P1 0:02[segment omitted]
P1 0:05somebody here. I think I'm on my way.
P1 0:08>> Baby rocket
P1 0:10>> and uh
P1 0:10>> wait till we get to
P1 0:12>> arena for Houston County Fair.
P1 0:14>> Do they pay franchise fees?
P1 0:17>> Yeah, they will.
P1 0:18>> They'll do that anyway.
P1 0:19>> They do that already.
P1 0:21>> This is just for
P1 0:26>> Did you see another one?
P1 0:29one of these that I had. I think it was
P1 0:31two of them
P1 0:32>> cable. Yeah. And so this other one
P1 0:35broadband through
P1 0:36>> through or TV. They have to pick one or
P1 0:39the other or phone phones or
P1 0:41>> Oh, I already said that. I'm I'm
P1 0:43notorious for putting it in my bag and
P1 0:45and hiding it.
P1 0:48>> Windream.
P1 0:49>> I thought I saw another one
P1 0:50>> internet and phone
P1 0:546:00.
P1 0:59house.
P1 1:00>> Oh, okay. House.
P1 1:03>> Okay, thank you.
P1 1:13>> All right, we'll give Richard I mean
P1 1:16Richard.
P1 1:17I don't know where I got Richard from.
P1 1:23>> Hey,
P1 1:24>> give him time to make it to the seat.
P1 1:28Okay, good evening everyone. We're about
P1 1:30to open our council meeting. It's 6
P1 1:32o'clock. Um we're open with an
P1 1:35invocation and a pledge.
P1 1:40>> Let us pray. Heavenly Father, we come to
P1 1:42you this afternoon. We thank you for
P1 1:45this day and thank you for the
P1 1:47opportunity to gather here this
P1 1:48afternoon pertaining to all of the
P1 1:51business of our our city. We thank you
P1 1:53for all of the citizens that are here
P1 1:55today and we ask your blessing upon this
P1 1:58meeting. And Lord, tonight we just lift
P1 1:59up all of the grieving families in our
P1 2:01community that has lost loved ones. We
P1 2:03just pray over them uh tonight, Lord,
P1 2:06and just uh use us for your praise and
P1 2:09glory and honor. And in Christ Jesus
P1 2:10name we pray. Amen.
P1 2:12>> Amen. I pledge I pledge algiance to the
P1 2:16flag of the United States of America and
P1 2:20to the republic for which it stands. One
P1 2:23nation under God, indivisible, with
P1 2:26liberty and justice for all.
P1 2:35>> Good evening everyone once again. So
P1 2:36glad that you've chosen to join us. Um,
P1 2:39this is our council meeting for July 21,
P1 2:442025.
P1 2:45Uh, with that being said, we would like
P1 2:47to recognize, we're recognizing all our
P1 2:49visitors now. Like I said, thank you for
P1 2:50taking our time for it. Seemed like I've
P1 2:53been away a long time. You missed one
P1 2:54meeting, it's like, wow, a long time has
P1 2:57passed in between that. So glad to be
P1 2:59back with you. Uh so with that
P1 3:01recognition we have uh well we have one
P1 3:04comment
P1 3:06uh from the audience. Stephen
P1 3:10>> Milhouse Bar
P1 3:11>> Milhouse Bar uh you may come.
P1 3:16Stephen,
P1 3:19>> are you Stephen?
P1 3:22>> Stephen.
P1 3:26>> Okay. Um
P1 3:28>> um I'm sorry. Are you Stephen? Standards
P1 3:30will allow bar.
P1 3:31>> Okay. Where you would
P1 3:33>> private area specific.
P1 3:34>> Okay. Let me just uh explain the
P1 3:37process.
P1 3:38>> Uh okay. It's going to be difficult. Uh
P1 3:41you'll be able to come to the mic. You
P1 3:43have three minutes to express yourself
P1 3:45and at that time no one on the council
P1 3:47will respond simply because at this time
P1 3:50it's strictly what you have to say.
P1 3:51>> Yes. Could could a letter also follow up
P1 3:54at a later date on this on this subject
P1 3:59letter?
P1 4:00>> Okay, you may express what you said, but
P1 4:02we won't respond to you because that
P1 4:04this is just strictly that. So, if you
P1 4:06need to speak into the mic
P1 4:09on this thing, is there going to be a
P1 4:12definition particularly with floods that
P1 4:15would differentiate from any other
P1 4:17thing, any other warning coming over the
P1 4:19siren?
P1 4:24Okay. So, I guess that address later on
P1 4:28>> because we're not suggesting as some
P1 4:29kind of code or something at least
P1 4:31define that because that is a a imminent
P1 4:35threat more so than a whole bunch of
P1 4:39others because we have more more warning
P1 4:42time than others. Uh number two is the
P1 4:46city of Crockett, Texas and perhaps all
P1 4:50other city in Texas
P1 4:56could accommodate in the education
P1 4:59system
P1 5:01uh grades 1 through six
P1 5:05a whole economics
P1 5:08uh course
P1 5:11in the curriculum.
P1 5:13that would address safety issues and
P1 5:16emergencies to those children in a uh
P1 5:21what do you call it a knowledgeable
P1 5:23intelligent intelligent method
P1 5:27and u
P1 5:29u particularly uh I'm referring to the
P1 5:32the problems we had in with the fire
P1 5:35last year months ago and so if that
P1 5:39could be incorporated even city, county,
P1 5:44state, and federal
P1 5:46with home economics course uh is a part
P1 5:52of that students
P1 5:55grade uh curriculum. Doesn't have to be
P1 5:59a whole time incorporated into that. So,
P1 6:02is anybody have any questions or
P1 6:04answers? Those are my concerns. Is there
P1 6:07any response to this or
P1 6:09>> No.
P1 6:10>> Okay. Okay. Thank you.
P1 6:12>> Thank you. U just for clarification
P1 6:15during the moment when you do the your
P1 6:18three minutes uh it's not according to
P1 6:21policy the council will not respond. We
P1 6:23will hear you but we won't make a
P1 6:25response to what you said but we do
P1 6:28appreciate anyone that has comments or
P1 6:30recommendation. So thank you again.
P1 6:34And that brings us to um
P1 6:38item number one, approval of minutes
P1 6:41from the regular session July 7, 2025.
P1 6:44And once again on the minutes,
P1 6:48uh it's basically you agree that the
P1 6:50minutes are there and not whether they
P1 6:53people told the truth to your
P1 6:56understanding. It's just an approval
P1 6:57that the minutes were taken and that's
P1 7:00all it is.
P1 7:02Not to the quality of what's in the
P1 7:04minutes. I know we've had some question.
P1 7:05They say, "Y'all approve this." No, you
P1 7:07just approved that the minutes went
P1 7:09forth and that statement happened
P1 7:11whether you agreed with it or not.
P1 7:14>> I mean, does everyone understand what
P1 7:16meant? So, it's if you said something is
P1 7:18wrong in the minutes, it is not it's
P1 7:20just that it was recorded as was and not
P1 7:23with a discussion.
P1 7:25>> I make a motion to approve.
P1 7:27>> I second. Okay. It's been moved and
P1 7:29second.
P1 7:32All in favor? Yes.
P1 7:34>> All oppose? Motion carries. Okay, that
P1 7:37brings us to the reports of police
P1 7:39department manpower and criminal
P1 7:40incident report for June 2025.
P1 7:45>> Good evening, mayor, council, citiz
P1 7:49manpower and criminal activity report
P1 7:50for June 2025.
P1 7:53Total of 16 officers worked 2527
P1 7:57hours. responded to 424 calls,
P1 8:01investigated six traffic accidents, made
P1 8:0443 arrests, issued 39 390 traffic
P1 8:09citations, completed 77 reports, and
P1 8:13responded to 17 alarm calls. 14 of those
P1 8:1617 were false alarm. Below, you'll see a
P1 8:19breakdown of our criminal report. I'll
P1 8:22entertain any questions you may have.
P1 8:27>> I know that is been asked a little bit
P1 8:30about the high presence of law
P1 8:33enforcement from outside the police
P1 8:35department with the with the uh highway
P1 8:38patrol and others. Can you kind of just
P1 8:41give a highlight on what that is?
P1 8:43>> So, especially for the Fourth of July
P1 8:45event, the fireworks event, I requested
P1 8:47the sheriff's office and DPS to to join
P1 8:51us and help patrol the streets and be in
P1 8:54the area during our event. Those are
P1 8:58prime
P1 8:59times and prime targets for things to
P1 9:01happen. So the more law enforcement
P1 9:03presence we have, the less likely
P1 9:05something something is to happen. So
P1 9:08especially during that event, you saw a
P1 9:10higher presence of law enforcement than
P1 9:12normal. That's something that we
P1 9:14requested from the state and from the
P1 9:17sheriff's office. And I know currently
P1 9:19with the state, they they finally gotten
P1 9:21back up to full staff for their highway
P1 9:22patrol in our county. So, I think we're
P1 9:24going to see a larger presence of
P1 9:26highway patrol just because they're back
P1 9:28up to fully staff.
P1 9:31>> Okay.
P1 9:32>> There's been a lot up there
P1 9:35on the loop.
P1 9:38>> Is that That's not normal. I mean,
P1 9:40they're normally in the county. What is
P1 9:44>> So, that's not anything that we've
P1 9:46requested. Uh, but that's also something
P1 9:48that's up to their their chain command.
P1 9:51They can stop traffic. they can run
P1 9:53traffic anywhere really.
P1 9:56Um, so that's that's something we have
P1 9:59to address with the uh the DPS as to why
P1 10:03we're doing that.
P1 10:05>> Okay. And how is the since we've got the
P1 10:09new signs, blinking signs, uh, have we
P1 10:12been how's the 18-wheeler situation on
P1 10:16the square?
P1 10:16>> So, the truth is I don't know that it's
P1 10:18really slowed down a whole lot. I do
P1 10:20think that it's helped a little bit. Um,
P1 10:23just in the month of June so far, I
P1 10:25think we've issued 16 citations to truck
P1 10:29drivers coming through downtown or
P1 10:30failing to take the truck route.
P1 10:33Some of those some of those trucks that
P1 10:34come in, they do have a legal purpose to
P1 10:37to be in downtown if they're making a
P1 10:38delivery the furniture store, Brookshire
P1 10:41Brothers or places on the square. And
P1 10:44the truth is there just some of those
P1 10:45trucks that we just don't catch. because
P1 10:48the officers are out on calls or they're
P1 10:50in other parts of the town. We receive
P1 10:52calls sometimes from citizens saying,
P1 10:54"Hey, there's a truck coming across the
P1 10:55square." We do try to get there and get
P1 10:58them stopped in time, but but not all
P1 11:00the time that that happens. And I will
P1 11:03say there are times that people may see
P1 11:05the officers get behind the truck on the
P1 11:07square and they're going to follow it
P1 11:08out of town because if they stop that
P1 11:10truck on the square on any one of the
P1 11:12side streets, it's going to completely
P1 11:14shut down. So, um, there are times that
P1 11:18you may see an officer falling behind a
P1 11:21truck. What he's doing is he's waiting
P1 11:23until he gets in an area where it's a
P1 11:25little safer to make that stop.
P1 11:29>> Think that's a good thing.
P1 11:31>> Any other
P1 11:33>> I had one thing. If council doesn't have
P1 11:35anything, I'd like to thank the police
P1 11:37department and the fire department. I'll
P1 11:39catch [name]. Um both of y'all were very
P1 11:42supportive of our community events in
P1 11:45the um at the housing authorities. Uh we
P1 11:47had two and we're going to have uh two
P1 11:50next week. And so um we're doing some
P1 11:54public safety messaging to them. Um how
P1 11:57to keep the plumbing safe, the what
P1 11:59things that they can pour down their
P1 12:01drains, things that shouldn't be poured
P1 12:03down. And had a really nice event. The
P1 12:05housing authority did a snow cone
P1 12:07machine and popcorn. and we had a
P1 12:09giveaway and uh anyway just good turnout
P1 12:12and we it's really nice when all the
P1 12:16fire departments, police departments
P1 12:17come and let people you know people
P1 12:19spray the fire hose and things like and
P1 12:22be involved. So thank you
P1 12:24>> and yeah it was a really good job found
P1 12:27out if you put potatoes into a sink
P1 12:30regardless if you pour water you make
P1 12:32mashed potato and it clogs up the city.
P1 12:35That was what I my takeaway. But they
P1 12:38did a really good the things that you
P1 12:39didn't really really think about. They
P1 12:41shared so much and they I mean I think
P1 12:44council was here at one or two with but
P1 12:48it was quite a few and the the the gifts
P1 12:51were really nice and the information was
P1 12:53wonderful
P1 12:54>> and I have to apologize because I didn't
P1 12:56follow I didn't read the rules didn't
P1 12:58know the rules but uh one of my
P1 13:00giveaways was a swimming pool and they
P1 13:03they're not allowed to have swimming
P1 13:06>> you going to get a sticker.
P1 13:07>> So I'm so sorry. I'm so sorry, but the
P1 13:10baby but the baby left with a smooth.
P1 13:13>> She can't play.
P1 13:14>> Yeah,
P1 13:16in the house
P1 13:18>> out of sight. Well, thank you so much.
