[3:25] start
[3:27] evening good evening everyone we're
[3:29] about to open our meeting and we're
[3:31] opening with a
[3:33] workshop uh and at this
[3:37] time as I guess we go ahead and see if
[3:40] there any
[3:41] comments uh does anyone have any
[3:43] comments from the audience there do
[3:45] anything turned in if
[3:48] notation oh that's what hey I got really
[3:50] carried away I forgot the first part of
[3:53] it okay we're open with an invocation
[3:56] and a
[3:58] pledge thank you Heavenly Father we come
[4:00] to you this afternoon thanking you for
[4:02] this day thank you for the opportunity
[4:04] to be here at City Hall As We Gather uh
[4:08] this afternoon uh pertaining to the the
[4:11] business that's at hand we ask you for
[4:14] uh wisdom and guidance in all things uh
[4:17] Lord that it would be done uh Lord to to
[4:20] honor you first of all and all of our uh
[4:24] citizens father in our in our city we
[4:27] ask you for the wisdom that that
[4:29] pertains to the business that at hand
[4:33] this afternoon and we thank you and we
[4:35] give you the praise in Jesus name amen
[4:40] amen I pledge alance to the flag of the
[4:44] United States of America and to the
[4:46] Republic for which it stands one nation
[4:50] under God indivisible with liberty and
[4:53] justice for
[4:58] all okay let's TR that again I guess
[5:00] I've been praying so this week I kind of
[5:03] over skipped that prayer I left home
[5:05] praying you dealing with children you
[5:07] learn to pray very hard uh but thank you
[5:09] so much for the reminder so with this
[5:11] time we have recognized we recognize
[5:14] those of you that are here and we don't
[5:16] have any uh comments from anyone so that
[5:20] takes us into our
[5:22] workshop and today we'll be Workshop
[5:25] regarding plans for swimming pool and I
[5:29] think [name] is going to kind of summarize
[5:31] where we are when we say swimming pool
[5:34] it has been many years in the Mak when
[5:37] you saw looking at it uh hadn't realized
[5:40] it had been that long
[5:42] but time passes on thank you
[5:46] mayor council I have um also a print out
[5:50] packet of my slide that I'm going to be
[5:52] showing um
[6:00] so as as we go back through the time I
[6:02] thought it was important just to kind of
[6:04] recapture just the process and where we
[6:07] started from and where we're at right
[6:09] now um as we move forward you know the
[6:12] councils that have made
[6:14] decisions um leading up to this place of
[6:17] not all the same council members are in
[6:19] place currently and I just want to be
[6:21] sure that everybody is aware and and can
[6:24] concur that you know what direction we
[6:26] need to head in or if we need to steer
[6:28] in a different direction or how that
[6:30] needs to work play out I need to keep
[6:32] Council kind of in the loop on that and
[6:34] tonight I just want to talk um having a
[6:38] having
[6:40] a have having a period of time that we
[6:43] can discuss options and uh what is it
[6:46] that we can all get behind to be sure
[6:48] that I'm headed in the right
[6:51] direction in
[6:53] 2015 in 2012 we did a um some repairs on
[6:58] our oil pool
[7:00] uh we we invested some money and it
[7:02] lasted us for two or three years the
[7:04] pool continued to Decay and have
[7:07] problems essentially the pool uh
[7:10] shifted um and the construction of it
[7:14] was such where it began it was full of
[7:15] cracks had voids underneath um the the
[7:19] plumbing was breaking because of the
[7:21] shifting um lots of lots of issues and
[7:25] so it's finally decided in 2015 we're
[7:28] not going to invest any more money
[7:30] uh there was a proposal to council at
[7:32] that time for about 45 or 50,000 to
[7:36] replace some of the uh tile decking or
[7:39] the coping around the edge the tile uh
[7:42] the kind of the rounded tile that Capt
[7:44] caps The Edge and council at that times
[7:47] like listen we got to stop putting money
[7:49] into um this uh swimming
[7:52] pool when I came on board in 2016 it had
[7:56] been
[7:56] closed um for going on the second
[8:01] year and but it was still there the
[8:05] swimming pool was still a hole in the
[8:06] ground you know with all the old
[8:08] concrete and structure there the the
[8:11] pool swimming pool house uh was in bad
[8:15] shape roof leaks sheetrock had all
[8:18] fallen in on the inside because of some
[8:20] roof leaking and stuff but we after
[8:22] looking at it um structurally the house
[8:25] the building was in really good shape at
[8:27] the pool house the old pool house and so
[8:30] I got council's um agreement at that
[8:33] time to use the site of the old Su pool
[8:37] where the old swimming pool is kind of
[8:39] use that excavated portion of it and put
[8:42] in plumbing and or or or go go out for a
[8:45] s a splash bad but using that old sight
[8:49] um so we went and broke the concrete
[8:51] sides off removed the old decking we
[8:54] gutted the um and and put a roof on the
[8:58] S on the pool po house to where we could
[9:00] kind of save the pool house and not lose
[9:03] it too we then applied
[9:06] for a Parks and Wildlife
[9:09] Grant and we received a grant in 2017 we
[9:13] received a grant for
[9:15] 150,000 and it was to be matched 50% so
[9:18] it was actually
[9:19] 75,000 and we matched it with 75,000 for
[9:23] $150,000
[9:25] project and we built a splash pad
[9:30] and using City funds we resheet rocked
[9:33] and fixed up the pool housee put new
[9:36] bathrooms in it fixed all those up and
[9:40] created a party room like a small for
[9:42] birthday parties and small events and so
[9:46] um that's kind of where that all came
[9:49] about uh we did have to be pretty
[9:51] creative cuz 150,000 was not without us
[9:55] putting in a lot of our own labor so we
[9:57] did get the 75 ,000 Grant and with
[10:01] additional labors of our own we put us
[10:04] um the fence around it we built the
[10:05] fence ourselves instead of Contracting
[10:08] that uh we built the little Pavilion on
[10:10] the side the shade structure the
[10:13] awning and um so anyway that's where
[10:16] we're at with with that
[10:19] process in
[10:20] 2019 um it was expressed to us there's a
[10:24] desire we really need a swimming pool we
[10:27] need to look at options for a new
[10:28] swimming pool
[10:30] um the splash pad is great um but we
[10:35] need to find other options for swimming
[10:36] pool and for summer
[10:39] activities I went out and we found a an
[10:44] engineer that U came in um he's out of
[10:49] Houston and kind of gave us an idea of
[10:52] what a swimming pool you know just some
[10:55] preliminary plans and designs and stuff
[10:57] like that he said based on all my bid
[10:59] that I've done recently and the size
[11:01] that you're you know he gave us actually
[11:03] four different
[11:05] um options of swimming pools sizes
[11:09] shapes
[11:11] locations um took it to council they
[11:15] kind of exed out a couple of them said
[11:17] we like this one but we need you know we
[11:18] kind of like this one too so we went
[11:20] back and forth a little bit until we
[11:21] found a a pool that we were we felt was
[11:25] big enough for the city and affordable
[11:29] he said based on that um we need to
[11:32] borrow $775,000 we we're looking at
[11:35] about $25,000 in engineering fees and
[11:38] design and bidding and all that and then
[11:41] that would give us roughly 725 750 for
[11:45] the actual
[11:49] pool
[11:51] we we got ready with um the bids we sent
[11:56] the bids
[11:57] out and in the this spring of
[12:02] 2020
[12:03] Co and winter storm Yuri people call it
[12:08] snow but we had just two horrible events
[12:12] the pandemic
[12:13] and um the snow or the freeze across the
[12:17] entire us that caused huge shortages and
[12:21] and demands I mean po swimming pools
[12:22] across the US had pumps pop break
[12:27] PVC shortages you couldn't buy PVC at
[12:29] any of your hardware stores
[12:31] and um and then people not showing up
[12:34] due to covid um a lot of the contractors
[12:36] they lost their where they just put
[12:38] everything on pause so we' got no bids
[12:41] when we first went out to bid so we sat
[12:42] on we sat on it for uh you know about 6
[12:45] months8 months waited for things to kind
[12:48] of come back to some normal normaly went
[12:52] out for bid again at that point what
[12:56] using the expectation of a 750 $50,000
[13:00] pool um we got bids back at 1.5 million
[13:04] and 1.8
[13:07] million and so we we knew it was well
[13:11] you know it was twice at best twice what
[13:13] we had budgeted for so we kind of set
[13:16] back a little bit scratching our heads I
[13:18] brought it to council a couple times and
[13:20] couldn't really get any commitment of
[13:24] where we're going to go from
[13:25] here um I brought it back to Council in
[13:28] 2022
[13:30] with an idea that
[13:31] let's what we were going to do is the
[13:34] concrete deck the large patio you know
[13:36] the concrete decking all the way around
[13:38] it
[13:40] um and the the fencing and the
[13:45] lighting let's find local contractors
[13:47] and let's bid let's put bid alternates
[13:50] to where we can have let's bid the
[13:51] swimming pool out and then let's find
[13:53] local for concrete let's find local for
[13:56] fencing and electricity all the
[14:00] lighting uh the lamps and stuff around
[14:04] it and we brought bids in the kind of
[14:08] the best scenario at that time using the
