[0:00] do the acknowledgment that we're not
[0:02] responsible for any injuries that you
[0:04] may observe on here. Didn't happen
[0:07] here inside Joe, right? Uh well, that's
[0:11] the price you pay for being on city
[0:12] council.
[0:14] But we're so glad that the injury that
[0:16] he sustained didn't keep him away from
[0:18] doing his just duties. So, with that,
[0:21] we're uh we've had the invocation and
[0:23] we've had the pledge and we just like to
[0:25] recognize all our visitors that are
[0:26] here. We thank you for taking out of
[0:29] your schedule to be here because we do
[0:31] know that it's a definitely a need for
[0:33] the for the city to be involved in
[0:36] making city decision both ways. And with
[0:39] that being said, uh we don't have uh any
[0:42] comments from the audience or anything.
[0:45] Right, Miss Misty?
[0:47] Okay. And so that'll bring us up to item
[0:50] number
[0:50] one, approval of our minutes from
[0:53] regular session March
[0:56] 3,
[0:58] 2025. And as a comment on the minutes,
[1:02] uh, just had a little clarification when
[1:04] we go through them and whe when we
[1:05] approve them, the minutes of even though
[1:07] they may not be verbated, they are the
[1:10] minutes of what was I mean might be
[1:12] they're the minutes of what were
[1:14] actually said whether it was agreed upon
[1:17] or not. So it's not that you have to
[1:19] agree with what's in the minutes. The
[1:21] person that made the statement made the
[1:23] statement. We're just approving that it
[1:25] was said. I mean that state that the
[1:27] minutes were taken and so some of it
[1:29] might be opinion in the minutes but it
[1:32] is basically just a repeat of what was
[1:35] said and recorded.
[1:38] Okay.
[1:40] I hope everybody understood that part. I
[1:42] make a motion we approve the minutes.
[1:44] I'll second. Okay. It's been moved and
[1:46] second. All in favor? Motion
[1:49] carries. Okay. And that brings us to
[1:52] item No. Yeah. Okay. brings us to item
[1:55] number two, police department manpower
[1:58] and criminal incident report for
[1:59] February 2025.
[2:02] The mayor council city administrator
[2:05] police department manpower criminal
[2:06] activity report for February
[2:09] 2025 total of 16 officers worked
[2:13] 2576 hours. Responded to 296 calls for
[2:17] service investigated seven traffic
[2:20] accidents. Made 45 arrests. Issued 3 180
[2:24] traffic citations, completed 58 reports,
[2:27] and responded to 24 alarm calls. 20
[2:31] calls. Wow. Below that, you'll see
[2:33] breakdown of our report. I'll entertain
[2:35] any questions you may have on on that
[2:37] report. Well, we will make a statement.
[2:39] We did know that we had a major incident
[2:42] in the city and we're so grateful that
[2:45] uh where we were grateful that y'all
[2:46] were able to handle it because I know
[2:48] every all of the officers from both all
[2:50] departments were pretty much there and
[2:52] we're so grateful that no one was hurt
[2:54] but it was able to be taken care of and
[2:56] we do appreciate because of the comments
[2:58] that you hear from other people was we
[3:01] wouldn't have taken that kind of action
[3:03] and taking care of the human lives and
[3:05] so we do appreciate that where you were
[3:07] able to make that decision. vision and
[3:10] it was and no one was able to get
[3:12] physically hurt. We do appreciate it.
[3:14] Yes. Something I want to mention on
[3:17] that Brazil
[3:20] and Chris. So when dispatchers notified
[3:24] the officers that there was a man
[3:25] outside the sheriff's office shooting.
[3:26] Obviously they started calling for
[3:28] assistance. Two of our PD guys were the
[3:31] first on
[3:32] scene to to encounter him shortly after
[3:35] that. The fire chief and one of his guys
[3:39] as well. And if y'all don't know, he's
[3:41] also a police officer. I think Chris is
[3:43] too. So, so their help along with the
[3:45] highway patrol, they were able to get
[3:48] that situation under control without any
[3:50] further incident. So, I really
[3:52] appreciate Chief and his guy for showing
[3:54] up and helping ours as well. And this is
[3:56] where you throw your little plug in how
[3:58] important it is for people to be
[4:00] crossrained in the city of Crockett so
[4:03] that they're not police, they're not
[4:04] only police officers, their fire and
[4:07] their EMS and all of that. And that's
[4:10] the trend that you're moving toward. So,
[4:12] it does work well when you have that in
[4:14] the city. Thank you. And I wanted to
[4:17] Okay. I wanted to um thank you, man, for
[4:20] sending some officers over there to the
[4:22] little dribblers game Saturday, man.
