Part 1
P1 0:07this
P1 0:09coffee this week.
P1 0:13>> I have one I had a whole bag at home.
P1 0:23>> Good evening everyone. It is now 6 o'
P1 0:27and that means that we're about to open
P1 0:29our meeting, our city council meeting.
P1 0:32If you stand,
P1 0:34we will open with a invocation and a
P1 0:38pledge. Lord, we're just coming to you
P1 0:40this evening, God, unless we know how.
P1 0:42First of all, thanking you, Lord, for
P1 0:43waking us up with your finger of love,
P1 0:45God, and await us to a new day, God.
P1 0:48Lord, we know we're here today to uh
P1 0:50take care of the city's business, God.
P1 0:51But first of all, we want to thank you
P1 0:53for your son, Jesus Christ, who died
P1 0:54upon the cross for each and every one of
P1 0:56our sins. Lord, we just ask you right
P1 0:58now to give us the wisdom, the
P1 1:00knowledge, and know how to take care of
P1 1:02your business, your people, God, that
P1 1:03you would like us to uh see after and
P1 1:06and look over while uh we're here uh at
P1 1:10this time. Lord, we praise you, we
P1 1:12glorify you, and we ask that each and
P1 1:14everyone here today be continue to be
P1 1:17blessed. and bless their families. In
P1 1:18your son's name I pray. Amen.
P1 1:20>> Amen.
P1 1:20>> Amen.
P1 1:22>> Pledge I aliance to the flag of the
P1 1:26United States of America and to the
P1 1:29republic for which it stands. One nation
P1 1:33under God, indivisible with liberty and
P1 1:37justice for all.
P1 1:45Once again, we'd like to thank you all
P1 1:46for taking out of your schedule to come
P1 1:48and share with us this evening. We know
P1 1:50that [snorts] the city business is
P1 1:52important and your participating in it
P1 1:54makes it even better. At this time, uh
P1 1:58we have the recognition of v visitors.
P1 2:01That was that. And just a reminder,
P1 2:05comments from the audience. At this
P1 2:07time, anyone will be allowed to speak on
P1 2:09city related matters only. No personal
P1 2:13matters or personal matters under
P1 2:15litigation will be allowed. The length
P1 2:17of time may not exceed 3 minutes. No
P1 2:20council discussion or action may take
P1 2:22place on a matter until such matter has
P1 2:25been placed on an agenda and posted in
P1 2:27accordance with law. With that being
P1 2:30said, I think we only have one at this
P1 2:32time. James Dancer.
P1 2:38>> First of all, I'd like to uh apologize
P1 2:42to the entire city and to everybody up
P1 2:44here for my antics and for losing my
P1 2:48cool and I mean that. I'm not just
P1 2:49saving face. I really don't care what
P1 2:52people think of me. I mean it. So that
P1 2:55being said,
P1 2:57>> that being said, the reason I addressed
P1 2:59what I said to you
P1 3:01>> Oh, can't be personal.
P1 3:02>> No, no, address to
P1 3:04>> Okay,
P1 3:04>> the counselor.
P1 3:05>> I made a lampoon of a council member.
P1 3:08That council member's daughter didn't
P1 3:11like it, which is fine. That's cool.
P1 3:14>> Personal? Yes.
P1 3:15>> No, it's not personal. I I it was
P1 3:17involving a city council member and it
P1 3:20was doing something that I'm well within
P1 3:22my rights to do.
P1 3:24And
P1 3:26in retaliation, this person
P1 3:30said some pretty horrible things to me
P1 3:32around town and to people.
P1 3:34>> Okay, that is that is fine.
P1 3:38>> That's fine. You can stop me. But it it
P1 3:40spurred from something
P1 3:41>> that was directly related to this. Okay.
P1 3:44>> So, that's being I'm done. I'm done.
P1 3:46>> Okay. Thank you.
P1 3:47>> That's why I addressed what I did. I'm
P1 3:49just explaining. I'm not justifying.
P1 3:53>> The reason I also said is because
P1 3:55there's only a couple of adults up here.
P1 3:57I think now there's a couple more and
P1 3:59you guys you guys have like flushed out
P1 4:01the most of the BS. But um I just felt
P1 4:05for a long time after watching a couple
P1 4:07of years of city council meetings, word
P1 4:09by word, syllable by syllable, doing the
P1 4:11subtitles and understanding very very
P1 4:15clearly like who does what and who says
P1 4:17what and who doesn't say what. My
P1 4:20frustration stemmed from somebody
P1 4:21needing to say enough's enough,
P1 4:23especially with [snorts] mumbling into a
P1 4:26microphone and acting like you don't
P1 4:29know how to carry on city council.
P1 4:31You've been up here for years. You know
P1 4:33how you know don't roll your eyes. You
P1 4:36you you have been here long enough
P1 4:39>> to know how to introduce things to not
P1 4:41waste our time. A lot of these people
P1 4:44come from a long way and it's not
P1 4:45exactly easy for a lot of these people
P1 4:47to get here
P1 4:50and you running everybody up here in
P1 4:51circles and you've ran everybody up here
P1 4:53in circles. You've ran her in circles.
P1 4:55>> We played it generically and not okay.
P1 4:58I'm just saying that you've you've ran
P1 5:01and that's what my frustration was is
P1 5:03somebody needed to say enough.
P1 5:06>> That's all I'm saying.
P1 5:07>> Okay.
P1 5:07>> So again, I apologize for my antics. I I
P1 5:11apologize for the words that I chose. I
P1 5:14do not apologize for my message.
P1 5:17>> Thank you.
P1 5:18>> You're welcome.
P1 5:19>> Thank you.
P1 5:19>> With that,
P1 5:22uh there are no others coming in from
P1 5:24the audience. I'd like to relate it to
P1 5:25the council. So at this time it brings
P1 5:28us to our um comments from the council
P1 5:33at this point uh to uh mayor and
P1 5:36council. Um and uh basically um I think
P1 5:40on the last time I spoke uh u I guess in
P1 5:44regarding to the charter revision
P1 5:45committee uh I'm providing information
P1 5:49uh regarding term limits. I think I
P1 5:51spoke on that uh the last time. Term
P1 5:53limits for mayor. And according to the
P1 5:56Houston County Courier newspaper in
P1 5:591978, there was a city ordinance stating
P1 6:04the mayor can serve no more than three
P1 6:06consecutive terms. And at that um and at
P1 6:12that time, according to the newspaper,
P1 6:15the uh city attorney was uh Mr. Jim
P1 6:18Turner. Um, so I would like to hand you
P1 6:22a copy of the newspaper.
P1 6:24>> Okay. It's not necessary.
P1 6:25>> And uh also hand one to um the city
P1 6:28manager. So at this time just
P1 6:31>> I know that um just state your
P1 6:33[clears throat] statement. It's not it's
P1 6:34not for discussion or anything. You just
P1 6:35>> No, I'm just hand.
P1 6:36>> Okay. No, you can keep it.
P1 6:38>> Yes, ma'am. Thank you. And uh on the
P1 6:39contrary of uh council member statement
P1 6:42supposeding that our meetings are being
P1 6:44held too long uh 30 minutes or going
P1 6:47over two hours because of me. I found
P1 6:50according to Houston County Carrier that
P1 6:52there were at least one council meeting
P1 6:55that I saw that they reported reported
P1 6:58at least a two-hour meeting. So
P1 7:01according to the Houston County Courier
P1 7:02paper, it looks like the meeting have
P1 7:05always or also have gone over two
P1 7:08minutes uh two two hours more uh than
P1 7:11starting just now.
P1 7:13>> You can state your statement. It's no
P1 7:15it's not any dialogue just like that. Is
P1 7:17that it?
P1 7:17>> I'm I'm done.
P1 7:18>> Okay.
P1 7:19>> Thank you. Any other council?
P1 7:23>> Okay. With that being said, that brings
P1 7:25us down to item number one, regular
P1 7:28session, January the 5th, 2026.
P1 7:34>> I make a motion we approve the session.
P1 7:36>> I second.
P1 7:37>> Okay. Moved and second. Any question?
P1 7:41All All in favor?
P1 7:44[clears throat]
P1 7:45>> Motion carries.