[14:12] three different bids for local
[14:13] contractors and the swimming pool was
[14:15] 1.1
[14:18] million um that was
[14:21] 2022 still didn't have the funding for
[14:23] it I still had to come up with you know
[14:26] close to half half a million dollars
[14:29] at that
[14:30] point Council said and I presented to
[14:33] council I said the only other option
[14:34] that I know at this time is let's try to
[14:38] go out and get a grant to pay for the
[14:40] extra
[14:42] costs at that time Texas Parks and
[14:44] Wildlife was talking about a new project
[14:46] for swimming pools and they would
[14:48] increase um they call them large
[14:50] community projects it used to be half a
[14:52] million
[14:54] dollars so you had to come up with
[14:57] 250,000 and they would would Grant
[15:00] 250,000 for swimming pools half a
[15:03] million dollars is not even close enough
[15:05] so after the 20 you know 2020 era when
[15:08] swim pools jump to the roof they
[15:10] increased their grants to 1.5
[15:14] million and so now we're kind of in the
[15:18] play you know we're kind of back in the
[15:20] area that we're feel more comfortable
[15:22] with and it just so happens that we've
[15:25] already we already have on hand 750,000
[15:29] the grant for 750,000 gives us the 1.5
[15:31] million let's shave a little bit let's
[15:33] do whatever it takes and let's get a
[15:34] project for 1.5 million and so we
[15:37] applied
[15:38] for this the swimming pool grant for 1.5
[15:44] million and we submitted it last year
[15:49] and we received notice first part of
[15:52] this year that we did not get
[15:56] funded there were 68 um Texas Parks and
[16:00] Wildlife applications for large projects
[16:02] for the $1.5 million
[16:05] bracket 68 applications we came in
[16:08] number
[16:09] 30 out of 68 applications and they gave
[16:13] 22 they granted 22 of them the top 22 so
[16:17] we were just shy by about seven or eight
[16:21] applications you do lose they do deduct
[16:24] a little bit of a points if you received
[16:27] it in Prior year so if there's another
[16:28] if there's another city that are neck
[16:30] and neck with us you know Apples to
[16:32] Apples they'll give them priority if
[16:35] we've received one more recently than
[16:37] them they didn't re if they receive
[16:39] theirs 10 years ago and ours was 5 years
[16:42] ago they get additional points so you
[16:45] lose some points there you can apply for
[16:48] it every year but in order to be
[16:50] competitive and allow other cities to
[16:51] get in the mix and get funding they
[16:54] won't give the the same city every year
[16:56] you know necessarily
[16:58] 30 is out they I mean one they got it
[17:01] they gone and so yeah the 30 in front of
[17:04] or the 29 in front of us they gone
[17:07] they're going to have funding so and
[17:09] we'll lose some of the points or some of
[17:11] the deductions in points because now
[17:14] it's just another year behind us that we
[17:16] received the last
[17:17] rant and so that's just where we're at
[17:21] up to this point and so I wanted to
[17:24] present three options to
[17:26] council we you know before you go on on
[17:29] the timeline it seemed like it's it's a
[17:31] very it seemed like it was a long
[17:33] timeline but when I came in it was
[17:35] everybody's priority we want that pool
[17:38] we want a functional pool we want a pool
[17:40] that everybody I mean y'all grew up with
[17:42] the pool we grew up with the pool we
[17:44] really have to have can't get anything
[17:47] smaller just from having had years of
[17:50] experience with the pool you know when
[17:53] everybody's diving in on top of
[17:54] somebody's head was a pretty sight but
[17:57] it it was it was so many many people had
[17:59] need of it and what you're finding now
[18:02] even in the city not a lot of people are
[18:04] not investing in pools anymore because
[18:07] of what it costs when you try to sell a
[18:09] house when you do all that it's a it's a
[18:12] lot more into it so it's not as many
[18:16] personal pools as there once were in
[18:19] terms of individualized we do have you
[18:22] know still have a significant number but
[18:24] they're private pools but what a city
[18:27] our size need we need to accommodate our
[18:30] population that want to swim and you
[18:34] know in one way or the other and so my
[18:36] first uh when I first came on I was just
[18:39] hey let's go build this pool I walked
[18:42] through that pool and if I never would
[18:45] have believed it was that unsafe you
[18:47] could stand in the center and bounce and
[18:50] it moved and then he showed me the
[18:54] lights he said he doesn't know how we to
[18:57] get electrocuted in that they were in
[18:59] the water and they weren't really
[19:01] protected so you know to God be the
[19:03] glory nobody died in the pool but I you
[19:05] know I would say let's fix it up he said
[19:07] you really can't do anything with that
[19:09] poo I was I was for let's go through
[19:11] let's but because of the structural
[19:14] damage it was just going to be such a
[19:16] problem to to to do anything with it
[19:19] like I said I didn't believe it until I
[19:21] walked through and I bounced around in
[19:23] it and if somebody had told me that
[19:25] concrete would bounce I never would have
[19:27] believed it and that you could swim in a
[19:29] pool with exposed wire and nobody get
[19:32] electrocuted it was really that bad and
[19:36] so quite naturally I said I see why we
[19:38] can't build on it and we can't open it
[19:40] up in that state that it had to be
[19:42] demolished and start from scratch
[19:44] because lives are more important than
[19:46] Recreation even I love a pool but I
[19:48] don't want to die in a pool but and I
[19:50] wouldn't want anybody in our city to be
[19:52] that safety to be an issue so that was
[19:55] why we had to scrape everything but one
[19:57] thing that I have seen that it's up to
[19:59] this point how they Salvage what was
[20:02] there and what was there was uh the the
[20:06] the party room I guess that's what you
[20:08] call it now where you can actually have
[20:10] a splash pad and that was another grant
[20:13] that I don't know if you had talked
[20:14] about that yet but there was the other
[20:16] grant that set out and it's a wonderful
[20:18] little location and it worked well if
[20:20] you've seen in the summer how well they
[20:22] used the splash pad and the birthday
[20:25] part of it it it's really nice but for
[20:27] the size of our community and with the
[20:30] rate that is growing to accommodate
[20:33] we're going to have to go to another
[20:35] level uh and we want that pool I'm I'm
[20:38] like I said I said whatever you know
[20:41] about what we need to do to get it so
[20:42] [name] going to talk explore the other
[20:44] part and I and I and personally I don't
[20:47] think we need another Splash Pad we
[20:49] don't need another extension we need a
[20:52] pool a real pool a pool where kids can
[20:55] qualify and get their license I mean
[20:58] they
[20:59] whatever is they don't go license what
[21:01] they go lifeguard for lifeguards yeah
[21:03] they get cuz I know when uh my daughter
[21:06] was even back in it they had they didn't
[21:08] have quite enough space to to measure
[21:11] you had to go and you had to do an extra
[21:13] two laps to make a lap count or
[21:15] something I anyway she couldn't qualify
[21:17] because of the lent and so I do know how
[21:21] important it is and I Community is
[21:23] growing and that is something that is
[21:25] accessible to everybody
[21:28] yeah you don't have to know anybody you
[21:31] don't have to be friends with anybody it
[21:33] is an open public pool and I think I
[21:36] mean I I'm just pushing it I love a pool
[21:39] I know we need to but I know we need to
[21:41] do what's best and not cut too many not
[21:44] cut Corners so that it isn't a project
[21:48] because in a couple of years if you're
[21:49] back to square one you don't have enough
[21:51] space to maneuver you don't have enough
[21:54] resources in place so with that in mind
[21:57] that's fishes having and she loves a
[21:59] pool but I grew up in galston part of
[22:01] the way so y'all know I love water so
[22:04] but pool is something that's really
[22:05] needed in this community for our
[22:09] children okay so no man you're good um
[22:14] so we have I was going to briefly touch
[22:17] on three options then go through those
[22:20] options more in depth and come back to
[22:21] this page here so we can just we'll look
[22:24] at this this will be our page that we
[22:26] return to so essentially build using
[22:30] some some of our existing designs that
[22:32] we've already talked about and then find
[22:35] additional resources that find
[22:37] additional funding find what is that
[22:40] dollar amount what does it look like how
[22:43] much are we
[22:44] short and what are the best ways to um
[22:48] acquire that money and bring that back
[22:51] to council if y'all want something along
[22:53] the sizes and like I say there's options
[22:56] there's when it comes to swimming pools
[22:58] there's there's lots of options we did
[23:00] try to
[23:02] make not if something was very very
[23:04] expensive and it didn't make it wasn't a
[23:06] big benefit
[23:08] for you know we didn't feel like it'd be
[23:10] really needed or used we cut it but
[23:13] things that we felt like gave us extra
[23:15] and there's two pools that I'm going to
[23:16] show you one we created with some