[4:25] keeping my kids safe.
[4:28] Uh, and thank you. Um, just kind of
[4:31] uh want to ask um and I guess you can
[4:35] report on that next time. I was kind of
[4:36] just want to know like the call the
[4:38] amount of calls we had about do we know
[4:41] where the majority of the calls are
[4:43] coming from or what part of the the city
[4:47] that they're coming from or the talking
[4:50] about specific numbers. If you're asking
[4:53] specific numbers, you know, I don't have
[4:54] that tonight. Okay. We can break that
[4:56] down. We don't we don't break that down
[4:58] into specific numbers. Um, as the calls
[5:02] come in, we just take no matter where
[5:03] they're at. So, um, there it could be
[5:07] broken down. It would take some time,
[5:09] but I don't have that. Okay. I'm just
[5:12] asking like the areas, not the specific
[5:14] number. Just what area are we getting
[5:17] majority of the calls from? Well, that's
[5:19] that's what I'm saying. We could break
[5:20] that down. to specific areas. Okay. Um,
[5:24] that's something that What kind of call?
[5:26] Every time someone calls in for a call
[5:28] for service, okay, first thing the
[5:30] dispatchers do is they ask, "What's
[5:33] going on?" Okay. And what's your
[5:35] address? Okay. They plug that
[5:36] information in and they immediately
[5:38] dispatch our officers. Um, and those
[5:41] different times of the year it's going
[5:42] to rotate. Um, there's no particular
[5:45] specific area that I can think of right
[5:47] off the top of my head that demands more
[5:50] than others. Okay, that's what they come
[5:52] in all over. So, yeah. Well, that that
[5:55] was my main question is what what areas
[5:57] demanded more police uh presence than
[6:00] others. So, I can get those numbers for
[6:03] you and show exactly
[6:06] um where the numbers rank. We can we
[6:09] could do that by precinct. We could do
[6:10] it by streets. Um but we could we could
[6:13] show where the majority of the calls
[6:15] come from.
[6:17] Whichever is easiest. Uh it' be be fine
[6:19] with me. I was just kind of like kind of
[6:22] trying to figure out what areas um
[6:24] police is that something you would want
[6:26] for a yearly report or would you want it
[6:28] monthly? Uh yearly would be fine. Yeah,
[6:31] that'd be great.
[6:33] If you did it by precinct n
[6:36] probably 75% of your calls are at
[6:39] Walmart, right?
[6:42] I say about 80%. 80. Okay. Well, I was
[6:44] close.
[6:47] So So I mean that
[6:51] It reallyies all across the city, but
[6:54] those numbers could be to be broke down
[6:56] to show
[6:59] where the majority of the calls are or
[7:01] where certain numbers are. It would take
[7:03] some time for the system doesn't break
[7:04] it down by precinct.
[7:07] I mean, but if you did precinct, you're
[7:09] going to show Walmart is in precinct
[7:11] such and such, and that's going to be
[7:13] really high. So, I mean, we do have to
[7:16] be careful. Do you want do you want
[7:19] Do you want like theft or do you want
[7:22] what what do you what kind of cause do
[7:24] you want? You want mis mis? He has
[7:26] listed miscellaneous offenses that's on
[7:29] here miscellaneous. You want theft? What
[7:31] do you want? He has possession of
[7:33] marijuana. He has 296 calls listed here.