P1 7:48uh reports brings us to item number two,
P1 7:50police department manpower and criminal
P1 7:52incident report for December 2025.
P1 7:56Good evening, mayor, council, city
P1 7:58administrator. the police department's
P1 8:00manpower and criminal activity report
P1 8:01for December 2025 total of uh 15
P1 8:05officers, worked 2,357
P1 8:08hours, responded to 400 calls,
P1 8:12investigated seven traffic accidents,
P1 8:14made 49 arrests, issued 369 traffic
P1 8:18citations, completed 84 reports,
P1 8:22responded to 30 alarm calls, and 25 of
P1 8:24those were false alarm. Below you'll see
P1 8:27a breakdown and I'll entertain any
P1 8:29questions you have about our report.
P1 8:36>> Okay. Does anyone have any questions?
P1 8:39>> Thank you for your um service during the
P1 8:41time of the um freeze.
P1 8:44>> I appreciate matter of fact, I want to
P1 8:46mention something on that. Um, I want to
P1 8:49thank our public works and u all of our
P1 8:53road and street folks because they've
P1 8:55done a really good job preparing for it.
P1 8:58>> Also, uh, city administrator throughout
P1 9:01those couple of days, he stayed on the
P1 9:03phone with me or our emergency
P1 9:04management just making sure everything
P1 9:06was going smooth, everything was well.
P1 9:08And couple of those days we come out, he
P1 9:11was out riding the roads and stuff as
P1 9:13well. So, um, we really appreciate that.
P1 9:16Good job.
P1 9:17>> And we're just grateful that we all got
P1 9:19through as well as we did.
P1 9:21>> Hey [name], how how we doing with the
P1 9:24Has the 18-wheelers slowed down a little
P1 9:26bit? I mean, I I still been seeing a lot
P1 9:29come by my shop.
P1 9:31>> No, we still get a lot. Uh the road
P1 9:32signs that are that are put up. Um every
P1 9:36stop we make, it's the same old thing.
P1 9:38My GPS took me through here. Um, I'm
P1 9:42hoping that once we hire the downtown
P1 9:44square officer that that's going to help
P1 9:46alleviate it because I think more you
P1 9:48the more you stop the more the word
P1 9:49traffic.
P1 9:50>> Are we ticketing them or are we just
P1 9:52warning them?
P1 9:52>> No, we do ticket them.
P1 9:54>> Okay.
P1 9:54>> A lot of the issues we see with those
P1 9:56though is we ticket them. A lot of them
P1 9:58are from out of state. It's a non-moving
P1 10:00violation. So there's no restrictions on
P1 10:02their driver's license. Is there any way
P1 10:04we can get somebody to act on that right
P1 10:07then instead of like if you if I'm if
P1 10:10I'm in another state and I get a ticket
P1 10:13>> uh they might want me to
P1 10:15>> so make the
P1 10:16>> Yeah, there's there's a lot of ways you
P1 10:18can handle that payment right then.
P1 10:19>> We can uh take them before the judge
P1 10:22right then if he's available and he's
P1 10:24willing uh depending on the type of
P1 10:27truck. if they have a reefer truck, we
P1 10:29maintain that responsibility,
P1 10:31um, which can be quite costly. We can't
P1 10:35particularly leave the truck on the side
P1 10:37of the road depending on where it's at.
P1 10:39So, that would incur a a tow a tow fee
P1 10:42as well. So, uh, that's something that
P1 10:44would have to be worked out with the
P1 10:45judge if he was willing to be called out
P1 10:48at different times throughout the day,
P1 10:49multiple times a day. Um,
P1 10:51>> well, maybe we can look into that and
P1 10:53and uh see if the judge can can do that.
P1 10:58And uh
P1 11:00because they do talk on the radio. Uh
P1 11:03don't don't don't go downtown Crockett,
P1 11:06Texas, or you will
P1 11:08>> I think that'll be a lot easier,
P1 11:09especially when we get a part-time
P1 11:11officer. Um if if you have an officer
P1 11:13that stops an 18-wheeler, uh you're
P1 11:15going to tie that officer up for
P1 11:17probably an hour, hour and a half,
P1 11:18depending on how long it takes to
P1 11:21because we're going to have to drive him
P1 11:22down here.
P1 11:23>> Um okay.
P1 11:24>> He's going to have to make some kind of
P1 11:25>> Let's look into it though.
P1 11:28>> Just run it. Look into it. Get with a
P1 11:31judge and see what he can do.
P1 11:35>> Thank you.
P1 11:38At this time, it bring us to item number
P1 11:40three, the fire department monthly
P1 11:42activity status report for December 20
P1 11:44to 25. And it's being presented by u
P1 11:48mayor and council. Chief [name] has got
P1 11:50a upper respiratory infection. So I want
P1 11:53to give his report for him this evening.
P1 11:56And uh for the month of December, there
P1 12:00was 20 calls within the city, which gave
P1 12:03them a total year-to- date of 315 calls
P1 12:07within the city. They're broken down on
P1 12:09your spreadsheet, as you can see. And
P1 12:12then um county calls for the month of
P1 12:16December, they had 17 and a total of 169
P1 12:23for the year. and their total um active
P1 12:28members there. You can see on the
P1 12:29breakdown of their sheet, but he
P1 12:32apologized for being under the weather,
P1 12:34not being able to attend.
P1 12:38>> Thank you. Any comments?
P1 12:44Okay. If not, thank you for standing in.
P1 12:48At this time, it brings us to item
P1 12:50number four, project and business
P1 12:52development updates.
P1 12:57Mayor and Council, thank you all. Uh
P1 12:59good evening. Um tonight we have a
P1 13:01couple uh nice presentations that we
P1 13:03wanted to uh give some of our local uh
P1 13:07businesses the opportunity to present to
P1 13:08you. Uh we have uh the opening of the
P1 13:12old state school which is called now new
P1 13:14era treat uh residential uh treatment uh
P1 13:17center and we have uh owners Mr.
P1 13:21Constantine Savon and Mr. Doug Shaw.
P1 13:25They're going to present a little bit
P1 13:26about their uh their program here in
P1 13:28Crockett and uh some of the news about
P1 13:31jobs and their timeline of construction
P1 13:33and and opening.
P1 13:38>> Um I want to tell you a little bit about
P1 13:40our company and what we do and I'll try
P1 13:42to keep it short and brief. I know you
P1 13:44guys want to get through the uh get
P1 13:46through the evening. Um, predominantly
P1 13:49what I do is I develop residential
P1 13:51treatment care facilities in the state
P1 13:53of Texas. Uh, we have a few that are
P1 13:55currently uh underway. Um, and we are
P1 13:59hoping to open uh one here in Crockett.
P1 14:02Our population we're looking at is going
P1 14:04to be right around 175 uh children with
P1 14:08um autism and other um needs. Um, we're
P1 14:14looking to hire roughly 300 people here
P1 14:17locally. Um, so however much of that you
P1 14:20guys could fill, we we want to open it
P1 14:22to you locally first before we start
P1 14:25bringing in people from other areas.
P1 14:28And um, we're we're here to answer any
P1 14:31questions you guys might have about
P1 14:32populations or um, functions of the
P1 14:36facility or anything else. So if there
P1 14:38I'll happy to take questions first from
P1 14:40the city council members and then I'll
P1 14:42if if with your permission open it up to
P1 14:44the floor and I'd like to introduce Doug
P1 14:46Shaw here.
P1 14:47>> Thank you Constantine. Uh the timeline
P1 14:50we've been working on the campus kind of
P1 14:52quietly for the last six months. Uh I
P1 14:54suspect it probably hasn't gone
P1 14:56completely unnoticed. Uh our estimated
P1 15:00completion date is uh we're planning by
P1 15:04the end of this month and I think we'll
P1 15:05have enough of it done by the end of the
P1 15:08month that we'll be in a position where
P1 15:09we can apply to the state of Texas for
P1 15:12our license for residential treatment.
P1 15:14We're going to begin our uh interviewing
P1 15:18for positions this month as well. And I
P1 15:21think we'll communicate that by putting
P1 15:23some large banners up on the fence that
P1 15:26surrounds the campus with the name of
P1 15:28the organization, the fact that we have
P1 15:30begun the hiring process, and a phone
P1 15:32number to call so that we can create
P1 15:35that that connection with the community.
