YouTube · 2:12:25 long

0:01I'll be famous are we're ready okay um
0:06at this at this time we now officially
0:09call our meeting to order we have a
0:10forum and we were open with um a
0:15invocation and a pledge I have a prayer
0:18in me today I dear Father in heaven we
0:22thank you we thank you for this
0:23opportunity to come together and to be
0:26able to address the needs but to address
0:28the business of our city we ask that you
0:30keep us focused that you give us wisdom
0:32knowledge and then most of all an
0:34understanding and Lord we just pray for
0:36those that are struggling in our city
0:38those that are ask us for help in need
0:41and Lord we know that you supply all
0:43things and God we just trust you that
0:45everything is going to work for the good
0:47of us because we love you and we're
0:49living according to your will and we
0:50give you the praise and the glory in
0:52Jesus name amen amen
0:57amen to the flag of un States of America
1:01and to the Republic for it stands one
1:05nation God indivisible liy and justice
1:09for
1:12[Music]
1:13all once again thank you so much all
1:16those that came ladies that the sisters
1:20that came in spite of the Wayne we
1:22appreciate you coming and all of you
1:24that are here uh with that being said we
1:26have uh uh we do recognize every
1:29everybody else that's on it we go to our
1:32comments uh from the audience and we
1:34have one presentation one speaker
1:37Scott will be coming and sharing with us
1:40all of three
1:43minutes you let me get
1:46little here and I'll
1:49start mayor council members and uh
1:53audience it's good to see all of you I
1:55hear and I stand before you uh with a
1:58extreme concern in my heart
2:01um I have a tremendous disappointment
2:03and a few council members again that now
2:06stand in the way of a great opportunity
2:08for the citizens of our community this
2:11incredible Community to be a part
2:14planning that leads to
2:16progress yes asking our
2:19citizens your constituents to come to a
2:23meeting that is designed for their
2:26Council District that has City
2:29department heads and dialogue with each
2:32other about
2:33caring and things that they really would
2:36like to see and their particular
2:39precepts we've had the first one it was
2:41a tremendous success but now it is my
2:46understanding that my pre too and then I
2:49believe there's another prip that is not
2:52having their particular meeting and I
2:55just stand before you and go why is that
2:58because
3:00it slows the progress down of the 123
3:05being able to ask folks about their
3:08ideas to share at least and be
3:11informative to them I feel that that's a
3:14pulse of our PRS our
3:18constituents negatively thats you things
3:22that negatively Hal us anymore and this
3:25could be construed in that way that
3:29there is
3:30a feeling that they that they don't need
3:33to be a part and that's to me it's
3:36disappointing so what I ask is is
3:40that when you have a major issue or when
3:43we have the opportunity to share with
3:46our
3:48constituents that's extremely important
3:51it is my understanding that y'all have
3:52not done that very often in the past and
3:56I think that it's a great Progressive
3:58State because when you plan together you
4:01have the opportunity of saying Teamwork
4:04Makes a dream work so now it is us it is
4:09up to us to be able to see those
4:12particular meetings to come to fruition
4:15and us to have a greater understanding
4:17of those who elect
4:20us what are their needs and how we as
4:25Representatives can fulfill those needs
4:28in those particular precepts and we're
4:30going to see some unique different
4:32perspectives but at the same time it
4:35will allow you to come up with a plan
4:38that we can do together to make this
4:41community a
4:43tremendous
4:45strong and healthy Community for us to
4:48raise our children and future
4:50generations to be a part of thank you
4:53very much mayor I appreciate your the
4:55opportunity for this to talk thank
4:57you uh that was the only one from the um
5:01that we had from the audience but I'd
5:04just like to take a moment uh I don't
5:06know we mentioned it last time the uh
5:08United Methodist AR Army uh that they're
5:11going to be in the city uh there are
5:13some flyers they're both English and
5:15Spanish if you know of an elderly person
5:17or someone that's in need of uh repairs
5:22and they've been through our community
5:24before I know some of you are familiar
5:26with them and if you know if you would
5:27like to pass them to your church but
5:29they will will be working basically in
5:31the city they won't be going outside of
5:33the city limits and so I'll just leave
5:35those here I think I carried them back
5:37home last time I put them back but if
5:39you need any extra just let us know if
5:41you know somebody that might need that
5:43service and they basically do ramps and
5:46those kind of things but they don't get
5:48on the roof I think I mentioned that
5:50last time and so with that being said
5:52does anyone else have a come in uh yes
5:55mayor uh my understanding is is uh it
5:57says in all your uh uh and y'all you're
6:00getting you get an understanding so um I
6:04would like for um I know that I had
6:07asked um Mr angenstein to do a town hall
6:10meeting so from the town hall meeting
6:13the round table uh
6:16evolved so it's not a specific way or a
6:22spe specific
6:24um order am I correct that um council
6:29members have to address the round table
6:32am I correct so in other words if you
6:34would be so kind to explain how you you
6:37are organizing the uh Roundtable so the
6:41people can get an understanding of how
6:43that actually works so uh I don't think
6:46that's been explained I will um as part
6:48of my city manager's update we have and
6:51I'll include that that way it's not in
6:53response thank you so
6:55much okay
6:58um so at this time um if there are no
7:01other comments from the council we'll go
7:03to uh the minutes regular session
7:07February 3rd 2025 special session
7:09February 10 10th 2025 uh approve of
7:14minut minutes you've had them in your
7:17possession I make a motion to approve
7:19the minut I second okay it's been moved
7:21in second all in
7:23favor there's a there's a a question on
7:26the on the minutes um I know one one
7:30area um number for on page
7:34seven where it says as a result the city
7:36was required to retain an outside legal
7:40counsel for this matter uh we were not
7:42required we were given the option to
7:45retain a outside legal
7:50representation I I don't think you uh
7:52yes ma'am okay right here where right
7:55here where it says Mr [name]
7:56explained to that the city had 20 days
7:59to respond to the lawsuit after it was
8:02filed and the Texas the tml would not
8:06provide legal coverage of for breach of
8:09contract lawsuits as a result the city
8:12was required we were not required we
8:15were given the option to retain outside
8:18legal representation required and option
8:21is totally different they didn't require
8:23us um so the courts will um tml does not
8:27require they offer as coverage um
8:30representation for defense um in that
8:33case that they did not um offer any
8:35coverage for us the courts would require
8:38us to
8:39retain Council in order to respond to a
8:42lawsuit so if there is a concern about
8:45the the result uh I feel like it would
8:48probably be a requirement you know if
8:50we're going to if we're going to abide
8:52by the court uh deadlines of a 20-day
8:54response for attorney well it was
8:56suggested because the the the uh um the
9:00legal attorney suggested and and asked
9:03for uh permission through Miss Casper if
9:07she would give us options to receive um
9:11oh you propos you saying that we don't
9:13have to have legal counsel no no no no
9:15I'm saying it was the wording but I'm
9:17saying the wording is it said it was
9:19required that's up to council if y'all
9:21would like um in your motion to accept
9:23these minutes if y'all want to change if
9:25y'all feel like well I mean it was
9:26stated in that's what we were given was
9:28an option not requirement the well I'm
9:31saying it said that I say an attorney
9:33what it was what what it's saying here
9:35the minute say that I explained this
9:38process um and in me explaining that
9:40process I feel like that was pretty
9:43accurate um is that the courts require
9:47retaining of counsel in order for you to
9:50I'm not an attorney and I wouldn't other
9:51if we did not retain counsel we would
9:54not have but option and requir is two
9:56different things requirement I mean I
9:58know that but it's a requirement I mean
10:01we will have to but they give us an
10:03option to not retire or re uh because
10:08when we were well I can't either we're
10:11going to have an attorney that's for the
10:14minutes we were given an option cuz if
10:16you if someone to go back and read it
10:18they would say we were required that
10:19means you say they though who are you
10:21saying they gave us an option tml or no
10:24courts um Daniel mention
10:27it but he doesn't he's not he doesn't
10:30overed no but he he he makes suggestion
10:33right but when it comes to
10:35requirements he suggest we're required I
10:38know but the 20-day requirement is a a
10:40response required by The District Court
10:43when a when a petition for a law suit is
10:45submitted or a citation is issued you
10:47have 20 days to issue your response and
10:51if we fail to issue that response we
10:54would have um been in in bad we would
10:57have fallen back and we would have had a
11:00a problem with the courts if we did not
11:02meet that deadline so I see it as a
11:04requirement that you have to retain
11:06counsel in order to
11:09respond uh to the to the lawsuit it
11:12requires an attorney so at if you if you
11:16but we were given an option though to
11:18retain or not nobody gave us an option
11:20it wasn't I mean it wasn't anybody's
11:22give we had discuss he discussed it but
11:24he could the courts required not not Mr
11:27Daniel or not tml or not even me the
11:30court it's the it's a pro it's a lawsuit
11:33process so but and that being said I
11:36don't believe it changes any of the
11:38intent so if you feel like and and
11:40Council agrees that we should adopt
11:44these minutes as written with the
11:45exception to change requirement
11:49to the city
11:53was any I don't know we got an Atty
11:56right he passed right but this is is the
11:59minute this is the minutes to document
12:01what actually happened all right I'll
12:02make a motion that we accept
12:06the minutes and you can strike that
12:09sentence and
12:11strike
12:13uh as a result the city was required to
12:15retain requirement to an option we got
12:19one so we got an attorney so it don't
12:21matter so you would like to amend your
12:23moot motion to that order yes okay thank
12:29okay any any other
12:32discussion I second okay second it's
12:34been moved in second all in favor motion
12:37carries okay that brings us to item
12:39number two a fire department monthly
12:42activity and status report for January
12:452025
12:47Chief
12:50May for month of January we had a total
12:53of 27
12:54calls U sorry we had a total of 37 calls
12:5927 of those being City and 10 of those
13:03in our respon that we covered with
13:06count there was no structure fires in
13:08the city and I hope to maintain that get
13:11in the next couple days hope
13:14everybody does everything
13:17right not suppos to be using and Stu
13:20like that there's a f
13:27breakdown thank you
13:31okay any
13:33comments good I did want to make a okay
13:36a mention here bring the council's
13:39attention as it as the first of the year
13:41rolls around by by requirements U by the
13:45bylaws of the fire department and
13:48requirements of maintaining membership
13:51with the uh volunteer me uh retirement
13:54program um you're required to to in
13:59order to be a volunteer of the fire
14:00department to to maintain a certain
14:03status of calls you can't say you're a
14:05volunteer and never show up right so I
14:07think it's
14:0825% and uh 25% of the calls you should
14:11have made those calls showed up at least
14:1325% of the time