P1 13:20We appreciate that. At this time, um we
P1 13:24have our fire department
P1 13:26monthly activity status report.
P1 13:29>> Good evening, Mayor Council.
P1 13:30>> Good evening.
P1 13:31>> For the month of June, we had a total of
P1 13:3440 calls. 27 of those being respons
P1 13:49like the water is slowing things down.
P1 13:51>> Yes.
P1 14:03I want to thank you uh for for our visit
P1 14:06the other day. Promised I was coming and
P1 14:08I did come and I appreciate you kind of
P1 14:10giving me a tour and give me an
P1 14:13explanation of how everything has
P1 14:14actually ran. So I appreciate that.
P1 14:19>> Y'all welcome by
P1 14:23questions.
P1 14:29Thank you.
P1 14:30>> Thank you. Appreciate it.
P1 14:34>> Okay. Uh
P1 14:36at this time, we're the item number for
P1 14:39our business. Um considering approving a
P1 14:42reappoint of members to the parks and
P1 14:45recreation board. Mayor and council,
P1 14:48this is the time of year when our some
P1 14:51of our commissions and boards expire, uh
P1 14:53their appointments expire. And so on the
P1 14:57parks and reccks board, uh these members
P1 14:59have all um wished um all wished to be
P1 15:04reappointed.
P1 15:08the parks and reccks board, we've seen
P1 15:09that as one. I know recently they
P1 15:11haven't been very busy. we haven't had
P1 15:14money to spend or, you know, activities
P1 15:17going on that required their input, but
P1 15:20they're an invaluable board um to bring
P1 15:22in a public perception and and kind of
P1 15:26advise us on expenses and priorities and
P1 15:29things that they need, you know, that
P1 15:31and kind of look out for us a little
P1 15:33bit. So, it's an advisory board.
P1 15:36>> Um, and these are the members.
P1 15:38>> These all come up at the same time.
P1 15:39>> Yes, sir.
P1 15:42One of Oh, I'm sorry. One of the I mean
P1 15:45while you're doing while we're just in
P1 15:47general because one of the things I
P1 15:48would just like to u encourage the board
P1 15:50members I I know you see them a lot but
P1 15:52there are a lot of different things
P1 15:54taking place in the park and around
P1 15:56>> and even when you're not having meetings
P1 15:58I think it's a good idea just to get a
P1 16:00feel for what kind of activities that
P1 16:03are taking place over there and it
P1 16:06>> and you know I think it just give you a
P1 16:08feel for where we need to look for more
P1 16:09money and where we
P1 16:11>> but there there have been I've noticed
P1 16:13the increase in birthday parties and
P1 16:16family gatherings and and it is really
P1 16:19really busy.
P1 16:20>> Both parks stay really busy. We um we'd
P1 16:23like to continue bringing in some
P1 16:25grants. Hopefully we can land the the
P1 16:28big one that we've applied for. Um and
P1 16:31so if that does happen, then once again
P1 16:34the parks board advisory board would
P1 16:37will get busy again if we if we do get
P1 16:40that grant.
P1 16:41>> That's good. So, I just make a
P1 16:43recommendation that we appoint those
P1 16:44that are currently on the board and wish
P1 16:47to serve again.
P1 16:48>> I make a motion that we approve the
P1 16:50reappoint of the members to the parks
P1 16:52and recreation board.
P1 16:54>> Second.
P1 16:54>> It's been moved and second. All in
P1 16:56favor?
P1 16:59Motion carries.
P1 17:01Okay. Bring us to the next one.
P1 17:05>> The next board is uh the reappoint of
P1 17:08members to the board of adjustments. Uh
P1 17:11the board of adjustments serves in a
P1 17:13capacity that when
P1 17:15when um there's an appeal process or
P1 17:18there's a request for a special
P1 17:20exception
P1 17:21um for ordinances and code code
P1 17:24enforcement issues. Um this is the first
P1 17:27process of appeal um for the citizens to
P1 17:30appeal um
P1 17:33code and you know our local ordinances
P1 17:36and code enforcement issues. Um and then
P1 17:38after that it can be escalated to uh
P1 17:41council. But these are four members that
P1 17:43y'all appoint to hear the citizens.
P1 17:46Um and they're wishing to um continue
P1 17:50their service. Michael Briner, Joe
P1 17:52Denman, David Tyer, Samantha Wy, and
P1 17:54Lois Ball.
P1 17:58>> Okay.
P1 18:00What's the council pleasure?
P1 18:01>> I make a motion that we accept the
P1 18:04reappoints of the board of adjustments.
P1 18:08Second.
P1 18:09>> Okay. So moved and second. All in favor?
P1 18:12Motion carries? No opposed.
P1 18:15All right.
P1 18:17>> Next one, mayor and council, is the
P1 18:19reappoint and new appointment of members
P1 18:21to the library advisory board. This is a
P1 18:24a very active board. Um we have lots of
P1 18:27lots of programming um and and needs for
P1 18:30this advisory board. Um, current members
P1 18:34are Jessica James, Paula Hackett, Linda
P1 18:36Bulock, Ashley Sibi, Ashley Young, and
P1 18:39um, Mr. Jose Cruz uh, resigned requested
P1 18:43to uh, drop off the board and
P1 18:47uh, the public the advisory board of the
P1 18:50library
P1 18:52went out and tried to find some others
P1 18:54that were wishing to serve and they
P1 18:56recommended uh, Miss Alicia Bailey.
P1 18:59>> Good job. So that would be up to y'all
P1 19:01to nominate and approve. So she'll be
P1 19:03the new member and the rest will be
P1 19:05reappoints.
P1 19:06>> And these are three years.
P1 19:07>> So we separate them.
P1 19:09>> They would all be um
P1 19:13>> So I'm sorry. Yes, you're you're
P1 19:15correct. We do the reappoint.
P1 19:16>> So the two reappoints are Jessica James,
P1 19:18Paula Hackett, and the new appointment
P1 19:20is Alicia Bailey, and those are all
P1 19:22effective this month.
P1 19:24>> The new appointment. So you can do those
P1 19:26in one motion.
P1 19:28>> Okay. I make a motion that we re we
P1 19:31reappoint
P1 19:32um all those who are members that need
P1 19:35reappointing namely Jessica James and
P1 19:38Paula Hacket.
P1 19:39>> Okay.
P1 19:39>> Um and and uh nominate
P1 19:43and and appoint a nominated name which
P1 19:46was which is Alicia Bailey.
P1 19:48>> Alicia Bailey
P1 19:49>> uh to serve on the Crockett Public
P1 19:51Library Advisory Board.
P1 19:53>> Okay,
P1 19:54>> I second.
P1 19:55>> Okay, it's been moved and second. All in
P1 19:57favor?
P1 19:59Motion carries.
P1 20:02>> Thank you.
P1 20:04>> It's good to have people that want to
P1 20:06work on the boards.
P1 20:08>> It's not as easy to feel as you would
P1 20:10think.
P1 20:11>> So, thank all of you that are here for
P1 20:13your service. Uh brings us to item
P1 20:17number five.
P1 20:19Consider and approve reappoint
P1 20:21men. Oh, I got them all in there. Okay.
P1 20:24Five and six. I'm sorry. Five and six.
P1 20:27Now we're down to seven. Item number
P1 20:29seven, a public hearing on the planning
P1 20:31and zoning commission final report for
P1 20:33recommended zoning map amendments to
P1 20:36change the zoning district from M
P1 20:39manufacturing
P1 20:41warehousing and wholesale district to R2
P1 20:46to two family residential district or to
P1 20:51multiple family residential district for
P1 20:53several parcels of land within a strip
P1 20:56of priorities. generally located between
P1 20:59Martin Luther King Junior Boulevard on
P1 21:02the east sycamore street or Sycamore
P1 21:06Street right of way on the west and the
P1 21:09west golad avenue on the north and the
P1 21:12Berles Avenue on the south
P1 21:15mayor and council um this this is a
P1 21:19request that was initiated we had a
P1 21:22couple
P1 21:23local property owners requesting to
P1 21:27um either build homes or go through a
P1 21:30specific use permit uh for a home
P1 21:33in a manufacturing area. This this whole
P1 21:36strip of land is currently designated as
P1 21:38manufacturing. And so
P1 21:41that brought it to our attention that
P1 21:44instead of spot zoning is what it's
P1 21:46called is when you have a a whole
P1 21:48manufacturing district and you spot zone
P1 21:51you do a spot zone change that does not
P1 21:54fit the overall
P1 21:57designation. you you start create that's
P1 21:59the that's the point of having zoning is
P1 22:01to have people that maybe don't don't
P1 22:04want loud noises or sounds beside them
P1 22:06and manufacturing um right next to their
P1 22:09house. Um, and so we were basically
P1 22:13doing the opposite, allowing homes to go
P1 22:15in within a manufacturing area. And it
P1 22:20really brought to attention the other
P1 22:21homes that are already currently in that
P1 22:24strip of land that are not probably not
P1 22:27aware that they're in a manufacturing
P1 22:29district that was zoned back back in the
P1 22:3170s initially and it kind of went
P1 22:33through a few updates, but that area was
P1 22:35just never really zoned. At that time,
P1 22:37there were some manufacturing. There's
P1 22:38some feed stores and some stuff along
P1 22:41MLK Commerce and stuff. So, there just
P1 22:42kind of a block of land designated for
P1 22:44manufacturing. However, all those have
P1 22:46gone away and residential seems to be
P1 22:48the prominent use. Um,
P1 22:51that being said, our infrastructure is
P1 22:53not developed in that area. The the
P1 22:55streets, they're residentially zoned
P1 22:56streets. Our our water and sewer,
P1 22:59electricity, gas, all of those are not
P1 23:01manufacturing
P1 23:03capacity. So, we would request that we
P1 23:07do another oneb block change back to its
P1 23:09current uses and to help other people
P1 23:12that want to develop the land um for
P1 23:14residential uses and protect those that
P1 23:16are already there. Um I do have a couple
P1 23:19uh a map
P1 23:23and in your package you do have the
P1 23:24report from PNZ, but this is the map
P1 23:29starting right here is MLK. This is West
P1 23:32Golad at the top right here beside the
P1 23:34railroad tracks is the underpass on West
P1 23:36Golad. And so just following from there,
P1 23:39one block over going south,
P1 23:42continuing to go south, you get up to
P1 23:45West Bell Avenue. All of that will be R2
P1 23:48until you get to the block closest to
P1 23:51West Bell. Bell currently has a couple
P1 23:54manufacturing
P1 23:56commercial
P1 23:58current uses along Bell.
P1 24:01leave that
P1 24:04manufacturing
P1 24:06across the road. That first block is
P1 24:09also most of it probably needs to be
P1 24:11demolished. Those those buildings, they
P1 24:13need to be they need to go through some
P1 24:16planning or some uh u code enforcement
P1 24:19to clean some of those lots up. But this
P1 24:23vac these are all vacant and houses that
P1 24:25need uh demolished already. There's two
P1 24:27vacant lots here that would be impacted
P1 24:29and one house that is completely
P1 24:31unlivable is falling in. And so it would
P1 24:35make sense to keep that manufacturing
P1 24:37since it would be undeveloped land.
P1 24:40And then moving south further, we go
P1 24:43back to residential to as we get up
P1 24:46closer to it Williams Park and the
P1 24:48residential other blocks that are
P1 24:50currently residential. we would switch
P1 24:53back from commercial and get back into
P1 24:54residential to get close to the
P1 24:57residential uses current. Um,
P1 25:02does that is that I know it's kind of a
P1 25:06short explanation, but does that make
P1 25:07sense or are there any questions on
P1 25:11We do have two current
P1 25:14at least one one other a request but
P1 25:17they're not moving forward but the other
P1 25:19one they're waiting on go
P1 25:21>> for this to happen so they can start
P1 25:23their process for a residential use
P1 25:28>> what are we in discussion so basic so I
P1 25:32kind of like some of my constituents of
P1 25:34concern because you have a family member
P1 25:37that owns property um I think in that
P1 25:40area. So, they were asking that in the
P1 25:43event to make any decision any decisions
P1 25:47um on property in that area, would you
P1 25:50be uh would you recuse yourself from
P1 25:54making any decisions um on any of that
P1 25:57property?
P1 25:58>> Right. Well, I'm not a decision maker,
P1 25:59so I just present it to y'all to make
P1 26:01the decision. There is a family there,
P1 26:03Mr. Timothy Ard. Timothy Ard two houses
P1 26:06down from West Golad.
P1 26:10is is purchasing a home um under owner
P1 26:14finance from my my father. Um but that's
P1 26:17also um I stand nothing to gain or lose
P1 26:20from this. This is for the residents
P1 26:22that live there. He's currently the
P1 26:24owner because he's under owner
P1 26:25financing. Mr. Timothy,
P1 26:27>> and you're asking [name] to
P1 26:29>> I don't
P1 26:31have the reason I asked that because he
P1 26:33was saying
P1 26:34>> [name] never makes a a vote on this.
P1 26:36>> But
P1 26:37>> he never makes a vote. Why would you
P1 26:39even ask that?
P1 26:40>> Because the charter
P1 26:42>> the charter he's just presenting this if
P1 26:44I'm a vote.
