2:10related matters only. No matter uh
2:13matters or matters under litigation will
2:15be allowed. The length of time may not
2:17exceed 3 minutes. Uh city council shall
2:20not speak under this item in accordance
2:23with the Texas Open Meeting Act. The
2:25council may not uh deliberate or take
2:27actions on matters except as properly
2:30posted in accordance with law. That
2:33basically says that you can come up,
2:35have your minutes, and we will look at
2:36you and smile, but we will not respond.
2:39And so, does we have any? We have none.
2:42At this time, it brings us to the first
2:44item, approval of minutes.
2:49>> I make a motion that we approve the
2:51minutes 11, 2026.
2:54>> I second.
2:55>> Okay. It's been moved and second. All in
2:59favor? Motion carries.
3:02Okay, brings us to item two, police
3:05department manpower and criminal
3:07incident report for April 2026.
3:12The mayor council city administrator
3:15police department manower criminal
3:16activity report for April 26. A total of
3:2016 officers worked 2,771
3:23hours of 474 calls.
3:27Investigated 11 traffic accidents made
3:3047
3:32issued 219 traffic citations, completed
3:3680 reports, and responded to 47 alarm
3:39calls. 43 of those were false alarms.
3:41>> Wow.
3:42>> Below that, you'll see a breakdown, and
3:43I'll entertain any questions you may
3:45have.
3:45>> Well, I noticed that y'all been working
3:47the school zone pretty well. [laughter]
3:50>> It's a busy zone.
3:52Uh, and it just as a word of
3:55encouragement, it is something that
3:57needs because they're coming off the
3:58construction and and it does change real
4:01rapidly. So, it has been a good safety
4:04issue that has been addressed. I'm sure
4:06you don't feel that way if you got a
4:07ticket, but uh it's a good thing because
4:10we have so many cars coming in and out
4:12and we do appreciate it.
4:14>> Thank you.
4:15>> Thank you, sir.
4:15>> Thank you, Chief.
4:17>> Thank you. Uh item number three, fire
4:21department monthly activity and status
4:24report for April 2026.
4:26It's in your packet.
4:28>> Good evening, mayor, council members.
4:31For the month of April, relatively
4:33short. We had 20 calls. 24 of those
4:36being in the city and four of those
4:39being in our county area.
4:48>> Has there been any update on your the
4:51new truck?
4:53finishes on that
4:57part.
5:00>> We finally got that in last week and
5:01we're waiting a couple more items to get
5:04in service. It's the supply chain.
5:08>> Okay, good. Good.
5:09>> It's almost It's almost there.
5:11>> Good to hear. Thank you.
5:14>> Well, we did get a little reprieve with
5:16some rain.
5:20>> We was good.
5:24Thank you so much.
5:24>> Pleasure.
5:26>> Thank you.
5:29>> Okay. Uh item number four, public
5:31hearing on request from Charles E.
5:34Phillips for a spec a specific use
5:37permit for a manufactured home to be
5:40placed on property currently having an
5:41address of 207 West Austin which is
5:44identified as by the Houston County
5:46Appraiser District as partial 2854
5:50and located between Leel Street and
5:52Lovers Lane. Legal description being lot
5:56number four in block 14 on the [name]
6:00Brothers Estate edition.
6:10>> Good afternoon.
6:11>> Good afternoon.
6:12>> Can you You might have to turn the mic
6:14toward you.
6:16>> Do you need some help there?
6:17>> Just be sure it's on time.
6:21>> Yeah.
6:22>> Can you hear me? Okay,
6:24>> we need to open the hearing.
6:25>> Um,
6:26>> you said you open the hearing.
6:30>> Oh, I'm sorry.
6:31>> Oh, sorry.
6:31>> They didn't tell me how to do my work.
6:34>> This the hearing on you're going into
6:36the hearing is now officially open.
6:38Okay. I'm sorry.
6:39>> Um, my dad is um not able to be here
6:42today, but I'm his daughter, Tiffany
6:44Phillips. I'm the one that requesting
6:46the mobile home to be placed on the
6:48property. Um we we've lived there for
6:52like over 20ome years and um I got sick
6:55in 22 and had to leave the home. Um and
6:59we end up having to get our old house
7:01tore down because um after my mom passed
7:04away, the house started crumbling. So we
7:07got that house tore down. The property
7:09property is paid for. So my dad was
7:12like, "Maybe you could move back and put
7:14your trailer on there." So um I did
7:17that. Um, and so the mobile home place
7:20is waiting for me to give them word to
7:23when we can they can bring the trailer.
