P1 0:02>> that that I I was just trying to see cuz
P1 0:04there was some chocolate in there
P1 0:06>> that
P1 0:07>> Did it melt?
P1 0:08>> No, no, no, no. It I mean it was good.
P1 0:10It was like a
P1 0:11>> cranberry.
P1 0:13>> Oh, I know. He had a had a creamy.
P1 0:15>> Yes, ma'am.
P1 0:16>> I ate all my candy. I was eating my
P1 0:18candy.
P1 0:20>> Oh, I'm sorry.
P1 0:21>> It was It's at the
P1 0:24>> Good evening, everyone. It's that time
P1 0:26again. We're opening our meeting. here.
P1 0:28In case you're not sure where you are,
P1 0:30you're in the city council of Crockett,
P1 0:34Texas. And at this time, we're opening
P1 0:36our meeting. We will open it with
P1 0:39invocation and a pledge.
P1 0:44Will you do this? Okay.
P1 0:47>> Let us pray. Heavenly Father, we come
P1 0:49before you this afternoon thanking you
P1 0:50and praising you for this day. We thank
P1 0:54you for all of your blessings, Lord. And

P1 0:58to be with us tonight as we gather here
P1 1:00at city hall. We pray that you'd give us
P1 1:03wisdom concerning all of the issues
P1 1:05pertaining to our city and for our
P1 1:07betterment and for welfare and for
P1 1:09growth here in Crockett, Texas.
P1 1:12We ask you for wisdom uh beyond uh our
P1 1:16experience or our knowledge tonight in
P1 1:19making decisions concerning these
P1 1:20things. And we ask it all in the name of
P1 1:23Jesus Christ. We give you praise. Amen.
P1 1:26>> Amen.
P1 1:27>> And pledge
P1 1:30allegiance to the flag of the United
P1 1:32States of America and to the republic
P1 1:36for which it stands, one nation under
P1 1:39God, indivisible, with liberty and
P1 1:42justice for all.
P1 1:47[Music]
P1 1:49>> Thank you so much for the prayer. I like
P1 1:51the fact they give us wisdom beyond what
P1 1:53we're capable of ourselves. Like that.
P1 1:57Uh with that being said, at the time
P1 1:58we're recognizing all our visitors.
P1 2:00Thank you so much for taking out of your
P1 2:02busy day to join us and your concern for
P1 2:06the city to join us. And at this time we
P1 2:09have comments and we have one comment
P1 2:12one commenter.
P1 2:15Uh Joe um Martin will be speaking and we
P1 2:19just remind you how it works. You get to
P1 2:22say your three minutes. We don't respond
P1 2:24but we do appreciate that.
P1 2:26>> Okay. Uh I'm Joe Martin. And who is Joel
P1 2:30Martin? I'm a recording artist,
P1 2:33entertainer, singer, songwriter. Played
P1 2:35in 48 states, Mexico, played in Tuli
P1 2:39Greenland, played uh several years in
P1 2:42Vegas. I lived in Vegas. I did recording
P1 2:46at the Prominent Studio Sugar Hill in
P1 2:49eastern Texas. I was affiliated with
P1 2:53Cowboy Jack Clemens studio uh by way of
P1 2:56the mayor Ken Ritter in Bulmont and also
P1 3:00Northern Petty's Close New Mexico sought
P1 3:02after. What does all this have in
P1 3:04common? S O N Sound. I come here not to
P1 3:09be seen. I've come here to hear what's
P1 3:12going on because I'm interested in what
P1 3:14each and every one of you guys have to
P1 3:15say and the mics are not utilized in
P1 3:20effect. Uh Mr. [name] [name], your sound
P1 3:25[name] [name], you're also an entertainer.
P1 3:28You can take a nap and preaching to the
P1 3:29choir. Uh the rest need to speak into a
P1 3:33microphone
P1 3:34two three inches. That's it. So, and
P1 3:37when you turn your head, we lose you.
P1 3:40So, you know, either move with the
P1 3:42microphone, especially miss, I can't
P1 3:45understand nothing. You talk a lot, but
P1 3:49I don't know what you're saying. And I
P1 3:51have been given a set of digital hearing
P1 3:54aids from the VA, the best there is. And
P1 3:57I speak. So, I'm asking you guys speak
P1 4:01in the mic. So all of us and especially
P1 4:04you come up to the podium speak into
P1 4:06this because we don't want to hear you.
P1 4:08You can't hear nothing moving back.
P1 4:11These are directional microphones. Your
P1 4:14sound spectrum. The graphs on PA. They
P1 4:19should be in the mid-range. Voice drops
P1 4:22dead quick if the PA is not set. And
P1 4:26it's in the administrative office up on
P1 4:28the shelf behind Plexiglass. So, it's of
P1 4:32no use to somebody adjusting in here.
P1 4:35So, it should be out here. So, you guys
P1 4:37can do a sound check before the meetings
P1 4:40and make sure everybody's going to hear
P1 4:42what you say cuz once again, I'm
P1 4:44interested and I'm sure everybody else
P1 4:46is. Thank you very much.
P1 4:48>> Thank you.
P1 4:50>> Mic check. Mic check.
P1 4:52>> Oh, m
P1 4:54>> Oh,
P1 4:55to respond.
P1 4:57At this time, um, it brings us to item
P1 5:02number one,
P1 5:04appro approval of the minutes for
P1 5:06regular session, October the 6, 2025.
P1 5:10>> Um,
P1 5:12mayor,
P1 5:14mayor, I I I just I'm going to um
P1 5:19approve those. Uh,
P1 5:21>> okay. Pull just pull your mic down. Your
P1 5:24mic is up high here. Pull it down a
P1 5:26little. I mean, even kind of like
P1 5:30>> Okay. Um,
P1 5:37>> did she say she's going to approve it?
P1 5:39>> I second it.
P1 5:40>> That's over.
P1 5:41>> I make a motion uh to accept uh the
P1 5:44October the 6 minutes.
P1 5:47>> I second it.
P1 5:48>> Okay, it's been moved and second. All in
P1 5:50favor?
P1 5:52Motion carries. It brings us to item
P1 5:54number two.
P1 5:56Uh, it's been
P1 5:58>> Yeah, but
P1 5:59>> there's not another agenda item on that.
P1 6:00That's all we can do with that. It's
P1 6:02been approved and second. It's the
P1 6:03agenda is covered.
P1 6:04>> Yes, ma'am.
P1 6:05>> The item is covered.
P1 6:06>> But I I can make a motion on on I can
P1 6:08make a motion. Okay.
P1 6:10>> No, it's I mean it's not another thing
P1 6:11on the agenda. You we for that same for
P1 6:14the minutes
P1 6:14>> about four minutes. Yes.
P1 6:16>> Oh, no. They It's already been approved
P1 6:18in second.
P1 6:18>> Well, I mean I need to There are some
P1 6:21things on the minutes
P1 6:23>> but excuse me. We've heard the motion.