P1 15:38Uh, as far as where we do it, we're
P1 15:39going to talk with Mayor [name] and
P1 15:41perhaps we can uh use one of the city
P1 15:44facilities to meet with uh with
P1 15:46applicants or we can do it at the
P1 15:48campus. Probably more convenient to do
P1 15:50it rather than at the campus. But that's
P1 15:52a detail that we'll work out in the in
P1 15:55the next week or two. Uh the positions,
P1 15:58there's a lot of different skill sets
P1 16:00that we need, but primarily it's youth
P1 16:04care staff, which um what's the minimum
P1 16:08age? 18
P1 16:09>> 18
P1 16:10>> 18 to probably 65 or 70. I mean, it's
P1 16:15there it's it it is a responsibility
P1 16:18where you're actually uh in the facility
P1 16:20working with the kids. Um there's a
P1 16:23little training that has to happen.
P1 16:24There's background checks that have to
P1 16:26happen, but it it really appeals to a
P1 16:29wide range of people. So, we're really
P1 16:30hoping, as Constantine said, that we can
P1 16:32attract some interest in Crockett. Our
P1 16:35our goal is to do as much of it here
P1 16:37locally as we can, and we're also
P1 16:39looking for ways to spend locally. So,
P1 16:42that's the best way to be a good member
P1 16:44of a community is to actually engage in
P1 16:47and create in commerce with the
P1 16:48community. So, we haven't had a big
P1 16:51opportunity to do a lot of that
P1 16:53[snorts and clears throat] yet, but
P1 16:53we're looking for ways uh to do it. As
P1 16:56far as opening, um the state has a big
P1 17:00voice in that because we have to have a
P1 17:01license before we can open. But, uh
P1 17:04second quarter uh of this year and
P1 17:07hopefully closer to the beginning of the
P1 17:09second quarter than the end of the
P1 17:10second quarter. And the state also a
P1 17:13vote and how quickly we ran as far as
P1 17:16how quickly the kids come on to the
P1 17:18campus. I want to make a couple things
P1 17:20clear. These are uh good kids that
P1 17:23probably are coming from not so good uh
P1 17:26home situations. So the this is not uh
P1 17:30kids that are coming from the uh the
P1 17:32juvenile justice system. These are kids
P1 17:34that um that just let's just say they
P1 17:37haven't had a lot of good luck and we
P1 17:39hope to change that. We're going to uh
P1 17:41actually educate on the campus. So,
P1 17:43we're not going to be bringing these
P1 17:44kids to the uh to the local school
P1 17:46district. Um
P1 17:50also, uh we might have some
P1 17:52opportunities to interact with some of
P1 17:53your medical providers in town. Uh
P1 17:56particularly, uh optometry,
P1 17:58opthalmology, and dental for sure. So,
P1 18:01we're going to be talking to the
P1 18:02professionals that are uh here local in
P1 18:04the community. And uh that kind of gives
P1 18:07you a sense of what's happening and the
P1 18:09speed at which uh we hope to move. I can
P1 18:11I can assure you that we're doing
P1 18:13everything that we can do to get this
P1 18:15going as quickly as we can. We've had a
P1 18:18lot of good fortune. Things have fallen
P1 18:20into place on jobs like this or on
P1 18:22projects like this. There's typically a
P1 18:24lot of surprises and they're usually bad
P1 18:27surprises. We've we've been fortunate to
P1 18:29have a lot of positive surprises. that
P1 18:31facility u was was well built and it
P1 18:35actually weathered the dormcancy uh
P1 18:39better than than you might expect. So,
P1 18:42we've refreshed everything. Uh a lot of
P1 18:45new paint on new floors, new roofs. Um
P1 18:48it's I I think it's it's going to be a
P1 18:51facility that once it's understood,
P1 18:53staffed, and and ramped up, I think
P1 18:54you'll be proud to have it in the
P1 18:56community
P1 18:58>> with um with all that the facility has
P1 19:00to offer. the cafeteria, the infirmary,
P1 19:03um the different types of buildings. Do
P1 19:06you know what percentage of the
P1 19:07facilities you might be using?
P1 19:10>> 100%.
P1 19:10>> Oh, okay.
P1 19:11>> We're using all the
P1 19:12>> Okay.
P1 19:13>> We have plans that we're not ready to
P1 19:15discuss yet, but we adding on to it in
P1 19:17the future.
P1 19:19>> Then you [name], for a job fair for them
P1 19:23to uh get applicants, uh could we open
P1 19:28up a room in the civic center for them?
P1 19:30spoke on that. Um that's what we're
P1 19:32going to offer them is our conference
P1 19:34room.
P1 19:34>> Sure.
P1 19:35>> We have
P1 19:36>> Yeah.
P1 19:37>> Plenty of tables and chairs and set up.
P1 19:40>> Yeah. Yeah.
P1 19:41>> That'd be great.
P1 19:43>> Yeah.
P1 19:44>> I app I appreciate y'all coming out here
P1 19:46and bringing your business, man. Um
P1 19:49y'all have any requirements to get
P1 19:51hired?
P1 19:52>> Oh, to get hired? Yes, sir.
P1 19:54>> Yeah. You have to have no criminal
P1 19:55background and a high school diploma.
P1 19:58>> Um Most importantly, we're looking for
P1 20:01the right type of attitude with these
P1 20:02kids. It's not a prison guard mentality.
P1 20:05It's more of a let's try to figure out
P1 20:08nurturing.
P1 20:09>> Nurturing,
P1 20:10>> but will there be some some security
P1 20:12involved?
P1 20:12>> Yes, there will be there will be quite a
P1 20:13bit of security.
P1 20:15>> Okay. One of the Oh, I'm sorry. Well,
P1 20:17you answered my concern earlier because
P1 20:19I wonder when the transition took place
P1 20:22and you mentioned that whatever county
P1 20:26or place they came from if they
P1 20:28transition out that they would be
P1 20:30returned to their original placement
P1 20:34>> because the concern was do they just
P1 20:37turn and you just let them go but you
P1 20:39actually return them to their place of
P1 20:41origin so to speak.
P1 20:42>> That's correct. I I I will let you know
P1 20:44that if they originate in Crockett,
P1 20:46they're
P1 20:46>> they will return to discharge to
P1 20:48Crockett,
P1 20:49>> they belong to us, go to Armarillo.
P1 20:52>> But but having just said that, if we
P1 20:54release a child that came from Crockett
P1 20:56back into Crockett, if that child
P1 20:58doesn't have a marketable skill, it's
P1 21:00not for a lack of our trying.
P1 21:02>> So we're we're going to place a big
P1 21:04importance on vocational training. You I
P1 21:08don't know how many people on council
P1 21:09have actually been on the campus, but
P1 21:11there is
P1 21:12massive massive there there a number of
P1 21:15kind of industrial arts type of
P1 21:18buildings where we're going to be
P1 21:20introducing uh plumbing, HVAC,
P1 21:24electrical, the trades. We we can't
P1 21:27graduate master plumbers, but what we
P1 21:30can do is is create the enthusiasm,
P1 21:33>> get them involved in apprenticeship
P1 21:35program,
P1 21:36>> transition, help them transition into
P1 21:39into really good solid
P1 21:42good good solid work so that they they
P1 21:44graduate with the skill and they're able
P1 21:46to be self supported.
P1 21:48>> And did that miss the age age limit? You
P1 21:50say did you say age limit?
P1 21:52>> So the youngest we take is eight um
P1 21:54through 17
P1 21:56>> and it's going to be uh boys,
P1 21:58>> excuse me.
P1 21:59>> If we're we're going to be uh posting at
P1 22:02this moment, it's going to be a male
P1 22:04population.
P1 22:05>> Uh the license that we will uh we'll
P1 22:08obtain will be for boys and girls.
P1 22:10Obviously, you keep the two populations
P1 22:13separate, but we're we're going to
P1 22:16>> be working initially with with boys.
P1 22:19>> It is.
P1 22:21>> I've been riding by, man. Y'all got it
P1 22:23looking good over there.
