0:01No, they did. They they did one one
0:04year, but this is a contract renewal. So
0:08So they're not going to But the next
0:10year they
0:11will like they did that one time. Let's
0:14ask them.
0:18Yeah, let's ask
0:20him. It's
0:23[Music]
0:256:00. Yes, sir.
0:30Oh, good evening everyone. It's 6:00. It
0:34is time for the city council to begin.
0:37At this time, we will stand and have a
0:41pledge. A prayer and a pledge.
0:45Yes, please.
0:47Let us pray. Heavenly Father, we come to
0:49you this afternoon. We thank you for
0:51this day. Thank you for the opportunity
0:53to gather here this afternoon. Lord, we
0:56thank you for uh all of your blessings
0:59in our lives, Lord. And and Lord, just
1:01being able to serve you in this way as a
1:03blessing. We just ask you to tonight
1:06just give us wisdom concerning all
1:08things. Bless all of the of our citizens
1:10who are here tonight and all of our city
1:12employees, Lord God, on a daily basis.
1:15Uh just keep them safe, Lord. and and as
1:18we discuss all the business at hand
1:20tonight, give us wisdom uh beyond our
1:23learning or or knowledge or experience.
1:25And we thank you and give you all the
1:27praise. In Christ Jesus name we pray.
1:29Amen. Amen.
1:33I pledge allegiance to the flag of the

1:38republic for which it stands. One nation
1:42under God, indivisible, with liberty and
1:45justice for all.
1:52[Music]
1:54Once again, good evening. It's kind of
1:56hard to say good evening. It's so light
1:57outside today. Uh we're glad that you've
2:01chose to join us uh in this uh city
2:03council meeting today. Uh right now
2:06we've already picked up those that have
2:09would like to have a say. We have Warner
2:11has uh would like to have words and at
2:16this time Miss Virginia
2:25Lewis. This is probably the last time
2:27I'll come before y'all for unless
2:29there's something different that comes
2:31up, which I'm sure it will be at some
2:33point in
2:34time. But I'm here for two reasons.
2:37Number one, I'm tired of people in this
2:40community, in this city, asking me to
2:44explain or justify why no charges was
2:47brought against the director of economic
2:49development. I can't tell you how many
2:51people stopped and asked me why weren't
2:54charges brought against
2:56him.
2:57And the question is
3:00why? I think we all know
3:04why. But from the city council, the
3:08police department, the city
3:09administrator, the district at Turner,
3:12there was a concerted effort to protect
3:15and cover up the correction, the
3:18corruption. Thanks to the citizens,
3:20economic development has been
3:22closed. And a lot of them think it's
3:25been closed. That's the end of it. And
3:26it probably is. And that may be need to
3:29be the end of it. I don't know.
3:32But you know what? I was told, and this
3:35burns me up, folks, that it was a
3:38political and racial
3:40thing. No, it was
3:44theft. Let's be honest about it. It was
3:48theft. I've spent over 30 years working
3:52with youth that were incarcerated at
3:54Texas Youth
3:55Commission. That was for far far less
3:58crimes than what happened here. Y'all
4:02know that's the
4:04truth. I've drove hundred of miles to
4:07deliver a message to a mother that their
4:10child committed suicide while being
4:12incarcerated. Not an easy thing to
4:15do. Had to pay a tremendous price for
4:19the crimes they committed.
4:21this two-tier
4:23system. That's why the youth, they don't
4:26have no trust in law
4:28enforcement. They don't believe that
4:30rights rights going to be done. They
4:34just know that it's political and
4:36racist. They'll get away with it. That
4:40don't need to happen,
4:41folks. We need to be honest about what
4:44happened. It was
4:47theft. Bottom line, it was theft.
4:51Now, has he paid a lot? Yes. He's lost
4:55his
4:56job. He's been
4:58embarrassed. We've all been through all
5:01of this over and over and over and over
5:03again. Different people have been told
5:06different stories by different people.
5:09Some of them just to get you out of
5:11their office. And knowing when they tell
5:13you that, they didn't tell you the
5:16truth. They just wanted to get you out
5:18of the office. And there's been a lot of
5:21money invested in this. A lot of money,
5:24a lot of
5:25time. We don't need this for our city.
5:29And I'm going to say to you, if you're
5:31sitting here and some of y'all Thank
5:33you. Thank you.
5:36Okay, that was the only uh comment that
5:38we had turned in at the time. U and I
5:41think I forgot to recognize the
5:43visitors. I might have can't can't quite
5:45recall. But thank you so much for
5:47choosing to come here today as we
5:50address the business of the city. So,
5:53with that being said, that brings us to
5:56um for comments and from my council. And
6:01I'll mention I think as you came into
6:05the doorway, you saw the
6:07flyer and it says, "Please join us for a
6:11retirement reception for honoring
6:13the honoring the career of William Bill
6:18Pimeington."
6:19And oh, here we go. to join us to honor
6:23Bill's uh career of 52 years, including
6:2637 as Crockett City attorney. And the
6:30event will be Thursday, May the 15, 2025
6:33from 11:00 a.m. to 100 p.m. The program
6:37would start at noon and it will be held
6:39at the Crockett Civic Center conference
6:42room. Refreshments will be provided.
6:45We're hoping that all of you that know
6:47Bill and have had dealings with him and
6:49he's been a staple in our community for
6:52so long and we do appreciate uh the
6:55great things that he's done with the
6:56city of Quanket. So we hope that all of
6:59you would pass the word, share it with a
7:01few friends and we're looking forward to
7:03seeing you there. And also we have um
7:08we've been have we've had our community
7:10roundt. We have another round table for
7:12precinct 5 and basically that's
7:15conversation with your city on a
7:18precinct level and that was suggested
7:21that we start doing a city I mean a
7:24citywide but we broke it down into
7:26precinct and therefore you get to talk
7:29directly to the person that's going to
7:31be working with your precinct your
7:33council person and this time it would be
7:36the council precinct five and that is
7:39that' be me and That's Mr. [name]. And it
7:42will be held at the Harvest Church on
7:45the 29th of April at 5:30. We hope that
7:50you if you know someone in the area that
7:53didn't hear the announcement, just
7:54remind them. And we're hoping to have a
7:57great great out turnout. And I will say
8:01that the last ones that we've had, the
8:03information has been really powerful and
8:06and I guess community specific. And I
8:10think that everybody got had an
8:11opportunity to voice their concerns and
8:13to hear what was actually going on. So I
8:16think it's so important that if you
8:18really want to know directly, the best
8:20people to hear from are on a level that
8:23are directly specific to your community.
8:26So thank you so much. We're looking
8:27forward to you being there. Did anybody
8:31else on the council want you like issue?
8:34Y'all just come out. Come out. Let's uh
8:37let's talk.
8:39All right. Uh with now with that being
8:42said, that brings us back to item number
8:44one, approval of the minutes from the
8:46regular session, March 24, 2025.
8:52I make a motion we approve the minutes.
8:54I second. Okay, it's been moved and
8:56second. All in favor? Motion carries.
9:00That brings us to our business item
9:02number two, discussion of solid waste
9:05contract renewal terms.
9:10Mayor and Council, we um spoke on this
9:12um about a month and a half ago and
9:15decided to move forward with
9:18um renewal of contract with Piny Woods
9:22and uh Live Oak for our solid waste. Uh
9:25that being said, before we renew it, um
9:28there were some um some some of the
9:32council members and even Piny Woods, we
9:34wanted to touch on a few of the um items
9:36within our contract to be sure that
9:38we're all on the same page moving
9:40forward with another 5-year
9:42contract. Um and we do have
9:44representatives from Piney Woods, but uh
9:47Mr. Sunny Hubard and JD Hatton. I don't
9:51know if
9:55Yeah, if you want to, we can go over
9:58that.