P1 26:45>> That's a slap in the face.
P1 26:46>> No.
P1 26:47>> Okay. That we're going to hold off one
P1 26:49second.
P1 26:49>> Say it said employee
P1 26:53>> doesn't matter if you're making a
P1 26:54decision. Yes, ma'am.
P1 26:55>> Yes. I'm not making a decision.
P1 26:56>> Well, it's the Okay. Let's just
P1 26:59>> We make the decisions. He don't. He
P1 27:01presents it. We make the decisions.
P1 27:02>> Okay. Well, we'll stop for one second.
P1 27:05Okay. even though and what the question
P1 27:08>> would it influence him because he
P1 27:11doesn't have a vote in it wouldn't
P1 27:13influence him either way whether he was
P1 27:15employed or not employed or whether he
P1 27:17was a part of it so that what this is
P1 27:19going to depend on it would depend on
P1 27:21the council voting and the council would
P1 27:24be the only one that would determine
P1 27:26whether this this would be allotted. So
P1 27:28that would like you said it's kind of
P1 27:30irreverent in the sense that he wouldn't
P1 27:33have a vote either way.
P1 27:35It was fully disclosed and reported
P1 27:36>> and it was and what the question is. So
P1 27:40right now with it being posted the
P1 27:43strongest concerns would come from those
P1 27:46that have residential that have because
P1 27:49it would go to a residential area and
P1 27:51that's what it's being moved to and
P1 27:53right now it is residential property.
P1 27:57So, um, with that being said,
P1 28:00>> this is a public hearing. Um,
P1 28:02>> and the public is free to speak. We had
P1 28:05a public hearing through planning and
P1 28:06zoning. Um, everyone that showed up
P1 28:09spoke in favor of it. They did have some
P1 28:11questions as to the process. Once it was
P1 28:14explained to them, everyone was in
P1 28:16favor. We did, I think Mr. [name] has
P1 28:19another letter. She requested it to be
P1 28:21read today because she could not attend,
P1 28:22but she is a homeowner there.
P1 28:25>> Okay. We receive this today is from
P1 28:27Gloria Baker. She says, "My name is
P1 28:30Gloria Baker, property owner of 808
P1 28:32Sycamore Street in Crockett, Texas. I
P1 28:34will not be able to attend the meeting
P1 28:36tonight due to travel and long distance.
P1 28:39My vote is to ensure the area listed be
P1 28:42residential only. I recommend planning
P1 28:45and zoning for residential."
P1 28:48>> Now, don't get me wrong. I want to see
P1 28:51it residential cuz I do I was voted in
P1 28:54by the constituents. Sure.
P1 28:55>> And if they have a concern, I have to
P1 28:57bring that concern forward.
P1 28:59>> Well, you stated it.
P1 29:00>> Got you.
P1 29:00>> That's it. You stated and it has been
P1 29:02addressed.
P1 29:03>> I'm trying to see what's like you're
P1 29:06doing it just for a few people that want
P1 29:08to receive it or we just
P1 29:10>> you're doing what?
P1 29:11>> So, we put we sent out certified letter
P1 29:13to every um resident, every person that
P1 29:19>> and owns property. even if they don't
P1 29:21own even if they don't live there, they
P1 29:22receive letters
P1 29:24>> explaining the process, giving them a
P1 29:25phone number to call for questions.
P1 29:28>> It's it's an attempt. We could have
P1 29:30ignored this and just trucked on and
P1 29:32made one by one.
P1 29:35>> Um but it didn't feel like it was in the
P1 29:37best entrance of all the people that
P1 29:39currently live there. We're not looking
P1 29:41out for them. If a if a tire shop can
P1 29:43move in next door to one of them and
P1 29:45they wake up and you know they bought it
P1 29:47maybe 10 years ago and didn't know this
P1 29:49is a manufacturing zone, we have no
P1 29:51recourse to say a tire shop or something
P1 29:54else a
P1 29:56commercial business move in next door to
P1 29:57them working all night, you know. And
P1 30:00so, um, in that in that intent to look
P1 30:02out for the the entire group of
P1 30:05homeowners and the people that own
P1 30:07property that might want to develop it
P1 30:08for more homes that are currently
P1 30:10restricted, um, it benefits everyone.
P1 30:14>> Like a a barber shop, something that
P1 30:16might not be as loud.
P1 30:17>> Yeah. So, we have two manufacturing
P1 30:20zones that that would fit into.
P1 30:23Um if it's in those other two areas,
P1 30:26then that could also be considered it's
P1 30:29called um a commercial one. So it's a C
P1 30:31it's residential commercial use and they
P1 30:35can request for it. They just ask for a
P1 30:37specific use or a spot or a zone to for
P1 30:40that specific use. But then you at least
P1 30:42have some control that it's not
P1 30:45something that you that it's really
P1 30:47unsightly like a barber shop would be.
P1 30:49They can request it and go through the
P1 30:51process. If you flip the cards and it's
P1 30:54all manufacturing, anything can happen.
P1 30:56And we and the neighbors can't stop it.
P1 30:58We can't stop it. So to best look out
P1 31:01for them,
P1 31:03um that's a request and concurrence with
P1 31:06everybody that owns and lives there,
P1 31:08owns property and lives there, everybody
P1 31:09agrees that it's good for them.
P1 31:13>> So just to back it up, just to ensure
P1 31:14that you knew I was coming from the Yes,
P1 31:16ma'am. charter um article what 15 um
P1 31:20section 153 personal interest where it
P1 31:23says no officer or employee of the city
P1 31:26of Crockett shall have a financial
P1 31:28interest direct or indirect in any
P1 31:31contract with the city of Crockett or be
P1 31:34financially interested directly or
P1 31:36indirectly in the sale to or by the city
P1 31:40of Crockett of any land except on behalf
P1 31:43of the city of Rocket as an officer or
P1 31:46employee anyone will willingfully
P1 31:48violation of this section shall
P1 31:52constitute a feeence in office uh and
P1 31:55any any officer of employee guilty
P1 31:58thereof shall forfeit his office or
P1 32:01position so I'm just wear
P1 32:05and who up here has that
P1 32:07>> okay excuse me
P1 32:08>> who up here has that
P1 32:09>> are you following me
P1 32:10>> I'm just saying who up here has that
P1 32:12>> has what he interest he he has interest
P1 32:15What I'm saying? No, I don't. Let me
P1 32:16explain to you. No, I don't.
P1 32:18>> Okay, hold up. What's the outcome?
P1 32:19>> Okay, we don't. Okay, hold up.
P1 32:21>> What explain to you is that he has
P1 32:23indirect cuz his dad
P1 32:25>> he has no interest in that. He is his
P1 32:28own person.
P1 32:30>> But if if anything was happening, one if
P1 32:33I was making any if I was deciding
P1 32:36decisions tonight
P1 32:37>> and or I stood to benefit, I would have
P1 32:40to recuse. None of those are the case.
P1 32:41We're not selling land. We're not we're
P1 32:43not agreeing entering into contracts. No
P1 32:46money is passing anyway. So it's
P1 32:48irrelevant. As
P1 32:49>> far as I know, he has never placed a
P1 32:51vote at all on this.
P1 32:54>> Explaining
P1 32:56what my concern was
P1 32:58at this time. Hold up. Hold up. Bring
P1 33:01that up.
P1 33:01>> Hey, hey, hey, hey. One second, sir.
P1 33:04>> No, nobody's arguing. You stated yours.
P1 33:06You're having a conversation. Okay.
P1 33:07We've heard it. It's done. It's done. We
P1 33:10Thank you.
P1 33:10>> I just want to make sure.
P1 33:11>> Thank you. There you go.
P1 33:12>> Thank you. Okay. Now, we're we're past
P1 33:15that. It's already been discussed,
P1 33:17already been covered because it doesn't
P1 33:19apply at this point. So, the question
P1 33:22that was on is that we were dealing with
P1 33:24the fact
P1 33:26about how it was posted and I think that
P1 33:28was explained fully and that right now
P1 33:31the majority of the land is residential.
P1 33:34The point of it was to protect those
P1 33:36that had houses and land over there
P1 33:38already. There will be two designated
P1 33:40section for manufacturing but right now
P1 33:44the way it is written any manufacturer
P1 33:47can move in there and there's nothing
P1 33:49that can be done about it because it has
P1 33:51been designated as that area. You can't
P1 33:54really deny them. So the protection the
P1 33:57people that have homes over there
P1 33:58wouldn't be fully protected. The goal
P1 34:01today is to open it up to those people
P1 34:05who are most affected by it to have
P1 34:07their opinion. Do they want it to change
P1 34:10to residential
P1 34:12first? That would be their choice. And
P1 34:15if you seen all of the announcement,
P1 34:16everybody has been notified. They have
P1 34:18giant signs in every area of it. And so
P1 34:21that's where it would go. So whether it
P1 34:24comes down when it comes to the final
P1 34:28part of it and like you say everyone can
P1 34:30have it but it's not open for just a
P1 34:33I mean the rules are not going to
P1 34:35change. It's open to the people that are
P1 34:38able to vote on it and that's where it's
P1 34:41going to take.
P1 34:42>> Has there been a response from those?
P1 34:44>> Yeah. And those are the ones that are
P1 34:46affected by
P1 34:47>> response.
P1 34:48>> No negative. Okay.
P1 34:49>> They were all requesting that it happen.
P1 34:51>> Okay.
P1 34:51>> They want to protect your name. vote.
P1 34:53This is a public hearing. So, if we have
P1 34:55any um people in the public tonight that
P1 34:57would like
P1 34:58>> to speak for or against
P1 35:00>> that are vested parties
P1 35:03>> um that own property there, then the
P1 35:06public hearing is open for them.
P1 35:10>> Okay. Is it
P1 35:13does no one else have any public
P1 35:16>> Okay.
P1 35:18So, at this time, we're officially
P1 35:21closing the public hearing.
P1 35:22>> I make a motion to
P1 35:25>> agenda. Motion. Yeah.
P1 35:30>> Okay.
P1 35:33>> number eight.
P1 35:33>> And now we go to number eight.
P1 35:36>> Okay. Consider and approve planning and
P1 35:38zoning commission recommended zoning map
P1 35:40amendments identified in the
P1 35:41commissioner's final report.
P1 35:44Item number eight.
P1 35:56Are there any other questions on the
P1 35:58zoning
P1 36:00recommendation their map?
P1 36:04>> Just to be clear, so you make it
P1 36:06residential and for small business, not
P1 36:09no big tire shop or something like that.
P1 36:11if they want to come in, they can always
P1 36:14come to the city
P1 36:16>> like we do.
P1 36:18>> Yes, sir.
P1 36:20>> And if it's in this block here, the
P1 36:22first block on the side of uh Mr. Bats
P1 36:26and if it's on the other side, both of
P1 36:28those blocks are manufacturally zoned.
P1 36:31So, they're very liberally commercially
P1 36:33zoned. You can do quite a few
P1 36:37>> commercial activities on those two
P1 36:39blocks. talking about in the other
P1 36:41>> and then the other ones they would just
P1 36:43present their request to the PNZ and the
P1 36:45council and council approves to
P1 36:47>> change just that one specific area just
P1 36:50to make sure that it's something that
P1 36:53>> marries up well you know it's something
P1 36:55they want beside a residential
P1 36:57>> that is
P1 36:59like a barber shop
P1 37:00>> property owners don't come to say no
P1 37:02>> right
P1 37:03>> you know what I'm saying
P1 37:03>> because they have the ability the
P1 37:05property owners have the ability
P1 37:06>> you live when you live around there you
P1 37:08>> yeah what I'm It's more than 15 people.
P1 37:11Might be 15 people to say yes.
P1 37:13>> Yeah. Yeah. Yeah. And then that'd be
P1 37:15good for you.
P1 37:17>> All right. Any other
P1 37:20conversation?
P1 37:24>> So,
P1 37:26is it ready for
P1 37:27>> Yes, ma'am.
P1 37:28>> Okay. Can we get a motion? I make a
P1 37:30motion to consider and approve the
P1 37:32planning and zoning commission's uh
P1 37:34recommended recommended zoning map
P1 37:37amendments identified in the
P1 37:39commission's final report.
P1 37:41>> Okay, we have a uh
P1 37:43>> I see.
P1 37:44>> Okay, it's been moved and second. All in
P1 37:45favor?
P1 37:47Motion carries.
P1 37:49>> Okay, it moves us to item number nine.
P1 37:53Consider and approve lease agreement
P1 37:55between the city of Crockett, Texas and
P1 37:58Watch Band Texas LLC.
P1 38:02Mayor and Council, this is uh Watch
P1 38:04Brand approached us. Um
P1 38:08the water tower that's out by the school
P1 38:11school district across the road by the
P1 38:13state school.
P1 38:15that area is underserved for broadband
P1 38:18for for um internet
P1 38:20and watch is really wanting to bump up
P1 38:22services on that side of town. Um that
P1 38:25being said, our water tower is
P1 38:28130 ft in the air and prime real estate
P1 38:31for them to put a small repeater on that
P1 38:35would give service to that area. So they
P1 38:37they request they came to us and asked
P1 38:39if we would consider allowing them to
P1 38:43mount that hardware to the top of the
P1 38:47in lie of services. So they asked for a
P1 38:50and and we've been thinking about it. We
P1 38:52just never really took the initi took
P1 38:55the step of paying for internet in
P1 38:59certain areas that it just hard to kind
P1 39:01of justify that need and that expense.
