Agenda · Packet · Minutes · YouTube · 23:34 long
0:00If it's the money, I I got you. That's
0:02right. I said, "Why you should have
0:03bought that with your real money and
0:05play and not play it all?"
0:06>> [laughter]
0:09>> Right here, right there in this small
0:10But they like I said, technically they
0:13can survive. They have the pressure.
0:19[name],
0:20do you know
0:22we have the that that blaze under
0:25control?
0:27But they're they're still out there
0:29still working on it. Um [name] was out
0:32there.
0:33I mean I know
0:34I think they're playing
0:36It wasn't here on this side. He was
0:38going to stay out there. I don't know
0:39What's what is it?
0:41The
0:42a CenterPoint contractor
0:44hit a Well, they were working around a
0:46gas line welding
0:48and there was a gas leaking and it
0:49exploded.
0:51And
0:52in the city? Mhm. It injured two people.
0:55Caught them
0:56burning.
1:00Well, oh, I'm sorry.
1:03Good evening, everyone. We're about to

1:47you for this day. This is a day you
1:48made. We rejoice and play in it. In
1:51Jesus' name. Amen.
1:54Ready?
1:56I pledge allegiance to the
1:58of the United States of America and to
2:01the republic for which it stands, one

2:29that you'll note is the
2:32the statement that's there and I'll read
2:34it because
2:35we had had a a little conflict on which
2:37way to go and this is uh based on the

3:13with the law.
3:15So with that being said, do we have any
3:18public
3:19Uh this one qualify? Right. Well, at
3:22this [clears throat]
3:22at this point that in in uh in my
3:25opinion changes It's a No, ma'am. to
3:27this No.
3:28No, ma'am. Council No, ma'am. You're out
3:30of order. Huh? Council members are not
3:32supposed to talk. That's what I said.
3:34Out of order at this point.
3:36This is not acceptable. So we will go on
3:38to the next order of business
3:41if there are no public comments. And it
3:43brings us to the next item, approval of
3:45minutes, number one, regular session,
3:48February 17th, 2026.
3:52I'll make a motion we approve.
3:54I'll second. Okay, it's been moved and
3:56seconded. All in favor?
3:58Opposed?
4:00Motion carries. Item number two,
4:03consider and approve city secretary's
4:05certification of unopposed candidate in
4:09precinct number five.
4:17So
4:19with the motion to
4:24Okay, the certification, just the
4:26certification. Would be a
4:28probably to receive or would it be
4:32Yeah, okay. A motion to receive the
4:33certificate. We receive the
4:35certification.
4:37Okay. I'll second. It's been moved and
4:40seconded. All in favor?
4:43Motion carries. At this time
4:46do we go ahead and do it?
4:49Uh it's it's already No, she's Oh, okay.
4:50>> accept the certification she's providing
4:52the council. Thank you.
4:54All right, that brings us to
4:56[clears throat] item number three,
4:58consider and approve a resolution
5:00canceling the election of city council
5:02member in precinct number five scheduled
5:05for May 2nd, 2026.
5:11Well, I'll make a motion that we approve
5:13the resolution canceling the election
5:16of city council member in precinct five
5:18scheduled for May 2nd, 2026.
5:22I'll second.
5:23It's been moved and seconded. All in
5:25favor?
5:26Opposed?
5:28Motion carries.
5:31Okay, bring us item number five,
5:33consider and approve a resolution and
5:35agreement with the Texas Department of
5:37Transportation for the temporary closure
5:39of the state right-of-way
5:41>> [clears throat]
5:41>> for Camp Street Blues Festival in
5:43Crockett.
5:45Mayor and council, I have the in packet
5:47the resolution as well as the agreement
5:49with TxDOT.
5:51>> [snorts]
5:51>> This is what we do every year when we
5:53close
5:55roadways of TxDOT.
5:57Um
5:58on page
6:0116
6:03Page 16 is where the the map and the
6:07road closure
6:09information is um
6:12for Saturday. They're going to have some
6:14local closures
6:15on [snorts] uh Friday evening.