9:59Um, I have the entire contract. We do
10:02have some markups on it that we um
10:04initially saw, but we want to go slow
10:06enough that way um any items that we did
10:09miss can be pointed out um
10:12uh one of the items as mentioned by Mr.
10:15[name]
10:16um right before the meeting started that
10:20uh we need to touch on is contract
10:22renewal for this uh this year will be
10:25based off of last year's pricing plus
10:28CPI or how's that going to work be the
10:31same pricing that we've had. So we'll
10:33start we'll start with this last year's
10:35pricing just now the one that you and I
10:39talked about four or five months ago.
10:41Okay. Yeah. And we'll and so that
10:43pricing will stay moving forward with
10:45the first year of the contract. Okay. So
10:48then the second year we're not going to
10:49go up twice on us, right? Like we did
10:52that one year. Twice. No, we did one
10:54year. I know we did. We're not going to
10:57this time. I can't tell. I can't tell
11:00you why. I didn't do it. I can't tell
11:02you what happened. But no, it'll be on
11:04the anniversary date of the contract.
11:07All right. I'm I'm going bring I'm going
11:09to bring you in and and we're going to
11:11talk about this. I'll be here. If I'm
11:13not here, J D is here. He J D for
11:17everybody that has never met him, he is
11:19the actual S. What is What is it? Go up
11:223%. 3% or CP if it's less. So next year
11:27we go up six. We're not We got a problem
11:30six. No, we're not going to No, we did.
11:33I know we did, but we're not going to
11:35anymore. Okay. All right. Yeah. the uh
11:37the the rate increase for this contract
11:41says CPI from the US uh Bureau of Labor
11:46Statistics are 3% which is the less.
11:51So if if that's what our last contract
11:53said too, right? Well it's what it said
11:56and that's what we did that's what we
11:58did that last year too when you're
11:59talking about 6%. Yeah. So um what what
12:04a lot of the contracts that we went
12:05through only ourselves and one other
12:08city was um we actually have a lesser of
12:12most of them are built in that whatever
12:14the CPI is whatever the inflation is um
12:17so they did agree to keep the CPI or
12:21lesser of um of 3% 3% okay make sure
12:26that it doesn't go up on that so if it
12:28goes haywire and it's 10% 3%'s what the
12:31contract calls for. As long as it's not
12:34six cuz we skipped a year. I understand.
12:39Um it won't be. Okay. Now we we touched
12:43on that one. Yeah. Okay. All right. Um
12:46so we have defined terms. Um one of the
12:49items that is
12:52sometimes just for clarification the two
12:55items that um sometimes get confused are
12:58bundled items and bulky items.
13:00Um, bulky bulky items are large uh large
13:05special type items from a dish, you
13:08know, a washing machine or a mattress or
13:11a dresser versus bundle items or items
13:14that could do not fit inside the uh poly
13:17cart and or it's more than what if you
13:21have a a polycart service of one
13:23polycart and say you have Thanksgiving
13:26and you've had more than what can fit in
13:29that. So you bundle those items and up
13:31to either three bags or even yard waste.
13:34It's just your limbs have to be cut
13:36smaller than four
13:38feet, you know, roughly. So so long. So
13:42those are the bundle items. The bulky
13:44items are those large items, the the
13:47one things that you know uh like I said,
13:50the mattress and the dresser and those
13:53oneoff type items. Um, so we'll talk
13:56about both of those later in the uh con
13:59in the contract. Um, so this is front
14:02and front and back page one and two.
14:05Page three, let's see, page four. One
14:09item that has come up in discussion that
14:11we wanted clarification
14:17on is
14:19um on page four under small uh single
14:23family residential and small commercial
14:26units. Um in simple ter in simplest of
14:29terms, the single family residential are
14:31all of our neighborhoods, just
14:33neighborhood streets. The small
14:35commercial units are our downtown units.
14:37the the mixed units that have some
14:40residential and some commercial, but
14:42they're small. They're offices, law
14:44offices, and they share um commercial uh
14:48polycarts. Those are picked up that way
14:50we don't have trash sitting in the bin
14:53for an entire week. Those are picked up
14:55twice a week,
14:58right? Yes. And
15:01so one of the concerns is further back
15:04in our contract, later on in our
15:06contract, it says um their business
15:08hours and their hours of service of
15:10their their pickup hours will not start
15:13sooner than 6 a.m. Here under section 4,
15:17it says it will not start sooner than 7
15:20a.m.
15:21Y'all changed it to 6. So, that's one of
15:24the things that Piney Woods is
15:26requesting that it not be 4 a.m. or 5:00
15:29a.m., but 6:00 a.m. to be able to start
15:32their route in residential units and or
15:36the downtown commercial unit. Uh, they
15:39they have to get down soon enough to be
15:41able to pick up before parking um all
15:44the parallel parking and the and the
15:47people start moving into that downtown
15:49area where they you have big trucks
15:51parking in there. that that's on
15:52residential that's on the the small
15:56downtown the small commercial units.
15:58Yeah. So both of those would be um
16:03but the residential I don't I don't
16:05think 6:00 I think it needs to stay 7.
16:08Uh you know the only thing with
16:10residential I would say that when school
16:12traffic start I live there on the road
16:15it creates a it's really bump between
16:19the you know we have a lot of people
16:20that work with TDC and it's a lot of
16:22traffic at 6 it's really hard to
16:25maneuver because they don't be slowing I
16:27mean they don't like they they're trying
16:28to get to work I mean so six is not I'm
16:32a 5:30 walker okay but six is it start
16:37getting crowded it if it's if it's if
16:39it's like seven or something cuz you run
16:41into the buses, you run into the school
16:44traffic, it really is hard to maneuver
16:47around and you know, well, here's what
16:50we were considering whenever we mention
16:51this. We can stay off the streets. The
16:54school buses run up, but there's a lot
16:56of other streets that we can get to, and
16:58we run into a landfill problem. Although
17:01we dump here, we still have to take it
17:02to the landfill. And the landfill closes
17:05at 3, 3:45, depending on which one you
17:08use. And we're just trying to beat it to
17:10the landfill. U that's the main thing.
17:14JD, I think, could fix out the routes so
17:16that they would stay off of the main
17:18streets where the school buses stay and,
17:20you know, we could pick up eight or 10
17:22or 15 blocks that were off the beaten
17:25path, change the routes up so that it
17:27get all we're asking for. I mean, yeah,
17:30there for there for several months and
17:32trying to beat beat beat the uh closures
17:34at the landfill. They started pushing it
17:36up. I they were they were running routes
17:38at, you know, 5:00 in the morning. And
17:40we we realized that that was an issue
17:43and so they obviously are pushing it
17:45further out, but they're they were
17:48asking not to start quite at 7 to be
17:50able to start a little bit sooner. What
17:52y'all is six okay or do y'all want to
17:55keep it at? I think the residential I
17:57mean I think on the main roads you can
17:59start at 6 but like residential like
18:02down in residential like say enchanted
18:05estates
18:07uh I don't think you should be able to
18:08come in till after 7 but
18:13good with six I mean like your main
18:18roads
18:20uh six fine yeah but
18:24under non-colction uh under sorry under
18:27um under notices and follow-up. So
18:30that's kind of our the portion of the
18:32contract that if they do something that
18:35is not within the contract, we have the
18:37ability to find them or provide notice.