7:26Um,
7:27and and that's what we're doing. I've
7:29I've had to pay um extra months rent um
7:33because I didn't we didn't have nowhere
7:35to go. So I had to stay where I am right
7:37now. Um which they they raised my rent.
7:40So, um I'm hoping that I can get the
7:45trailer there, um as soon as possible so
7:48I won't have to pay for June. Um I can
7:50get it there and just, you know, start
7:52paying on the trailer.
7:55>> Okay,
7:56>> we understand.
7:58>> And it's
7:59>> all right.
8:01>> Now would be a good time if there's
8:03anyone that's here at the public hearing
8:04to speak for or against the mobile home
8:07specific use permit.
8:09>> Yeah. if there's anyone else. We sent
8:11out letters, certified letters to all
8:13the um addresses, I believe 39 addresses
8:17near this property.
8:19Um just as a quick update, we had a
8:23planning and zoning uh meeting uh with a
8:26public hearing as well, and no one came
8:29to that meeting to speak against this uh
8:32specific use permit.
8:37I have a question for our attorney. Um,
8:40my dad, as a matter of fact, does not
8:42live far from her and he did receive
8:45notice. So, do I recuse myself from
8:48because I want to vote for her?
8:49>> No, I don't know.
8:51>> Okay. Okay.
8:53>> Well, um,
8:56>> does this open the passage for other
8:58homes to automatically come in or they
9:01will have to do what Mrs.
9:05each and every time.
9:08>> Okay. Uh, does anyone else have any
9:12concerns?
9:14>> I I just feel as we should follow the
9:16leader, the council member that precinct
9:19that she's in.
9:22>> Okay.
9:24Um,
9:25if there's nothing else that needs to be
9:27said, we're close the hearing. Thank you
9:30so much. Can I ask you, do you know when
9:33I will know if it was approved? That way
9:35I could tell the mobile home
9:37>> to bring.
9:38>> Oh,
9:38>> you you'll know tonight whether it's
9:40approve or not.
9:40>> Yeah. Okay.
9:40>> That's a I mean, yeah, it'll be a vote
9:42on it. I'm sorry.
9:43>> Okay. Thank you.
9:46>> Okay. Uh there's nothing else. The
9:48hearing is officially closed. And
9:51council,
9:54>> I made the motion that we u approve and
9:57accept um the uh for Miss Phillips to um
10:03move in
10:03>> move in or get a mobile home at her
10:06location that she requested.
10:08>> Just for clarification, this is for
10:10agenda item number five. Uh
10:11>> oh.
10:13>> It's okay as long as it's recorded. So,
10:16>> okay. I didn't read it. I should I'm
10:18sorry. I should have read it. Consider
10:20an approved request from Charles
10:21Phillips for a specific use permit for a
10:23manufacturer home to be placed on
10:25property currently having an address of
10:27207 West Austin, which is identified by
10:30the Houston County Appraiser District as
10:32partial 2854 and located between Lavell
10:35Street and Lovers Lane. Legal
10:37description being lot number four in
10:40block 14 on the [name] Brothers Estate
10:43edition.
10:45Okay. Now,
10:48I guess that's where you should have
10:49made your recommendation. I'm sorry.
10:52>> Uh I make a motion that we approve the
10:55permit.
10:56>> Okay.
10:57>> Second or motion.
10:58>> It's been moved and second. All in
11:01favor?
11:03Motion carries. Um at that point, you
11:07have permission to go ahead. Thank you.
11:12Okay. And at this time, we're about to
11:16open another I'll read it and we'll open
11:17the public hearing again. Okay. Item
11:20number six, public hearing on planning
11:22and zoning commission's final report for
11:24a proposed zoning map amendments that
11:27would change the zoning district for
11:29three manufacturer home communities as
11:32described below to to the recently
11:35established MH1 manufacturer home
11:39subdivision
11:41uh district or MH-2
11:44manufacturer home park and RV
11:47park/campground
11:49district
11:51by individual property owners and
11:54located on Quail Trail Circa. Proposed
11:58zoning district change from the R2-2-
12:05family residential district to the MH-1
12:10district. Number two,
12:13Forest Cove Estate Manufacturer Home
12:17Park, owned by Home Advanced Holdings
12:19LLC and located at 2000 Southeast Loop
12:23304 on HCA Partial 38167
12:29proposed zoning districts change from
12:32the R3- multifamily residential district
12:36to the MH-2
12:38district and three manual manufacturer
12:42home park, former former Snider Mobile
12:45Home Park, owned by Roadrunners X
12:49property LLC and located at 2001
12:53Souththeast Loop 304 on HCA Parter 8540
13:01proposed zoning district change from the
13:04R3 district to the MH-2
13:08district.