14:16and that's reflected in the drop in
14:19volunteers right now with total
14:21volunteers and paid staff he's at 15
14:23MERS it is okay that's with all the paid
14:27staff and volunteers he total of 15
14:30total people on the fire
14:32department always been that way right
14:35it's not been that bad at the first of
14:39at the first of the a certain percentage
14:42correct but it it usually hasn't
14:44impacted you to where you're falling
14:45down to 15
14:47people so that okay means we're we need
14:50to encourage volunteers we're slim okay
14:53any got any Grand ideas how to attct
14:55people get with me and I'll be more than
14:57happy to purs that uh we tried several
15:00things in the past it's just like I said
15:02it's not just us it's Nationwide for as
15:04volunteerism across the so what what is
15:07the age 18 18 yes ma'am 18 and a
15:13driver's license and a clean record and
15:17um we will put you to work and train you
15:21and if you want to pursue a career in
15:23fire we got grants and stuff that we can
15:25get you where you can get certified as
15:27fire fire fire
15:29that maybe we need to make another
15:30appeal to the
15:32school as probably our strong this year
15:35and I'm hoping toit him up again at the
15:37end of the year
15:39too well do we have any homeschoolers or
15:42are any of those I I don't know what the
15:44population I know one while we had a a
15:47moderate population I need I know
15:49there's a couple here in town I need to
15:51go visit like I said I hit the schools
15:53up at the beginning of the year yeah
15:55probably with the schools would be and
15:57then I'm going try to hit it up like in
15:59the high school I hit the junior high
16:01first of year and to hit the high school
16:03up toward well one thing that the
16:05schools do have they have a safety
16:06director now maybe that's one of the
16:09people you can contact to dialogue with
16:12I don't
16:13know okay thank you so much I appreciate
16:16it thank you Jud at this time let's
16:19bring us to item number three Police
16:22Department Manpower and criminal
16:24incident report for January 2025 and
16:27presentation of annual racial profiling
16:29report good evening mayor council City
16:32administrator the police department
16:34mower criminal activity report for
16:36January of 2025 have a total of 16
16:39officers work
16:422584 Manpower hours responded to 382
16:46calls for service investigated 16
16:49traffic accidents made 57
16:53arrests uh stop
16:56396 uh Motor Vehicles completed 64
17:00reports and responded to 30 alarm call
17:0226 of those were F wow You'll see a
17:05breakdown I'll entertain question you
17:07may have on our criminal incident
17:12report just for
17:15conversation did
17:17the while the DPS officers were visiting
17:20us in Mass a couple of weeks ago did it
17:23impact anything in terms of so it did
17:27create a lot of phone calls from
17:29received a lot of phone calls
17:30questioning what was going on while they
17:32were here most of those phone calls were
17:34directed to the DPS Sergeant uh but we
17:37appreciate them being in town they were
17:39highly visible um and their goal is um
17:43the traffic enforcement and creating an
17:47atmosphere where people abide by the
17:49wall so I know that they worked here for
17:52a week solid uh they were very visible
17:54here in the city and not just in the
17:56city outside the city on the state US
17:59Highways too um but as far as creating
18:02any issues there was no issues but there
18:04there were a lot of questions because it
18:05was so sudden and I really I'm always
18:08amazed If people really don't understand
18:10the difference between the department
18:12that y'all are not one big family they
18:15so some people kind of categorize law
18:17enforcement all together but there are a
18:19lot of people that are able to
18:21differentiate the to so it didn't create
18:23a huge problem for us I think it was a
18:25positive deal
18:27overall okay well we're good that that
18:30work
18:32well I want to
18:34mention and I bring this up to uh going
18:38forward to keep this in mind we've
18:40talked before about um black party
18:44ordinances and the issues that uh these
18:47black parties sometimes because there's
18:50nothing that that allows us to control
18:52them um just over the weekend we had an
18:54incident where some gentleman went into
18:57one of these parties this known
18:59to have a lot of people um they went in
19:02with guns and ski masks and they robbed
19:05everybody at that party made way a
19:08little over
19:10$8,000 this was at a residence or no
19:13this was this was at a location that we
19:15frequently have block parties it's just
19:17really a piece of property uh that
19:19people come together up and and and hang
19:21out on I'm not saying that a city
19:24ordinance would have completely
19:25prevented that the time of morning and
19:29when this incident occurred um if we
19:32have an
19:33ordin um that that party wouldn't have
19:36been open or that incident wouldn't have
19:38been going on so um I would like to work
19:41with each one of y'all we can talk about
19:42an ordinance um come up with a good
19:45ordinance for the city where it's not
19:46too um too restrictive but it's fair to
19:50everybody um so we can get that in place
19:52going forward so in the coming weeks and
19:54months I'll be reaching out to each of
19:56you to uh to discuss orance on on
20:00something relating to block until nobody
20:03was actually
20:04heard so there were some injuries
20:07nothing serious um there were some
20:09weapons
20:10discharged um and like I said the
20:14suspects made away with over
20:15$8,000 in in cash they weren't
20:18apprehended yet sir were they
20:20apprehended they they are not they have
20:23not been apprehended yet uh our
20:25investigators are currently working
20:27active investigation on
20:30well we're glad that nobody got
20:32seriously hurt or
20:34anything cuz what when you do have a
20:37party a lot of the people are not your
20:39locals they are not people from the
20:42community and our this now it's very
20:45hard to there are certain ordinances
20:48that allow us to that we can act on but
20:52there very little when it comes to a
20:54party or a block party for instance a
20:56lot of cities hadan place to uh to
21:00restrict that do you know why there so
21:02much money
21:04there I will comment on that at this
21:07time okay yes we do know why okay but
21:10that's part so somebody else knew that
21:13too yeah okay I'm trying to remember was
21:16it in the city I yes in the city I'm
21:20trying to remember you know we talked
21:21about that at one time had a
21:24discuss is there a per do they have to
21:26have a permit for a block party
21:29we that was one of the things we talked
21:30about was U that ordinance ended up not
21:34passing um but that was one of the
21:36things in that ordinance to to require
21:38if they wanted to have a block party
21:40that they would come to City Hall get a
21:42permit that way we have a contact person
21:44we know who's responsible um and they
21:47have a certain number of of people that
21:49that can attend um we we've seen at
21:52times where we've had um up to 500
21:56people at a single block party um and
21:59that's like the mayor said earlier a lot
22:02of times people from out of town so um
22:06like I said that's something I'll work
22:07on and I will bring y all that we can
22:09all you know agree on and everybody's
22:12okay with and then we can bring back
22:14bring that back before the I've got some
22:16ideas on that okay well that sounds like
22:20a plan to put it on a future agenda when
22:23you get us some information kind of
22:25together what need to be discussed we
22:27can bring it in as an item
22:29if there's no other questions I'll move
22:30on to our
22:32annual report each of you know this is
22:35required by the state each year for us
22:38to present this report um so this is our
22:432024 annual racial profiling report I'll
22:47start out on the top we'll go down by
22:49race
22:51africanamerican total of
22:54898 Asian Pacific Islander total of 80
22:59white total of
23:022216 Hispanic
23:06641 in Native America
23:1013 overall total
23:143,848 below that you'll see a breakdown
23:17of of different U topics and I won't go
23:20through all those a lot of those are
23:22redundant uh if you look at location of
23:24the stop um you have City street 7 60
23:29stops were made on city streets US
23:32Highway
23:34155 State highways
23:382,784 County Road three and private
23:43property are other
23:47146 wow I'm going to move move down to
23:52uh the very bottom on the left hand side
23:55race known prior to stop um that's a
23:59question that comes up
24:01sometimes you'll see under the box yes
24:04we had
24:06728 and under no
24:113,120 um just for informational purposes
24:15there something that we train the
24:16officers to do and make them understand
24:18that it's okay if see know the race
24:21prior to the stop um was so much going
24:24on in the world a lot of people think a
24:26lot of officers think that I can't know
24:27that perfectly legal because there are
24:30certain times and certain situations
24:32where you're going to see that driver
24:35you're going to see that they don't have
24:36their seat belt on you're going to know
24:37their race and it's okay to check that
24:39box um obviously if that number was
24:43reversed that might be an area of
24:45concern but that's that's not a concern
24:48that we have at this time and one other
24:51place I want to call your attention to
24:52is use of force resulting in bodily
24:54injury um there's a number one there
24:57that was the suspect um suspect was
25:00found in possession of 3 kilos of
25:02methampetamine and when the officers
25:04attempted to place him under arrest he
25:06fled and fought the officer uh during
25:09that scuffle they did have to take him
25:11to the ground he started complaining of
25:14sorness and so they took him to the
25:16emergency room to have him checked out
25:18he was medically cleared he was okay he
25:20was not harmed but because he made that
25:22claim that's why you see that number
25:24there and for future purposes that
25:27number could also include officers that
25:29were injured on those traffic stops okay
25:33that's a good any question you may
25:36have there a seem like it's a better
25:40explained breakdown than it's been in
25:42the past it's it's I like break I like
25:46to break down it's a lot easier to
25:48follow it was kind of lumped up last
25:49time but just you can see where you are
25:51thank you so much anybody else have any
25:53comments I want I just want I want to
25:56visit with you all next week um um or
25:58this week sometime so we can kind of
26:00look at like the city streets kind of
26:02see look at that and give more of
26:05explanation of you know where the actual
26:09stops or things like that are being the
26:11nature of them and what where they're
26:13being done one thing we try to do is we
26:15encourage the officers to move
26:17throughout the town not spend too much
26:19time in one location um and that uh a
26:23lot of times like you see the uh the
26:25state highway number is so high because
26:28the loop is the state highway so there's
26:30a lot of time they spend on that's what
26:32it is the state highway yes I'll be glad
26:34to meet with
26:35you thank you okay any other comment I'm
26:40sorry thank you bu thank you so much
26:46appreciate okay uh that bring us to item
26:50number four update from the city
26:52administrat on City construction
26:54projects new business projects and
26:56alamore shelter mayor and counsel um
27:00every once in a while like to bring
27:02everybody into the loop I do speak with
27:04everybody off and on individually and
27:07but in order to speak on these projects
27:10um where everybody gets the same
27:12information I think it's good to talk
27:14about some of the the things going on in
27:15the city um and I've I've U highlighted
27:21a few of them here so in following up
27:23with our South Fifth and Bell Street
27:25project that we approved um at our last
27:28meeting
27:29to to uh redo the uh storm drains and