P1 6:26The motion has passed and we're on to
P1 6:29the next item.
P1 6:30>> Okay. So, is there any corrections that
P1 6:32need to be made?
P1 6:33>> It has been approved
P1 6:35and the motion is now addressed. We're
P1 6:39on to the next item.
P1 6:40>> How do we make the how do we make
P1 6:42corrections to the minutes?
P1 6:43>> Uh there are no correction being made.
P1 6:45They should have been made in uh when we
P1 6:47when it was over the motion before I
P1 6:50made the motion. was it was a minute
P1 6:52that you could have discussed it,
P1 6:54>> but that was it.
P1 6:55>> Okay. But you didn't ask for discussion.
P1 6:56>> You approve.
P1 6:57>> You don't have
P1 6:58>> you approve the minutes.
P1 7:00>> Well, she's facilitator.
P1 7:02>> So, we're through with that one. Okay.
P1 7:04Item number two, reports update on
P1 7:06special projects and business
P1 7:08development.
P1 7:09>> Mayor, council, I have a few updates for
P1 7:13you. I'll touch on a few of them. The
P1 7:14rest of them are written down. We can
P1 7:17ask questions on those as we go down.
P1 7:20Um the storm sirens um they delayed the
P1 7:23delivery of them about
P1 7:27>> they they're projecting it to be mid
P1 7:29November instead of mid October. They
P1 7:31said they did receive a large influx of
P1 7:33them and they're having problems getting
P1 7:34all their deliveries out but they are
P1 7:37finalizing that. Um we also received an
P1 7:40opportunity to apply for a $50,000 grant
P1 7:43which is what our match is for that
P1 7:45project. Um it was a 10% a 10 90 split
P1 7:49around $500,000 grant. So we were
P1 7:52committing 50,000 of it. Uh we do have a
P1 7:55grant opportunity that it looks like um
P1 7:58we will receive we've been to verbally
P1 7:59told that we received
P1 8:01>> good
P1 8:01>> and so that'll also help us $50,000 cost
P1 8:05share. Um the engineering has been
P1 8:08completed uh the preliminary engineering
P1 8:11design has been completed for East Golad
P1 8:14in East Houston. We did some markups on
P1 8:16it last week, sent those off and then
P1 8:19after those are completed and Texas
P1 8:21development board signs off on it, then
P1 8:22we'll go to bid and that's going to be
P1 8:24for the large construction project for
P1 8:26water lines on Goliath and Houston. Um,
P1 8:29I wanted to touch a little bit about
P1 8:30this. There was some conversation about
P1 8:32this at our last meeting and um without
P1 8:36getting too deep in it, I want to u tell
P1 8:39council of some of the opportunities
P1 8:41that's been presented us and at least
P1 8:45some of our uh options
P1 8:48in the Texas Water Development Board
P1 8:51program that we applied for uh we
P1 8:53applied for a water well and we applied
P1 8:55for wastewater treatment plant rebuild.
P1 8:59In that we asked for an asset management
P1 9:01plan both on sewer and water where
P1 9:04engineers come in and assess everything
P1 9:06that we own all the infrastructure,
P1 9:08motors, pumps, wells,
P1 9:12pipes, and then doing an assessment
P1 9:14about how long they believe it'll last
P1 9:17and how much it will cost when that time
P1 9:19comes to replace it. an asset management
P1 9:22plan and depreciation plan to where we
P1 9:24can start um
P1 9:28planning for the future, knowing the
P1 9:30things that are coming up instead of
P1 9:31acting uh retroactively saying, "Hey,
P1 9:35this broke, we got to go find the money
P1 9:36to fix it." That being said, we knew
P1 9:39that it was pretty critical that the
P1 9:40water district do the same thing. We
P1 9:43rely on the water district for
P1 9:46for providing us water.
P1 9:49If for us to say how much it's going to
P1 9:51cost us to deliver water to our
P1 9:53citizens, we also know need to know the
P1 9:57water district that's providing us that
P1 9:58water.
P1 10:00Instead of them acting retroactively and
P1 10:03as they if they go into a deficit one
P1 10:05year, then they come and say, "Hey, we
P1 10:07need to go up on prices." We need to
P1 10:08know what that price outlay needs to
P1 10:10look like for us as a city and for the
P1 10:12district for them to be able to
P1 10:14continue. There's been some talks um and
P1 10:17I want to clarify this is not
P1 10:19consolidated water. We're not discussing
P1 10:22our our interactions with the district
P1 10:25is the water control improvement
P1 10:26district that owns that operates the
P1 10:28lake that provides this water. There was
P1 10:30some confusion saying talking about the
P1 10:32consolidated water. Um we do have an
P1 10:35interlocal agreement with them where we
P1 10:36share water when they need it we can
P1 10:38provide them and vice versa but it's the
P1 10:41city of Crockett in the Houston County
P1 10:43Water Control Improvement District
P1 10:45number one. That being said, we spoke
P1 10:47with them and they're they've told us
P1 10:50that they would put it on their next
P1 10:52agenda
P1 10:53when the engineers are working on our
P1 10:55project on our infrastructure.
P1 10:58They're wanting our the engineers to
P1 11:00also work on their infrastructure to
P1 11:02give them an outlay of what they own,
P1 11:05what shape it's in, and what it's going
P1 11:06to cost to replace it, how much revenue
P1 11:08they actually need where everything is
P1 11:10based on facts and not um deficits or
P1 11:13surpluses of a given year. Um,
P1 11:19we want to we want council to commit to
P1 11:22putting a steering committee together
P1 11:25along with the water district, maybe a
P1 11:26couple community members to look over
P1 11:28these look over these findings from our
P1 11:32engineers and based on facts us to make
P1 11:35decisions moving forward as a city where
P1 11:38we're going to get our water from. Are
P1 11:39we going to drill more wells? Um, as as
P1 11:42Councilman [name] me mentioned last um
P1 11:45meeting, maybe that $4 million, we had
P1 11:47roughly $4 million that was um brought
P1 11:50in for a well. Do we need that well?
P1 11:54Lots of arguments that we probably do.
P1 11:56Or do we need to invest that money or a
P1 11:59portion of that money in the water
P1 12:02control improvement district to fix some
P1 12:04of their issues as we move forward? We
P1 12:07need to look at it as a as a partnership
P1 12:09as an as a city when we are almost 100%
P1 12:14of their customer serve base. We are
P1 12:16their biggest customer. We use almost
P1 12:18all their water. So they rely on us and
P1 12:20we rely on them.
P1 12:23Um a quick update a quick update on the
P1 12:27water exportation. Um we have we've
P1 12:30we've hired legal counsel for our water
P1 12:32opposition. the Redtown branch drilling
P1 12:35that has um that started this year.
P1 12:39Um just a quick to touch on that. We
P1 12:43have a law firm that represents us with
P1 12:4516 other members. There's 17 members
P1 12:47total that they represent.