6:18Um
6:20and then on Saturday there'll be uh
6:22closures from 7:00 a.m. to 11:00
6:2530 p.m.
6:27Um of some of the state right away of
6:30East Goliad. Uh basically from
6:33uh Second Street up to the up to Fourth
6:35Street on the square.
6:39Um
6:40So, this is needed in order to request
6:42the closure for from TxDOT from Council.
6:45I make the motion we approve the
6:47closure.
6:49Okay.
6:50>> [snorts]
6:50>> I second.
6:51Okay, it's been moved and seconded. Any
6:53Okay.
6:55All in favor?
6:57Opposed?
6:58Motion carries. I just had to draw it
7:00out. It wasn't clear.
7:01>> Okay.
7:06Brings us to item number uh Five.
7:09Problem number five.
7:11Losing this. Uh considering approves
7:13temporary street closure of Third
7:15Street, Camp Street for Fannin Street to
7:18Houston Avenue, and Fannin Street from
7:21Second to Fourth Street, and Second
7:23Street from Goliad to Fannin for this
7:27for the Camp Street Blues Festival. That
7:31This Mayor and Council, this is going to
7:32be for the city streets that are
7:34involved as well, which is Second
7:36Street, Third Street, which is Camp
7:38Street, and then Fannin that will be
7:40closed
7:41um outside of the Texana right away.
7:45They're providing We're We're providing
7:47barricades, but they have
7:49volunteers and man out manpower staffing
7:52for the to monitor the barricades, um,
7:56and uh, they will also They already have
7:58their insurance for the event. Um,
8:02so
8:04we believe it's in order to close those
8:05streets as well.
8:08I'll make Yeah, go ahead. I'll make a
8:10motion to close temporary street of
8:13Third Street.
8:14Consider and approve temporary street
8:16closure of Third Street.
8:18Okay. Second.
8:19Okay, it's been moved and seconded.
8:22All in favor?
8:25Motion carries.
8:27Okay, that'll bring us to item number
8:29six, consider and approve the temporary
8:31suspension of Crockett Code Article
8:35uh,
8:36four. What is it? Yes.
8:39>> [laughter]
8:40>> By one eye, I lost that one. Section
8:431-5-24-9
8:45to [clears throat] the event area and
8:46the time frame described in Cameron
8:48Street Blues Festival map.
8:52Mayor and Council, on page 18 of your
8:55packet, I have the uh,
8:57the referenced
9:01the referenced article
9:03Article 4, Section 15-24,
9:06consumption of alcohol in public places.
9:09Um,
9:10this is what
9:12uh,
9:12we did last year in order to suspend our
9:16um, open container
9:18um,
9:19ordinance for the area of the event
9:23during the time frame of the event.
9:29>> [snorts]
9:31>> Okay, you may. Are there questions on
9:33that? Is Is there understanding on that?
9:36It's just in that perimeter? Yes, sir.
9:39Inside the barricades. Okay.
9:41Yes, sir.
9:42Well, I mean I'm in I'm basically in in
9:44agreement with it as long as it's
9:47given to
9:49uh
9:50others that are wishing to have
9:51festivals as well. Sure.
9:53Yeah.
9:55And they also included this in their uh
9:57insurance policy as well, their
9:58liability insurance policy that they'll
10:00they'll be alcohol.
10:01>> with it.
10:02Yes, sir.
10:05Okay, any
10:07other discussion?
10:11I'll make a motion to uh
10:13approve the temporary suspension of the
10:16Crockett Code Article
10:184. 4? Yeah, that's
10:2224-hour limit to the the event area.
10:26Yeah.
10:27I second. Okay, it's been moved and
10:29seconded. Any discussion? All in favor?
10:35All opposed?
10:381. Motion carries. Thank you.
10:43Okay, item number seven. Consider and
10:45approve whether to enter into a shared
10:47use agreement with Crockett Eye Clinic
10:50for the use of improvements to a city
10:52parking lot near the public library.
10:55Mayor Council,
10:57um
10:58Crockett Vision
11:00uh Crockett Eye Center has requested
11:04um
11:05for some consideration for additional
11:07parking.