27:32curbing on those materials are ordered
27:35in construction uh will begin as soon as
27:37every all the materials are in um South
27:417th Street from
27:43buoy um up to
27:47golad from the Methodist Church down to
27:49uh the flly shop there all those water
27:52lines have been completed great um those
27:54have all been installed what they're
27:56wanting to do as they're moving forward
27:58once they get a good block of some good
28:00weather construction weather um they're
28:04want they're going to do multiple
28:05streets on the construction re
28:08restabilization and and Paving of those
28:10streets so right now they're working
28:12through and kind of getting ahead of
28:14themselves on some waterline projects um
28:17South 7th is complete uh South 10th
28:20Street is it has a couple
28:24last uh projects on Valves and some
28:27hydrant connect and stuff but South 10th
28:29Street is complete they're working on
28:32gry Street currently they're beginning
28:34the process of pulling pulling all the
28:36water lines installing valves and
28:38getting South Grey Street uh completed
28:41then they'll um move across Houston and
28:45do North Grace that'll be the next uh
28:48water line continu continuation of
28:52construction
28:53um we have a a new round of cdbg funding
28:59that has been opened up and we have
29:01until uh April I believe it's April 1st
29:05to um put in our pre-application it's a
29:09basically a saying that we're interested
29:11in applying so it's a preapp they do a
29:13first round of scoring and once you're
29:16scored and allowed to apply then you can
29:18go through the process of actually
29:19applying for the cdbg project our last
29:22cdbg project was uh
29:25MLK the the P the portion of MLK that we
29:28did the first round before we followed
29:30up with our sib
29:32construction um so that was that was our
29:35last round of cdbg funding so it can do
29:37anything from streets to water lines
29:40good to sewer sewer projects um in the
29:43past we've done a couple cdbg projects
29:45for sewer line
29:47replacement um we're under a current
29:49sanitary sewer overflow initiative
29:52plan um and within that plan we
29:57committed to doing
29:58several uh sewer line
30:01projects um to address II so to to
30:05address infiltration and inflow whenever
30:08it rains our Wastewater plants are
30:12filled up with storm water so it means a
30:14lot of the water that we're treating is
30:16not sewer it's it's a it's storm it's
30:20storm water and we're having more and
30:23more problems that you know in my I know
30:26that the the one that we see the most
30:28the biggest problems that we see the
30:29most are the streets we see Street
30:31problems that really need a lot of
30:33attention but waste water needs a
30:36continued a a continued uh you know
30:39focus on um we have several more
30:42projects where we know we have some old
30:45clay tile pipes and some of them are big
30:48Interceptor lines that we know that just
30:50needs to be replaced um we're taking in
30:52lots and lots of water through those uh
30:55lots of old manholes we have one that
30:57we're fixing the replace on South gry
30:59Street um right where we're doing some
31:02of the street construction uh the
31:04manhole is basically collapsing on us so
31:07we're going to do that you know out of
31:09our own Pockets replacing those manholes
31:11but there's just all those manholes now
31:13we have an SSO guy that are inspecting
31:16all those manholes they're entering them
31:18into our GIS system taking pictures of
31:20them recording them so we're getting
31:23lots and lots of good data of all of our
31:25priorities out in the field that need to
31:27be addressed
31:28but anytime we get opportunities for
31:31funding um those are some of the things
31:33that we can apply for however next month
31:36we'll bring it back to you I'll get some
31:38input from Council on some of the items
31:40that y'all want me to apply for and it's
31:43in a pre-application if we do get scored
31:46we will have a public hearing and go
31:48through the full process but um sewer
31:52lines water lines streets sidewalk
31:55projects those are all things that we
31:57can apply
32:02East are you done uh not yet I can I can
32:06stop take a question um yeah I uh with
32:09with CBG project and I think you and I
32:13had some discussion this week about uh
32:16MLK so I was asking about the Grant on
32:19MLK what um why is why I mean do we
32:24apply for partial grants or do we apply
32:27for full Grant
32:28and I remember you said something to the
32:30fact that you apply for the maximum so
32:34but MLK runs from the loop 304 all the
32:38way down to what golad West golad West
32:41yes West golad so did we get a grant to
32:45do the do MLK meaning from the loop to
32:49West Goliad
32:51or got to explain that cuz I'm I'm
32:54getting questions about that because so
32:56like I broke it down in the email email
32:58um in my response was we applied for the
33:01maximum however um last year's maximum
33:04was 500,000 they increase it to 750
33:08500,000 when it goes into Street
33:10construction is pretty limited you MLK
33:14is a little over a mile I believe if
33:16last time we checked it was right at 7
33:19or 8,000 ft so it's about a mile and a
33:21half of Street
33:24500,000 um only got us that so we have
33:27applied for the maximum but there was no
33:29remaining grant funds left and
33:32so uh we had a qualif uh the sib the
33:36state infrastructure bank that was a was
33:38a bond it was a loan that we
33:40borrowed that money was MLK was
33:44qualified from the loop up to Bell
33:46Street the smaller portion that used to
33:49be called Commerce
33:50Street from it Bell to West
33:54golad um in the state's system system
33:58does not show did not show the rest of M
34:00as a qualified Street and so that's why
34:03I sent that map that it shows that
34:05there's only from Bell to the loop that
34:07is uh qualified for sib funding so we
34:10used bond funds uh borrowed money to
34:13finish out MLK up to the amount that the
34:17project allowed the money to go into
34:19okay if we're to to to do the rest of M
34:22which it it needs it as well um we're
34:24going to have to use other sources sib
34:26will not fund money or if y'all want
34:29like I said we do have 750,000 that we
34:31can apply for we can do the other the
34:34the remainder of MLK out of the next
34:37round of cdbg funding to complete the
34:40full length of uh
34:43MLK um but maximum but it's not that we
34:46applied for part of the street we
34:47applied for the maximum amount of the
34:49ground and it only it only cover mean
34:52it's going to pay for the entire street
34:53right and so uh we went shopping with a
34:57known dollar amount and it only LA and
35:00it only addressed a portion of MLK out
35:03of the grant funds so we used borrowed
35:05funds to complete MLK up to uh Bell
35:08Street and so if we want to do the rest
35:11of it it'll have to be out of a new
35:13source of funding okay so what about
35:17cedar cedar how how we going to address
35:20Cedar it we have to be new sources of
35:22funding uh we did we did preliminary
35:24engineering we applied for it out of our
35:28project um but once again the SIV
35:30project we only borrowed $6
35:32million and so Council
35:35decided they picked and prioritized
35:38which
35:39streets are the worst or the most
35:42traveled and that's how the you know
35:44that's why MLK was selected over Cedar
35:48and so um you know there were several of
35:51them that were not able to be done
35:53within that within the SIV Project
35:55funding so if we want to do the rest of
35:57this the streets that we did the
35:58preliminary engineering on we would have
36:00to go and borrow more through the SIV
36:03program um or another source of funding
36:07but at Clark
36:09Sano there were uh Cedar there were
36:12several streets that were
36:14not that were left off the project
36:16because we ran out of of funding okay uh
36:20stat so um
36:23Sycamore we did not apply Sycamore was
36:26not applied for in the sib
36:28project it is a qualified street though
36:30so those are all streets we can apply
36:32for those all have to be paid paid back
36:34though they're not grants okay we have
36:36to borrow money against our tax rate you
36:39know just to add one of thing the
36:41council had the option of picking the
36:44street it wasn't that [name] got to pick
36:45the street everybody was giv the list
36:48and they went through and decided which
36:50streets they actually wanted to what
36:52percentage it wasn't just a it was based
36:54on I get I don't know the strongest
36:57Council what but it was based on
36:59distributed on what the council
37:00themselves we tried to distribute across
37:02the city to where each Precinct had some
37:04project percentage of the
37:06pro um and then we have uh so we we've
37:11just got approved for a categor
37:13categorical environmental exclusion
37:15through Texas water development board
37:18and essentially there's another whole
37:20process that we got approved to exclude
37:23having to go through we did not we do
37:24not have to go through that process of
37:26an environment a full environmental
37:29design and review for East Houston and
37:31East goad when we're doing the water
37:33lines because we're using current water
37:36lines we're replacing existing Disturbed
37:39grounds we're not putting in new water
37:41lines or disturbing new grounds um and
37:45so after a lengthy process that's the
37:49the main reason that well that's the
37:51only reason that we've been waiting up
37:53until now so this week we got approval
37:55for um exclusion of the environmental
37:58process because they verified that we're
38:00only using existing uh Disturbed ground
38:05you know as our work area um so we're
38:08going we published that in the newspaper
38:10we're required to publish that in the
38:11newspaper that TW Texas water
38:13development board um excluded us from
38:15that requirement and they're finalizing
38:19engineering and we'll probably U we hope
38:21to be going to bid in the next 3 to four
38:23months probably sooner that's the worst
38:25case scenario but um Houston and East
38:28goad for new water lines um will be
38:30going out to bid in the next few months
38:32probably early late late spring early
38:35summer um after that that's one we we
38:39got to get the water line done for the
38:41state the state I met with the state um
38:44and I have that here but so I'll go
38:45ahead and touch on that the state we met
38:47with them a couple weeks ago they're
38:49moving up uh their plans are to move up
38:51South four Street um and get that done
38:54they're doing current construction
38:55projects on 287 and and on um uh south
38:5919 so they're going to continue that
39:03inside the loop and there will either
39:05continue up to Bell Street or up to the
39:08square depending on the amount of change
39:10order and funding they're going to go
39:13ahead and do that since we replaced that
39:14water line uh down south four Street
39:17that's all been replaced with all brand
39:19new water lines that we did a couple
39:21years
39:22ago then the rest of them um is going
39:25into their next fund that they're
39:26putting in their in their next funding
39:28year which will be roughly 2026 and 2027
39:32that'll give us all of 2025 to do the
39:34waterline
39:36construction and hopefully get both of
39:38those highways done to allow that to be
39:43rebuilt um we met today with Engineers
39:46Wastewater Plant and water wells that's
39:48moving forward we did some we're they're
39:50trying to finish the preliminary
39:51engineering so they're uh they're doing
39:53site uh reviews of our Wastewater plants
39:57um as well as a lot of our Pro
39:59problematic areas of sewer line uh sewer
40:02Mains areas that we know that we're
40:04taking in a lot of water where the lines
40:06are collapsing or separating and we're
40:09bringing in storm water we're going to
40:11prioritize a lot of their Wastewater
40:12funding for those areas so we're we're
40:15trying to identify that first with some
40:17uh some smoke testing and uh we'll begin
40:20that process pretty quick
40:23um I also wanted to touch on
