3:53we have any from the audience. Do the

3:57the agenda items?
4:00>> Uh no. No.
4:01Well, I just want to just uh

4:41>> Thank you. Thank you.
4:43Are there any other comments?
4:45If not, that brings us to item number
4:48one, regular session. Approve of minutes
4:50for the regular session, February 2nd,
4:53second,
4:542026.
4:57>> I'll make a motion to approve.
4:58>> I second.
4:59>> Okay, it's been moved and second. Any
5:01discussion? All in favor?
5:04Motion carries.
5:06It brings us to the item of reports,
5:08item number two, police department
5:10manpower power and criminal incident
5:13report for January 2026.
5:16Chief.
5:18>> Good evening, mayor, council, city
5:20administrator.
5:21Cracked Police Department's manpower and
5:22criminal activity report for January of
5:252026.
5:26Have 15 officers, worked 2,390
5:30hours, responded to 407 calls for
5:33service, investigated nine traffic
5:35accidents,
5:37made 25 arrests, issued 351 traffic
5:41citations,
5:42completed 57 reports, and responded to
5:4411 alarm calls. Nine of those were false
5:47alarm. Below you'll see a breakdown and
5:50I'll entertain any questions you have on
5:51our monthly report.
5:55>> Council.
5:57Uh only question I have on the on the
5:59report, I just saw it at the very bottom
6:01where it said comments about uh the
6:05warrant warrant services. Do we receive
6:08Are there any fees added to the
6:11the warrant services? What is
6:13>> So, warrant services, those are someone
6:15has an outstanding criminal warrant for
6:17their arrest.
6:19we we pick them up on them. So, no,
6:21there's no fees that we charge and those
6:22come down from the courts or the judges
6:25on a criminal offense or a traffic
6:27citation.
6:29Um then we we make those arrests on
6:31those.
6:31>> Okay. I was just cuz I was wondering
6:33were there any fees uh encountered
6:35there?
6:37>> Are there any more questions?
6:40>> Thank you.
6:41>> No.
6:42Thank you, Chief. Thank you.
6:43>> Appreciate you.
6:45>> I guess
6:47>> Oh, I forgot we going to send you away
6:48before you do your pro sign. Number two,
6:50I mean number three. Got to read it for
6:52you. Presentation [snorts] of annual
6:54racial profiling report.
6:58>> Council, Mayor, this is our annual
7:00racial racial profiling report. We give
7:02it pretty much the same time every year.
7:05This is from January of 2025 through
7:07December 31st of 2025. As you all know,
7:10this is required by the state that we
7:13we publicize this every year and we have
7:15to turn this report in to the state as
7:17well.
7:18Uh so, I'll I'll start with
7:20[clears throat] a breakdown.
7:22African American
7:23639 male
7:26441 females for a total of 1,080.
7:31Asian Pacific Islander males 63
7:35female 24 for a total of 87.
7:39White
7:40male 1,441
7:43female 932.
7:46For a total of 2,000
7:483,373.
7:51Hispanic, male, 519.
7:55Female, 190. For a total of 709.
7:59Native America,
8:01male, 12.
8:03Female, four. For a total of 16.
8:07For the totals, uh 2,674
8:10males.
8:121,591
8:13females. For a total of 4,265.
8:17Below that, you'll see a breakdown.
8:20few that I'll go through. Uh location of
8:23the stop. Uh on a city street, 1,050.
8:28Uh US Highway, 112.
8:31State Highway, 2,886.
8:35County Road, five.
8:37And private property or other, 212.
8:41Uh also,
8:43we'll break down uh search.
8:46Uh reason for the search, consent, 51.
8:50Contraband in plain view, 17.
8:53Probable cause, 87.
8:56Inventory, 19. And incident to arrest,
8:59two.
9:01Um below that, you'll see race known
9:03prior to stop.
9:093,489,
9:11no.
9:12Uh searches conducted,
9:14176.
9:17And did not conduct a search, 4,089.
9:21Contraband discovered,
9:23out of 176
9:25searches, discovered contraband 116
9:28times. Uh 60 of those times, uh did not.
9:33I'll entertain any questions you have on
9:35the rest of the racial profiling report.
9:39>> See, I I do have a question because I'm
9:40juvenile justice major.