18:40On that sheet, we have
18:43um commencement of residential
18:45collection prior to 6:00 a.m. as one of
18:47the criteria that they would be given
18:49notice and that
18:51they so what do
18:56y'all I mean cuz it like just sprints in
19:01and I'm saying it because I live
19:04there. If they get to start coming in at
19:076, then you got to put your traffic out
19:08or your trash out the night
19:11before. Then you got
19:15dogs. Who's going to pick what they tear
19:18up when when people get up and let their
19:20dogs out? Cuz it's happened several
19:23times over
19:27there. Sunny JD, what do y'all think? I
19:29mean, is six okay? Is seven or is seven
19:32okay? or is six for we have basically a
19:37third of the entire city is picked up
19:39within one day. So they have to make the
19:41entire city all city streets within a
19:43third of the city. So it does seven and
19:48collection and getting it to the
19:49landfills. Does all that work within a 7
19:53a.m. start time? 7 a.m. start time. You
19:55know, you run
19:57into some things happen sometime,
20:00but we could play it by here and see how
20:02we could we can try and work it out. I
20:04mean, now let me say this here also.
20:07Now, this is speaking on the residential
20:08side. Commercial, we would Yeah.
20:11Commercial, we don't have that. It's not
20:13a problem with the commercial, right?
20:14So, no sir. Okay. That can be picked up
20:17during the night. Try it. Uh but the
20:206:00 I mean that truck when he leaves
20:23out and goes to picking up usually he
20:26tries to stay off of goad Houston and
20:29booty the main streets just coming in if
20:32he can get out and get a jump early in
20:33the morning usually by noon he can kind
20:36of just do the last pickups. Yeah. or
20:40just but in the summertime I mean
20:42sometime understand too sometime it
20:44starts getting hot 10:00 in the morning
20:46it's 90 100 degrees sometimes
20:49and we're working with uh rear loader
20:51garbage trucks with people on the back
20:53too yeah and those three what about
20:57during the summer or something during
20:59the during the summer have an earlier
21:02start date or something you just go to
21:05the chain got to save it
21:08I mean the chanting I I can keep them
21:10out of that. Ain't a problem. I just
21:12need I I don't I mean I'm just
21:15think it's not a problem with just
21:18enchanted. I mean it's the older people
21:20live other places, too. I mean it's uh
21:266:00 man got get the trash and get out
21:28of here. I mean that's what we running
21:30right now. 6:00. We run 6:00 right now.
21:33One here in the city. just go go
21:35everywhere but enchant it. I guess you
21:37know I'm good with like I said it's not
21:39just chanted. I mean it's that's just
21:42that's one of the items that did not
21:44make sense in our in our contract. It
21:46said on one side seven and the other
21:49side it said six. And so
21:51um the downtown they were wanting to see
21:53if they could push it even sooner to get
21:56in and out before nobody living
21:57downtown. Well, our goal is at some
22:00point there will be more. And right now
22:02we have probably five or six dwelling
22:04downtown. So, it's not a big nighttime,
22:08you know, noises and stuff is not going
22:11to be disturbing too many people. So, as
22:13long as you're okay with that, what do
22:15y'all want to do on the downtown? Is
22:17five. Okay. Six
22:21right around the square. Right on the
22:22square. Just the square. Do whatever you
22:24want. And then on the main So, do five.
22:26Can we move that one to five at least on
22:28the square? The big
22:32and then residential six. Six.
22:38And you said you were going to just got
22:40walk residential part of it. I I'll be
22:43ready for y'all to come get my trash.
22:46What we can do if this does cause
22:48problems, we'll come back and readress
22:50it and see if we need to change it. That
22:53ain't going to be a problem. I mean we
22:55whatever we got to do. Yeah. Whatever we
22:58need to do, you know, if we're running
22:59into any to accommodate it, put the
23:01garbage. So like Yeah. So kind of like
23:03you said, the main the main street, you
23:05can start right at six and work your way
23:08partially into the uh the deep resol and
23:13I mean you get stuck on that. Yeah,
23:15that's why I say I know street just a
23:17line all the way to Oh, I know what 6:00
23:19look like on there. I mean between early
23:21on that cuz like I said I walk right
23:23down through those main streets. So I
23:25can see why you would want to get those
23:27out cuz they do clutter really fast. And
23:30so I think like what what was suggested
23:33is that those baseline the 5:00 for the
23:37central area no res no real residential
23:40and we're and then the 6:00 to start out
23:44with the main street and work yourself
23:46into the residential and if it's a
23:48problem we'll come back and redisuss it
23:51we won't follow and u pineywoods has um
23:55been pretty responsive and custom custom
23:59responsive of like um if there's certain
24:02people that can't roll their carts out,
24:03they go up to the garages and uh porches
24:05and roll them out. So yeah, that's good.
24:10so I think that if there is a certain
24:11area or you know somebody that requests
24:14that it'll be a later then we could
24:17probably work and be a list all of them
24:20and try to keep up with them. Is there
24:21any more? Let us know.
24:24Okay. Um so the next one on the C under
24:28that same page of the last paragraph on
24:30page four.
24:32Um something that we have in our
24:35contract that is very very valuable in
24:38our contract is the provider will pick
24:40up to two bulky items on reg regular on
24:44their regular residential pickup. So
24:47those items, but it does say that they
24:50don't want you operating some type of
24:52a, you know, where it's every time. So
24:55if it's a if it's a um if it's a
24:59standard pro um
25:00problem, then they'll need to work with
25:03you on getting, you know, if you're
25:05running a business that requires lots of
25:07mattresses to be dumped or couch every
25:09every week there's a new couch and
25:11you're kind of using that. If you do buy
25:14new furniture, you do have something
25:15that needs that you need hauled off,
25:17they will provide a a free pickup
25:20service with your regular residential.
25:22All you have to do is call the day
25:24before and let them know cuz they run
25:25out there with a trailer and a pickup.
25:27They don't do it with a regular um rear
25:30loader. So any bulky items that you
25:33have, they pick that up for free at from
25:35the curb. So that's something really
25:38valuable that you don't see a lot in
25:40these contracts. Now there's one one
25:42exception to that that we need to
25:44discuss so that y'all understand.
25:46Anything with refrigerant in the freon,
25:50we would rather not mess with them
25:52because the TCQ rules on the uh
25:56certificates that have to go with
25:59whatever it is, air conditioner,
26:00freezer, refrigerator, nobody will take
26:03it without those things. And you get
26:05somebody knocking a line off of a ice
26:08box and freon goes out. Nobody's going
26:11to put a sticker on there because they
26:13didn't remove it and nobody's going to
26:15take it because there's not a sticker on
26:17it. So, that's a real problem as far as
26:20us trying to remove them because we just
26:22rather not because the regulations on
26:25the things are such that nobody would
26:29take the things. On um we have two a
26:32year um drop off events, large item drop
26:36offs also. So, if you've torn down an
26:38old shed or you have some garbage that's
26:41acrewed and you put it in the back of
26:43your pickup or a trailer, when when you
26:46do take an air conditioner or a fridge
26:49refrigerator, take it by an AC per and
26:52if they if they can vacuum it down and
26:55tag it, then you can drop that item off.
26:58Um, but they're pick the the cruise that
27:01they take it to requires that stamp or
27:04that tag.
27:09the uh next item that sir
27:14I don't know what you're saying
27:16we have more notice on those days please
27:19can we publish out a month ahead of time
27:22on that we do okay yes sir I have not
27:25seen that we radio newspaper social
27:28media a good good month and a half
27:33yeah
27:35Um on page five down at the very
27:38bottom, one of the requests and it
27:41truthfully it works out better for us.
27:43our contract with Piney Woods. Um, one
27:46of the big things that we utilize within
27:49the city are their uh are when we go in
27:53and clean up these abandoned lots or
27:55these uh dilapidated homes that are
27:58falling down and they're either on the
28:00tax foreclosure sale um or we go through
28:04code enforcement means to uh clean those
28:07properties
28:08up. Um they have been providing up to 32
28:12a year for the city's use for these
28:14property cleanups. 32 uh 30 yard
28:18rolloffs.
28:20Um we've been having some issues with
28:24uh coordinating our cleanup efforts and
28:27y'all's availability to have rolloffs.