40:27I actually spoke with a council member
40:29the other day that was not had not been
40:31out on our South Loop and so I wanted to
40:35just bring this up to
40:37council um this is the state of
40:40construction as of today so it's a
40:42gloomy it's a gloomy cloudy day but um
40:45we have a really big building being
40:47built in the industrial park they um
40:50they expect this building to be
40:51completed in um kind of the May time
40:54frame and we'll be starting job fairs in
40:58in hiring process um in the spring um
41:03we're looking forward to that we did um
41:05as it relates to this we are also moving
41:07forward with the ftz application we've
41:09gotten letter of concurrences from all
41:11of our local uh taxing entities and
41:14submitted that and uh so we look forward
41:17to when Nancy Goes to Washington in a
41:20couple weeks for us to have
41:24a a good result on that um um we also
41:29this is the provalis building we've done
41:31some we've done a lot of landscaping and
41:34cleaning up of the building um there's
41:36still a few things that we want to touch
41:38on and kind of clean up a little bit
41:40more um the inside of the building well
41:44this is the outside again we have a
41:45generator the generator has been
41:46installed and it's connected to the
41:48building we're we're live on
41:50that
41:52um the inside of the building they're
41:54filling this up they've they've gotten
41:56big coolers to put right over here by
41:59the for people's lunches and whatnot so
42:01we have a
42:03cafeteria um that set up they begin
42:05setting all the rooms up they have all
42:07their data pulled uh all their
42:09workstations new new uh desks and uh
42:14computer
42:16monitors here's another room right now
42:20right now we're set up for the goal is
42:23for 60 people um for phase one phase one
42:27construction has been completed uh we
42:29finished that um that we agree to and
42:32now um I got an email from them today
42:35saying that they're moving forward to
42:37into the we they're wanting to meet to
42:39uh next week to schedule job fairs and
42:43and to put together a program to begin
42:45uh doing some heavy advertising and
42:48trying to bring in some Crews they
42:50they've got several contracts that are
42:51designated for the Crockett
42:53location um and so they're ready to move
42:55forward they're excited and and we're
42:57really really
43:00excited
43:03um any questions on the Texas capital
43:07provalis um the last couple of things
43:11that I wanted to talk about um I wanted
43:13to bring notice to council
43:17today um in a more formal way but then I
43:20want y'all to begin thinking and
43:22preparing for discussions soon um when
43:25it as it relates to our um swimming pool
43:30we did get notice from the Texas uh
43:32Parks and Wildlife the grant that we had
43:34submitted for a swimming pool to to to
43:38uh combine with our match was denied um
43:42well it wasn't deny we right we did not
43:45rank high enough uh out of 60 I believe
43:47it was 68 applications we came in at 32
43:50and they only had enough funding for 22
43:54so we fell out of the funding bracket so
43:57we have options that we need to discuss
43:59so I need to know what from Council how
44:01to move forward with the swimming pool
44:05project
44:07con con bring it in bring the project in
44:10make it smaller project borrow more
44:13money or do another project or you know
44:16spend the money elsewhere council's
44:18going to have to just make some
44:19decisions on and I'm going to try to
44:20present y all as many options valid
44:23options that we can uh move forward with
44:28the uh animal shelter I also wanted to
44:30touch on that um we we finalized we
44:34we're we're trying to finalize in the
44:35next day or two the job description for
44:38the shelter attendant or shelter
44:40technician um so we can bring somebody
44:42in and begin getting that person trained
44:45and helping us in the initial
44:48implementation of our animal shelter and
44:49getting that um running of we have we've
44:54been meeting with our with a
44:56veterinarian that is is willing to
44:57assist us um she has um provided us more
45:01insight and and we've been able to work
45:03together to come to better agreement on
45:05what our our relationship or partnership
45:07with her will be um she has affirmed
45:11that she's not wanting to come in and
45:13compete with other veterinarians she's
45:14not wanting to uh set up and necessarily
45:17use our Clinic as a private practice uh
45:20to where we're you know we we want to be
45:22able to support all of our local
45:25veterinarians without spending tax
45:27dollars um inappropriately or
45:30competitively to help somebody with a
45:32competitive Advantage she's very very
45:34helpful um and is is wanting to assist
45:37us on this project and so I'll be able
45:39to bring Council some some options as it
45:43comes to our partnership agreement with
45:45her um but we do want to post that
45:47position within the next uh few days uh
45:49for a for a shelter attendant to help us
45:52get this ball moving forward because
45:54right now we don't really have somebody
45:55in that position so we're trying to take
45:57care of it on our own and it's been hard
46:00with all the other projects going on
46:02would it be would it be available would
46:04she be available to come I mean to meet
46:07with Council to yes that'll be part of
46:09it yes' okay perfect for sure um the
46:12last two items uh Community Round Table
46:15uh we've been doing uh we started the
46:16community round table and so um the goal
46:19from Council that that we've been
46:22requested by Council this
46:24is um this is a push
46:28from the city that we've been wanting to
46:30support it's it's difficult sometimes in
46:33a council meeting for us to have candid
46:35discussions and to answer when people
46:39speak for three minutes we're not
46:41allowed to respond Community round table
46:43gives an open Forum to where we do not
46:45have um a quorum of council there we
46:48have a council member representing his
46:51his or her Precinct and then we have all
46:53the city leaders that may or may not
46:54have the questions but can get the
46:56questions answered right and so that's
46:58that was our goal and it to be spurred
47:00and and supported by that council member
47:02so a lot of it's going to be at that
47:04council members uh at that Council
47:07member's
47:08um speed or you know at that Council
47:11member's Direction you know discretion
47:13as discretion as hey this is when I'm
47:16available this is what I can or can't do
47:18hey I would like to have it at this
47:19church or I would like to have it or I
47:21talked to a friend of mine that has a
47:23venue we're going to do it over here so
47:25we want it to be led and supported by
47:28the host Precinct uh council member and
47:32so and that being said our goal was
47:35between now and through May to do all
47:38five precincts and use that as a big as
47:41a big
47:43tool approaching our our budget
47:45workshops and go getting into our budget
47:47workshops in May and June we have a lot
47:50of information that we' received from
47:51our Precinct um up until then so we did
47:55not want to delay at least having one
47:58every month we wanted to have one at
48:00least every month that way we did not
48:01push it off and finish up some in June
48:04July and so um at this time there there
48:07was some scheduling conflicts and so
48:11that's why we moved on to Precinct 4
48:12currently we do hope that um each
48:16council member will be able to work with
48:18us and provide dates and um and let us
48:22know when they when they can uh be
48:25available thank you and so we'll use
48:27that moving forward oh I just said in
48:30this I think it's when it was broken
48:33down like that it's going to be so much
48:35more effective Town meetings are
48:37wonderful but basically it's a
48:40collaboration of it's just a group of
48:42people but you're really not getting
48:44what they want to hear specifically to
48:47the area you know you go to a lot of
48:49meetings and you hear a lot but you
48:51really want to know what are you going
48:52to do for me what have you done for me
48:54lately like that but uh and so I I think
48:57the first one kind of gave us a frame of
49:00what it could be what people really
49:01cared about even to the point of what
49:05can we do spe specifically for our to
49:08get our streets fixed Maybe by another
49:10source and it was some sources
49:12introduced that I I wasn't aware of and
49:15I'm sure they weren't so the one thing
49:17about it and we do appreciate uh council
49:21person woman we said woman person we all
49:24good but when she brought up up a
49:27community I mean a a town meeting it it
49:30sounded really good at the time but
49:33getting everybody a good representation
49:36of the town is a it's really hard CU
49:40you're going to get pretty much the same
49:42cross section of the people that kind of
49:44come to the council so I think it's just
49:47so important that somebody actually can
49:50stand up and hear what's happening in
49:52their area with the person that's like I
49:56said the council does have the power to
49:57make the recommendation even when we
49:59talked about the streets just in they
50:02decide which ones they kind of want and
50:06why they want and which ones are so they
50:08know more about the areas so I think
50:10that's it's a real strong thing and and
50:13like I said I did see it we saw saw it
50:16the first one went very well and as we
50:18grow and learn and we'll be able to put
50:21them on a stronger Tim table so that
50:23it's not conflicting with anything you
50:26know as always going to be a conflict
50:28but to the best of our abilities we'll
50:31be able to hear what every Precinct
50:34heads and what their priorities are and
50:37I think that's awesome especially as you
50:39prepare to go into the budget no shock
50:42no surprise everybody pretty much know
50:45where we are thank you thank you well I
50:48just want to thank [name] for make making
50:50it come to fruition because that's
50:53pretty much you know what I was looking
50:55at in and he made it um happen so thank
51:00for that thank
51:02you was that that's it all right thank
51:06we thank you for the update uh it's
51:07always good to have a update so we can
51:09worry about what we need to do
51:11next so we know that things are being
51:14done okay at this time it bring us to
51:16item five discussion regard regarding
51:19Solid Waste
51:21agreement mayor and
51:23Council so we have a um
51:27what I what I hope to result out of the
51:29out of this um agenda item is for
51:32Council
51:33to um we've given you some time to go
51:36through our uh franchise agreement with
51:39Pineywoods
51:40sanitation um and at the end of this I
51:43would like some direction from Council
51:45on whether um this is an agreement that
51:48y'all want to review and and pinpoint
51:51and highlight some areas of focus that
51:53we need to adjust in our contract to in
51:56order to move forward into a renewal
51:58process or if y'all feel like it's time
52:00to go out and go go out for bid and so I
52:04need direction from Council um before I
52:08start the bidding process I need Council
52:10to tell me so um or if they feel like
52:13we're getting a good service that might
52:16need
52:17some some little tweaks or some
52:19massaging on that we
52:21can uh move forward with our current
52:24provider um then obviously
52:27um there's some benefits in that as well
52:29and so I wanted to touch on just just a
52:31few of those um we also have
52:33representatives from Piney Woods um
52:37sanitation here that can answer
52:38questions talk to us and maybe they have
52:41some more things that they want to add
52:44um so just to recap quickly in in 2016
52:50when I came when I came on we were
52:53dealing with we had just recently
52:55underwent a into contract with Waste
52:58Connections they were bought out I
52:59believe from
53:01Progressive and then so we worked with
53:04Waste
53:05Connections without bringing in without
53:08talking too much about that what we
53:10experienced during that process this was