P1 22:26>> We are opening it up to anybody who
P1 22:27wants to come see it. Welcome to contact
P1 22:30us to give you a tour. We've got indoor
P1 22:33soccer field. We're redoing the
P1 22:35basketball. We've actually just finished
P1 22:36the basketball court this week. Looks
P1 22:38amazing.
P1 22:39>> Great. putting new lights everywhere.
P1 22:41So,
P1 22:42>> awesome.
P1 22:43>> I welcome you to come take a look.
P1 22:45>> I just came by.
P1 22:47>> I actually came by.
P1 22:48>> Okay.
P1 22:48>> Yes, sir. And I spoke with a gentleman
P1 22:50that was um doing um that was painting
P1 22:53and things like that. We got had a I
P1 22:56don't know who he was. I didn't get his
P1 22:58name, but we had a great conversation.
P1 23:00Yeah.
P1 23:00>> Thank you.
P1 23:01I also want to mention [name]'s been
P1 23:03hugely helpful to us in in getting us
P1 23:06connected and and uh and encouraging
P1 23:09this kind of conversation and and our
P1 23:11commitment to you is that this is the
P1 23:14first of many um if we might very well
P1 23:17at least as we get started and u and
P1 23:20begin to launch the business u be a
P1 23:23regular fixture at these meetings so we
P1 23:25have an opportunity to update you as to
P1 23:27what's going on
P1 23:28>> communication is think be really helpful
P1 23:31for both us and for you.
P1 23:33>> Thank you so much. Looking forward to
P1 23:36>> prosperous stuff.
P1 23:37>> I wanted to tell you I work in a lot of
P1 23:38cities in Texas and um two of my
P1 23:41experiences that stand out are with the
P1 23:43police chief and with the fire marshal.
P1 23:45They have been absolutely amazing to
P1 23:47work with and I really appreciate.
P1 23:50>> Thank you.
P1 23:51>> Thank you.
P1 23:54[clears throat]
P1 23:55>> Thank y'all so much.
P1 23:56>> Yes. Amen.
P1 23:59Mayor and council. Um the next
P1 24:02presentation is um short of going out
P1 24:06and walking through I wanted to uh give
P1 24:08an update on the Proalis facility as we
P1 24:12finish the construction out there. Um I
P1 24:14have a short slideshow and um little
P1 24:18presentation on that. Um
P1 24:22thank you.
P1 24:25Um, as you see here, this was, uh, what
P1 24:29we ended up beginning to to work with.
P1 24:31Um, some overgrowth. Uh, we've changed
P1 24:34that and put new landscaping in. Really
P1 24:36clean the place up. Um, gutted all the
P1 24:40floors. All the carpet has been taken
P1 24:41out and all the, uh, floors are now
P1 24:44concrete polished uh, floors. Um, all
P1 24:48the rooms that you see here, the
P1 24:49majority of them are no longer there or
P1 24:52they've been moved or the walls have
P1 24:53been changed uh to to fit the needs. Um,
P1 24:58all of this area
P1 25:00as we started the construction tearing
P1 25:03tear down. Um, as you'll see, the the
P1 25:06walls actually we had to cut these walls
P1 25:08down. The old walls actually went all
P1 25:10the way up to the ceiling to the roof
P1 25:12joist line. So any walls that needed to
P1 25:14be changed required significant amounts
P1 25:16of construction. Um we had a really good
P1 25:20contractor that we worked with Langston
P1 25:21Construction. I can't say enough about
P1 25:24them. They were just top-notch on the
P1 25:25ball. Um all the everything that they
P1 25:28did was completely documented with
P1 25:30pictures presented and at the end of
P1 25:32every day it was just a really good uh
P1 25:34program that we were happy to have
P1 25:37worked with them. Um if you see there,
P1 25:39that's where the uh the conference room
P1 25:41was pulled out. There used to be a
P1 25:43little office in that corner and they uh
P1 25:45put a new uh conference room in there.
P1 25:48Being that we're in the middle in
P1 25:49between Jasper and Henderson, Crockett
P1 25:52positioned in between them will be the
P1 25:54site for uh many of their joint meetings
P1 25:58uh where Jasper site and Henderson site
P1 26:01can come to Crockett. And so that's
P1 26:03really good for us.
P1 26:05>> That's a lot.
P1 26:06>> This room here was uh three classrooms
P1 26:09in a corridor. All three classrooms were
P1 26:11taken out and it was turned into one big
P1 26:13work room.
P1 26:18This is the new front. Um,
P1 26:21Proales uh it wasn't a specific need uh
P1 26:26for us to justify the expense, but
P1 26:28ProVales paid for u everything outdoors
P1 26:32Tony Salooi to come in and do the uh
P1 26:35landscaping on the building to really
P1 26:37freshen it up and make it look nice.
P1 26:39make it look presentable.
P1 26:42Um, we put drainage all the way around
P1 26:45French drains. As you can see, the
P1 26:46gutters that come down, all of those
P1 26:48were dumping water and we're having lots
P1 26:50of foundational issues. They have French
P1 26:52drains now with all the gutters being
P1 26:54directed away from the building. Um,
P1 26:59French drains all the way around.
P1 27:02There's a smoker's patio on the back
P1 27:04side of the building. They we put two
P1 27:06patios. Proalis paid out of pocket for
P1 27:08this patio here. That way their smokers
P1 27:10would have a place to go but on the back
P1 27:12side of the building, not in front by
P1 27:14the parking lot.
P1 27:15>> So that was really nice of them.
P1 27:17>> U this is the patio that we put on and
P1 27:19it also serves a dual protection of of
P1 27:22the doors and the windows that we were
P1 27:23having issues with with a lot of leaking
P1 27:26water, storm water and rain going into
P1 27:28the building.
P1 27:30That's the new generator.
P1 27:33This is the conference room. Pretty
P1 27:37classy.
P1 27:39>> This is that big work room in the middle
P1 27:41that used to be three classrooms.
P1 27:44Another work room.
P1 27:46>> Was that the library?
P1 27:49>> No, ma'am. It was work room 124.
P1 27:52I don't have a picture of the library on
P1 27:54here.
P1 27:56This is actually This used to be the
P1 27:58welding room.
P1 28:00>> This was the welding room. about.
P1 28:03>> So, all the ceilings, everything, the
P1 28:04HVAC is has new HVAC because the welding
P1 28:07uh facility did not have
P1 28:09>> any of that.
P1 28:10>> They left those rollup doors and put uh
P1 28:14storefront windows.
P1 28:16>> Kind of add to a little bit of an
P1 28:18industrial look, but sharpen it up. So,
P1 28:20anyway, that's the training room. This
P1 28:24is another work room.
P1 28:26This is the uh dining room. They brought
P1 28:31in commercial um
P1 28:34coolers and fountains and ice machines.
P1 28:37And so anyway,
P1 28:40um so the project is complete. Um
P1 28:44council
P1 28:46um in our windown resolution, council
P1 28:49approved $550,000 towards uh finalizing
P1 28:52this entire project for the generator
P1 28:55and all the projects going in out there.
P1 28:58Um and we our contract with uh Langston,
P1 29:02our Harrove Neil, all of our additional
P1 29:05costs that we um incurred, we're right
P1 29:08at $30,000 under budget and we're done.
P1 29:12We're finaliz we finalized the project
P1 29:13out of there.
P1 29:14>> That was the biggest expense of ongoing
P1 29:17expenses uh that we're incurring from
P1 29:19EDC, the sales tax. Um that's the big
P1 29:23check mark. Um there's a few little
P1 29:25small projects, but after this all all
P1 29:28funds will be going directly towards
P1 29:30paying down the loan on this building.
P1 29:32>> Great job.
P1 29:32>> So that's the stage that we're at now.
P1 29:36>> Um and I also have Miss Bernit Davis. Uh
P1 29:39she's site site administrator at
P1 29:42Proalis. Uh she's one of our our locals
P1 29:46>> and uh she's done really uh well out
P1 29:49there. She's been helping. I don't
P1 29:51believe you were sight administrator
P1 29:52until
P1 29:54>> um
P1 29:54>> recently
P1 29:55>> technically it's it's it's still in the
P1 29:57works.