[7:36] And what I'm asking is the uh majority
[7:40] where the majority of the calls are
[7:41] coming from. It doesn't matter the
[7:43] place, the location. I just want to know
[7:46] the area of where they're they're mainly
[7:49] coming from. So, it's like I guess if I
[7:52] mean I don't need to know if it's coming
[7:53] from Walmart or anything like that, but
[7:55] if if Walmart if it's coming from the
[7:58] um nursing home or any, you know, in
[8:01] that area over there, I'd like to know
[8:04] what what parts of towns uh are we
[8:07] getting the most calls from. If that's
[8:10] if I think I think if we break it down,
[8:12] we'll have to break it down specifically
[8:14] by precincts just to
[8:17] show if if that if that's what you're
[8:20] asking
[8:22] because I don't I don't think we can
[8:27] we have to be inclusive of the entire
[8:29] city down. We're going to have to break
[8:31] it down all across the board and let let
[8:34] everybody know that each precinct this
[8:36] is where the calls come from. We won't
[8:38] we won't just include one side, but that
[8:40] that's something we can do. It would
[8:41] just take some time. Okay. Okay. Just I
[8:44] mean no no no rush. I mean if you do it
[8:46] yearly that's that's fine with me. I
[8:48] just was requesting that. I appreciate
[8:51] that. All right. Thank you so much.
[8:55] Appreciate
[8:56] it. Uh item number three, fire
[8:58] department monthly activity and status
[9:01] report for February 2025.
[9:04] Mayor, council members, administrator
[9:07] for the month month of February, we had
[9:09] a total of 35 calls. Breaking that down,
[9:12] 14 of those calls was inside the city
[9:15] response area and
[9:16] 21 in the county response area. There's
[9:20] a breakdown of each.
[9:27] Okay. Um, they were down. It was 21 in
[9:32] the city and 14 in the county. 21 in the
[9:34] county, 14 in the city. The weather kind
[9:37] of hit us last
[9:39] month. Everything's starting to ramp up
[9:41] a little bit.
[9:44] So, total 35
[9:52] any we're not currently under ban,
[9:55] right? No. Foria, we have not been
[9:58] issuing issuing department the last week
[10:02] of red flag warnings. So I appreciate
[10:04] the citizens understanding that we don't
[10:07] want to end up on
[10:09] TV and stuff like
[10:11] that. Last week and a half we cut
[10:16] back to each other.
[10:21] A lot of wind right now. It is a lot of
[10:23] wind. Okay. Anybody else have any
[10:26] questions? Thank you. Thank you. Thank
[10:29] you chair.
[10:34] Okay, it brings us up to our business uh
[10:38] presentation, discussion and accept
[10:40] acceptance of fiscal year
[10:43] 2024 financial audit. Madam
[10:49] good evening
[10:52] everyone. Hey [name], can you check the
[10:56] volume?
[10:58] For some reason that sound like it's
[11:00] vibrating or something.
[11:03] It's on that side.
[11:06] It's all the way around.
[11:08] Time it off
[11:10] again. There we go.
[11:13] We already
[11:15] Okay, it better. Better maybe. There we
[11:17] go. There we go. Okay. So, I have a lot
[11:20] of uh information for you. Um even
[11:22] though it says draft on it, we're
[11:23] sitting at a 99 point about 9% um
[11:27] completion. So if there are no changes
[11:29] or questions a after a day or so, they
[11:32] will be finalized and sent over to uh
[11:34] the city. So it's just kind of a
[11:36] formality in case anyone um has any
[11:38] questions following tonight's
[11:40] presentation, they can always get with
[11:42] management and they can send that over
[11:43] to me and we can get you some some
[11:45] answers if you don't have it right off
[11:47] the bat tonight. So, um I will start
[11:50] with kind of the loose I put a five-year
[11:52] summary on top of uh your page here and
[11:56] really we kind of started doing that
[11:58] this this this past year and we take the
[12:01] last five audit report years and
[12:04] summarize a lot of that information into
[12:06] these this chart here. Um the very top
[12:10] chart is your general fund. That's kind
[12:12] of your operating fund for the city. Um
[12:15] and you can kind of see what has
[12:16] happened over the last five
[12:20] years. Some of the significant changes,
[12:23] um if you're just comparing one year to
[12:25] the next, um your other sources in 2021,
[12:30] that's just note proceeds that you took
[12:32] out a note that year. Um so that was
[12:34] something that goes what we call below
[12:36] the line. It's not your normal operating
[12:38] revenues or expenditures. It comes into
[12:40] a category called other sources. And the
[12:43] same thing happened in 2024. That other
[12:45] source in the current year was the new
[12:47] debt that you issued um this year. So um
[12:51] as far as your operating expenses and
[12:54] revenues, they're pretty comparable each
[12:55] year. Your change in your fund balance
[12:58] for the general fund is pretty
[13:00] comparable except for those two years
[13:02] where we issued that debt. The way that
[13:05] governmental fund accounting works is in
[13:07] the year that you issue debt, it's kind
[13:10] of considered a revenue in this fund and
[13:12] then we move it into the liability in
[13:14] the governmentwide statement and we'll
[13:16] look at that one um in a minute. But
[13:18] overall, your annual uh fund balance
[13:21] compared to your annual expenditures,
[13:23] that's the last line, that percentage
[13:25] rate there. For the last five years,
[13:26] you've averaged about 40% of your um
[13:31] annual expenditures in your fund
[13:32] balance. That's a healthy fund balance.