53:13a big Corporation a big company uh
53:17probably worldwide we know that it's
53:19throughout the US whenever we asked for
53:22certain accommodations or certain
53:24specific things they were un able to
53:27accommodate um we asked in order to go
53:30into a renewal process with them we
53:33really want smaller trucks you are
53:35tearing up our streets our streets are
53:37getting destroyed by these massive
53:39trucks that come in with one driver from
53:42out of town they're they bring the truck
53:45in service the that entire area and then
53:49leave town with that same
53:51truck um we need smaller trucks with
53:54smaller loads and what I really liked
53:57about the rear loading process is not
54:00only that it provides more jobs but it
54:02also provides a truck that only goes
54:05down that road once it's not required to
54:08go down three-point turned around and
54:10come back down the same street twice in
54:13one day that's twice the load on our
54:16street they're hugging the curbs they're
54:18riding right up against our the edges of
54:20our road where our road is the most
54:22vulnerable and softer it's that's the
54:25weakest point of the road is up against
54:26that curb and if you drive around town
54:29that you see
54:30curbs like the waves of the
54:32sea that did not help that was one of
54:35the biggest contributors to that process
54:37they're stopping in the same locations
54:39every time picking up that same can
54:41within the same probably two
54:44feet that truck stopped every time that
54:47came there at the same place so you have
54:48big ruts digging in a request like that
54:51even at a request we know that it might
54:53cost us more but let's it wasn't
54:57that wasn't feasible so that's why we
54:58went out for bid and we got a better
55:01price with our current
55:03provider um what we currently have now
55:07we went into an agreement um our
55:09Economic Development also entered into
55:11an agreement where Pineywoods was
55:14willing to agree to bring jobs local
55:17instead of being serviced out of
55:18Huntington they have a big office in
55:20Huntington MH um instead of servicing it
55:24out of Huntington they wanted to create
55:25a local Hub here and service other
55:27communities from Crockett so they agreed
55:29to bringing in 12 jobs if we would build
55:32them a an office building so it was
55:34almost it was the our our agreement with
55:37them was we would provide the office
55:39building but yet it's still on our
55:41property it's our you know if if they
55:43leave it's still our our facility to
55:45continue using for other service and
55:47other
55:48contracts um currently they're at um the
55:52last time I spoke to them they were at
55:5322 employees instead of 12 um of local
55:56employees that they service quite a few
55:58other contracts with um if we do go out
56:03for bid we do stand a risk
56:06of losing what we have primarily because
56:11if we go out for bid this is going to go
56:13through their corporate office um the
56:15bid requests are going to go to their
56:16corporate office where they use an
56:18entire different pricing
56:20Matrix and uh we may end up in a
56:23situation where we're not able to Main
56:26maintain our current
56:27contract
56:29um I'm not aware they we had two other
56:32bids when we went out for bid last time
56:34and both of those companies were
56:37purchased by live o so they're all the
56:39same company currently so if we do go
56:42out for bid there is a there's a couple
56:45options that
56:46I would like to eliminate one is that I
56:49want to go out for bid for a company
56:51that is willing to address the specific
56:54needs that we have and and not give us a
56:56one cut a size fits all and then
56:59secondly that it's not a new standup
57:01company that looks at a contract and say
57:03well you know hey I can throw a company
57:05together I can begin a garbage pickup
57:09service and it be we be their new
57:12training grounds that we and so those
57:15are my concerns moving forward with a
57:17couple with with with bidding this out
57:20is that we we're able to maintain a a
57:22solid reputable um Service uh for for
57:25garbage
57:27the the economic development contract
57:30that's that expires this year so they're
57:32they're not under that Economic
57:34Development performance agreement um
57:36they have me fulfilled it and superseded
57:39it they've also brought in a mechanic
57:42shop um and they've moved a lot of their
57:45light
57:45mechanics work here locally instead of
57:49keeping that in Huntington as well so
57:50they're leasing another building from us
57:53um on top of their current contract to
57:55provide mechanicing uh servicing work
57:58there um that being said we have until
58:05um we have May the 5th is our deadline
58:09to provide them notice that we do not
58:12wish to renew that we're going out for
58:14bid um so if we're going to start the
58:16bidding process we need to start that
58:18pretty quick so we can have an answer
58:20before May the 5th um that way they know
58:25whether they need a Wrap Up up their
58:27services and another company is going to
58:29require quite a bit of time to develop
58:32to develop their services to buy the
58:34vehicles and and the carts and and move
58:36everything in so that being said you've
58:40had the contract um that we currently
58:43have with Pineywoods are there items
58:45that you would like to go over um when
58:48we have Representatives here uh with
58:50Pineywoods we also have their local site
58:53manager here um Mr uh Terry um and Mr
58:59Sunny hubard he's the municipal manager
59:02with Piney Woods and live o and so this
59:06is a t time to talk to them about if you
59:08do have concerns or things that we want
59:10to develop into a new into our renewal
59:14process this would be the time that we
59:16could do that um so you say by May um
59:20when I was reading the contract it said
59:21something about we need to issue them
59:24notice within 18 days yeah so may is the
59:28180 day de deadline deadline cuz the
59:30contract is
59:31November U November the 1st and so 180
59:35days prior to that would be May 5th okay
59:37concluding okay
59:39oober
59:41may things that you brought
59:44okay first off Tim Terry is our manager
59:47here now y'all know JD JD had a
59:50replacement and he's out for a month or
59:52two till his knee heels up over the
59:56complete operations of
59:58it we have 2016 and 22 people we're like
1:00:02everybody else like the fire department
1:00:04getting people to come in is difficult
1:00:07sometimes so it kind of goes up and down
1:00:09uh what we have done as a company is
1:00:13we've spent over
1:00:15$100,000 on these carts that were
1:00:18brought into the city we spent over A4
1:00:21million dollars on containers that we
1:00:24brought into the city we have over a
1:00:27million dollars worth of trucks here and
1:00:30we spent
1:00:31$380,000 on the transfer station so you
1:00:35see this is not a small project and I
1:00:38would rather y'all I mean the city can
1:00:41do what it wants to but you don't need
1:00:43to go to bed yours cheap now is what
1:00:45you're ever going to get the people that
1:00:47would actually come in and take our
1:00:49contract would buy have to buy what I
1:00:51told you we spent on new materials and
1:00:55y'all seen the pricing has done on
1:00:57everything so uh you know to get as
1:01:00cheap RO as what you have right now I
1:01:02don't think it's going to be possible
1:01:04simply because we're using equipment
1:01:07appreciating we're not having to buy a
1:01:09lot of new equipment and the uh in the
1:01:12contract it says we can give you up to
1:01:1410 30 yard containers for clean up well
1:01:18through talk and conversation we'll go
1:01:21to the transport station really to put
1:01:23four five or six containers somewhere to
1:01:26dump in you're going to have a mess
1:01:27you're going to have to have Logistics
1:01:29to where will handle that many
1:01:31containers when this transfer station is
1:01:33perfect just have them go H you don't
1:01:36have to have any containers nothing gets
1:01:38out nothing blows it all stays in
1:01:40container in the G
1:01:43station the containers that he's talking
1:01:45about uh what we've primarily been using
1:01:48those on are um either code enforcement
1:01:51or cleanup projects of abandoned homes
1:01:53that are collapsed and falling down
1:01:56different uh different projects like
1:01:58that um they'll bring in several
1:02:00containers we we use our bulldozer and
1:02:02skid steers and clean that property up
1:02:05but on our clean up the city clean up so
1:02:07the people clean up house they just come
1:02:09to the transport station there's no real
1:02:12reason to set these containers in where
1:02:14you have to man them because y'all know
1:02:16as well as I do if you have a place to
1:02:18put trash and nobody's watching you know
1:02:20what's going to happen we know where it
1:02:22goes transfer station alleviates that
1:02:24situation one other thing that we do uh
1:02:28forever house that we pick up here y'all
1:02:31get about $1.50 a month on it for every
1:02:35house that's a franchise Fe forever
1:02:38container that we have through
1:02:40commercial areas you get a uh a dollar
1:02:45for every $100 that they spend I mean I
1:02:49mean every $10 y'all get 10% on our
1:02:52commercial so if we do $20,000 a month
1:02:55month y'all get 10% of that on all of
1:02:58our rolloff stuff of the big
1:03:00construction containers whenever it's
1:03:03set out depending on the size 20 30 or
1:03:0640 you'll get anywhere between 40 and
1:03:09$75 per load franchise Fe so see y'all
1:03:13make a lot of money off of us
1:03:15also and the fact that we pay taxes on
1:03:18all of our properties you know every can
1:03:20sits out every container that sits out
1:03:22every truck that runs we pay personal
1:03:24property tax on so you know it this
1:03:27thing works both directions we are
1:03:30wanting to keep this business we don't
1:03:32want to get rid of it we had 15 more
1:03:35years left on a contract for our
1:03:36transfer station what the transfer
1:03:39station allows us to do as a business is
1:03:43we can take our trucks and one of the
1:03:46situations we ran into when we made the
1:03:48B and believe me I like these guys
1:03:51they're garbage people U they're just as
1:03:54good as the weage were but I can tell a
1:03:56lot of people y'all never met Mr Weber
1:03:59and you never met the guy that owns the
1:04:01company now you just see us but
1:04:06um we we want to keep this y'all are
1:04:09very important to us Tim and his MCH do
1:04:12as much as they can for the community we
1:04:14try to be involved every way that we
1:04:16possibly can and uh although that a
1:04:19bigger company owns us we still are a
1:04:22small company and we're here and we also
1:04:25picked up the county we have the county
1:04:27contract so we run everything out of
1:04:30here and you know it's just there's no
1:04:34real reason to bid it out because we're
1:04:35getting you everything that you need
1:04:37we're paying you a lot of money and
1:04:39paying a lot of taxes and all the people
1:04:45work okay what I oh I'm sorry what what
1:04:49can we do about people trying to get a
1:04:52hold of y'all and and you can't get a
1:04:54hold of you we are going to put in a
1:04:57phone one number that is nothing except
1:05:00for the city of Crockett and when we get
1:05:03it in place I'll give you all the
1:05:05information y' y'all divide up y'all can
1:05:07put it out however you want to but there
1:05:09will be one person that answers this pH
1:05:11if she has to BU to the power room and
1:05:13go eat lunch somebody else will take it
1:05:15but it will be specifically for the C
1:05:17okay what can we put in there if that
1:05:20don't happen there's re we do have that
1:05:24um we currently have well we currently
1:05:27have it and they can't do it no I'm
1:05:28saying we have if if their contract
1:05:31requires certain things we have
1:05:33Provisions for everything from misc
1:05:35collections um even to the uh item that
1:05:38you had mentioned a few days ago of of
1:05:40collection prior to 6:00 in the morning