P1 39:04One of them was our um a arena. Um but
P1 39:08yet here lately, this last year, we've
P1 39:10had several requests to get internet
P1 39:13over there. One of them is for the
P1 39:14county fair when they do their
P1 39:16auctioning for their um at the end of
P1 39:18the show and they really like to they
P1 39:22they really want internet over there,
P1 39:24but it's pretty expensive for that one
P1 39:26one or two things a year. But providing
P1 39:28internet over there would really help um
P1 39:31allow people to stream services over
P1 39:33there. Um whether it be their music or
P1 39:36DJ or anything that's going on, they'll
P1 39:38have internet services. Um the other one
P1 39:41the other two that they offered that we
P1 39:42don't have current internet services at
P1 39:44is both of our parks for us to put up
P1 39:47some kind of a hub to allow for um we've
P1 39:52been having a rash in both of our parks
P1 39:57people destroying
P1 40:00um the playground equipment
P1 40:03>> and or going into the bathrooms and
P1 40:05breaking the sinks and doing doing
P1 40:07destructive things. Um,
P1 40:10we can't afford to put any high dollar,
P1 40:12you know, systems up and run internet
P1 40:16for those. It has to be somewhere that's
P1 40:19secure and safe and probably running
P1 40:21some type of a system up high on the
P1 40:23pavilion where it's not accessible. I
P1 40:25can't say that we're going to guarantee
P1 40:27that we we can find the culprits and I
P1 40:30think that, you know, they might think
P1 40:31it's a game, but um, it's not a game to
P1 40:33us because we're spending quite a bit of
P1 40:34taxpayers money on replacing swings.
P1 40:36They'll go buy bolt cutters and cut the
P1 40:38swings off.
P1 40:39>> And then we have to replace all of that.
P1 40:41Um they're going in and breaking the
P1 40:43sinks off the walls. Um the splash pad,
P1 40:46they broke this they went into the
P1 40:48bathrooms. This it's a really nice
P1 40:49splash pad and they broke the sinks, you
P1 40:51know, the sink on the wall. Um we can't
P1 40:55cover every every area, but if if we can
P1 40:58[segment omitted]
P1 41:00helpful. and for um increasing the
P1 41:03usability of our pavilions for people to
P1 41:05have internet service over there. You
P1 41:07know, people that want to rent it and
P1 41:10once again use internet and it wouldn't
P1 41:12be a cost to the city. So, we're
P1 41:14bringing it to you. Um we can either do
P1 41:17that or
P1 41:19go back to them and ask them for if if
P1 41:21that's not something that council sees
P1 41:23as a priority, we can go back to them
P1 41:25and ask them for a dollar amount rent.
P1 41:27But that was their in lie of service u
P1 41:31lease exchange.
P1 41:32>> What what is a
P1 41:35normal lease agreement with somebody
P1 41:39>> With somebody else I um well most of our
P1 41:42sites um
P1 41:45for instance at the at the animal
P1 41:47shelter um is somewhere around $60 or
P1 41:50$70. Um,
P1 41:52>> well, what I'm saying No, what I'm
P1 41:54saying is is to put to put something on
P1 41:56our tower or on our
P1 41:58>> what is there people out there now
P1 42:01that's got something on there?
P1 42:02>> We don't have any anything to compare it
P1 42:07to say what the going
P1 42:10the going rate is. Um we felt like the
P1 42:15due to the size of the top of that tower
P1 42:16and the size of equipment it' be pretty
P1 42:19small impact and it so to to us it was
P1 42:22kind of a
P1 42:23>> it seemed like a
P1 42:24>> and they'll pay for they'll pay for all
P1 42:26>> they pay for everything. There's no cost
P1 42:28to the city
P1 42:30no money on our side except for the
P1 42:33exchange of services.
P1 42:35So everybody get to use it or it's just
P1 42:37going to be certain.
P1 42:38>> That will be council's decision if we um
P1 42:41the the speed. [name], do you remember the
P1 42:45speed? It was 300
P1 42:48>> megabytes. [name], do you remember the
P1 42:51speed of the services that they said
P1 42:53that they would provide? I believe 300
P1 42:55>> plus.
P1 42:59not really really high broadband speed,
P1 43:01but I mean 300 is what most I mean it's
P1 43:04that's pretty it's enough for several
P1 43:07people to log in to. I don't mind
P1 43:09opening it up for you know party uh
P1 43:12somebody written the party room at the
P1 43:15splash pad or right in the pavilion.
P1 43:17>> So, we probably put that repeater right
P1 43:19there for the pavilion
P1 43:21kind of that general area. And then at
P1 43:24the IT Williams Park, we're we're
P1 43:26working on closing in that bathroom to
P1 43:29where we can lock it up at night. So, we
P1 43:31probably put some kind of a cubby, a
P1 43:33secure storage there where it has access
P1 43:37to electricity and maybe just have a
P1 43:39[segment omitted]
P1 43:42know, the entrances and stuff to where
P1 43:43you can see people coming and going. If
P1 43:45something happened, we could at least
P1 43:48>> see
P1 43:48>> it might slow it down at least to deter
P1 43:50some of the activities.
P1 43:52>> Yeah. Obviously, we can't put anything
P1 43:54inside the bathrooms where a lot of the
P1 43:57destruction is happening, but we can
P1 44:00>> swing sets and stuff.
P1 44:03>> So, that was I just bring it to you. You
P1 44:06know, if that's something that y'all
P1 44:08find agreeable,
P1 44:12>> any discussion?
P1 44:13>> I think it's workable.
P1 44:16>> Is there any anything that would add to
P1 44:18the security, but not only for
P1 44:20protection? I mean, if you headed out
P1 44:22there, you would see a lot of other
P1 44:24activities on beyond that. And it is a
P1 44:27problem with destruction. If you go in
P1 44:31almost every time an event, you have to
P1 44:34redo everything that's over there. And
P1 44:36it's and it really is. I mean, if it's
P1 44:39free and it's something and plus like
P1 44:41you said, when you have an event that
P1 44:42you could tap into that
P1 44:44>> and the a
P1 44:45>> free internet,
P1 44:46>> the a be a big user
P1 44:47>> and that. Yeah. I mean that's
P1 44:49>> as well as these the these people will
P1 44:51provide a needed service in that in that
P1 44:53general area of town
P1 44:54>> and it is hard not with dropping
P1 44:56everything
P1 44:57>> and it's a lot more competitive. They're
P1 45:00they're pretty competitive compared to
P1 45:01some of our other providers. I
P1 45:03>> also think if we make the penalty severe
P1 45:05for someone who does that
P1 45:07>> and post it out there as well.
P1 45:09>> Yes.
P1 45:09>> That it may deter some of it.
P1 45:11>> Yeah.
P1 45:12>> If they just get a slap on the wrist,
P1 45:14they'll just do it again.
P1 45:16set example on the person.
P1 45:18>> That's right.
P1 45:20>> Okay.
P1 45:20>> We'll just have to start somewhere. We
P1 45:22>> know who it is.
P1 45:25>> Okay. What is the council pleasure?
P1 45:30>> Back up.
P1 45:33>> I make
P1 45:34>> Yeah.
P1 45:34>> I make a motion that we approve the
P1 45:36lease agreement
P1 45:38between the city of Crockett and and
P1 45:41Watch Broadband Texas LLC.
P1 45:44>> Second.
P1 45:45It's been moved and second. All in
P1 45:46favor?
P1 45:48Motion carries. Okay, that bring us to
P1 45:51item number 10, fiscal year budget 2026
P1 45:54budget workshop.
P1 45:58>> mayor and council. I was hoping that I
P1 46:00would have um draft numbers from the
P1 46:03appraisal district yet, but I don't have
P1 46:04the certifi I mean, I do have the draft
P1 46:06numbers. I don't have the certified
P1 46:07values yet. So, it's hard for us to move
P1 46:10forward in a lot of ways, but I want to
P1 46:12keep pushing and speaking on items of
P1 46:15importance um and update you with the
P1 46:18the latest. So, I have a few punch hole
P1 46:21papers there for y'all to add to y'all's
P1 46:23uh packet. Um these are the estimated
P1 46:27values from the appraisal district. Um
P1 46:30currently the 2024 estimated values
P1 46:34um are 392,938,479.
P1 46:41The 2025 estimated values are
P1 46:45421,785359.
P1 46:51Um that includes
P1 46:54um a significant amount of new
P1 46:55construction. So that that has an a good
P1 46:58impact
P1 47:01on the um amount of money that we bring
P1 47:03in. We don't we don't get dinged for
P1 47:06that. Um however, like I mentioned to
P1 47:09y'all a couple weeks ago, um we have the
P1 47:12parameters of the no new revenue tax
P1 47:14rate all the way up to the voter
P1 47:16approval tax rate. And so these numbers
P1 47:20and along with everything else that I
P1 47:22received from the appraisal district and
P1 47:24uh new rates for the city
P1 47:28all are part of building our draft
P1 47:29budget.
P1 47:30>> It was on the back.
P1 47:31>> Um we did I also included a copy of our
P1 47:35insurance um the city's insurance.
P1 47:39We did have we only had one decrease.
P1 47:45They noted that right up at the top.
P1 47:48We had a 1.6% decrease in insurance uh
P1 47:52for workman's comp for our workman's
P1 47:55comp compensation.
P1 47:57Um that being said, our firefighter our
P1 48:00paid firefighter uh category and our
P1 48:02street and road repair category
P1 48:03workforce um decreased and that's they
P1 48:06do a three-year running average or you
P1 48:09know running tally and if there is an
P1 48:11increase in claims versus a decrease
P1 48:13that's where they reflect it. So they
P1 48:16usually hold them steady and or increase
P1 48:19them. This year they decreased them. So
P1 48:22of of a total of $1,228.
P1 48:25However, after that everything jumps.
P1 48:28Our liability, our general liability and
P1 48:31errors of admission were our biggest
P1 48:33increases. Those are primarily driven by
P1 48:36existing lawsuits that we have. Um
P1 48:40the lawsuits impacted our general
P1 48:43liability and our errors and emissions
P1 48:45um for by 48%
P1 48:47and 41%
P1 48:50um increase over last year's um over
P1 48:53last year's contribution. Um
P1 48:57our property rate increased also by 14%
P1 49:0114.2 uh 6%.
P1 49:05um that's uh real and personal property
P1 49:07as well as our equipment, vehicles and
P1 49:08everything. So all of those are what I'm
P1 49:12working in breaking down the specific
P1 49:14category that it says a general you know
P1 49:17mobile equipment will which one gets
P1 49:19applied to which department and so
P1 49:21that's what I'm working on and putting
P1 49:23together in the draft. Um as and then we
P1 49:28also we're required to um as of two
P1 49:31years ago we're required u state statute
P1 49:34requires cities and counties and local
P1 49:36governments to have a cyber security
P1 49:38policy as well for cyber crimes. Um,
P1 49:43ransoms are big. Uh, where they come in
P1 49:47>> Oh, yeah.
P1 49:48>> they dig they they gain access into your
P1 49:51all your propri um proprietary
P1 49:54information that you
P1 49:55>> you can't duplicate. They lock it down
P1 49:58and hold it ransom and you have to pay
P1 50:00dollars to them to release that
P1 50:01information. I mean, it's happened to
P1 50:03several cities. Another thing that's
P1 50:05really, really scary is the amount of AI
P1 50:09attacks.
P1 50:09>> Oh, yeah. um they're using AI in cyber
P1 50:14um hacking and attack. So what they're
P1 50:16doing is if they gain access to to
P1 50:19emails, what used to be done is they
P1 50:21would send out some kind of gibberish
P1 50:23like in English, but you just know that
P1 50:26>> I mean the grammar's off, it just red
P1 50:27flags all over it. AI, so they were
P1 50:30hiring people, you know, from overseas
P1 50:32to write these emails and you just
P1 50:34immediately knew it was a false email.
P1 50:37>> Now, man, they speak better than us. I
P1 50:39mean, they're smooth talkers. What
P1 50:41they're doing is they're going in if
P1 50:43they gain access to anybody's email and
P1 50:46they see a transaction. What what's
P1 50:48happened to a city just just a couple
P1 50:50weeks ago,
P1 50:52they went in, saw a transaction from a
P1 50:54contractor, a contractor said, "Hey, my
P1 50:56job is complete. We finished it up.
P1 50:59Here's the pictures." yada yada. We're
P1 51:00done. Here's the final in, you know,
P1 51:03here's the final. And I apologize. They
P1 51:05didn't even send send the final invoice.
P1 51:07But the city real received information
P1 51:10the project's complete. So your next
P1 51:12assumption is looking for an invoice.
P1 51:15This c this attack came in read emails
P1 51:18then went back and found the bid in
P1 51:20previous emails.
P1 51:22put together an invoice, a complete
P1 51:24certification, a certified invoice
P1 51:26completed, you know, project complete,
P1 51:28legitimate with the name of the company
P1 51:30and their logos and everything and with
P1 51:33but with bad um a wiring information
P1 51:38>> and that company knew it was complete.