P1 29:59>> I'm a woman of many hats. So I'm site
P1 30:01admin, team lead, social committee
P1 30:04administrator. Um what else? I know I'm
P1 30:08forgetting one. But yeah, that that part
P1 30:13>> but looking at where we came from to
P1 30:16where we are now, it's night and day
P1 30:18difference. Um I look and I see the
P1 30:22little rooms that we had divided into
P1 30:24classrooms and now we're in one area as
P1 30:27one family, one unit working together
P1 30:30and it's amazing. So thank y'all for the
P1 30:33opportunity for us to actually be in
P1 30:36Crockett. lives here one call at a time.
P1 30:41>> Great.
P1 30:42>> They're at um they're at 70 about 70
P1 30:46employees.
P1 30:46>> 70
P1 30:47>> 72 employees and growing
P1 30:49>> currently and growing. They're hiring
P1 30:52with this uh with the construction work
P1 30:53that's been completed out there. They
P1 30:55have 166 seats, I believe.
P1 30:57>> Correct. So they can hire with the
P1 31:00current um sitting uh seating. Uh the
P1 31:05next kink or the next weak link is
P1 31:08parking lot. So if we do hire 160 plus
P1 31:10people
P1 31:12>> we have about 100 parking spots out
P1 31:13there.
P1 31:14>> And so we're going to have to get
P1 31:16creative and figure some of that out
P1 31:18down the road. So
P1 31:19>> got some flat surface. So we looking at
P1 31:21potential probalis and this new
P1 31:25organization
P1 31:26450
P1 31:28jobs
P1 31:29>> between them um ANA business capital and
P1 31:33new era we're looking at over 400 jobs.
P1 31:35Yes sir. 450 jobs.
P1 31:37>> Wow.
P1 31:39>> Um they're wanting New Era is wanting to
P1 31:42be at 100 jobs by the end of this year.
P1 31:45And so lots of opportunities.
P1 31:48>> That's good.
P1 31:48>> You want a job? We're And hopefully, you
P1 31:51know, if we don't have enough employees,
P1 31:52we're going to have more people moving
P1 31:53in to fill those jobs. So, it's good.
P1 31:56Really good.
P1 31:58>> Do y'all have do y'all have any
P1 32:00requirements to to get hired?
P1 32:03>> Um, again, no criminal background
P1 32:06because you're dealing with um right now
P1 32:09we're in the midst of doing taxes. So,
P1 32:11that's you know, classified information,
P1 32:14social security numbers and everything.
P1 32:16and also high school diploma.
P1 32:19>> All right.
P1 32:21>> Thank you.
P1 32:22>> Thank you very much.
P1 32:24>> And the last quick project um I want to
P1 32:28give you an update so we don't have to
P1 32:29go out and uh do drivearounds is the
P1 32:33siren project. All the warning sirens
P1 32:36have been installed and are operational.
P1 32:38Um we're working with the company to try
P1 32:41to uh streamline the um a periodical
P1 32:45warning test siren. Um and we'll I will
P1 32:50update y'all as we get that settled. We
P1 32:52right now we're looking at probably once
P1 32:54a month kind of midday where it becomes
P1 32:57an expected thing, doesn't scare
P1 32:58anybody, but it's also becomes familiar
P1 33:01to where they know
P1 33:03>> what to listen for and everything and we
P1 33:05know that everything's working. So, um,
P1 33:08that'll be coming. Those are the sirens.
P1 33:10Those, that's two stacks. The siren
P1 33:12itself is 12 foot tall. So, it's as tall
P1 33:15as the ceiling. A little bit taller than
P1 33:17the ceiling. Just the siren portion. It
P1 33:19stands on top of a 50-ft pole out of out
P1 33:22of the ground. Um, that's as they were
P1 33:25installing it. These are some of our
P1 33:28There's six of them around town and they
P1 33:30overlap the area the cone of sound
P1 33:33overlaps each other to where everybody
P1 33:35in town can hear it.
P1 33:39You can also put out an audible voice
P1 33:40message on these as well if something
P1 33:42wants to happen that you really need to
P1 33:44get a quick message out to everyone.
P1 33:48>> And they're all gener they're all
P1 33:50battery backed up generator power. So,
P1 33:53um they'll run even if they lose
P1 33:55electricity.
P1 33:58Great.
P1 33:58>> This is a a letter that we sent uh to
P1 34:00Communities Unlimited. I mentioned it,
P1 34:02but I wanted to uh just let y'all know
P1 34:04once again, [clears throat] and really
P1 34:07took their horn, so to speak, and and
P1 34:09and thank them. Communities Unlimited
P1 34:12came in and paid for the 10% grant
P1 34:14match. This project was
P1 34:17$538,000
P1 34:21and we had a 10% grant match that we
P1 34:24were going to pay out of pocket.
P1 34:25Communities Unlimited covered that
P1 34:26through another grant. So we wrote
P1 34:28another grant to Communities Unlimited
P1 34:30and so this total half a million plus
P1 34:32dollar pract.
P1 34:36>> Awesome.
P1 34:39>> Thank you.
P1 34:40>> Appreciate it.
P1 34:42>> And that's it.
P1 34:44Are there any questions on any of that?
P1 34:47>> We're just excited and things a bright
P1 34:50future. [laughter]
P1 34:51>> Yes.
P1 34:51>> Thank you.
P1 34:52>> Just um I was just want to ask um
P1 34:54because I know you mentioned capitals. I
P1 34:57thought you um far as an update for
P1 35:00that.
P1 35:01>> U
P1 35:01>> I'll try to put I'll put an update on
P1 35:03that. Yes, sir.
P1 35:04>> Okay. And I believe
P1 35:05>> they're in construction right now. Um,
P1 35:07and they've been willing anytime that
P1 35:09anybody wants to go out there, y'all, we
P1 35:11can maybe schedule one or two visits.
P1 35:13Um, right now we they would be in the
P1 35:15throws of construction building their
P1 35:17lines out.
P1 35:18Yes, ma'am. But I'll definitely put that
P1 35:21together.
P1 35:22Thank you.
P1 35:26>> Thank you so much.
P1 35:29>> At this time, it brings us down to
P1 35:31business. A public hearing on planning
P1 35:33and zoning commission final report of
P1 35:35proposed wisecale zoning code text
P1 35:38amendment.
P1 35:42At this time the public hearing is open.
P1 35:51You are free to
P1 35:53come to the podium.
P1 36:00Does anyone have any comments?
P1 36:08>> This is public hearing.
P1 36:20>> This is about the tiny homes and
P1 36:23all that.
P1 36:24>> Okay.
P1 36:26>> I'm talking them. I'm sorry, but
P1 36:30Um just I was just asking them a
P1 36:32question.
P1 36:33>> Okay, you go.
P1 36:34>> My question was your statement is to
P1 36:36tiny homes or dominion.
P1 36:38>> Thank you.
P1 36:40[clears throat]
P1 36:42>> Just
P1 36:43um
P1 36:46I think I mean I have some I do have. So
P1 36:49basically I my question is um the zoning
P1 36:52map um does the information
P1 36:55uh correspond because I'm not really
P1 36:57familiar with the zoning and I didn't
P1 37:01have um because it's very lengthy.
P1 37:04>> Yes, it is lengthy. So, um I didn't have
P1 37:08a a lot of time to really just dive in
P1 37:10it, but just uh wanted to make sure that
P1 37:13the zoning map corresponded
P1 37:16um with with the information.
P1 37:19>> Yes, ma'am. That process started a
P1 37:21little over a year and a half ago,
P1 37:22nearly close to two when um
P1 37:27and so the planning and zoning
P1 37:29commission met I I would venture to
P1 37:33guess 12 18 times trying to work through
P1 37:37that whole process between state statute
P1 37:40updates and then what's good for the
P1 37:42city. And so, yes, ma'am, there was a
P1 37:44lot of time, effort, not counting what
P1 37:46Miss [name] has done in terms of legal
P1 37:48research and everything that's been put
P1 37:51into that document. I can guarantee you
P1 37:54that everything's within standards.
P1 37:58>> Um, and I think I had asked before about
P1 38:02the location. Do we have specific
P1 38:05locations for the tiny homes?
P1 38:08>> No, ma'am.
P1 38:09>> No ma'am. So, with that being said, and
P1 38:11I think I've asked this before, so the
P1 38:14tiny homes will uh far as the value of
P1 38:18of work's property,
P1 38:21the increase or decrease, what what are
P1 38:23we looking at
P1 38:26>> on the property value? So, we don't
P1 38:28know.