13:10The hearing is now officially open.
13:15>> This is this is uh for anyone to speak
13:18for or against um
13:22these zoning changes from for these two
13:24uh these three properties as the mayor
13:27read. Uh you can speak for or against
13:29and it's for the public to speak.
13:34We've had planning and zoning meetings
13:35where these hearings were held as well.
13:38Okay. Uh we did have um
13:42the owner of
13:44the Roadrunner X properties. They came
13:47and spoke. They had some concerns about
13:49some requirements. It was further
13:52clarified to them on the requirements um
13:56moving into this new zoning district. Um
13:59they would be uh considered
14:02legal non-conforming.
14:05So that means as that property if that
14:07property is no longer used for that
14:09purpose and the the um the usage falls
14:14below or the occupancy falls below 50%
14:17as they build that mobile home park back
14:19it would have to fall under the new
14:21requirements but they would not be
14:22forced immediately to go out and
14:25conform. There's rules regarding
14:27skirting on the mobile homes different
14:29rules like that. Um but they we came
14:33back with a subsequent meeting um that
14:36those items were clarified to them. They
14:38felt comfortable and they're willing to
14:40move forward. So we have no oppositions
14:42against these against these changes.
14:45>> So the essence of the changes is going
14:47to upgrade the look and the appearance
14:50as they move in so that they're a little
14:53more uniform. Would these locations be
14:56>> it's three different
14:56>> monitored by
14:58>> someone as far as
15:00>> our code enforcement officer. Um as
15:02these lots are
15:05leased or rented out, they're to keep an
15:08inventory of the lots. Um
15:12and it's to be monitored by the code
15:13enforcement officer and planning and
15:15zoning official.
15:15>> Okay.
15:16>> Um
15:17>> and right now they they really are some
15:19of them do need to be monitored about
15:21how they are looking around. So that
15:22that would be an improvement to how some
15:25of the parks are some of them have been
15:26there so long
15:28>> that they kind
15:30>> Yes.
15:31>> You said road runn
15:34is
15:37>> it is
15:38>> I saw the former Snyder mobile home.
15:40Does that not mean So the former Snyder
15:42home was also on the outside of the
15:43loop.
15:44>> Yeah.
15:44>> Okay.
15:45>> So it's Forest Cove Estates which is the
15:49Snyder on the inside of the loop
15:50>> in the wall. And then there's a small
15:52lot on the outside.
15:53>> On the outside. Yeah.
15:54>> In the same area.
15:56>> Can you explain the difference between
15:57mobile home park and mobile home? I
16:00mean, I understand the difference
16:02between the two things, but does that
16:04make one more transient than the other?
16:07Because it's mobile home. I mean, it's
16:09RV,
16:11>> right? Um under under new zoning. Yes.
16:15But
16:17the way it was defined when this was um
16:20established,
16:22RV and mobile home were both defined the
16:24same.
16:26Under new zoning ordinance, they're not.
16:30There's RV parks and there's mobile home
16:33subdivisions. In this case, there's an
16:35MH1,
16:37which individual property owners own
16:39each specific lot. As in Quail Trail,
16:42there's multiple homeowners that are
16:44neighbors. one to another.
16:46>> By state law, we are required to have
16:48one zone within the city limits that is
16:50allowed by right like Miss Griffin
16:53coming here tonight to ask for the
16:55specific use permit.
16:57>> If it's in Quell Trail,
16:58>> Miss Phillips,
16:59>> I'm sorry,
17:01Phil. I
17:02>> If it's in the Quail Trail subdivision,
17:04they're not required to come do that. If
17:06they own a lot, they're allowed to bring
17:07a mobile home in by right. So, that's
17:10that's to move into stat statutory
17:12requirements. The MH2 is a private
17:16subdivision or a private mobile home
17:18park where they lease or rent mobile
17:21homes or lots for people to bring their
17:23mobile homes in on.
17:24>> Did I hear you say that if if if their
17:26occupancy falls below 50%. And they get
17:29it back above 50% then they're going to
17:30have to be there's different there's
17:33different
17:33>> Right now they're legal right now
17:35they're legal non-conforming. So they
17:37only have to apply they only have to
17:39abide by the rules that were set in
17:40place when um they purchased the
17:43property.