[23:19] additional changes that gave us more
[23:22] Parks and Wildlife Grant uh
[23:25] credits if they made if we made the pool
[23:28] with a a zero grade entry instead of
[23:32] just a you know a pool hole in the
[23:34] ground that had to have
[23:36] lifts to drop you down in the pool if if
[23:38] you were disabled or in a wheelchair and
[23:40] they had to drop you down in the chair
[23:43] versus a a zero grade entry where you
[23:46] could roll up into it or beach beach
[23:48] option a beach front type option yes sir
[23:50] or where you're if you're elderly and
[23:53] have unstable footing or whatever and
[23:55] you can just Wade right off into it
[23:57] without having to climb downstair
[23:59] all kinds of different options right so
[24:01] we tried to find some stuff that the
[24:03] parks wild I said extra points for this
[24:05] extra points for this and we you know we
[24:10] um prioritize
[24:13] those use our existing funds I come back
[24:17] to council say this is the money that we
[24:19] have on hand for a pool and
[24:22] here's here's what we believe we can get
[24:25] for that amount of money um our our
[24:27] engineering
[24:28] uh group without spending a lot of time
[24:31] on it they did show us they said hey we
[24:33] actually just built a pool it was for a
[24:36] an HOA subdivision for like a small
[24:38] neighborhood it was for their main
[24:40] office uh we just built the pool for
[24:44] roughly that amount and we can show you
[24:46] and so I'm going to show youall a
[24:48] picture on that too just what a smaller
[24:50] pool using existing funds what's
[24:53] feasible without borrowing more
[24:56] money or repp for the parks Grant again
[25:00] reapply for the parks Grant put in for
[25:03] it see if there's additional sources of
[25:07] funding along the way to where we're not
[25:09] just sitting here for a year twiddling
[25:11] our thumbs waiting on the parks Grant
[25:14] but I do we actually we spoke with Parks
[25:18] and Wildlife group they looked at our
[25:19] application they feel it's a really nice
[25:21] a good application they did offer up a
[25:23] workshop in May there's a workshop that
[25:27] we can submit our application to and
[25:29] they can go over it with us and see if
[25:33] they can find any ways to improve our
[25:35] application or remove things you know
[25:37] add or remove things that will give it
[25:40] more favorability
[25:43] favorability and
[25:45] so but essentially hold on to our money
[25:48] for now don't spend
[25:49] it a couple of the things that I can
[25:51] think of with that even
[25:53] though it it is a valid option it's
[25:57] another year and I cannot guarantee that
[25:59] we'll get it I feel like we're going to
[26:00] have better chances or improved chances
[26:02] of getting it and our chances were not
[26:04] bad this round we did have a pretty good
[26:06] chance and we got pretty close but it's
[26:08] not guaranteed so we may wait another
[26:11] year for nothing and we may um you know
[26:16] the dollar as long as a dollar is
[26:18] sitting in an
[26:20] account PBC and things still go up you
[26:23] know we may not get as much bang for
[26:25] buck right now in a year with that same
[26:27] money
[26:29] but that being said that same money or
[26:32] you know if we're going to move forward
[26:34] with engineering bid process is this
[26:36] still going to be a good year maybe not
[26:39] but you know it won't be tomorrow to if
[26:42] y'all tell me today hey go out and build
[26:45] a pool you know if I go out and I'm
[26:46] going to have to find more money we're
[26:49] going to have to go out for Bond all
[26:50] that process takes months and months so
[26:54] it still wouldn't be a tomorrow project
[26:58] all right so so so with that being with
[27:02] that being said that I mean with you
[27:05] doing that you still could apply for the
[27:07] grant as well why are you going out for
[27:09] bid and and make those yes unless unless
[27:14] if we commit to anything else so if if
[27:18] we go out and commit and begin
[27:20] construction or we're out of the paying
[27:26] money using existing funds this grant U
[27:30] just like most all of our grants if
[27:31] you've already made commitments for it
[27:34] saying hey we we technically have the
[27:36] money or we have a wherewithal to get
[27:37] the money we plan on being good for it
[27:40] and then we're going to get a grant just
[27:41] to try to reimburse ourselves we won't
[27:43] qualify it has to be we can't sign or
[27:46] execute anything until we get grants
[27:48] that says you've been approved you may
[27:51] now
[27:52] proceed um we could go ahead and plan
[27:55] and put in for a grant put in for a
[27:57] grant
[27:59] and then start coming up with other
[28:00] options and if we get other entities
[28:03] school districts you know there's
[28:06] options yeah the school already said
[28:08] that they wouldn't um partner with us so
[28:13] they said they said they would partner
[28:14] with us I mean I talked with them but
[28:16] they actually didn't say that they
[28:17] wouldn't they what what was actually
[28:19] said was that they wanted to explore it
[28:21] more yeah and so and and and and it was
[28:25] and with I'm sorry no you and with the
[28:27] time that it happened because I did sit
[28:28] down with both and the part of the board
[28:31] and whatever but the the deal was it was
[28:34] it was a little mixed message in terms
[28:37] of what the expectations were and then
[28:39] it was also mixed message on how much
[28:41] funding they actually had available and
[28:44] at one point it wasn't the funding that
[28:48] everybody thought was available when it
[28:50] when the when it was kind of pointed out
[28:52] but it was never a point where they said
[28:55] that they didn't think it was a good
[28:57] idea to to see if they could work
[28:59] because because of the number of kids
[29:01] that wanted to they just wanted a little
[29:03] more specifics with it detail spell l
[29:07] because when we talked about it
[29:08] originally it was just a it was quick
[29:10] the grant was coming up and everything
[29:12] was coming up and we're trying to do a
[29:14] quick but the long term even with the
[29:18] YMCA it was a a full conversation with
[29:22] it that it was something that everybody
[29:24] could kind of te we spoke with the YMCA
[29:27] we spoke with boys and girls Club
[29:28] there's like I say there's options none
[29:31] of them are guaranteed once you
[29:33] introduce and enter into Partnerships
[29:34] and agreements with other
[29:38] entities you're kind of putting your you
[29:41] know you're putting yourself out there
[29:43] that that things may go in a different
[29:45] direction then you have joint you have
[29:47] more
[29:47] opinions um which it might be required
[29:50] we may have to say Hey listen we'll
[29:51] Commit This Much and so if it's a joint
[29:56] effort um or or we find additional
[29:59] funding say okay we feel like we can
[30:02] free up this much money we're going to
[30:05] go ahead and bite it off and we're not
[30:07] going to wait for another year for that
[30:08] Grant so go ahead and pull it like that
[30:10] way I'm not wasting that time but if a
[30:12] new project does come up that can fund
[30:15] it we haven't missed the window of
[30:17] opportunity to apply for the grant and
[30:19] we can then just call them and say we
[30:22] found additional funding we don't need
[30:23] the grant now just pull our application
[30:25] so we're looking at doing it
[30:26] simultaneously
[30:29] uh one and three at the same time that's
[30:32] an
[30:33] option I mean we just can't commit
[30:36] number one we can't put the number one
[30:37] till we hear from number two but it
[30:39] wouldn't stop the process from going on
[30:41] with number one yes ma'am so using the
[30:45] existing funds that we have um it
[30:48] wouldn't be much of a this is much of a
[30:50] pool here's what we were given
[30:54] on so
[30:58] this whole pool
[30:59] here um is about the half the size of
[31:02] our old pool that's a hotel pool it's a
[31:05] small pool a small it's about a hotel
[31:07] pool it's a small it's a little bit
[31:09] bigger than a hotel pool maybe a going
[31:11] work and so I mean he said this one here
[31:15] he said the pool itself cost 550,000
[31:18] with with that um he said it doesn't
[31:21] include this Jacuzzi or heat you know
[31:23] this over here because that was already
[31:25] there but it doesn't address um any kind
[31:28] of Booth space like concession stands if
[31:31] you're going to sell food tickets at the
[31:34] gate you know or storage for backboards
[31:37] and medical supplies and bleach and well
[31:40] I mean with that being said I would
[31:42] focus first I would focus on uh putting
[31:45] the money towards the pool and then let
[31:48] us uh look towards getting uh office
[31:51] space or concession because I mean we're
[31:54] targeting the pool I mean we're not
[31:57] targeting
[31:59] concession office I
[32:01] mean a lot of it's required though for
[32:03] instance what I'm when I'm talking about
[32:05] his when he said 550,000 for that it did
[32:08] not include see those light poles it did
[32:10] not include the fencing on it so you
[32:13] have to have lighting you have to have
[32:14] fencing you can't leave it open um
[32:17] accessible um and you have to have some
[32:19] way to man a gate or you know something
[32:22] like that and you have to have a place
