1:07:07] good people and paying what we can. So
[1:07:11] and plus you have to retrain every time
[1:07:13] step by step. It does it is hard in
[1:07:16] small areas where you
[1:07:18] can't compete with the bucks but we do
[1:07:21] but they have have the heart for it. I
[1:07:23] see how hard they're working and so
[1:07:25] we're grateful for that. Can we um like
[1:07:29] on these streets, can we get like the
[1:07:30] people at the addresses
[1:07:32] like a idea of how much they going to
[1:07:35] have to pay and where they can find them
[1:07:38] codes at? Cuz I don't Some people don't
[1:07:40] know. We put it in the uh the letter. I
[1:07:43] seen the letter, but yeah, some people
[1:07:46] out they didn't know what to get how
[1:07:48] much it was going to cost on there. We
[1:07:50] put it in the Didn't we? I thought we I
[1:07:52] don't think we put put a call in it, but
[1:07:54] we I can go back and revisit and and and
[1:07:56] if we'll put another letter together. We
[1:07:59] usually do have a letter that has, you
[1:08:01] know, th these are the sizes and here's
[1:08:04] a few contacts of people. Um I don't
[1:08:07] know if that letter hasn't been sent out
[1:08:09] yet, then we will. But yes, sir, we
[1:08:10] will.
[1:08:13] We'll get whatever information we need
[1:08:15] to get back out. Yeah, cuz I didn't see
[1:08:16] it. Yeah.
[1:08:19] Yes, sir. We will.
[1:08:23] Well, all right. It's enough to ponder
[1:08:25] over.
[1:08:27] So, we need to uh make a motion to
[1:08:29] approve the amendments.
[1:08:32] No, sir. We got you know, we already did
[1:08:33] that. Um on this one here, so like what
[1:08:36] I was telling uh Mr. [name] that if we
[1:08:40] if we can go through and finish up the
[1:08:41] streets that we've already committed to,
[1:08:43] we had the budgeted funds for, and I can
[1:08:45] return to council, if we have if we have
[1:08:47] time left in this year's budget and we
[1:08:51] have more streets that we can take on,
[1:08:54] then I we'll we'll come back to y'all
[1:08:56] and ask for more funds to complete them.
[1:08:59] Right now, we feel like with our current
[1:09:01] funds that we have left in our
[1:09:03] budget, we can finish these um projects
[1:09:06] out and address the the necessary curb
[1:09:08] and gutter work to maintain the uh SIV
[1:09:10] contract and be sure that those streets
[1:09:12] are done correctly as as well.
[1:09:18] Okay, [name], I know I come in late. I
[1:09:20] want to ask a question. Um so, was uh
[1:09:23] and I think I asked before at another
[1:09:25] meeting. I asked about I think Cedar
[1:09:27] Street. So, was Cedar included in the
[1:09:29] SIV? No, ma'am. It was bid out. It was
[1:09:32] bid out, but we only requested $6
[1:09:34] million. And so, the $6 million, uh, the
[1:09:38] streets that did not get funded in that
[1:09:40] contract, we did get all the engineering
[1:09:42] done. And so, um, we can use those same
[1:09:46] engineered, uh, plans and go out for a
[1:09:50] new contract if we come up with more
[1:09:53] funds. But the $6 million required us
[1:09:56] cutting
[1:09:57] Monroe Monroe Saneno and uh Cedar out of
[1:10:02] the out of the uh those were engineered
[1:10:06] and bid, but
[1:10:09] we not knowing we knew we had $6
[1:10:11] million, but not knowing what those bids
[1:10:13] were going to come back at, we actually
[1:10:16] we uh we wanted to be have more streets
[1:10:19] than money. Mhm. Instead of having money
[1:10:21] left over, we wanted to use every bit of
[1:10:22] that $6 million. So, we bid out um 11 of
[1:10:26] the streets and came back with eight. We
[1:10:28] had to remove three to fit the $6
[1:10:31] million
[1:10:32] budget. So, it's Cedar uh Sano and
[1:10:38] what was the other street that I just
[1:10:40] Monroe? Yes, ma'am.
[1:10:45] Okay. Is it any other street? I know we
[1:10:49] had the discussion.
[1:10:51] I'll make a motion with
[1:10:53] [Music]
[1:11:02] [Music]
[1:11:18] journal. Now.