P1 38:29>> It doesn't.
P1 38:30>> Well, part of the process in this was
P1 38:33when you put tiny homes in there, there
P1 38:37are some specifications that are
P1 38:39required. So we don't move in the
P1 38:41portable shed and it actually looks like
P1 38:43a home from the outside. So we don't
P1 38:45have a problem with property value
P1 38:47decreasing.
P1 38:55>> Okay. Um also like some of the tiny
P1 38:58homes um I'm quite sure will be uh used
P1 39:01as uh purpose will be as used as
P1 39:03Airbnbs. Yes or no?
P1 39:07>> No. So they should be primary dwelling
P1 39:09units.
P1 39:10>> Okay.
P1 39:14>> Primary dwelling units.
P1 39:21>> Yes.
P1 39:26>> Um so the only thing we focus on like
P1 39:28the barn dominions as well. and you
P1 39:30explain a little bit about their
P1 39:33locations and where we're looking at
P1 39:35putting one dominion.
P1 39:37>> Well, I think as you dive through that,
P1 39:40you'll see that so many of those things
P1 39:42still require specific use permits in
P1 39:45some areas to where the planning and
P1 39:47zoning commission still has a say, which
P1 39:50would that translates into the council
P1 39:52still has a say.
P1 39:54>> And so, not everything is just cart
P1 39:56blanch that you can do that. There's
P1 39:59still guidelines built in this document.
P1 40:02So, planning and zoning exist and does
P1 40:04their purpose, which ultimately relies
P1 40:06on council, too.
P1 40:22I will just clarify that this is a
P1 40:24public hearing for people to speak for
P1 40:26or against it. We will Next item
P1 40:30read a little bit more of a detailed
P1 40:32list of exact
P1 40:36question.
P1 40:50>> Okay. If there are not any more
P1 40:51questions at this time, we'll close the
P1 40:54public hearing.
P1 40:58Public hearing is officially closed.
P1 41:00That brings us to item number six.
P1 41:02Consider and approve an audience
P1 41:03containing
P1 41:05a widecale text amendment to appendix A
P1 41:08zoning of the Crockett code with a focus
P1 41:11on adding and clarifying regulations
P1 41:13relating to the use of land buildings
P1 41:15and structures and incorporation
P1 41:17incorporating editorial formatting and
P1 41:21confirming changes throughout all
P1 41:23amended section. Amend section 101
P1 41:27through 104 of article one title purpose
P1 41:30application and definitions to include
P1 41:33addition and revision of numerous
P1 41:35definitions of men section 201.01
P1 41:40through 201.09 09 of article 2
P1 41:44establishment of district and regulation
P1 41:46and zoning map to add MH-1 manufacturer

P1 41:58campground district to the established
P1 42:00districts to add regulations relating to
P1 42:03outdoor commercial displays in the C-2
P1 42:06district to pro prohibit routine outdoor
P1 42:10merchandise display or storage in the
P1 42:14C-3
P1 42:15district to require specific use permit
P1 42:19and assessment from the city's fire
P1 42:21chief or designate when a new land use
P1 42:24in the one district abuts a residential
P1 42:29district and adds section 201.10
P1 42:33to contain the amended land use charts.
P1 42:37Amends section 301, 303, 305, and 306,
P1 42:44articles 3, additional district
P1 42:46provisions to
P1 42:51not read.
P1 42:53Let me get this to add new regulation
P1 42:56relating to to design standards for
P1 42:59detached uh single family and two family
P1 43:02dwellings. to add screening requirements
P1 43:04for manufacturer home parks and
P1 43:07recreational vehicle parks. and to add
P1 43:10regulation relating to temporary uses of
P1 43:12building equipment and recreational
P1 43:15vehicles in incidental to construction
P1 43:18and or extensive cleanup work at section
P1 43:22311 accessory buildings. Section 312
P1 43:26accessory dwelling units. Section 313
P1 43:31of barn dominiums. Section 314
P1 43:34manufacturer homes outside of the MH1
P1 43:38and the MH2 district. Section 315 mixed
P1 43:42use properties in section 316 tiny homes
P1 43:46with each addit section containing
P1 43:48related regulations.
P1 43:51A amend section 401, article 4, parking
P1 43:55and off streetet loading requirements to
P1 43:58add regulations relating to reserve
P1 44:01spaces in city-owned parking lots in the
P1 44:04C3 district and to prohibit recreational
P1 44:08vehicle parking on any street in a front
P1 44:12yard other than an oversight driveway or
P1 44:15parking area not being used to meet the
P1 44:18minimum parking standards.
P1 44:21containing servability calls, containing
P1 44:24repealing calls, and providing an
P1 44:26effective date.
P1 44:32>> I would like to know what all that
P1 44:34meant.
P1 44:35>> He's fixing to explain it to you.
P1 44:37[laughter]
P1 44:38>> So, we broke down each and every
P1 44:41amendment
P1 44:42>> as it addressed our planning and zoning
P1 44:45requirements instead of highlighting it
P1 44:47and glossing over it. That right there
P1 44:50specifies all the changes that are going
P1 44:52into our planning and zoning.
P1 44:55We've had several of them that have been
P1 44:57lingering from our mixed use of our
P1 44:59downtown part uh uh square. Um as
P1 45:02buildings are as you see more and more
P1 45:03buildings are getting renovated and
P1 45:06being used. Um it there was a lot of
P1 45:09mixeduse issues that were not addressed,
P1 45:12parking issues that were not addressed
P1 45:14um that this zone addresses. However, we
P1 45:18had the overing lingering um accessory
P1 45:21dwelling units, tiny homes and
P1 45:22barnaminiums that we put on a moratorum
P1 45:26because we had no definitions for them.
P1 45:29>> So, people were coming in um and saying,
P1 45:33"Hey, I've got three open lots. They buy
P1 45:36three storage buildings and rent them
P1 45:37out or live in one." There was a lot of
P1 45:40things going on and we No, you can't.
P1 45:43Well, but we don't have a we don't even
P1 45:45have a ordinance that addresses it. We
P1 45:47don't even have a definition. What is a
P1 45:49tiny home?
P1 45:51>> Like like most cities as more and more
P1 45:54people are finding more creative ways,
P1 45:58accessory dwelling units, adding
P1 46:00mother-in-law suites. Up until now, we
P1 46:02didn't allow it, but now it's happening
P1 46:05a lot and in some cases is very
P1 46:08legitimate
P1 46:09addition and it doesn't devalue
P1 46:11properties. it provides more living
P1 46:14space and the the state says you shall
P1 46:17allow it. So all of this came into play
P1 46:20when the state started saying you can't
P1 46:23restrict people from doing certain
P1 46:25things. Um and the other one was mobile
P1 46:28homes. Um the state now requires every
P1 46:31city to have at least one district where
P1 46:34mobile homes are allowed by right.
P1 46:37So once this is adopted, as Miss [name]
P1 46:39was questioning the map about a map and
P1 46:41the different zones,
P1 46:44we will have once this ordinance is in
P1 46:47place and the zone zoning ordinance is
P1 46:48in place, uh, one of the recommendations
P1 46:51from the PNZ board and is finding an
P1 46:54area that already has nothing but mobile
P1 46:58homes and designating that because even
P1 47:00that one requires them to go through a
P1 47:02PN a PNZ specific use permit when
P1 47:05they're in a mobile own entire
P1 47:08neighborhood and that's a um quail trail
P1 47:11off of 2022. Um and so finding areas
P1 47:16designating those but then those will
P1 47:18have to go through zone change
P1 47:19requirements. So it's not the city
P1 47:21doesn't go out and just kind of
P1 47:22highlight it on a map and say this is
P1 47:23going to be mobile home one district.
P1 47:26We'll have to go through a zone change
P1 47:28process where notices are sent out,
P1 47:30public hearings on P&Z and council are
P1 47:32held and then we're going to say this is
P1 47:34going to be to bring us into compliance
P1 47:36with state. You know, this is our new
P1 47:38mobile home district. Um anyway, a lot
P1 47:42of a lot of state regulations led to
P1 47:45this as well as other things that are
P1 47:47happening pretty quickly in town and uh
P1 47:50this addresses a lot of them to where
P1 47:52we're not peacemilling a lot of our zone
P1 47:53changes.