P1 12:51Sanderson Farms also retained council
P1 12:54and they went and filed a lawsuit
P1 12:57against the groundwater conservation
P1 13:00district.
P1 13:02for having issued those applications in
P1 13:04the first place and declared them as the
P1 13:07applications as um administratively
P1 13:10complete due to two of the board members
P1 13:12that were on the board at that time.
P1 13:15Their argument was that they were not
P1 13:17properly seated and were not able to
P1 13:18make those votes to accept those
P1 13:20applications.
P1 13:22As part of the agreement, the
P1 13:25Groundwater Conservation District has
P1 13:27agreed, as of Thursday, they had a
P1 13:29meeting and agreed to um enter into an
P1 13:32agreement with Sanderson Farm and
P1 13:36um void their action due to the people
P1 13:41that were on the board that were not
P1 13:42allowed to vote. So they've agreed to
P1 13:45void those applications and revisit
P1 13:49Their motion and and the the the
P1 13:52direction was to revisit them after a
P1 13:54groundwater study is complete
P1 13:57and then they can reapply and go through
P1 13:59the process. But they want a groundwater
P1 14:02uh study of our aquifer system to know
P1 14:04whether they can support those wells or
P1 14:07not or some fashion from there. Um so at
P1 14:11this time those water not proceeding
P1 14:13forward with and just to clarify that's
P1 14:18they're not proceeding forward on
P1 14:21Anderson County side in Houston County
P1 14:24they're not required to apply for permit
P1 14:27they can drill anyway we hope that due
P1 14:31to the volume of water that they're
P1 14:33needing if they are going to fix the
P1 14:34exporting water they're relying on a
P1 14:38total project where it can proceed
P1 14:39forward and that they won't proceed
P1 14:41forward with the the 11 wells that they
P1 14:43had planned for
P1 14:45they were applying for 32 wells total.
P1 14:50>> so I have a question. So being clear so
P1 14:53we're we're still with the law firm.
P1 14:56>> Yes.
P1 14:56>> Are we still
P1 14:57>> okay engagement?
P1 14:58>> Okay.
P1 14:59>> They and they went um like I said they
P1 15:01went and attended the meetings. They're
P1 15:03representing us water supply suppliers
P1 15:06at district meetings at any of the board
P1 15:09meetings. They're also going through a
P1 15:10GMA 11. going through a new uh
P1 15:15desired future condition study and so
P1 15:20guess what they're looking out on our
P1 15:21behalf.
P1 15:23>> Okay. Um
P1 15:26it's my understanding they've already
P1 15:27drilled some wells
P1 15:29>> is that to our understanding they've
P1 15:31only drilled two test wells.
P1 15:33>> Okay. But what are their means of
P1 15:36transporting? You talking about
P1 15:37transporting the water?
P1 15:39>> They haven't shown any of those yet.
P1 15:41They said in their initial um in their
P1 15:44initial uh presentation at the initial
P1 15:47groundwater conservation district
P1 15:49meeting they said they were going to do
P1 15:50it in three phases. They were going to
P1 15:52do drilling permits
P1 15:56then they were going to address
P1 15:57exportation permits or operate permit
P1 16:00permits for pumping and then pump
P1 16:03permits if the if the pumping was there
P1 16:07was enough water.
P1 16:09>> Yeah. Yeah,
P1 16:09>> which we feel like there would be.
P1 16:11They're not invest ahead of time and
P1 16:14they already have test well so they do
P1 16:15know how much water there is
P1 16:18and so then the third phase would be
P1 16:21exportation and then that's when those
P1 16:22plans would be revealed but after the
P1 16:24first two phases are complete.
P1 16:27>> So it either have to be by truck or
P1 16:28pipeline. Correct.
P1 16:31>> Yeah. So they'd have to get easements
P1 16:36all the way to their destination point.
P1 16:39That will take
P1 16:41some time.
P1 16:42>> Our biggest concern um initially was
P1 16:45there is no report or studies
P1 16:48validating our fears or concerns or not.
P1 16:52>> So maybe the reports will come back and
P1 16:54say that there's sufficient water for
P1 16:56all of us for a hundred years.
P1 16:58We know that that's not the case. But
P1 17:00I'm just saying
P1 17:02We've got to have data to show us one
P1 17:04way or another to know whether we should
P1 17:05support exportation projects out east.
P1 17:09>> Um,
P1 17:11are there any other questions on the far
P1 17:15We also completed our gateway signs.
P1 17:18>> Good.
P1 17:18>> We finished the landscaping, the
P1 17:20lighting on those um a couple weeks ago.
P1 17:23We also um two weeks ago finished the um
P1 17:26the grounding of the stripes of the
P1 17:28crosswalks on the square hired their
P1 17:31contractor in to ground all those and
P1 17:33repaint those. And if you notice every
P1 17:35other crosswalk has been eliminated.
P1 17:38They eliminated crosswalks from
P1 17:39unmanaged stop signs um that were
P1 17:42secondary to those stop signs and that's
P1 17:45a big risk and concern that they that
P1 17:47they were in agreement on.
P1 17:50We also updated our internet um contract
P1 17:54with a savings of a little over $12,000
P1 17:57this past year for over the course of a
P1 18:00year. Um and increased our services at
P1 18:03all of our sites from three 200 and 300
P1 18:06megabytes to 1 gigabyte.
P1 18:09>> So what was our cost, ma'am?
P1 18:11>> What was our our internet cost?
P1 18:12>> I don't have the total, but it was
P1 18:14roughly 12. It's roughly $12,000 less
P1 18:17than what we were paying.
P1 18:19with our new
P1 18:21>> I'd like to know what we were paying. I
P1 18:23appreciate that.
P1 18:24>> Um, we're paying $122
P1 18:28a month now for a lot of service per
P1 18:31location. And we also have a large item
P1 18:34drop off next on November the 8th. Our
P1 18:38large drop off is scheduled for the 8th
P1 18:41of November from 8 to noon. And then I
P1 18:44also have some updates there on the
P1 18:46business projects that are going on.
P1 18:49>> Um [name], could you um kind of elaborate
P1 18:52on uh some of the employment that's been
P1 18:55seek for the city? I you know, I've
P1 18:57shared that through social media and
P1 18:59whatnot.
P1 19:00>> Yes, sir. Um the city has the city.
P1 19:03>> Yes.
P1 19:03>> The city position. Yes, sir. We have two
P1 19:05positions open. We have a part-time
P1 19:07uh library staff member position that's
P1 19:10open. Um the the The person that was in
P1 19:14that position initially was doing our
P1 19:16community outreach programs, social
P1 19:19media, graphic design, put flyers
P1 19:21together, and running our bookmobile
P1 19:24program to the nursing home and the
P1 19:27housing authority uh unit. And so we're
P1 19:30trying to find some way that also
P1 19:35can drive a bus, a small a large van,
P1 19:38small bus and and also good graphic
P1 19:41design or you know social media put the
P1 19:44flyers together
P1 19:47and then we also have a
P1 19:54>> I don't know who would be able to answer
P1 19:55this one but uh I've been inquiring also
P1 19:59about uh street projects um in my
P1 20:03precinct. So, when are we going to be
P1 20:06able to get that item placed on the
P1 20:08agenda?
