3:56interested in getting this city
3:57together, and we still are, but the city
4:00charter has taken a very long time. We
4:03don't know where it is exactly. I mean,
4:05what phase are we in? Are we almost
4:06done? Are we not done? Are we close? Or
4:08is I don't know if there's a way to get
4:10the message out to people, but you do
4:12have people out here who are really
4:13interested in getting that city charter
4:15finished. So, um, or if you need help,
4:17holler at us. We're all out here

28:51[laughter]
28:53>> All right.
28:59Uh, we will be calling to order in a few
29:01minutes. couple of minutes. Let's get

29:12>> So,
29:20don't copy that head to be old. That
29:22wasn't part of that new set. I said,
29:25"No, it was wrinkled." I said, "That's
29:27my computer has been changed since I ran
29:29that I thought I was looking at
29:31the wrong date. I'm looking at a March
29:33one and I'm It was in the in here. I
29:36said, "No, that was it.

30:28You think there was something else? Now
30:30you move over.
30:33[laughter]
30:34I use this over where I get poked.
30:38>> Okay, that brings us to um item number
30:42three.
30:42>> Okay,
30:43>> item number three. And once again, even
30:46before we start, it's so exciting to
30:47have a full row once again. Uh item
30:51number three,
30:53consider and approve award of sealed
30:55bids for approximately 14 feet by 65
30:59feet
31:01mobile home.
31:03>> Mayor and council, this is a mobile home
31:05that council declared a surplus a few
31:08weeks ago. Uh we posted the um the seal
31:12bids in the in the newspaper. We had a
31:14few people looking at it, but we um only
31:16received one seal bid of someone that
31:19was wanting to purchase it. And as you
31:23as we mentioned then, um this requires
31:25completely cleaning up the site, hauling
31:27all the the pertinances to the mobile
31:29home and and and hauling it off of our
31:32property.
31:35And the the one seal bid that we
31:36received, and I got all the copies in
31:38there, is uh Carlos Harris.
31:41>> Oh.
31:48Yes,
31:49>> I do.
31:50>> You just pass if anybody wants to see
31:51the seal bid the envelope of the bid.
32:03>> Oh, there it is.
32:04>> And we received this. The seal bid is
32:06for It's open.
32:07>> It's open. It's for $300 for the mobile
32:10home plus hauling it off. That's pretty
32:13good.
32:15because he gonna do about
32:19several hundred worth of I mean clean
32:23that's a good for somebody to do
32:25something
32:52Do we accept it?
32:55>> Okay. At this point. Okay. Has everyone
32:59had an opportunity? I said at this time
33:02we ask what is the pledge of the
33:03council?
33:05>> I make a motion that we accept the seal
33:07bid.
33:08>> A second. Okay. It's been moved and
33:10second. Ready for the vote? All in
33:12favor?
33:15Motion carries.
33:18Okay. Brings us to item number four.
33:20Consider and approve appointment of
33:22member to library advisory board.
33:26Mayor and council, I have on your page
33:29four of your agenda
33:32um a copy of the um current membership
33:37of the library advisory board
33:40and uh member Ashley Young has uh has
33:45stepped down and the board
33:49uh brought a recommendation uh for Miss
33:52Melanie Hooks to replace Miss Ashley
33:54Young for the remainder of her term.
33:57Okay,
34:00>> I move that we move that we approve Miss
34:02Melanie Hooks.
34:05>> A second.
34:07>> Okay, it's been moved and second. All in
34:09favor?
34:12>> Motion carries.
34:14Miss Melanie Hooks. Welcome to the
34:17Crockett Public Library Advisory Board.
34:20You've been appointed for three years.
34:26Okay, it brings us
34:29hope my
34:32Okay, at this time uh item number five,
34:34consider and approve appointment of
34:36alternate board member to the building
34:38and standards commission.
34:40>> Mayor and council, um we currently have
34:43five board members. We had two board
34:45members um that stepped down, but they
34:49were replaced with the alternate board
34:51members. that left us with no alternate
34:53board members. We uh we request that we
34:57continue to have several alternate board
34:59members.
35:00>> Um
35:02due to in order to take any action
35:04through the uh building and standards
35:06commission, uh a quorum is actually four
35:09members of the five. So when an action
35:12is taken, it requires public postings
35:14and notices to go out, legal notices to
35:16go out um several day several weeks in
35:20advance. So it's it's really hard to
35:22reschedule one and it's very costly. So
35:25in order if if one of the board members
35:28for some reason can't attend after uh
35:31initially committing to it, we call an
35:33alternate board member to make sure we
35:35have at least five active members there
35:37to uh oversee the board building and
35:40standards commission. The Building and
35:41Standards Commission just shortly is a a
35:44commission of appointed uh citizens of
35:47Crockett that um
35:50that
35:52review actions taken by our code
35:54enforcement official. If he brings
35:56something to the uh before a an action
35:59to tear down or repair a building is
36:01taking place, it goes before this uh
36:04review of citizens to ensure that the
36:06code enforcement officer and the citizen
36:10is well represented and takes proper
36:11actions if they're telling the tear down
36:13a building that it really needs to be
36:15torn down and that type of thing. Um
36:19we had uh two applications. Um, I sent
36:21this out to council and I requested any
36:24uh application. Um,