P1 47:56I can address any of these and uh we've
P1 47:58we've handed out the basically uh
P1 48:01several weeks ago we handed out a red
P1 48:02line that says everything that's going
P1 48:04to be struck out of our ordinance, our
P1 48:07current ordinance. And then in that red
P1 48:10line, we added what will be added. So
P1 48:13that gave everybody more of a detailed u
P1 48:16review. This is a 533 page ordinance.
P1 48:21Um, just looking through here, the only
P1 48:23other one I didn't address is the other
P1 48:25thing that we were we had nothing really
P1 48:28addressing and it was happening was RV
P1 48:31usages for if your home burned down, you
P1 48:35have a major construction project, you
P1 48:37had a flood, something that triggered
P1 48:40that you pull, if you pull and have an
P1 48:43active construction permit to rebuild
P1 48:45your home and you have an RV to live in
P1 48:47to where you're not staying at a hotel,
P1 48:49you're staying there on sight tools
P1 48:50aren't getting stolen at night and stuff
P1 48:52like that, you can now have an RV if you
P1 48:54have an active construction pro uh
P1 48:56permit and while construction is going
P1 48:59on. Um, but other than that, you we now
P1 49:02have ordinances that restrict parking
P1 49:04because we've had a lot of complaints
P1 49:05over the last few years of people
P1 49:07parking RVs in their front in the front
P1 49:09of their or even out in the street and
P1 49:12letting them sit there for months. So,
P1 49:14and we didn't have a way to address
P1 49:16that. Now, we do. This ordinance
P1 49:18addresses it.
P1 49:19But it's common sense to allow people to
P1 49:21live in them if there is a a certain
P1 49:23situation.
P1 49:25>> Okay. So technically we now have the
P1 49:28rules that can tell you can or cannot.
P1 49:31But we also have an appeal process
P1 49:34where you can actually go through the
P1 49:35planning and zone and they'll tell you
P1 49:38specifically
P1 49:39>> what it is and what it can be. So right
P1 49:41now we have actually a systematic
P1 49:44process for addressing it.
P1 49:48And I have Miss Reena here who's done
P1 49:50extensive work over the last couple
P1 49:52years. She's
P1 49:53>> she sees words at night while she sleeps
P1 49:56from review and other cities and state
P1 49:59stat sheets and everything. Um our code
P1 50:01enforcement officers here as well if
P1 50:02there's any questions. Um we've had
P1 50:04planning and zoning uh public hearing uh
P1 50:07with no one speaking against any of the
P1 50:10proposals. Um as well as tonight as you
P1 50:13hear no one. and we've sent out notices.
P1 50:15Um, and espec especially anything that
P1 50:18we felt like might be, hey, this person
P1 50:21might need to know, uh, we've reached
P1 50:23out to them. Especially like businesses
P1 50:24downtown where you don't we don't want
P1 50:27them storing stuff out on the sidewalk
P1 50:29overnight.
P1 50:31>> Um, so we haven't really received we've
P1 50:34gotten a lot of good support.
P1 50:38>> [name], are there um changes or
P1 50:40fluctuations in pricing for the permits?
P1 50:43>> No.
P1 50:44No. Okay.
P1 50:46>> No permit.
P1 50:47>> Okay.
P1 50:48>> Changes.
P1 50:51>> I think it's
P1 50:53>> I was going [clears throat] to ask on
P1 50:54the U like on the tiny homes. Uh so on
P1 50:58the tiny home, so about permits. So far
P1 51:01as construction, would they need a like
P1 51:04a new bill construction permit?
P1 51:06>> Just like a regular home.
P1 51:08>> Yes, ma'am. Um homes are homes um the
P1 51:11permit process and everything are based
P1 51:13on the square footage. So a tiny home
P1 51:14would be smaller permit price even but
P1 51:18it addresses what it is a tiny home
P1 51:21needs to be. Um it needs to meet code.
P1 51:23It can't be a fire hazard. The wiring
P1 51:25needs to be done correctly not for like
P1 51:27a storage building.
P1 51:28>> Okay,
P1 51:29>> but it also makes it affordable for
P1 51:31somebody that
P1 51:32>> but they have to go through a P&Z
P1 51:33process specific use. The neighbors need
P1 51:36to know that this is happening
P1 51:38>> and can speak for or against.
P1 51:41>> It still doesn't just happen by itself.
P1 51:43>> Yeah.
P1 51:45>> Well, I like I said, what I like is that
P1 51:47everybody's going to get equal
P1 51:48treatment.
P1 51:50>> You won't have to guess.
P1 51:52If this is a tiny home here, is a tiny
P1 51:55home there. It might be where you
P1 51:57situated where your neighbors might have
P1 51:59conflict, but it will be a standard
P1 52:01procedure of what acceptable
P1 52:04because I think everybody's getting a
P1 52:06little confused. You get a little little
P1 52:08bitty cample thing and call it a tiny
P1 52:12home. Looks tiny.
P1 52:13>> It's tiny.
P1 52:14>> It's own, [laughter]
P1 52:16but I don't think it meets the specs.
P1 52:17But I think in it in the long run, it
P1 52:19will add a a measure of safety, too.
P1 52:22>> Yes, ma'am. because fire hazards are
P1 52:24always a consideration when you're in
P1 52:26close proximity.
P1 52:29>> Well, I tell you that's a lot of work.
P1 52:30We appreciate the work that is done to
P1 52:33know that it's legal and to know that
P1 52:35we're moving on in an organized fashion.
P1 52:39Thank you so much.
P1 52:40>> So, would any So, would anything like a
P1 52:42square footage limitation come into that
P1 52:45or
P1 52:47>> what constitutes?
P1 52:48>> Yes, sir. There's defin in the
P1 52:49definitions of a tiny home there's
P1 52:51square footage
P1 52:52Um there's um a pertinances or u what is
P1 52:57it called?
P1 53:01>> On the tiny homes um that has to have at
P1 53:04least five identifiable apartments. You
P1 53:07have to have at least a couple windows,
P1 53:08a gable.
P1 53:09>> Yeah.
P1 53:10>> It can't be just, you know,
P1 53:12>> a box,
P1 53:13>> right? A cargo.
P1 53:16>> Yeah.
P1 53:16>> Yeah. We're making preparation for all
P1 53:19five of those children. And it doesn't
P1 53:20it can't go in just any pre in any
P1 53:24>> uh
P1 53:25in any district in any zone.
P1 53:28>> Okay.
P1 53:28>> There's also restriction. You it's not
P1 53:30allowed in our in all of our R2
P1 53:33>> subdivisions. I actually went through
P1 53:35and and and I found the the map the
P1 53:38colored map
P1 53:39>> and tried on our website. Yeah.
P1 53:41>> Yeah. Tried to put everything together
P1 53:43according to what y'all had here, but I
P1 53:45couldn't. After this is done, I'm
P1 53:48recommending I've actually spoke with
P1 53:49the city manager. We we want to get some
P1 53:51pricing, speak with some engineers that
P1 53:53can do and update that that zoning map
P1 53:55is 2006.
P1 53:56>> So, we want to update it with this in
P1 53:59mind also.
P1 54:00>> Okay.
P1 54:00>> Because we have a lot of people that are
P1 54:01living everywhere right now. So, this it
P1 54:04is going to alter
P1 54:05>> where some people are living and how
P1 54:07they're living.
P1 54:08>> Um, mayor and council, I move that we
P1 54:11make a motion to approve agenda item
P1 54:13number six.
P1 54:16Second.
P1 54:18>> Okay, it's been moved and second. All in
P1 54:21favor?
P1 54:22Motion car.
P1 54:26Okay, that brings us to item number
P1 54:29seven.
P1 54:32Consider and approve a resolution
P1 54:33calling for the regular election of
P1 54:35council members in precincts 3, four,
P1 54:38and five in and for the city of
P1 54:41Crockett, Texas.
P1 54:43Mayor and council. This is basically the
P1 54:45resolution calling for the election
P1 54:49um and
P1 54:52to be May 2nd, 2026 from 7:00 a.m. to
P1 54:56700 p.m. for elections city council
P1 54:59precincts 3, 4, and 5.