17:43>> Okay?
17:44>> So they're legal non-conforming. If they
17:47were to abandon the uses of those
17:49properties and they were to fall below
17:5050% for at least 12 months
17:54>> after 12 months, let's say they sold it
17:56to somebody else and somebody else came
17:57in and brought a lot more mobile homes
17:59in and brought the occupancy back up,
18:01they would have to
18:02>> meet the new otherwise they're
18:04grandfathered in.
18:05>> Okay. that. Thank you.
18:09>> All right. Any other question during the
18:12hearing?
18:13Any other
18:15>> I do. Okay. U the manufactured
18:17manufactured homes. So if they if
18:19someone gets one of those um buildings
18:22like I think one of those storage
18:23buildings and bring it in and re uh
18:27model it as a they can use that as well
18:30as a manufacturing home or
18:31>> No. No ma'am. Not if it didn't there's
18:34there's definitions. There's
18:35requirements to fall under a modular
18:39home or a a home that is brought in.
18:42>> HUD stand.
18:43>> It's a HUD standard. There's a there's a
18:45standard that they have to meet and it
18:48wouldn't be your typical uh storage
18:50building or something you would buy from
18:52a lot like that.
18:53>> Okay.
18:54>> It has to meet a residential HUD
18:56requirements.
19:00>> Any other questions?
19:02Any questions from the audience? If not,
19:07we're closing the hearing.
19:10Hearing is officially closed at
19:14brings us to number seven.
19:20Consider and approve the proposed zoning
19:22map amendments described in item above.
19:27>> Madame Mayor, I make a motion that we
19:29approve the proposed zoning map zoning
19:32maps amendments as described above.
19:34I second this motion.
19:36>> Okay, it's been moved and second. All in
19:38favor?
19:40Motion carries. Okay, that brings us uh
19:43to item number eight. Consider an
19:46approved 2026 priorit prioritization
19:52list for street construction.
19:54Prioritization,
19:56that's a challenging word.
19:57>> Yes, mayor and council. Um, I've met
20:02with uh I've met with everyone um over
20:06the past few days and weeks talking
20:08about some of their priorities as well
20:10as we're kind of in a follow-up pattern
20:13on some previous streets that we've
20:15already, you know, been assigned to do.
20:18And so in moving forward as um funds are
20:22allowed between now and October for the
20:24remainder of this budget year um I would
20:28like just to
20:30reconfirm council's priorities for
20:32street projects.
20:34um with available funds that are still
20:38uh remaining including
20:41uh removing funds for or accounting for
20:44funds for maintenance and streets that
20:46we're currently in process working on.
20:49Um we have right at 300 a little over
20:52$300,000 left in our street maint
20:54maintenance budget that we can allocate
20:56specifically for new construction or or
20:59complete road maintenance, not just
21:01pothole repair and that that type. So, I
21:04have the list. Um, it's that I I passed
21:07out to y'all.
21:10And basically what I would like to do is
21:12just really quick punch in under
21:15priorities. And if you see my screen
21:18here is where I'll be putting it.
21:24over here um to the right of your page
21:28that I gave you. I would like at least
21:31at least in the amount of about $70,000
21:34worth of work. That may be one street or
21:36three streets. Um but
21:40I would like a um those projects kind of
21:44prioritized and listed as we go down.
21:47um in precinct two and precinct one
21:53if I understand and correct me if I'm
21:55wrong precinct one Viewrest
21:59>> yes
21:59>> Mr. Ob um Brest being your priority
22:02number one. Um we still are in the
22:05completion of finish finishing uh
22:08Herald part of Herald is in precinct 2,
22:11but as it ties into [name], so we'll be
22:14finishing that up as well. Um but moving
22:17forward on any other streets would be
22:19Viewrest
22:20and
22:22that leaves roughly
22:25get roughly 34,000
22:30Um I know you had mentioned most of the
22:33roads in in Rolling Hills need repair.
22:36>> Um
22:37>> yes.
22:40>> Do you have any comments? I mean like so
22:42for instance Rolling Hills and Valley
22:44Lane that is probably 34,000. That's
22:47right.
22:47>> Um
22:48>> or we could do uh Travis and a couple
22:51other just kind of if you let me know
22:54what your thoughts were on that. Well, I
22:56think Rolling Hills and Valley Lane.
22:59>> Okay.
23:05>> View Crest, Rolling Hills, and Valley
23:06Lane.