1:05:424:30 in the morning um that's been
1:05:44addressed but like I say if that
1:05:47continues to happen it's a that there's
1:05:50a fine in here that we can assess them
1:05:53okay you know so there there are some
1:05:56ways for to us to ensure that that does
1:05:58happen well we need to put that in there
1:06:00it's yes and I just I don't think we
1:06:02have invoked it well you know one thing
1:06:04that I think backing up from the very
1:06:06beginning that we really have to
1:06:08consider when we talked about economic
1:06:10growth for our community we talked about
1:06:12bringing in a a company this is a
1:06:15company that came into our community
1:06:17they met our guidelines they they
1:06:19provided they took not their people but
1:06:22our people so they B jobs through our
1:06:25City they bought close connection and
1:06:28they have done a lot of things y'all
1:06:30know where my real spill I was so
1:06:32impressed that they would take your junk
1:06:34off your porch and it's a if it's a
1:06:36senior person with a couch they would
1:06:38pick it up and put it in a dumpster for
1:06:40you those are personalized services that
1:06:43they made us people and they here and I
1:06:46like you said we have called and they
1:06:49used to have a designated person there
1:06:50that you could call and so I know that's
1:06:53something that we can work out but
1:06:54economic
1:06:56what has been brought to the city that's
1:06:58what we're doing we're trying to find
1:07:00company they have a station here that
1:07:03they build and they are preserving our
1:07:05roads so we didn't have them before they
1:07:08had trenches I walk in the morning
1:07:10you'll slide off the curb where they
1:07:11were digging those holes in the Just
1:07:14Between the road uh just from walking
1:07:16you couldn't walk on the edge because of
1:07:18that and so the the and then when you go
1:07:21out 5:30 Walker you see people you greet
1:07:25them and you know who they are and
1:07:27you're comfortable that they're in your
1:07:28yard and walking and doing and can they
1:07:31help and they pick up stuff I know
1:07:33people leave stuff that's not supposed
1:07:35to be on the side of the street those
1:07:38guys will just pick it up if it's not in
1:07:40that that that we're supposed to be in
1:07:44the can and they do a good job so what
1:07:46I'm saying is if it's something that we
1:07:49can work out we're getting personal
1:07:51service and personal service wasn't what
1:07:54we were getting in the in the beginning
1:07:56so we have a company not only have they
1:07:59moved here but they build an additional
1:08:02part and that's a permanent part pretty
1:08:04much and then the building that the
1:08:07crcket work with and that's what we're
1:08:09doing with their bit men and working
1:08:10together as a group that's nothing more
1:08:13but they quet still owns the building
1:08:16after they leave so it's been a
1:08:18partnership and it seemed like to start
1:08:21from scratch when we have a building and
1:08:24that's what we are we've been trying to
1:08:25get here that we ought to be able to
1:08:27work out of The Kinks because things are
1:08:30not going to be cheap if you go back to
1:08:31bid nothing you can't even by the same
1:08:33thing that the same price last week I I
1:08:36know anything that you buy now is
1:08:39additional within the last year so if we
1:08:42can work out the fine details and like I
1:08:45said they're there for us with the roll
1:08:47offs they they've given us comple a lot
1:08:49of complimentary things and most of all
1:08:51they have hired our people people that
1:08:54live in this this community people that
1:08:56spend money in this community so there
1:08:58might be some things that we do need to
1:09:00work out the details but I am confident
1:09:04in knowing how things change that we
1:09:06probably won't get the of the deal that
1:09:09we have now I guess you want to use that
1:09:11terminology but we probably won't get
1:09:13all of the accommodations that we have
1:09:15at this point cuz we know where you live
1:09:17we'll call
1:09:19him we hunt him down no so is the so
1:09:22basically overall is the only issue that
1:09:24we're having having with um with your
1:09:27company is just uh getting in touch with
1:09:30with them or so to to clarify that
1:09:33before Sunny says something um the city
1:09:37administrates this contract the city the
1:09:41the city hall or the water office when
1:09:44you call and you want an additional
1:09:46pickup or you want to order a new can or
1:09:49a new service or hey I I didn't get my
1:09:51trash picked up today you call City Hall
1:09:54and we will answer you
1:09:55so we're the um primary point of contact
1:09:58okay and we know how to get a hold of
1:10:00pony Woods the problem and like Mr [name]
1:10:02was saying that there the one service
1:10:05that we do not manage or administrate is
1:10:08the rolloff service we do not collect
1:10:10funds for roll off and pass it on to
1:10:12them we do that with the residential and
1:10:14the and the Commercial Services because
1:10:16we're already in a billing mode every
1:10:18business and every residence gets a
1:10:20water bill from us so that's an easy way
1:10:22for us to administrate that process the
1:10:24roll office has one they're oneoff here
1:10:27projects and so they take care of the
1:10:30orders of the rolloffs and they build
1:10:33that person directly for rolloff
1:10:35services so we're left out of that Loop
1:10:37of communication and that's one of the
1:10:39biggest concerns of communication is
1:10:43ordering rolloffs hey I've been trying
1:10:45to get it picked up for a few days right
1:10:48now the those the the the phone system
1:10:50when you call that number it will roll
1:10:52over to potentially anywhere within
1:10:54their system all their phones ring at
1:10:57the same time so anywhere somebody from
1:10:58ssby could pick it up or you know bman
1:11:01or Tyler could pick it up and so there's
1:11:03just lots of
1:11:05little things that fall through the
1:11:06cracks on that communication um secondly
1:11:10the county does not have the city so the
1:11:14county they're direct customers of pony
1:11:17Woods if you live outside the city
1:11:18limits you get build directly by by um
1:11:21Pineywoods that has also been a
1:11:23communication problem and I think
1:11:24there's a a lot of overlap of complaints
1:11:27when people say I've been calling for 2
1:11:30days well did you call the city no I
1:11:32don't even live in the city well that's
1:11:33a county you're you're a direct customer
1:11:36call us if you're in the city and we'll
1:11:38fix we'll we'll make sure that
1:11:39Pineywoods shows up and if not we have
1:11:41ways to make sure that they follow
1:11:44through with it by by our contract so I
1:11:46think that's a big one is having a
1:11:49dedicated phone Ser phone
1:11:51line to someone here local and if they
1:11:54don't pick up where we can drive out
1:11:55there and and look at them in their face
1:11:58and ask them to help us on certain
1:12:00things you know having a dedicated phone
1:12:02line is going to be a big
1:12:03one the problem
1:12:06also same they can
1:12:08get that's a big that's a big problem
1:12:11for us that's a big problem for us too
1:12:13it's part of our business and and how's
1:12:16the deal on the is it
1:12:19still they have the right to go up 3%
1:12:21every year CPI so but all the contracts
1:12:26that when when we went out for bid um
1:12:28five years ago all the contracts
1:12:31um had a requirement for a CPI or
1:12:35automatic cap and so this
1:12:38one this one it was 5% and we negotiated
1:12:42them down
1:12:44to 3% was it three or three and a half
1:12:473% 3% so so 3% is the cap right even if
1:12:52the CPI is higher
1:12:57but they should come with okay deals
1:13:02went up this has went up that's why we
1:13:04got to do it if nothing's gone nothing's
1:13:07changed you know like the one year they
1:13:10didn't go up on us and the next year
1:13:12they went up on a
1:13:146% I didn't like
1:13:17that at
1:13:19all I mean you you skipped us a year
1:13:22when we first started out okay whatever
1:13:25everything's good everything we're not
1:13:26going to go up on y'all then the next
1:13:28year you went up on a 6% instead of
1:13:33three I I don't think you should be able
1:13:36to do
1:13:38that if you skip a year that's just it I
1:13:44so I that that's been a bird for a while
1:13:49me okay so well you know details that
1:13:54what you can if we can either decide
1:13:56that we would do a
1:13:58yearly deal or if we skip it we won't do
1:14:02it that year we just pick back up where
1:14:04we are and those are things that can be
1:14:06worked out in the
1:14:08contract yeah I think yeah I and I
1:14:11understand what you were saying
1:14:13yeah so what I would propose at this
1:14:16time while we're going over it that we
1:14:18might just pick a pick a day go through
1:14:22the contract step by step and just
1:14:25revisit anything that we have because it
1:14:28is a business it's a business that's in
1:14:30our city we want to retain them but we
1:14:33want to retain them without without any
1:14:35conflict and so because we can go
1:14:38through the contract step by step and
1:14:41just have a workshop on it and that way
1:14:44we can iron now because it might be
1:14:45something that someone else might
1:14:47haven't had a chance but you'll be able
1:14:49to do it but like I said the heart of
1:14:51this business to me is that they're
1:14:53taking care of our people
1:14:55and that it is an economic development
1:14:58because the money they make we're going
1:14:59to get it back through in our and it's
1:15:02the dollars are being spent here rather
1:15:04than people that are coming out our
1:15:06streets are being better preserved
1:15:08because we have lighter trucks uh the
1:15:11equipment that they can work on is being
1:15:13worked on because they have the facility
1:15:15here and the supplies and things are
1:15:17basically here so when you look at that
1:15:20you're looking at who benefits we just
1:15:23need to work out to fine details
1:15:26and like I said I'm very comfortable
1:15:27with the personal service we just need
1:15:30the detail service taken care of so I
1:15:33would propose or recommend that we pick
1:15:36a date to revisit to sit down and after
1:15:38we've had a look and have our
1:15:40recommendations together and go them
1:15:43individually I don't know if that's
1:15:45something I I would prefer to do that
1:15:47cuz I did I did read through the
1:15:49contract and I did have some some
1:15:51questions in general but uh it's not I
1:15:54mean something that
1:15:55like say you need to fine tune and there
1:15:57nothing major or anything like that I
1:16:00just think it's something that we can
1:16:02toward there nothing yeah there nothing
1:16:05yeah so we're in agreement that things
1:16:06we need to work out we can work out
1:16:08things that's what you want to hear we
1:16:10work out to find details and I don't and
1:16:12we have enough in that timeline we don't
1:16:14want to go out to bids because we do
1:16:16know it's going to be a change and then
1:16:18we're going to be there going to be some
1:16:20little hidden things that we won't see
1:16:22until after we start doing the service
1:16:25but we do know what you are where you
1:16:27are we do know the service we do know
1:16:29your personnel and we're appreciative of
1:16:32it so what we'll do is based on make a
1:16:35recommendation and then we'll set a
1:16:37designated time that works for everybody
1:16:40but what I will do in the meantime is
1:16:41I'll make arrangements for the telephone
1:16:43because okay they've got a guy in the
1:16:46corporate office that buys telephones
1:16:47for the whole company so we it'll take a
1:16:50week to get it and we'll have a phone
1:16:52number local number and uh
1:16:58it Mr I think Tim Tim is U gave me his
1:17:03number before and I was able to reach
1:17:06so that's what I want to tell y yes sir
1:17:11YN got personal work so call it don't
1:17:16matter yes sir he he was available we
1:17:18use it quite
1:17:19often well that's great that we're