[32:23] to store supplies backboards and bleach
[32:26] and yeah chemicals but you don't have to
[32:28] you don't have to you had given me a u u
[32:32] there was a drawing saying that you
[32:34] would look at doing like a 100K for it
[32:37] but I don't think that would I mean an
[32:39] office concession um storage I think we
[32:43] should be able to do that for Less it
[32:45] just depends on what and then the rest
[32:47] of it goes towards the pool yeah it just
[32:48] depends on what you're wanting to to
[32:50] build okay there's the options are all
[32:53] over the board I can you know something
[32:55] short of a you you know some type of a
[32:59] movable not a storage building but you
[33:01] know you can bring in some kind of a
[33:03] there's all kinds of options it's just
[33:04] what do y'all want do y'all want it to
[33:06] be more rinky D or
[33:10] something outside of
[33:12] options yeah B outside of
[33:16] option
[33:18] three um outside of us receiving option
[33:23] three everything else would not fit
[33:29] our need you know we we we could we
[33:31] could build a pool just to say that we
[33:34] have a pool but outside of option three
[33:37] we uh it wouldn't meet our need other
[33:41] than if we uh go back to option one with
[33:46] a with a uh um tax increase
[33:51] uh but I think I don't know yeah what
[33:54] you're saying is number one I think
[33:56] we're all in agreement we want to reove
[33:58] I mean there is not no El say well
[33:59] that's what I'm saying and that's I said
[34:01] we do want the real pool we want a pool
[34:03] that's functional because if it's
[34:05] smaller than the one that we had before
[34:07] it's not going to be functional I mean
[34:09] if you were out ever out at that pool it
[34:11] was body to body on on a good day so
[34:15] with that like you said option one the
[34:19] own is and I think [name] had already
[34:22] mentioned it that looking at option one
[34:26] is not one that we can't proce suit
[34:28] about how we could get other funding and
[34:31] looking at any other funding source but
[34:33] it
[34:34] is has to coincide with option three
[34:38] because if you accept anything and you
[34:42] receive money to start with option one
[34:46] then you are not you're automatically
[34:48] ineligible so three option three then if
[34:52] we apply then we we we stand still we
[34:55] but we no we can do them simultaneously
[34:57] you you don't necessarily have to stand
[34:59] still you just don't have to spend the
[35:01] money if we found if we explored another
[35:04] way to do bonds to do rais it we could
[35:07] explore but we couldn't commit to it but
[35:11] but no but we can take no action we can
[35:13] take but we could actually see and we
[35:15] wouldn't lose time so we didn't get it
[35:18] we could automatically go into Plan B
[35:21] cuz one would have to be Plan B and not
[35:24] plan one until we have an answer from
[35:26] from the deal so what would happen
[35:29] differently at this point that we didn't
[35:31] do before we just
[35:33] waited mhm we we waited with great
[35:36] anticipation and great hope and we got
[35:38] slout but that's all right but we moved
[35:39] up to we we were halfway up there okay
[35:42] so the top half now can't apply maybe
[35:44] it'll be another half but what we didn't
[35:47] do we didn't explore the details of
[35:49] where we could get other monies from now
[35:52] we can we can't we can't lock ourselves
[35:55] in it but at this point we could
[35:57] actually a look at other sources of
[36:00] funding that we could pursue and [name]
[36:03] he's he's the business
[36:05] person so if we apply if we apply for
[36:09] this we should know once again by the
[36:11] end of December that they actually said
[36:14] normally they they come out with these
[36:15] in December December 1st of January that
[36:18] it actually pushed by about 60 days
[36:21] there were some
[36:22] other issues or things that they didn't
[36:25] um they didn't review the applications
[36:27] like they normally did on schedule so if
[36:30] we do apply for it we should know by the
[36:32] end of this year so that gives us
[36:36] roughly you know 12 months to know 10 to
[36:40] 12 months to know whether that's coming
[36:42] in while that's applied for and we're
[36:46] waiting for
[36:48] that according to what I'm understanding
[36:50] from the mayor we could go out and say
[36:52] here are our our financing options and
[36:56] here's how much it's going to cost and
[36:57] here's option one two and three and four
[37:00] you know and we have then we have real
[37:02] dollar cost is it going to be 2 cents on
[37:05] the on the value you know is it going to
[37:07] be one cent for seven years is it going
[37:09] to be two for six years I can give
[37:13] options of what it's going to cost what
[37:15] it's going to cost the median home
[37:17] value you know just different options
[37:19] and then we then y'all can decide no
[37:21] we're not going to bite that bullet
[37:22] until we
[37:24] know and then
[37:28] in January December or January it said
[37:30] they say yeah yes then that's great but
[37:34] worst case they say no then then we have
[37:37] all the options and then we can go
[37:38] straight forward it's so it's not any
[37:40] time wasted to where I don't spend
[37:42] another 6 months after that looking for
[37:44] funding we would have everything laid
[37:46] out well it would be nice if we could
[37:48] get the funding sure yeah I mean it'd be
[37:52] nice but we do like you said and I know
[37:55] understand what council was saying when
[37:57] she said we really don't want to waste a
[38:00] lot on the outside we want to put bangs
[38:03] or our Buss on the pool itself the
[38:06] actual pool but you do have to do the
[38:08] other trimmings around it we do know
[38:10] that a certain percentage but we want
[38:12] the bulk of it to be what does it take
[38:15] to make the perfect pool where where do
[38:18] we have the you said we have 7 750 where
[38:21] do we have the 750 up right now dra it's
[38:23] sitting in a account dra drawing
[38:25] interest yes sir okay
[38:28] but if I know that we're not going to
[38:30] touch it for 8 months or something like
[38:33] that I can put in a CD and Draw Bigger
[38:36] you know bigger interest it's just at
[38:39] this point you know if they came out and
[38:40] said hey you got the Grant and I got it
[38:42] in the CD and I pay penalties to pull it
[38:44] so I can put it in the bigger interest
[38:46] drawing account and so you said the
[38:48] grant would I mean you wouldn't we
[38:50] wouldn't know that the grant was
[38:52] afforded until when was approved until
[38:54] the Cycles U the Cy get a 6 month C
[38:58] M yeah you can do six month I think 8
[39:00] months month little more money on it
[39:03] anyway I mean no it's just up until now
[39:07] I want you know the timing I didn't feel
[39:10] like we could lock that money
[39:12] up for six months if we did number three
[39:16] U who we have for
[39:18] donations for sure we um we can get some
[39:23] donations from we we had a company not a
[39:25] company I'm sorry it was a a church that
[39:27] came in in
[39:29] 2015 um when Council was talking about
[39:32] listen we're going to have to shut our
[39:32] pool down we can't afford to keep it
[39:34] open and we had some Churches come in
[39:36] and said man this is really important
[39:38] for us you know that this pool stay open
[39:41] and they offered to begin fundraising
[39:43] and so we open an account and
[39:45] everything um I don't think we received
[39:49] anything that we I I don't think we
[39:52] received
[39:53] $1,000 you know and so we put that money
[39:55] but ultimately it's still had to be
[39:57] closed down because it was going to cost
[40:00] at that point roughly $50,000 to replace
[40:02] the tile and and when I said and I do
[40:05] understand what you're saying on like
[40:07] the uh the the building but you know
[40:10] there are options but what I was talking
[40:12] about the things that weire that that
[40:14] other pool did not have or did not they
[40:17] did not spend when that they spent that
[40:18] 550,000 they didn't have concrete around
[40:21] it cuz it was already concrete there it
[40:23] was an existing pool that they went and
[40:25] re that they dug it back out but they
[40:27] had decking to work with and fencing and
[40:28] lighting so you have to have at least
[40:31] fencing and uh concrete so it's not
[40:34] grass up to the edge of the of the
[40:35] swimming
[40:36] pool so it's just that's what I was and
[40:39] that's why I put in there roughly just
[40:41] something along the lines of that that's
[40:45] why I put they said that that pool
[40:46] itself cost 550,000 how large is it how
[40:50] large is it I have the I have the
[40:53] dimensions it was it's four lanes
[40:54] instead of six it's four swimming Lanes
[40:57] okay and 60 ft I believe long not 75 so
[41:00] it's 24 it's 24 wide instead of 40t wide
[41:06] so it's almost half wide and it's only
[41:08] 60 instead of 75 75 or 80t is a half um
[41:13] half an olympic size yeah so you can do
[41:16] the the double lap you can do a two lap
[41:18] and you you'll get one olympic size
[41:20] swimming P this is even smaller than
[41:23] that and it um it's only 20 4T wide so
[41:28] it's four 6ft
[41:30] Lanes um this here with concrete and
[41:33] fencing and everything else we'll still
[41:35] be probably spending more money than we
[41:37] currently even have yeah I had a 20 by