9:42And uh I was just I was just looking at
9:44this and just kind of trying to get a
9:46feel of like how we could figure out if
9:49there was any racial profiling going on.
9:52Because like when you have like the uh
9:54subjects like reason for stop and
9:56contraband, things such as that, there's
9:59no indication of the race
10:02um or gender of the these stops that
10:06were actually made. So, I know you have
10:09them at the top that gives us a a
10:11breakdown, but you have a breakdown in
10:13the subject
10:17but we don't know like how many people
10:19you uh gave tickets to, and were they
10:21female, were they male, were they
10:24you know, black, white, you know,
10:26Caucasian, Hispanic, things like that.
10:29So, that
10:30just looking at that to me doesn't help
10:33me decide whether there's racial
10:36profiling going on just looking at the
10:38numbers. So, how do I mean, reporting to
10:42the state, how does that actually work?
10:43Do they look at any of that or
10:45>> So, so the first thing I want to say is
10:47uh I can answer your question. There is
10:49no racial profiling going on as as
10:51presented by this report. The way the
10:53state breaks down racial profiling has
10:55to do with traffic stops conducted. It
10:56has nothing to do with searches incident
10:59to arrest. It's specifically
11:01are we stopping more Hispanics than
11:04white, more blacks than white, more
11:07white than black, vice versa. Uh that's
11:10the basis of racial profiling. If if
11:13we're profiling a particular race more
11:15than another. So, that that's that's
11:18where your racial profiling report comes
11:20from. Uh the state does not require and
11:22does not ask that it's broke down
11:25where we searched uh
11:28300 white people, 350 black people, 200
11:32Hispanics. They don't ask that. Now, the
11:34citations
11:36obviously, you can go back and look at
11:37those citations and you can tell from
11:40the information on that citation whether
11:43that person was was searched or not. So,
11:46that information is is not
11:49presented in the report. That
11:51information is available, but that
11:53information would take some time to
11:54compile a list
11:56to to to put that out for you.
11:59>> Yeah, the reason I ask is because like I
12:00just said, say for instance, just say
12:02like, you know, written warnings, you
12:04know, like the result of stops, like
12:06where it states written warnings,
12:08we don't know
12:10who those written warnings were given to
12:12or and not just that, you have like at
12:15the very bottom you have like the use of
12:17force resulting in bodily injury. We
12:20don't know if that was a
12:22employee or
12:23the violator or if they were male or
12:26female, black or white, Hispanic or
12:29Caucasian. So, we I mean, those are the
12:30things that I just when I looked over
12:32your your report, that's what I I I
12:35looked for.
12:36>> So, if you if you ever have a specific
12:38question about a stop, obviously, you
12:40know, I can be contacted. The reason
12:42they don't put all that specific
12:44information is you're talking about a 3
12:46to 5,000 page document and the state
12:49cannot accept that. So,
12:51that information there is loaded into
12:54the system, so there's there's no way to
12:57not have that available. It's just going
12:59to take time to to present something
13:01like that.
13:02But, as I told you,
13:05that's not a practice that we conduct at
13:06Crockett Police Department, so
13:09>> Yes, sir.
13:10>> I I want to congratulate and thank you
13:15what what y'all do. I mean, I don't know
13:19you can bring race into this when
13:21there's 1,293
13:25white people
13:28pulled over
13:31than any other race.
13:35So, how how can you bring race into
13:37this? So,
13:39I mean, you you you have a
13:423,524
13:45moving violations.
13:47It shouldn't matter if they're white,
13:49black, Hispanic, or what if they're
13:51breaking the law, they should be pulled
13:53over. It don't matter.
13:56And and it and it clearly see I can see
13:59right here there's 1,293
14:01more white than anybody.
14:04So, how
14:07Thank you.
14:08Thank you.
14:09For what you do.
14:10>> Thank you.
14:11>> Thank you.
14:11>> For what you do.
14:13Appreciate it.
14:16>> Okay, and that brings us to item number
14:18four, fire department monthly activity
14:20[clears throat] status report for
14:22January 2026.
14:23>> Good evening, mayor and council members.
14:26For the month of January, the fire
14:27department had a total of 49 calls.