[13:34] Um that's over, you know, 40% of the
[13:37] following year. That's how long you
[13:39] could operate if you received no more
[13:41] money in the city, right? Um and then if
[13:44] you compare your cash and investments
[13:46] line there at the top and you compare
[13:48] that to your fund balance each year over
[13:51] the past five years, you've had over
[13:53] 100% of your fund balance in cash. So
[13:56] you're highly liquidable. The cash is
[13:58] there um if you need it. and we've had
[14:00] all sorts of extenduating circumstances
[14:02] the last few years. So, so that's a very
[14:04] um healthy fund balance and healthy
[14:06] general
[14:08] fund. The second section of chart there
[14:12] is your water and sewer fund activity
[14:14] over the past uh five years. Some
[14:17] significant changes um mostly in your
[14:20] cash and investments is due to some
[14:23] money and grant money that has not been
[14:24] spent. And starting in 2022, you had
[14:28] about $1.6 um million in grant funds.
[14:32] You had the SIB loan in 2023. And then
[14:37] you had some other money in the current
[14:39] year, the TWWDB. Some of that is not all
[14:41] expended at one time. And so that kind
[14:44] of increases your your cash number until
[14:46] that money is spent. You can kind of see
[14:49] that in line with your capital assets
[14:51] increasing over the past five years. Um,
[14:53] a lot of that is all the projects you've
[14:55] been working on, your water storage tank
[14:57] project, um, your industrial park
[15:00] utility improvements, and then of course
[15:02] the SIB improvements that you're doing
[15:04] in the current
[15:06] year. Overall, your your net position in
[15:09] the water and sewer fund is just over
[15:11] the $9.3 million there in the middle of
[15:13] the page. And you did have a slight
[15:15] decrease in the current year in your
[15:17] water and sewer. Um all you all that
[15:20] really attributed to that is the uh
[15:22] admin fee that we sent over to the
[15:23] general fund to kind of support the
[15:25] general fund which is pretty typical
[15:26] sometimes in places this size. But that
[15:29] was the largest uh increase in the
[15:31] expenses in the current
[15:34] year. That's kind of the shorter suite
[15:36] of that sheet. But any questions on
[15:38] those particular items?
[15:42] You said what funds had not been
[15:43] expended as of yet? Uh you said 1.6 6
[15:47] million and well that was in 2022 there
[15:50] was 1.6 six million transferred from the
[15:52] grant fund over into some capital asset
[15:54] projects that you were working on. And
[15:56] then um you had some funds in the SIB
[15:59] loan. I think it was 4 million or so
[16:02] that haven't been spent in the current
[16:03] year or as of September 2024. You
[16:07] probably spent some of them this year.