P1 51:40They had spoken to them that day.
P1 51:42Everything lined up that this is
P1 51:43legitimate payment. So they logged in,
P1 51:46sent in the money,
P1 51:48>> and it it went to overseas and and so
P1 51:51>> it is
P1 51:52>> that's something that is requiring lots
P1 51:53of training for our our all of our
P1 51:55department, anybody that really has an
P1 51:57email that might ever get any kind of
P1 51:59communication on behalf of the city that
P1 52:01gets played by and it's not even people
P1 52:04that we can blame anymore. It's
P1 52:05machines.
P1 52:07>> And so um that that required a
P1 52:11contribution. Now, we have to have cyber
P1 52:13security liability insurance to protect
P1 52:15the city's interest if we ever do lose
P1 52:20>> somehow by not
P1 52:23by hackers and and cyber threats.
P1 52:27So, we have an increase of about uh
P1 52:2923,000
P1 52:30um for our insurance. Um,
P1 52:35following up on our on our capital
P1 52:37requests,
P1 52:40I I mentioned the council, one of the
P1 52:42biggest things on my radar right now
P1 52:45instead of, you know, a lot of the
P1 52:47capital requests that I that we've been
P1 52:49asking for. Um, looking at the budget
P1 52:53right now with my draft numbers, I don't
P1 52:55see I see a healthy budget, but I don't
P1 52:57see a lot of wiggle room to purchase new
P1 53:00things that we don't have or um, one
P1 53:04thing is to purchase a one-time purchase
P1 53:06versus um, an appropriation for
P1 53:08multi-year. You know, hiring people is
P1 53:11the big one. Um, raises, cost of living
P1 53:13adjustments, all of those is not just
P1 53:16this next year, it's every year after
P1 53:17that. So that's where we're we're really
P1 53:20concerned that we won't be able to fund
P1 53:22a lot of the requests without finding
P1 53:25new sources of revenue. If we find some
P1 53:27new money, then then you know those are
P1 53:31those should be considered.
P1 53:33Capital requests, we still have two
P1 53:35remaining projects from our ARPA funds.
P1 53:38We have $250,000 $252,000 left that have
P1 53:43not been um spent and allocated. Two of
P1 53:46the projects allocated are the gateway
P1 53:48signs are close to 615 for all of our
P1 53:53welcome to Crockett signs that are being
P1 53:54installed. They're coming on Thursday.
P1 53:56No, I'm sorry. They called today and
P1 53:59asked to re hit um the owner had a
P1 54:02grandbaby and he flew to Virginia or
P1 54:06somewhere. Anyway, he requested to move
P1 54:08it to next week. So, they're doing their
P1 54:09site visits and getting everything
P1 54:12ready, get pulling, uh, you know, dig
P1 54:14test so they run electricity, just do
P1 54:16everything and get start on the
P1 54:17installs. Um, that money has to be
P1 54:21allocated towards the gateway signs, the
P1 54:23fire station bay floor. We've, um, we've
P1 54:27struggled with that by hiring trying to
P1 54:30hire someone trying to figure out how to
P1 54:32hire someone using existing engineering
P1 54:34plans that we already have. of course
P1 54:36they're 1970s 80s when the fire station
P1 54:39was built 70 something I believe 74
P1 54:43and so but we already have it's already
P1 54:46been designed and engineer we don't have
P1 54:47to hire another engineer to come in and
P1 54:50re redesign how to pour concrete and so
P1 54:54we're we're working through that process
P1 54:56we did find a contractor that is willing
P1 54:59to use our current design and engineer
P1 55:02you know engineer plans go in there saw
P1 55:04cut it bust it all pull that old
P1 55:06concrete out that's cracked and falling
P1 55:08apart and repour a a slab. So, currently
P1 55:12I have a placeholder for 865.
P1 55:15Um, my guesstimates a couple years ago
P1 55:18when we were putting this these
P1 55:20allocations together, I guessed about
P1 55:2350,000 just using my my best estimate
P1 55:27without getting bits. So, we need to go
P1 55:30through that process. And so for now I
P1 55:32know the it's probably at least you know
P1 55:36worst case we we can rely on something
P1 55:39like that but we we do need to finish
P1 55:42that project that leaves $104,000
P1 55:45of expendable or unallocated funds out
P1 55:47of the ARPA funds. Our large capital
P1 55:50request police station add-on
P1 55:53with an estimate of 637. He has been
P1 55:55meeting with another architect to try to
P1 55:58come up with some lesser designs, some
P1 56:01more efficient ways to build onto that
P1 56:04building with to bring some new numbers
P1 56:06back to council. That being said, a lot
P1 56:08of these large capital requests knowing
P1 56:10that we cannot fund them just in our
P1 56:13current budget, it's going to require
P1 56:15some type of a debt service anyway. So,
P1 56:17it does not have to be tied to our
P1 56:19budget preparation this year. Um that'll
P1 56:23be a a process to go through for both a
P1 56:26police station add-on and truthfully uh
P1 56:29the police radios. Um the police radios
P1 56:31are a need. Um we council should
P1 56:34probably also look if we're purchasing
P1 56:36radios to look at um the fire
P1 56:38departments as well and make sure that
P1 56:41we they're all can intercommunicate
P1 56:43between the departments and not you know
P1 56:45purchase when the other one also has old
P1 56:48equipment as well. So those are
P1 56:50discussions. Since this budget, we know
P1 56:52that there's no money in this budget to
P1 56:53fund it outright. We're going to have to
P1 56:56have future discussions. So that's my
P1 56:58kind of request to council is that we
P1 57:01look at it in that way. Multi-year
P1 57:02appropriations, cost of living
P1 57:04adjustments for all employees, as I
P1 57:06mentioned last year or last year, two
P1 57:08the last meeting. Um a 3% COLA for all
P1 57:13employees looks is is around 130,000. a
P1 57:185% is 190,000.
P1 57:23Our current budget, even moving it all
P1 57:25the way up to the voter tax voter
P1 57:26approval tax rate, there's not that
P1 57:29there's not that much wiggle room in our
P1 57:30budget to to do colas. Um
P1 57:37police pay increase 5 to 15% that was a
P1 57:40request as well. Proficiency pay,
P1 57:43additional police officers, and
P1 57:45additional firefighter position. Those
P1 57:47are all multi-year appropriations that
P1 57:49our current budget
P1 57:51>> not
P1 57:52>> it's not s sustainable in with our
P1 57:54current revenues. Um
P1 57:57we have some smaller capital requests.
P1 58:00Like I said, one of the the easy targets
P1 58:02to address some of those needs with
P1 58:05would be the ARPA funds. Um, they could
P1 58:08also be addressed within our budget if
P1 58:09we can absorb it, move some monies
P1 58:11around with within departments,
P1 58:15maybe decrease the size or the the
P1 58:18decrease the the total project request.
P1 58:21Like for instance, the aena that's all
P1 58:24specific to the the all the sinks and
P1 58:28all the toilets, replplumbing them and
P1 58:30putting new fixtures in ADA and
P1 58:32commercial type fixtures. There's not a
P1 58:35lot of you can't just do every other
P1 58:37toilet or you know you got to do all or
P1 58:39nothing or just the men's side or the
P1 58:41women's side. So that's kind of an all
P1 58:43>> what's that? Just the women first.
P1 58:45>> Wait a minute.
P1 58:46>> Men will wait till next year. Um the
P1 58:50city hall repairs carpet and chairs.
P1 58:53After speaking to some of y'all, I
P1 58:55completely get it and understand
P1 59:04the city hall repairs within our budget.
P1 59:11if we can increase that by just a few
P1 59:13thousand to address the cracks and and
P1 59:17uh damages in the walls and repaint the
P1 59:21remaining part of the civic center of
P1 59:23the of the city hall like we did this
P1 59:26>> and that side of the city hall. If we
P1 59:28can complete it on this side, do some of
P1 59:30it. We can look at maybe doing some of
P1 59:32it in the house. Community service,
P1 59:35I can get creative. I can figure out
P1 59:37ways, you know, it's it's easy to hire a
P1 59:39contractor and not have to worry about
P1 59:40it, but there is no money and we're
P1 59:42going to have to figure out if we want
P1 59:43it done.
P1 59:44>> Um, carpet, y'all tell me, do y'all want
P1 59:46carpet in this room or not? Truthfully,
P1 59:50it cleans a lot easier without carpet.
P1 59:53Carpet is a friend to acoustics. It's
P1 59:56better acoustics. Sound works better,
P1 1:00:00but it's not a need. Um, we have what
P1 1:00:04we've had for many, many years and we
P1 1:00:07can continue going down that road. It
P1 1:00:08was a recommendation to try to improve
P1 1:00:10the sound and acoustics in this to where
P1 1:00:14we can hear each other easier and
P1 1:00:16without the echo. Um, chairs,
P1 1:00:20I am concerned about these chairs. I I
P1 1:00:22only have so many more screws to hold it
P1 1:00:25hold some together cuz they're they're
P1 1:00:27pretty rickety. those chairs. I wanted
P1 1:00:30to replace those to make them look
P1 1:00:31nicer. They're
P1 1:00:33they've they have a lot of of
P1 1:00:35>> wear and tear.
P1 1:00:36>> Wear and tear, but it's not
P1 1:00:40like the need need. It's just kind of a
P1 1:00:44So, that's that's my uh
P1 1:00:48that's my spill on that. Um the civic
P1 1:00:51center,
P1 1:00:53I really need money at the civic center
P1 1:00:56this year. the out the outer perimeter
P1 1:00:59of the civic center and I'm available.
P1 1:01:01Please come look at it with me. Let's
P1 1:01:02walk through it and I'll show you some
P1 1:01:04of the projects that really need to be
P1 1:01:05done that should not be put off another
P1 1:01:07year. Um, some of it, like I said, we
P1 1:01:10can spread it out. We let's let's maybe
P1 1:01:12address the strictest needs immediately.
P1 1:01:16Our ADA doors, our doors are broken. Our
P1 1:01:19main exit um doors, they're not working.
P1 1:01:22U we have lots of gaps and and seals
P1 1:01:25that need to be replaced on a bunch of
P1 1:01:26that. Um the front all the way around
P1 1:01:29the side the foundation is taking in and
P1 1:01:33eroding. It's eroding and taking in the
P1 1:01:36dirt from the outside. That that civic
P1 1:01:39center is built on pier and beam. All
P1 1:01:41it's a suspended concrete slab in the
P1 1:01:43air that you can crawl under that whole
P1 1:01:45civic center and walk from end to end.
P1 1:01:48>> That should be our tornado tornado
P1 1:01:50shelter if if anybody wants to get down
P1 1:01:53in that crawl space. But it it's a
P1 1:01:54really but we're taking in lots of water
P1 1:01:57and dirt from the outside
P1 1:01:59>> and it's filling those those drains up
P1 1:02:01on the inside. So we're beginning to get
P1 1:02:03water filling up underneath the civic
P1 1:02:05center and that's not a good thing.
P1 1:02:07>> Mold, whatever. That's just a bad thing
P1 1:02:09for everything. We need to address that.
P1 1:02:12And I would really like to get some of
P1 1:02:13this the painting done on the civic
P1 1:02:15center. The walls are looking pretty
P1 1:02:17raggedy and we have lots and lots of
P1 1:02:19people coming out there every week. I
P1 1:02:22mean, our uh Rebecca has done a great
P1 1:02:24job in marketing and trying to get more
P1 1:02:26and more people out there. And you'll
P1 1:02:27see in our budgets when they come out,
P1 1:02:31our revenues are continuing to increase
P1 1:02:33in that civic center. And so that's kind
P1 1:02:36of our one
P1 1:02:38our one thing to show the outside world
P1 1:02:41and we need to keep
P1 1:02:43>> keep that.
P1 1:02:45>> So that's kind of what I've boiled it
P1 1:02:46down to. The public works padfoot
P1 1:02:47roller. We really need that. I'm going
P1 1:02:50to work with [name] and let's find a
P1 1:02:52couple other options. Um we I reached
P1 1:02:56out to a contractor that potentially has
P1 1:02:58some that he's considering selling. Um
P1 1:03:02if we can talk with text dot or other
P1 1:03:06people, find some other sources of
P1 1:03:09it's nice to have something a little bit
P1 1:03:11newer that we don't have to repair. So,
P1 1:03:14as long as we feel safe about it, you
P1 1:03:15know, going out and finding something
P1 1:03:17that's more used or a little bit less
P1 1:03:21than what, you know, and save some
P1 1:03:22money. So, those are the things that I
P1 1:03:24want to try to bring back to y'all and
P1 1:03:26squeeze into that. You know, all of that
P1 1:03:29right there is is close to 200,000, but
P1 1:03:32I need to squeeze that into 104,000.
P1 1:03:35Um, and so that's just kind of my update
P1 1:03:40of of the latest since we've talked last
P1 1:03:43on on the capital request.
P1 1:03:46Um, the police, the fire chief is
P1 1:03:48working and he can if there's any other
P1 1:03:50thing that he can mention on that, but
P1 1:03:51he's he's working with the ESD trying to
P1 1:03:55get some support on his firefighter
P1 1:03:57position.