11:08They in May
11:10in May they're bringing on two
11:11additional ophthalmologist um eye
11:13doctors.
11:14So, they'll be they'll be a total of
11:15four eye doctors operating out of that
11:17office.
11:19They currently already have problems um
11:22meeting you know, all their customers'
11:24needs. A lot of times they're ended up
11:26parking across the road on on Goliad
11:29along 8th Street across from uh First
11:30Baptist Church. And then they're walking
11:32across and there's no crosswalks or uh
11:34kind of managed in a lot of their
11:37uh customers are elderly, and they just
11:40have that concern that they don't have
11:41adequate parking.
11:43So, they're requesting that
11:45they enter into some type of agreement
11:47with the city. Um
11:49one of the mechanisms for us to have
11:51that kind of agreement other than just,
11:53"Hey, it's open and it's available, you
11:55know, for the public." Unless council
11:58says we can restrict the use.
12:00They would be able to park there, but it
12:02would they would not really be able to
12:03advertise that as available space for
12:07them for their customers. They can't
12:08just say, "Hey, go park here, you know."
12:10>> Yeah. So, if they we entered into shared
12:12use agreement
12:14um
12:17I want to know what council's feelings
12:18are on the parameters of such of an
12:20agreement.
12:22We uh
12:24a few years back we had an old building
12:26that we owned there that was in that in
12:28that area. We we um did an asbestos
12:30asbestos abatement toward the building
12:31down. Since then we've done all the
12:33sidewalks and the retaining walls, and
12:35we've really cleaned that area up. We
12:37haven't invested any money in the
12:39pavement or concrete itself, though.
12:41So, there's still the old foundation of
12:43the old building
12:44and then some
12:46patches of asphalt and just, you know.
12:49So, what they've requested is if they
12:52were to come in and work with us and
12:55invest some money into it,
12:57could we do a shared use agreement
12:59um to allow their parking
13:02to meet their parking needs as well as
13:05um in this shared use agreement, if we
13:07were to have an event at the library,
13:08say, where we need additional parking,
13:11you know, we're we're not restricted
13:13from using it. We can use it, but they
13:15could also um advertise and try and if
13:17they have customers that need to park
13:19there, they can.
13:20Um
13:23some of the unknowns, depending on
13:25uh council's initial decision,
13:28I will go out and
13:30get some bids as far as
13:32the proper way to fix that area up.
13:35There's kind of two directions that we
13:36can do. One is tear out any of the areas
13:39that is not concrete, kind of saw cut it
13:41all out, and pour concrete to where it's
13:43all a concrete pad there.
13:45Um estimates just based on the square
13:47footage is somewhere probably around 10
13:49to 12,000 for concrete.
13:51Asphalt is probably about the same, but
13:54basically they would go in and stabilize
13:56the area and pour a 2-in layer of
13:58asphalt over that entire area from the
14:01street all the way back to that
14:02retaining wall.
14:04And that's going to be probably about
14:05the same price. We did get one bid
14:08um from a a contractor that was in town
14:11just a a quote to kind of get an idea of
14:13what it would cost, and they quoted
14:1414,000.
14:16But um a couple of the other contractors
14:18that we've worked for in the past with
14:20past in the past, they were around $2 a
14:22foot for asphalt. And so we think we can
14:25get that price down to maybe 10 to 12.
14:28But we do want some confirmation that
14:30that asphalt will not
14:32separate from that concrete.
14:35If you're put- putting asphalt
14:37over some areas that are stabilized dirt
14:39versus concrete, I do feel like there
14:40may be some
14:42likelihood of cracking and you know,
14:45some lines and separation in the future
14:46cuz it has different foundations. So we
14:49just need to look into that, but before
14:50I start digging in and getting prices
14:52and spend a lot of time, I want to know
14:53how council feels about it.
14:55>> shared use agreement.