[16:12] The larger um book that is here at with
[16:16] your
[16:17] information will is our audit report on
[16:20] page
[16:24] three. We are issuing an unmodified
[16:27] opinion which is the highest opinion we
[16:29] can give. It states that everything in
[16:30] this book is presented fairly in all
[16:32] material respects. Um, of course it goes
[16:35] on to say that management's responsible
[16:37] for the financial statements and that we
[16:39] as auditors are
[16:42] um responsible for issuing an audit
[16:45] opinion on the financials. Yes, the
[16:47] thick very thick
[16:53] book. On page
[16:57] nine, this is your statement of net
[16:59] position for the entire city. It
[17:02] combines the summary pages that we
[17:04] looked at before and then it just gives
[17:07] a little more detail um here in those
[17:09] categories. And that first column there
[17:11] is where we take the general fund and we
[17:14] add to it the assets of the city as well
[17:17] as the debt of the city. So overall in
[17:20] your governmental activities once you
[17:22] add in your debt and your assets for the
[17:24] city your total net position in that
[17:27] particular um column is just over the
[17:29] $3.5 million for the
[17:32] year. You also the last column there
[17:35] your economic development as of 2024 is
[17:38] still a component unit of the city. So
[17:40] their information is also included in
[17:42] this report and their total net position
[17:45] at the end of September was just over
[17:47] 800,000 for the
[17:52] year. Um all of your notes are the same
[17:55] uh compared to prior year just updated
[17:58] for current information. Um, if you do
[18:00] want to review over the next day or so,
[18:02] page
[18:03] 30, your contingency and subsequent
[18:06] event note, that one is updated for
[18:08] current year activity. Um, and I'll let
[18:11] you read that um, at your leisure. Um,
[18:13] and you
[18:14] can email me with any changes if you
[18:17] would
[18:19] like. The other draft is the little
[18:22] small report that is the economic
[18:24] developments report. Um it is included
[18:27] since it is part of your uh city as a
[18:30] component unit. We have that there as
[18:32] well. It is also getting an unmodified
[18:35] opinion stating every all the financials
[18:38] here are presented fairly in all
[18:40] material
[18:41] respects. And then the last sheet of
[18:43] paper is just our standard communication
[18:46] um letter. If we had any problems,
[18:48] issues or concerns of the governing
[18:50] board, we have to report that to you.
[18:52] Happy to report we had no problems,
[18:53] issues, or concerns during the audit.
[18:55] Everything ran smoothly. Um, and happy
[18:58] to have no issues uh to
[19:02] discuss. That's kind of the short and
[19:04] sweet of it. That's why you have some
[19:05] information to look over, but if you
[19:07] have any questions, I'll be happy to go
[19:10] over them.
[19:18] Okay. Anybody have any questions? Looks
[19:21] good.
[19:23] Thank you, [name].
[19:25] Good job. You're looking good. Well, we
[19:28] appreciate uh you letting us do your
[19:30] audit and we appreciate your team. They
[19:31] do a great job of getting us everything
[19:33] that we ask for and and it's a it's a
[19:35] joy to work with them. So, uh but thank
[19:37] you very much. Thank you. Thank you.
[19:38] Thank you. Thank you.
[19:42] Not as scary looking
[19:46] as Okay.
[19:50] Um, any other comments on the audit?
[19:55] Do we have to We need a motion to accept
[19:58] it.
[20:00] I make a motion we accept the audit.
[20:03] Okay. Second. Moved and second. All in
[20:08] favor? All oppose?
[20:16] We have
[20:17] one is he a yes
[20:21] or no?
[20:24] So I know we had the we had the minutes
[20:26] of the day the motion. How you do the
[20:28] motion? We've had a opportunity to
[20:30] review all of this. Yes. When we just
[20:33] received it. Yes. I mean have we had a
[20:36] opportunity to review all of this? I
[20:38] mean review it like look through it cuz
[20:41] she said if she had any if we had any
[20:43] questions. So, if you're the motion
[20:45] tonight is to accept it, you still have
[20:47] an opportunity to review it and send
[20:50] questions and
[20:52] um get any further explanation on it. As
[20:55] far as this this is receiving it. So, if
[20:59] you're going to if you vote on it, you
[21:01] you're voting to accept it or to receive
[21:03] the audit and you have access to review
[21:06] it. Okay. So, we won't ever review first
[21:09] and then accept it. We we all just now
[21:12] received it. I received it today as
[21:13] well. So, well, that's what I'm asking.