P1 20:09>> As of now, as kind of we discussed, uh
P1 20:13that looks like that's going to be a
P1 20:14December agenda item for the priorit
P1 20:17prioritization of streets by council
P1 20:19members. That is a December agenda item
P1 20:22is where we are.
P1 20:24>> Okay. I also uh was uh what we discussed
P1 20:27as well about the um giving of funds for
P1 20:33the precincts.
P1 20:34>> Yes, ma'am.
P1 20:35>> How that how
P1 20:36>> and and like I explained, every precinct
P1 20:39gets an equal share. And if you can get
P1 20:41and I and I said, if you can get council
P1 20:44to say that you get a bigger percentage
P1 20:46than they get, then that that's
P1 20:48council's choice. That's not my choice.
P1 20:50>> Well, before we go into details, we're
P1 20:52here. The question was was it going to
P1 20:55be an agenda and when it's agenda we
P1 20:57will we will address it in detail and he
P1 21:00said it'll be in but we but I I was want
P1 21:03to make sure that it was placed on the
P1 21:05agenda because here lately we're not
P1 21:07able to place an I can I finish
P1 21:10>> no ma'am because what I mean I think you
P1 21:12>> everybody has a right to speak
P1 21:14>> of course they do okay
P1 21:15>> but at this point I said it's not an
P1 21:17agenda item this wasn't it wasn't this
P1 21:19is not the place to ask for it to be
P1 21:22here because We're talking about
P1 21:23>> it's a place to ask for it to be play.
P1 21:24It's a project.
P1 21:25>> Not at this time.
P1 21:26>> But it's a project.
P1 21:27>> Not at this time.
P1 21:28>> It's my opportunity to have place on his
P1 21:31>> That's
P1 21:31>> So put So how do we get an item on the
P1 21:33agenda?
P1 21:35>> No, ma'am.
P1 21:36>> How do we get an item on the agenda?
P1 21:37>> Ma'am,
P1 21:38>> that is not what we're discussing. We're
P1 21:41in the middle right.
P1 21:42>> You do not have a constitutional right
P1 21:45as the chair of this.
P1 21:46>> No, ma'am.
P1 21:47>> No, ma'am.
P1 21:49>> No, ma'am. How can we get an item on the
P1 21:52agenda?
P1 21:52>> That is not where we are on this list.
P1 21:55We're in the middle of a project and
P1 21:57we're doing an agenda item and at this
P1 22:00point that is not
P1 22:02>> on this agenda.
P1 22:03>> On this agenda item, this is the item
P1 22:05we're on.
P1 22:06>> Okay. Well, we're not trying not to I'm
P1 22:08not discussing it asking for it to be
P1 22:10discussed. I'm asking for it to be
P1 22:11placed on the agenda.
P1 22:12>> It is not at this time. We're in the
P1 22:15middle of an item.
P1 22:16>> We need to move on back to
P1 22:18>> So, it would be on December
P1 22:20agenda.
P1 22:21>> Yes, ma'am.
P1 22:22>> Okay, that's what I want to hear.
P1 22:24>> Well, you heard that twice.
P1 22:25>> I want to hear it's on the consumer's
P1 22:27agenda.
P1 22:28>> There we go. On with Were we through
P1 22:30with that?
P1 22:31>> Do you want me to read this, Mayor?
P1 22:33>> Okay. at this time. Uh
P1 22:36>> that's kind of under projects and I
P1 22:38wanted to make sure the public I sent
P1 22:40this email out to council
P1 22:43but it's a letter from our attorneys
P1 22:46regarding the civil action 924 civil CV

P1 23:59>> Okay.
P1 24:01>> Was that an item that was on the agenda?
P1 24:04>> It was an update
P1 24:06agenda.
P1 24:07>> And he's he's allowed to do an update.
P1 24:09>> Oh, he can.
P1 24:10>> Yes, he is. As the city manager, he can
P1 24:14>> Okay. Item number three,
P1 24:18uh, police department manpower and
P1 24:20criminal incident report for September
P1 24:26Good evening, Mayor Council.
P1 24:28>> Good evening.
P1 24:29>> Department of Criminal Activity Report
P1 24:31for September of 2025.
P1 24:34total of 16 employees, worked 2,46
P1 24:38hours, responded to 454 calls for
P1 24:42service, investigated 16 traffic
P1 24:44accidents, made 53 arrests, issued 405
P1 24:49traffic citations,
P1 24:51completed 82 reports, and responded to
P1 24:5414 alarm calls. 11 of those were false
P1 24:57alarms. Uh below, you'll see a
P1 24:59breakdown, and I'll entertain any
P1 25:01questions on our criminal incident
P1 25:02report. Anyone
P1 25:07have any questions?
P1 25:08>> Thank you.
P1 25:10>> Thank you.
P1 25:10>> Thank you, Chief.
P1 25:11>> Thank you. Thank you.
P1 25:13>> Okay, that brings us to item number
P1 25:15four, fire department monthly activity
P1 25:19status report.
P1 25:21>> Good evening, mayor, council members.
P1 25:23For the month of September, we had a
P1 25:26total call in 44. breaking that down.
P1 25:29There was 35 calls within the city
P1 25:31limits and there was nine calls in our
P1 25:34county response area.
P1 25:44>> Thank you, Chair.
P1 25:46>> Thank you.
P1 25:46>> Thank you, [name].
P1 25:48>> Thank you.
P1 25:52Item number five, consider and approve a
P1 25:55contingency fee contract with Lionber
P1 25:59Barger uh Gargan Blair and Samson LLP
P1 26:03for the collection of the municipal
P1 26:05courts debt and account receivables and
P1 26:08no fee costs for delinquent city water
P1 26:11utility collection.
P1 26:13>> Mayor and council, um Mr. [name] Guest is
P1 26:17here on behalf of Limebar to discuss u
P1 26:20the possibility of us joining their firm
P1 26:23for collections and fees and he's going
P1 26:25to make a presentation to you.
P1 26:27>> Uh thank you Mr. [name]. Mayor uh
P1 26:30council members, thank you for having us
P1 26:32tonight. Uh currently I am one of your
P1 26:36attorneys. Our firm has represented the
P1 26:38city of Crockett for over 30 years in
P1 26:40your uh delinquent property tax
P1 26:44collections. Um, with that being said, I
P1 26:46want to first introduce uh, Miss Carrie
P1 26:49Mentor, who you all know. She is um,
P1 26:52chief appraiser and also the tax
P1 26:54collector for the majority of the
P1 26:55entities to include the city here. And
P1 26:57we have a long history working with Miss
P1 27:00Mentor's office and she's just been
P1 27:03really great to work with. Uh, extremely
P1 27:06knowledgeable and gives us a lot of
P1 27:07great guidance. Uh, also have Miss
P1 27:11Jantha Hurley here with me as well.