P1 1:04:02if council wants to prioritize maybe the
P1 1:04:05proficiency pay on the police
P1 1:04:06department,
P1 1:04:08I I I am really averse to giving one
P1 1:04:12department cost of livingings or
P1 1:04:14adjustments and not the other guys. Uh,
P1 1:04:16we we we need all of our people. We need
P1 1:04:19police, but we need sewer and water and
P1 1:04:22streets. We need everything. And so if
P1 1:04:25there's some ways that we can come to
P1 1:04:26some type of a a resolution on that, I
P1 1:04:29would highly recommend it. If we're
P1 1:04:31going to give if we're going to find
P1 1:04:32money for one department,
P1 1:04:34>> that would fine.
P1 1:04:35>> I'd ask y'all to find money for all the
P1 1:04:36all the people that are working for us.
P1 1:04:41well, that's one thing I was asking. you
P1 1:04:44know, I knew that we were I mean, just
P1 1:04:47looking at at our numbers and position
P1 1:04:50that we were in um was that I I know we
P1 1:04:54need our people.
P1 1:04:55>> Yeah.
P1 1:04:55>> But like you said, we got to find money
P1 1:04:58and if we uh cannot wait and see um what
P1 1:05:04it's going to look like for our next
P1 1:05:06year and offer it then be able to offer
P1 1:05:09it to everyone. I would say instead of
P1 1:05:11just offering it to one, like I said, if
P1 1:05:14you you're going to offer it to one, you
P1 1:05:16may as well offer it to all.
P1 1:05:17>> Yeah.
P1 1:05:18>> yes, ma'am.
P1 1:05:19>> Jesse,
P1 1:05:22>> the last thing that I I need direction
P1 1:05:24on and council's input as I'm building
P1 1:05:26this draft budget
P1 1:05:30we've taken on a lot of projects. We've
P1 1:05:33maximized outside dollars. However, we
P1 1:05:36do have to repay some of it. Most of the
P1 1:05:39monies that we received, for instance,
P1 1:05:40the half a million dollars that we got
P1 1:05:42for storm sirens, we're only coming up
P1 1:05:44with 50. You know, it's I think the
P1 1:05:46whole project is 530. We're coming up
P1 1:05:48with 53,000 out of that whole project.
P1 1:05:50We're coming up with 10%. So, we're
P1 1:05:52leveraging outside money with a little
P1 1:05:54bit, you know, with smaller pockets of
P1 1:05:56money, we're leveraging outside dollars.
P1 1:05:58Anytime we have money that's available
P1 1:06:01instead of spending, you know, we that
P1 1:06:04comes to the top top of our priorities
P1 1:06:06is the monies that we can outside new
P1 1:06:08monies that we can bring in instead of
P1 1:06:10spending our money and raising taxes and
P1 1:06:12taxing the little bit of people that we
P1 1:06:13have here.
P1 1:06:17some of those things we're able to
P1 1:06:19absorb and take on within our existing
P1 1:06:21budget. However, these items here, one
P1 1:06:24um the ones that are not currently
P1 1:06:26budgeted for that coming up next year is
P1 1:06:29our tax and revenue um co a certificate
P1 1:06:32of obligation series 2024. That's what
P1 1:06:36we purchased three police vehicles with
P1 1:06:38and a new fire truck, a fire engine, and
P1 1:06:41refurbished our old uh ladder truck. Um
P1 1:06:45we got big bang for that buck. We got
P1 1:06:49low interest rates. um and it was just a
P1 1:06:52need and we did not have that kind of
P1 1:06:53cash on hand. So that's something that
P1 1:06:55council approved. Um
P1 1:06:58that is 100% a an 01 or a general fund
P1 1:07:04expense coming from so police, fire,
P1 1:07:08streets, parks, city hall.
P1 1:07:11We're paid for through sales tax,
P1 1:07:14property taxes. Then we have another
P1 1:07:16fund, another department that's funded
P1 1:07:18through um our O2, our utility fund.
P1 1:07:22So, uh water bills, utility bills pay
P1 1:07:25for the water and sewer departments,
P1 1:07:27right? So, when we're budgeting for
P1 1:07:29these repayments on these right here,
P1 1:07:31all of these were set up for everyone to
P1 1:07:33pay for through our Avalorum property
P1 1:07:35tax or it could come out of water and
P1 1:07:38sewer utility revenue.
P1 1:07:41If you see right there when it where it
P1 1:07:43says tax and revenue, this is the last
P1 1:07:46page there, the third um line down of of
P1 1:07:49107,000. That's our repayment amount for
P1 1:07:52next year. Tax and revenue certificate.
P1 1:07:54So, it can come out of city revenues, uh
P1 1:07:58utility revenues or taxes, tax and
P1 1:08:01surplus revenue. Tax and surplus
P1 1:08:03revenue. There's three series. Those are
P1 1:08:05all our Texas Water Development Board.
P1 1:08:09We received right at $8 million in
P1 1:08:12grants. We do not have to pay that back.
P1 1:08:14Then we have about $7 million in low
P1 1:08:17interest or 0% interest loans. So these
P1 1:08:20are all our 0% interest loans and low
P1 1:08:22interest loans to repay to match the $8
P1 1:08:26million. So is more than a 50/50 match.
P1 1:08:32those council can decide whether those
P1 1:08:34are repaid out of surplus out of uh
P1 1:08:37water and sewer revenue. Does that hit
P1 1:08:40our water rates or does that hit our tax
P1 1:08:46And so I I broke that down and this is
P1 1:08:49in general.
P1 1:08:51If council gives further direction, we
P1 1:08:53can adjust from there.
P1 1:08:55If the debt if this above debt is paid
P1 1:08:58by property taxes, our current debt
P1 1:09:00service rate is 13
P1 1:09:03uh.43 cents. So, right almost 13.5 cents
P1 1:09:06per 100 is our debt rate current.
P1 1:09:11um or an average or or or on a average
P1 1:09:15home value, it costs the local home
P1 1:09:19owner $122 a year to pay for our city's
P1 1:09:24all of our city's debts, our existing
P1 1:09:27all of our existing debt. Our proposed
P1 1:09:30debt service rate, if we put every bit
P1 1:09:33of it on our property tax, if we load it
P1 1:09:36all on the property tax side, it would
P1 1:09:38go from 13 cents to 22 cents.
P1 1:09:41or on an average to a home value to $21.
P1 1:09:45So, SE uh $79
P1 1:09:48is what the fire trucks, our water sewer
P1 1:09:51plant, and our new water well
P1 1:09:55all cost. That's what it's going to cost
P1 1:09:58the average home is $79 or $65 a month
P1 1:10:02to pay for two fire trucks, fire police
P1 1:10:06vehicles, water well and wastewater
P1 1:10:09trans uh treatment plant.
P1 1:10:10>> So you're saying the average home
P1 1:10:12$91,000?
P1 1:10:14>> That's the average home in the city of
P1 1:10:15Crockett
P1 1:10:18and I can do a breakdown on on other
P1 1:10:20values, but for the average home. So
P1 1:10:23that would be per month it would be um
P1 1:10:26>> roughly $6 $6.5 is what it would break
P1 1:10:31>> um or for a year $79 for the average
P1 1:10:34home value is what all those items that
P1 1:10:38>> that we're paying for
P1 1:10:40>> if the debt is covered by water and a
P1 1:10:42sewer billing like I say I can load it
P1 1:10:45either way because some of the fund some
P1 1:10:47of the money is going towards wastewater
P1 1:10:49treatment plant rebuild some of the
P1 1:10:50money is going towards a new water Well,
P1 1:10:53some of the water money is going towards
P1 1:10:55new or fire trucks and police vehicles
P1 1:11:01with using the number of people that we
P1 1:11:02have in our city of water payer of of
P1 1:11:06customers.
P1 1:11:08>> It's going to cost somewhere around $13
P1 1:11:10a month to load all of it, right? If all
P1 1:11:14of it instead of none of the property
P1 1:11:15tax, we moved it all the way to
P1 1:11:17utilities.
P1 1:11:18Or do you want to split it in half? or
P1 1:11:20do you want to go somewhere in between?
P1 1:11:24Those are the decisions we can. We
P1 1:11:28currently have money going into we're
P1 1:11:30building our reserves to have a healthy
P1 1:11:32fund balance
P1 1:11:34>> to where we're not a at risk city. If we
P1 1:11:38ever need to borrow money, we get the
P1 1:11:39lowest of low interest rates. Anyone
P1 1:11:42will b will loan money to us and if
P1 1:11:44anything happens to our city, we have
P1 1:11:46cash reserves to address immediate
P1 1:11:48needs. We have a h healthy cash fund
P1 1:11:52balance and I don't want to back off of
P1 1:11:56>> However, because because of this last
P1 1:11:59year, we have spent money out of our
P1 1:12:01reserves. You know, things have come up.
P1 1:12:03Council, I was not budgeting for the
P1 1:12:06sewer line collapse under West Houston
P1 1:12:08council. I was not budgeting for the
P1 1:12:10clarifier going down and we spent. So,
P1 1:12:12we've been pulling out of the reserve.
P1 1:12:14So that's why I want to keep that
P1 1:12:15healthy to get us through the year and
P1 1:12:17we don't have to get into TCQ compliance
P1 1:12:21issues. If we have a problem, we fix it.
P1 1:12:23We got the money, let's fix it. We're
P1 1:12:25healthy. If I start dwindling down on
P1 1:12:28that to not go up on utility rates or
P1 1:12:31not go up on property debt rate, I'm not
P1 1:12:34proposing going up on our operations tax
P1 1:12:37rate, but to cover those needs, I need
P1 1:12:40direction on how y'all want to load that
P1 1:12:42debt. Where do I want it paid out of?
P1 1:12:48this 13month average per customer,
P1 1:12:51that's 13 months for residential
P1 1:12:53commercial. We can put the revenue to
P1 1:12:57come out of consumption. So if you're a
P1 1:12:59low consumer, mom and pop, and you don't
P1 1:13:01consume a lot, you might not even see
P1 1:13:03any increase. If you're a big consumer,
P1 1:13:06you're going to see an incremental
P1 1:13:07increase because you're using more. That
P1 1:13:09little bit adds up quicker.
P1 1:13:11>> Okay? If you're wanting the base rate
P1 1:13:14where residentials, residential
P1 1:13:16customers pay one additional amount,
P1 1:13:19commercial customers pay another amount,
P1 1:13:21ultimately at the end of the day, I will
P1 1:13:24calculate it to net us that amount of
P1 1:13:26money to pay that debt back.
P1 1:13:28>> And so I can load it if we want to make
P1 1:13:30it easier on one group or the other.
P1 1:13:33>> That's better.
P1 1:13:34>> Yeah.
P1 1:13:35>> Now you're talking them pay more than
P1 1:13:38the people that ain't you.
P1 1:13:41Don't make me pay for something that I
P1 1:13:43ain't using as much as them.
P1 1:13:45>> Yeah. On the water and sewer side, I can
P1 1:13:47definitely see that. Um, if you're using
P1 1:13:49less water,
P1 1:13:50>> you're not paying as much. Everybody's
P1 1:13:52using everybody takes benefit from fire
P1 1:13:55trucks and police vehicles and stuff
P1 1:13:57like that.
P1 1:14:00>> so you're you're already going to have
P1 1:14:02to go up because you know the water
P1 1:14:04district's already going up.
P1 1:14:06>> Well, so now I'm proposing No, ma'am.
P1 1:14:09>> Sorry. No, sir.
P1 1:14:14the way we've currently drafted our
P1 1:14:18last year, we did not go up and we're
P1 1:14:20not going up again this year on our
P1 1:14:22water side to cover that. We're
P1 1:14:23absorbing those costs. The cost that the
P1 1:14:26water district went up, but
P1 1:14:28>> like I say, it is cutting into that that
P1 1:14:30amount of money that we set aside.
P1 1:14:31>> Why don't we fight them going up?
P1 1:14:34>> That's what I don't understand. Why do
P1 1:14:35we let them go up on us every year and
P1 1:14:37we don't fight it?
P1 1:14:42That's I mean
P1 1:14:43>> we need to say no.
P1 1:14:45>> You're not going up on us.
P1 1:14:46>> We You didn't
P1 1:14:51>> I mean
P1 1:14:52>> if if council gives council gives me
P1 1:14:54that direction
P1 1:14:55>> if council gives me that directive
P1 1:14:57that's that's what I'll take back from.
P1 1:14:59I mean that's that's council's
P1 1:15:01>> they go out every year and they provide
P1 1:15:05no more better service. We have to we
P1 1:15:09have to put chlorine in our water. We
P1 1:15:12have to retreat when we get our water
P1 1:15:14from them. We have to go to our wells
P1 1:15:17because they can't provide us water. Why
P1 1:15:21do we pay them for going up?
P1 1:15:24We don't have a contract with them
P1 1:15:26anyway.
P1 1:15:28>> They'll argue that
P1 1:15:29>> we don't have
P1 1:15:33>> I have a I have a question real quick.
P1 1:15:35So what what would be our second source
P1 1:15:37of water?
P1 1:15:38>> What?