28:30And so when they're, you know, we don't
28:32want a rolloff out there sitting for 2
28:33or 3 weeks waiting for our crews to show
28:35up cuz sometimes emergencies come up on
28:37on our crews and we didn't show up when
28:39we were expecting to. And it's just
28:41always a hassle coordinating those
28:43efforts. What they're willing to do is
28:46using their transfer station. We have a
28:48rolloff truck and a roll and rolloffs
28:50and we have dump trucks is that we keep
28:53a tab so to speak out at their at the
28:56transfer station and they're going to
28:58provide an equivalent and actually it's
29:00just a little bit more than the
29:01equivalent of 32 rolloffs of those 30
29:04yard rolloffs. They're providing 1,000
29:06yards. So whether we bring it out or
29:09we're doing a cleanup project and we
29:10have something in in a dump truck, we
29:12can roll it over there and dump it at no
29:15charge for city uh cleanup services,
29:18cleaning out ditches or creeks or
29:20tearing down an abandoned house. That's
29:22good. Yeah, we'll keep a running total
29:25of it and uh whenever your 8 yard trucks
29:28come in, put eight yards or 12 yard
29:30truck 12 and uh we'll allow you a
29:33thousand yards.
29:35I don't think you'll hit it because I
29:36think last year they only used two
29:39containers. They didn't use the full 32.
29:42So I think that this will be a win-win
29:44for everybody. Y'all can get it as you
29:47need it and then we don't have to mess
29:49with 32 containers because that is a
29:52logistics problem to itself. I mean it's
29:54not a problem is a logistics situation
29:57to coordinate those. Yeah. To coordinate
29:59everybody. So y'all can do it as you get
30:01to it and just bring it to us.
30:04Sounds like a plan and give you a
30:07thousand yards.
30:11Okay. Um on page six, term of
30:15agreement. Um
30:182025.
30:20So it' be 2025 through
30:232030.
30:27Um anything on those two pages?
30:31all the fees, the franchises, the taxes,
30:34all that remains the
30:35same. Page eight, that's the section 16
30:39that we were talking about.
30:41um where on missed uh let's see on
30:45number three com commencement of
30:47residential collection prior to 6:00
30:49a.m. That's what we were currently
30:53already uh had in there that we said
30:55that they couldn't run before 6:00 a.m.
30:57But then another area we had 7:00 a.m.
31:00And then over here on hours of service
31:02on section 17 on page 9 it says 6:00
31:06a.m. to 6:00 p.m. will be their hours of
31:09service also. That's going to be when we
31:12finish. So, if we out there past 6:00
31:16and it and that does in the um in the
31:19clause above that, that's where it talks
31:21about where if there's Yeah. Yeah.
31:23extended pickups and Yeah. Just leave
31:26them out. We going to pick them up.
31:35Um those are the only items that we made
31:38adjustments to. Yeah,
31:43until so on the page 12, we do need to
31:46put a new address
31:48for notice deliveries. That was the old
31:51Pineywoods
31:54address.
31:57Um, a couple other items on page
32:0214 is um,
32:06what is this on 13?
32:10residential units. That's the got marked
32:13out 119. That's the current That's what
32:15the current pricing when we started
32:18price. Okay. That's what our current
32:20pricing is. When we started 5 years ago,
32:22it was $1.49 less. Okay. And so within 5
32:26years, they've they've gone up by $1.49.
32:34Um over here there was a a little bit of
32:39a pickup of debris with a crew includes
32:43limbs, leaves, etc. $25 per yard. That
32:46was a
32:47pretty generic kind of a ambiguous
32:50number. They didn't say whether it' be
32:53one tree, 20 trees, or a small bush.
32:56It's $25 a yard.
32:59um one in five years no
33:03one used that portion of the fee
33:06schedule. Um, and we don't think and
33:09Pineywood was definitely expressed some
33:11concerns over it that they could, you
33:13know, on the first page that um, what is
33:18it on the first page? Section one, bulky
33:21items. There it says that any items
33:23larger than 48 in or over 50 lbs can be
33:26hauled off at a negotiated rate. That
33:28would probably be the time that that
33:30would they holler. Piney Woods comes out
33:33there and looks at it and says, "Yes, we
33:34can haul we we can haul all these limbs
33:36off for X dollars." Then let me clarify
33:40this a little bit more. What I have seen
33:42in the many many many years is we used
33:45to back whenever everything was above 50
33:48an hour and you could dump in the
33:50landfill for $2 a load, people put out
33:54enough of material to fill up this room
33:56and we would have the crew go out and
33:58pick it up. Take them all day to do it.
34:00And this is what this reminds me of is
34:02they put out a pile of stuff and we send
34:05a crew over to handle it. We don't do
34:08that. We don't have the equipment. We
34:10don't have the people. And you don't
34:11need 10 or 15 or 20 yards of waste
34:15sitting on the curb
34:17side. And this is what this relates to
34:21with that 25 bucks a yard. We go there
34:24and measure it. We say it's going to
34:25cost you $750 for us to pick it up.
34:28Well, anyway, we don't have the people.
34:31have the equipment to do that. And so we
34:35just need if they're going to do
34:36something like that, just set up a roll
34:38off container out if they're going to
34:40clean up their whatever, you know. And
34:42we have a site we have a site out in the
34:44county also that people can drop off uh
34:47limb limb drop off for free. So, but
34:50that's why I said let's just get rid of
34:52that because it it acts like somebody
34:55can go clean up, you know,
34:57grandma years ago and just pile it on
35:00the curb and expect us to come get it.
35:03We just don't have So, you're saying the
35:06pick up pick up of debris with a crew.
35:10Mark it off. Mark the whole line off or
35:13not to be negotiated? No, just mark the
35:15whole line off. Uh if they have
35:17something like that, we can they can get
35:19a roll off and come look at it and then
35:22we can say we can get whatever we can
35:25get out of it off in there and they be
35:29responsible for their own pickup.
35:30Correct. That that that's probably more
35:33feasible.
35:36Yeah, cuz that's that's a lot of stuff
35:37to be piled along. Um the last item on
35:41the on page 15 was we had a tire
35:45disposal twice per year up to four tires
35:48per stop. So you could put up to four
35:50tires out by your curb and it would cost
35:54you 750 or it was $5 per tire for 20 in
35:58and below and 15 for over 20 in.
36:03Um, and
36:04so that's kind of I really we don't have
36:09a lot of other options that if if
36:11someone is out of compliance and they
36:13have
36:14tires and our code enforcement is under,
36:18you know, we send them a notice, a
36:20warning saying you need to get the
36:21tires, you know, out of your
36:23yard. This did give us an option. Most
36:26time they didn't use it. they they would
36:27either take I mean the cheapest option
36:29is take it down to a tire store and pay
36:31that surrender fee. It's usually $2 to
36:34$3, maybe a little bit more. I think
36:36more now, but it it might be more now,
36:38but um a couple years ago was we got a
36:42grant for um tire drop off and we had a
36:46grant that paid for we hauled off 8,000
36:48tires that year.
36:50Um, we had four 18-wheeler box cargo
36:54trailers that we loaded up and hauled
36:56off um using that grant fund. And I
36:58think that helped dwindle down our tire
37:02population, but um
37:04moving forward um they they don't
37:06they're not really in the tire drop off,
37:08pickup, and dumping
37:10service. They did request that they
37:12remove it out of the contract, the tire
37:16uh drop off. Um, I do like that it's in
37:18there because like I said, when we're
37:20under enforcement case, we can tell
37:21people worst case you do have this
37:23option. Most time they're not going to
37:25use it because it's cheaper to take it
37:26to a tire store. Well, the reality is
37:29when you buy a tire at the tire shop,
37:32there is a disposal cost on the heat.