P1 27:13She's one of our client liaison. Uh she
P1 27:16worked for Navaro uh JP as a clerk for
P1 27:19over 20 years and has been with our firm
P1 27:21for a number of years. And so uh with
P1 27:26that being said uh I've met with Judge
P1 27:28[name]. Um I've also met with Miss
P1 27:31Hart and we've gone through your files.
P1 27:34Uh met with Mr. [name] and also Mr.
P1 27:36family several times and we are going to
P1 27:39be a huge upgrade to your current
P1 27:42collection process. Uh I gave you two
P1 27:45handouts. One is a professional
P1 27:47qualifications. That's a nice spiral.
P1 27:50I'm not going to go through that, but
P1 27:52that's just information about our law
P1 27:55firm if you care to have more
P1 27:56information. Uh I also handed out this
P1 27:59with Lion Barter. It's a quick fourpage
P1 28:03presentation that I will be going
P1 28:04through. just has features and benefits.
P1 28:08Uh, one of the first things I want to
P1 28:10discuss is that our program cost the
P1 28:12city nothing. You will never be out any
P1 28:16money for this project. Uh, one of the
P1 28:19processes that uh, the city currently
P1 28:22has is manually sending data to your
P1 28:26current collector.
P1 28:28you're using encode software, Tyler
P1 28:31technology software, and our firm has a
P1 28:33module that will automate that process
P1 28:36and make it uh streamlined and more
P1 28:38efficient, which means more collections.
P1 28:42We're a very high techch law firm. Uh we
P1 28:45are also one of our founding members. U
P1 28:48Miss Samson was out of center, Texas. Uh
P1 28:51we've risen to be the largest in in the
P1 28:54United States for what we do. Um, we
P1 28:56have a strong presence here. I live in
P1 28:58the Lufkin area. I manage three offices
P1 29:01here in Dece, Livingston, Jasper, and in
P1 29:03Lufkin. And so, not only are we a a
P1 29:07local regional law firm, but we're also
P1 29:09again the largest in the nation. We
P1 29:11represent uh almost every major city,
P1 29:15um, Chicago, New York, Miami,
P1 29:17Philadelphia,
P1 29:19all of the big large cities here in this
P1 29:21in the state of Texas, Houston, Dallas,
P1 29:23San Antonio. Uh, I have some numbers on
P1 29:26the very last page here just to show you
P1 29:28kind of what our uh success stories are.
P1 29:32But just to go over a few of these
P1 29:33features. So um again over 30 years
P1 29:37experience representing the city of
P1 29:39Crockett. Um we've collected municipal
P1 29:43fees and fines for over 25 years. Our
P1 29:48law firm has copyright uh skip tracing
P1 29:51technology
P1 29:52and because of our size we buy volumes
P1 29:56of data at a fraction of the price of
P1 29:59what even our nearest competitor can. Uh
P1 30:02skip tracing is searching for those
P1 30:04defendants who owe the city money. And
P1 30:07that's really at the end of the day
P1 30:08that's our service. We are locating uh
P1 30:11especially those who don't live here in
P1 30:13the county who are out of the county out
P1 30:15of you know throughout the United
P1 30:16States. Those large trucks who come
P1 30:19through here 287 1972 21 uh they are not
P1 30:23out of our reach. We have call centers
P1 30:25throughout the United States uh that we
P1 30:28manage. Um every phone call is recorded
P1 30:32um and those are our employees. These
P1 30:34are not farmed out positions. So we have
P1 30:36a very very uh methodical and uh
P1 30:40ironclad process that's going to
P1 30:42maximize your collection. But the
P1 30:44technology is always working in the
P1 30:47background. It's what once we receive a
P1 30:49data file, we will be searching for
P1 30:50those defendants. We will be sending
P1 30:52them letters uh and then they will be
P1 30:54contacting us or the court to make
P1 30:56payments.
P1 30:58Uh we also have a a a statewide scoff
P1 31:02law program. We're the only firm in the
P1 31:04state of Texas and we will help the city
P1 31:07establish a productive and successful
P1 31:10softball program. So those uh out of
P1 31:13town drivers who come through here, I
P1 31:15think they're not going to have to pay.
P1 31:18uh we will help the city set up an
P1 31:20interlocal agreement and a resolution
P1 31:22with the state of Texas uh in order for
P1 31:25those accounts to be turned over to the
P1 31:26state and those individuals will not be
P1 31:29able to register their vehicles uh cars,
P1 31:32boats, motorcycles uh anywhere in the
P1 31:35state where they uh uh where they may
P1 31:37have a vehicle register. So this should
P1 31:39actively increase your collections as
P1 31:42well. We also have a text messaging
P1 31:45program um that We can send text
P1 31:49messages directly to the defendants's
P1 31:52phones, give them an easy way to pay. Uh
P1 31:55we had also talked about reestablishing
P1 31:57an online payment program. Uh traffic
P1 31:59payments.com is one of the companies
P1 32:02that we had discussed. Um and again,
P1 32:04these our services will cost you no
P1 32:07money. Uh so that's just some of our
P1 32:09features. As my mom says, features tell
P1 32:12and benefit sell. So let's look at the
P1 32:15benefits. Number one is increase
P1 32:17collections of your out of county
P1 32:19drivers. So, we will be able to uh I
P1 32:23believe the city is already using a uh
P1 32:26that just puts a hold on driver's
P1 32:27license. That's a very passive way of of
P1 32:30collecting, but it is it is a it's a
P1 32:32good way, but you're waiting for
P1 32:33driver's license to be renewed. Again,
P1 32:36there is no cost ever. Uh the firm uh we
P1 32:40what we had discussed with Mr. [name]
P1 32:43uh about water delinquent utility water
P1 32:46collections. Uh this is not one of the
P1 32:49services that we're allowed to add. Uh
P1 32:51we're allowed to add a fee to the to the
P1 32:53defendants's bill.
P1 32:55Uh that's why it cost you no money for
P1 32:57the fees and fines collections because
P1 32:59the the uh Texas Code of Criminal
P1 33:01Procedure allows us to add 30% directly
P1 33:04to their bill. So it's a contingency fee
P1 33:07u contract and so we are adding it to
P1 33:12their fee uh and then the defendants pay
P1 33:15that. But when it comes to utility
P1 33:17collections, there is no such statute.