1:17:22personalized say we even know we're
1:17:23going to knock on your no
1:17:25got my number also that's what they do
1:17:27at you around here but we appreciate it
1:17:29so with that being said we are we do
1:17:32appreciate the service that has gone
1:17:34forth and the impact that has had on our
1:17:37city good well that's great and so at
1:17:43war yeah I would just ask Council that
1:17:46um y'all give us dire y'all in a motion
1:17:49give us direction to move forward with
1:17:51negotiations of the contract and set a
1:17:54set a date to to return for a uh
1:17:58discussion uh Slash Workshop or
1:18:01something okay to go over it just set it
1:18:04up so that we don't run into any kind of
1:18:06problems with the amount show up and
1:18:10that's the main thing is um that it be
1:18:12more of a workshop scenario and that we
1:18:15also I need to know that we're moving
1:18:18forward in this direction yeah to make
1:18:20sure that I don't have to miss any
1:18:22timelines on the bidding process if
1:18:23we're going in this direction so if
1:18:25y'all tell us that I think we can move
1:18:27forward with this one but move forward
1:18:29with negotiations of a contract contract
1:18:32okay so we're going to focus on this we
1:18:33won't be looking at the bid Parts as
1:18:35we're looking at um f tuning negotiating
1:18:39the contract that we have I don't think
1:18:42if there's going to be a whole lot of
1:18:43difference in this this is actually a
1:18:44pretty decent contract okay especially
1:18:47the 3% because this is we've got one
1:18:51other contract that limits it to about
1:18:53that much everything CPI and over the
1:18:56last three three years four years CPI
1:18:58has been at 9 6 and A2 6.8 4.8 so you
1:19:04see it's always been above that 3 you
1:19:07know it in your business watching prices
1:19:09of oil go up and down that's why I shop
1:19:13around
1:19:15so okay so with that being said uh can
1:19:18we get a
1:19:21motion you say you want to consider a
1:19:23workshop oh okay just yes ma'am request
1:19:26uh if you if you can just request that
1:19:29we begin negotiations for a con for an
1:19:32agreement renewal and set a
1:19:35workshop
1:19:36um that we're not going out for bid okay
1:19:40I make a motion that that uh Council
1:19:43consider not going out for me um and
1:19:47consider uh negotiating negotiation and
1:19:52um pre-plan for Workshop
1:19:55um to um revise the contract with
1:20:00exclusive franchise agreement um with
1:20:03the um solid waste disposal in solid
1:20:06waste um live o is that who o yes okay
1:20:12it's a motion on the table we had a
1:20:14second a second okay we've been moved in
1:20:17second all in favor motion carry thank
1:20:20you so
1:20:22much okay we'll give you a we'll set a
1:20:25date that's agreeable to you have any
1:20:27more questions if you have some
1:20:29questions give me a call yes sir I will
1:20:32I appreciate anything I can Tim yes JD
1:20:35he gets back just don't make fun of
1:20:40you thank you much appreciate it we'll
1:20:44see you guys later mayor I see you again
1:20:47thank you have a blessing reason that I
1:20:49need to stay because I live an hour and
1:20:50a half from here all right we appreciate
1:20:55you appreciate it thank you okay all
1:20:57right move us to item two consider an
1:20:59approve of resolution of the city
1:21:01council of the city of Crockett Texas
1:21:02authorizing the submission of the Grant
1:21:04[segment omitted]
1:21:07reader acquisition finalization to the
1:21:10office of the governor of Criminal
1:21:12Justice division they said criminal
1:21:14justice here come the pope
1:21:16P mayor
1:21:19council this is our the Final Phase of
1:21:22our project with LIC readers for the
1:21:25city uh we've been working on this a
1:21:28little over three years
1:21:29now uh we received the first one and
1:21:32then we just recently received the
1:21:34funding for the next three uh with four
1:21:38more we'll be able to cover the entire
1:21:40city every road coming into the city
1:21:42[segment omitted]
1:21:45ones that we're getting are uh quick
1:21:47deploy they're backed up with solar
1:21:50power um so they're a lot lot more uh
1:21:55energy efficient and easier to put out
1:21:57cost effective so uh this is a grant the
1:22:02last round of Grant is closed we
1:22:04finalized all those they reopen we just
1:22:06submitted this grant um right at 20
1:22:11actually I think $20,000 to be exact for
1:22:14four additional and it's 100% Grant so
1:22:17the city won we don't have to match it
1:22:20and that's what this resolution is for
1:22:23[segment omitted]
1:22:25or block these are Vigilant Solutions
1:22:29through
1:22:30Motorola they have a little larger um
1:22:33following so to speak um
1:22:38so the numbers seem to be a lot higher
1:22:40with these all across the United States
1:22:43[segment omitted]
1:22:46reason why their prices have come down a
1:22:49little bit uh because they now have some
1:22:51competition uh but we went with this
1:22:53company because they use commercial data
1:22:56also so it opens up the possibility of a
1:22:59lot more so do we have two now or So
1:23:03currently working we have one we have
1:23:05three on the way so that' be four total
1:23:08cuz there's two on that team one for
1:23:09love lady and
1:23:11then one of them one of them's not ours
1:23:14one of not one a one of a
1:23:17text one of them is a text Dot okay uh
1:23:21all right so the one in love lady is not
1:23:22working right we've got one and we have
1:23:25three on the way that we just closed out
1:23:28which one is ours the one with the St
1:23:31the one in love lady ours is the bigger
1:23:34one closer to love lady just on
1:23:36the side of the love lady City okay yeah
1:23:40it's not working what's that it's not
1:23:42working it is as it today the it wasn't
1:23:45working today the display doesn't always
1:23:48work okay when the battery starts
1:23:49getting low it'll cut that off it goes
1:23:52into a okay
1:23:56and you're getting good good results too
1:23:58good results from them yeah okay uh I
1:24:03don't know the exact number I should
1:24:05have had that
1:24:06tonight the stolen vehicles so if you
1:24:09don't know about license plers what they
1:24:14do computer and
1:24:17ifle for the stolen human trafficking
1:24:21child sex trafficking terrorist
1:24:23organizations Nar related or even if
1:24:26that vehicle tagged to have a wanted
1:24:28person inside it automatically alerts
1:24:30the officers so they can go set up and
1:24:32weit on that vehicle so um it also
1:24:36allows us to at any particular time look
1:24:38at our traffic count to see how many
1:24:40cars have come in towards
1:24:42Crocket use that like during events and
1:24:45stuff like that if that one set up on
1:24:47the south side that does it read coming
1:24:51okay it reads in the opposite direction
1:24:53okay it catches North and okay good okay
1:24:56and that's what the new ones will do too
1:24:58they'll catch both both Direction I
1:25:01think it's a great
1:25:03tool I mean you used to didn't know what
1:25:05direction of travel if you drive on the
1:25:07road Bey beyond the
1:25:11actual you want to
1:25:15testify AC country been huge help on
1:25:19Investigation that's you can trace
1:25:21people it's amazing to do with the SE we
1:25:24get that will free up uh the mobile and
1:25:27we'll be able to move it around the city
1:25:29in different areas where we're having
1:25:31issues or maybe higher theft something
1:25:34like that we can move it around that out
1:25:37have what you were ask about earlier
1:25:40only uh on the resolution um I think I
1:25:43just kind of read over it and everything
1:25:45just kind of get an understanding of it
1:25:47um but there's a um section that I would
1:25:50like to add something to your your um
1:25:53resolution so we can't add to these
1:25:55resolutions these are uh these are
1:25:59dictated by Homeland Security uh that's
1:26:01so that's where this come from the
1:26:03specific requirements um I'm not sure
1:26:06what you would like to add I mean I can
1:26:08ask them uh but these These are provided
1:26:10to us uh from the governor's office as
1:26:13to what has to be on this resolution
1:26:15okay only thing I think uh what I was
1:26:17asking to add possibly is where it says
1:26:19the authorized official is given the
1:26:21power to apply for accept reject
1:26:25alter or terminate the Grant on behalf
1:26:29of the applicant agency and I was
1:26:32looking at up on approval of
1:26:35counsel so is that is that sufficient or
1:26:38not I'm no that might be something that
1:26:40would be added but uh essentially
1:26:44um this Grant and all the documentation
1:26:48the filings um I'm responsible for since
1:26:51I'm filing it through the city but as an
1:26:53employ of the city I have to have the
1:26:55approval of the council to submit this
1:26:57grant uh so um basically what that's
1:27:01saying is that at any point um I can say
1:27:05no we're not going to get this grant
1:27:06it's going to cost us more money or this
1:27:09isn't going to work um or when they
1:27:11notify me uh Chief [name] your Grant has
1:27:14been approved at the local level do you
1:27:16wish to continue that gives me the
1:27:18authority to say yes we want to continue
1:27:21um and basically what this resolution is
1:27:24for for me to bring the information
1:27:25before y'all so y'all know exactly what
1:27:28it's going to cost and what we're doing
1:27:30so that there's no surprise and flavor
1:27:33so that's that's why that's wording okay
1:27:36cuz when I was looking at it it said
1:27:37alter and when it said alter that kind
1:27:40of C stuck out to me CU I was at the
1:27:41point to where if you make any changes
1:27:43and we're not aware of the changes that
1:27:46you made I mean um good point for
1:27:49instance the last round of grants that
1:27:52we just got reapplied for four um we
1:27:54didn't get awarded the full amount okay
1:27:57uh so I had to work and my assistant
1:28:00chief and the captain he back there too
1:28:02we had to work with the company and
1:28:04alter that proposal we had to alter that
1:28:06quote because the original one said four
1:28:09we didn't have enough money so we had to
1:28:11work with them and get them to Crunch
1:28:13the numbers and we were able to get
1:28:14three instead of four with the amount
1:28:17the state awarded it so I think when it
1:28:18talks about alter that's what it's
1:28:20talking about if they come back and say
1:28:23hey this price went up you know
1:28:26$1,000 then I have to work with them and
1:28:29say no we can't do that we need to back
1:28:31it down so with that being said you
1:28:33still bring it back to council and
1:28:35advise us of the changes that you made
1:28:38uh typically I would not um if it's
1:28:40something that um we're not if we didn't
1:28:44receive the grant funds for it uh my
1:28:47response to them would be either we need
1:28:50to go down in quantity or we need to
1:28:53make these work through your company
1:28:55because this is what's been approved for
1:28:58the grant this is what my city council
1:29:00has approved if you can't do that then
1:29:02we we'll go somewhere else maybe a
1:29:05little um input on that also if if
1:29:08there's a requirement for additional
1:29:09funds like he can't commit the city to
1:29:12to spending money that has not been
1:29:13approved so if if they come back and say
1:29:17hey you only you know if you're going to
1:29:18have to buy the fourth one if you really
1:29:20want it he couldn't make that kind of a
1:29:22decision he's not going to be able to
1:29:24commit the city to any funds that's not
1:29:26approved and right now he's telling you
1:29:28it's going to be now it's going to be
1:29:29zero so as long as he stays under
1:29:32zero exactly we won't have to come back
1:29:35the last one they come back I think we
1:29:36applied for
1:29:3846,000 and they come back and said hey
1:29:40you know we can only give you
1:29:4322750 um so we had had to take some off
1:29:47we had to take some equipment off we had
1:29:49to make those numbers work so it fell on
1:29:52us because that that Mone from the state
1:29:54it's not from the city so we had to make