14:56Um now they said they would take care of
15:00Oh, at that time and he said he would be
15:02interested in doing that, yes. Um I
15:04don't know how much money he's willing
15:06to put in, like
15:07what cost or benefit
15:09we would have to pay for it otherwise
15:11ourselves. Um
15:13basically I'll go to him, I'll get the
15:15cost together, see how much he's willing
15:16to
15:18whether it be all of it or a portion of
15:21it, then bring it back to council and
15:22and ask council if you are willing to
15:25to pay for the other
15:27portion of it. Obviously, if we pay if
15:29they pay for more of it, I could see
15:30them getting more
15:33Well, wouldn't less restrictions and
15:34more benefits for their investment.
15:37Wouldn't the best way to be to get a get
15:39a bid and then
15:39>> hear.
15:42Wouldn't the best way be to get a bid
15:43and then go to them and see what they
15:45would
15:46share what they would pay?
15:49My next question would be
15:52where where would the money's be coming
15:53from? And and um
15:56how would we afford the From our
15:58operations budget. Okay, so
16:01um we're not finished with our streets
16:02and we have a whole lot of other things
16:04that we have uh
16:06coming up, so how would that work into
16:08the into the budget?
16:10Just by managing the budget. I mean, I I
16:12would
16:13manage it put it within the our budgeted
16:15means, you know. I I don't have another
16:17source of
16:18I don't have another source of revenue
16:20come you know, that I can put towards
16:21it. So, at this time it would be within
16:23our
16:24our budget budgeted means. And so
16:27Yeah. I can't I can't answer that unless
16:29y'all tell me to do so, then I can give
16:31y'all some specifics. And I do need to
16:33know what the exact cost is going to be.
16:35I do feel like it'll probably be
16:37on the low end 8,000 on the high end 12
16:39to 13,000 probably.
16:41>> one of the things and I think for him
16:43getting that parking
16:47let's don't jump out there and
16:50say something we don't I I think he'll
16:52he'll want to do as much as he can. And
16:54one thing that that
16:56for those of you that use the library a
16:57lot, we do need extra parking when they
17:00have any event. I've been parking on
17:02that I mean, it's not smooth, but for
17:05the last time they've had two really
17:08nice events. We have nice rails and
17:11sidewalks.
17:12>> it's a good way to go in and walk around
17:15and then they have the steps. So, it it
17:17is a next to me. My question also is
17:19that um
17:21why would we have to go into a shared
17:23use agreement when we already own the
17:27Why we Why Why is it that we just can't
17:29do a lease? We lease that parking lot
17:31out to him and whatever he would like to
17:33invest It can be done. allow him to
17:35invest whatever And then it can be done
17:37under a lease agreement, but then it's
17:38his parking lot and we can't use it cuz
17:40he's leasing it.
17:41>> depends on what's in the lease. No.
17:43>> No. That depends on how It's It depends
17:45on what's in the lease. It doesn't have
17:47to be a share cuz I mean if he If he
17:49leases it like you explained to me from
17:518:00 to 5:00 and then the rest of the
17:53time is the city, but it's it's a lease
17:56agreement. So,
17:58It can be a lease agreement or a share
17:59It
18:01There
18:01What we're talking about Is there
18:03anything going up there after 5:00? Is
18:06there anything going on up there in
18:08Crockett after 5:00?
18:10So, if he's got it from 8:00 to 5:00,
18:12he's got it. Yeah. Well, there's nothing
18:13really I mean
18:15going on
18:16doing the
18:17Uh if you pass through there on a daily
18:20basis, there's no no one parking there
18:22or anything like that.
18:23>> It's not very um It's currently not
18:26It's
18:27drivable, but it's not in you know It's
18:30It doesn't look like
18:33a painted striped parking lot inviting
18:35to people to know to park there. So,
18:38um people [clears throat] that know,
18:39they'll park there, um but we're not
18:41really putting signs out and and uh So,
18:44like I said, it can go from a lease
18:45agreement like you're saying uh to some
18:47type of a shared use
18:49But, I do
18:49>> We would We would find the the legal um
18:53document that would allow him to spend
18:55some money on it and vice versa. I just
18:57Well, I would I'm sorry. I would just
18:58like to, you know, I think
19:01I use the library a lot and I do that is
19:04my up town street, but I am just
19:06thinking that
19:06>> [clears throat]
19:07>> this is a community. The more shared
19:09things we can get, it's easy on
19:12everybody because we're the same people
19:14serving the same entities. And if it's
19:16an opportunity to work as a shared
19:18agreement, that mean even future things
19:21that happen, they're going to be shared
19:23in terms of repairs, they're going to be
19:25shared in in that that essence. And it
19:27just it make good neighbors because
19:30we know that sometimes the parking does
19:32get tight and we'll even end up over on
19:35the funeral home side.