P1 33:19Our fees are typically 30%, but the firm
P1 33:23um decided to wave our fee and we will
P1 33:26send out those annual uh collection
P1 33:28letters on your utility water accounts
P1 33:30at no cost. So that's just another added
P1 33:32benefit that we would like to offer to
P1 33:34the city today. Uh we also have monthly
P1 33:37personalized reports that will determine
P1 33:41or it'll it will show you uh the
P1 33:43activity, how many letters have been
P1 33:45turned over, how many accounts have been
P1 33:46submitted to us. Um it will also uh show
P1 33:51you um uh how many phone calls have been
P1 33:54made and your dollar resolutions and
P1 33:56also dollars received. Uh our firm has
P1 34:00also gone an extra step. So in cases of
P1 34:04indigency, we have given the judge the
P1 34:07full right to wave our fee um if there
P1 34:10is a case of indigence. So and also
P1 34:13there's if there's time served for
P1 34:15community service, then our fee does not
P1 34:17apply. It only applies when money has
P1 34:18been received from the defendant. And
P1 34:20again, the judge has that discretion to
P1 34:22wave. Uh you're also getting five uh uh
P1 34:27staff members assigned to your account.
P1 34:29So I'm the partner. Uh Miss Hurley is a
P1 34:32client liaison. Barbara Taylor is
P1 34:34another client liaison and a settlement
P1 34:36borrow. Uh we also have an account
P1 34:38hander who's not been identified yet. If
P1 34:40we are hired tonight, we will have one
P1 34:43assigned uh within the next couple of
P1 34:46days. Uh we expect that the uh project
P1 34:50will take 30 to 90 days at the most.
P1 34:53Probably more around 30 45 days I would
P1 34:56I would expect to get this off to the
P1 34:58ground. Uh but the efficiency part of
P1 35:01this process is going to be very
P1 35:03seamless for both the community and the
P1 35:05court. Um the technology that the city
P1 35:09is using at Tyler Technology product
P1 35:12code is one of the largest software
P1 35:13providers in the states is a uh it's not
P1 35:17a cheap software either. Um but we have
P1 35:20so many clients that use it. Again, they
P1 35:22have what's called the minder module. Uh
P1 35:25that fee costs usually 1,500. can go up
P1 35:29to $3,000 for that module, which our
P1 35:32firm will uh will pay for that module.
P1 35:35Um if the city will give us an invoice,
P1 35:37we will cover those costs. So again,
P1 35:39this is a true um zero cost for the for
P1 35:42the city. Um and again, the accounts
P1 35:46that are submitted to us, they can be
P1 35:48taken back or really just a tool for the
P1 35:51city to use. and we will be working at
P1 35:54the discretion of of course [name] the
P1 35:57city um and Miss Hart as well. Um if you
P1 36:00turn the page this is just a few of the
P1 36:03cities that I represent on the left here
P1 36:05at you know city of center huntington
P1 36:10um most of these are all your deep east
P1 36:14Texas I represent many more cities than
P1 36:16just this but I just wanted to show you
P1 36:18in the last seven years what our
P1 36:19collection percentages are and just look
P1 36:22at the staggering number of
P1 36:25um collected annol. So your your
P1 36:28resolution rate is all those accounts
P1 36:30that have been submitted that have been
P1 36:32adjudicated on some either dismissed
P1 36:35time served. Uh your collection those
P1 36:38are dollars in hand. That's actual money
P1 36:40that our clients received. Um the city
P1 36:43of Lin over a 7-year period almost $3
P1 36:46million. You have very small cities like
P1 36:49the city of Zabala uh Texas which has a
P1 36:5233% collection rate and we've collected
P1 36:56um just over $428,000 for them in just a
P1 37:00uh short amount of time. We've
P1 37:02represented them in the last seven
P1 37:04years. So, I can only I'm looking
P1 37:06forward to uh the opportunity to collect
P1 37:09big dollars on your behalf. Um and then
P1 37:12again, the regional cities, usually some
P1 37:14in our souththeast Texas. I I did
P1 37:16include Dallas in there. Um but as you
P1 37:19can see, there's some large cities and I
P1 37:22mainly represent smaller deep east Texas
P1 37:25cities.
P1 37:26Uh, you know, one thing our competitors
P1 37:28like to say is we're so big that we
P1 37:30don't focus on our smaller clients.
P1 37:32Well, that's all I have. Our rural
P1 37:35cities here in East Texas. I live here.
P1 37:37Um, and um, as Miss Spencer, she sees me
P1 37:41and my staff on a weekly basis
P1 37:44throughout the week. Um, and we just
P1 37:46have a really good relationship with our
P1 37:48clients. So, uh, with that, uh, are
P1 37:52there any questions regarding kind of
P1 37:54how the process works or
P1 38:01>> No, maybe my questions are for our uh,
P1 38:04city manager.
P1 38:05>> Sure.
P1 38:06>> Um, just basically I was asking um, how
P1 38:09much is the debt for the municipal
P1 38:11court? Well, that
P1 38:15that number varies of course, but uh
P1 38:22and how far back we go is the problem.
P1 38:25And so that's um I can tell you that
P1 38:28what we do is I pulled files from since
P1 38:33September of 24 for collections. And I
P1 38:37guess I looked at it from a different
P1 38:39standpoint. and I looked to see what we
P1 38:40had collected since September of 24 with
P1 38:43our current um delinquency attorneys and
P1 38:48that total was only $10,000 since
P1 38:51September of 24.
P1 38:53>> And so
P1 38:55>> we've only collected $10,000, right?
P1 38:59can you give me the So we don't have the
P1 39:03that amount?
P1 39:04>> I do not have that amount with me right
P1 39:06now. No, ma'am.
P1 39:07>> But I can get it to
P1 39:08>> Yes, you can get that amount. Okay.
P1 39:09>> But it will be a staggering number. I
P1 39:11can tell you.
P1 39:12>> What about the utility, water utility?
P1 39:14What about the
P1 39:16>> there
P1 39:18>> that number has decreased significantly
P1 39:20since the ordinance changed to where you
P1 39:22have to own the property to get your own
P1 39:24meter, but we're still in the 70 80
P1 39:28$90,000 range.
P1 39:31>> Yes, ma'am.
P1 39:34>> I'd like to get a
P1 39:35>> Sure. No problem.
P1 39:36>> Number on tomorrow. Um
P1 39:40um so that'll kind of pretty much tell
P1 39:42us because they'll take there that will
P1 39:44be um 30% of what the delinquent fees
P1 39:48are. Is that what they will be
P1 39:50recovering?
P1 39:51>> Well, we will get our fees. They will
P1 39:53add the 30% to those fees.
P1 39:57So we will get our total amount of fees
P1 39:59back. What they do cost us nothing.
P1 40:03>> Right. But they're paid out of the the
P1 40:06amount that you recover from.
P1 40:08>> Yes, we recover including their 30% then
P1 40:11we would pay them the 30%. Yes.
P1 40:13>> Yes, that is correct.
P1 40:15>> And this was the legislature enacted
P1 40:17these laws in order to uh not put the
P1 40:21burden on those defendants who pay
P1 40:22timely. This the burden is put on those
P1 40:25who try to evade, you know, or not pay.