1:29:57it work where it fell that number okay
1:29:59yeah I I was just looking over and
1:30:01reading it because there's a lot of
1:30:03times there's a play on words so I was
1:30:05want to make sure that I was good with
1:30:07it okay you have any other comments
1:30:11questions okay can we get a
1:30:17motion I make a motion that we accept
1:30:19the uh
1:30:21resolution um number r
1:30:252D2 to allow um Chief [name] to apply a
1:30:31submit for the Grant application uh for
1:30:34[segment omitted]
1:30:37motion on the floor second it's been
1:30:40moved in second all in favor motion
1:30:44carries okay that brings us to item
1:30:46number
1:30:47seven consider and approve a proposal
1:30:50for the city of Crockett and the
1:30:52Crockett Area Chamber Of mer to host the
1:30:54freedom of a quet Independence Day
1:30:57fireworks show and cover any funding
1:31:01shortfall not met by donations if
1:31:04necessary mayor and Council
1:31:07um due to this being a little bit of a
1:31:10moving Target and we're shooting for a
1:31:12project in July um I wanted to bring it
1:31:15to you so we could begin working hard on
1:31:19it's kind of the egg or the chicken
1:31:21process because we can't go out and
1:31:22bring in a lot of fun funding and
1:31:24donations for a project that Council has
1:31:26not approved or is not going to back up
1:31:28and and say that we're good on having so
1:31:32that being said we feel we've done this
1:31:34two years now this will be our third
1:31:36year uh the first year we had a budget
1:31:38of 25,000 and we are we were able to
1:31:41raise about
1:31:4327,000 we had a little bit of funding
1:31:45left over going into last year U we had
1:31:49some aspirations to make it just a
1:31:50little bit bigger and better than the
1:31:52previous year um and we fell just
1:31:55slightly short so we were about $3,000
1:31:58$3,000 under um in raising the necessary
1:32:02donations so we wanted to bring that
1:32:04number back down to 25,000 the first
1:32:07year was 25 then we went increased it to
1:32:0930,000 so we wanted to bring the budget
1:32:11down to about 25,000 we do have a lot of
1:32:15uh committed people that have have said
1:32:18that their business will donate the
1:32:19funds to we have an idea of what we're
1:32:21going to get but I cannot guarantee you
1:32:23that every one of those checks will cash
1:32:25and or you know everybody's going to be
1:32:27um able to support it um but I do feel
1:32:30pretty confident um as recently as
1:32:33possible that 25,000 is probably a safe
1:32:37um doable budget um a lot of the other
1:32:39things that we do outside of that to
1:32:41make that project happen does not cost
1:32:43us any additional funds um a lot of this
1:32:46money also goes back
1:32:48into um advertising for those businesses
1:32:51the businesses that uh don't towards
1:32:54this project we're able to put some
1:32:56banners up and do some newspaper ads and
1:32:58radio ads of all the businesses that
1:33:01support um our fire our freedom over
1:33:04Crockett fireworks show this uh this
1:33:07past year I also had or this current
1:33:09year I had someone um someone else that
1:33:11is that actually is
1:33:13local um they're out of
1:33:16Elkart and well fairly local and they
1:33:20said that they're interested in
1:33:21submitting a bid as well
1:33:24um I did ask them to submit a bid based
1:33:27on 25,000 so essentially you can ask for
1:33:30anything and the cost what I've learned
1:33:32to find come to find out a 3-in mortar
1:33:36shell to a 4 in 5 in 6 in it's not just
1:33:39an small incremental change it's three
1:33:43to four times as so a 5 in is
1:33:46considerably more than a 4 in not just a
1:33:48little bit more so if you so if you go
1:33:51out and ask them say hey put me a
1:33:53proposal together
1:33:55they may put a bunch of two you know 3
1:33:56in or 4 in and less of the other so we
1:34:00asked them to maximize our budget the
1:34:03proposal for 25 based on a $25,000 bid
1:34:06so y'all can kind of see an Apples to
1:34:07Apples comparison of kind of how big of
1:34:10a show this would be last year we went
1:34:12up to 8 in 8 Ines were visible from
1:34:16further off like you could see them
1:34:17across town on the other side of the
1:34:19loop you can see them but you the bulk
1:34:22of the people that were there to enjoy
1:34:24couldn't really tell the difference
1:34:25because they shoot straight up in the
1:34:26air and they go if it's here or here you
1:34:30don't see the difference um and so we
1:34:33were able to get bigger bang for buck by
1:34:35dropping it down to 6 in um that's what
1:34:38we did the first year and we had really
1:34:39a really good showing um and lots of you
1:34:43know good feedback on it so this is what
1:34:47both of these quotes are based off of
1:34:48are um a bulk of 6in shells 5 in shells
1:34:524 in 3 in down to 2 and 1/2 in shells
1:34:56um the other quote the second page is
1:34:59the quote from the the pr Technic group
1:35:02that did has done it the pro previous
1:35:04two years both of these groups I
1:35:07feel um good about obviously one of them
1:35:10we have history with pyro shows of Texas
1:35:15um the other one is a local group like I
1:35:18say so I asked them for some references
1:35:20I called some other cities that they've
1:35:22done it for school districts they do
1:35:23great graduation ceremonies and U or you
1:35:26know graduation uh firework shows as
1:35:29well as for some other cities and so I
1:35:31got good feedback
1:35:33from those cities um in
1:35:37school so
1:35:40um the the other difference is the first
1:35:44one Wilson family pyot Technics they're
1:35:47available to shoot on the day of July
1:35:494th that Friday the other group
1:35:54is only available their Fridays are
1:35:56fully booked they do about 20 to 30
1:35:58shows a you know it every day so they
1:36:02didn't have any extra Crews to put
1:36:04together a Friday show that's the number
1:36:07one available you know date that or date
1:36:10that people request so they didn't have
1:36:11any availabilities then so they can do
1:36:14that Saturday if we wanted to move it to
1:36:17Saturday
1:36:19um and so that's kind of another
1:36:24compar or you know difference between
1:36:25the two contracts one uh the first one
1:36:29will Wilson family uh pyot teist can do
1:36:33it on the Friday or a Saturday the other
1:36:36group can only do it on a
1:36:38Saturday that being said I I truthfully
1:36:42feel good about both of these entities
1:36:45and that's why I'm bring you know I have
1:36:46to I want y'all's input on it um um
1:36:50doing it with a company that we've done
1:36:52it with before there's a reasonable
1:36:54amount of you know comfort in that that
1:36:58they're not g to let us down or they
1:36:59don't have all the necessary equipment
1:37:01or they show up and they have some
1:37:03technical difficulties and they don't
1:37:04fire them all and there's things that
1:37:07happen all the time in firework shows so
1:37:08it's always good to have somebody that
1:37:10is really good at it so that being said
1:37:12I know pyro shows Wilson company been in
1:37:14business uh for quite a few years
1:37:16they've actually they began they've shot
1:37:19for several of these bigger groups the
1:37:21Pyro shows um there's a gulf coast show
1:37:23uh pirate uh pyot Technics so they've
1:37:26fired off for them and but have recently
1:37:30just in the last three or four years
1:37:31open up their own
1:37:33company and so it would be better to do
1:37:36it on the forth me I like that um and
1:37:43but that being said that would be my
1:37:45biggest concern is going with a new
1:37:46provider and and cuz getting back on the
1:37:50list with the old one is also going to
1:37:53be tough it was hard to get in their
1:37:54queue as a as a them as being our vendor
1:38:00so moving to a new company I wanted to
1:38:02be sure it was a good company to present
1:38:04to y'all and I feel like this is a good
1:38:06company to present to them and I spoke
1:38:07to the other cities as well you you
1:38:09spoke to the cities they've done them
1:38:10for yes sir and it was okay yes
1:38:13sir because they're local and they're
1:38:17and they so if you look at the breakdown
1:38:19of the shells
1:38:21um the
1:38:24the breakdown of the shells is
1:38:261,00 this did not get transferred over
1:38:29but that the shell quantity and like I
1:38:31say this is not any different than
1:38:33previous years but the Pyro
1:38:36shows um for that amount of money in
1:38:39that in their shell breakdown they
1:38:41provided a few more six Ines than the
1:38:43other company but overall they've only
1:38:45they're providing about six
1:38:47600 uh shells and and the other compan
1:38:50is providing 1,00 shells for that
1:38:54same uh value and I think a lot of it is
1:38:56because of they're not transporting
1:38:59these from this other company I believe
1:39:01transports them from Austin so they have
1:39:03to get Tech Stop permitting
1:39:05and lots of cost in bringing that and
1:39:07they stay overnight at the hotel and we
1:39:10and then they pay for a police officer
1:39:11to sit out and watch it this other group
1:39:13being local can bring them right in and
1:39:16set up that day without having to pay
1:39:17overnight security well I mean that
1:39:21hesitation kind of didn't do I mean we
1:39:24had a lot of bang but that little
1:39:25hesitation didn't nobody really get the
1:39:30value my only we thought we thought the
1:39:32party was over my my only question about
1:39:35the whole thing is the fact that they
1:39:38could do it Friday or Saturday and we
1:39:40know that July the 4th is the big
1:39:43fireworks yeah and and and they they've
1:39:46got both dates uh open that that's my
1:39:50only concern about it well it
1:39:54they they've got both dates open but
1:39:56they have more
1:39:57people they're doing more shows than
1:40:00just ours yeah Wilson mhm yeah oh yeah
1:40:03they got they got several people that go
1:40:06and do this show what you you and I talk
1:40:09about same with Wilson and elart so so
1:40:11and and Wilson um a big reason they're
1:40:14they're trying to expand and do more of
1:40:17these shows so like I say they're fairly
1:40:19new they're not uh they haven't been out
1:40:24so what
1:40:25are ma'am what are some of their
1:40:27references uh the city of Maha I called
1:40:31um I call the city of Maha and actually
1:40:32I spoke to the fire chief who was
1:40:35involved with them and if anybody's not
1:40:37going to care for the fireworks group is
1:40:40going to be the fire chief and he said
1:40:42they were very professional set up
1:40:44everything went off you know any of our
1:40:47concerns they addressed them um I also
1:40:49spoke to the uh city of uh or the school
1:40:52district um they they did the elart
1:40:55graduation ceremony for El the Elkart
1:41:00ISD and then spoke to a couple of the
1:41:02other big pyro shows that they uh
1:41:04contract
1:41:07um that sounds like that the people had
1:41:10own that Culver company up there too
1:41:13possibly I thought so but they're not
1:41:15they're not he said
1:41:18possibly long distance okay or you know
1:41:21somewhere back down the road but um
1:41:23they're not directly related to
1:41:26Wilson but that's what I would have
1:41:27assumed as
1:41:29well so those are only two references
1:41:31you you spoke with on their behalf or no
1:41:34four of them the other two I can't
1:41:36remember one was GF G Gulf Coast out of
1:41:39Houston bont area um pyot Technics that
1:41:43they contract for and the other one was
1:41:45North Texas
1:41:46pyros out of Dallas area that they
1:41:50contract with and so all those good you
1:41:55uh they they come highly recommended
1:41:58from other people who have used them you
1:42:06know that's fine with me okay what do
1:42:10can we get a recommendation or I'll make
1:42:13a motion we go with Wilson out of I
1:42:17second okay it's been moved in second
1:42:19all in favor Wilson we will okay with
1:42:23that being
1:42:26said uh that brings us
1:42:30to our final item is that it yes
1:42:35ma'am and it's in an executive session
1:42:38at this
1:42:40time we
1:42:46drone y'all may stay take your shoes off