37:37Why anybody carries a tire that's wore
37:39out back to the house anyway is beyond
37:40me. But we really are not in the tire
37:44business because the landfills won't
37:46take tires. They're whole and for the
37:50750 we're asking for, we can't really
37:52get rid of them that much. I mean,
37:53that's about what it cost at a tire
37:56disposal place. And so we're still
37:58looking at the transportation to get
38:00them there. So, so what do y'all think
38:02y'all? And even with that, I mean, when
38:04they did bring them out there and we
38:06told them it was a charge to give it up,
38:08they left. And that's the other thing is
38:12what we found out that
38:15um people do not plan on returning to
38:18their house with those tires. If they're
38:20if they've loaded them up in their
38:21vehicle and then they find that there's
38:22a fee and they decide not to pay it,
38:25they're going to disappear somewhere in
38:26a ditch or creek and then we're picking
38:28them up anyway. They end up at my
38:29dumpster and then we're picking them
38:32then we're picking them up anyway. So, I
38:36don't know. It's kind of a a catch 22.
38:38Keep it back in mind. Did you say those
38:40trailers were about $2,000 a trailer
38:43back when that was about three or four
38:45years ago when they when they set up to
38:48bring them out? They were a couple
38:50thousand dollar a piece. So, you know,
38:53nothing's cheap when it comes to tires.
38:55No, I don't know. I don't know what to
38:56do with that's why we need to get that
38:58company in there. Yeah. I got another
39:01company. So, what do y'all want to do on
39:03that one?
39:06We taking off two of them.
39:08too long. Are you going to leave the
39:10price on there and do it or you said you
39:12wanted it off completely? You want to
39:14leave 750? Just leave on there if you
39:16want to, but we would like to have it.
39:18They requested it be taken off, but
39:21maybe
39:22u I can't I don't know. Maybe something
39:25later on in the year we can come
39:27together and do something if we collect
39:29any. You haven't collected any tires
39:31down there in a long time, so there may
39:33not be a real problem. That trailer
39:35pretty much that trailer was out
39:37there that price higher. I don't care
39:40$10.
39:43I mean, it's just a worst case scenario
39:46when people have it and they need to get
39:48rid of it. It's an option and they will
39:51pick it, you know. So, instead of them
39:53having to load it up and they don't have
39:55a pickup or whatever and make $10 a
39:57tire, let's do 10. I wouldn't care that
40:00we can take a pickup load and maybe get
40:03three or $400 worth of residue and
40:05justify and that way you can leave it on
40:07there but do it because like you said
40:10the landfill won't take it. So you're
40:13going to have to
40:15you got to get you're going to have to
40:17get enough tires to be built up to even
40:19go make anything on it. Correct. The
40:22closest place is Cleveland or walks
40:26meloian or somewhere up there and then
40:28Cleveland.
40:30Okay, let's just put 10 on there. Just
40:32leave it. Okay.
40:37Maybe they just throw them on the house
40:39like that. Any
40:43other items that you want y'all want
40:46to see addressed? As long as we have our
40:48year straight, right, [name]?
40:51No carryover from next year. No rollover
40:53minutes.
40:57Okay. Well, we do, like I said, I do
40:59like the service. I think it's a it's
41:03really good and how well they and I know
41:06people put other stuff on the side and
41:08they still pick it up. Not we wouldn't
41:11recommend that's not what it's
41:12recommended, but I noticed if it's
41:14anything left, they just pick it up for
41:16them. Uh, just keep this in the minds
41:19although we rip we got lime oak here,
41:22both of us were pineywoods guys and both
41:25of us have a lot of experience in this
41:26business. So, we're going to continue
41:29just personally just to take care of
41:31your business. So, uh just stay with us
41:34and we'll do whatever we need to do.
41:37Well, we appreciate you. one just a
41:40couple items in the last five years
41:42since they've been there that when we
41:43initially started negotiating I was
41:46actually going back through the last few
41:47days going through all of our contracts
41:49from our last proposals that we received
41:51and they were the only ones that agreed
41:54to move in an office here out of
41:57Crockett and hiring people locally. all
41:59the rest of them, Ameritex, um, which
42:02they've purchased already,
42:05um, and all the other competitors, so
42:07I'm not going to name them, they they
42:09were all going to service us from other
42:11cities. So, just send a truck over the
42:13road, one guy, one truck, and be gone.
42:17And and uh, they agreed to 13, but y'all
42:20have how many people now?
42:2315 16 something like that. Right around
42:2516 employees, 80 90% of them work.
42:28coming from here and they um service
42:32other contracts from the Crockett site.
42:35So our people are going to other cities
42:37and servicing them and so we're excited
42:40about that. Pretty much all of them I
42:42think got four or five years now. So
42:44that's great.
42:49We appreciate it. Well, get that uh make
42:53your changes in there and I'll be over
42:54here. I can't come tomorrow, but I'll be
42:57back over here. Let's say Thursday.
42:59Okay. And uh we'll sit down and go again
43:02and make sure everything's according to
43:03Holly and we'll go like what we were
43:07doing. Thank you all. Okay.
43:11Appreciate Thanks. Call if you need
43:13anything. Thank you. Thank you.
43:17Okay. Do we need to
43:23Oh, we just discussion. Just a
43:24discussion. Okay. Unless somebody wants
43:26to make any They can, but would yall
43:29like I'm not requesting any make a
43:31motion to accept the contract with the
43:33corrections? Yeah.
43:37Okay. Well, I'll make a motion that we
43:39accept the contract with the corrections
43:42and I'll bring that back for y'all for
43:44final approval. Okay. Okay. I second.
43:46It's been moved and second. All in
43:48favor? Motion carries. So, we'll be
43:52okay. That bring us to item number
43:54three, discussion, update on the street
43:56construction projects and the approval
43:58of budget amendment if necessary.
44:02Well, I will say we've seen some scary
44:05things under our street. Yes, ma'am. I
44:07mean, it's really it's and it's
44:10something that we've expected, we knew
44:11was going to happen, but until you start
44:13digging up streets and dirt and moving
44:17things, then you realize other things
44:19that were underneath that you weren't
44:20expecting u or you were expecting, but
44:23you didn't know the quantities. You
44:24didn't know the shapes until you get to
44:26it. And so it's it's
44:29been very busy in our street and
44:32construction public works departments um
44:34over the last few months with many
44:36months ahead to go.
44:40Um, so I wanted just to touch base just
44:44a little bit with where we're at with
44:46our current um, projects and the
44:49projects that we already have slated and
44:51budgeted to give y'all an idea of how
44:54our spring and
44:56summers looking both time-wise and
45:00budget-wise. Um, MLK is the first street
45:04of this SIB construction that we did.
45:08MLK has a couple sections that our
45:10contractors, while they're here, they're
45:12going back under warranty and they're
45:14going to pull a couple sections where
45:15they have some uneven tieins. The
45:18tie-ins were uneven and they just
45:21they're not they're not right. One area
45:23is holding just a little bit of water.
45:24So, that we're they're cutting that back
45:26out and re repaving that to where it's
45:28done. Right. Uh West Houston is
45:31complete. East Bell Avenue is now
45:33complete. Um the water's draining really
45:36well. um both on Bell and on South Fifth
45:39Street. The curb and gutters that we put
45:41in, the the storm water drains that we
45:44put in, everything's flowing flowing
45:46well. We're really excited about that.
45:48We have a couple button up items on it,
45:50but um it it's considered complete.
45:54South Seventh Street,
45:56um that one was another one that we we
45:59ran into a lot of issues as we're moving
46:02forward with it. Um we had one
46:06issue with our water
46:08line. Um there was a pipe that was um a
46:12valve that was installed and the the old
46:14pipe was all turned off. Um and the
46:18valve should have been just buried, but
46:20they put a sleeve back on it by mistake.