[21:15] I mean, so I will have to review it and
[21:16] look over it and if you have questions,
[21:18] but no changes after we accept it.
[21:20] Correct. Or no, no, you can make changes
[21:22] if there's if there's something that's
[21:24] materially can be presented or found.
[21:26] Yes, ma'am. Okay. Okay. Okay. So, motion
[21:30] was on. We had the vote. All in favor
[21:32] was three and
[21:35] uh I guess the no was and it was a no
[21:41] vote. So you already taken a vote. Yeah,
[21:42] that we just called for Okay. And you uh
[21:47] you didn't vote, right? We said
[21:51] basically yes a new statement because I
[21:54] had actually Yes. reviewed according to
[21:57] our motion is are you receiving it?
[22:00] Pass. Are you receiving it? Accepting it
[22:02] that you do. Are you accepting the Oh,
[22:05] accepting what she's Yes, ma'am. The
[22:07] vote is to receive it. But we can make
[22:10] action. We could, but you said we can
[22:12] make auditors are the ones that write it
[22:13] up and approve it and send it to us and
[22:15] we can receive it or accept Okay. this
[22:18] document. So if you're making a motion
[22:20] to approve it and or to receive it,
[22:23] that's what the vote is for tonight. It
[22:24] passed. Yes. Three to one. Okay. And
[22:29] vote is already given. So So you can you
[22:32] can put me down and abstain then. It's
[22:35] not a can according to I don't know.
[22:38] Okay. I know. according to the training
[22:40] we had. Okay. Well,
[22:46] we have that covered. Okay. So, uh with
[22:49] that being
[22:50] said, it takes us to item number five,
[22:54] consider an approved fiscal year 2026
[22:57] budget calendar.
[22:59] Mayor and council, we're moving into
[23:01] that season of budget preparation for
[23:04] our next fiscal year audit that'll start
[23:05] in October. over the next few months.
[23:09] Um, this calendar kind of kicks off some
[23:11] of our timelines that we're wanting to
[23:15] meet in developing our our budget for
[23:18] this next year. And so, um, that being
[23:23] said, this is not necessarily locking
[23:25] you down to these calendar dates, but
[23:27] it's requesting that you put these hard
[23:30] onto your calendar to make make sure
[23:31] that we all attend. um as department
[23:35] heads bring in and we have our initial
[23:37] budget workshop that will really help
[23:40] council get all on the same page of of
[23:42] what our city's uh needs and issues are
[23:45] ongoing and um as we kind of formulate a
[23:49] consensus about how the budget needs to
[23:51] look and the tax rates to accompany it
[23:53] and the the utility rates to accompany
[23:55] those um those expenses.
[23:58] Um it's good to have all of
[24:01] us all on the same page, you know. So
[24:04] that being said, we do have a calendar
[24:07] that um it's on the back page. It's on
[24:09] the back page. Yes, sir. And so if
[24:11] there's a item number five, if there's
[24:14] any um issues with some of these,
[24:17] especially the ones that are
[24:18] highlighted, there's four council
[24:19] meetings that are required uh required
[24:21] by law. Uh well, the second one is not
[24:24] required. It's only required if we were
[24:27] not able to get the first one carry
[24:29] through with with all the uh um work
[24:32] from the first one. And then August 4th
[24:34] and August 18th are also um dates that
[24:38] are required. Um and um we're required
[24:42] to vote on them on the on the 18th.
[24:44] That's where we vote on the uh we have
[24:45] the hearings on both the tax rate and
[24:47] the budget and we approve the tax rate
[24:49] and the budget. Yeah. And I would just
[24:51] like to encourage the council that
[24:53] that's here that this is where you get
[24:55] your questions asked. So it's no
[24:58] surprises at the end. If it's as each
[25:01] one of those items come up, you'll be
[25:03] able to dialogue and whatever and get
[25:06] any detailed questions you're asked so
[25:08] that when it comes to the final budget,
[25:11] it shouldn't be any surprises. You've
[25:14] already projected what you're going to
[25:15] vote. I mean what areas you're going to
[25:17] work on and so it's really important
[25:20] that as the budget workshop goes forward
[25:22] that's what it's all about to get the
[25:25] questions out of the way so by the time
[25:27] we get to the end and you get the when
[25:29] the tax come in we'll know exactly where
[25:32] everything is going. It shouldn't have
[25:34] to open up reopen up detail questions
[25:37] unless we have to cut back something
[25:39] because of funding. But any questions
[25:42] that you have, that's the time to make
[25:45] sure that you write them on your sheet
[25:47] of paper, bringing and let them be
[25:48] explored. It it works really well and it
[25:51] it's no surprises when you get to the
[25:53] end of it.