19:37But if they're having some I mean if you
19:39seen it when they have that day
19:41they've been generous to us for an
19:44overflow at the funeral home parking
19:46lot. They don't bother you about it and
19:48so why not be neighborly to the
19:50neighbors on the side of you. And it's
19:52not like it's going to be a free ride
19:55and it's not like we're going to make
19:56money out of. We're all getting we're
19:58just taking advantage of
20:00taking the opportunity to work together
20:03because most of the lots I mean most of
20:05the parking even when they park across
20:07the street on the other side, that's
20:11technically a private parking space but
20:14nobody has ever said it so I think in
20:16that little cohesive area it's more of a
20:20a neighborly thing and if they if they
20:22were they can be
20:24shared a cost, it would make it so much
20:26better for all of us to work together.
20:28I'd like to make a motion.
20:30So that means that we need to make a
20:32So that means that other businesses we
20:34need to have shared agreements with them
20:36as well for parking. I would bring that
20:38to y'all at those times. I'd like to
20:40make a motion.
20:42I move that this Crocket Crocket I
20:44Clinic
20:46Crocket I move that the Crocket I Clinic
20:49He he just said I I'd I'd like to make a
20:51motion we
20:53enter into a shared agreement with
20:54Crocket I I Clinic. Okay, a motion is on
20:58the table. Second.
21:01It's been seconded. All in favor?
21:05Motion carries. I'll bring that back to
21:07council before we approve any details.
21:10Okay.
21:11Okay. I'm okay. And
21:13one of all
21:14Thank you.
21:15I think it should be at least
21:16>> Okay.
21:19Now with that being covered, I brings us
21:21to under the new business and I'm going
21:24to read this also because we've gotten
21:26our the art we've gotten um
21:29legal recommendation on of the best way
21:31to do our new business so that it won't
21:34create conflict and we won't introduce
21:36things out of order. And I will read as
21:39it's written. The new business,
21:41consideration of future agenda items.
21:44New business items must be presented as
21:47a motion without discussion. If the
21:51motion receives a second and a majority
21:54vote, the item will be placed on a
21:57future agenda for deliberation and
22:00possible action.
22:02Don't have to interpret it. It says what
22:05it says that if before we go to
22:07discussion of another item it would have
22:10to be treated as a future item and that
22:14will be done by way of an agenda item
22:17and it would go to the floor. If we can
22:18get a motion, it would carry
22:21uh and then a second and then the vote
22:23would determine whether it would be on
22:25the agenda or not. I'll make a motion we
22:27adjourn. uh this this not
22:30>> I'll make a motion we adjourn.
22:32We we in we in a discussion.
22:34>> I second.
22:35This we in a discussion. No, I I mean
22:37that was a not a discussion. It's just a
22:39statement. I'll make a motion we
22:41adjourn. Do you have unless it's a if
22:43you have
22:44>> Second. I mean I have do have a question
22:45about it. May I ask you?
22:46>> I do I mean what I'm asking is Motion
22:48stands. There's a motion on the floor
22:50that needs to be addressed before we
22:51discuss anything else.
22:52I see. Okay, it was a motion. I'm sorry.
22:56It was a motion on the floor. I'm sorry.
22:58It was and that was what the way it
22:59should be done. Motion
23:01>> Make a make a motion we adjourn. Okay.
23:03The motion to adjourn is
23:05>> I second it. Okay. All in favor? All
23:07opposed? All in favor?
23:10I mean, everybody's raising both hands
23:11at the same time.
23:13Okay.
23:20You have 22 minutes. Thank you.
23:24Have a good night. You too.
23:34Take care.