[41:40] 40 pool and um by the time all of my
[41:46] grandkids got in there and a couple of
[41:48] three adults was full it was full you'd
[41:52] be jumping on like you said jumping on
[41:55] somebody's headp even the when it P was
[41:57] big it was hard to keep the the real
[41:59] swimmers from diving in on top of
[42:01] everybody but like I said I I mean we've
[42:05] already discussed we would like the pool
[42:06] but I like the fact that when we look at
[42:09] a pool handicap
[42:12] accessible senior citizen friendly I'm
[42:15] on that other side now so that you don't
[42:17] have to clam up up and down you can just
[42:19] walk and then it's familyfriendly
[42:22] because they can sit in that little
[42:23] shallow part and be there with the
[42:28] kids yeah also I think that I mean it it
[42:31] would benefit like to say handicap
[42:32] exceptable if they wanted to do water
[42:35] aerobics on the L this one here
[42:37] something like that that's what I that's
[42:39] what we have on this one here yeah that
[42:40] one had all those so right here is the
[42:43] zero degree
[42:45] entry you uh the beach front entry and
[42:48] it's flat and so here you get to 3ot
[42:51] from zero up here right and it starts at
[42:54] 3T and here's an underwater bench on
[42:56] this side and on this side all down this
[42:59] side is an underwater bench and on this
[43:00] side is an underwater bench for parents
[43:02] to sit and wait for their kids while
[43:04] they're playing and everything else all
[43:06] of this is 3ot for water
[43:09] aerobics um and it was you know pretty
[43:12] good size area for your water aerobics
[43:14] and it had a little shade structure and
[43:16] then you have a six-lap pull you know
[43:20] and then it off to the side over here it
[43:22] had a uh a pretty nice water slide for
[43:25] just an additional attraction kind of
[43:26] keep all your big kids playing over here
[43:29] and out of the way and your smaller kids
[43:31] can be to where you don't have big kids
[43:33] on top of small kids and stuff like
[43:35] that so know you did you did have a I
[43:39] think another amenity was the
[43:42] basketball all we had options when we
[43:44] bid it out but they were bid alternates
[43:47] we have dollar amounts um to add right
[43:50] here if you see that to right here you
[43:53] have a a basketball hoop it also had the
[43:56] option that you could put up a
[43:58] volleyball net across and play Water
[44:01] Water
[44:03] volleyball replacing that about once a
[44:05] week okay what's that a basketball Bill
[44:09] I swinging on them since we don't have a
[44:12] diving board they're going to yeah yeah
[44:15] so I mean um you know there that's why
[44:19] it went from 1.1 million that when in
[44:21] your slide 1.1 to 1.4 there's things
[44:24] that we could we can I mean I I don't
[44:26] have
[44:27] yeah I don't have a problem with you
[44:28] know adding our amenities you know at a
[44:30] later time cuz those things could be
[44:32] added later that was another thing is
[44:34] you don't have to rebuild you don't have
[44:36] to reinvent it to add additional so what
[44:38] you need is the
[44:40] structure we need to make sure that we
[44:42] have enough the structure in place and
[44:45] then you can add like you add the fluff
[44:47] later but being able to roll into the
[44:49] pool is a must uh because it's a lot of
[44:53] people do the robs and get into it then
[44:56] being able to sit in there while your
[44:58] children are playing is a wonderful
[45:01] thing because before when they had the
[45:02] little pool they got you go sit in that
[45:05] little pool and it wasn't room for the
[45:07] children to play in the
[45:09] pool all the grown folks sitting around
[45:12] the edge and had the kids didn't have
[45:13] enough room to play but I it's so the
[45:17] basic parts of that pool I
[45:21] just you know the way we had kind of had
[45:25] this drawn up existed so this is an
[45:28] existing restroom
[45:31] here and then in between it we would
[45:33] have a a patio area for eating to keep
[45:36] the eating and the food and the candy
[45:38] and stuff that attracts ants mhm
[45:41] everything keep all food out of here and
[45:42] drinks and have some picnic tables and
[45:45] stuff like that for to come out and eat
[45:47] have a storage room concession and a
[45:50] ticketing Booth you know right here with
[45:51] the gates to where it'd be a control
[45:56] point of entering up
[45:58] um and those those can be eddied with
[46:03] other than yes ma'am some of it you you
[46:05] don't have to we have the restrooms we
[46:07] have that and we can do state phase two
[46:10] of the edit but the key for is to have
[46:14] the basic
[46:15] structure right here
[46:18] yep okay so basically you're saying that
[46:20] you're going to you would apply for the
[46:23] uh you're saying that you would apply
[46:24] for the grant I can along with
[46:27] um seeking other funds to assist with
[46:31] what we already have now so whichever
[46:33] one comes first um if we receive the
[46:37] funds first to actually move forward um
[46:40] with the pool we can do so if we decided
[46:45] to but if you if it was if the grant was
[46:48] still on the table and it was just a
[46:50] matter of a coule we got the Grant and
[46:52] then go to then we could do but but the
[46:54] but go ahead but if we but what I'm
[46:56] asking is so that's what I'm saying if
[46:58] we still get the funds so you're saying
[47:01] if we get the funds if you find the
[47:02] funds that we can um
[47:06] uh purchase the I mean to go move
[47:09] forward with the pool so if we get those
[47:11] funds we still hold on to those funds
[47:14] yeah until we check and see if the has
[47:18] been approved yeah once we commit to
[47:19] those funds we can't get the grant if it
[47:22] came through so you're talking about a
[47:24] couple of months difference but two or
[47:26] three months maybe different between
[47:30] where they would respond so because it's
[47:32] going to take a long time to seek the
[47:33] funds and line so what's the long time
[47:36] what's the time frame are we looking at
[47:37] you're still looking at are we looking
[47:38] at years no not years no we looking at
[47:42] months hopefully so squeze into year
[47:46] either way me a lot of the timeline's
[47:48] going to be on Council
[47:51] so the I mean for us to go out and seek
[47:54] the funds okay a tax note let's I mean
[47:57] the easiest thing is a tax note but if
[47:59] I'm trying to find something that's more
[48:02] competitive you know if it's if we do
[48:04] something that's more competitive then
[48:05] we we're you know that's that's the
[48:07] timeline like we can go out and borrow
[48:09] money and we the easiest thing to do is
[48:13] borrow money against property taxes mhm
[48:16] and you know I don't know that council's
[48:19] ready to bite that bullet
[48:21] um no you know oh no we already going
[48:25] give away um so no we don't need no more
[48:28] taxes and so we already I mean I mean
[48:31] what are you saying I mean we can give
[48:34] companies um tax abatements to come in
[48:37] we can't give
[48:39] ourselves that's a different I mean tell
[48:41] me something okay a tax abatement is
[48:44] future taxes that we're not even getting
[48:46] if we don't if we don't go up to a tax
[48:48] if we don't sign a tax I'm just asking
[48:51] we lose that company and we don't get
[48:52] those taxes anyway okay this is
[48:55] committing mhm and increasing our tax
[48:57] rate M directly
[49:02] so the money I mean the money has to
[49:04] come from somewhere so the easiest thing
[49:06] is or or the simplest that most cities
[49:09] would do is a tax note but if we want to
[49:11] be more competitive and try to find more
[49:13] monies
[49:16] elsewhere then it's going to be it's
[49:17] going to take some creative searches and
[49:20] and thinking about how to basically how
[49:23] we came up with this last one I was able
[49:25] to use existing
[49:27] ins reserves that we already
[49:30] had to pay off that tax note so we
[49:33] didn't have to increase the the the tax
[49:35] rate the money that we have currently
[49:37] sitting in for the swimming pool did not
[49:40] cause a tax rate
[49:41] increase and so that's some of the
[49:44] creative thinking I'm talking about but
[49:45] I I don't know you know so to get the
[49:48] pool that we need uh we we would need to
[49:52] get the local park
[49:54] Grant option three
[49:57] the the the monies for to get something
[49:59] like this yes yes correct without
[50:02] creating another funding source without
[50:05] borrowing
[50:06] money like I say unless you're looking
[50:09] at other
[50:12] partners we go back again to you know
[50:15] YMCA Boys and Girls Club well there's no
[50:17] guarantee of getting another partner so
[50:20] no not and you really I me you start
[50:22] operating on their dime then just like U
[50:25] is this the the olymp OIC size yes sir
[50:28] I'm said so if we get this and then the
[50:30] school C no no I'm sorry it's not an
[50:32] olympic size it's it's the 80 foot it's
[50:34] the half it
[50:36] is it is qualified for so we do this on
[50:40] our own then the school calls and says
[50:42] hey we need to start using the pool well
[50:45] they have to pay a fee it'd be for a fee
[50:46] what and that's what they had initially
[50:48] S I mean they'd have to do a they'd have
[50:50] to do a contract more or less they had