[25:56] Some of this is a little bit of a moving
[25:58] target. Um the things that we don't
[25:59] know, we can't have, you know, u for
[26:02] instance, the uh property taxes, we
[26:04] won't have the appraisal, uh the
[26:06] apprais, you know, the appraised values
[26:07] or anything. the certified rolls do not
[26:09] come in until uh towards the end of
[26:11] July. So, a lot of it we're using
[26:14] anticipated um you know, appraisals
[26:17] based on estimates received by the
[26:20] appraisal district and uh things that we
[26:22] know about, you know, upcoming uh
[26:24] construction that we know that took
[26:26] place and things of that nature. Um
[26:29] uh sales tax um all of those are a
[26:32] little bit moving the targets. Um that
[26:35] being said, we don't foresee
[26:38] significant. We do have some increases
[26:40] in in property values, um some new
[26:43] constructions that's taking place in the
[26:44] city. Uh we're excited that there's
[26:47] there's been quite a bit of
[26:48] construction, a lot more that's taking
[26:50] place this year that won't go onto the
[26:52] tax roles until the following year, so
[26:55] we won't see it right away. But those
[26:56] are all things that um play into the
[27:00] things that we can afford and take care
[27:01] of without um adjusting utility rates or
[27:04] tax rates.
[27:07] Um, so that being said, um, you have
[27:11] your budget calendar with some of the
[27:12] objectives that we're, uh, we're looking
[27:14] at. If there's questions on that,
[27:17] um, over the next few months, myself and
[27:20] the department heads will be working
[27:21] together, presenting, putting packets
[27:23] together of of needs um, and
[27:26] expenses to correlate with those needs,
[27:28] and then we'll be bringing them to
[27:29] council.
[27:34] Is there any questions either on that
[27:36] and or on the calendar the the
[27:40] timeline? Do y'all prefer one one item?
[27:43] Do y'all
[27:45] prefer the July 7th council meeting, the
[27:48] budget workshop? Are y'all okay with a
[27:51] morning that's a Monday? Are y'all okay
[27:53] with the morning meeting? that tend
[27:55] tends to be one of the longer of the
[27:57] meetings that where all the department
[27:58] heads and we'll you know we have a break
[28:00] or two we'll have some breakfast to kind
[28:02] of keep everybody moving forward but if
[28:05] we have it in the evening it's kind of
[28:07] hard it really you kind of
[28:11] lose lose we'll have that morning
[28:13] meeting and then we'll have a meeting
[28:15] that evening so um y'all can as well let
[28:19] me know do y'all want we can include
[28:21] both meetings at that meet uh at the
[28:24] morning meeting and not, you know, and
[28:25] just take unless there's something else
[28:27] that comes up that is unforeseen. Um, we
[28:31] can include both of them in the same
[28:32] council and you don't have a morning and
[28:34] an evening meeting. What would y'all
[28:36] like? Uh, just one. Knock it out that
[28:39] morning. Knock it out. Okay, we can do
[28:42] that, too. Cuz it's going to take half
[28:44] the Okay. All right. So, anyone else has
[28:48] any comments
[28:50] on projected
[28:54] budget calendar.
[28:58] I mean, those, you know, all the dates
[29:00] look good to me. I mean, you know,
[29:03] I mean, I just using those dates and if
[29:05] y'all can put them in your calendar,
[29:06] y'all can put them on y'all's phone.
[29:08] Yeah. And that way with with
[29:11] me, it looks good right now. Yeah. And
[29:14] that's until we get to that date. We
[29:16] know. That's the best thing I could ask
[29:18] is put them in your phone. That way if
[29:20] something else comes up that just is as
[29:22] is a no you can't budge then give me as
[29:26] much heads up so I can uh adjust. Okay.