P1 1:15:39>> This well that we're drilling
P1 1:15:41>> except we got a competitive
P1 1:15:44>> commercial ranch that's drilling
P1 1:15:47>> drilling all the wells around
P1 1:15:48>> tens of wells and we're all competing
P1 1:15:50for the same
P1 1:15:52you can't bring because that's not
P1 1:15:54>> so we need
P1 1:15:55>> they're fighting that right now. That's
P1 1:15:57we're aggressive. But what I'm saying is
P1 1:16:00what I'm saying is that they're going to
P1 1:16:03afford to have the money. We're not
P1 1:16:05that. That's the risk you're running,
P1 1:16:07>> right?
P1 1:16:07>> Well, yeah, it's a risk.
P1 1:16:09>> But that's why we are drilling
P1 1:16:10additional well. I I agree.
P1 1:16:12>> But we are making
P1 1:16:14>> we're making preparations to be more but
P1 1:16:17right now we can't
P1 1:16:17>> to have a backup plan.
P1 1:16:19>> So we
P1 1:16:19>> right now
P1 1:16:21>> we're hanging on a limb.
P1 1:16:22>> So we can't afford not to.
P1 1:16:24>> And if we go to sawing on it,
P1 1:16:26>> um that's our water. So,
P1 1:16:29>> the the the water district um
P1 1:16:33how's their finances or do we know
P1 1:16:36>> this last year? They pulled out of
P1 1:16:37reserves to close their to close their
P1 1:16:40um year end balance. They they lost more
P1 1:16:43money than they made. They spent more
P1 1:16:46money than they made
P1 1:16:47>> and they have
P1 1:16:48>> that's why they're asking for a 2%.
P1 1:16:49>> They have been doing that, haven't they?
P1 1:16:51I mean, yeah,
P1 1:16:53>> they're dwindling down their fund
P1 1:16:54balance. But that
P1 1:16:55>> this this is this but this this may I
P1 1:16:57mean you know
P1 1:16:59I'm just talking
P1 1:17:02>> what if we what if we took it over
P1 1:17:06>> they would be glad to give it to us. I
P1 1:17:08would assume
P1 1:17:10>> we can afford
P1 1:17:11>> because it's my understanding if we if
P1 1:17:15we if we u locally we lost the the
P1 1:17:19rights to that water out there that the
P1 1:17:22state could take it over and disperse it
P1 1:17:24wherever. And we've got a great water
P1 1:17:27supply uh 10 miles outside of town that
P1 1:17:30we could take, you know, keep and take
P1 1:17:33advantage of. At this time, we're one of
P1 1:17:35the only users of the consolidated
P1 1:17:37water. They have drilled drilled
P1 1:17:40>> well
P1 1:17:41>> wells and no longer need that water. So,
P1 1:17:44we're the
P1 1:17:44>> Why can't we investigate and see h how
P1 1:17:47much money it would take to,
P1 1:17:50you know, to to uh repair everything and
P1 1:17:54and and and
P1 1:17:56where we'd have access?
P1 1:17:59>> And why do you penalize us for bad
P1 1:18:01management?
P1 1:18:02You're gonna go up on us every year for
P1 1:18:04bad management.
P1 1:18:06>> I can't say whether it's bad management
P1 1:18:08or not. I mean, it's
P1 1:18:10>> I'm not, you know. Yeah.
P1 1:18:11>> Yeah. I I'm
P1 1:18:13>> I'm not I'm not saying
P1 1:18:14>> I agree. I'm not but
P1 1:18:17we you're talking about the drill and
P1 1:18:19the wells. We can't afford to lose that
P1 1:18:22>> of water.
P1 1:18:24>> especially in light of the people coming
P1 1:18:25after well
P1 1:18:27>> already after the war. So, I guess what
P1 1:18:31at this point it would be up to the
P1 1:18:34council to make a recommendation. Maybe
P1 1:18:35[name] can explore what it would look
P1 1:18:39>> One of the things that it would look
P1 1:18:40like um is the money we we we borrowed
P1 1:18:44roughly $4 million to put a transmission
P1 1:18:47main in and drill a new well
P1 1:18:52to make us well sufficient.
P1 1:18:55>> Mhm.
P1 1:18:57That being said, if this is a new
P1 1:19:00priority, I would request through Texas
P1 1:19:03Water Development Board that we ask to
P1 1:19:05if if surface water, lake water is now
P1 1:19:07our new priority, I would ask to move
P1 1:19:11that $4 million
P1 1:19:13towards the lake to rehab that and to
P1 1:19:17>> that's my vote.
P1 1:19:18>> Pay off their debt.
P1 1:19:19>> I believe they owe right at $3 million
P1 1:19:21in debt.
P1 1:19:24So when you pay
P1 1:19:25>> water water is going to be an issue.
P1 1:19:28>> Water is a new
P1 1:19:29>> and we and we've got it
P1 1:19:31>> 10 miles out of town.
P1 1:19:34>> But how how hard is it to get to town
P1 1:19:37with it?
P1 1:19:37>> It already it's already coming.
P1 1:19:38>> It's already coming.
P1 1:19:40>> I thought they had some problems with
P1 1:19:41having it treated to
P1 1:19:43>> the issues. The issues that they're
P1 1:19:45>> Well, we're having to treat it anyway.
P1 1:19:47>> Yeah. Because they have treatment
P1 1:19:48problems coming into town.
P1 1:19:51>> A lot of their infrastructure is old.
P1 1:19:52Their pumps are old, their clarifiers
P1 1:19:54are old, their transmission main to
P1 1:19:57Crockett is old. We're going out, we
P1 1:19:59lose water probably two to three times a
P1 1:20:02year where we're going out and digging
P1 1:20:04down, you know, getting that replaced.
P1 1:20:06So, we're out of water, so we're using
P1 1:20:07wells. So
P1 1:20:10>> that is a good idea,
P1 1:20:12>> but there needs to be a cost assessment
P1 1:20:14to say if we if we inherit this
P1 1:20:18infrastructure,
P1 1:20:19>> how much are we asking for more trouble
P1 1:20:21>> or is it going to save us money long
P1 1:20:23run? Yes, ma'am.
P1 1:20:25>> I think it save us money in the long
P1 1:20:26run. I think
P1 1:20:27>> if we know how much it is
P1 1:20:30to we'd be standing one day waving by to
P1 1:20:33all that waters that's going to some
P1 1:20:36metroplex or something. Are they trying
P1 1:20:37to get it?
P1 1:20:39>> They're coming after it.
P1 1:20:41>> So, what other what what do you think
P1 1:20:43that we ain't going to make you make a
P1 1:20:45recommendation? What do you think should
P1 1:20:46happen, council?
P1 1:20:50>> Well, just looking at at at this to make
P1 1:20:54sure that we
P1 1:20:56we keep the decision making
P1 1:20:58>> focus
P1 1:20:59>> focused on this too. But council can
P1 1:21:01definitely provide me direction
P1 1:21:03directive and we can put this on another
P1 1:21:06agenda. I can bring back numbers and
P1 1:21:10proposals
P1 1:21:12>> what
P1 1:21:13>> for council to give further direction on
P1 1:21:16>> lake water wells
P1 1:21:20>> options
P1 1:21:21>> but I but I do need
P1 1:21:23>> we need to decide where we want to take
P1 1:21:25the taxes right now
P1 1:21:26>> one of the things I'm saying is that
P1 1:21:30>> they keep going up and and we do reach a
P1 1:21:33point where we say no
P1 1:21:35>> we'll be No more then then then that and
P1 1:21:40they for whatever reason they can no
P1 1:21:43longer do business
P1 1:21:44>> they sell it
P1 1:21:45>> then then we then we lose that
P1 1:21:48>> Mhm.
P1 1:21:49>> and it can go anywhere.
P1 1:21:52>> Yeah.
P1 1:21:54>> We won't get
P1 1:21:54>> No, you No, because water is going to be
P1 1:21:57water is already precious.
P1 1:22:01>> I mean, you know, a lot of the higherups
P1 1:22:03are saying it's the new oil. Yeah.
P1 1:22:07>> So, right at this point, now that it's
P1 1:22:11my call to make
P1 1:22:13we do have to make a decide on our
P1 1:22:17projected issues here and then we're
P1 1:22:20requesting a proposal. I mean, you put
P1 1:22:23together the proposals for what we do
P1 1:22:26next, but we do need to decide what
P1 1:22:27where we want to take this funding for.
P1 1:22:30in this particular part today as part of
P1 1:22:33the budget. We are going to have to
P1 1:22:35decide whether we want it to come the
P1 1:22:39>> Right now our estimates right now our
P1 1:22:42estimates on our uh M due to our
P1 1:22:45estimated property values our estimates
P1 1:22:48for our M tax rate is dropping from a
P1 1:22:52total of uh well from 50 almost 51 cents
P1 1:22:58to somewhere between 46 and 48 cents.
P1 1:23:03So depending on whether we do the no new
P1 1:23:04revenue rate or the property or the
P1 1:23:07voter approval rate,
P1 1:23:10we're going to our tax rate will be
P1 1:23:12dropping down. Do we want to replace
P1 1:23:14some of those savings with some of the
P1 1:23:19to keep our tax rate not too much
P1 1:23:22>> but not
P1 1:23:23>> no for our tax rate not to change too
P1 1:23:29and put the rest of the debt on the
P1 1:23:31water and sewer or just put it all on
P1 1:23:35>> I think we should split it between you
P1 1:23:39so that um even though we wouldn't Well,
P1 1:23:44that way everybody participates.
P1 1:23:46>> Yeah. Because whe land or whether you
P1 1:23:48don't own everybody receives these
P1 1:23:50services.
P1 1:23:51>> Yeah.
P1 1:23:52>> Everybody does. Everybody's
P1 1:23:53>> together.
P1 1:23:53>> So that everybody can participate and
P1 1:23:56>> and we split.
P1 1:23:57>> That's for I mean you break that down
P1 1:24:00per day. I mean even if it was $13 a
P1 1:24:03month, you break it what 60s something
P1 1:24:06cents a day. I mean, most people throw
P1 1:24:09that away or something.
P1 1:24:11>> What did you say about commercial and
P1 1:24:15those that hardly use?
P1 1:24:17>> Like I said, this this is putting
P1 1:24:18everybody in the same pool, all of our
P1 1:24:20commercial customers and our residential
P1 1:24:22customers. So if council wanted to
P1 1:24:25>> break the residential
P1 1:24:28>> load more on residential, load more on
P1 1:24:30commercial load or split it evenly
P1 1:24:32between
P1 1:24:35on the water rate side.
P1 1:24:37>> Why would you want to
P1 1:24:40>> split it in between? I mean
P1 1:24:42>> I think the presidential use less.
P1 1:24:46>> Well, but that's what I'm saying. If
P1 1:24:47they're lo if they're using less,
P1 1:24:49they'll also spend less, right? So if we
P1 1:24:52do it consumption based.
P1 1:24:55>> Yeah, consumption based.
P1 1:24:56>> Say consumption based.
P1 1:24:56>> If we do it consumption based.
P1 1:24:58>> Well, is this $13 per customer? Is that
P1 1:25:02consumptionbased?
P1 1:25:04>> They just
P1 1:25:04>> That's just per customer.
P1 1:25:06>> Per customer.
P1 1:25:07>> Yeah.
P1 1:25:07>> Right. So a heavier user would pay more
P1 1:25:12>> that and a lesser user would pay less.
P1 1:25:15>> That's only right.
P1 1:25:16>> Yeah.
P1 1:25:17>> It's only right.
P1 1:25:18>> Okay.
P1 1:25:19So you can project that.
P1 1:25:22>> So So for instance, this 107 being
P1 1:25:25police and fire, do y'all want our debt
P1 1:25:28service to pay our tax service to pay
P1 1:25:32the note on the police and fire bond and
P1 1:25:36the water and utility cost to go towards
P1 1:25:39water and sewer cost to repay it?
P1 1:25:45You see that there's four there's four
P1 1:25:47additional bond payments
P1 1:25:49>> for this coming year. The first one,
P1 1:25:53do you want
P1 1:25:55property taxes to cover the first one
P1 1:25:57being that it's police and fire and then
P1 1:26:00utility to go into the utility?
P1 1:26:05>> Bill trying to get money to buy some
P1 1:26:07police cars.
P1 1:26:08>> No, this is this was from last year.
P1 1:26:11>> We're just paying off. Just trying to
P1 1:26:12pay debt.
P1 1:26:13>> Yeah, we just pay
P1 1:26:14>> for cars that we already got.
P1 1:26:17>> Well, let's just
P1 1:26:18>> How many police cars do we have?
P1 1:26:21>> How many do we have?
P1 1:26:23>> How many police vehicles do we have?
P1 1:26:26>> How many police vehicles do we have?
P1 1:26:27>> I think currently we have 12.
P1 1:26:31>> But this is this is money that is
P1 1:26:33already
P1 1:26:35>> appropriate. We're just trying to pay it
P1 1:26:37>> And they're not asking for more this
P1 1:26:39>> No, we're just paying off debt now.
P1 1:26:41deciding how deciding how we're going to
P1 1:26:43pay out. So, what's on the table now?
P1 1:26:47What do we want the water? He's asking.
P1 1:26:49Repeat it again, [name].