[50:52] initially and that's what they were
[50:54] talking about they didn't want to they
[50:56] wanted a contract to said they didn't
[50:59] want to own anything they just wanted a
[51:01] contract right to to be able to use it
[51:04] what what they had mentioned is the
[51:06] things that they were the things that
[51:08] they would be open to is things that are
[51:11] specific to a swim team like
[51:13] requirements for a swim team Locker a
[51:16] locker room
[51:18] showers you know changing room and
[51:21] Diving blocks and they needed that then
[51:23] they could put that stuff in right and
[51:24] that's what they said that they could
[51:25] probably justify using School funds for
[51:28] or things specific to their
[51:31] requirements diving blocks diving blocks
[51:34] and and maybe or a pool heater that way
[51:37] when they're swimming during
[51:39] the winter months they can warm the pool
[51:42] up things that of that nature the the
[51:45] school was not against at that time but
[51:48] there was no commitments it was just
[51:49] more of a discussionary a discussion
[51:52] about it or or were we charged to get in
[51:56] okay well that would have to be U no all
[51:58] that would be negotiable depending on
[52:01] what I mean the cost for it would be
[52:04] like a contract between which talking
[52:07] about individuals oh the individual
[52:09] it'll probably run it'll probably r run
[52:11] about the same thing individually
[52:13] because the pool has never been a money
[52:15] maker for the city is always been at it
[52:19] would be set according to what was
[52:21] functional for the city they would set
[52:23] the the city technically would we want
[52:27] bite the bullet and make it accessible
[52:29] to everybody or do we want to make a
[52:30] we're not going to you're not going to
[52:31] ever really make a lot of money on it
[52:33] and it was never designed for that the
[52:35] city pool I mean you saw what the price
[52:38] was to get in using using the cost all
[52:42] the basic costs and we we talked to a
[52:44] few other cities as well as our
[52:46] relationship or our history with having
[52:49] a swimming pool we were it was costing
[52:53] us about $40,000 when we used to have a
[52:55] swiming pool and talking to other cities
[52:58] that's not that's not out of
[53:00] line
[53:02] um the more you know and then we were
[53:05] selling I believe it was $2 I think for
[53:08] half a day four hours or something like
[53:10] that so it was just more of a nominal
[53:12] fee you actually made some money off of
[53:14] birthday parties and rentals of the
[53:16] whole so different options concession
[53:19] stands concessions is what um the other
[53:22] cities have said have made them the most
[53:24] money is concessions if you don't allow
[53:26] outside food and drinks no glasses no
[53:29] glass bottles and all this kind of stuff
[53:31] and they buy it there then you're that's
[53:35] a lot of your source of Revenue is
[53:37] concessions so we're going to have to
[53:40] hire a u a maintenance person I mean a
[53:44] caretaker yeah I mean another city
[53:48] employee to to to be the LIF guards
[53:50] during the month during the what once
[53:54] again this is getting pushed off another
[53:55] year so I can't put I can't put them on
[53:58] the hook for something that's a year
[54:01] from happening but the Boys and Girls
[54:03] Club said that they won't to partner
[54:05] with us and run it or they' be willing
[54:07] to partner with us and run it like they
[54:09] do lkin naad doas and other
[54:11] cities um and then they develop to see
[54:15] what that Delta that loss how much do
[54:17] they lose per year and ask us to help
[54:20] cover that loss cuz they're not they
[54:22] don't plan on making money either um the
[54:25] city of lkin
[54:28] um it's either city of Lin or nacadas
[54:31] has two pools one of them has two pools
[54:32] one has one I believe Lin has two and
[54:34] nacadas has one and
[54:37] so uh lkin has an agreement with the
[54:40] boys and girls club they have all the
[54:42] Staffing lifeguard the training
[54:44] insurance policy you know they cover all
[54:46] the
[54:47] costs and um you know they pay $60,000
[54:51] the Boys and Girls Club does and it's
[54:53] just run by them and it's not run by
[54:56] City the employees is that a possibility
[54:58] here yes sir it is that's and that way
[55:01] you're not duplicate they're buying all
[55:02] their chemicals from the same Source
[55:04] getting better pricing they have Pro
[55:06] training programs for
[55:08] [Music]
[55:09] lifeguards it's a it's a we're not
[55:13] Reinventing the will by using a company
[55:15] or Boys and Girls Club who already has a
[55:17] a presence here in Houston County in
[55:20] Crocket where is our boess they're at
[55:22] the school they have a hybrid program so
[55:25] they have employees boys and girls
[55:26] program but it's at the school they
[55:29] don't have their own club separate from
[55:30] the school yeah they're they're at
[55:32] elementary so that's why they're kind of
[55:34] interested in expanding
[55:36] their program here in
[55:38] Crock
[55:41] so okay so let's let's let's go bring
[55:46] some recommendations or some so
[55:50] basically so r that by me again so
[55:52] basically we're looking at
[55:56] threefold or
[55:58] twofold probably
[56:00] two excuse me I said many folds if you
[56:03] break it
[56:06] down okay so applying for the grant
[56:10] applying for the grant and also looking
[56:11] for other
[56:12] funding seeking Health funding is that
[56:15] what we're doing so the the monies that
[56:18] we have currently you're thinking about
[56:21] putting that placing that LCD or if
[56:25] y'all if y'all want like I could come
[56:27] back with a few CD options and we short
[56:29] term we'll deposit into CDs well if it
[56:32] ain't making much right now I I'd put it
[56:34] in something that's making money it's in
[56:36] a low interest bearing it is interest
[56:38] bearing but it's not much I'd put it in
[56:40] something for a little bit that makes
[56:41] some money well the money markets are up
[56:46] aren't they yes ma'am and that and with
[56:49] money markets being up some money
[56:52] market as a as a public government
[56:55] there's some money market Market we
[56:56] can't put in for so we don't have access
[56:58] to but CDs and some money markets we can
[57:01] so I can bring you on okay I think money
[57:03] market options would be good so one
[57:06] thing so option one to
[57:09] pursue the exist using an existing money
[57:12] that we have to pursue the possible
[57:15] money markting um increasing in uh
[57:19] getting making money off of it some way
[57:22] right 750,000 okay that's one of the
[57:25] things one of in option one the other
[57:28] part in option one is that we were going
[57:30] to look to see if there was any
[57:32] other options for well acquiring money
[57:37] but even as we look at Option One the
[57:39] real bottom line for it is that we will
[57:43] not commit to anything if we're going to
[57:46] go to option if we're going to still be
[57:48] working option three and option three is
[57:51] that we're going to
[57:52] pursue the uh the Grant Park the local
[57:56] Parks Grant but we can't commit to any
[57:59] other funding because once you commit to
[58:01] funding then you automatically are not
[58:04] eligible for the Parks and
[58:07] Wildlife so you said and the so option
[58:10] three ties her hands yeah but it really
[58:13] doesn't it it just it might we we're
[58:16] going it's going to take some time to do
[58:18] that the the money marking part of it
[58:20] you can do it's not going to no but I'm
[58:23] I'm just you know yeah it's not going to
[58:25] do it I mean it's going to be increasing
[58:27] the funding cuz it's going to take some
[58:29] time to work out the details of what you
[58:31] can get and what you can afford but we
[58:33] just can't put any money into it now can
[58:35] we explore it can we look at it can we
[58:37] do the spreadsheet we just can't commit
[58:40] it to funding it so I mean it's it's
[58:44] about as clear as mud to
[58:47] me and that's why I'm bringing it to
[58:49] y'all cuz I need
[58:53] to I there but I'm I'm I'm just there's
[58:57] expectations on me and to me it's it cuz
[58:59] there's if it's money I don't think we
[59:02] should increase taxes okay so that's so
[59:05] so uh I'm just I'm looking at Option me
[59:09] I mean I'm looking at option three okay
[59:11] so I mean so even while we but what he's
[59:14] going to do we're not going to do it
[59:15] directly we're going to explore what it
[59:17] would look like we're not committing to
[59:20] it no he's going to bring you up the
[59:22] steps this is what we could do this is
[59:24] what it would cost this this is what
[59:26] we'll do in option one option three we
[59:29] just going when a grant come over we're
[59:32] applied for all we can get and that's
[59:35] standard I but also he mentioned the
[59:38] workshop that went we didn't have the
[59:40] workshop last time it's an option that
[59:43] they can go through and review our
[59:45] application once we submit it and tell
[59:48] us how to make it better so we didn't
[59:51] have that tool the first time and we got
[59:54] up halfway in the ranking so and we
[59:57] wrote that Grant ourselves and they it
[59:59] was in-house written so technical
[1:00:02] writing if you could do it we could
[1:00:04] upgrade it to
[1:00:06] technical to upgrade what's in the grant