P1 40:29And so this has really been a great uh a
P1 40:33source of I guess benefit to society in
P1 40:36general that um that you know those who
P1 40:40don't pay are the ones who actually are
P1 40:41paying that bill. So
P1 40:44>> y'all got in a system in place where
P1 40:46people that might can't afford to pay
P1 40:48>> and the judge can uh can can wave our
P1 40:52fee 100%. If you cannot afford to pay
P1 40:55your ticket, you know, there are there
P1 40:57are several options. And I don't want to
P1 40:59speak for judge warrants, but uh I, you
P1 41:02know, time served
P1 41:05a lot of times, you know, we're not
P1 41:06putting people in jail for citations
P1 41:08these days, but community service is
P1 41:10another option. But if you just aren't
P1 41:13going to pay your fee and you don't have
P1 41:15the money to pay our fee, then the judge
P1 41:16can wave our fee 100%.
P1 41:21because we still in a small town and it
P1 41:23ain't a lot of jobs and a lot of still
P1 41:25people out here still struggling.
P1 41:27>> Sure.
P1 41:28>> And this will get a lot of those out of
P1 41:29town travelers too that that we haven't
P1 41:33been getting.
P1 41:33>> We don't want to just just just
P1 41:36look at one side of people and just try
P1 41:39to get the money off of them, you know.
P1 41:41>> Sure. Because I think what he's also
P1 41:44saying because judge has talked to us
P1 41:45about it and I don't know if you've had
P1 41:47any you know observe
P1 41:49>> the judge making money so he they they
P1 41:51don't have to worry about I'm talking
P1 41:52about people really out here struggling
P1 41:54that can't pay that you know. No, I said
P1 41:56my statement. It wasn't the judge was
P1 41:58making money. What he does is he asks
P1 42:00them what they're capable of, how they
P1 42:02would if they said, "I don't have enough
P1 42:04money." He can talk and negotiate with
P1 42:07them and and we have had some that said,
P1 42:09"I would like to make a payment. I would
P1 42:11like to do this. I would like to do
P1 42:13that." But it is the bottom line is if
P1 42:15they're stopped, it is a violation. And
P1 42:18and so legally, if it's a violation,
P1 42:22it's a penalty that goes with it. But
P1 42:24they do try to wake work it out, you
P1 42:26know, and so I think I think it's been a
P1 42:28real fair way in doing it. And what I
P1 42:30like about what's being uh proposed
P1 42:35the city the way that has been set up
P1 42:38has been a full-time person that has
P1 42:40been collecting and doing the paperwork
P1 42:42and then that she actually has to make a
P1 42:44form and then send it in and they
P1 42:48collect I mean do another step in there.
P1 42:51But what this a what they're proposing
P1 42:54is that their software you just put the
P1 42:57information in and it actually runs and
P1 43:00they don't have to have it because we
P1 43:02were trying to cut back on having a
P1 43:05full-time person do it to a part-time
P1 43:09and that would save the city money in
P1 43:10that gr in that sense and also because
P1 43:15it's similar to what the county is doing
P1 43:18and we can see the results of what
P1 43:20they've had doing this proc process by
P1 43:22using that software. I think in the long
P1 43:25run that it's a win situation for the
P1 43:28city that they'll be able to uh more or
P1 43:30less get more than they were getting
P1 43:34anyway and like it's I think a
P1 43:36significant number I don't have the
P1 43:38number are from outside people that are
P1 43:42coming through the city and once they're
P1 43:44out of the city they said well they see
P1 43:46you when I see you but they they did do
P1 43:49a violation in the city so it would it
P1 43:51would be appropriate for them to make a
P1 43:54range ment rather than just ignore them.
P1 43:57But there are, like I said, I've been
P1 43:58comfortable with how when people have
P1 44:01said, I need to do something
P1 44:04differently. Can you give me a an
P1 44:07alternative to cash or can you work it
P1 44:09out so that I can do it that fits my
P1 44:12budget? And they've been really
P1 44:14complying with doing that. We have
P1 44:16several state guards also mayor. Um we
P1 44:19there are some federal and state
P1 44:21agencies that are here at the bureau is
P1 44:23another one that I think in the last 12
P1 44:26years I've received maybe there's been
P1 44:28six complaints. Uh the law firm has me
P1 44:31reply to those within 48 hours. We take
P1 44:34every every complaint that comes in very
P1 44:36seriously. I'm proud to announce that
P1 44:39we've only had six and most of those
P1 44:42have been people who have jumped around
P1 44:43the country moving from place to place
P1 44:46and I received the file and I and I
P1 44:48pinpoint where this person has been.
P1 44:51We're not, you know, we are not trying
P1 44:53to uh be ugly to people, but we say
P1 44:55this, you've been here, you've been
P1 44:56here, you this driver's license, this
P1 44:59utility account um and so please contact
P1 45:03the court. It's only been one time where
P1 45:04the person had like a [name] [name] name
P1 45:06and we, you know, apologize for, you
P1 45:09know, him receiving the letter. Again,
P1 45:11we're just we're we're we're notifying
P1 45:13people. We're not taking it to court.
P1 45:16Um, and they can come in and speak with
P1 45:17Judge [name] and uh and make their
P1 45:19arrangements. Okay. And then I know we I
P1 45:22travel through Crockett quite a bit.
P1 45:24that travel, you know, to other parts of
P1 45:25the state coming from the Luck area and
P1 45:28I just see how many trucks are
P1 45:31>> are here and and I know they just feel
P1 45:32like they can get a pass by leaving, you
P1 45:35know, our jurisdiction and going
P1 45:37elsewhere thinking that we won't find
P1 45:39them. And um we just have such a great
P1 45:42record of locating and bringing these
P1 45:44people and then let the judge make the
P1 45:47determination
P1 45:48of what is fair and right in each of
P1 45:51those cases. So that's what Judge will
P1 45:53be us.
P1 45:55>> So what kind of turnaround do you uh
P1 45:58have on once you send out letters and uh
P1 46:02to recover these fees? What kind of
P1 46:05>> because there is such a backlog to
P1 46:07counts. I' I've made the recommendation
P1 46:10that we not mail out on all of them at
P1 46:12once because it would just inundate the
P1 46:14court. I've experienced this before. So
P1 46:17my recommendation is to mail out on say
P1 46:19A through G or you know maybe a c time
P1 46:23period. You want to do the the newer
P1 46:24ones first. And so, and we can, you
P1 46:27know, again, that's going to be at uh
P1 46:29the court's uh discretion on how they
P1 46:32want to proceed, but of course, we can
P1 46:34bail them all out at the same time. Um I
P1 46:37would just caution against doing that
P1 46:39because it can be a little overwhelming.