P1 1:26:52>> Yeah. Do you want the
P1 1:26:55>> property tax
P1 1:26:56>> the the property taxpayer to pay for it
P1 1:26:59or do you want utilities to pay for it?
P1 1:27:01>> Do you want it to go on your utility
P1 1:27:03bill or your property tax bill?
P1 1:27:07>> It's it's $79. If all of it went on
P1 1:27:10property tax, it would be $79
P1 1:27:14>> using more water than
P1 1:27:19you telling you.
P1 1:27:22>> So, do y'all want some of it? This right
P1 1:27:26>> Can we?
P1 1:27:27>> Right. So, that's kind of what I'm
P1 1:27:28saying. So, the police and fire only put
P1 1:27:31that on the property tax for
P1 1:27:33>> that's everybody would use. Right. And
P1 1:27:37>> the ones that go towards sewer and water
P1 1:27:39infrastructure, let that come out of
P1 1:27:41water and sewer bills.
P1 1:27:42>> It sounds,
P1 1:27:43>> you know, let the thing that it's paying
P1 1:27:45for pay for it
P1 1:27:47>> be related to what they're paying for.
P1 1:27:51>> The way we borrowed it, we could we
P1 1:27:52could load it on either side though cuz
P1 1:27:54we didn't know what the next year would
P1 1:27:55look like.
P1 1:27:55>> Well, we take and we have the
P1 1:27:56flexibility.
P1 1:27:57>> We think it makes sense for the water to
P1 1:27:59go with the sewer part of it and makes
P1 1:28:04put the water into a building and go
P1 1:28:07>> um our current budget
P1 1:28:10>> say framing that motion
P1 1:28:12>> we have mode
P1 1:28:14>> yeah if
P1 1:28:16being that there's a directive if y'all
P1 1:28:17want to frame a motion that would be
P1 1:28:19good um
P1 1:28:22if and if we want our
P1 1:28:25tax and rev revenue co 2024 that goes to
P1 1:28:29the fire and police
P1 1:28:31expenses to come out of debt service,
P1 1:28:33property tax debt service.
P1 1:28:37>> and the others that are funding our new
P1 1:28:40wastewater plant and our water well
P1 1:28:43>> to come out of water utilities.
P1 1:28:48>> Somebody got a hold of that
P1 1:28:50>> sitting here trying to look at this
P1 1:28:53trying to think of h how we could make
P1 1:28:55it I mean just crystal clear. I I I
P1 1:28:58really feel like
P1 1:29:02I'll have to run numbers, but the
P1 1:29:04repayment for the fire and police bond
P1 1:29:07could probably bring our debt and our
P1 1:29:10total tax rate back to about what it
P1 1:29:12currently is without increasing it.
P1 1:29:14That'll cuz it was it was standing to go
P1 1:29:16down some. So, that'll kind of keep that
P1 1:29:19>> No surprise.
P1 1:29:22And then on the um
P1 1:29:26on the other side, the water and sewer
P1 1:29:29utilities,
P1 1:29:31I can come back and present y'all with
P1 1:29:33two or three options. But we if y'all
P1 1:29:35wish for them to come out of water and
P1 1:29:37sewer utilities, then that's the those
P1 1:29:39are the options that I'll present y'all.
P1 1:29:46>> Or you can tell me something like,
P1 1:29:49>> don't tell us too many. We're getting
P1 1:29:50too many.
P1 1:29:52>> Frame a motion.
P1 1:29:54>> Split split the debt repayment out of
P1 1:29:56both property taxes and water utilities
P1 1:29:59and present us with a couple options.
P1 1:30:02And that's what I'll do too.
P1 1:30:04>> I think the I think you had like the
P1 1:30:07water utility to go with that split and
P1 1:30:09the other one go with the property split
P1 1:30:12>> and that'll keep our property taxes
P1 1:30:13>> and it'll keep every because
P1 1:30:15>> without Yeah.
P1 1:30:16>> Yeah. So you saying right here where it
P1 1:30:18says the 10 cent surplus revenue for or
P1 1:30:202022 service
P1 1:30:23>> the uh
P1 1:30:26>> the no the third one those those are
P1 1:30:29already assessed.
P1 1:30:31>> Okay.
P1 1:30:32>> And so they would be the property would
P1 1:30:34>> that be the Texan rev um co series 2024
P1 1:30:37fire and police.
P1 1:30:38>> Okay. Did I see fire and police?
P1 1:30:41>> Yes ma'am.
P1 1:30:42>> Okay.
P1 1:30:43>> Right underneath there.
P1 1:30:45>> Yeah. Oh right here. That's what I'm
P1 1:30:46saying.
P1 1:30:47>> So that's the one you have with the
P1 1:30:49property tax service.
P1 1:30:51>> Okay. And the one above it,
P1 1:30:52>> those those two above it are already
P1 1:30:54coming from property.
P1 1:30:55>> Gotcha. Okay. And then
P1 1:30:57>> from our current rate.
P1 1:30:59>> So the fire police and then the tax
P1 1:31:02surplus underneath that.
P1 1:31:04>> Yes, ma'am.
P1 1:31:08>> And that one's coming out of utility.
P1 1:31:10>> The next three.
P1 1:31:11>> The next three utility circles.
P1 1:31:15That's what I'm understanding from
P1 1:31:16council.
P1 1:31:17>> Yeah.
P1 1:31:18>> Okay. Somebody out here.
P1 1:31:20>> Okay.
P1 1:31:20>> I'll make a motion that we um
P1 1:31:24uh take tax and revenue service 2024 for
P1 1:31:29fire and police um and use the property
P1 1:31:32debt service
P1 1:31:34to accommodate that.
P1 1:31:37Um in addition to
P1 1:31:41tax and surplus revenue service 2024 A,
P1 1:31:45B, and C um to
P1 1:31:52>> use the water utility uh consumption.
P1 1:31:58>> okay,
P1 1:32:00>> that's it.
P1 1:32:01>> Y consumption revenue.
P1 1:32:02>> Is that consumption revenue?
P1 1:32:04>> That's it. If y'all want it all loaded
P1 1:32:05on consumption, just to clarify,
P1 1:32:07>> I'll say consumption.
P1 1:32:11>> Okay, it's a motion.
P1 1:32:15We get a second.
P1 1:32:24>> Okay.
P1 1:32:26>> Okay. Yeah. The first one, the police,
P1 1:32:28well, like he said earlier, the police
P1 1:32:31um the fire and police were going to
P1 1:32:33come out of the property uh debt service
P1 1:32:35taxes. Correct, [name]?
P1 1:32:37>> Okay. And then the other three were
P1 1:32:39going to come from
P1 1:32:40>> water,
P1 1:32:41>> water, utilities.
P1 1:32:42>> And then we're going to use it uh as
P1 1:32:45consumption
P1 1:32:46and it's going to be
P1 1:32:48>> based on who use the most consumption
P1 1:32:51>> Yeah. How much based on what you use.
P1 1:32:54You use a lot, you pay a little more. I
P1 1:32:56second that.
P1 1:32:56>> So basically what it services
P1 1:32:59>> is that what Okay.
P1 1:33:00>> Yeah. Okay.
P1 1:33:01>> And that's what consumption
P1 1:33:02>> I I understand that. Yeah.
P1 1:33:03>> Okay.
P1 1:33:05>> Any other
P1 1:33:08>> Huh? Okay. It's been second. Okay. It's
P1 1:33:11been moved and second. All in favor?
P1 1:33:14>> Motion carries.
P1 1:33:15>> Okay.
P1 1:33:15>> [name], you have your work cut off.
P1 1:33:17>> Yes, ma'am.
P1 1:33:19>> Okay. Is that Where are we?
P1 1:33:24I think that's enough for tonight. I
P1 1:33:26have some more. We can continue talking
P1 1:33:28um individually with council as I um I
P1 1:33:31have two more weeks to bring back a
P1 1:33:33draft budget. And so my next two weeks
P1 1:33:36are going to be extremely busy,
P1 1:33:39fine-tuning those numbers, meeting with
P1 1:33:40y'all oneonone, looking at it, getting
P1 1:33:43input. I can't make any decisions based
P1 1:33:45on y'all's one-on-one meetings, but that
P1 1:33:47way y'all are familiarized with it. And
P1 1:33:49then we're going to have a meeting
P1 1:33:50August the 4th
P1 1:33:52>> where the drafts draft I'm expecting the
P1 1:33:56from the appraisal district in the next
P1 1:34:00>> certified
P1 1:34:00>> their deadline is the 25th.
P1 1:34:02>> Now when you're saying split now what
P1 1:34:04what are you looking at our tax rate
P1 1:34:08>> Well just using some projected numbers
P1 1:34:12that I have so far
P1 1:34:13>> cuz if they go up a lot I'm I'm not
P1 1:34:16>> they go up but down. So,
P1 1:34:18>> so using our projected numbers,
P1 1:34:21we're we're we're looking at dropping
P1 1:34:22our tax rate by about 5 cents
P1 1:34:25currently.
P1 1:34:26>> And so I feel like we're going to keep
P1 1:34:28our tax rate lesser than what we
P1 1:34:30currently
P1 1:34:34>> Our rate will be less
P1 1:34:37>> and not more.
P1 1:34:38>> Well, that sound
P1 1:34:40>> I can't guarantee it, but just looking
P1 1:34:41at the numbers if we only repay
P1 1:34:43>> the fire and police bond and not the
P1 1:34:45others.
P1 1:34:46>> Okay. our debt that will we should still
P1 1:34:49be able to drop our tax rate because
P1 1:34:53the values and the new construction
P1 1:34:55overall is bringing everything back up
P1 1:34:58our our appraisals
P1 1:35:01>> and I also still think we we we need to
P1 1:35:05>> keep on the forefront about the lake
P1 1:35:07>> me too
P1 1:35:08>> and he's going to be
P1 1:35:10>> agree I'll work on that
P1 1:35:11>> look into he's going to look into that
P1 1:35:14>> okay so that brings us two
P1 1:35:17>> two executive session
P1 1:35:18>> executive session
P1 1:35:19>> and if you want to call for both of them
P1 1:35:21we don't have to
P1 1:35:22>> okay we have two executive session 11
P1 1:35:25and 12 and they will both be covered at
P1 1:35:26the time uh governor uh code 551.074
P1 1:35:32personnel matters consider annual
P1 1:35:34performance evaluation of police chief
P1 1:35:36fire chief and city administrator item
P1 1:35:39number 12 gov code 551.074 074 consider
P1 1:35:46personnel matters related to city
P1 1:35:47administrator and assistant city
P1 1:35:50administrator. At this time we'll
P1 1:35:52reconvene into I won't reconvene. We
P1 1:35:56will go into executive session and we'll
P1 1:35:59you may stay and we move I
P1 1:36:02is that the way we do it.
P1 1:36:07We'll take a twominut restroom break.
P1 1:36:11You can do it in two minutes.
P1 1:36:16Friday, we'll be back. Oh man,
P1 1:36:21>> we're not we're not through.
P1 1:36:26>> That's a lot of stuff. takes a lot of
P1 1:36:28cityific.
P1 1:36:55It's just that we can move into right
P1 1:36:57now. Anybody can move anywhere in there,
P1 1:36:59but they have to come to the council.
P1 1:37:02But if they have a designated area for
P1 1:37:04that mean like right now they agree to
P1 1:37:06make it a house.
P1 1:37:10>> So housing
P1 1:37:12>> and Yeah. And if you and then if you
P1 1:37:14want to come in there, you could like
P1 1:37:16you have a small business, you can still
P1 1:37:17request like y'all do for a trailer
P1 1:37:20So that's the only thing that would
P1 1:37:21change.
P1 1:37:23>> And so right now it'll be basically it's
P1 1:37:25mostly houses over there anyway.
P1 1:37:31>> Oh, we're going in there.
P1 1:37:36I thought we do it in here like we
P1 1:37:41want to do it while I'm while we're
P1 1:37:43talking about it.
P1 1:37:46I don't even let Jimmy
P1 1:37:57>> I wanted to work for it but I want to
P1 1:37:59know what
P1 1:38:01the I did y'all.
P1 1:38:04>> I project my way through
P1 1:38:19>> I'm not going to that.
P1 1:38:22>> Okay.
P1 1:38:29Let me know. Let me know.
P1 1:38:47Let me check.
P1 1:39:07>> I'm hoping we can stay in here. Huh? I'm
P1 1:39:09hoping we can stay in here.
P1 1:39:11Everybody left.
P1 1:39:12>> They're leaving.
P1 1:39:15>> I mean, then they can come up to the
P1 1:39:16podium and talk and then
P1 1:39:24I know one thing. It got cold in here.
P1 1:39:26>> It is cold.
P1 1:39:32>> I got cold, Chris.
P1 1:39:37This again.
P1 1:39:44[Music]
P1 1:39:46I don't think so.
P1 1:39:50>> It's cold.
P1 1:39:51>> It is.
P1 1:39:52>> It is cold over here, man.
P1 1:40:01>> We remember this.
P1 1:40:02>> You got to understand something. Blood's
P1 1:40:04been circulating in my body a lot longer
P1 1:40:06than it's been circulating in yours.
P1 1:40:10>> I said blood's been circulating in my
P1 1:40:12body a lot longer been circulating in