46:22I don't and we're not sure if it was one
46:23of our guys or the contractors, but
46:25anyway, when that sleeve was there and
46:27the rollers were putting the new
46:28pavement on, it pushed that sleeve down
46:31on top of that old valve and it broke
46:34our old cast iron line again, which was
46:37all going to be abandoned once we put in
46:39the water lines on Golad. It's just kind
46:42of a chicken in the egg trying to get it
46:44all to not not lose water in any one
46:47area, but using old pipes and new pipes.
46:49And so that was one intersection and we
46:51lost um so we had to pull up some
46:53asphalt as as you can see.
46:57Um but over overall um South 7th is
47:01fixed is complete other than one storm
47:04water um drain inlet across the
47:07Methodist church that's going to be dug
47:10out after it cuz we wanted it flush and
47:11level with a pavement. So we're going to
47:13do that afterwards
47:15um after the asphalt's cured and
47:17everything. South Tentth Street, South
47:20Grey Street, and North Grey Street are
47:23SIB projects that we're currently
47:24working on.
47:41Um, I was going to pull this up and show
47:46y'all South Tent
47:50Street. From
47:52Kemp, right across from the old school
47:56from
47:57Kemp, I don't know if this might be
47:59better on the
48:06um, is the high point. Kemp is the
48:09highest elevation and from there it goes
48:11to Buoie and in the other direction it
48:13drains back to
48:15Golad. From Kemp all the way down to
48:18Clark you have some slope. After
48:20Clark it is virtually flat, completely
48:25flat from Clark to Golad. Very little
48:29elevation change. That water just sits
48:32and pulls and does not drain. The curb
48:34and gutter, if you see it, all the curb
48:37and gutter has very little. Some places
48:39has zero rebar or or reinforcement in
48:42it. And it's just up and down. A lot of
48:45it was from those old garbage trucks
48:46that we were using. And then water
48:49sitting in the edge and it's not
48:51draining properly. So those those trucks
48:53was just pushing that ground up and down
48:54and just beating it and it just turned
48:56to mush.
48:58Um, we really need to replace the curb
49:01and gutter from Kemp all the way to
49:03Golad. We can gain elevation if we use
49:06the high side of Kemp. We can pick the
49:09areas up around Clark by about 8 in and
49:12gain because it's like this now
49:15currently. So, we want to pick that area
49:17up using Kemp as the high point, Golad
49:20as the low point, and shoot a G curb and
49:22gutter straight all the way to Golad.
49:25Um, before we go in and remix that road,
49:28stabilize it, and put asphalt in it, we
49:31really need to lift that road up and
49:32have it draining properly. Otherwise,
49:34we're we're we're spending a lot of
49:37money, and we're not going to look good
49:39after it's done. Repeat itself.
49:42That being said, Grey Street is also the
49:45same issue. We initially told our
49:46engineers to to spec these jobs out
49:49without taking without using, you know,
49:52we curb gutter is not part of the
49:56project. These two areas of of Grace and
49:59Tent Street, we really feel like we need
50:01to add curbon gutter. We can do this at
50:04a at a a lot better rate. These are
50:06already curb and gutters that are
50:07engineered from years past. We're
50:10replacing it. We're not doing new
50:11construction. We're replacing old curb
50:13and gutter. So I don't have to add all
50:15the engineering costs in it. We have a
50:17contract already with a contract, a
50:19contractor that does concrete that's
50:21already been bid out per linear foot.
50:23And we're getting this
50:25done with the concrete rebar and and
50:29labor materials forming it and
50:31everything for $26 a linear foot for
50:34curbon gutter. When we bid this project
50:37out on South Fifth Street, our cheapest
50:39bid was $85 per linear foot. So, doing
50:43it in-house with our contractors, we're
50:45getting a lot better deal. And what was
50:49there didn't have rebar in it? No, sir.
50:53And it's just done in sections. Not even
50:54rebar tying the two blocks together. I
50:57just It's beyond me.
51:00How they got weird? Nobody can come up
51:02with a good reason why why not other
51:04than contractors or developers taking
51:07advantage of the city in years past and
51:09getting by with what they were allowed
51:11to get by with. That being said, we're
51:14not going to go back. We're going to go
51:15back with good curb and gutter like it's
51:17supposed to. Grace Street, right across
51:20from the Grace Street Church of Christ,
51:22kind of the An Street area, is once
51:24again the high point of Grace. From
51:26there it goes all the way to to East
51:29Houston and then from there it goes from
51:32you know from the church it goes back to
51:34Golad as well. You got you have really
51:36good um elevation about 3T of elevation
51:413 or 4T of elevation. So from here from
51:45the church back to Golad, we need to
51:47replace that curb and gutter and take
51:49advantage of all that elevation and get
51:52that curve and gutter running and and
51:54all the broken pieces pulled
51:57out. So that being said, that's on your
52:00first page, the South Tentth Grace and
52:03North Grace. Tentth Street has all the
52:05water lines replaced. Tomorrow we're
52:08inserting it's called an insertter
52:10valve. We're paying we're we're paying
52:13for that out of our own operations
52:16budget. In lie of that, the way this bid
52:19this contract was bid out was for them
52:23to do it under live pressure, which
52:24means we got to shut all of our pumps
52:26and empty our elevated storage
52:29tanks. If not under live pressure, we
52:33would end up emptying our tanks with as
52:36much water as we would lose. and we'd go
52:37under bull water notice citywide and
52:39probably shut most of our city down
52:42without water for about a 24-hour
52:44period. Um, we found someone that can do
52:47an insert a valve for $12,000. So, we're
52:50going to be inserting a valve,
52:53then be able to shut it off and
52:55and work without that pressure on. So,
52:58that was cheaper than those ones you
53:00going to have to get section by section.
53:01Yes, ma'am. So for $12,000, they're
53:04coming in on Wednesday to install that
53:07insertter valve there at Golad. If you
53:09drive down Golad in the corner of Golad
53:11intent, all that's cut out and prepped,
53:13ready for our contractor to come in and
53:16um do the insertter valve. So that's
53:18what'll be happening on
53:20Wednesday.
53:21Um that'll that'll get Tint Street back
53:24online. It'll have all new water lines
53:27and all the old lines underneath Tent
53:28Street will be abandoned. No, they'll be
53:30gone. Um, no no uh no water pressure
53:33under there to then South Grace Street
53:35it has all the water lines replaced.
53:38They're going to be going back after
53:39they do the North Grace at they're at
53:41East Houston and they're boring under
53:42the road and tying that in. They will
53:45get the those customers swapped over to
53:48the new lines. So, Grace Street is the
53:51next or is the is the is the remaining
53:55uh water uh project that we have left
53:58under the
54:00SIB. Um North Grace also we're
54:05buying how many culverts? Probably
54:0820. Do you remember how many culverts
54:10for North Grace?
54:13more long lines about about 30 30 um
54:19replacing all the covers along Grace and
54:21doing all the ditch work probably
54:22starting in the next week or two or
54:24three probably. Well, they started some
54:26today replacing okay some driveways.
54:29So over the next two or three weeks
54:31construction will be going for Grey
54:34Street. We're digging some big ditches
54:36to get all that water flowing like it
54:38should be.
54:39We got to get that water off the road
54:41and so we'll be replacing those covers
54:43over the next few weeks. That's good.
54:46All right, Mr. [name], do you mind
54:48talking a little bit about this on page
54:50two? If you flip your page
54:52over, kind of give us an update. These
54:55are the streets that council has already
54:57approved us to move forward that we are
54:59currently budgeted for as well. We
55:02wanted to talk about some of that as
55:04well as let y'all know about the curb
55:06and gutter for the 10th Street and the
55:07Grey Street project to give you an idea
55:08how much that's going to end up costing
55:10us per linear foot. This is a little of
55:13an overshot. We believe that we're going
55:15to come under that a little bit on the
55:18curb and gutter, but we wanted a worst
55:21case scenario on that.