P1 46:41But I believe uh the turnaround time if
P1 46:44the hurricane works smoothly should be
P1 46:46I'm going to say an average of 45 days
P1 46:48to get this off the ground. So it could
P1 46:51be less, maybe a little bit more just
P1 46:53depending on Tyler Technologies
P1 46:54installing the module and we have to
P1 46:57have some information back to start our
P1 46:59program but it should be a very quick
P1 47:01turnar around especially given the
P1 47:03software that you're using and how many
P1 47:05clients of ours utilize that same
P1 47:07software.
P1 47:12>> We're ready for a motion
P1 47:14>> and and council there's four action
P1 47:17items that will need to take place. Um
P1 47:20the first one you'll see is for
P1 47:24the contingency fee contract. The second
P1 47:27is for the resolution authorizing their
P1 47:2930% and the third one will be executing
P1 47:33the contract. And then the fourth would
P1 47:36be terminating the contract with Purdue.
P1 47:39So we'll need to make motions on all
P1 47:41four of those to to solidify this all at
P1 47:44one minute. Make a motion on all of
P1 47:46>> I think you probably need to do one at a
P1 47:49Okay. So, we'll start with number six.
P1 47:52Is it the res number?
P1 47:53>> Number five.
P1 47:54>> Number five.
P1 47:54>> Okay. I'm sorry.
P1 47:55>> Well, I I'll make a motion
P1 47:57>> concerning item five that we approve a
P1 47:59contingency fee contract with Lindbar.
P1 48:02Is that Goen?
P1 48:03>> Yeah. Lime Law Firm works sir.
P1 48:06>> Larger law firm works fine.
P1 48:08>> Okay. Okay. Linebar law firm for the
P1 48:11collection of municipal court debts and
P1 48:13account receivables
P1 48:15and no fee cost for delinquent city
P1 48:17water utility collection.
P1 48:19>> I second a motion.
P1 48:21>> Okay, it's been moved and second ready.
P1 48:23All in favor?
P1 48:26Opposed? None opposed. Okay. Item number
P1 48:30six, consider and approve a res Oh, I
P1 48:33forgot. That's the one that you need to
P1 48:35make a motion on. Number six.
P1 48:37>> You can go ahead and read that. Consider
P1 48:39and approve a resolution authorizing the
P1 48:41collection fee of 30% of debts and
P1 48:44account receivable for the city of
P1 48:46Crockett Municipal Court.
P1 48:48Well, I'll make a motion that we cons
P1 48:51concerning item six that we approve a
P1 48:54resolution authorizing the collection
P1 48:56fee of 30% of debts and account
P1 48:58receivables for the city of Crockett
P1 49:00Municipal Port Court.
P1 49:02>> I second the motion.
P1 49:03>> Okay, it's been moved and second. All in
P1 49:06favor? Motion carries. Number seven,
P1 49:10consider and approve authorizing the
P1 49:12execution of the city contract with the
P1 49:14Lineberger Law Firm for the collection
P1 49:16of city practice municipal court account
P1 49:20receivables.
P1 49:23Motion. Well, I make a motion concerning
P1 49:26item seven that we approve authorizing
P1 49:28the execution of the city contract with
P1 49:32Linebar Law Firm for the collection of
P1 49:34City of Crockett's municipal court
P1 49:36account receivables.
P1 49:38>> Second the motion.
P1 49:39>> Okay, it's been moved and second. All in
P1 49:40favor? Opposed? Motion carries. Uh item
P1 49:45number eight, consider and approve
P1 49:47terminating a contract with Perurdue
P1 49:49Brandon uh Fightfielder uh Collins and
P1 49:52Malt LLP for the collection of the
P1 49:55municipal courts debts and account
P1 49:58receivables.
P1 50:01>> I'll make guess
P1 50:05I'll make a motion concerning item
P1 50:07eight. We approve terminating the
P1 50:08contract with the Perdue Brandon Fielder
P1 50:11Collins and Mott LLP for the collection
P1 50:14of the municipal court debts and account
P1 50:17receivables.
P1 50:18>> I can second the motion.
P1 50:20>> Been moved and second. All in favor?
P1 50:22>> Motion carried.
P1 50:23>> I'm through.
P1 50:25>> You got it going on, bro.
P1 50:26>> You got it going on. Okay, that brings
P1 50:29us to item number nine.
P1 50:32Consider and approve a resolution by the
P1 50:34city of Crockett City denying Encore
P1 50:37Electric Delivery Company LLC
P1 50:40application to increase rates related to
P1 50:43Encore statement of intent to increase
P1 50:46rates filed on or about June 26, 20,
P1 50:502025 requiring the reimbursement of
P1 50:53municipal rates case uh expenses finding
P1 50:57that the meeting complies with the open
P1 51:04act making other findings and provision
P1 51:07related to the subject and declaring an
P1 51:09effective date.
P1 51:11>> Mayor and council
P1 51:13on June 26, 2025, Encore
P1 51:18basically
P1 51:20released an increase in its revenues of
P1 51:24about 13% and we're a member of the
P1 51:27Alliance of Encore Cities. and they're
P1 51:30requesting that city council join in in
P1 51:34opposing Encourse rate increases
P1 51:38and the resolution's in your packet.
P1 51:42>> Who made that request?
P1 51:44>> Ma'am,
P1 51:45>> who made the request again?
P1 51:46>> The Alliance of Encore Cities, which
P1 51:49we're a member of.
P1 51:54>> I'll make a motion. We oppose the rate
P1 51:56increase. I second.
P1 52:01Okay. Is that
P1 52:02>> it's moved to second?
P1 52:02>> Okay. It's been moved and second. All in
P1 52:04favor?
P1 52:06>> Okay. We don't want to raise it pretty
P1 52:08soon. We don't have to.
P1 52:13Okay. Um
P1 52:16that brings us to item number 10, the
P1 52:18executive session. I think we're having
P1 52:20it in here.
P1 52:20>> Yes, ma'am.
P1 52:21>> We'll be having it here. And thank you
P1 52:23so much. You may wait us out, but we'll
P1 52:25be in here and y'all will be out there.
P1 52:29Thank you so much.
P1 52:34You're welcome, buddy.
P1 52:37>> Good to see you, sir.
P1 52:40Arisy.

Part 2

P2 0:00The incentive free reimbursement amount
P2 0:02shall be directed toward repayment of
P2 0:05CIDC debt obligations. If Lincoln Lumber
P2 0:09conveys a Genie Skyract valued at
P2 0:13$38,000 with clear title, the city will
P2 0:17apply that amount as a credit against
P2 0:19the recapture total.
P2 0:22>> I second.
P2 0:23>> Okay, it's been moved and second. All in
P2 0:25favor?
P2 0:26Motion carries.
P2 0:29[name],
P2 0:30>> you voted for [name].
P2 0:32>> Oh, yeah. Okay.
P2 0:34>> Sorry.
P2 0:36>> All right. All of them.
P2 0:38>> Motion to make dismiss.
P2 0:43>> That was quick. [name] made motion, didn't