23:08>> Okay.
23:12>> Uh, precinct 2, we're in the middle of
23:17completing Homewood now. So, we have
23:20about two to three weeks left of
23:22>> Mhm.
23:23>> of work over there. We finalized all the
23:26curbing and gutter. We poured all that
23:27concrete and we're back filling against
23:30the curbs that we've poured. Um and then
23:34we'll be going in and putting a hot mix
23:36colay on on homewood. Um we've purchased
23:40really we've purchased most all the
23:42materials for homewood except for uh
23:44some of the hot mix. So we'll we'll
23:47probably have about two more lows around
23:49$10,000 on homewood. Um,
23:55as I understand it,
23:58kind of the finalizing Homewood as it
24:01ties into Plum Pecan circle down at the
24:04bottom. Yes. Where all the water is
24:06running running to you want us to
24:07prioritize our
24:09>> focus in that area?
24:11>> The runoff.
24:13That's a very big
24:15>> um
24:19pan that base has been stabilized. We've
24:23already invested quite a bit of money in
24:25pan.
24:27I really feel like the majority of the
24:29remainder of your of of funding in your
24:32precinct could be allocated towards a
24:34hot mix co-lane for the areas that have
24:37washed out in that hill. As you're
24:39coming down the hill, we can do about a
24:41two inch hot mix colay buildup and put
24:44asphalt in that road
24:47and we would probably set we would be
24:49able to set up pan.
24:51>> Okay.
24:52>> If feasible
24:53>> for
24:55a a good while, a long time. Um it's
24:58just there's so much water running down
24:59pecan.
25:00>> Yes.
25:01>> That if we don't do at least a hot mix
25:02cold, we're going to be losing that
25:04>> anything you put in there.
25:06>> Mhm. And it'll be similar to what we're
25:08doing on Homewood.
25:09>> Okay.
25:14>> I know right here this says 61,000, but
25:16that was for the entire road.
25:18>> Yeah.
25:19>> From beginning to end. But I think we
25:21can cover the specific areas that are
25:23worse and really set the con up pretty
25:26well.
25:26>> Okay.
25:27>> Are you okay with that?
25:28>> Yes, sir.
25:35Miss [name]. Um,
25:39Homewood is being finished right now
25:40with curbon gutter. Darius is our next
25:43project where we're pulling curbon
25:45gutter as as we've talked before. Are
25:48you still okay with that?
25:49>> Uh, yes, I'm still okay with that.
25:51>> That's going to be probably we're going
25:53to do that in probably two sections due
25:55to the amount of construction um to
25:57still allow some travel back and forth.
25:59So, we're going to do one side
26:01and we're going to have we're going to
26:02do one side, finish that to where
26:04traffic can travel up and down and then
26:06move to the other side um and do it in a
26:08couple sections. But that's probably a
26:11couple weeks worth of of of
26:15concrete, you know, concrete
26:16construction.
26:17>> Okay. Um,
26:26what about a what? Continue on down
26:28Ralph Bunch or do you have another
26:34for number two
26:37>> as we're doing Darius? Do you want to
26:38continue on that same trail or do you
26:41want to
26:43split it up and share a little bit?
26:45>> We have oak. Oak is really bad. We've
26:48been doing some sycamore
26:49>> in church
26:51>> after I sent this out. We've already
26:52done some work on sycamore.
26:56>> That's helped.
26:57>> Um sycamore I would say I would say the
27:01next two
27:04is Oak and and Wise.
27:06>> Wise is really bad.
27:08>> I'm going to say well yeah I'm going to
27:10say Oak.
27:11>> Oak is to the Yeah, it's to the church.
27:13He was um
27:18I would only say Ralph Bunch because
27:20it's tied down, but it's not near as bad
27:21as Oak. Oak is worse. Yes.
27:23>> It's just, you know, Oak Ralph Bunch is
27:26connected there. And so,
27:28>> yeah.
27:29>> So, u with that being said though, this
27:32is finishing out this year, correct?
27:34>> Yes, sir.
27:35>> And then then we can go
27:37>> and visit and and visit w
27:42>> in Sycamore. Now, you know, we we were
27:44looking at at city board.
27:46>> Okay.
27:47>> And spend some dollar.
27:49>> Yeah.
27:49>> So, we got I mean, we have a lot a lot
27:51of work to do. So, yes,
27:53>> these roads are going to be coming back
27:54up over this next month as we go into
27:56budget workshops.