14:29Breaking those down, 31 of those was in
14:31the city of Crockett with only one
14:33structure fire, and then 18 in our
14:36county response area. If you note,
14:38there's a couple errors on my report
14:40when I swapped from
14:4225 to 26. Uh I think some of my
14:45calculations got off, but far as January
14:47going down that column, everything's
14:48correct. I think it threw an extra
14:50number at the end, and uh
14:53um only year-to-date, but everything's
14:55correct far as January all the way down
14:58that column.
15:00And then uh the very back page, there
15:02was an error that I need to correct. Uh
15:05it said there was 200 firefighter
15:07fatalities. That's
15:09I wish I had 200 firefighters,
15:10[laughter] but I definitely don't want
15:11that to happen to them, but
15:13um that was just my overseeing me
15:15changing form from 20 25 to 26. Some of
15:18my calculations got off that I I catch,
15:20and I thank uh
15:22Miss
15:22[name] for bringing some of that up that
15:24I didn't catch. So,
15:27far as that, that's the report. Are
15:29there any questions on that? There's a
15:31further breakdown ball by ball.
15:35>> I do have a
15:36Well, I do have another question. Uh we
15:38did have a a fire on Stokes Street uh a
15:41little bit ago. And so, I was just
15:43inquiring about one of the the fire
15:45hydrants. When you got there, were one
15:48of them not working or
15:49>> No, that one's just a little further
15:50away.
15:52So, the deal is um
15:54we carry extra You know, we got 1,000 ft
15:56of fire hose. That lay was just a normal
15:59normal this
16:01the fire hydrant's not at every block
16:02block like it is in big cities in
16:04Crockett. So, sometimes it's two blocks
16:06to a fire hydrants.
16:07>> Okay.
16:07>> And um I I will give command or
16:10commandment on the public works. He has
16:12reached out to me and asked me for uh
16:14ideas of putting in new fire hydrants at
16:17at certain places I know we need them in
16:19town.
16:19>> Mhm.
16:20>> And um so, I'm working with uh him to
16:22put try to get them every block. It's
16:24going to take time, but there are some
16:26fire hydrants that been decommissioned
16:29because of some of the water lines used
16:30to be a 2-in line. Now, it's a a 4-in or
16:336-in line. And there's some some of the
16:35old fire hydrants that has been
16:37decommissioned, but we're trying to get
16:39those put back in place where to uh
16:42to meet that need.
16:44But, we do bring when we show up, we're
16:46bringing initially 1,000 gallons of
16:47water. And then we hook into a fire
16:50hydrant
16:52and to get to continue on our fighting
16:54fire. So,
16:56>> I appreciate that. I I was also cuz I
16:58went and kind of rode the streets a
16:59little bit around where Sycamore and Oak
17:02Street bind in that area. And I was kind
17:05of concerned with those houses if they
17:07they caught on fire, would we be able to
17:08be be able to get the the big truck
17:10there or how do we s-
17:13>> Uh it's funny you bring that up. We we
17:15We get delivery of our new fire truck
17:17that y'all approved a couple of years
17:18ago. It finally showed up. It's still a
17:20couple weeks before it's going in. And
17:22this truck is a little bit shorter than
17:23our first one. So, we can make those
17:25tight turns instead of pulling up,
17:27backing up, pulling up, backing up to
17:28make some of these This new truck is
17:3030-ft long, where the other one's like
17:31right at 40-ft. So, we're saving about
17:3410-ft off that truck. Uh
17:36we did get that new truck in, but it's
17:38going to probably be another couple
17:40weeks before we get it into service cuz
17:42we try to save the city money. We do a
17:43lot of putting the tools on there
17:45ourselves, mounting everything, loading
17:46the hose. So, uh
17:49we should see that to go uh into service
17:51in the next couple of weeks. And it is
17:52shorter and it'll it'll definitely be
17:54easier to making these turns, some of
17:56these small city streets.
17:59um and also I'd like to report we did
18:01receive a $10,000 uh training grant from
18:04the Texas Forest Service.
18:06Um so, that'll be no cost to the city.