36:26if anybody had recommendations, we
36:28received two of them. One is uh James
36:32Carter Hall. Um, he lives here in town.
36:36Um, I met with him. He is a a voter and
36:39resident of the city. And Miss Ba
36:42Harris, I met with her and she is also a
36:44voter and resident of the city. and both
36:45of them have said that they're willing
36:48to uh serve on this panel as alternate
36:51board members. Um this would be
36:53something that the the mayor would make
36:54the nominations according to charter
36:58if she agrees to it be Carter Hall and
37:01Ber Harris.
37:02>> Okay.
37:04It's my pleasure to nominate uh Carter
37:07Hall
37:09and Bertha Harris for u a position the
37:14alternate position for the board or
37:16commission.
37:17>> Building and standards commission.
37:19>> I'm excuse me. I'm reading the wrong
37:20one. Okay. Which one am I reading?
37:22>> Building.
37:23>> Oh, building and standards commission
37:25for two years.
37:30>> What's uh council? What's your pleasure?
37:35I'll make a motion that we accept your
37:37nomination.
37:38>> I second.
37:40>> It's moved and second. All in favor?
37:45>> Motion carries. We now have two
37:47alternates.
37:49>> Thank you, mayor and councel.
37:52>> Okay. Okay. So, that brings us to the
37:54approval of the minutes
37:57from April to 2026 and special session
38:00May 1, 2026.
38:03>> I move that we accept the minutes from
38:05May 1st, 2026
38:08>> and April 20th.
38:09>> Oh, April, I'm sorry.
38:11>> And April both
38:12>> and April. Yes.
38:13>> And April. May and April.
38:16>> I second.
38:17>> Okay. It's been moved and second. All in
38:19favor?
38:21Motion carries. Okay. It brings us to
38:24item number seven.
38:27A report from city administrator on
38:28recommendation from parks and recreation
38:30advisory committee on swim swimming pool
38:34project.
38:36>> Mayor and council. Uh we met with the um
38:38advisory committee uh for our parks and
38:41rec committee and uh presented them
38:45council's request uh to review the swim
38:47pool project on what our next steps
38:49would be. Um it was recommended by the
38:53committee
38:54uh we have a deadline of August the 1st
38:57uh to submit this uh grant application.
39:00We have it largely prepared. We're
39:02wanting to we're wanting to meet one
39:04more time before the submitt uh to
39:07review just the design and go over with
39:09our engineer um any last minute uh
39:13statutory changes with the state, any uh
39:16potential uh savings on the market that
39:18might be out there with uh different
39:20items that we've designed this pool with
39:22and just to ensure that this is the
39:23design we want to submit um and get that
39:26submitted before August 1st. uh we would
39:29try to uh we would we would apply for
39:32the uh Texas Parks and Wildlife grant
39:36for a swimming pool for threequarters of
39:38a million dollars as the grant um uh
39:41amount. We would apply for that. We
39:44should get um those reviewed and answers
39:49back to the city whether we qualify and
39:51and are going to receive that grant or
39:53not closer to the end of the year,
39:55usually November or December. and then
39:58we'll bring it back to council if in the
40:00you know we we're not able to get the
40:02grant at that time and then we'll decide
40:05what to do with the current funds. Um
40:08we've also sent out reached out to uh
40:11there's seven cities that received the
40:14swimming pool grant last year and we've
40:17re we've reached out now that we're not
40:18competitors and they've they were
40:20submitted a a good application. and
40:23we've asked them for a copy of that
40:24application to also review and uh make
40:29any kind of necessary changes that we we
40:30find that are in those applications.
40:33And uh that's about that's what I had on
40:35that.
40:38>> We're making progress.
40:42>> Does anyone have any special comments on
40:47>> I just on this
40:49>> on on the new business
40:51>> the report? I mean, did you have a
40:52comment on
40:53>> on the report?
40:54>> Oh, no, no, you did a long.
40:56>> Okay. So, yeah, that's what we're
40:57looking for to get the most bang for our
40:59bucks and hopefully we'll be able to get
41:01a grant, get the grant out of and we'll
41:03be able to press forward. So, it's not a
41:05vote anything requirement. Okay, that
41:07was just for information purposes only.
41:10And now, uh item under new bit business
41:15consider future agenda items. New
41:17business items must be presented as a
41:19motion without discussion. If the motion
41:22receives a second and a majority vote,
41:24the item will be placed on a future
41:26agenda for deliberation and possible
41:29action. Uh did you you said you had a
41:32recommend
41:34you wanted to recommend an item? Oh, I
41:37thought that was what it was. So if it's
41:39nothing there
41:42one head once again, thank you our new
41:44council members. We're so excited. We're
41:47looking forward to taking care of the
41:48city just as well as it's been taken
41:51care of in the past. And even better,
41:53we're looking for even greater things
41:55because we have some new energies, so to
41:59speak. So, thank you so much. We're look
42:01uh and for all that you're doing and all
42:03that you're going to do. And thank you
42:04our community for such the support that
42:07you give us in so many areas. So, with
42:09that being said,
42:10>> motion to adjurnn.
42:11>> I second.
42:13>> Officially.
42:23Oh, the
42:25>> athletic. Yeah.