55:23Okay. Okay. when it when it reversed. We
55:27just when we discuss what we're doing in
55:29house, uh we we're still progressing. Um
55:34we have done easy in Wilson. We came in
55:37and and prepped it. We came in and added
55:40cement to our base. As a matter of fact,
55:42when we tackled that job, we didn't get
55:45off the road till 9:00 that night. We
55:47started early. We had a few
55:49complications, but we worked through it
55:51and and got it put in. Now we're waiting
55:54on that base to go through its process
55:56of curing and uh probably next week
56:00we'll come in and we'll start to seal it
56:02and get it sealed up. Uh we also have
56:06some projects that we have this that's
56:08lingering. We have village way that
56:10we're going to go back and uh we've
56:13already put the seal on it. We got to do
56:15the entrances and then we're going to
56:17come back and blade the the coal
56:20material and tie it into the curbs the
56:22way it needs to be done. Uh but before
56:24we do that, we're going to go in and
56:26back fill all that curb work that was
56:28done. Tie it into the yards to make sure
56:30that we are draining water from
56:34individuals house to the curb where it
56:36can drain out the structure. Then we'll
56:38come back and add those surfaces. West
56:40side is another street that we're going
56:43to come in and blade the colay material.
56:45We got it sealed, got everything done
56:47with it. Unfortunately, it was at the
56:50end of the year last year. We going into
56:52winter time and uh I didn't think that
56:55it was feasible to try to tackle that
56:58going into the winter because all it
56:59would take is get halfway through it,
57:02come a good rain for two or three days,
57:04and then the work we've done is is gone.
57:07it'd be not salvageable. So, with the
57:11summertime coming in, we're we're tying
57:13these jobs in and and moving forward. I
57:16know on South Wesker we've already
57:18passed out notes to all the the people
57:22that live on the street uh asking them
57:24to uh purchase a cover so that when we
57:27come in to do the ditch work we can lay
57:29those new covers put everything to grade
57:33it draining properly and then we'll
57:35start tackling the surface part of of
57:37that street. So we've notified those
57:39individuals trying to give them enough
57:41time uh to to gather money. We don't
57:45want to come out and and and say we're
57:46going to be there in two weeks and give
57:48you two weeks notice to to have to
57:50purchase a 200 300 $400 cover. We want
57:53to give people have enough time to to be
57:56able to buy those covers. And so what is
57:58the average price on those
58:01give or take? Give or take around
58:04$300. Uh four would be a little
58:09excessive. Well, let me let me back up.
58:12four would not be excessive depending on
58:14what type of cover you decide you want
58:16to purchase. So you have a choice that
58:18you Yes, we we we give everybody a
58:20charge. They have a have a black plastic
58:23pipe that a lot of people are going to
58:25it's a cheaper pipe. It's a little bit
58:27more labor intense for us to put in, but
58:30we're fine with that. Uh if it's if that
58:33that individual can can just get the the
58:36covered purchase. Then you have a
58:37corrugated metal pipe. It's somewhere in
58:40between. And then you have the the the
58:42concrete pipe. That's that's the top of
58:44the line. And it's gonna be way more
58:47expensive. Where you get them from, sir?
58:50Where you get them from? You can get
58:52them from Crockett Sanding Gravel. You
58:53can get them from Stow uh Lumber. You
58:55can get them from Parkers or you can go
58:58to Wilson Covers in Elcart and they'll
59:01have the plastic the uh uh uh the
59:05corrugated pipe and sometime they have
59:07the concrete pipe also. So, you can buy
59:10from any of those locations and uh and
59:13get them purchased. We've been helping
59:15people purchase if they go and purchase
59:17them at Stows or and sometimes STOs will
59:20deliver them, but Stos, Parkers, Ready
59:22Mix, we'll pick them up for them, too.
59:23Yeah, we we'll pick them up. Anything to
59:26try to help the the land owner buy in to
59:29to putting a new cover down as we do
59:31these new new streets and new structures
59:34where everything will tie in well.
59:36Because when you look at it, if you're
59:38cleaning ditches and you don't remove
59:40that cover and shoot grade on it, it is
59:42I guarantee you gonna have a puddle of
59:44water on one side or the other side. And
59:46from that point, then we have issues
59:50with mosquitoes because it's holding
59:52water. So we'd rather start at one end
59:55of the road, find your grade, shoot your
59:57grade, clean the ditches, put those
1:00:00covers in the grade. That way the water
1:00:02will flow like it need to. and then
1:00:04we'll tackle the structure of the street
1:00:06and get it
1:00:07done. Um, when it comes to Anson Jones,
1:00:12the from Fifth Street to Brazes is
1:00:14already done. We got one shot on it. We
1:00:17need another shot to where it'll be
1:00:20finished. Uh, from Eston Jones from
1:00:23Fifth back to South Fourth, we still
1:00:25have to do that work as far as rehabing
1:00:28the street.
1:00:30Um, sunset. We still have to rehab
1:00:32sunset also. But now that we're coming
1:00:35into the summer, we're getting longer
1:00:37days. I'm quite confident that we can we
1:00:40can get it done. But we would like to
1:00:42the streets that we have left on our
1:00:44list, we'd like to bite those off before
1:00:47we take on any more additional streets.
1:00:50And also with that, we have to be
1:00:52mindful that the streets that we have
1:00:54already done in the past, we need to be,
1:00:57you know, we keep a close eye on those.
1:00:59Some of those might need sealing again.
1:01:01Uh we have streets that that's been done
1:01:04for about seven, eight years now. We
1:01:07need to revisit those streets, put
1:01:09another seal coat on it to ensure that
1:01:12we keep the waters out of those streets
1:01:14and keep them in good shape.
1:01:18So that's that's what we have uh in
1:01:21front of us. We looking at precinct
1:01:23three uh north second and north third
1:01:27has been complete. But like I say, we
1:01:29like Bertis and Westside from uh
1:01:32buttoning those up. Last year we done
1:01:35Bertis. We came in put material in. It's
1:01:39been a year later. Now, we need to seal
1:01:41that street to ensure that that coldlay
1:01:44material stays good and fresh for the
1:01:46longevity of the street. On precinct 4
1:01:50where Curtis and and Thomas Street has
1:01:53been done, but of course we're working
1:01:55on Anson Sunset and Southwester uh to
1:01:59get those complete. Uh when we look at
1:02:02precinct 5 village way has done we've
1:02:05done the curbon gutter work the base has
1:02:09been done we had the first shot of sil
1:02:12coat we just like coming in and back
1:02:14filling those curbs and then blading the
1:02:18the colay material to tie it in and then
1:02:21within the next year or so we'll come
1:02:23back and chip seal over that material
1:02:26the colay material to ensure that we get
1:02:28the the the bang for our buck for
1:02:30longevity.
1:02:31on that material
1:02:35on um on Brier Lane. I know that there's
1:02:38some or we're working with our
1:02:41contractors on the concrete uh curb and
1:02:44gutter. Um we've done most of all the
1:02:47curb and gutter from the last half of
1:02:49Brier Lane. The uh portions that remain
1:02:52are the are the driveway entrances for
1:02:55uh for Brier. We actually had to pull
1:02:58our three of them. So, we pulled our
1:03:00contractor off of that and he's working
1:03:02on Tent Street trying to get ahead of
1:03:04those contractors since we're kind of
1:03:07under a deadline on that. But, we are
1:03:09going back to Brier Lane as soon as we
1:03:11can work them, you know, and get out of
1:03:13the way of these contractors on Tent
1:03:14Street. We want to go back and finish up
1:03:16Brier and uh do that, rehab it, rehab it
1:03:20and get that get Brier Lane done. Uh
1:03:23same way with Homewood. um Homewood the
1:03:26the water line. We pull that and we um
1:03:29install the hydrant, but Homewood is the
1:03:32one that needs to be fully rehabed. We
1:03:34have to mix it. Yeah, we have to mix it
1:03:36up, stabilize it with the cement and do
1:03:39um do an overlay on that one as well.