P1 55:05>> I make a motion we approve.
P1 55:07>> I see.
P1 55:08>> Has been moved and second. All in favor?
P1 55:11Motion carries.
P1 55:13That brings us to
P1 55:17item number eight. Consider and approve
P1 55:19election service contract with Houston
P1 55:22County.
P1 55:24>> I know we've spoken of this in the past.
P1 55:27>> Yes, ma'am.
P1 55:28>> For cost purposes.
P1 55:29>> Mayor and council. This is basically the
P1 55:32joint election agreement using the
P1 55:34county to provide our election services
P1 55:36for the election we just approved in the
P1 55:39resolution. You can see the contract.
P1 55:42It's in your packet. And if you go to
P1 55:46appendix F,
P1 55:48you will see the the cost to the city
P1 55:53there at the bottom.
P1 55:56And it'll be the normal polling places
P1 55:59with early voting at the senior citizens
P1 56:01building as is normal.
P1 56:04>> Whoops.
P1 56:05>> And it hasn't varied from my last
P1 56:07election.
P1 56:07>> No, sir.
P1 56:08>> Okay.
P1 56:09>> Well, I was I was going to ask you
P1 56:10actually actually see that uh the
P1 56:13polling location has changed um that it
P1 56:18was the previous polling location for
P1 56:19precinct 3 was held at the Crockett High
P1 56:23School. So I was just asking how did
P1 56:28>> that that's probably
P1 56:30>> that's probably a change between the
P1 56:32school and the county election
P1 56:35there because that is a countywide
P1 56:37election.
P1 56:39because
P1 56:41>> Ah, the high school doesn't have
P1 56:42internet.
P1 56:43>> All right. Thank you.
P1 56:45>> That makes a difference.
P1 56:48>> Okay.
P1 56:50Any other questions,
P1 56:52>> concerns?
P1 56:55>> Motion that we uh move to consider, I
P1 56:58mean move to approve election services
P1 57:00contracted with Houston County.
P1 57:03>> I see.
P1 57:04>> Okay, it's been moved and second. All in
P1 57:06favor?
P1 57:07Motion carries.
P1 57:10Uh
P1 57:13item number nine,
P1 57:16consider and approve a resolution of the
P1 57:18city council of the city of Crockett,
P1 57:21Texas, authorizing the submission of a
P1 57:23community development block grant
P1 57:25disaster recovery application to the
P1 57:28Texas general land office and
P1 57:30authorizing the mayor and the city
P1 57:32manager to act as the city's executive
P1 57:35officers and authorize representatives
P1 57:38in all matters pertaining to the city's
P1 57:40participation in the community
P1 57:42development block grant disaster
P1 57:45recovery program.
P1 57:47>> Mayor and council, this is just the
P1 57:50general resolution you'll see in your
P1 57:52packet. And this is the absolute initial
P1 57:55phase of this process for one, we need
P1 57:59your approval to even apply. And so, and
P1 58:02what the purpose of it is, it's for up
P1 58:05to $5 million. And the project in mind
P1 58:09is rehabbing and fixing Town Creek and
P1 58:13the drainage through there. That's what
P1 58:15the if we are funded that's what it will
P1 58:17work on. And so this is just the initial
P1 58:22resolution that we'll even apply after
P1 58:24this.
P1 58:25>> Okay.
P1 58:25>> So that location which what part of the
P1 58:28location? So depending on how much we
P1 58:30can afford, it may be any or all
P1 58:34depending on what after you get
P1 58:36engineering and bids and whatever else.
P1 58:38So yeah,
P1 58:40>> where does where does town creek
P1 58:41actually start again?
P1 58:43>> Oh my. You have a map
P1 58:45>> starts at the railroad
P1 58:47at the railroad museum. Yes,
P1 58:51>> that's the first
P1 58:55part of it and it goes down
P1 58:59along Kevin
P1 59:01railroad track. It goes behind
P1 59:04it and goes all the way over west
P1 59:05Houston
P1 59:09and then Spring Creek comes in ties
P1 59:12big.
P1 59:15>> So what creek is that right there at MK
P1 59:18crossing that? What is that?
P1 59:21>> That's that's not a designated creek,
P1 59:23but it's part of it's a tributary to
P1 59:26town, I believe, but it's not a
P1 59:28designated creek. It's kind of a a
P1 59:31drainage system.
P1 59:39>> So, it does not tie it ties into Town
P1 59:41Creek.
P1 59:43>> Town branch. So, so that's a different
P1 59:47town creek and town branches.
P1 59:51>> I said creek, but meaning
P1 59:54>> Okay.
P1 59:55>> Yeah.
P1 59:55>> But with that being a tributary though,
P1 59:57if if if if we did work on town branch,
P1 1:00:01that would also alleviate some flooding
P1 1:00:04there as well.
P1 1:00:05>> Absolutely.
P1 1:00:07>> So, uh so basically right there in the
P1 1:00:10area where this uh where one of the
P1 1:00:13residents house is getting flooded.
P1 1:00:15We're going to be able to take care of
P1 1:00:16that.
P1 1:00:17>> It could it could address that very
P1 1:00:19much. So,
P1 1:00:20>> okay. Because it's a divert.
P1 1:00:22>> Yes.
P1 1:00:26>> Yeah.
P1 1:00:26>> And so, we can do an assessment public
P1 1:00:28hearing however council wants to do.
P1 1:00:32>> Like I said, this is just the first
P1 1:00:34initial step to even be able to apply to
P1 1:00:38move forward.
P1 1:00:40>> I make a motion that we approve.
P1 1:00:41>> Let me ask you this real quick.
P1 1:00:44We're still in.
P1 1:00:45>> Okay.
P1 1:00:46>> Well, actually, we should have had a
P1 1:00:47motion before we started discussion.
P1 1:00:49>> I'll make a motion that we approve.
P1 1:00:50>> I second it.
P1 1:00:52>> Okay. It's been moved and second that we
P1 1:00:55approve the resolution to apply.
P1 1:00:57>> Okay.
P1 1:00:58>> And
P1 1:01:00in favor? Okay.
P1 1:01:00>> Okay. Um my question is Okay. So the
P1 1:01:04Okay. So 5 million. So what's the
P1 1:01:07250,000?
P1 1:01:08>> That's the match. It's a 5% match.
P1 1:01:10>> Oh, okay. It's a 5% match.
P1 1:01:22>> Okay. Uh, it's been moved in second. Uh,
P1 1:01:27all in favor?
P1 1:01:31Motion carries.
P1 1:01:34Okay. I got to get work on that. I
P1 1:01:36forgot you open it up, then you go to
P1 1:01:38the question. We're getting there.
P1 1:01:40getting organized. Okay. Uh
P1 1:01:44that brings us up to item 10, our
P1 1:01:46executive session. At this time, um we
P1 1:01:50just pretty much stay here.
P1 1:01:52>> Yes, ma'am.
P1 1:01:52>> We'll stay here and we'll let y'all go
P1 1:01:54out and fellowship for a minute or two.
P1 1:01:57>> Yeah. Why?
P1 1:02:00>> Okay.
P1 1:02:03>> A minute or two. Yeah, that sounds good.
P1 1:02:08>> Here you go.
P1 1:02:10I give it to you now. I try to give it
P1 1:02:13away while ago to give it to me.
P1 1:02:18>> I hope that helps, baby.
Part 2
P2 0:07Make a motion to accept a mutual
P2 0:10agreement.
P2 0:11>> I second.
P2 0:13>> Okay. It's been moved and second.
P2 0:16>> That would be a mutual agreement with
P2 0:17the city administrator.
P2 0:18>> The city administrator.
P2 0:20>> Yes. I'm sorry.
P2 0:21>> With our city administrator.
P2 0:22>> I second.
P2 0:24>> Okay. It's been moved and second. Any
P2 0:26question?
P2 0:28statement.
P2 0:29>> No statement.
P2 0:31>> Statement. All in favor?
P2 0:35>> Motion.
P2 0:39Do that. Now
P2 0:41>> motion to adjourn.
P2 0:54>> No. No. step.
P2 0:56>> I just I was looking at the