[1:00:09] itself cuz right now ball down to who's
[1:00:11] the best grant writer it really
[1:00:13] is we're in other meeting right now
[1:00:17] we're still in the so we're still in the
[1:00:20] same meeting I mean it's a workshop was
[1:00:21] just an agenda item on there so we don't
[1:00:24] have to call for the new meeting okay so
[1:00:26] uh so directions so the directions are
[1:00:31] at this point and Y kind of go that
[1:00:33] we're going to pursue one and three one
[1:00:36] is going to be that he's going to lay
[1:00:38] out the option see what it is but in the
[1:00:40] meantime see how we can get some M some
[1:00:43] uh interest off of our what we I me to
[1:00:45] move forward one and three is our only
[1:00:48] options yeah that
[1:00:50] is cuz we definitely don't want
[1:00:53] a a hotel fol I'm sorry well we need a
[1:00:59] motion uh it's a workshop we don't we
[1:01:01] don't have okay but we got some
[1:01:04] discussion point and those are the
[1:01:06] options that I will be bringing back to
[1:01:07] council okay so you know pretty much
[1:01:09] okay anybody else everybody in agreement
[1:01:12] with the option that that's on the table
[1:01:15] and [name] will bring us some direction
[1:01:17] okay that's on
[1:01:19] [name] okay thank you I mean pool's a big
[1:01:23] project I thought I'd be stroking it it
[1:01:25] by now but I know know it's not as easy
[1:01:26] as it appears to be so that at this
[1:01:29] point that uh concludes our
[1:01:33] Workshop regarding the pool and we've
[1:01:35] already we didn't have any comments from
[1:01:37] anybody and so that takes us to item
[1:01:39] number two regular session uh February
[1:01:43] to 1820 approve of
[1:01:46] minutes I'll make a motion we approve
[1:01:49] the minutes I second okay it's been
[1:01:51] moved in second all in
[1:01:53] favor motion carries it brings us to
[1:01:56] item three consider and approve
[1:01:58] temporary street closure of Camp Street
[1:02:01] and Fannon Street for the Camp Street
[1:02:03] Blues Festival I think we did this last
[1:02:06] year we did it last year yes we did um
[1:02:09] and this is there the changes and we do
[1:02:12] have some representation here if y'all
[1:02:14] have questions um but uh they are asking
[1:02:18] for one day only instead of a two-day
[1:02:21] event and they're only asking for city
[1:02:23] streets not State Highway
[1:02:26] of Highway that's better that makes it
[1:02:29] better yeah you don't have to go through
[1:02:30] the 721 okay um and so this is
[1:02:36] the requested street closure of Camp
[1:02:39] Street and Fanon Street I've asked DCA
[1:02:42] and I have gotten a respon I did get a
[1:02:44] response from them they went and
[1:02:46] confirmed that all of
[1:02:48] the impacted businesses or property
[1:02:51] owners have all concurred they have
[1:02:53] nothing going on that day and they're
[1:02:54] okay with the streets being closed
[1:02:56] uh the churches uh Housing Authority uh
[1:03:00] Precision Tire Camp Street Cafe you know
[1:03:03] theyve all said that that they're okay
[1:03:05] with and the Housing Authority does have
[1:03:08] insurances from the other side um you
[1:03:11] know if they need to gain access to
[1:03:12] their office but U it's not going to
[1:03:15] impact so just it's just Camp Street
[1:03:17] right Camp Street and Fannon Street and
[1:03:20] this one
[1:03:21] yes okay what kind of vent is this it's
[1:03:24] a blues Festival yeah they had the kids
[1:03:28] did a art festival in the C of a
[1:03:32] BL the high it's on page eight if you
[1:03:35] want to look at it yeah I think the high
[1:03:36] school kid did a art display or
[1:03:39] something doing the
[1:03:40] festival so they're wanting to limit it
[1:03:44] to
[1:03:45] that that area instead of closing the
[1:03:47] state highway down that'll really help
[1:03:48] us also on yeah the traffic on that main
[1:03:52] road um and barricades and detouring
[1:03:54] people through town
[1:03:57] um and no overnight barricades
[1:04:00] and issues to deal with as well okay
[1:04:04] so 8:30 a.m. through midnight
[1:04:09] and Third Street or Camp Street from
[1:04:12] golad to Fannon and Fanon street from
[1:04:14] Second Street to Fourth Street I make a
[1:04:16] motion we approve the closure Camp
[1:04:19] Street and Fanon
[1:04:21] Street I second okay has been moved in
[1:04:24] second all in favor
[1:04:31] oppose
[1:04:34] obain a no vote obain no because it's
[1:04:39] not tied to you're not abstaining you're
[1:04:42] not abstaining um or recusing yourself
[1:04:45] for conflict of interest are you for
[1:04:47] conflict of interest it's a it's um you
[1:04:50] can do my understanding on the charter
[1:04:53] States you has have three options to
[1:04:55] vote
[1:04:56] and that's um yes no and obstain and
[1:04:59] abstaining is if you recuse yourself for
[1:05:00] conflict of interest I don't have a
[1:05:01] conflict of interest but I don't I don't
[1:05:03] vote either way I'm not voting either
[1:05:05] way sir are youall okay recording that
[1:05:07] as a no vote if it's abstaining I'm
[1:05:11] abstaining there not a no vote okay yes
[1:05:14] ma'am
[1:05:16] uh it's
[1:05:18] passed uh is okay they bring us to item
[1:05:24] number yeah is pass yes ma' so item
[1:05:27] number four considering approve the
[1:05:30] temporary suspension of crcket code
[1:05:34] article four section 1524 limited to the
[1:05:38] event area and the time frame described
[1:05:40] in cem Street Blues Festival
[1:05:43] map uh mayor council uh y'all approved
[1:05:46] this last time um and we had no concerns
[1:05:50] Police Department any concerns police
[1:05:53] chief um
[1:05:56] they uh limiting um consumption of
[1:05:58] alcohol only to the event area of Fanon
[1:06:02] Street or Camp Street and Fanon street
[1:06:03] they're going to have vendors in that
[1:06:05] area um this is a suspension um this is
[1:06:09] a local a local ordinance um that's
[1:06:13] enacted by Council so yall do have the
[1:06:15] ability to suspend it um for the
[1:06:18] parameters the boundary of that event
[1:06:21] and for the time frame of that
[1:06:23] event um for open containers you me
[1:06:27] suspend suspend the uh open container or
[1:06:31] ordinance that way if you're there
[1:06:33] drinking a a glass of wine or
[1:06:36] something on Fanon Street and you're
[1:06:39] walking from Fanon Street or you know
[1:06:42] from Camp from the uh what's it bear
[1:06:43] Hall over to one of the vendors and
[1:06:45] you're walking up and down that street
[1:06:47] and there'll be
[1:06:48] multiple uh groups singing and playing
[1:06:51] and stuff while you're on that street
[1:06:53] for that period of time the
[1:06:56] container uh ordinance is suspended
[1:06:59] um they won't get a ticket they won't
[1:07:02] get a ticket for meaning today you could
[1:07:05] you can't be on F Street with an open
[1:07:08] container but during that event you can
[1:07:12] you can that you can be uh at that event
[1:07:16] with that open container and then the
[1:07:18] next day you can't in EV and they'll
[1:07:21] have people they'll have people guarding
[1:07:23] the entrances you know to be sure that
[1:07:25] people don't they're not leaving with
[1:07:27] you know and going to get p and walking
[1:07:29] around with open containers didn't have
[1:07:31] no problem last year
[1:07:33] H any
[1:07:35] problem no problem so last year the the
[1:07:39] event they had their their own license
[1:07:41] bartenders they were licensed with TABC
[1:07:44] so ultimately it's incumbent upon those
[1:07:47] licensed bartenders not to over serve
[1:07:49] people and provide they're supposed to
[1:07:52] cut them off when they feel like they're
[1:07:53] to a point they don't more as Mr angin
[1:07:57] said we didn't have any issues last year
[1:07:59] and I don't foresee any issues this year
[1:08:02] as long as the barers are doing what
[1:08:04] they're supposed to do by TABC rules
[1:08:07] they let the people come out and have
[1:08:09] fun man enjoy they sh so that means that
[1:08:13] the liability would be on who if someone
[1:08:17] happens to so so anytime someone is uh
[1:08:21] serving at an event they have to
[1:08:23] maintain Financial resp IL insurance for
[1:08:27] that event so any liability would fall
[1:08:29] back on that bending service wow and the
[1:08:32] event the event is also required the
[1:08:35] downtown Crockett Association is
[1:08:36] required to have a liability policy 7
[1:08:39] 72h hour policy uh for the event
[1:08:42] specific yeah yes sir um and then
[1:08:44] they're they're required to name us as
[1:08:47] additional additional insured so they'll
[1:08:50] name us so in case they if somebody you
[1:08:54] know files a claim the city is covered
[1:08:56] as well not just
[1:08:57] DCA they just a SE they just add us to
[1:09:00] their policy
[1:09:02] correct we will
[1:09:10] offic that's
[1:09:14] good I don't see no problem with that
[1:09:16] you know let people come out and have a
[1:09:19] good time man so already a small town
[1:09:22] with nothing to do too much so okay can
[1:09:25] we get um any more discussion can we get
[1:09:27] a
[1:09:28] motion I'll make a motion to
[1:09:34] um approve the Camp
[1:09:36] Street location that Ser alcohol right
[1:09:41] temporary suspension mhm yes temporary
[1:09:45] suspension yes okay is a motion on the
[1:09:49] floor all in favor first a second uh
[1:09:52] second second I mean I'm sorry move it's
[1:09:56] been moved in second all in