27:57>> Okay. That's that's exactly what I need
27:59to hear. Yes, ma'am.
28:00>> Okay.
28:02>> Uh precinct 4, Mr. [name],
28:06um Anson Jones and Sunset are being
28:10completed. This is leftover from last
28:13year's. Uh we've already remixed those
28:15roads as we saw that today. We'll be
28:18finishing those roads with seal coating.
28:22Did Did you have any more roads other
28:24than what's on here to add?
28:27>> Um at this time I don't, but I have to
28:29go back and review this because I feel
28:32like some of these decisions were made
28:33before.
28:34>> Sure. Yeah. Yeah. So, um,
28:39for now, let's just, um, we'll we'll
28:41complete the work that's been started,
28:44okay?
28:45>> And we'll just come back to yours. Okay.
28:48>> And for you to kind of give us some more
28:50input.
28:51>> Okay.
28:56All right.
28:59So, um, last we have, uh, precinct five.
29:03Mr. during um
29:05>> I'd like to finish the remainder of
29:07Brier Lane and then then Charles and
29:10Hackberry.
29:18Okay. Um so starting on Charles, do you
29:21want to
29:23I would probably recommend do the water
29:25load
29:26>> to start where it's worse and work our
29:28way back to the top of the hill. So, do
29:30you agree that we would start on the
29:32back half of Charles after we finish
29:35Brier?
29:35>> Yeah.
29:38>> Yeah.
29:39>> Especially in that back hackberry and
29:41char uh Okay.
29:45>> Okay. I guess that just kind of gives
29:48>> a feel
29:49>> council a feel. Y'all see the work that
29:52we're doing and kind of the the layered
29:54process that it takes to do the curve
29:56where we're doing water lines and then
29:58going doing ditches where there's, you
29:59know, it's either curbs or ditches,
30:02replacing covers and then remixing and
30:05we have to let it stabilize and we go
30:07back and put the cement in to stabilize
30:09it and then a seal coat or hot mix
30:12colay. And so
30:15most of these projects are, you know,
30:17probably a month
30:19each, you know, so we're kind of
30:21staggering, layering them in.
30:23>> That's good. We're getting things done.
30:26>> All right. Thank you.
30:27>> Now, I do have a question. It's also
30:29like um on MLK those um
30:33>> Yes. So that will be part of the Darius
30:35project. We've already the contractor
30:37will be as soon as we do the curb, they
30:40will be back in to fix the
30:43>> right Mr. Kitchens.
30:45>> Yes.
30:45>> Right there
30:45>> from Darius down from Darius down to Mr.
30:48Kitchens.
30:49>> Okay.
30:52>> Okay.
30:53>> But that'll be part of the Darius
30:54project.
30:55>> Does any other
31:00Okay. If there's nothing else, do we we
31:04don't need to vote on it? Is this a
31:06item?
31:08>> I would. Yes. If council just wanted to
31:11approve
31:12>> the list as discussed.
31:14>> I think so.
31:16>> Can we get a motion?
31:17>> Well, I make a motion that we approve
31:19the list that we we discussed.
31:23>> Second.
31:24>> Okay. It's been moved and second. All in
31:26favor?
31:29Motion carries. And that brings us to
31:32item number
31:35Nine. Consider and approve appointment
31:38of representative to serve on board of
31:40directors for Dy's Texas Council of
31:42Government.
31:45Mayor and council. Um
31:47I did get a request from a council
31:49member.
31:52So it is a little misleading this here
31:54this one, two, three, and four of
31:57multiple members or appointments being
31:59able to serve. Um it's one member per
32:03city of 10,000 population. So let's say
32:06if you have a 20,000 population, you
32:08would get two members.
32:10>> Lkin gets four with a max of four. So
32:13just uh we get one appointment. Um and I
32:17did want to clarify
32:20the uh multiple appointments.
32:23>> Okay. in say for city population of
32:25>> 10,000 and under
32:40uh since 2019 the uh mayor has been our
32:43representative for the debt cog um
32:46meetings and board meetings and um
32:50so we'll just we just need a nomination
32:52and approval.
32:55>> I'll make a motion or I'll make a
32:56nomination of our our mayor maintains
32:59that position as our representative ad.
33:02>> I second.
33:04>> Okay, it's been moved and second.
33:06All in favor?
33:10Motion carries.
33:12Okay, back to they have some interesting
33:15things that happened there. Uh item
33:19number 10,
33:20consider an approved fiscal year 2027
33:24budget calendar.