18:08We'll get to spend $10,000 towards uh
18:11training stuff, whether that's
18:12continuing CE
18:14or coming up with training props that we
18:16can use to train at the station. So, we
18:18did get Let y'all know we did receive
18:20$10,000 in Well, I'll be buying that
18:23stuff within the next couple of months
18:25just to fulfill that grant.
18:28>> Thank you.
18:29>> Thank you.
18:29>> Thank you for sharing.
18:32>> Okay, that bring us item number five,
18:34considering approve change order number
18:36six final for the 2022 state
18:40infrastructure bank SIB street project.
18:44>> Mayor and council, this is the the final
18:46change order. Mr. Bob Thurber's here
18:49with KSA that'll kind of go over and
18:51explain the the final change order to
18:54you and
18:55answer [snorts] any questions about the
18:57the final change order.
19:00>> Thank you, Mayor, and members of the
19:01council.
19:02Mr. City Administrator, we got the
19:05uh we've finally come into a conclusion
19:06on our street project. When we
19:08originally bid this project, it was
19:10coming at $6.6 million.
19:13Uh of course, we didn't have a total of
19:14$6 million for construction,
19:16engineering, and construction admin and
19:18all that thing.
19:20So, the first change order and second
19:22change order reduced the the contract
19:24down to 5.007
19:26million.
19:28During the course of construction, of
19:29course,
19:31especially on the waterline side, we run
19:33into situations where
19:35uh we don't know where the waterline is
19:36exactly. Uh we run into situations where
19:40uh when we're working on a line trying
19:41to tie into it,
19:44there there's no way to shut the water
19:46off. And so, it's hard for the
19:47contractors to to work uh live in a live
19:51situation.
19:52So, we had change orders more on the
19:54water side. We added certain things
19:57called insertable valves, where you have
19:59to do a a special valve that are very
20:02expensive. They're like
20:04like a 6-in is 10,000. 8-in is like
20:07uh 13 or 14,000.
20:10Uh we had to change sides of streets
20:11because there was unknown lines in
20:13sometimes.
20:16we also had some uh base failures. We
20:18had that on South Grace Street.
20:21Uh we also run into at Bell and Fifth
20:23Street
20:25where we collapsed the a sewer line. I
20:27don't know if it was a sewer line or a
20:28storm sewer line.
20:30Uh the bottom line is uh
20:32from the
20:33after change order one,
20:355.007,
20:38uh we have an increase in quantities in
20:40these unknown situations.
20:43And so, our drive-out price is about
20:44$5.2 million, Mayor.
20:49we're planning on having a a general
20:51walk-through
20:52uh this coming Thursday. We're going to
20:54drive all the streets
20:55uh to make everything uh sure everything
20:57is okay. We'll note any deficiencies or
20:59anything like that, and we'll document
21:01that as well.
21:02So, with that, Mayor, uh
21:04if there's any questions that answer,
21:05I'd be happy to try to do that.
21:11Overall, I think it's a fairly
21:13successful project.
21:14One interesting thing we found we found
21:17a valve, excuse me, a tee that was dated
21:19in 1901.
21:20>> Wow.
21:21>> [laughter]
21:22>> That was on Bowie, was it?
21:24>> Do what?
21:24>> Was that on Bowie or Fifth Street? Was
21:26that on Bowie or Fifth Street?
21:27>> No, it was not on Bowie. It was on uh
21:29Fifth Street, I believe.
21:30>> Mhm.
21:31I was over you made two changes on one
21:34on Bowie and one on Fifth Street.
21:35>> Mhm.
21:36>> Mhm.
21:41>> Question.
21:42>> [clears throat]
21:44>> No question.
21:44>> Um did you have something to do?
21:46I I I just um there was two streets I
21:49was going to ask and I I don't know who
21:50I need to ask, but I was wanting to know
21:53uh I know you what you have on uh change
21:57order number three, we have Bank and
21:59Fair Street.
22:00>> Yes, ma'am.
22:01>> And so um mine stand is like SIB street,
22:04so that was those were SIB approved.
22:08>> No, it wasn't, but let me tell you what
22:09we did. We didn't do that change order.
22:12And that's reflected in this change
22:13order. The reason we didn't do that
22:15change order was because the city forces
22:17did that by themselves. They were
22:18private lines.
22:20Uh we found out that the lines were not
22:23serving
22:24>> Mhm.