[29:29] So I can adjust so let me know if
[29:32] something changes and we appreciate the
[29:34] projector. Yes we're ready for a motion.
[29:38] Okay. Well we have to make a motion for
[29:41] you to discuss.
[29:43] Make that motion. That's what she said.
[29:46] We
[29:48] I make a motion we approve the fiscal
[29:50] year 2026 budget calendar. Yes.
[29:56] Now we're ready. We can discuss. Oh. Uh
[29:59] only thing I'm I'm just uh I'm not
[30:01] trying to discuss anything but just
[30:03] trying to put forth I see you have
[30:04] street water and sewer. Yes ma'am. Okay.
[30:08] Do we have anything in place for light
[30:10] bulbs? Yes sir. And lighting.
[30:13] So that's a budgeted line, okay, that we
[30:17] we contract with Encore for street
[30:18] lights, okay? And so if there's an
[30:22] adjust if there's a significant
[30:24] adjustment, then that would have to be
[30:26] something that we would have to work
[30:27] into the budget. If it's just adding one
[30:30] or two, removing one or two, then that
[30:32] can be done within right
[30:35] now, then I'm kind of jumping ahead, but
[30:38] you know, right now our our goals in
[30:41] street lights and our contract with
[30:42] Encore is to cover all
[30:44] intersections. And if there's a long
[30:47] distance between those intersections, we
[30:48] have intermittent but no specific
[30:50] requirements that that we have so many
[30:53] light, you know, feet apart.
[30:56] Um, as long as intersections are
[31:00] covered, if there's lights that are gone
[31:02] out have that need to be replaced,
[31:04] they're already under contract and we
[31:06] can replace those at no cost. You know,
[31:08] we're we're already actually paying for
[31:10] them. If there's a physical light head
[31:11] there and it's not working, we're paying
[31:13] for it, okay? Whether it works or not.
[31:15] So, those are things that we can
[31:16] discuss. Okay. one and um in in
[31:18] reference to not just light poles but
[31:21] polls in general because we have a lot
[31:23] of polls that are leading and that need
[31:25] replacing. So we're we're working right
[31:28] now and that shouldn't impact us
[31:31] anything on the budget but um the prime
[31:34] the most of most of the utility poles
[31:37] that we see leaning around town are
[31:40] windstream poles and so they're
[31:43] abandoned by Encore. Encore has already
[31:45] replaced their poles, moved their
[31:47] services over, their utilities over, and
[31:50] there's two or three black cables
[31:52] hanging from these other poles, and
[31:54] these are windstream poles. And uh we do
[31:57] have significant um problems. U we we
[32:02] have probably about 40 of a list of 35
[32:05] 40 of them right now that we've turned
[32:07] in and they're not replacing, but
[32:09] they're not d I mean they're not a
[32:11] danger. Okay. I'm also just the ones
[32:13] like on 19 that are leaning towards
[32:16] those business businesses and think when
[32:18] you drive down 19 you'll see them. It's
[32:20] Windstream. Yeah, Windstream. So, yes,
[32:22] ma'am. They've already been turned in.
[32:23] Okay. But that that's not a budget or
[32:26] Yeah, it's more of an enforcement and
[32:29] kind of an oversight issue with
[32:31] Windstream. Okay. Well, I second that
[32:33] motion. We got a second. It was It's
[32:36] been moved. Now, we're ready for the
[32:38] vote. All in favor?
[32:40] Okay. Motion
[32:41] carries. All right. And can we get a
[32:44] motion to motion to adjurnn? Okay.
[32:47] Nobody's going to fight that
[32:51] one.
[32:52] [Music]
[32:54] Okay. The easiest thing I done all day
[32:57] today. Lord, it's been one of those
[32:59] days. A couple. It's been a busy day.
[33:04] [Music]
[33:06] Have a good evening. You too.
[33:09] $3
[33:11] million change
[33:17] order. They don't even want to do that
[33:20] one. They going to do it all the way
[33:23] to widen.
[33:26] They widen.
[33:32] I don't think that
[33:44] there Yeah.