33:27Mayor and council, um as we had talked
33:30about at our last meeting,
33:34if you move down to the budget calendar,
33:37these are the the four highlighted dates
33:40are the pretty critical meetings that
33:43council members attend. Um, we do
33:47understand if something comes up that
33:48you're not able to attend, but it really
33:50requires all of us moving together
33:52through this process. That way, we're
33:54all hearing the same things, making
33:55decisions
33:57um as we go through the process, and it
33:59doesn't require any kind of
34:01backtracking. So, that would be one
34:03thing that I would request uh council to
34:08to feel pretty good about those dates
34:10that that they'd be able to attend. Um,
34:13in short, we did get our estimates uh
34:16for our estimated values from the
34:19appraisal district. Um, they did not
34:22move a lot this year.
34:23>> They did.
34:24>> Um, we went from
34:27the the values for our past year was 425
34:32thou million.
34:34After some exemptions and deductions and
34:37such that happened throughout the year,
34:38they dropped to about 423 million. and
34:41now they're back to 425
34:44million. So, we're about steady with
34:46last year as far as appraised values,
34:49taxable values. Um, so we need to keep
34:52that in mind as we're moving forward.
34:55Um,
34:56that's pretty stable, le flatlined. Um,
35:00we have a healthy
35:03influx of sales tax, but no significant
35:07trend upward trending. That's flatlined
35:09as well.
35:11um is stable and we don't foresee
35:14um we we we really got the our major
35:17influx changed when they that when they
35:19change the point the uh sales tax
35:22collection to the point of delivery and
35:24not from the point of sale. Um,
35:28so moving into this next budget,
35:33some of our, you know, our our goals,
35:35our continued focus on streets, water,
35:37sewer upgrades and repairs and
35:41maintaining our current operation
35:42levels.
35:44prepare a budget that projects.
35:47My goal is to prepare a budget that
35:49projects no increase to property tax
35:50revenues, no utility rate increases, and
35:53a stationary sales tax base.
35:57Prepare budget document that outlines
35:59our anticipated income and expenses and
36:02are essential to maintaining our current
36:04municipal operations.
36:07Um, I would like through this process
36:09that we continue working on our
36:11five-year plan. um our capital
36:14improvement plan. Um I know that some of
36:16the the biggest
36:20feedback and concerns that I'm getting
36:22from department heads and and people out
36:24in our within our staff is salaries. Um
36:30we're starting to lose
36:33lose some people that you know as other
36:35cities and counties even our local you
36:38know county or law enforcement other
36:39departments are raising salaries and we
36:41haven't we're starting to lose traction
36:44and and be a little less competitive and
36:46I feel like that's probably one of the
36:49primary things that council needs to
36:50look at and we need to focus on
36:53[snorts]
36:54um the budget calendar. Any concerns
36:58with those dates? The July 6th, July
37:0120th,
37:03August 3rd, and August 17th. July 6th,
37:08usually that's where we get the bulk of
37:11all of our presentations from department
37:14heads, our requests in and capital
37:18request primarily, um or um things of
37:23that nature that we don't want to put in
37:25the evening. We want to be able to hit
37:27it with fresh minds and we'll bring in
37:29breakfast and some lots of coffee and
37:33we'll we'll try to get the bulk of it
37:35out and if it requires some going back
37:38to the drawing board and changing
37:40something up or then we want to have at
37:42least one
37:43>> major
37:45>> budget workshop to circle back to u on
37:47the July the 20th if we need to get more
37:50quotes or change something up that count
37:51at council's direction
37:55and And obviously as we've gone through
37:58all of those and we've we've we've kind
38:00of got our marching orders to put the
38:02budget and tax rates together, those two
38:05meetings though are critical, the August
38:073rd and August 17th because that's where
38:09you you as council present what the
38:11rates that you want us to present to to
38:14propose and adopt, but you got to follow
38:16up with a vote on August the 17th. So
38:20those members that
38:22agree on the third need to be here for
38:25the approval on the 17th.
38:37I do have another question
38:39>> about the um I was um looking at um not
38:44just the budget calendar but where you
38:46have the administrative objective
38:48objectives under number four
38:51>> and you have like it says prepare a
38:53budget that carries with it a tax levy
38:58and when I looked tax levy. I was told
39:01whether it was a municipal tax levy or a
39:04property tax levy. And the mun municipal
39:07tax levy was stating that the uh total
39:11amount of money means that the total
39:12amount of money that the local
39:14government must raise for um must raise
39:17from property tax to fund this budget.