22:25>> uh from the front side of the street.
22:26>> Mhm.
22:27>> And so we had to But the city went in I
22:29think it's $34,000 worth of
22:31number three work.
22:32Uh but anyway, the city's
22:34uh forces did that on their own, so the
22:36number three was actually deleted.
22:38>> Okay.
22:40So, we just found out where we got that
22:42money from.
22:44Okay.
22:45Okay. That's That's um
22:48That's And then um
22:50uh the uh
22:52I guess I need to ask about like the MLK
22:55Street um
22:57the from West Goliad West West Bale
23:02from West Bell to
23:05um Goliad, I believe.
23:07>> Which one?
23:08>> West Bell to Goliad?
23:11Or MLK?
23:13Are you familiar?
23:14>> No, I don't I don't think that was in
23:15the original deal, if I'm not mistaken.
23:18I'd have to go back and look at that.
23:19>> Okay.
23:19>> It was.
23:20>> Uh TxDOT
23:21furnished us,
23:23you know,
23:24a map that showed the eligible streets.
23:26>> Okay.
23:26>> So, I'm not sure if that was eligible.
23:28But, the other thing was is
23:30the budget considerations.
23:32Um you know, we do when we do a design
23:34project, uh
23:35periodic times we put together an
23:37estimate of what we think this thing is
23:38going to cost.
23:41>> [snorts]
23:41>> but from my standpoint, I was directed
23:43to do
23:45uh Bell Street to where we uh stopped
23:47the other project on MLK.
23:50>> Okay.
23:54Okay.
23:56>> Is it it?
23:57>> All right. Yes, I I would love to I just
24:00wanted you to take I would love when you
24:02come down to review the streets um
24:05to do your last final check, I would
24:07like to ride with you, if you don't
24:08mind.
24:09>> Okay.
24:09>> I appreciate it.
24:10>> I think we've got a big enough truck we
24:11can we can pile in. I think I've got the
24:13contractor and
24:15uh and myself and [name] probably leave
24:18will be going and we can stop and look
24:20at any streets we want to look at.
24:21>> Okay. Perfect.
24:24Okay.
24:25>> Any other questions?
24:25>> have any?
24:27>> Just need a motion to approve the
24:30>> I'll make a motion to approve.
24:31>> I'll second.
24:33>> It has been moved and seconded. Any
24:34discussion?
24:36All in favor.
24:39Opposed.
24:41Motion carried.
24:44I approve.
24:45>> I think Thank you, Mr. Thurber.
24:46>> We're going to try to meet about 1:00 on
24:47Thursday.
24:48>> Sir?
24:48>> We're going to try to meet about 1:00 on
24:50Thursday for driving the streets.
24:52>> Okay, this coming Thursday?
24:53>> Yes, ma'am.
24:54>> Okay, yes, sir.
24:54>> And I'll be processing the the final pay
24:56request, which holds the retainage only.
25:00And so, I'll get that out tomorrow and
25:02then after we have the walk-through and
25:03everything like that, the city can sign
25:05off on it. One important thing to
25:07remember is we do have a warranty period
25:10for the construction.
25:14Thank you, Mayor.
25:15>> Thank you so much. Appreciate it.
25:16Item number six, consider and approve an
25:19ordinance number 0-02B-26
25:23amending the fiscal year 2026 budget for
25:26the purchase of an excavator
25:29for the street department.
25:31>> Mayor and council, it's two parts.
25:33You'll see the ordinance for the budget
25:36amendment
25:37and it just basically says that
25:39the two sales of assets from the surplus
25:43that y'all declared surplus raised
25:45$80,077
25:48and we had insurance proceeds from a
25:51a truck fire that was 5218
25:54with a total revenue of 85,295.
25:58And then the next page you'll see the
25:59consolidated water has
26:02a Takeuchi
26:04excavator that they're no longer using.
26:06It's too small for them. It's basically
26:09a brand new excavator with 389 hours
26:11they're going to sell to the city
26:13because of
26:14our work together at that price when if
26:17you went to buy a new one, it's 142,000.
26:20So, you're basically approving the
26:22budget amendment
26:24for the proceeds and purchase of the
26:27Takeuchi track hoe excavator.
26:31>> Okay, two things on that. I I have one
26:33thing.