[1:09:58] favor okay motion cares I mean oppos was
[1:10:03] it I saying
[1:10:06] again no okay item number five please
[1:10:11] note that is abstain uh yes abstain
[1:10:16] without she's not reced you can't recuit
[1:10:19] on that okay well we're uh item number
[1:10:23] five considering approved temporary
[1:10:25] street closure for the eighth annual
[1:10:27] David Crockett
[1:10:30] Classic this is the eighth year um can't
[1:10:33] believe it's been eight years yes um
[1:10:36] they closed they didn't do it one year I
[1:10:37] believe um when Co happened but they're
[1:10:41] back
[1:10:43] um they've they've um increased they've
[1:10:47] have they have great participation they
[1:10:49] do um they're going to be doing a
[1:10:55] weekend um where is it at right here uh
[1:10:59] they're going to have a Saturday Morning
[1:11:01] Race and it's going to um start in
[1:11:05] latexo and then go out to the uh 2022 go
[1:11:08] out past San
[1:11:10] Pedro um go back to grafin cut back out
[1:11:14] so they're going in on 227 going out on
[1:11:16] 228 again circling back around so
[1:11:18] that'll be their Satur Saturday race and
[1:11:21] then on Sunday and so we're not involved
[1:11:23] in that one we're not involved on on the
[1:11:26] Saturday race um on Sunday I'm sorry
[1:11:30] let's see here yeah here it is so
[1:11:33] Sunday they'll be doing it in Crockett
[1:11:37] and essentially they're going out um
[1:11:40] they're going the same way they're going
[1:11:42] out 229 cutting across to Liberty Hill
[1:11:45] cutting around and then coming back down
[1:11:48] uh uh 20 uh did I say 229 it's 2022 22
[1:11:53] and then they come back into town so
[1:11:55] they they they leave and end up right
[1:11:58] here on the back side between City Hall
[1:12:01] and the fire department across there so
[1:12:04] the front side of the fire station is
[1:12:06] not blocked it's blocked after that
[1:12:09] that's where their Criterion will start
[1:12:10] there's a lot of people here
[1:12:12] for yes ma'am so we just need that one
[1:12:15] street they don't do multiple streets in
[1:12:18] town no more no sir so they're not doing
[1:12:20] that um and but they do want the use
[1:12:23] of the the park here in all of our city
[1:12:27] hall grounds they're leaving the police
[1:12:28] department parking lot open and
[1:12:29] everything but they're going to kind of
[1:12:31] come in and situate gather around all
[1:12:34] they'll have food vendors and
[1:12:35] port-a-potties and all the necessary
[1:12:38] stuff
[1:12:39] for for all their people and this is the
[1:12:42] map um for the
[1:12:47] downtown and they did speak already
[1:12:50] with um the property owner here where
[1:12:55] where
[1:12:56] the where Jesse Stevens buildings are
[1:13:00] and so they did get I think they're open
[1:13:02] on Saturday anyway no Sunday but they
[1:13:05] they have approval from them to use
[1:13:07] their I make a motion we approve
[1:13:10] temporary street closure for 8th Annual
[1:13:13] David C
[1:13:15] project a second okay it's been moved in
[1:13:18] second all in
[1:13:19] favor motion carries brings us to item
[1:13:23] number six considering approves a
[1:13:25] resolution of the city council of the
[1:13:26] city of Crockett Texas authorizing the
[1:13:28] submission of a Texas Community
[1:13:30] Development block grant program
[1:13:33] application to the Texas Department of
[1:13:35] Agriculture for the downtown
[1:13:37] revalation
[1:13:41] revitalization okay we're having one of
[1:13:43] those program vital
[1:13:45] to um mayor and Council we've done this
[1:13:49] uh 2017 2019 that we have not received
[1:13:52] funding in the last few years they've
[1:13:54] had some
[1:13:57] more limited um amounts of funding and
[1:14:00] it became very very
[1:14:02] competitive um but we do not want to
[1:14:05] miss any opportunity to apply for it and
[1:14:08] um like I say at the further that we get
[1:14:11] out of and and now we know we're not
[1:14:14] we're no longer losing points for the
[1:14:16] downtown revitalization we did get the
[1:14:18] cdbg M
[1:14:20] Grant last year so they do take that
[1:14:24] into consideration when you reapply if
[1:14:26] we're you know like I say apples to
[1:14:28] apples with another
[1:14:30] city and they did not get a cdbg grant
[1:14:33] this is all funded through cdbg but it's
[1:14:35] the downtown revitalization program and
[1:14:38] so um they have they have um this
[1:14:43] project is
[1:14:45] for this project is for downtown um
[1:14:49] infrastructure sidewalks parking lots
[1:14:52] last the 2020 year we funded the parking
[1:14:56] lot across from City Hall in the Park
[1:14:58] area where the hospital was and uh two
[1:15:01] blocks of
[1:15:03] sidewalks um Lees over here to the
[1:15:06] parking lot and then the block of U
[1:15:09] Betty boops and Davey Crockett drug so
[1:15:12] we were able to get enough funding for
[1:15:13] that those
[1:15:14] two
[1:15:16] um and so we want to apply for it you
[1:15:19] know again last year we applied for it
[1:15:22] Council approved to apply for West
[1:15:23] Houston or it's actually East it's
[1:15:26] actually East Houston uh from the square
[1:15:29] I'm not sure what happened there I'm
[1:15:30] sorry oh yeah there we go oh uh from the
[1:15:34] square down the two blocks to Bear Hall
[1:15:38] from the square where Crockett grind is
[1:15:40] lots of adaa access issues slopes bad
[1:15:44] slopes
[1:15:45] and we qualif you know that one would
[1:15:47] qualify heavily because of the cracks
[1:15:49] and the sidewalks and all the sidewalk
[1:15:52] problems um but if we get the KN of
[1:15:55] approval for this grant then we'll bring
[1:15:57] it to council and y'all can decide what
[1:15:59] sidewalks youall want them but it' be
[1:16:01] for the downtown uh boundary boundaries
[1:16:05] this allows us to apply for
[1:16:09] it we ready for a
[1:16:12] motion
[1:16:14] yes well I make a motion that we approve
[1:16:16] the resolution authorizing the uh
[1:16:20] submission of a Texas Community
[1:16:22] Development block grant program
[1:16:24] application to the Texas Department of
[1:16:26] Agriculture for the downtown
[1:16:28] revitalization
[1:16:30] program I see it's been moved in second
[1:16:34] all in favor motion carries brings us to
[1:16:38] item number seven considering approve
[1:16:40] and Inter inter local agreement between
[1:16:43] Houston County and the City of Crockett
[1:16:45] for the use of the Houston County gun
[1:16:47] range
[1:16:52] Chief mayor council
[1:16:55] wanted to say now it's been three
[1:16:57] years when the tornado come through the
[1:17:00] north side of town completely wiped out
[1:17:03] our Police Department gun
[1:17:05] range pretty much in a direct path the
[1:17:09] last year or so we've uh researched you
[1:17:12] know how to rebuild it what we're going
[1:17:14] to do to rebuild it and there's pretty
[1:17:16] significant cost with that on top of
[1:17:19] that it was at the noris wastewater
[1:17:21] treatment plant not the most ideal place
[1:17:24] to be shooting
[1:17:27] and being out there we may do with it
[1:17:33] um so about the last year and a half
[1:17:36] we've been U using the sheriff
[1:17:39] Department's gun range they've allowed
[1:17:40] us to come out there and use their just
[1:17:44] right outside the city limit um we
[1:17:46] recently put on a training there and
[1:17:48] some of that conversation the sheriff
[1:17:50] and I talked and he said hey why don't
[1:17:52] we just share this range uh we can train
[1:17:55] together we can work together uh we've
[1:17:58] got this spot we'll just all utilize
[1:18:01] this this training facility so uh to do
[1:18:04] that it required a between the city and
[1:18:07] the county to do so and that's what I'm
[1:18:10] asking for yall to approve it has been
[1:18:13] to both the city of Crockett attorney
[1:18:16] and Houston County attorney and the
[1:18:18] Commissioners court has approved it on
[1:18:20] their end um so to finalize this I'm
[1:18:23] asking youall to app is there would be
[1:18:26] no cost to the city um everything the
[1:18:29] only thing I'll touch on is you might
[1:18:32] have a question about when it talks
[1:18:33] about insurance um currently when we use
[1:18:37] our city gun range or when we go outside
[1:18:41] the city for training um our officers
[1:18:44] are considered to be on duty so they're
[1:18:45] already covered under City insurance
[1:18:47] policy so there would be no additional
[1:18:49] insurance coverage taken out no
[1:18:51] additional fees to the city for to on
[1:18:58] that all right thank
[1:19:00] you is better than buying a new one
[1:19:05] sharing maintenance and everything well
[1:19:08] I'll make a motion that we approve the
[1:19:10] interlocal agreement between Houston
[1:19:12] County and the City of Crockett for the
[1:19:14] use of the Houston County gun
[1:19:18] range second okay it moved in second all
[1:19:21] in
[1:19:22] favor motion carries y go share with
[1:19:25] friends okay if there's nothing
[1:19:30] else make a motion with J motion to
[1:19:43] obser how you doing have my friend this
[1:19:47] budget
[1:19:49] work yes that's we got some packets
[1:19:53] printed for our our current budget okay
[1:19:56] just some reading with your you know
[1:19:57] other budgets that we're under
[1:20:01] okay how you doing would you give me a a
[1:20:05] ruling on the on the issue of upstanding
[1:20:07] so I can understand my position on
[1:20:10] upstanding