39:19Yes. So would we be considering I know
39:22you say you don't want to raise property
39:24taxes but with municipal
39:28explain kind of explain it to me make it
39:30make it clear for me.
39:31>> Right. So during that process um as
39:33council is being presented with needs,
39:37departmental needs and um anything is
39:40presented we'll be using our current
39:42budget and the the levy to car to fund
39:46that budget
39:48and we'll have to start looking at
39:50cutting costs. If something is going to
39:52be increased u or something's going to
39:54be approved, we're going to figure out
39:56where we're going to have to cut that
39:58out of our current operating budget
40:00that's proposed for next year or to
40:02raise a levy to bring in additional
40:06funds needed for it.
40:07>> So raising a levy means raising property
40:10taxes,
40:10>> correct? Yes, ma'am. So,
40:13>> so if we approve some, if council says
40:16>> yes, um we we agree that we need to pass
40:19on a you know, we need a a 5% column, I
40:22will have to develop that cost and what
40:25tax rate is required to back that cost
40:28to fund that cost.
40:29>> Okay. Then when you look at number two,
40:34>> it says prepare a budget that projects
40:37one no increase to property tax revenue.
40:40>> Yes, ma'am. And so
40:42>> these are these are
40:44>> Yeah. So this is
40:45>> this is this is the fun part of
40:48budgeting.
40:50>> No one wants a tax increase,
40:51>> but
40:52>> but there's needs,
40:54>> right? And so those need to be balanced.
40:56My objective
40:58my objective is that don't be planning
41:01on a large influx of new property values
41:05and value re and tax revenue. Don't be
41:08budgeting or don't be planning on that
41:10big increase in sales tax
41:12>> or something like we're planning on a
41:14flat year
41:16>> as compared to current year.
41:18>> So when you want this thing, we really
41:21got to find where else in our budget
41:25>> to come up with it and worst case
41:27present our case to council. And if
41:29council says
41:30>> we want to make
41:31>> we we feel like this justifies a tax
41:34increase then so be it. It's y'all's
41:36decision to make ultimately, but that's
41:37our objective. Our objective is not to
41:39just go start figuring out what our tax
41:42rate can be increased to to make
41:43everything happen.
41:45>> Yeah. I was because when I as I was
41:46looking at I was like, well, I mean,
41:48what what are you saying?
41:49>> Like we're saying increase taxes or are
41:52we going to increase taxes?
41:54>> It depend.
41:55>> That's what I'm asking. Okay.
41:57>> Um
41:59Okay.
42:05Okay.
42:05>> And ultimately the council will be
42:07voting.
42:08>> Yes, ma'am.
42:09>> So, we're going to decide on
42:12rest with the
42:13>> So, this is the main the main thing that
42:14I just wanted I wanted to present to
42:16council is um carving out those four
42:20dates in your calendar and to and if
42:23there's any upfront concerns with it
42:24now, please let me know and we can
42:26adjust. If not, we're going to move
42:27forward. And if something happens, we'll
42:30adjust then and I'll bring it back to
42:32council if something has to happen to
42:34change one of those dates. But if not,
42:36these are the dates that we'll be
42:37shooting for.
42:39>> Okay.
42:41It look acceptable to everyone.
42:44>> All right. Right now,
42:45>> yeah, everything is acceptable to
42:47something happen. This is the best we
42:49have to work with. So, we'll work with
42:51these dates.
42:52>> All right.
42:53>> All right. Okay.
42:57turn the pages so much I can't find what
43:00it is. Okay, at this time um did we need
43:04to vote on it or Okay, can we get a
43:07motion?
43:10We're going to take item number 10,
43:12consider and approve fiscal year 2027
43:15budget calendar.
43:17>> A motion that we approve the fiscal year
43:2027 budget calendar.
43:24>> A second. I second the motion.
43:26>> It's been moved and second. All in
43:28favor?
43:30Motion carries. And that brings us to
43:33item number 11, executive session,
43:36government code
43:39uh 551074,
43:41personnel matters, discussion regarding
43:43the appointment and duties of a city
43:45treasurer. We at this time we will
43:52be excused.
43:56We excuse you and then we're going to
43:59executive.
44:00>> Are we going back to
44:06>> Are we going to sit here or we going to
44:07go somewhere beyond?
44:14>> Yes, we'll go in there.
44:21>> So, I can't sign this. Oh,
44:24>> okay.
44:26>> I'm sorry. I guess I I stamped it, but I
44:29didn't sign.