26:34>> Um if is there a time to make a motion
26:36so we
26:36>> Yeah, we need a motion before
26:37discussion.
26:38>> Well, I I I move to strike section two
26:40and section three in ordinance number
26:43uh 0-02B-26.
26:53That's fine. one.
27:03>> I said section 3 and 3.
27:05>> Yes, on the on the on page 18.
27:07>> That's where we said it.
27:09>> Okay, uh
27:14Did we vote it for?
27:15>> No, you asked for a second. See if
27:17somebody seconds it first.
27:18>> Okay.
27:19>> I'll make a motion to purchase.
27:21>> And
27:22>> I second.
27:24>> Okay, it's been moved and second. Hold
27:26on, no. Was that my motion?
27:28>> No.
27:29>> You know, it was we were we on this was
27:31>> Okay, we need to go back and if you
27:33don't get a second on yours, it needs to
27:35die for a lack of second.
27:38So, ask if there was a second to her
27:40motion.
27:42>> Yeah. Was it Was it a second to her
27:44motion?
27:45>> No.
27:45>> And that's why I said it wasn't one.
27:47>> No. So, now you
27:48>> And then we vote
27:50>> the original.
27:51>> Now, the original motion is to approve
27:53the ordinance change or the budget
27:55amendment and the purchase.
27:57>> And he's making a motion.
27:58>> He made that motion.
27:59>> Mr. [name] second.
28:00>> second.
28:01>> And now it's all in favor.
28:03And now it's discussion, yes.
28:04>> to discuss it.
28:06Um what I want to ask is um
28:09do we have the money to purchase this
28:12this item?
28:13>> Yes, ma'am.
28:14That's why the budget amendment was
28:16first because we had the sale of the
28:17proceeds from surplus which raised
28:2080,077
28:22dollars.
28:23The insurance proceeds came up with the
28:25other 5,000 and the purchase price of
28:27the excavators 85. So, we're That's
28:30where the money came from and that's
28:32where it's going to.
28:33>> Okay, so on from a sale of a
28:35>> Yes, on the sale of the the two sales
28:37that we had for surplus items.
28:39>> So, my understanding, I don't know, but
28:41in one of the trainings I attended, it
28:44said that we You not supposed to amend
28:46budgets
28:47just for purchase of items.
28:49>> Is that true or not?
28:50>> No,
28:51I'm not aware of that.
28:54And part of the deal is as we've talked
28:56about in the past that
28:59we want to do these budget amendments as
29:00they happen, making it all transparent,
29:03bringing everything where the money's
29:05coming from, where the money's going to,
29:07and that's what we're doing with this
29:09ordinance budget amendment. And it is by
29:11[clears throat] ordinance, not
29:12resolution, that we're doing the budget
29:14amendment, and we're purchasing the
29:16excavator.
29:17>> So even by ordinance or resolution, if
29:19the state state makes a statement that
29:22amendments are not to be done to make
29:25purchases?
29:26>> I
29:27I've never heard that.
29:28>> Okay. I mean, well, I'll I'll I'll
29:30verify that. I'll make sure because I
29:32know I I just took a train. I just had
29:36I'll have to look back at my notes to
29:37make sure. I I'll call a hearing well at
29:40>> [name], [name], would there be anything put on
29:42this one?
29:46This uh
29:47paper right here
29:49if we didn't have the money to buy it?
29:51>> Absolutely not.
29:51>> Okay.
29:53I move on the previous question.
29:56Okay, so
29:58Okay, so
29:59>> previous question first.
30:01All those in favor of the previous
30:02question.
30:03>> All yeah. All of those that are in
30:04favor.
30:07Okay, you have passed.
30:09>> Now vote on the motion
30:10the approval of the budget amendment and
30:13the purchase.
30:13>> I was not in favor.
30:16>> Okay.
30:18All those in all in favor of the budget
30:22amendment.
30:23>> All in favor?
30:24>> All in favor. In favor.
30:26Now opposed.
30:27>> All opposed.
30:30Okay, so the motion
30:32carries, right?
30:40I kind of lost my
30:45Okay, so we've
30:47finished with both of them, right?
30:50that brings us to item number seven.