1:03:41Unfortunately, all all of our all of our
1:03:43streets that we have not done has no
1:03:47u um structure, no base. There's no
1:03:51base. There's no base. There's there's
1:03:53no cement stabila stabilization in it.
1:03:57just plain old ground that's been mixed
1:04:00in, watered and sealed over. So that's
1:04:04the reason why we have such a hard time
1:04:06controlling our potholes when we get the
1:04:08rains because there's no stabilization
1:04:10in those in those old streets and like
1:04:13at the top of like MLK where the schools
1:04:16at why why
1:04:19so that was at the end of that was at
1:04:22the end of the job this summer when
1:04:24school ts out then we'll come back in
1:04:27we'll tie that from a loop to that job
1:04:30we'll we'll tie it in tie all that in
1:04:32They all the rest of the road good. But
1:04:34that little part right there. Yeah. That
1:04:36was the limits of the job. Okay. That's
1:04:39rem they left this that side off. Yeah.
1:04:43That's what's up. Yes, sir. We'll be
1:04:45back and finishing that one.
1:04:50Okay. That's a lot of construction.
1:04:53That's more than we've had in years.
1:04:54We've done we've done quite a bit. And
1:04:56it's it's it's it's a it's a full-time
1:04:59job when we have contractors in that's
1:05:03working and we try to keep an eye on
1:05:05what they're doing to make sure that we
1:05:06get the best uh job that we're going to
1:05:09get with with that also. So, but we're
1:05:11moving in the right direction. It's just
1:05:12going to take a little bit more time. Of
1:05:14course, it's going to take money, but
1:05:16we're we're we're working diligently to
1:05:20just looking and seeing some of the
1:05:21contractors that we've hired to do some
1:05:23of the other jobs. I mean, they're
1:05:24rolling in with 20 20 seasoned people
1:05:27that do, you know, that do this for a
1:05:29living. And we're working with four or
1:05:31five guys, four that we're training, you
1:05:34know, we're trying. And so, we're doing
1:05:36it inhouse with our funds, trying to
1:05:38stretch the stretch the dollar as much
1:05:39as we can. And um otherwise, we
1:05:42wouldn't, you know, using that using the
1:05:45dollar amounts that we're stretching
1:05:46this out with, we would be able to get
1:05:48half of any one of these streets if we
1:05:50contracted it out. I know. And then then
1:05:52you know then our money is gone for the
1:05:54entire year. So this is our only way of
1:05:56just trying to stretch it and get as
1:05:58much as we can done. And we preach that
1:06:00hey that the guys are so versatile that
1:06:03they're they're cuz I know some of them
1:06:06they were looking like shock when
1:06:08everything start being pulled out. Well,
1:06:10as a matter of fact, our our street crew
1:06:14is four four guys and three of the four
1:06:19have been working for the city of
1:06:20Crockett less than eight months. I
1:06:24noticed. So, I got one lead man that's
1:06:27been with the city of Crockett
1:06:30for five years, five or six years, but
1:06:33he's on been on the street crew for two
1:06:35years. So, we're we're getting a lot of
1:06:38work done and and they're they're doing
1:06:40good work because I'm there when we're
1:06:43doing it and we're doing it right. It's
1:06:45just it just takes time to get it done.
1:06:47Just last year, we've lost several guys.
1:06:49They go to private construction and oil
1:06:53field and make two or three, four times
1:06:55what we're paying here. Um we lost two
1:06:58of them that had CDLs that, you know,
1:07:01started elsewhere. So it's just that
1:07:05that's the struggle of trying to retain
1:07:07good people and paying what we can. So
1:07:11and plus you have to retrain every time
1:07:13step by step. It does it is hard in
1:07:16small areas where you
1:07:18can't compete with the bucks but we do
1:07:21but they have have the heart for it. I
1:07:23see how hard they're working and so
1:07:25we're grateful for that. Can we um like
1:07:29on these streets, can we get like the
1:07:30people at the addresses
1:07:32like a idea of how much they going to
1:07:35have to pay and where they can find them
1:07:38codes at? Cuz I don't Some people don't
1:07:40know. We put it in the uh the letter. I
1:07:43seen the letter, but yeah, some people
1:07:46out they didn't know what to get how
1:07:48much it was going to cost on there. We
1:07:50put it in the Didn't we? I thought we I
1:07:52don't think we put put a call in it, but
1:07:54we I can go back and revisit and and and
1:07:56if we'll put another letter together. We
1:07:59usually do have a letter that has, you
1:08:01know, th these are the sizes and here's
1:08:04a few contacts of people. Um I don't
1:08:07know if that letter hasn't been sent out
1:08:09yet, then we will. But yes, sir, we
1:08:10will.
1:08:13We'll get whatever information we need
1:08:15to get back out. Yeah, cuz I didn't see
1:08:16it. Yeah.
1:08:19Yes, sir. We will.
1:08:23Well, all right. It's enough to ponder
1:08:25over.
1:08:27So, we need to uh make a motion to
1:08:29approve the amendments.
1:08:32No, sir. We got you know, we already did
1:08:33that. Um on this one here, so like what
1:08:36I was telling uh Mr. [name] that if we
1:08:40if we can go through and finish up the
1:08:41streets that we've already committed to,
1:08:43we had the budgeted funds for, and I can
1:08:45return to council, if we have if we have
1:08:47time left in this year's budget and we
1:08:51have more streets that we can take on,
1:08:54then I we'll we'll come back to y'all
1:08:56and ask for more funds to complete them.
1:08:59Right now, we feel like with our current
1:09:01funds that we have left in our
1:09:03budget, we can finish these um projects
1:09:06out and address the the necessary curb
1:09:08and gutter work to maintain the uh SIV
1:09:10contract and be sure that those streets
1:09:12are done correctly as as well.
1:09:18Okay, [name], I know I come in late. I
1:09:20want to ask a question. Um so, was uh
1:09:23and I think I asked before at another
1:09:25meeting. I asked about I think Cedar
1:09:27Street. So, was Cedar included in the
1:09:29SIV? No, ma'am. It was bid out. It was
1:09:32bid out, but we only requested $6
1:09:34million. And so, the $6 million, uh, the
1:09:38streets that did not get funded in that
1:09:40contract, we did get all the engineering
1:09:42done. And so, um, we can use those same
1:09:46engineered, uh, plans and go out for a
1:09:50new contract if we come up with more
1:09:53funds. But the $6 million required us
1:09:56cutting
1:09:57Monroe Monroe Saneno and uh Cedar out of
1:10:02the out of the uh those were engineered
1:10:06and bid, but
1:10:09we not knowing we knew we had $6
1:10:11million, but not knowing what those bids
1:10:13were going to come back at, we actually
1:10:16we uh we wanted to be have more streets
1:10:19than money. Mhm. Instead of having money
1:10:21left over, we wanted to use every bit of
1:10:22that $6 million. So, we bid out um 11 of
1:10:26the streets and came back with eight. We
1:10:28had to remove three to fit the $6
1:10:31million
1:10:32budget. So, it's Cedar uh Sano and
1:10:38what was the other street that I just
1:10:40Monroe? Yes, ma'am.
1:10:45Okay. Is it any other street? I know we
1:10:49had the discussion.
1:10:51I'll make a motion with
1:10:53[Music]
1:11:02[Music]
1:11:18journal. Now.