30:54Consider and approve a resolution for
30:55the temporary close of state
30:57right-of-way for Alamo letter letter
31:01plaque ceremony.
31:02>> Mayor and council, we have
31:04representatives here that we're going to
31:06speak on behalf of the the Travis
31:08letter.
31:11>> Good evening, mayor, council, city
31:12administrator.
31:13Thank you for considering our
31:15request to close down Fifth Street. We
31:17are we will be dedicating on March the
31:20a plaque and monument on the courthouse
31:23lawn of the Travis letter public the
31:25Travis letter plaque the Alamo letter
31:27plaque. The the letter that William
31:29Barrett Travis wrote and sent to General
31:31Sam Houston that
31:33that the Alamo to go out. There is a
31:35push in the state to get this into every
31:37state courthouse.
31:39Uh we we've been working on this for a
31:40while now to to get it in. We're just
31:42about ready to go. We just need
31:44permission to close down that section of
31:46the street because we're expecting
31:47[clears throat]
31:48100 to 150 people to show up for this
31:50dedication.
31:52So we'd just like to close down that
31:53section
31:55no later than noon. We're trying to keep
31:57the ceremony to 45 minutes or less.
32:01Which as you know is probably means it's
32:02going to run an hour hour 15.
32:05But we're going to you know we want to
32:06close it down enough so that people can
32:07get and come in and watch it
32:09and go from there.
32:11We invited the whole county. We want
32:13everybody to show up. It's going to be a
32:15great thing.
32:16We have people who will be showing up in
32:18period clothing doing a musket salute.
32:20We have people from the Sons of the
32:22Republic of Texas who will be making a
32:24small statement.
32:25And former judge uh
32:28Lonnie Hunt will be our master of
32:29ceremonies.
32:31>> [clears throat]
32:32>> And what is this letter in regards to?
32:35>> It's the it's called Travis letter or
32:37the victory or death letter.
32:39It's the letter that William Barrett
32:40Travis sent out to
32:42uh Texans and people of the world
32:44telling them how what the plight was in
32:47uh the Alamo.
32:49That what they were facing, you know,
32:50they they understood and all this stuff
32:52that they would fight and she says says
32:54victory or death in the letter, which is
32:56why most of us uh who study Texas
32:58history, you know, know it as the
32:59victory or death letter.
33:01>> So, this was basically the call to
33:02service.
33:03>> [clears throat]
33:03>> It was It was a call to service. He was
33:05letting everybody else know, "We're
33:06here. We are besieged." He sent that
33:10letter out on the 24th. On
33:11[clears throat] the On the 24th of
33:12February is when he sent that letter
33:14out. On the 23rd of February is when
33:16Santa Anna and the Mexican army showed
33:18up and surrounded the Alamo.
33:21So, at that point he sent that out and
33:22said, "Hey, we're here.
33:25We probably ain't going to go nowhere
33:27and we probably won't survive, but, you
33:28know,
33:29get us get us any help you can if you
33:31can."
33:32>> It's kind of like give me liberty or
33:33give me death.
33:34>> Really, it is.
33:35>> Or go
33:36go ahead and come and
33:37>> give me liberty or give me death or give
33:38>> Or or come and take it.
33:39>> Yeah.
33:42>> Yes.
33:43And the city's part in this process is
33:46we have to send the resolution to the
33:48state for the the road closure and
33:50that's what we're I would just wanted
33:52you to have a background of what the
33:53event was going to be, but our part in
33:55this is for
33:57getting the state closed the state
33:58highway closed.
34:02>> I I'll make a motion we
34:04approve the resolution.
34:06>> I can second the motion.
34:07>> It's been moved and seconded.
34:10All in favor.
34:12Opposed.
34:14>> Thank you folks very much. We appreciate
34:15>> Yes, sir. Yes, sir.
34:19>> Okay, item number eight, a public
34:21hearing on the submission of an
34:22application to the Texas Department of
34:24Agriculture for one or more Texas
34:26Community Development Block Grant
34:28Program TXCDBG
34:30grants for program year 2026.
34:35At this time,
34:38we're now open for our public hearing.
34:45Thank you.
34:56>> Mr. Council, I was going to present
34:59what this public hearing is about first,
35:01and then um
35:02we'll open it for any comments from
35:04council and
35:06the public.
35:07So, every every 2-year cycle, we get an
35:10opportunity to apply for more uh
35:12community development block grant
35:14funding.
35:16Uh this year, they've increased the
35:17allotment amount to $1 million.
35:21The last two CDBG programs that we've
35:24applied to and received was to address
35:27the needs of our sanita- sanitary sewer
35:31overflow initiative.
35:33Back in 2016 in 2015,
35:36um we were cited due to need many needs
35:40at our wastewater plant,
35:42the need for a sanitary sewer overflow
35:44initiative to improve
35:47our sanitary sewer systems that uh
35:50caused um overflows. Basically, when
35:53sewer comes out of the ground out of a
35:55manhole or there's broken uh sewer
35:57lines.
35:58Um we needed to to provide them with a
36:00concerted effort and show that we're
36:02spending money
36:04to uh
36:05fix those uh sewer problems.
36:10um the last one that we received uh this
36:12previous uh cycle was on uh Beale
36:15Street. It was our MLK to Beale Street
36:19uh interceptor underneath the uh Union
36:21Pacific uh line.
36:25One of the reasons we use CDBG funding
36:27is is due to the amount of especially
36:29when it involves Union Pacific
36:32it requires lots of engineering money a
36:34lots of approval processes permitting
36:37and those are not things that we are
36:39able to keep up with in-house.
36:41So I I included a portion of that SSOI
36:46plan behind this map showing
36:50some of the projects that we're going to
36:52do that we're going to put efforts
36:54towards.
36:57and the one that's highlighted is about
36:58December 20 31, 2018 the city shall
37:02replace 270 ft of 18 in clay pipe with
37:0624 in PVC pipe in sewer maintenance
37:09section two and that's what on this map
37:13highlighted and shown as next project.
37:16That's the one that we have not
37:18completed yet. So we're asking for money
37:20there due to being a million dollars it
37:22used to be half a million dollars.
37:26Due to due to it increasing to a million
37:28dollars
37:29um we have a feeling that we may have
37:31some over you know we have more money to
37:33do more projects.
37:35We're wanting to put
37:37down there in along the Salus
37:39um housing projects on the back side of
37:41the Salus Street there's a creek that
37:44runs from West Goliad to West Houston
37:47and there's a sewer line that runs down
37:49that creek and and it used to run in the
37:51sewer in the creek bed or bank.
37:55After many years that bank has widened
37:58and eroded and washed out in many places
38:00so that sewer line is exposed and we've
38:02ran into some situations this past year
38:04where trees are falling
38:06and breaking that line. We actually have
38:08one where it fell down and broke the
38:10manhole. So that entire line needs to be
38:13redesigned moved over increased and and
38:16shored up to where we don't have sewer
38:19running into that creek.
38:21so we're wanting to as depending on what
38:24we get funded
38:25these are some of the projects that um
38:28we would like to both make remain
38:30compliant with TCEQ on
38:32and uh
38:34to to needed projects. Um
38:36the project that says next project
38:39the reason that we need to increase it
38:40is because on both sides of the railroad
38:42track, we have 24-in 24-in line sewer
38:46line
38:48and it's tied into an older 18-in line.
38:51So, it bottlenecks down
38:52and that's never a good thing. And um
38:55so, this will allow us to um bypass two
38:58creek crossings and um increase the size
39:01of our sewer line there
39:02where we continue to have that have
39:04problems.
39:06>> And you might And part of the reason
39:08this is a public hearing not the
39:10resolution cuz the resolution and all
39:11this was passed and the initial funding
39:14was not allowed for this project.
39:16They've come back and said now
39:18[clears throat] you're in the round of
39:19funding and so it's to the public
39:22hearing stage of that.
39:24>> Yeah.
39:24>> Okay.
39:25>> We applied for this a a year ago and did
39:27not receive it in the first round. Now,
39:29they said that we
39:30have moved up in funding cycle.
39:33>> That's good.
39:34Change price.
39:35>> That's good.
39:36>> And then if anybody wants to talk about
39:37>> Yeah, does anyone else have any comments
39:40on it?
39:41Open
39:46>> I don't
39:47>> If there's no more comments
39:49>> I close the public
